- Before the vote:

  Giles Chichester (PPE-DE), draftsman of the opinion of the Committee on Industry, Research and Energy. – I just wish to inform the House that the compromise package of amendments, which is in the first block, and amendment 15 represent a hard-negotiated compromise with the Council and the Commission. I would urge colleagues to vote for the package and against any other amendment, irrespective of its content or merits, because we have an agreement that will enable the Framework Programme to go forward and be implemented in January. Adopting any other amendment might put that at risk by reopening the procedure, which would be a matter of great concern to the research community.

  Carlo Casini (PPE-DE). – Signor Presidente, onorevoli colleghi, ho presentato due emendamenti: i nn. 47 e 48. Tuttavia, per quanto riguarda il secondo, il n. 48, è stata apportata una correzione alla posizione comune nel senso voluto da tale emendamento. Mi dichiaro quindi soddisfatto, giacché non ha senso votare un emendamento già accolto.

Dell'altro emendamento è stata dichiarata inammissibile la seconda parte, cioè quella che indica la data di oggi, 30 novembre, come momento finale per quanto riguarda la distruzione di embrioni da cui togliere cellule staminali. Non condivido la dichiarazione dell'inammissibilità, contro la quale purtroppo non posso far nulla. Ciò che resta dell'articolo è la sostituzione della parola "estrazione", come figura nella posizione comune, con la parola "uso", come proponeva già il Parlamento nella sua prima lettura.

E' una questione di secondaria importanza, sebbene, avendo il Commissario affermato ieri sera che la Commissione, per tutta la fase dell'intero sviluppo del programma, accetta la parola "uso" e non la parola "estrazione" – il che vuol dire in pratica che non finanzierà nessuna ricerca distruttiva di embrioni – mi pare che si tratti di una proposta che meriti di essere accolta favorevolmente. Pertanto, su questo punto, direi di non insistere sulla votazione se i colleghi che hanno firmato l'emendamento sono d'accordo.

  Vittorio Prodi (ALDE). – Signor Presidente, onorevoli colleghi, mi riferisco all'intervento del collega Casini e all'emendamento presentato da me e da altri, il n. 49. Ieri sera il Commissario Potočnik ha dato ampie rassicurazioni in riferimento alla dichiarazione della Commissione, per cui, per quanto mi riguarda, mi ritengo già soddisfatto e non credo di dover insistere sull'emendamento in questione. Naturalmente ciò vale per me, ma se ci dovessero essere altri interessati, possono evidentemente farlo anche loro.

  Philippe Busquin (PSE). – Monsieur le Président, je pense qu'il faut en revenir à la proposition de M. Chichester. Tout doit être voté en bloc et les interprétations que certains font de la réponse de la Commission ne sont pas correctes. La Commission a été très claire. Elle a dit qu'elle allait appliquer le Protocole d'accord, une déclaration annexe qui vise à ce que la recherche sur les cellules souches embryonnaires surnuméraires s'opère dans des conditions éthiques très strictes. Donc, il n'est pas question de rouvrir un débat. C'est chaque fois la même chose et je pense qu'il faut suivre la proposition de M. Chichester!

  Hiltrud Breyer (Verts/ALE). – Herr Präsident! Nach der Wortmeldung von Herrn Busquin haben wir in der Tat ein Problem. Die Kommission hat gestern eine klare Stellungnahme abgegeben, auf die Herr Casini und Herr Prodi Bezug genommen haben. Das wird jetzt von Herrn Busquin in Zweifel gezogen. Herr Prodi und Herr Casini haben angedeutet, dass sie ihre Änderungsanträge zurückziehen. Bevor diese Abstimmung stattfindet, brauchen wir sehr wohl noch einmal eine Bestätigung. Von daher würde ich bitten, dass wir Herrn Potočnik noch einmal das Wort erteilen und dass er seine Erklärung von gestern hier noch einmal vorträgt.

Herr Präsident, liebe Kolleginnen und Kollegen, wir haben hier unterschiedliche Aussagen, und wir müssen doch in der Lage sein, eine Abstimmung vorzunehmen, bei der allen klar ist, worauf wir uns beziehen.

  President. Thank you, Mrs Breyer. The position is simple. Mr Casini has withdrawn his amendments; he has made his political statement. Mr Prodi and Mr Busquin have made their positions clear. Everybody understands that it is the wish of the House to proceed on the basis of the block votes, and that is what we shall now do.
