Faced with the migrant crisis, the EU is in danger of imploding. The roots of the crisis lie in the war in Syria.

The war is being waged by various military and militia forces, but the leading players are the US and Russia, which for several years have been attempting to secure a peace settlement in Syria.

Given that the consequences of the war in Syria are directly putting European unity in great jeopardy, when and how does the High Representative propose to sit down at the same table with the US and Russia to help bring about an agreement establishing lasting peace in Syria?
