15% cap on the dispatching of generation

In its Proposal for a regulation of the European Parliament and of the Council on the internal market for electricity, the Commission is proposing a progressive reduction of priority dispatch for small-scale renewable installations. This approach is based on a specific cap: where the total capacity of small generating installations (500 kW until 2026, and 250 kW after 2026) using renewable energy sources and high-efficiency co-generation becomes more than 15% of the total installed generating capacity, then the capacity threshold for installations benefiting from priority dispatch is divided in half.

Can the Commission provide the specific calculations behind this 15% cap? Which countries would be impacted first according to the Commission Impact Assessment, and when would they reach this 15% cap?
