Information concerning industrial waste moved from ILVA in Apulia to the Cisma Ambiente landfill site in Melilli, Sicily

The Commission was informed through our Question P-013466-15 of the movement of special waste from ILVA to be disposed of at the Cisma Ambiente waste disposal site in Melilli. Following the Piramidi investigation, the waste disposal site has been sequestrated and 14 arrests made on charges of ‘trafficking in waste, extortion, robbery, with the aggravating circumstance of use of mafia methods, usury, bribery through an act contrary to official duties, the making of intentionally false statements by an official in official documents, and unlawful influence peddling’.

In its answer, the Commission said that it was monitoring the situation to ensure that ILVA was complying with regulations, that the waste disposal site had been officially licensed to treat ILVA’s waste and that it would ask the Italian authorities for further clarifications.

Thanks to institutional inertia and fake permits, around 40 000 tonnes of industrial sludge and coal dust were delivered to Sicily between the question being tabled and December 2016.

In light of infringement procedure 2013/2177, EU waste legislation, the January 2017 quarterly report, in which ILVA stated that waste disposal was still ongoing, and the announcement by Italy’s Minister for the Environment Mr Galletti in December 2016 that ILVA waste would stop coming to Sicily on account of the protests, can the Commission answer the following questions:
