On 15 June 2016, the Commission sent out a draft delegated act setting out scientific criteria for determining the properties of endocrine disruptors within the context of the existing rules on biocidal products. The document set out criteria for identifying ‘active [biocidal] substances’ with endocrine disruptor properties.

On 7 December 2016, the Commission presented an amended proposal. The proposal extended the scope of application from ‘active substances’ to all ‘substances’.

Has the Commission’s legal service issued an opinion on the extension of the scope of application in the revised proposal of 7 December 2016? If so, on what date was this legal advice issued, and what did it say?
