In November 2016, Parliament voted by a large majority against granting marketing authorisations for the DuPont Pioneer 1507, Syngenta Bt11 and Monsanto MON810 genetically-modified maize crops and products derived therefrom. After the crops failed to obtain the support of a qualified majority of Member States in the Council at first or second instance, the decision fell to the Commission.

How will the Commission deal with the requests for marketing authorisation which are pending, in view of the large number of Member States voting against such authorisations or abstaining and given the need to respect the democratic principles underlying decision-making in the EU?
