  Der Präsident. Als nächster Punkt folgen die Erklärung des Rates und die Erklärung der Kommission zur Zunahme rassistischer und homophober Gewalttaten in Europa.

  Hans Winkler, amtierender Ratspräsident. Herr Präsident, Herr Kommissar, meine sehr verehrten Damen und Herren! Dieses Thema, das wir jetzt hier im Plenum behandeln, ist eines, das wir für ganz besonders wichtig halten. Wo immer die Sicherheit und die Würde eines Bewohners oder einer Bewohnerin der Europäischen Union bedroht ist, sind wir alle bedroht. Die Glaubwürdigkeit unserer Union, ihre Prinzipien und Institutionen stehen auf dem Spiel.

Die Union — und das wurde auch heute in der Debatte am Vormittag sehr deutlich zum Ausdruck gebracht — beruht auf den Grundsätzen der Freiheit, der Demokratie, der Achtung der Menschenrechte und Grundfreiheiten sowie der Rechtsstaatlichkeit. Das ist in den Gründungsverträgen verankert, und das ist seither in zahlreichen institutionellen Vereinbarungen und in zahlreichen Rechtsakten fortgeschrieben worden. Daher müssen wir die Akte rassistischer und homophober Gewalt als unmittelbare Herausforderung betrachten und diesen Akten mit Entschiedenheit entgegentreten.

Wir dürfen nicht zulassen, dass sich die Menschen aus dem Kreis unserer eigenen Unionsbürgerinnen und Unionsbürger als Fremde fühlen. Wir dürfen ebenso wenig zulassen, dass Menschen aus anderen Weltregionen, die zu uns kommen, Erfahrungen machen, die unseren Werten vollkommen widersprechen.

Die Union hat sich seit dem Inkrafttreten des Vertrages von Amsterdam mit den im Jahr 2000 erlassenen Gleichbehandlungsrichtlinien ein Instrumentarium gegeben, um unionsweit Diskriminierungen, unter anderem aufgrund der ethnischen Herkunft, der Religion und der sexuellen Orientierung, vorzubeugen bzw. diese zu bekämpfen.

Auf der Basis dieser beiden Richtlinien wurde das Aktionsprogramm der Gemeinschaft 2001-2006 zur Bekämpfung von Diskriminierung verabschiedet. Damit bringt die Europäische Union sehr deutlich zum Ausdruck, dass sie sich auf diesem Gebiet nicht nur auf den Erlass rechtlicher Normen beschränken will, sondern umfassende Maßnahmen zur Umsetzung einer Antidiskriminierungspolitik setzt.

Sie kennen diese Maßnahmen, ich brauche hier nicht im Einzelnen darauf einzugehen. Ich möchte nur ganz besonders die große Bedeutung hervorheben, die wir alle in diesem Zusammenhang der Tätigkeit der Europäischen Stelle zur Beobachtung von Rassismus und Fremdenfeindlichkeit beimessen, deren Erkenntnisse wichtige Entscheidungsgrundlagen für die politisch Verantwortlichen darstellen.

Lassen Sie mich an dieser Stelle auch etwas fortführen, was ich heute schon am Vormittag gesagt habe. Wir glauben, dass diesen Bemühungen um Gleichstellung, um Nichtdiskriminierung, um Kampf gegen den Rassismus auch durch eine eigene Grundrechteagentur, durch eine eigene Agentur, die sich mit diesem Thema befasst, Rechnung getragen würde. Es ginge bei dieser Agentur darum, dass wir die Regeln, die nur wir als Europäische Union haben, die zum gemeinschaftlichen Besitzstand geworden sind, in den Mitgliedstaaten, in den Institutionen und Organen überwachen. Es geht nicht darum, allgemeine Menschenrechtsuntersuchungen durchzuführen und uns als Konkurrenz zu anderen Institutionen und insbesondere zum Europarat darzustellen, sondern es geht darum, dass wir als Union eine Institution brauchen, die sich mit der Umsetzung dieser Maßnahmen, die hier beschlossen wurden, beschäftigt.

Ich wiederhole, was ich bereits heute Vormittag gesagt habe, nämlich dass meines Erachtens die Menschenrechtsagentur, die in Aussicht genommen wird, diese Aufgabe erfüllt und dass die Zivilgesellschaft — unsere Bürgerinnen und Bürger — diese Agentur will und braucht.

Wir wissen, dass es unterhalb der Ebene der Union im Bereich der Bekämpfung der Erscheinungsformen der Intoleranz eine Fülle wertvoller nationaler Initiativen sowohl öffentlicher als auch zivilgesellschaftlicher Art gibt. Diese Initiativen, die sich bemühen, auch aufklärend zu wirken und verschiedene Gruppen zusammenzubringen, Vorurteile abzubauen oder im Falle junger Menschen durch Maßnahmen der Erziehung — das erachte ich hier als besonders wichtig — gar nicht erst aufkommen zu lassen, verdienen unsere volle Unterstützung.

Wo wir aber erkennen müssen, dass positive Initiativen, Erziehungsmaßnahmen und Aufklärung nicht genügen, um Gewalt oder ihre Vorformen — Intoleranz und Aufhetzung — hintanzuhalten, müssen unsere Mitgliedstaaten auch strafrechtliche Maßnahmen zum Schutz der Bürgerinnen und Bürger einsetzen. Die Staaten der Europäischen Union verfügen daher durchwegs über strafrechtliche Bestimmungen, die den Herausforderungen, die rassistische und intolerante Verhaltensweisen darstellen, entsprechen.

Der österreichische Ratsvorsitz ist der Ansicht, dass ein europäischer Rahmenbeschluss zur Bekämpfung von Rassismus und Fremdenfeindlichkeit ein wichtiger Schritt zur Vollendung des entsprechenden europäischen Instrumentariums und ein wichtiges Signal wäre. Die Arbeiten an einem solchen Rahmenbeschluss haben 2001 begonnen. Es gibt allerdings aufgrund historisch gewachsener Strafrechtssysteme der Mitgliedstaaten noch Probleme. Die Arbeiten sind schwierig, und bisher konnte noch kein Ergebnis erzielt werden.

Angesichts einer ernsten und gefährlichen Herausforderung, wie rassistische und homophobe Gewalt sie darstellen, ist Führungsstärke der politisch Verantwortlichen in der Union, auch und gerade des Ratsvorsitzes, gefragt. Die Ratsvorsitzende Ursula Plassnik, ich selbst, und andere Vertreter und Vertreterinnen des österreichischen Vorsitzes waren und sind bemüht, diese Führungsstärke zu vermitteln. So hat am 21. März dieses Jahres, dem 40. Internationalen Tag zur Beseitigung der Rassendiskriminierung, Ministerin Plassnik unter anderem erklärt: „Der weltweite Kampf gegen Rassismus ist längst nicht gewonnen. Auch in der EU besteht kein Grund zur Selbstzufriedenheit.“

Zuvor, am 17. März, habe ich selbst bei einer Veranstaltung zu diesem Thema gesagt: „Der Beitrag der lokalen und regionalen Gebietskörperschaften zum Schutz von Minderheiten und zu Maßnahmen gegen Diskriminierung ist ganz besonders wesentlich.“ Ich habe auch auf die Situation der Minderheit der Roma hingewiesen, die in der Europäischen Union leider vielfach Zielscheibe von Diskriminierung und rassistischer Gewalt sind.

Am 5. Mai, dem nationalen österreichischen Gedenktag gegen Gewalt und Rassismus, gedachte die Ratsvorsitzende der Befreiung des Konzentrationslagers Mauthausen und der Menschen aus über 30 europäischen Nationen, die von den Nazis nach Mauthausen verbracht, erniedrigt, gequält und ermordet wurden. Dies soll uns vor Augen führen, wohin Intoleranz und Rassismus führen, und dass dies niemals passiert, das muss diese Europäische Union sicherstellen.

Meine sehr verehrten Damen und Herren Abgeordneten, lassen Sie mich wirklich sehr herzlich — auch persönlich, da ich mich seit vielen Jahren mit diesem Thema beschäftige —, dem Parlament danken, dass es dieses wichtige Thema auf die Tagesordnung gesetzt hat, und Ihnen versichern, dass der Rat Ihr Engagement gerade in diesem Bereich außerordentlich schätzt und mit Ihnen Hand in Hand arbeiten wird.

  Vladimír Špidla, člen Komise. Vážený pane předsedo, vážené poslankyně, vážení poslanci, Komise zásadně odsuzuje všechny formy rasismu a xenofobie a nadále se bude zaměřovat na boj proti těmto fenoménům za plného nasazení všech sil, které jsou jí dány v rámci Smlouvy.

Tento úkol by měl více než kdy jindy být prioritou na všech úrovních, na mezinárodní, evropské, vnitrostátní a místní úrovni. Komise velmi hluboce lituje, že členské státy ještě nepřijaly návrh rámcového rozhodnutí Rady o potírání rasismu a xenofobie, který předložila v roce 2001. Cílem tohoto návrhu je zajistit, aby všechny formy rasismu včetně nábožensky motivovaného rasismu byly ve všech členských státech postihovány trestními sankcemi. Komise opět naléhá na Radu, aby návrh přijala bez oslabení jeho účinnosti, a usiluje o obnovení diskuse o daném návrhu, jehož přijetí by při potírání rasistických a xenofobních zločinů znamenalo významný krok vpřed. Komise doufá, že seminář o potírání rasismu a xenofobie, který je organizován společně s rakouským předsednictvím a Evropským střediskem pro sledování rasismu a xenofobie ve dnech 20.–22. června přispěje k obnovení diskuse v Radě za finského předsednictví.

Rámcové rozhodnutí není v boji proti rasismu a xenofobii jedinou iniciativou Komise. Evropská komise například podporuje činnost Evropského střediska pro sledování rasismu a xenofobie tím, že shromažďuje údaje o rozsahu a vývoji rasismu v Evropské unii. Transformace Evropského střediska pro sledování rasismu a xenofobie v Agenturu pro základní práva nebude mít nežádoucí dopad na probíhající aktivity, pokud boj proti rasismu a xenofobii zůstane základním cílem nové agentury, naopak jsem si jist, že tento boj a toto úsilí bude posíleno. Komise pracuje rovněž na tom, aby bylo ze strany členských států zajištěno úplné a správné provádění přijatých nediskriminačních předpisů a řídí řadu programů a iniciativ, jako například Rok 2007 – Rok rovných příležitostí, které přispívají k boji proti rasismu a xenofobii.

Komise se zavázala v uvedených činnostech pokračovat, posilovat je a je odhodlána prohlubovat i své další činnosti zaměřené na boj proti rasismu a xenofobii. Komise dále také přísně odsuzuje všechny formy homofóbie. Homofóbie je neslučitelná se zásadami, z nichž Evropská unie vychází. V této souvislosti je třeba upozornit, že Listina základních práv a svobod výslovně zakazuje jakoukoliv diskriminaci na základě sexuální orientace.

Komise by ráda zmínila svoje prohlášení z ledna roku 2006 v Parlamentu. V rámci svých sil Komise odhodlaně bojuje proti homofóbii. Základním prvkem tohoto boje je potírání diskriminace a v tomto směru již Evropská unie učinila kroky, například přijetím směrnice 2078/ES. Komise si je také vědoma toho, že legislativní opatření musejí provázet další iniciativy zaměřené de facto na potírání diskriminačního, škodlivého, stereotypního a ponižujícího chování. Komise k tomu rovněž přispívá prostřednictvím informačních kampaní a iniciativ jako je právě například rok 2007 – Evropský rok rovných příležitostí.

Celkem vzato je Komise přesvědčena o tom, že Evropská unie, která svou podstatou usiluje o prohloubení solidarity mezi národy, musí být příkladem v boji proti diskriminaci a musí stát v čele boje proti všem formám rasismu, xenofobie a homofóbie.

  Patrick Gaubert, au nom du groupe PPE-DE. – Monsieur le Président, mes chers collègues, l'Union européenne est fondée sur une communauté de valeurs indivisibles et universelles de dignité humaine, de liberté, d'égalité et de solidarité.

En s'unissant, nos pays ont décidé d'adhérer à ces valeurs et de les promouvoir. Chaque groupe politique a décidé de déposer une résolution pour faire suite aux déclarations que nous venons d'entendre; j'en ai moi-même rédigé une au nom du PPE-DE.

Nous constatons presque quotidiennement que la lutte contre les intolérances est bien loin d'être achevée. J'aurais préféré aborder ce sujet différemment. Il est affligeant de devoir rappeler publiquement que le racisme est intolérable dans nos sociétés. Récemment, dans nos pays, de nombreuses agressions racistes, xénophobes, antisémites et homophobes ont eu lieu, ce qui est intolérable et inacceptable.

Si en tant que citoyens, nous devons rester vigilants, en tant qu'élus nous devons être fermes et condamner avec énergie ces comportements; se taire, c'est les accepter. Nous devons aussi adopter des lois pour protéger nos concitoyens - la volonté politique est primordiale dans ce domaine -, et les pays non pourvus de législation antiraciste ou antidiscriminatoire doivent légiférer.

Je répète à nouveau ce que j'ai dit hier dans cet hémicycle et depuis de nombreux mois en commission. Le Conseil doit immédiatement cesser de bloquer la décision-cadre contre le racisme et la xénophobie, sinon les grandes déclarations de bonnes intentions ne servent à rien. Nos gouvernements respectifs doivent montrer l'exemple et avancer dans ce combat pour l'égalité, le respect de l'autre et la tolérance.

En ce qui concerne l'actualité, on assiste à une montée des partis d'extrême-droite dans bon nombre de nos pays, comme il est malheureusement nécessaire de le rappeler aujourd'hui. Bien que personnellement très engagé dans ce combat, je comprends les raisons qui ont conduit mon groupe à refuser de signer le texte commun: ce texte s'enferme dans des postures idéologiques qui ont fait faillite. Ce n'est pas en stigmatisant tel ou tel degré de l'actualité que l'on fera avancer ces pays sur le chemin du respect strict des valeurs de l'Union.

Il est inacceptable de confondre les cas d'agression individuelle commis dans des États luttant contre le racisme et l'homophobie avec des positions extrêmes prises ouvertement par certains gouvernements. Ces situations doivent être différenciées. Il est dangereux de faire des amalgames. Nous devons extraire cette question du débat relevant des calculs de circonstance. La lutte contre le racisme, contre la xénophobie, contre l'homophobie n'est ni de gauche, ni de droite; nous devons nous en convaincre. Voilà pourquoi la résolution commune qui sera mise aux voix demain me semble constituer un compromis équilibré.

Je trouve très regrettable - et je conclurai par là - que sur ce sujet, le Parlement hésite à parler d'une seule voix. Il s'agit là d'une occasion manquée, alors que je sais qu'ici au Parlement, c'est un combat que nous partageons tous.

  Martin Schulz, im Namen der PSE-Fraktion. – Herr Präsident, meine sehr geehrten Damen und Herren! Als ich vor zwölf Jahren ins Europäische Parlament gewählt wurde, hätte ich es nicht für möglich gehalten, dass wir eine solche Debatte noch einmal führen müssten!

Wir waren in Europa schon wesentlich weiter als wir es heute sind. Dass wir uns heute in der Europäischen Union mit der Frage beschäftigen müssen, wie wir den ansteigenden Rassismus, den ansteigenden Antisemitismus, die ansteigende Fremdenfeindlichkeit, den Hass auf Minderheiten — egal, ob rassischer, religiöser oder sexueller Natur — in den Griff bekommen und bekämpfen, ist ein Alarmzeichen.

Das ist auch der Grund, warum ich als Vorsitzender unserer Fraktion im Namen aller Abgeordneten meiner Fraktion dazu Stellung nehme. Die europäische Sozialdemokratie, die Christdemokraten in Europa, die Konservativen und die Liberalen, die demokratischen Kräfte von links wie von rechts, diejenigen, die an der Wiege der Europäischen Union gestanden haben, wussten, warum es eine supranationale Lösung für die Konflikte am Ende der ersten Hälfte des 21. Jahrhunderts geben musste.

Deshalb schauen wir noch einmal zurück: Was waren deren Motive? Was hatte Europa in diese Katastrophen geführt, die des Ersten ebenso wie des Zweiten Weltkriegs, vor allen Dingen aber in die Katastrophen des Faschismus und auch des Stalinismus. Der Hass auf Minderheiten, ein rassisches Überlegenheitsgefühl, die Ausgrenzung von Menschen, die nicht der Konformität entsprachen, Behinderte, sexuell anders Orientierte, Menschen, die als Feinde stigmatisierbar waren, um die allgemeine Unzufriedenheit irgendwohin zu kanalisieren auf die Sündenböcke, auf die, die von woanders herkommen, die uns die Arbeitsplätze wegnehmen. Ich will das hier nicht alles wiederholen, Sie kennen es.

Die Brandstifter der ersten Hälfte des 20. Jahrhunderts waren diese Leute mit Rassenwahn, mit religiösem Wahn. Und was haben wir dagegengesetzt? Eine Lösung der Integration, eine Lösung der Wertegemeinschaft, der Rechtsgemeinschaft basierend auf den Grundrechten für alle. Egal welche Religion sie haben, ob sie gläubig sind oder nicht, egal welche Rasse sie haben, egal welche Hautfarbe sie haben. Gleich woher sie kommen, gleich welche Überzeugung sie teilen oder nicht teilen, egal auf welcher Grundlage sie ihr individuelles Leben gestalten wollen, ob in der Familie, allein oder in welcher Partnerschaft auch immer; das ist ihre Sache. Das was uns verbindet ist, dass wir eine Gesellschaft in unserem Reichtum, in unserer Überlegenheit organisieren können, die ja sagt zu dieser Gemeinschaft, in der jeder seinen Platz hat, der Katholik wie der Moslem, der Protestant wie der Jude, der Schwarze wie der Weiße, der Hetero- wie der Homosexuelle, der Familienvater wie der allein Lebende oder die allein lebende Frau.

Was bringt uns eigentlich dazu, Rasse, Orientierung sexueller Art, Glaube zum Gegenstand von politischen Auseinandersetzungen zu machen, es sei denn, man verfolgt ein Mittel zum Zweck, nämlich seinen eigenen politischen Ansatz durchzusetzen durch das Treten auf die Minderheit. Das ist das Abscheulichste, was Europa in seiner Geschichte erlebt hat. Und das ist das, was zu dieser Unmenschlichkeit geführt hat. Die Kritik, die wir daran üben, richtet sich nicht gegen irgendein Volk. Denn bedauerlicherweise haben wir in allen Ländern der Europäischen Union — nicht nur in den neuen, sondern auch in den alten Ländern der EU — das gleiche Phänomen.

Die Kritik, die wir hier verabschieden, richtet sich nicht gegen Völker oder Staaten, sie richtet sich gegen die geistige Dumpfheit derjenigen, die — egal an welcher Stelle in Europa — diese Ideologien propagieren. Die haben nirgendwo Platz, in keiner Gesellschaft, ich hoffe auch nicht in diesem Parlament!

  Sophia in 't Veld, on behalf of the ALDE Group. – Mr President, unfortunately this debate is indeed still necessary. In the resolution you will find a list of names of individual victims, people who were killed only because of the colour of their skin or their sexual orientation. In the 21st century in Europe that is barbaric and we should be ashamed. I am, on the other hand, proud to be a Member of this House that stands up against those kinds of barbaric acts.

Intolerance is on the rise everywhere, and my own country is no exception in this regard. I therefore welcome all the mass demonstrations we have seen all over Europe in favour of tolerance and equality and, most recently, the very successful equality march in Warsaw. I was very happy to be part of that.

Tolerance, anti-discrimination and equality are not national, internal matters. If it is anything, the EU is a community of values, and if we are a community of values, then we should be discussing these matters at European level and we will not accept that Member States hide behind the argument of subsidiarity, because that is only a pretext. As I said in the debate yesterday evening, the EU needs an ambitious strategy to become the world champion of fundamental rights. We should be just as ambitious in this area as we are when it comes to the economy and things like the Lisbon Strategy.

We do not need to weep crocodile tears: we need action. We do not need to be timid and reluctant when it comes to intervening in matters that are going on in the Member States. I am therefore very happy to hear that the Council will speed up the work on the framework decision and the Agency on Fundamental Rights.

I would very personally like to address a word to the President-in-Office and to call for the recognition of gay people as victims of the Nazi regime. That has been mentioned before in this House. I am also happy to hear that the Commission is willing to instigate infringement procedures and is considering a horizontal directive.

Finally, we should not hesitate to use an instrument we have at our disposal, namely Article 7, in cases where a Member State or a Member State government fails to comply with EU principles.

  Jean Lambert, on behalf of the Verts/ALE Group . – Mr President, I welcome the strong statements that we have heard from the Council, the Commission and my colleagues in the House, and wish that other politicians would be as clear and as forthright as they have been in their condemnation of racism, xenophobia, anti-Semitism, homophobia and other hate speech and hate crimes.

As has already been said this afternoon, the list in this resolution is a sad one, but it is not exhaustive. We could have added the tragic murders of young men in the United Kingdom recently, and it is clear that no EU Member State is free from this hatred. But I do not think we should be seeking to remove countries’ names from resolutions.

This week, we took a very brave stance on Guantánamo; I think we should be doing the same thing when we come to look at what is happening within our own Member States and be absolutely clear that we are not going to tolerate that either. It is very easy to be brave about third countries; it is much more difficult to be brave, in some respects, about your own, and I think that is a shame.

People on European soil have the right to live free from violence; they have the right to live in peace; and that, I believe, is unequivocal. The political response of governments and other institutions to racist and homophobic attacks is crucial and sends very strong signals.

It took numerous deaths in the United Kingdom, and one in particular, before our police services realised that they were institutionally racist and set out to change that. It is still a long, slow struggle but progress is under way. If we are going to speak out, we also need to be critical of some of our media, which is also determined, it seems to me, to sow hatred rather than information and integrity.

  Vittorio Agnoletto, a nome del gruppo GUE/NGL. – Signor Presidente, onorevoli colleghi, i continui attacchi omofobi in Europa sono sintomo di un'emergenza democratica che questo Parlamento deve affrontare, soprattutto quando essi si verificano in paesi membri dell'Unione europea come la Polonia.

Il governo di estrema destra polacco, che reprime i diritti civili della comunità omosessuale, deve sapere che tali comportamenti sono incompatibili con l'appartenenza all'Unione stessa. L'ultimo gay pride di Varsavia è stato autorizzato solo grazie alle pressioni europee. Sappia la Polonia che, se gli attacchi omofobi dovessero continuare, il mio gruppo non esiterà a chiedere eventuali sanzioni politiche per violazione dell'articolo 7 dei Trattati costitutivi e dei principi democratici fondamentali dell'Unione.

Urge inoltre che la decisione quadro del 2001 sul razzismo e la xenofobia venga estesa anche al reato di omofobia, categoria giuridica già esistente in Francia e in Belgio.

Guardo con sconcerto all'immobilismo della Presidenza austriaca su questi temi e mi chiedo se non sarà dovuto al fatto che il partito neofascista di Haider fa parte del governo di Vienna. Sfido il Consiglio qui presente a dire qualcosa al riguardo. Spero pertanto che la Presidenza finlandese dia uno slancio di civiltà a questa Europa in preda a nuovi e pericolosi fantasmi.

  Wojciech Roszkowski, w imieniu grupy UEN. – Panie Przewodniczący! Sprawiedliwość wymaga rozsądku i wymaga rozwagi. O ile więc rasizm, ksenofobia, antysemityzm, niechęć do Muzułmanów czy Chrześcijan są pożałowania godnymi faktami występującymi w niektórych krajach europejskich, o tyle musimy być bardzo ostrożni w porównywaniu i uogólnianiu tych zjawisk w walce politycznej. W przeciwnym razie osiągniemy bowiem efekt odwrotny od zamierzonego, przyczynimy się bowiem do zaostrzenia, a nie złagodzenia konfliktów.

Projekt rezolucji w sprawie rasizmu i homofobii zawiera zbyt wiele sprzeczności i nieusprawiedliwionych uogólnień, a to może przynieść taki właśnie efekt. Nieuprawnione jest stawianie na jednej płaszczyźnie rasizmu oraz tak zwanej homofobii i islamofobii. Miesza się tu autentyczną dyskryminację z powodów rasowych czy religijnych z opozycją wobec ideologii, opozycją uprawnioną w demokratycznym dyskursie politycznym. Nasza liberalna koleżanka z Holandii jest dosyć skromna jeśli chodzi o ocenę tolerancji w swoim kraju, ostatnio zalegalizowano tam partię pedofilską i chciałbym może zapytać: jak daleko jeszcze sięgnie tolerancja w tym kraju? A postkomuniści, którzy się tutaj tak obficie wypowiadają powinni raczej zajrzeć w historię własnej tolerancji, a nie czepiać się Polski.

Groteskowo brzmi w omawianej rezolucji zestawienie żalu z powodu braku porównywalnych danych o wspomnianych zjawiskach z uogólnionymi sądami na temat krajów, w których one występują. Dlaczego Parlament ma ujawnić swoje niechlujstwo w pobieżnym opracowaniu tak ważnego dokumentu, skoro od lat zajmujemy się tymi zjawiskami w komisjach przy Radzie Europy? Uchwalając paragraf 1, 3, 4 i 11 w obecnym brzmieniu Parlament po prostu straci wiarygodność w walce z rasizmem i dyskryminacją.

Wzywam wszystkich z Państwa, którzy kierują się prawdziwą troską o sprawiedliwość o powstrzymanie się od fałszywych porównań i nieusprawiedliwionych uogólnień.

To ważny dzień w Parlamencie Europejskim, bo zarówno ta debata, a nade wszystko uchwała potencjalna, która może być tą debatą zrodzona, może nadać szczególny, nowy trend w jakże słusznej walce z różnymi rodzajami rasizmu, prześladowania mniejszości itd., ale na miłość boską, nie może to być jeszcze jeden oręż w walce politycznej lewicy i liberałów europejskich przeciwko prawicowo nastawionym partiom politycznym i krajom, w których prawicowe partie polityczne przejęły władzę.

Stanowczo protestuję przeciwko zapisom proponowanym w punkcie 4. tej rezolucji, gdzie stawia się na jednym poziomie tak poważne – śmiertelnie poważne z punktu widzenia politycznego i moralnego – zarzuty wobec mojego kraju, jak: ksenofobia, antysemityzm, homofobia i brak tolerancji w Polsce.

Tysiącletnia historia Polski zaświadcza ponad wszelką wątpliwość, że jest to państwo najbardziej tolerancyjne w Europie, biorąc pod uwagę ową historię. To państwo nigdy nie pozwoli sobie na bezkarne szastanie jego dobrego imienia.

Protestujemy przeciwko fałszowi i obłudzie środowisk lewicowych.

Poseł Schulz razem ze swymi socjalistycznymi przyjaciółmi dołączył do polskich post-komunistów w robieniu hałasu w sprawie losu homoseksualistów w Polsce. Czy zna on jakiś przypadek nietolerancji wobec homoseksualisty? Jeżeli nie, to skąd ten hałas?

Ponoć poseł Ligi Polskich Rodzin wzywał do używania przemocy przeciwko gejom. To doniesienie jest przedmiotem skargi tego posła przeciwko gazecie, która to napisała. Ten Parlament ośmieszy się, protestując wobec wypowiedzi, której nie było. Najpierw trzeba sprawdzać fakty. On powiedział, że policja winna uniemożliwić nielegalne demonstracje, w razie potrzeby używając siły. Gdy rządzili postkomuniści nielegalne parady gejów były chronione przez policję. Teraz nie. Mamy rząd zdeterminowany utrzymywać prawo i porządek.

Tak, w Polsce sprzeciwiamy się promocji homoseksualizmu. Sprzeciwiamy się promocji niemoralnych zachowań. W sposób oczywisty różnimy się z panem Schulzem odnośnie tego, co jest, a co nie jest moralne.

Zrobiłby lepiej, zwalczając nietolerancję w swoim kraju. Jestem na tyle stary, by pamiętać niemiecką nietolerancję wobec Polaków w czasie II wojny światowej. Również dzisiaj są przykłady ubolewania godnej nietolerancji w Niemczech.

  Bogusław Sonik (PPE-DE). – Panie Przewodniczący! Chciałbym poprzeć tutaj zdanie wypowiedziane przez mojego kolegę z PPE-DE, pana Gauberta, że ta Izba straciła okazję, żeby przemawiać wspólnym głosem i dołączyć do rezolucji, którą on przygotował, pokazując mechanizmy, jakie powinny być wprowadzone w Unii Europejskiej: stały monitoring przestępstw rasistowskich, wprowadzenie dyrektywy ramowej oraz jak najszybsze utworzenie Agencji Praw Podstawowych. To powinny być priorytety naszej debaty i rezolucji, a nie obrzucanie poszczególnych krajów i przypadków, tak jak ma to tutaj miejsce.

Unia Europejska stara się zachować najwyższy standard w przestrzeganiu praw człowieka. Temu ma służyć powołanie niebawem Agencji Praw Podstawowych. Już obecnie co roku wydawane jest przez wiedeńskie Centrum Monitorowania Rasizmu i Ksenofobii sprawozdanie na temat rasizmu i ksenofobii w Unii Europejskiej. Warto sięgnąć do sprawozdania z 2005 roku. W punkcie 5 o przemocy i przestępstwach na tle rasistowskim zawarta jest ocena sytuacji w 25 krajach członkowskich. I czego można się dowiedzieć z tego tekstu? W czterech krajach europejskich, w tym we Włoszech, pani Agnoletto, brakuje publicznie dostępnych oficjalnych danych na temat przypadków przemocy i przestępstw na tle rasistowskim.

Wśród nowych państwa członkowskich, cytuję dalej to sprawozdanie, Czechy, Węgry, Polska i Słowacja prowadzą oficjalne dane na tematy przemocy i przestępstw na tle rasistowskim w ujęciu szerszym niż te, które są gromadzone w innych krajach. Brak w Europie jednolitego systemu rejestrującego takie przestępstwa utrudnia analizy porównawcze omawianego zjawiska. W Wielkiej Brytanii odnotowano, ponieważ ona dobrze prowadzi taką statystykę, ponad 52 tysiące incydentów o charakterze rasistowskim, w Niemczech 6400, we Francji 1565, w Czechach 209. Te dysproporcje pokazują jak ważne jest wprowadzenie jednolitego systemu monitorowania.

Większość spośród 25 krajów Unii Europejskiej, czytamy dalej, dokonało transpozycji dyrektywy o przeciwdziałaniu dyskryminacji na własne krajowe konteksty. Przeciwko czterem krajom, w tym również Niemcom, Panie Martin Schulz, w lipcu 2000 zostały skierowane skargi do Europejskiego Trybunału Sprawiedliwości z powodu nie wywiązywania się przez te państwa z wymogów dyrektyw o równości rasowej.

  Martine Roure (PSE). – Monsieur le Président, notre devoir aujourd'hui, c'est de prendre date, c'est de nous exprimer contre ce retour de la haine, de la xénophobie et de l'homophobie. Partout en Europe, nous assistons avec effroi à des actes odieux et nous entendons des discours haineux et des appels à la violence. Je le répète, partout en Europe. Il est donc de notre devoir de dire que cela suffit, que nous ne tolérons plus de telles exactions, que ces propos monstrueux sont contraires à nos valeurs et à l'opposé des fondations sur lesquelles nous avons construit notre Europe.

Il faut mettre un terme définitif aux crimes racistes, xénophobes, homophobes, qu'ils soient contre un homme ou une femme parce qu'ils étaient noirs, contre un jeune homme parce qu'il était juif, contre un autre jeune homme parce qu'il était maghrébin, contre une femme parce qu'elle était transsexuelle. Notre devoir impérieux est de faire taire tous ceux qui prônent cette idéologie abominable. Nous savons tous où cela mène: au néant et à l'horreur.

De même, il faut rester ferme face aux appels à la haine professés par des dirigeants polonais contre les homosexuels. Et à ce propos, je salue la tolérance et la joie de vivre ensemble dont le peuple polonais a témoigné lors de la gay pride à Varsovie.

Je le dit, solennellement: levons-nous, car l'heure est grave. Il suffit de compter toutes les résolutions sur le sujet que nous avons adoptées sans grand résultat, puisque la situation ne fait qu'empirer. Il faut désormais passer aux actes. Il faut que les États se mobilisent contre la haine qui renaît sur leur sol. Il faut que l'Union prenne conscience de la gravité de la situation et fasse de cette lutte une priorité. Nous ne pourrons pas dire dans quelque temps que nous ne savions pas. C'est maintenant qu'il faut agir, tous ensemble, de façon urgente et sans délai. J'appelle donc les États membres à se mettre d'accord sur la décision-cadre sur le racisme et la xénophobie au plus vite. L'heure est à la mobilisation.

  Frédérique Ries (ALDE). – Monsieur le Président, une résolution, encore une, pour dénoncer les actes racistes, antisémites et homophobes, une résolution qui se justifie, malheureusement, face au niveau exceptionnel et alarmant que la haine et l'intolérance ont atteint depuis quelques années dans l'Union européenne.

Le constat est accablant et il a été évoqué par d'autres orateurs avant moi: les agressions racistes – toutes formes de racisme confondues – sont en pleine recrudescence. L'article 2 de notre projet de résolution commune évoque les dernières d'entre elles: À Anvers, le 12 mai 2006, Oulemata Niangadou est assassinée parce qu'elle est noire, et avec elle la petite Luna dont elle avait la garde. En France, Ilan Halimi est enlevé, il est torturé, il est assassiné parce qu'il est juif.

Nous pourrions disserter des journées entières sur les causes de ces actes barbares. La première, à mes yeux, est la banalisation, une banalisation des discours. Il y a les discours du genre "ne jetons pas de l'huile sur le feu", il y a ceux qui prônent la fameuse "quête de la paix sociale", il y a une certaine culture du non-dit aussi, renforçant le sentiment d'impunité dont bénéficient les auteurs de tels actes xénophobes, et puis, surtout, il y a les discours qui incendient les esprits.

Je donnerai un exemple concret, un parmi d'autres, de cette banalisation rampante qui sclérose les esprits et empêche les pouvoirs publics d'agir quand il est temps. En 2004, en France, la commission consultative des droits de l'homme constatait que l'antisémitisme était à l'origine de la moitié des agressions physiques et verbales dans le pays. Il aura pourtant fallu deux ans et l'assassinat d'Ilan Halimi pour que les citoyens français prennent conscience d'une culture antisémite qui s'affiche fièrement dans certaines banlieues au sein d'une minorité, certes, mais une minorité bien active et particulièrement embrigadée. Deux ans de trop, deux ans que l'on aurait dû consacrer à constater, dénoncer, intégrer et rapprocher.

J'ai l'habitude de terminer sur une note optimiste. J'aurais pu, par exemple, citer le considérant I) et dire qu'il nous faut œuvrer pour une éducation au respect de l'autre, au dialogue, à la tolérance. C'est une évidence, un devoir impérieux: la connaissance pour reconnaître l'autre dans toute sa richesse et toute son altérité.

Je conclus, Monsieur le Président, en rappelant qu'endiguer la montée du racisme, c'est commencer, pour paraphraser Albert Camus, par oser nommer les choses, c'est désigner ceux qui les provoquent, c'est oser la vérité.

My constituency in the north of Ireland has seen a number of violent attacks on communities from other Member States and from further afield, as well as a consistent level of homophobic violence. We also experience ongoing sectarian attacks, such as the recent murder of a 15-year old Catholic boy, Michael McIlveen.

It is absolutely vital that the Council now adopt the 2001 Framework Decision on Combating Racism and Xenophobia. I would echo calls for the Finnish Presidency to restart work on this with all urgency and, as we have heard today, for the Council to adopt the decisions without watering them down. National governments and other institutions must respond adequately.

  Eoin Ryan (UEN). – Mr President, I believe it is important that we all use this opportunity to highlight the unfortunate rise in racism at football matches in Europe.

FIFA, the world’s governing body for football, has said that there has been a recent upsurge in discriminatory behaviour towards fans and black players, an escalation that has dovetailed with the signing by many European clubs of players from Africa and Latin America. FIFA has stated that there is a deplorable trend in the increased level of racist attacks in Europe. This is not in any individual country; it is everywhere. It is unfortunate if people pick one place or country to highlight this.

Racist incidents that have taken place at European football matches include the following acts: monkey-like chanting, derisive singing, the hanging of banners that reflect neo-fascist beliefs and the tossing of banana skins on to football pitches. In all, more than 30 billion television viewers are expected to watch the World Cup that has just started.

I welcome the fact that FIFA is going to use that tournament as an opportunity to crack down on racist acts at football matches in Europe. There are a number of things it intends to do. Because of time constraints I will not list them. However, I believe it is important for our own Commissioner for Sport, Mr Figeľ, the Finnish Presidency, the EU and the European Parliament to look carefully over the coming months at how we can highlight this unfortunate trend.

I also believe that players have a huge role to play in this. They are very influential with fans and they can have a hugely positive impact on getting people to stop that kind of behaviour.

  Urszula Krupa (IND/DEM). – Panie Przewodniczący! Rasizm jest wynikiem przekonania o wyższości ludzi, którzy chcą panować nad innymi.

Przeciwdziałania rasistowskiej przemocy i innym dyskryminacjom ze względu na pochodzenie społeczne, starszy wiek, chorobę czy religię nie mogą przebiegać ze stosowaniem rasistowskich metod, zwłaszcza tutaj na forum Parlamentu Europejskiego. Dlatego z całą mocą protestuję przeciwko szkalowaniu Polski, Polaków i katolickiego Radia Maryja, jakie nasiliło się zwłaszcza w chwili przejęcia władzy przez opcję prawicową, zaciekle zwalczaną przez międzynarodówkę liberalno-socjalistyczną, która mając w swoich rękach ogólnoświatową prasę, oczernia Polaków, posądzając ich o ksenofobię, antysemityzm i homofobię, tylko dlatego, że większa część moich rodaków to ludzie wierzący w Boga i przestrzegający tradycyjnych wartości.

Perfidnie powielanym kłamstwem rozpowszechnionym przez wrogie katolikom media jest rzekoma krytyka przez Stolicę Apostolską Radia Maryja, jedynego niezależnego w Polsce medium o ogólnoświatowym zasięgu – jakiego życzę wszystkim – które przestrzega prawd wiary, broni życia, prawdziwej wolności, propaguje prawdę, godność osoby ludzkiej i prawa człowieka.

Polska była i jest jednym z najbardziej tolerancyjnych krajów, gdzie od wieków prześladowani w innych państwach znajdowali gościnę. Dlatego uchwalenie rezolucji, że w Polsce jest antysemityzm, ksenofobia, rasizm czy homofobia, jest skandalem i świadczyłoby o rasizmie i ksenofobii w Parlamencie Europejskim.

Jako katolicy w Polsce czujemy się obrażani inwektywami i nie po raz pierwszy dyskryminowani, co nie powinno mieć miejsca zwłaszcza tutaj w Parlamencie Europejskim, który szczyci się przestrzeganiem idei tolerancji, demokracji, poszanowania różnorodności i wolności wyznania.

  Frank Vanhecke (NI). – Voorzitter, in de eerste plaats wil ik mij uiteraard aansluiten bij de strenge en absolute veroordeling van elke vorm van geweld. De daders van gewelddaden van om het even welke origine trouwens moeten streng bestraft worden. Dat staat buiten kijf.

In de tweede plaats wil ik echter ook erop wijzen dat geweld door geïsoleerde individuen niet en nooit mag leiden tot een heksenjacht op mensen en partijen die met dat geweld niets te maken hebben en die enkel vreedzaam wijzen op de gevaren en de enorme problemen van een veel te massale en door niemand nog echt gecontroleerde immigratie.

In de derde plaats wil ik erop wijzen dat de redelijkheid in dit Parlement opnieuw ver te zoeken is. De gezamenlijke resolutie die morgen in stemming wordt gebracht, is gewoon waardeloos door zijn groteske overdrijvingen en door het door mekaar haspelen van geweld enerzijds en van legitieme kritiek op de onwerkbare multiculturele maatschappij anderzijds. Ze is ook door haar feitelijk pleidooi voor een nog verder terugschroeven van de vrije meningsuiting angstaanjagend ondemocratisch.

  Alexander Stubb (PPE-DE). – Mr President, I have seen and heard homophobia vaguely, on TV and so on, but listening to some of our Polish colleagues speak here today, especially Mr Roszkowski, Mr Pęk, Mr Giertych and Mrs Krupa, well that is homophobia if anything is! It is absolutely unbelievable stuff!

I am glad that I have a lot of good, sensible, rational Polish friends, because if that is liberal history, then for goodness sake, I do not want to see what right-wing conservativism is!

Sorry about that. To me this resolution is about four things. It is about the fight against racism, xenophobia, anti-Semitism and homophobia.

First, we already have a resolution on homophobia, which was signed by all of the political parties, and I am indeed very glad about that.

Second, it is clear that racist violence has increased in Europe and we cannot just sit down and watch it. We need action. We need action from the Commission, as Mrs in ‘t Veld said, and we need action, as many have said, from the Finnish Presidency.

My third and final point is that when I came here I thought that the resolution should not name any countries or political parties. I am still trying to believe that it should not do so, but if someone wanted to put the country of Poland into this resolution, I think that after hearing this debate there is no question as to why it was done. Because I am a big friend of Poland, I still think it should come out.

  Józef Pinior (PSE). – Panie Przewodniczący! Historia Europy nakłada szczególną odpowiedzialność na polityków, na kościoły oraz na społeczeństwo obywatelskie w zakresie dbania o tolerancję i prawa człowieka. Ta odpowiedzialność ciąży szczególnie na rządach państw Unii Europejskiej, które powinny być strażnikami praw zapisanych w Traktacie Europejskim.

Niestety niektóre, powtarzam niektóre, działania obecnego rządu w Warszawie, przede wszystkim związane z Ligą Polskich Rodzin, szerzą nietolerancję i homofobię. Wicepremier i minister edukacji Roman Giertych zwolnił ze stanowiska dyrektora Centralnego Ośrodka Doskonalenia Nauczycieli ze względu na wydanie przez ośrodek oficjalnego Poradnika Rady Europy "Kompas. Edukacja o prawach człowieka w pracy z młodzieżą". Wicepremier Giertych zarzucił książce, cytuję za publikacją prasową, zachęcanie szkół do spotkań z organizacjami homoseksualnymi. Roman Giertych rozważa konieczność likwidacji tej placówki, istniejącej od 1991 roku i stanowiącej jedną z ważnych instytucji w Polsce w zakresie opracowywania i realizowania programów edukacyjnych opartych na wartościach humanistycznych.

Te działania rządu budzą jednak, na szczęście, inną Polskę. Pod petycją o odwołanie ministra edukacji podpisało się w Internecie prawie 140 tysięcy osób. Protestują nauczyciele, uczniowie, podnosi się nowe społeczeństwo obywatelskie.

  Mojca Drčar Murko (ALDE). – Homofobijo smo opredelili kot iracionalni strah pred drugačnostjo ljudi, pred nečem, česar ljudje ne poznajo oziroma nočejo spoznati. Odpor do homoseksualnosti je le ena oblika mišljenja, ki se opira na zakoreninjene predsodke. Podobna je podlagam, na katerih nastajajo rasizem, sovraštvo proti tujcem, drugače mislečim in verujočim in druge fobije.

Pri homofobiji smo soočeni s tradicionalnimi predsodki, ki jih neredko spodbujajo javna občila, zlorabljajo pa tudi populistični politiki. Gre za širok spekter dejanj, od sovražnega govora in hujskanja proti drugačnim do pozivov k diskriminaciji ožigosanih ljudi in do dejanske pravne neenakopravnosti. Občasno imajo taki politiki dokaj široko podporo, zlasti še če homofobijo povežejo z nacionalnim šovinizmom, versko gorečnostjo, prezirom do narodnih manjšin in tako dalje.

Prav zato ker se ideje, zlasti v poslabšanih gospodarskih razmerah, lahko širijo kot požar, je naša dolžnost opozoriti na protipravnost homofobnih in rasističnih ravnanj. Odpravljanje predsodkov pa je tudi vzgoja ljudi k strpnosti do drugačnih in se prekriva z drugimi vrstami vzgoje za strpno vedenje. Evropski parlament lahko identificira nevarnost, opozori nanjo in protagoniste razgali, ukrepati pa morajo v končni fazi države članice.

  Δημήτριος Παπαδημούλης (GUE/NGL). – Κύριε Πρόεδρε, τα κρούσματα ρατσισμού και βίας δυστυχώς αυξάνονται συνεχώς τόσο σε ένταση βίας όσο και σε συχνότητα όχι μόνο στην Πολωνία αλλά, δυστυχώς, σε όλη την Ευρώπη. Το να καταδικάζουμε τα διάφορα ρατσιστικά εγκλήματα είναι απαραίτητο αλλά δεν αρκεί, αν αναλογιστούμε τόσο τα ήδη υπάρχοντα ψηφίσματα όσο και την κοινοτική νομοθεσία.

Η νομοθεσία και η καθημερινή διοικητική πρακτική ορισμένων κρατών μελών ευνοούν τη μισαλλοδοξία και τις διακρίσεις σε βαθμό που θα μας επέτρεπε να μιλήσουμε για θεσμοποιημένο ρατσισμό. Τα κράτη μέλη πρέπει να μεριμνήσουν για την εφαρμογή πρακτικών μέτρων καταπολέμησης του ρατσισμού. Οι φορείς διαμόρφωσης της κοινής γνώμης να μη δημιουργούν κλίμα ρατσισμού! Να προωθηθεί η νομική δίωξη ομάδων που προωθούν τον ρατσισμό! Ο ρατσισμός είναι ένα πολύπλευρο και πολυδιάστατο πρόβλημα. Γι' αυτό και τα μέτρα αντιμετώπισής του πρέπει να είναι πολυσύνθετα, να μην αφορούν μόνο στην καταστολή αλλά και στην πρόληψη. Να καταπολεμούν όχι μόνο τις ρατσιστικές αντιλήψεις αλλά και τον κοινωνικό αποκλεισμό που αποτελεί το θερμοκήπιο για την ανάπτυξη του ρατσισμού.

  Jan Tadeusz Masiel (NI). – Panie Przewodniczący! Skorzystajmy z okazji i odnotowując wzrost poziomu rasizmu, ksenofobii, homofobii, czy innego rodzaju przemocy, nie zamykajmy dyskusji tuż po jej otwarciu, twierdząc, że nie powinno jej być, tylko zastanówmy się nad przyczyną wzrostu tej przemocy. Takiej refleksji w tym Zgromadzeniu brakuje.

Poza tym więcej jest grup ludzkich, które doświadczają przemocy, aniżeli te tutaj wymienione. Uważam, że przemocy doświadcza również cała rzesza Europejczyków w Unii Europejskiej, którym narzuca się poszerzenie Unii o Turcję, czy też ta część społeczeństwa, która myśli bardziej tradycyjnie po chrześcijańsku i która nie ma nic przeciwko homoseksualistom, ale którą szokują parady gejowskie. Po co parady? To też jest przejaw przemocy.

  Michael Cashman (PSE). – Mr President, I am saddened by what I have heard here this afternoon from our Polish colleagues from the League of Polish Families and the Law and Justice Party. I have heard from them about the promotion of hatred, the promotion of discrimination, the promotion of evil. We have heard family and religion used as a reason or an excuse. There is no reason, and there is no excuse, for the promotion of hatred.

I have heard traditional values referred to. What value is there in diminishing the lives of ordinary human beings? There is none. This House was built on the ashes of the Second World War. When it was built we vowed that no minority would ever be scapegoated again. We stand by that. We will defend that.

I was in Warsaw on the march that your Government tried to ban. Let me say to you: the reception that we got from those decent, ordinary people confirmed to me that your two parties do not represent those decent ordinary men and women of Poland!

  Sarah Ludford (ALDE). – Mr President, we have a huge and inexcusable gap in EU action. Our citizens must be very puzzled. On the one hand we have good laws and a new strategy to outlaw discrimination against people as employees and consumers.

However, the EU is failing to outlaw hate crimes against people as people. It is failing to delivery security from fear, even though we talk a lot about creating an area of freedom, security and justice. President Barroso enjoined us this morning to be proud of Europe and its values. So why is there a lack of action on hate crimes when Member States can agree criminal penalties for pollution crimes? Is it complacency? Is it ignorance? Is it a lack of political will?

I hope to avoid any more high-flown rhetoric about a Europe of values while our leaders refuse to act. MEPs are agreed, including, I am glad to say, Mr Gaubert for the PPE-DE Group, in demanding that action.

I would say to Mr Roszkowski that his mention of paedophiles in the context of sexual orientation is deeply misplaced and disgraceful. Nothing suggests that paedophilia is more prevalent among homosexuals proportionately – indeed it is probably the contrary.

  Kader Arif (PSE). – Monsieur le Président, chers collègues, nous sommes ici pour définir une réponse commune contre la montée des violences racistes, antisémites et homophobes dans nos États, et contre son corollaire, l'expression de plus en plus assumée des thèses d'extrême-droite.

Marteler jour après jour ce message de lutte contre les discriminations et contre toutes les haines liées à l'origine ethnique, raciale, religieuse ou à l'orientation sexuelle est un devoir: devoir de tolérance, devoir pédagogique à l'égard de nos enfants, devoir de mémoire au regard de notre histoire. Ce serait la preuve de notre attachement indéfectible aux droits de l'homme. L'horreur n'est jamais loin. Des événements tragiques récents ont secoué et ébranlé nos consciences et nos peuples. Une guerre mondiale dont les fondements étaient la haine de l'autre a ravagé notre continent il n'y a pas si longtemps. L'Europe est née de ces cendres au goût amer, en se fondant sur des valeurs de paix et de tolérance, il faut toujours le rappeler.

Il faut être sans concession et sans faiblesse, même au sein de cette enceinte. Il faut des réponses fortes, le renforcement des instruments pénaux et l'application rigoureuse de ceux qui existent déjà. La relance des travaux en vue de l'adoption de la décision-cadre du Conseil est un impératif. Soyons fermes et exemplaires, il en va de nos valeurs. Pour répondre à nos collègues polonais: on peut croire en Dieu et ne pas être homophobe.

  Claude Moraes (PSE). – President-in-Office, if you have been subject to racial or homophobic violence you will never forget it. When my parents arrived in this European Union from India, we were not welcomed with open arms: we suffered regular racial abuse and violence. You never forget it once it happens.

What I would say to my Polish colleagues, and to anyone else who doubts that action can be taken here in this House today, is that we want action. The Council framework decision is at the heart of this resolution. I would say to those colleagues who disagree about whether we should name individuals, I have to agree with it, because it is a deeply personal tragedy which you will never forget.

However, I would say this to the Austrian Presidency: you can make this happen. It has been shelved so many times, but racist attacks can be solved, penalties can be increased, a political signal can be sent. Will it stop the hatred? No, it will not. But you mentioned leadership, and leadership is what we seek today, because this scar on Europe today in 2006 is greater than when my parents arrived in this European Union in the 1960s. That is a deep shame. Let us do something about it.

  Hélène Goudin (IND/DEM). – Herr talman! Det är med bestörtning som jag har tagit del av de nyheter som nått oss den senaste tiden från länder såväl inom som utanför EU. De vittnar om att det finns mycket obehagliga och farliga strömningar mot homosexuella bland Europas folk. En grundläggande princip i en demokrati är mötesfriheten, vilken också har skydd i Europeiska konventionen om skydd för de mänskliga rättigheterna och de grundläggande friheterna. Denna frihet respekteras inte alltid. I Ryssland fick inte Prideparaden mötestillstånd, något som helt klart är en kränkning av konventionen, men också en kränkning av de människor som fredligt ville utöva sin demokratiska rätt.

Vi behöver dock inte gå utanför EU för att hitta liknande exempel. Det räcker med att vända blickarna mot Polen. Därifrån kommer ständigt nya homofoba uttalanden från ett vilt politiskt fält mot Prideparader och dylikt. Detta är helt förkastligt. Inte sällan används religionen som en förevändning. Förvisso är även religionsfriheten en av de grundläggande friheterna, men den får dock inte under några som helst förhållanden användas som en förevändning för att förtrycka andra. Detta kan vi inte acceptera, vare sig bland medborgarna i medlemsstaterna eller bland våra kolleger här i parlamentet.

Om vi, från vilket land vi än må komma, skall kalla oss demokrater måste vi med kraft fördöma det som sker just nu och göra allt som står i vår makt för att få stopp på förtrycket. Frågan är emellertid av så stor vikt att man bör fråga sig om Europaparlamentet är rätt forum för detta. Det får under inga omständigheter bli så att homofobifrågan tas upp för att ta billiga politiska poäng.

  Hans Winkler, amtierender Ratspräsident. Herr Präsident, Herr Kommissar, meine sehr verehrten Damen und Herren! Es ist meine feste Überzeugung, dass wir in dieser wichtigen Frage, die auch für unsere eigene Glaubwürdigkeit wesentlich ist, nur dann erfolgreich sein werden, wenn wir uns fest auf den Werten dieser Europäischen Union befinden. Wir müssen glaubwürdig sein und eine einheitliche Stimme auch nach außen hin tragen. Es ist mir wichtig, und es erscheint mir ganz wesentlich, dass die Institutionen der Europäischen Union, vor allem das Europäische Parlament, der Rat und die Kommission, mit einer Sprache sprechen. Ich persönlich glaube auch nicht, dass wir weiterkommen, wenn wir einander gegenseitig beschuldigen und einander gegenseitig vorwerfen, dass wir weniger oder mehr die Grundsätze der Achtung und der Toleranz einhalten. Wir müssen eine gemeinsame Sprache finden. Ich habe hier sehr vieles gehört, das in diese Richtung geht. Dafür möchte ich mich herzlich bedanken.

Mrs Lambert referred to something which I believe to be of crucial importance: the role of the media. We had a EuroMed conference in Vienna ten days ago at which, amongst other things, we discussed the role of the media. The consensus was that you cannot censor the media, you cannot tell them what to do. We cannot aim for a code or law to regulate what the law should or should not do. However, the media should have self-control over what it does, because it plays a crucial role. As far as I am concerned, in a democracy the independent media plays probably the most important role in conveying everything that has been said here in favour of tolerance, in favour of the fight against racism. That is very important.

To Mrs in ‘t Veld, I would say that this is an Austrian matter. Ever since 2000 we have been working very vigorously on finding solutions for the Austrian Nazi victims. There is absolutely no doubt that victims of discrimination on the basis of sexual orientation are considered victims of Nazism.

Zu Herrn Agnoletto, der unglücklicherweise nicht mehr da ist, möchte ich sagen, dass ich den Vorwurf der Untätigkeit an die österreichische Ratspräsidentschaft gerade in dieser Frage doch sehr nachdrücklich und auch mit einer gewissen persönlichen Emotion zurückweise. Ich glaube, dass Herr Agnoletto nicht wirklich verfolgt hat, was in diesen sechs Monaten der österreichischen Präsidentschaft passiert ist.

Ich möchte Herrn Sonik ganz besonders dafür danken, dass er die Tätigkeit der Europäischen Beobachtungsstelle für Rassismus und Fremdenfeindlichkeit in Wien hervorgehoben und auch die wichtige potenzielle Rolle der Menschenrechtsagentur gerade in diesem Gebiet betont hat. Ich appelliere noch einmal an alle Abgeordneten, in dieser Frage die zukünftigen Ratspräsidentschaften zu unterstützen, damit diese Europäische Menschenrechtsagentur Wirklichkeit wird. Sie wäre ein wichtiger Beitrag im Kampf gegen Rassismus und für Toleranz.

  Vladimír Špidla, člen Komise. Dámy a pánové, myšlenka rovnosti a tolerance je v evropském politickém myšlení přítomna staletí. Vzpomínám si na úvodní slova jedné papežské buly z počátku 10. století, která začínala slovy: „Copak slunce nesvítí stejně na všechny?“. Ale přesto, že tato myšlenka byla přítomna, Evropa se velmi často dostávala do období kruté netolerance, která je lemována miliony mrtvých a miliony zničených osudů i těch, kteří třeba fyzicky zničeni nebyli, ale žili v takovémto netolerantním prostředí.

Dámy a pánové, byly citovány dějinné zkušenosti a myslím si, že dějinná zkušenost je jedna podstatná. Začíná to nenápadně, když se začínají odlamovat od tolerance a od rovných příležitostí jednotlivé drobné střípečky, aby se posléze z těchto nepatrných počátků vyvinulo politicky účinné hnutí, která má své katastrofální důsledky.

To byl důvod, proč Evropa učinila rovnost příležitostí, toleranci a antidiskriminaci základem svého politického konceptu a základem své politické konstrukce. Je to po mém soudu nejvýznamnější hodnota, která je obsažena v evropském projektu, ty všechny ostatní jsou spíše nástroje a je na nás, abychom přijímali účinná opatření na všech úrovních, na kterých je to možné. Tento zápas není záležitostí jenom Evropy, jenom států, jenom různých úrovní, ale dámy a pánové, je to také zápas jednoho každého z nás.

Proto se cítím velmi povzbuzen myšlenkami, které v debatě padly, které ukazují, že v Evropském parlamentu existuje silná vůle podporovat účinné a aktivní uplatňování myšlenek rovnosti příležitostí, tolerance a zásadního odmítání rasismu, antisemitismu a homofóbie.
