Does the Council regard the mandate granted to the Commission for Brexit negotiations as sufficiently flexible for Michel Barnier to discuss and negotiate transition arrangements with the United Kingdom, or would it need to be amended?

If an amendment is regarded as necessary, what preparations have been made for amending the mandate to accommodate such negotiations (bearing in mind that Michel Barnier appears not to be surprised by the request for a transition)?
