  Barbara Kudrycka (PPE-DE), sprawozdawca. – Panie Przewodniczący! Chcę zwrócić uwagę na pewną kontrowersję, która nadal pozostała. Jest to postulat głoszony od początku Parlamentu, by powiązać wejście w życie Funduszu na rzecz Powrotów z koniecznością przyjęcia do końca przyszłego roku dyrektywy w sprawie powrotów.

Ważne jest, że Parlament starał się o powiązanie Funduszu na rzecz Powrotów z dyrektywą w sprawie powrotów, jednak nie udało się tego zrobić. Dlatego pragnę poinformować Radę, iż nie jest wykluczone, że w razie nieprzyjęcia dyrektywy w sprawie powrotów Parlament może odwołać się do swoich uprawnień budżetowych i wstrzymać środki na Fundusz na rzecz Powrotów w budżecie na rok 2008. Dlatego też jest to bardzo ważne.

Pragnę zaapelować, aby Parlament głosował za Funduszem na rzecz Powrotów, gdyż wcześniej byliśmy szantażowani przez Radę, że zostanie zawetowany Fundusz Integracyjny. Bardzo proszę o wspólne głosowanie.

Arvoisa puhemies, arvoisat parlamentin jäsenet, neuvosto jatkaa työtään, jonka kuluessa se on tiiviissä yhteydessä Euroopan parlamenttiin sen varmistamiseksi, että ehdotuksesta Euroopan parlamentin ja neuvoston direktiiviksi jäsenvaltioissa sovellettavista yhteisistä vaatimuksista ja menettelyistä palautettaessa laittomasti oleskelevia kolmansien maiden kansalaisia päästäisiin pian yhteisymmärrykseen.

Neuvosto muistuttaa, että tästä ehdotuksesta sopiminen on yksi niistä painopisteistä, jotka neuvosto ja komissio asettivat vapauden, turvallisuuden ja oikeuden lujittamiseksi Euroopan unionissa perustetun Haagin ohjelman täytäntöönpanoa koskevassa toimintasuunnitelmassa. Neuvosto tekee kaiken voitavansa edistääkseen tämän tavoitteen saavuttamista ja palauttaa mieleen Euroopan parlamentin roolin tästä ehdotuksesta sovittaessa.

Mr President, the Commission will continue to encourage the Council in all appropriate fora to make progress on the proposal for a European Parliament and Council directive on common standards and procedures in Member States for returning illegally staying third country nationals and to intensify negotiations with the European Parliament on this proposal, with a view to reaching an agreement by the end of 2007.

The Commission recalls that agreement on this proposal is one of the priorities set out in the Council and Commission’s action plan implementing the Hague Programme on strengthening freedom, security and justice in the European Union.

The European Commission is open to discussions on improvements to the proposal. In doing so, the Commission will, however, remain committed to maintaining the dual objective of the directive: to be an efficient instrument of return policy and, at the same time, an efficient protection instrument for the third country nationals involved. Moreover, the Commission will propose to include the implementation of legislation in the field of return, in particular this directive, as one of the priorities for the strategic guidelines, for the intervention of the Return Fund in the period 2008-13.
