  Przewodniczący. − Kolejnym punktem obrad jest debata nad pięcioma projektami rezolucji w sprawie aresztowania manifestantów po wyborach prezydenckich w Rosji(1).

  Bernd Posselt, Verfasser. − Herr Präsident! Im Vorlauf der Ausarbeitung dieser Entschließung wurde einigen von uns vorgeworfen, wir seien Feinde oder Gegner Russlands. Wir sind aber genau das Gegenteil! Wir sind Freunde Russlands, und weil wir Freunde Russlands sind, machen wir uns Sorgen um Demokratie und Rechtsstaatlichkeit in diesem wichtigen europäischen Land. Wir protestieren in aller Schärfe gegen die Inhaftierung von Oppositionellen, die nichts anderes getan haben, als auf eine Tatsache hinzuweisen, die alle internationalen Institutionen registriert haben, nämlich dass die Präsidentschaftswahlen in Russland extrem unfair waren.

Wir fordern die sofortige Freilassung der Oppositionellen und auch der anderen Menschen, die sich schon länger in Gefängnissen und in Arbeitslagern befinden, wie die so genannten Yukos-Häftlinge Chodorkowski und Lebedjew, und ich unterstütze den Appell von Bundeskanzlerin Merkel, diese beiden Persönlichkeiten endlich freizulassen.

Man muss auch eines ganz klar sehen: Der neu gewählte Präsident Russlands hat die einmalige Chance auf einen Neuanfang, einen Wandel hin zu Demokratie und Rechtsstaatlichkeit und zu einer weniger nationalistisch und aggressiv ausgerichteten Außenpolitik. Aber dann muss er sich aus den Verstrickungen von Gazprom befreien, dann muss er sich aus dem System Putin befreien, und dafür haben wir leider nicht die geringsten Anzeichen.

Deshalb ist es unsere Pflicht, ehrlich Kritik zu üben. Nicht die sind die Freunde Russlands, die wie der ehemalige deutsche Bundeskanzler Schröder als Hofsänger und Lobredner des Systems Putin wirken und sich in die Propaganda dieses Systems und in die wirtschaftlichen und nationalistischen Interessen dieses Systems einbinden lassen, sondern die sind die Freunde Russlands, die für die Menschen- und Bürgerrechte des russischen Volkes eintreten, das eine Chance auf eine demokratische Entwicklung hat.

Wenn wir schweigen, dann werden Demokratie und Rechtsstaatlichkeit in ihren schwachen Ansätzen, die Präsident Jelzin entwickelt und Präsident Putin gefährdet hat, endgültig erstickt, und dies kann nicht im Interesse Europas und auch nicht im Interesse des russischen Volkes sein!

  Marios Matsakis, author. − Mr President, I am talking in a personal capacity on this matter.

In recent years significant changes have been occurring in Russia, from Stalinist Communism to the beginnings of liberal capitalism; from the nuclear threat of the Cold War to the initiation of friendly disarmament and military cooperation talks with the West. At the same time, more democratic reforms in the country have been instituted and the standard of living of the Russian people has been increasing steadily.

We welcome these changes and must support them. We do not always have to be critical of the bad things; we sometimes have to condone and support the good things. In this way, we will not only be objective but we will encourage changes for the better to a faster and greater extent.

With these thoughts in mind, and looking at the recent presidential elections in Russia, we have to say that these were held in a more democratic fashion than previously, although there was still the problem of unequal access of candidates to the media. But, let us be honest, is this a problem we do not have ourselves in the EU Member States? Unfortunately, we do.

Following the elections, there were protests in the streets. It was reported that some of these protests were met with disproportionate force by the Russian police. Can we honestly say that our own police forces in EU Member States or candidate member states are angels and do not sometimes – more often than we would like – use disproportionate force?

Yes, we condemn the unfair treatment of candidates by the Russian state-run media; yes, we condemn the undue use of force by the Russian police against protesters, but we do so in exactly the same way and with the same spirit as we would when dealing with similar happenings in any other country or union of countries, including our own.

  Alexandra Dobolyi. − Mr President, I have to disappoint you. I am not the author of this resolution and my group did not co-sign the resolution. The reason why my group did not do so is not to avoid having a discussion today. It is not because we think that we do not need to discuss these matters and not because we think there are no problems in Russia, nor is it because we think we do not need to address the implications of the Russian presidential elections, but rather it is because we strongly believe that, when we are dealing with Russia – a world player, a member of the UN Security Council and one of the major partners of the EU – we need an extensive and well-prepared plenary debate to take place.

Russia is not only a close neighbour for us, it is also a strategic partner. We want to have a broad debate on our relationship where all significant issues will be addressed, from trade to investment – which is booming – and energy, democracy, and also human rights.

There are many different opinions on Russia, but I think everybody agrees that Russia is a key partner for us in tackling regional conflicts and global challenges, and that much remains to be done to develop the full potential of our relationship. We need to be able to have an extensive exchange of views in this House, but also with the Commission and Council, on how to formulate a pragmatic approach cooperating in issues where we can, and disagreeing on issues where we cannot cooperate.

It is more than obvious that it is not possible or appropriate to deal with this significant and important issue in a time slot of 20 minutes on a Thursday afternoon, and this is the reason why my group cannot support the draft resolution and the reason why my group will abstain in the vote later on.

  Marcin Libicki, autor. − Panie Przewodniczący! Po raz kolejny odbyły się w Rosji wybory i po raz kolejny przed wyborami zostali wyeliminowani liczący się konkurenci. Po raz kolejny po wyborach została rozpędzona opozycja, która przeciwko wynikowi wyborów protestowała. I po raz kolejny zachód jest zaskoczony, a zaskoczony jest z trzech powodów. Po pierwsze, że w Rosji nie przestrzega się praw obywatelskich. Po drugie, po co prześladować opozycję, po co prześladować przeciwników, skoro i tak są słabi. I po trzecie, po co to robić, jeśli społeczeństwo w zasadzie popiera każdą decyzję rządową.

I tutaj musimy sobie zdać sprawę, że nie zrozumie Rosji nikt, kto traktuje Rosję i Rosjan jak normalne społeczeństwo i normalne państwo cywilizacji zachodniej. Rosyjska mentalność jest zupełnie inna, mogą o tym świadczyć ci, którzy byli sąsiadami Rosji i są sąsiadami Rosji od zawsze, tak jak wiele narodów środkowo-wschodniej Europy i dobrze wiemy, że w Rosji popiera się zawsze rząd, społeczeństwo popiera zawsze rząd i zawsze władzę, czy są wybory, czy nie ma wyborów, tak w Rosji było, jest i będzie.

I oczywiście zgadzam się całkowicie z panem posłem Posseltem, że prawdziwi przyjaciele Rosji muszą zrobić wszystko, co jest możliwe, żeby ten stan rzeczy zmienić. Ale moim zdaniem nie ma co się temu dziwić.

  Jana Hybášková, on behalf of the PPE-DE Group. – Mr President, the Russian Federation is a country with which we desperately want to conclude strategic partnerships. If not democracy, then rule of law is the key point here.

27 February: an activist of The Other Russia coalition was released from a mental hospital in the Russian city of Tver. Roman Nikolaychik was a victim of punitive psychiatry. Political pressure increased on him after he was chosen as a local candidate on the party list of The Other Russia coalition. Larisa Arap was held for 46 days after she published a critical article in the Murmansk Oblast. Artem Basyrov was hospitalised for over a month in the Mari-El Republic for supporting The Other Russia.

1 March: an open letter to the Federal Security Service of Russia. ‘We, journalists and colleagues of Natalya Morar, a correspondent of The New Times magazine, demand that the leadership of the FSB ceases her anti-constitutional detention in the customs area of the Domodedovo airport, and opens the Russian border for her.’

4 March: thousands marched in Moscow and in the streets of St Petersburg. In Moscow, where authorities refused to grant a permit of assembly, dozens were arrested as police rushed the crowd with batons. Nikita Belykh, the leader of the Union of Right Forces Party, was carried off by camouflaged OMON Special Forces troops. Lev Ponomarev, the chairman of the For Human Rights movement, and Denis Bulinov, the executive director of the United Civil Front, were also among those arrested.

7 March: journalists silenced during Russian vote. In South Sakhalin, an army lieutenant attacked a reporter of the Yuzhno Sakhalinsk Tvoya Gazeta. In Novosibirsk, photographer Yevgeny Ivanov was accused of ‘resisting the authorities’ and ‘failing to register’. In St Petersburg, a reporter of Grazhdansky Golos was detained by the militsiya for ‘being in a polling station without authorisation’. Her newspaper is run by Golos, an independent electoral monitoring group. A reporter of Vpered (Forward), a local daily from Khimki in the Moscow Oblast, was attacked by militsiya officers when he tried to put in his ballot.

This is the rule of law?

Podpisane pomiędzy Unią a Rosją porozumienia dotyczą nie tylko wzmocnionej współpracy w zakresie gospodarki, bezpieczeństwa czy energetyki, ale także poszanowania zasad prawa, demokracji oraz podstawowych praw człowieka.

Tym niemniej w okresie przedwyborczym doszło do wyraźnego zaostrzenia reguł dotyczących prawa do wolności zgromadzeń i pokojowych demokracji dla grup opozycyjnych oraz organizacji pozarządowych. Co więcej największe dzienniki, stacje radiowe i telewizyjne znalazły się pod ścisłą kontrolą rządu. Zorganizowany trzeciego marca marsz partii opozycyjnych najpierw nie uzyskał zgody władz Moskwy, a następnie zakończył się aresztowaniem uczestników, w tym liderów opozycji. Należy ubolewać, iż ostatnie wybory nie pokazały siły demokracji ani poszanowania państwa prawa w Rosji. Dotyczy to nie tylko nieproporcjonalnego użycia siły przez policję podczas manifestacji, ale także wrogiego podejścia do misji obserwacyjnej OBWE.

Społeczność międzynarodowa oczekiwałaby od nowego prezydenta Rosji nie tylko zapowiedzi kontynuacji budowy demokracji w największym na świecie kraju, ale konkretnego działania, np. przeglądu sytuacji więzionych od lat działaczy politycznych.

  Ewa Tomaszewska, w imieniu grupy UEN. – Panie Przewodniczący! Zarówno kampania wyborcza, jak i same wybory prezydenckie w Rosji nie zostały przeprowadzone z poszanowaniem zasad demokracji. Przy zgłoszeniu kandydatur nawet nie próbowano zachować pozorów. Trwała presja na media, by nie pojawiały się w nich informacje krytyczne wobec kandydata popieranego przez urzędującego prezydenta. Blokowano dostęp opozycji do mediów. Utrudniano także obserwację przebiegu wyborów.

Jest to trudne do zaakceptowania, szczególnie wobec uczestnictwa Rosji w Radzie Europy i wcześniejszych deklaracji władz o przestrzeganiu praw człowieka. Przyznaję, że wiara w tę deklarację może wynikać tylko z nieznajomości Rosji. Fakt naruszeń zasad demokratycznych w czasie wyborów wywołał późniejsze protesty i brutalnie stłumione demonstracje, których następstwem były aresztowania. Rosja zdecydowanie oddala się od standardów demokratycznych. Apelujemy o szybkie uwolnienie wszystkich więźniów sumienia.

  Jiří Maštálka, za skupinu GUE/NGL. – Pane předsedo, kolegyně a kolegové, já jsem velmi rád, že se v jednání našeho Parlamentu dostala na pořad otázka vývoje v Rusku.

Je zajisté nesporné, že dobré vzájemné vztahy s Ruskou federací jsou předpokladem silné Evropské unie budoucnosti. Je mi velmi líto, že se volby v Rusku neobešly bez zásahu silových struktur. Na druhé straně opět, jako už tolikrát, postrádám z naší strany prostý projev elementární úcty k vykonané práci a ke kultuře národa a země, o které dnes hovoříme.

Je nesporné, že Rusko zdaleka nedosáhlo na hranice sociální spravedlnosti a kvality života, kterou bychom rádi viděli všude ve světě. S obtížemi se vyrovnává s demografickou krizí. Na druhé straně poprvé v ruských dějinách odchází jeho nejvyšší představitel z Kremlu dobrovolně a je střídán na základě volby lidu. Je pravda, že v Rusku byly k dokonalosti dotaženy politické technologie, nástroje a metody řízení včetně volebních procedur. Ale tyto technologie byly dovezeny ze západu.

Chci se zeptat těch, kteří dnes pláčí nad osudem demokracie v Rusku, zda jim také vadí, že se Evropský parlament trošku zbaběle schovává před otázkou, jakým způsobem nakládá s mezinárodním právem vysoký představitel Solana?

  Urszula Krupa, w imieniu grupy IND/DEM. – Panie Przewodniczący! Tematem dzisiejszej debaty jest łamanie praw człowieka w Rosji w stosunku do protestujących przeciwko braku demokracji, zwłaszcza podczas ostatnich wyborów prezydenckich. Nie tylko użyto siły wobec demonstrujących, wraz z aresztowaniami, ale także Organizacja Bezpieczeństwa i Współpracy w Europie musiała odwołać swoją misję z powodu zbyt ostrych restrykcji nałożonych przez rosyjski rząd. Władze rosyjskie wywierały naciski na grupy opozycyjne, tolerowały fałszerstwa wyborcze, podporządkowały sobie media. Uniemożliwiono działania organizacji pozarządowych oraz stosowane były restrykcje co do organizowania zgromadzeń.

Oczywiście nie zgadzamy się z brakiem poszanowania praw człowieka, demokracji, brakiem wolności wypowiedzi czy dyskryminowania mniejszości narodowych oraz ograniczania niezależności organizacji. Jednak trzeba zaznaczyć, że Rosja nie ma tradycji demokratycznych, a krótki okres demokratyzacji życia w tym mocarstwie rozpoczęty w 1864 r. skończył się w 1917 r. kiedy powstała Rosja Sowiecka – typowe totalitarne państwo, jakie jest zaprzeczeniem demokracji, kierowane najpierw przez Lenina, Stalina, a potem przez jego wiernych naśladowców.

Sytuacja w Rosji jest ostrzeżeniem także dla innych imperiów i totalitarnych państw, które boją się demokratycznych procedur, nawet gdy opozycja jest w mniejszości, nie zagraża poza ujawnieniem prawdy, którą za wszelką cenę chce się ukryć.

  Koenraad Dillen (NI). – Twee opmerkingen in dit debat. Ik heb er geen enkel probleem mee om deze resolutie te ondersteunen. Maar natuurlijk weten wij allemaal dat Rusland een te belangrijke energieleverancier is en dat de Europese staats- en regeringsleiders dit blaadje papier naast zich neer zullen leggen.

Want wij weten nu toch ondertussen dat, zodra er economische belangen op het spel staan, zij het in China, Rusland of Saoedi-Arabië, de mensenrechtenliefde van al die uitvinders van charta's van fundamentele rechten moet wijken voor de Realpolitik. Laten wij ons dus geen illusies maken.

Ten tweede, beste collega's, vervang in deze resolutie het land Rusland eens door België, en de tekst blijft even relevant. Want ook in België werden vreedzame betogers nog niet zo lang geleden door opgehitste politiediensten uit elkaar geslagen op bevel van de Brusselse burgemeester. Ook in België wordt de oppositie de toegang tot de media grotendeels ontzegd. Ook in België werd een oppositiepartij, op verzoek van de regering, en mede op verzoek van de partij van de aanwezige commissaris hier, door politiek benoemde rechters verboden, waarna die rechters als beloning bevorderd werden. Dat Europa toch eens eerst voor eigen deur veegt, schijndemocraten.

  Józef Pinior (PSE). – Mr President, Russia is a great country, a global player, a member of the UN Security Council and a strategic partner of the European Union.

Firstly, I would like to appeal for a serious, calm and objective debate in the European Parliament on the plight of Russian democracy and on human rights in that country.

The reality is that Russia made it difficult for international actors to monitor the last parliamentary election. The European Court of Human Rights has ruled against Russia in 15 cases related to Chechnya to date. Torture and illegal detention by government forces under the leadership of the Chechen President Ramzan Kadyrov remain widespread and systematic. In the period leading up to the elections the Russian authorities tightened their grip on freedom of assembly and used excessive force to break up peaceful demonstrations. The Russian laws relating to non-governmental organisations are particularly restrictive.

It is not possible to hold a proper debate on all these issues this afternoon. Once again, I would like to appeal for a serious plenary debate on the plight of democracy and human rights in Russia.

  Zbigniew Zaleski (PPE-DE). – Panie Przewodniczący! Okazuje się, że ze zmianami demokratycznymi w Rosji niestety nie idzie w parze poprawa podstawowych praw obywateli, a szczególnie opozycji. Tak jest, że ludzie nauczyli się tam myśleć dumnie, ale żyć biednie i niewolniczo. Władza, cokolwiek byśmy mówili, nie za bardzo nas słucha. Ale ludziom, uważam, trzeba nasze stanowisko z Europy przekazywać. Może to jest powolny proces i nasz wkład powolnego i długiego uświadamiania, że także w Rosji może być po prostu inaczej, normalniej, a jednocześnie dla ludzi szczęśliwiej, bo tam jest taki potencjał. Musimy taki proces uświadomienia popierać.

  Zita Pleštinská (PPE-DE). – Súhlasím s predrečníkmi, že dobré susedské vzťahy medzi Európskou úniou a Ruskom majú kľúčový význam pre stabilitu, bezpečnosť a prosperitu celej Európy.

Na jednej strane sa Európska únia musí usilovať o zintenzívnenie spolupráce s Ruskom, najmä pokiaľ ide o otázky politickej, bezpečnostnej, hospodárskej a predovšetkým energetickej spolupráce. Na strane druhej nemôžeme mlčať v otázkach porušovania demokracie a politických slobôd v Rusku. Musíme vysloviť našu nespokojnosť v prípade, keď nám je avizované porušovanie demokracie, ako to bolo v prípade diskvalifikácie prezidentského kandidáta Michaila Kasjanova.

Verím, že novozvolený prezident Ruska Dmitrij Medvedev si bude ctiť zákon a demokraciu a vytvorí podmienky pre rýchly začiatok rokovaní o novej dohode o partnerstve a spolupráci medzi Európskou úniou a Ruskom.

  Janusz Onyszkiewicz (ALDE). – Panie Przewodniczący! Obok rozmaitych nadużyć w tych wyborach, które sprawiły, że właściwie nie były to wybory, bo nie było jakby wśród kogo wybierać, chciałbym tutaj dołożyć jeszcze jeden element. Mianowicie do szranków w wyborach nie stanęło kilku innych kandydatów, między innym ze względu na trudności finansowe, jakie ich partie napotykają.

O co chodzi? Chodzi mianowicie o to, że w poprzednich wyborach do Dumy deklaracje polityczne, które były dawane jako bezpłatny czas antenowy, są płatne, jeżeli partia nie przekroczy pewnego progu poparcia wyborczego. To sprawia, że niektóre partie w tej chwili są zadłużone i wobec tego nie stać ich na jakąkolwiek działalność polityczna, a nawet więcej, grozi im pełna delegalizacja na podstawie bankructwa. To jest rzecz zupełnie kuriozalna i myślę, że trzeba także o tym przypomnieć.

  Louis Michel, membre de la Commission. − Monsieur le Président, je voudrais commencer par une petite mise au point personnelle. J'ai entendu l'intervention de M. Dillen, représentant d'un parti d'extrême droite belge qui s'est permis une comparaison totalement indécente entre la situation Belgique et en Russie. Je ne puis évidemment que le dénoncer. Je reconnais là les méthodes classiques dont lui et son parti sont coutumiers et qui, dans le fond, ne visent qu'à manier l'insulte. Je voudrais dire très clairement que ces méthodes déshonorent ceux qui les pratiquent.

Monsieur le Président, Mesdames et Messieurs, la Commission suit de très près les développements autour des manifestations du 3 mars à Moscou et à Saint-Pétersbourg par l'intermédiaire de notre délégation à Moscou, mais aussi par des contacts directs avec les États membres. Nous sommes également en liaison régulière avec les ONG russes et internationales actives dans le domaine des droits de l'homme. La Commission partage votre inquiétude concernant l'apparente détérioration de la situation des droits de l'homme en Russie et le nombre de cas de violations des droits de l'homme signalés, notamment pour ce qui est de la liberté de réunion et de la liberté d'expression. Nous avons vivement regretté que le bureau des institutions démocratiques et des droits de l'homme de l'OSCE ait dû constater que l'envoi d'une mission d'observation des élections n'était pas réalisable. L'Union européenne souligne régulièrement, au cours de contacts bilatéraux, et notamment au plus haut niveau avec la Russie, l'importance du respect des droits de l'homme.

Dans un mois, aura lieu l'une de deux consultations annuelles sur les droits de l'homme avec la Russie. Ces consultations sont pour nous l'occasion d'aborder de façon plus approfondie les tendances générales dans le domaine des droits de l'homme et de retenir le point de vue de la Russie sur des cas individuels. Nous ferons part de nos préoccupations concernant notamment le droit à la liberté d'expression, la liberté de réunion, les problèmes liés à l'augmentation du racisme et de la xénophobie, la coopération avec la Russie au sein d'organisations internationales comme l'OSCE et le Conseil de l'Europe. Ces consultations nous donnent, en outre, la possibilité d'évoquer des cas individuels. Avant et après ces consultations, nous rencontrerons un groupe représentatif d'organisations non gouvernementales russes et internationales actives dans le domaine des droits de l'homme. Ces réunions permettent à la délégation de l'Union européenne d'être au plus près à l'écoute des préoccupations des défenseurs des droits de l'homme et d'échanger des points de vues sans détour.

Dans une perspective un peu plus lointaine, nous devrions bientôt être en mesure de lancer des négociations sur un nouvel accord entre l'Union européenne et la Fédération de Russie. Il s'agira d'un accord global reprenant le nombre croissant de domaines politiques dans lesquels nous travaillons en collaboration. Comme le précise la déclaration de l'Union européenne à la suite des élections présidentielles russes, il existe un intérêt mutuel à faire avancer ces relations et nous espérons que ce partenariat sera renforcé et développé de façon constructive au cours de la Présidence de Dmitri Medvedev. Au cours des négociations, nous veillerons à ce que les valeurs auxquelles nous avons adhéré de part et d'autre se reflètent dans le nouvel accord: une société civile florissante et des médias indépendants sont les alliés naturels et indispensables de la croissance et de la stabilité en Russie. C'est l'expérience que nous avons faite au sein de l'Union européenne, et c'est un message que nous passerons sans relâche, en tant que voisins et partenaires, à nos amis russes dans leur travail quotidien, ainsi que dans les discussions sur la configuration de notre future relation. Je sais déjà que le Parlement européen nous soutiendra fermement dans ces efforts.

  Filip Kaczmarek (PPE-DE), na piśmie. Panie Przewodniczący! Zawsze zdumiewa mnie to, że osoby, które stawiają wysokie wymagania demokracji amerykańskiej, jednocześnie często formułują bardzo niskie oczekiwania wobec Rosji. Przecież to jest upokarzające dla Rosji i Rosjan. Od silnych i dużych można i powinno się oczekiwać więcej, a nie mniej. Ci, którzy potępiają praktyki stosowane w Guantanamo, walkę z terroryzmem, ci, którzy szukają śladów CIA i jej spisków na terenie Europy, powinni chyba nieco wnikliwiej przyglądać się Rosji. A osoby te i politycy podzielający taką filozofię najczęściej nie chcą słyszeć o prawach człowieka i obywatela w Rosji. Szukają wręcz różnych pretekstów i wymówek, by nie dyskutować o problemach rosyjskiej demokracji.

Nie możemy zadowalać się wyimaginowanymi zasługami Rosjan. Takimi jak to, że prezydent Putin nie złamał rosyjskiej konstytucji i dobrowolnie oddał władzę. Przecież to żadna zasługa, to minimalny standard. Przypomina mi to anegdoty o rzekomej dobroci Stalina. Oto z gabinetu Stalina wychodzi zakrwawione, ale uśmiechnięte dziecko. Ktoś pyta je dlaczego się uśmiecha, a dziecko odpowiada, że dlatego, iż jest wzruszone dobrocią Stalina. Jak to dobrocią, przecież Stalin cię uderzył – mówi pytający. A dziecko mu odpowiada: – No właśnie, uderzył, a przecież mógł zabić.

Jah, meil on vaja ka resolutsooni ajal, mil valitud president Medvedev on ametis, on näha tema esimesi samme ning samuti on selgemaks saanud see, millise rolli võtab endale uue presidendi ajal hr. Vladimir Putin.

Samas olen seisukohal, et ka praeguses olukorras, kus demokraatlikult meelestatud kandidaatidel ei lubatud valimistel osaleda ega inimestel tänaval oma meelsust selle kohta avaldada peale valimisi, on oluline antud asjas oma seisukoht öelda. Muidu jõuame samasse situatsiooni nagu Euroopa Nõukogu, kes on oma Venemaa raportit õigema aja ootuses juba pikemat aega edasi lükanud.

Kui saaksin osaleda hääletusel, siis ma ka hääletaksin resolutsiooni poolt, kuigi antud tekst võib-olla ei ole päris selline, nagu tahaksin. Usun, et demokraatliku institutsioonina on meil kohustus olla põhimõttekindel ja südikas oma arvamuse avaldamisel selles olulises küsimuses, mis puudutab vabasid valimisi.
