  President. − The next item is the debate on:

– the oral question to the Council on key objectives for the Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) in Doha, 13-25 March 2010, by Jo Leinen, on behalf of the Committee on the Environment, Public Health and Food Safety (O-0145/2009 – B7-0003/2010), and

  Jo Leinen, Verfasser. − Frau Präsidentin, Herr Ratspräsident, sehr geehrte Vertreter der Kommission! 2010 ist das internationale Jahr der Artenvielfalt und die EU ist dabei, eine neue Strategie für die Biodiversität voranzutreiben, also für den Schutz der Tier- und Pflanzenarten innerhalb des Gebietes der Europäischen Union. Es würde viel zur Glaubwürdigkeit der Europäischen Union beitragen, wenn wir auch international, auf der globalen Ebene, die gefährdeten Tier- und Pflanzenarten schützen und uns dafür einsetzen würden.

Da gibt es im nächsten Monat die Gelegenheit bei der 15. Konferenz der Vertragsparteien des Übereinkommens über den internationalen Handel mit gefährdeten Arten freilebender Tiere und Pflanzen, der sogenannten CITES-Konvention in Doha. Die EU muss sich zum Anwalt all der Arten machen, die durch verschiedene Einflüsse, insbesondere durch Übernutzung oder durch zerstörerische und illegale Praktiken, gefährdet oder sogar vom Aussterben bedroht sind. Der Ausschuss für Umweltfragen, Volksgesundheit und Lebensmittelsicherheit hat sich eingehend mit dem Thema beschäftigt und legt dem Plenum morgen einen Vorschlag zur Empfehlung vor, und wir würden uns wünschen, dass auch Rat und Kommission sich diesen Empfehlungen anschließen können.

Ich will wegen der Kürze der Zeit nur einige exemplarische Arten nennen, die unseres Erachtens einen hohen oder sogar höheren Schutz brauchen. Da ist einmal der afrikanische Elefant. Wir sind definitiv gegen die Herabstufung dieses Tieres aus Anhang I in Anhang II. Es muss bei dem Verbot des internationalen Handels, insbesondere mit Elfenbein, bleiben. Da ist zweitens der asiatische Tiger. Der ist nun wirklich von der Ausrottung bedroht, und wir fordern mit vielen Vertragsstaaten die Verschärfung der Schutzbestimmungen, insbesondere gegen den illegalen Handel mit Körperteilen und Derivaten des Tigers. Wir wissen, dass im asiatischen Raum ein großer Markt für Tigerknochen und Bestandteile des Tigers existiert, der diese Tiere bedroht. Da ist drittens der Schutz der Eisbären. Der Klimawandel bedroht sowieso den Lebensraum dieser Tierart, und auch hier gibt es einen zunehmenden Handel mit Körperteilen von Eisbären. Also hier sind wir auch für die Heraufstufung von Anhang II in Anhang I. Ich will noch den Schutz verschiedener Arten der Haie erwähnen. Es gibt eine Überfischung verschiedener Haiarten, insbesondere des Heringshais und des Dornhais, aber auch anderer Haiarten.

Soweit gibt es Konsens bei uns. Nun komme ich zu dem umstrittenen Thema. Umstritten ist die Einstufung des Roten Thunfischs, der im Mittelmeer und im Atlantik vorkommt. Meine Damen und Herren, wir kennen die Empfehlungen der Ad-hoc-Arbeitsgruppe der FAO, der Welternährungsorganisation, die den Roten Thunfisch in Anhang II belassen will. Wir kennen aber auch die Expertise des wissenschaftlichen Gremiums der Artenschutzkonvention, die den Roten Thunfisch in Anhang I hochstufen will. Hintergrund sind die Daten, die sich da vor einem auftun. Die Bestände des Roten Thunfischs sind zwischen 1957 und 2007 um 75 % reduziert worden, und allein in den letzten zehn Jahren hat ein Rückgang um 60,9 % stattgefunden. Es gibt eine Dynamik und eine Beschleunigung der Gefährdung dieses Fisches, und deshalb sind wir im Ausschuss mit großer Mehrheit der Meinung gewesen, diese Art gehört in den Anhang I.

Damit werden nur internationale Fangflotten eingeschränkt und verboten, nicht aber das Fischen vor Ort. Also die kleinen, lokalen Fischer können weiterhin diesen Fisch fischen, und die Erhaltung des Fisches in der Ökosphäre ist allemal wichtiger als das allseitige Vorhandensein von Sushi und Sashimi. Das ist der Konflikt, vor dem wir stehen. Wir müssen langfristig denken und sollten den Roten Thunfisch in Anhang I gebührend schützen.

  Silvia Iranzo Gutiérrez, Presidenta en ejercicio del Consejo. − Señora Presidenta, Señorías, para mí es un gran honor comparecer aquí en nombre de la Presidencia en ejercicio del Consejo. Agradezco mucho su interés sobre las posiciones que han de mantenerse en la próxima Conferencia de las Partes de la Convención CITES —la Convención sobre el Comercio Internacional de Especies Amenazadas de Fauna y Flora Silvestres—, que se celebrará en Doha (Qatar) los próximos días 13 a 25 de marzo.

El Consejo considera que la Convención de Washington es un instrumento fundamental para la protección de las especies de fauna y flora amenazadas de extinción, por ello nos corresponde desempeñar un papel activo para asegurar que CITES se mantenga como una herramienta eficaz para su doble objetivo de conservación y gestión sostenible de los recursos naturales.

En este sentido, hay que recordar que la Unión Europea aplica una reglamentación más restrictiva que la propia Convención, utilizando el principio de precaución para mantener o, en su caso, reducir la pérdida de biodiversidad.

La próxima Conferencia de las Partes, que se celebrará en Doha en marzo, la denominada «CoP XV», nos brinda una gran oportunidad para debatir sobre una serie de propuestas de modificación de la clasificación de distintas especies de flora y fauna en los apéndices de la Convención según su grado de amenaza, así como sobre otras proposiciones tendentes a mejorar la aplicación y observancia de la Convención.

La Unión Europea desempeñará un papel constructivo en la Conferencia de las Partes, y tengo especial interés en escuchar los puntos de vista de este Parlamento sobre los diferentes asuntos que tenemos sobre la mesa.

Hemos seguido con gran interés los debates que han tenido lugar en la Comisión de Medio Ambiente de este Parlamento con vistas a la elaboración de la Resolución, que —entiendo— se va a someter a votación mañana, sobre los objetivos estratégicos que la Unión Europea debería asumir de cara a la Conferencia.

Debo indicar que el Consejo está aún a la espera de una propuesta por parte de la Comisión sobre la posición que debería adoptar la Unión Europea acerca de los documentos y propuestas elevados a la Conferencia de las Partes para su debate y, en su caso, aceptación. Por lo tanto, es difícil, en estos momentos, dar respuestas detalladas sobre estas cuestiones.

Tan pronto como el Consejo reciba la citada propuesta de la Comisión, la Presidencia española se asegurará de que sea examinada y de que la decisión correspondiente pueda adoptarse con anterioridad al inicio de la Conferencia de las Partes. Y la Presidencia española informará al Parlamento acerca de la posición del Consejo una vez que esta haya sido acordada.

Como en las anteriores reuniones de la Conferencia de las Partes de CITES, los Estados miembros trabajarán conjuntamente para defender la posición acordada en el marco de la Unión Europea y asegurar su coherencia con las políticas de la Unión.

Es importante señalar a este respecto que cualquier enmienda de los apéndices de CITES debería basarse en los criterios de inclusión desarrollados en la Convención, que tienen en cuenta el estado de conservación de las especies afectadas.

Estas enmiendas también deberían tener en cuenta la importancia de los controles en el ámbito de CITES para mejorar el estado de conservación, minimizar las cargas administrativas innecesarias y asegurar que los recursos se destinan directamente a materias de verdadera preocupación para la conservación.

La Conferencia de las Partes de CITES tendrá que adoptar una vez más decisiones cruciales para proteger las especies amenazadas de una sobreexplotación a la que pueda contribuir el comercio internacional.

La Unión Europea debe asegurar que la Convención siga siendo un instrumento esencial para contribuir a la conservación y la gestión sostenible de los preciados recursos de flora y fauna silvestres.

La Presidencia, trabajando conjuntamente con los Estados miembros y la Comisión, asistirá con este espíritu a la Conferencia de Doha y trabajará constructivamente para asegurar su éxito.

Quedo a la espera de escuchar sus puntos de vista, Señorías, sobre los objetivos que han de defenderse en esta próxima XV Conferencia de las Partes de CITES, que trasladaré al Consejo. Sé que el Consejo cuenta con el apoyo de este Parlamento para afrontar la participación en esta Conferencia, con el objetivo común de que la Convención CITES continúe realizando una contribución significativa a la sostenibilidad de nuestro planeta, en nuestro propio beneficio y en el de las generaciones futuras.

  Paweł Samecki, Member of the Commission. − Madam President, the forthcoming 15th Conference of Parties indeed offers a unique window of opportunity to improve the conservation and status of a wide number of species affected by trade.

The European Union is one of the major markets for wildlife products. Therefore it has a specific responsibility to ensure that wildlife trade is sustainable and that robust international rules are adopted within the CITES Convention to that effect.

It is a priority for the Commission to make sure that international trade is not detrimental to the survival of endangered plants and animal species. In this respect the EU has been playing a leading role within CITES and will continue to do so at the next meeting. The Commission will in the coming days adopt a proposal for the EU position in view of this meeting. The common EU position will then be adopted by the Council.

In its discussions with the Member States, the Commission will make sure that the final common position supports ambitious and science-based measures. I would also like to thank Parliament for its position on the most salient issues which will be discussed at the CITES Conference of Parties. This resolution sends a clear message which we will need to take into consideration.

While the detailed position of the European Union has not been finalised yet, I can explain the principles and priorities which will guide our decisions on the most sensitive issues to be discussed in Doha.

In the first place, the European Union considers that CITES is an appropriate instrument to regulate trade in all species which are affected by trade. This is the case for terrestrial as well as for marine species and for species subject to important commercial interests or not.

In that vein the European Union has tabled proposals to regulate trade in two shark species: porbeagle and spiny dogfish. It is of the utmost importance that sharks at last receive the protection they deserve after decades of overfishing.

A listing under CITES Appendix II would put an end to unregulated international trade in shark products which is one of the key drivers of their exploitation. With such listing, trade in those shark products will only take place if they stem from sustainable managed stocks.

The European Union is also proposing to arrange for the protection afforded by CITES to the tiger, which is one of the most endangered species in the world. 2010 is the international year for tigers and is a perfect opportunity to strengthen the current mechanisms in CITES to allow for a merciless fight against illegal trade in this species and improved transparency in range states on how the tiger populations are conserved.

I would also like to touch upon some of the other important proposals which Parliament has also clearly identified. The first is Atlantic bluefin tuna. I have to repeat here that there is no final position on this issue. What I can tell you is that there is concern within the Commission on the current state of the stock and that we are working hard to find an appropriate proposal that will help properly address this problem at the international level. The final Commission position will take account of the latest scientific information on the stock and of the outcome of the meeting of the International Commission for the Conservation of Atlantic Tuna which took place in November last year.

The second is elephants and the ivory trade. This has been a longstanding, contentious issue within CITES, especially among African countries themselves. The Commission is very worried about the high level of poaching for elephants and illegal ivory trade which has been observed recently.

The protection afforded to elephants needs to be reinforced, and the Commission will not support solutions which would present a risk of increasing poaching. In that context we believe that it would not be appropriate that the next conference of parties agrees on a resumption of the commercial ivory trade.

We also consider that proposals submitted to CITES with a view to downlisting some elephant populations from CITES Appendix I to Appendix II need to be assessed objectively on the basis of the rules agreed within CITES.

Allow me now to say a few words about the proposal by the USA related to the prohibition of international trade in polar bears. We are all aware that the ice melting in the Arctic is a dramatic threat for the survival of this species. This needs to be addressed first and foremost via a very ambitious policy on climate change and I think that the EU has clearly shown the way to go in the matter. We also believe that it is worth checking how any additional threat to this species might be mitigated. International trade is limited but might exacerbate the pressure on the species. Our final position will depend on how the measure proposed by the United States provides real benefits for the conservation of a species.

Finally, on the question of corals, there is no doubt that red and pink corals have been overharvested in many regions of the world. At the last CITES meeting in 2007, the European Union backed a proposal by the United States to regulate international trade in both species and we have again co-sponsored a USA proposal for COP15. I believe that the European Union should be consistent in this support as the new information available does not show improvement in the situation. I would also like to stress that such regulation would by no means result in the prohibition of trade but would just make sure that trade is possible when it is sustainable.

  Sirpa Pietikäinen, on behalf of the PPE Group. – Mr President, with regard to CITES decision-making, I am a firm believer that the decision-making procedure should be transparent and it should be purely based on sound scientific facts. That is behind Parliament’s resolution concerning polar bears, elephants, tigers, big Asian cats and sharks.

With particular regard to the question of listing bluefin tuna on Appendix I of the CITES convention, I would like to raise a couple of issues. Firstly, a broad majority of the scientific community agrees with the need for a ban on international trade to ensure the future existence of the species. According to ICCAT, the current spawning stock biomass is less than 15% of what it was before fishing began. From these scientific estimates it follows that there is a very realistic fear that spawners might become virtually extinct by 2012.

A majority of the FAO ad hoc expert advisory panel considered that the available evidence supported the proposal to include Atlantic bluefin tuna in CITES Appendix I, and further stated that the listing would at least ensure that recent unsustainable catches in the east Atlantic and Mediterranean were reduced. Due to the fact that the panel needs to take unanimous decisions, and due to heavy resistance from Japan, this was not the panel’s final suggestion. However, the view of the unquestionable majority of the panel cannot be disregarded. Furthermore, on the basis of scientists’ decisions, it clearly concluded that the criteria for the inclusion of bluefin tuna in the CITES Appendix I have been met.

This is a matter of political opinion in several cases but, on the matter of biodiversity and extinctions, we cannot compromise and we cannot haggle. When there are no fish, there is no catch.

  Κρίτων Αρσένης, εξ ονόματος της ομάδας S&D. – Κύριε Πρόεδρε, με κάλυψε ο κ. Leinen για τα υπόλοιπα, οπότε θα εστιαστώ κυρίως στο θέμα του τόννου.

Πραγματικά ας δούμε το θέμα από την επιστημονική άποψη. Ο ερυθρός τόννος κινδυνεύει άμεσα με εξαφάνιση. Για τον λόγο αυτό η απόλυτη προστασία από το διεθνές εμπόριο, δηλαδή το εμπόριο εκτός της Ευρωπαϊκής Ένωσης, αποτελεί τη μόνη ενδεδειγμένη λύση. Η επιστημονική γραμματεία του CITES, σε ανακοίνωσή της την προηγούμενη εβδομάδα, προτείνει την ένταξη του τόννου στο appendix I, που σημαίνει την απαγόρευση του διεθνούς εμπορίου.

Λέει συγκεκριμένα ότι: "the Secretariat concurs with the majority of FAO ad hoc expert advisory panel that these species meet the criteria for inclosing appendix I. Την πρόταση αυτή δηλαδή την στηρίζει στην αντίστοιχη του FAO η οποία βασίζεται στην αντίστοιχη πρόταση του ICCAT.

Το επιστημονικό τμήμα της συζήτησης είναι, λοιπόν, λυμένο. Ας το εξετάσουμε από πολιτικής και κοινωνικής άποψης. Τα αποθέματα τόννου καταρρέουν. Οι επιστημονικοί φορείς στηρίζουν ότι εάν δεν απαγορευθεί το διεθνές εμπόριο, σε λίγα χρόνια δεν θα υπάρχει κόκκινος τόννος. Η ρύθμιση της αλιείας δεν μπόρεσε μέχρι στιγμής ν' αποδώσει. Αντί για τους 19.000 τόνους κόκκινου τόννου, όπως πρότεινε το ICCAT για το 2008, υπολογίζεται ότι αλιεύθηκαν 50.000 τόνοι.

Εμείς προτείνουμε να σταματήσει το διεθνές εμπόριο σήμερα, που προλαβαίνουμε να σώσουμε τον τόννο· να συνεχίσει το εμπόριο εντός της Ευρωπαϊκής Ένωσης, το οποίο δεν επηρεάζεται άλλωστε από το CITES και, την ίδια στιγμή, να αποζημιώσει η Ευρωπαϊκή Ένωση του αλιείς και τις επιχειρήσεις που θα πληγούν από την απαγόρευση των εξαγωγών.

Ως ομάδα S & D έχουμε καταθέσει σχετική τροπολογία. Έτσι θα αποκατασταθούν τα αποθέματα κόκκινου τόννου και θα ξεκινήσει ξανά το εμπόριο. Προς αυτή την κατεύθυνση, κατ' εξαίρεση, έχει προβλεφθεί να επιτρέπεται η άμεση άρση της απαγόρευσης του διεθνούς εμπορίου μόλις αποκατασταθούν τα αλιεύματα τόννου αντί της σταδιακής που προβλέπεται για τα υπόλοιπα είδη. Αν δεν απαγορευθεί το διεθνές εμπόριο, τότε τα αποθέματα κόκκινου τόννου θα καταρρεύσουν, ο αλιευτικός κλάδος θα καταστραφεί οριστικά και τότε κανείς δεν θα δικαιούται αποζημίωση.

Αγαπητοί συνάδελφοι, αν πραγματικά θέλουμε να προστατεύσουμε τους αλιείς πρέπει να υποστηρίξουμε την ένταξη του κόκκινου τόννου στο appendix I της Σύμβασης του CITES. Αλλιώς θα χαθούν οριστικά θέσεις απασχόλησης και ένα πανέμορφο και μοναδικό είδος ζωής.

  Chris Davies, on behalf of the ALDE Group. – Mr President, today is supposed to represent a new start for Europe, but what have we here? We have a Commissioner and a Minister just going through the motions. No fault to you, Commissioner, but please go back to the college and say we need to debate with the Commissioners responsible for the briefs in question.

It is almost as shameful as this resolution before us, which just highlights species after species facing extinction: a real reflection of mankind’s failure to plan for the future. Of course, this issue of bluefin tuna, which no doubt will dominate the debate, really highlights the issue, it focuses it, and it is of course a species purely in European waters. The most expensive fish in the world, each one selling for tens of thousands of euros. Japan is stockpiling en masse. Japan, where apparently the word ‘conservation’ actually means buy en masse, kill the fish, and freeze them for 20 or 30 years so that they can be eaten in a couple of decades time. There will be no fish left in the Mediterranean by then, but people will still be able to eat sushi if they can afford the bill.

This is a case where even organised crime is involved in the fishing industry, and it is not surprising when so much money is to be made. The Mafia gets involved in this business. And then you look at ICCAT, the International Council for the Conservation of Tuna. ‘Conservation of tuna’! Species have dropped by 80 to 90%. We are facing extinction and you have a body which is set up supposedly to look after the tuna! It has failed completely. The targets which it has set itself will fail completely. It ignores scientific advice; it keeps setting quotas far, far too high. Now some Members will say Appendix II is enough, but there is no evidence of that. Appendix II will make no difference. They will come back in few years’ time and say, ‘Sorry, got it wrong’. There will be no tuna left.

So let us back the proposal that this fish be cited on Appendix I. Let us just remember it is time we tried to control mankind’s greed; it is time we tried to give a bit of thought to the future of our seas.

  Bart Staes, namens de Verts/ALE-Fractie. – De manier waarop de mens omgaat met natuurlijke hulpbronnen, de manier waarop de mens habitats vernietigt en in het wild levende planten en diersoorten overexploiteert, de manier waarop de mens wilde fauna en flora illegaal verhandelt, dat alles betekent een voortdurende aantasting van de biodiversiteit op ruimteschip Aarde.

En die biodiversiteit is cruciaal. Vandaar het belang van de CITES-overeenkomst. Vandaar het belang van de bijeenkomst volgende maand in Doha. Voor ons ligt een sterke resolutie. Maar er wordt geprobeerd - dat moeten wij toegeven - om die resolutie achter de schermen af te zwakken. Er wordt een hevig gevecht daarover gevoerd. Daarom vraag ik aan alle collega's, vooral aan de collega's uit de zuidelijke landen, van de EVP, van de S&D, om er zeer uitdrukkelijk voor te zorgen dat de aanbeveling van de Commissie milieubeleid om de blauwvintonijn in CITES bijlage I te houden aangehouden wordt. Het is cruciaal voor het overleven van deze diersoort.

  Kartika Tamara Liotard, namens de GUE/NGL-Fractie. – Mijnheer Leinen, heel erg bedankt; u zei het al, wij kunnen het over heel veel dieren hebben: de olifant, de Aziatische tijger, koraal. Maar ik wil even één dier specifieke aandacht geven.

Gisteren maakte diergaarde Blijdorp, een Rotterdamse dierentuin, bekend dat geen enkele Europese dierentuin erin is geslaagd om ijsbeertjes voort te brengen. De Europese fokprogramma's voor ijsberen zijn niet succesvol en dat is heel slecht nieuws, vooral omdat de ijsbeer in de natuur met uitsterven bedreigd wordt. Het zee-ijs krimpt en zo verdwijnt langzaam de habitat van de ijsbeer. Meer dan 70% van de populatie ijsberen in de natuur kan mogelijk binnen 45 jaar verdwijnen. Daarnaast wordt de ijsbeer ook nog eens bedreigd door trofeejacht en handel. Mensen krijgen er blijkbaar een kick van om ijsberen voor de lol af te schieten en dat is mijns inziens echt walgelijk.

Daarom roep ik de EU op om het voorstel voor een verbod op commerciële handel van ijsberen te steunen, voordat het te laat is; ook de blauwvintonijn hoort zonder meer in bijlage I thuis.

  Anna Rosbach, for EFD-Gruppen. – Hr. formand! Vi sidder i dag og taler om truede dyrearter. Vi taler om hajer, tun, isbjørne, store katte og elefanter. Vi taler om fangstkvoter, fredning, bevarelse af levesteder osv. osv. Vi taler om, hvorvidt disse dyr skal være opført under bilag 1 eller 2, eller om vi bare kan bruge løs af dem.

Her i salen er mindst 2 sider med forskellige holdninger repræsenteret. Den ene side ønsker at totalfrede en lang række arter, som er på randen af udryddelse. Den anden side kan ikke få fangst- og forbrugskvoterne høje nok og lover lokale fiskere kortsynede fangstrettigheder, som fører til total udryddelse af visse arter i løbet af kort tid.

Vi har brug for en velafbalanceret mellemvej, der sikrer, at vi og vores planet kan trives også i fremtiden. Dokumenterne, vi sidder med, er fulde af så mange tekniske detaljer, at man kan få det indtryk, at vi alle er specialister på området. Men burde vi ikke bruge tiden på f.eks. i fællesskab at forhindre, at fisk og skaldyr fiskes i yngleperioden generelt, at sørge for, at dyr, planter og have forbliver leveringsdygtige fødeleverandører langt ud i fremtiden, at give de dyr, vi spiser, et for dyrearten fornuftigt liv, inden de slagtes på en human måde?

Vi tænker for kortsynet og ikke på klodens nødvendige biodiversitet. Det drejer sig nemlig ikke kun om truede dyre- og plantearter, men om et langt mere komplekst emne. Der er rigeligt at tage fat på, og hvor ville det være rart, om vi begyndte at forebygge i stedet for at reagere i sidste øjeblik.

  Claudiu Ciprian Tănăsescu (NI). - Statisticile arată că tonul roşu este pescuit în cantităţi mult mai mari decât cele permise, populaţia de ton roşu scăzând cu fiecare an ce trece. Propunerea statului Monaco de a include tonul roşu în anexa 1 a CITES se poate dovedi salutară, această specie fiind condamnată la dispariţie dacă nu se iau măsuri radicale şi neîntârziate pentru protejarea ei.

În 1992, Comisia Internaţională pentru Conservarea Tonului din Oceanul Atlantic a adoptat recomandarea privind urmărirea comerţului cu ton roşu. Din păcate, aceasta s-a dovedit a fi un instrument cu eficienţă mai mult decât limitată. În 2007, Comisia Internaţională pentru Conservarea Tonului din Oceanul Atlantic a adoptat un program mult mai complex, numit „Blue Tuna Catch Documentation Programme”, intrat în vigoare în vara anului 2008. Deşi reprezintă un pas înainte, evaluarea eficienţei acestui program este încă prematură. Prin urmare, nu pot să nu întreb: în ce măsura poziţia Uniunii Europene în favoarea includerii tonului roşu în anexa 1 poate contrabalansa, în cadrul conferinţei CITES, dorinţa anumitor organisme şi a unor state non-membre ale Uniunii Europene de a se adopta o politică de stand-by până când vor putea fi evaluate roadele ipotetice ale iniţiativelor recente ale Comisiei Internaţionale pentru Conservarea Tonului din Oceanul Atlantic?

  Elisabetta Gardini (PPE). - Signor Presidente, onorevoli colleghi, ho sentito la signora Ministro parlare della CITES come di uno strumento efficace e la Commissione come di uno strumento adeguato.

Io sottoscrivo. Allora non stravolgiamo questo strumento che fino a qui, a differenza di quanto hanno detto tanti colleghi, ha funzionato benissimo. Da quando si è regolamentata la pesca del tonno, da quando si sono fissate quote più ridotte, i pescatori hanno cominciato a vedere non solo più tonni, ma anche tonni di taglia più grande.

Lo strumento funziona. Sarebbe un precedente gravissimo mettere nell'allegato 1, che riguarda le specie veramente in pericolo di estinzione, una specie che invece ha al suo attivo – ringraziando Dio – milioni di esseri viventi.

Noi stiamo aspettando le cifre nuove ed è su quelle che io spero ci regolamentiamo perché, come dice un famoso giornalista americano, è vero che le cifre non mentono, ma con le cifre si mente, eccome si mente! Siamo abituati, soprattutto nel nostro tema ambientale, a sentire le cifre più disparate: ci sarà qualche cifra che mente e qualche cifra che non mente.

Il tonno rosso non è a rischio di estinzione, ma il tonno rosso va regolamentato. Ricordiamoci che ci sono intere comunità che vivono su questa attività che è antica, 11.200 anni almeno, tanto che l'UNESCO in alcuni casi la ritiene un'attività da preservare e valorizzare.

  Edite Estrela (S&D). - Senhor Presidente, a ONU diz que a diversidade biológica enfrenta a pior crise desde que os dinossauros foram extintos há 65 milhões de anos. A destruição dos recifes de coral nos trópicos, a desertificação crescente em África e a desflorestação ameaçam a biodiversidade e têm impactes negativos em muitos sectores da economia, tais como a produção de alimentos, o turismo, a indústria farmacêutica ou a produção de energia.

A ONU reconhece também que falhou o objectivo, fixado em 2002, de redução significativa da actual taxa de perda da diversidade biológica até 2010. A CITES constitui o principal acordo global sobre a conservação das espécies selvagens com o objectivo de evitar a exploração excessiva das espécies da fauna e da flora selvagens pelo comércio internacional. O consumo humano de recursos naturais, a destruição dos habitats, as alterações climáticas, a exploração excessiva das espécies selvagens e o comércio ilícito constituem as principais causas do empobrecimento da biodiversidade.

Importa, por isso, garantir que, no Ano Internacional da Biodiversidade, os objectivos estratégicos fundamentais da União Europeia no âmbito da próxima Conferência das Partes na CITES vão ao encontro do objectivo de protecção da diversidade biológica, fundamental para o bem-estar e para a sobrevivência da Humanidade.

Temos de ser ambiciosos e exigir a protecção de todas as espécies em extinção.

  Gerben-Jan Gerbrandy (ALDE). - Ik zou het over alle soorten kunnen hebben die eind maart op de agenda van de CITES-conferentie staan, maar ik wil er één uitlichten, juist omdat hij zo model staat voor waar wij als mens op dit moment mee bezig zijn: de blauwvintonijn.

Dit is een prachtige, indrukwekkende vis, waar al eeuwen op gevist wordt en die wij al eeuwen eten. Maar die vis is nu helaas op sterven na dood. Na jaren van wanbeleid door politici die keer op keer biologische adviezen naast zich neerlegden, die korte termijn economische belangen lieten prevaleren boven de lange termijn perspectieven van de sector, hebben wij nu geen andere keuze dan de handel in blauwvintonijn totaal te verbieden.

Er liggen amendementen op tafel om anders te handelen en die handel niet te verbieden, maar daar is het helaas te laat voor. Enkele weken geleden werd er 120.000 euro betaald voor één blauwvintonijn. Dat is de werkelijkheid van vandaag. En dat verklaart ook de enorme illegale vangsten die naar schatting tweemaal groter zijn dan de vastgestelde quota. Daarom bieden quota ook geen soelaas. Zij hebben geen zin door de illegale vangst. De enige redding voor de blauwvintonijn is een internationaal handelsverbod.

Ik weet het, de gevolgen voor de sector zullen hard zijn, dat realiseer ik mij ten volle. Maar laten wij leren van deze ervaring: als de zee leeg is, is het definitief afgelopen met de sector. Dus laten wij ook om economische redenen zorgvuldiger met onze natuur omgaan.

Ik roep de Europese Commissie op om snel het besluit aan de Raad voor te leggen om de blauwvintonijn op bijlage I te zetten en ik vraag het Spaans voorzitterschap om over zijn eigen schaduw heen te stappen en dat besluit dan vervolgens over te nemen.

Collega's, in de zeventiende eeuw hebben wij de dodo uitgeroeid, als mensen. Laten wij ons lerend vermogen als mensen tonen en voorkomen dat de blauwvintonijn de dodo van de 21ste eeuw wordt.

  Bas Eickhout (Verts/ALE). - In maart is er weer een VN-top, ditmaal over handel in bedreigde diersoorten. Dé kans om als EU weer eens met één stem te spreken. Ook en vooral voor de wetenschap is daar een belangrijke rol weggelegd. Laten wij kijken wat de wetenschap ons vertelt. Kiezen voor korte termijnbelangen betekent kiezen voor korte termijnbelangen voor vissers en jagers misschien, maar op de lange termijn betekent het het einde van diersoorten en ook het einde van hele sectoren.

Of kiezen voor de lange termijn, bij de blauwvintonijn hebben wij het dan over 2012! Dat is geen lange termijn, dat is morgen. Daarom, volg de adviezen van het Europees Parlement op en verbied de handel in de blauwvintonijn, maar verbied ook de handel in ijsberen en laat bovendien de Afrikaanse olifant op diezelfde lijst staan om te voorkomen dat er weer meer op gejaagd gaat worden.

Tot slot, in Doha zal er ook een delegatie zijn van het Europees Parlement. Ik wens dan ook dat die EP-delegatie mee de positie van de EU mag bepalen, zodat wij er gezamenlijk voor kunnen zorgen dat deze diersoorten behouden blijven voor onze toekomst.

  Willy Meyer (GUE/NGL). - Señor Presidente, yo le pediría a la Presidencia española que, efectivamente, preserve el atún rojo, pero que también preserve el arte tradicional de pesca de la almadraba mediterránea. Ese arte, que ha convivido desde hace más de mil años con el atún rojo, nunca lo ha puesto en peligro. Lo que verdaderamente pone en peligro al atún rojo es la pesca ilegal, la pesca industrial, la pesca de cerco y la proliferación de granjas.

Este es el verdadero problema que tiene el atún rojo. No deberíamos ser injustos: habría que saber diferenciar lo que pone en verdadero peligro al atún rojo, que es este tipo de pesca industrial —la pesca de cerco—, de las artes tradicionales.

La política tiene que ser justa y, por lo tanto, tendríamos que buscar una vía que permita, efectivamente, preservar el atún, pero, lógicamente, sin castigar esas artes tradicionales. Yo creo que ahí está el equilibrio perfecto, a veces imposible de alcanzar, pero hay que tratar de buscar esa vía para, efectivamente, preservar esta especie, garantizar que no se extinga, sin castigar las artes tradicionales del Mediterráneo como son las almadrabas.

  Bogusław Sonik (PPE). - Panie Przewodniczący! W państwach członkowskich Unii Europejskiej odnotowuje się wiele przypadków nielegalnego przemytu zwierząt zagrożonych wyginięciem. Na granicach celnicy znajdują ptaki poupychane w butelkach czy żółwie wciśnięte między karoserię a tapicerkę samochodu. Według raportu Polskiej Służby Celnej w 2008 roku zatrzymano na granicy rekordową liczbę aż 200 889 okazów chronionych żywych zwierząt lub produktów pochodnych. W Indiach nieudolna walka z przemytnikami doprowadziła do sytuacji, w której dramatyczny wzrost kłusownictwa ponownie zagroził populacji np. tygrysa bengalskiego.

Unia Europejska ze wspólnymi granicami zewnętrznymi powinna szczególnie dbać o to, aby nie stać się rynkiem, gdzie bezkarnie przemyca się lub wywozi chronione gatunki zwierząt lub roślin. Komisja Europejska powinna postawić szczególny nacisk na kampanię edukacyjną i właściwą komunikację z obywatelami. Celem tej polityki powinno być podniesienie świadomości europejskich turystów. Co roku w walizkach Europejczyków wracających z zagranicznych wojaży celnicy znajdują przecież wyroby wykonane z okazów ginących gatunków roślin i zwierząt. Tocząca się aktualnie debata odnośnie populacji tuńczyka błękitnopłetwego jest jak najbardziej uzasadniona. Statystyki mówią same za siebie. Na przestrzeni ostatnich 50 lat populacja tego gatunku zmniejszyła się nawet o 75%. Zasoby tuńczyka w Morzu Śródziemnym są również mocno zagrożone. Włączenie tuńczyka błękitnopłetwego do pierwszego załącznika CITES wydaje się być w pełni uzasadnionym i jedynym sposobem, by zapobiec jego wyginięciu.

  Antolín Sánchez Presedo (S&D). - Señor Presidente, comparto la preocupación sobre la situación biológica de la población del atún rojo y coincido en la necesidad de adoptar medidas eficaces de conservación y gestión que no solo impidan su colapso, sino que también garanticen la sostenibilidad de la pesquería y el comercio responsable.

Mi país, desde hace años, actúa en esta dirección. Además del ejemplo milenario de la almadraba, ha creado una zona de protección en el Mediterráneo, ha limitado la flota de cerco a seis buques y ha sido pionero en plantear la adopción de un plan de recuperación de la especie y un control documentado del comercio.

Incorporar el atún rojo al Apéndice 1 de CITES conllevaría la prohibición de su comercio internacional sin resolver los problemas de fondo: no limita el volumen de capturas, puede desviar los pabellones pesqueros hacia los países consumidores y es un paso al margen de los recientes acuerdos del ICCAT, la organización regional de gestión pesquera responsable de la ordenación de esta pesquería, y, por lo tanto, debilitaría la gobernanza internacional de los mares y el principio de pesca responsable.

Hay que ir a la raíz de los problemas. Defendemos la reducción de capturas ya acordada en el ICCAT e incluso una moratoria si así lo determinan los informes científicos en marcha para la próxima campaña. Queremos que la Unión Europea refuerce su despliegue de control y cumpla las recomendaciones del ICCAT para asegurar la trazabilidad de los procesos de captura y las comercializaciones.

Esta línea de actuación es compatible con la integración del atún rojo en el Apéndice 2 de CITES, pero no es conciliable con el Apéndice 1, que debería reservarse para un escenario distinto y no someterse a condiciones que erosionaran su propia credibilidad como instrumento CITES.

En todo caso, este debate debe dejar un mensaje claro: la Unión Europea está totalmente comprometida con la sostenibilidad del atún rojo y adoptará las medidas necesarias para preservarlo. La industria debe mostrar que las cotas funcionan y se aplican y que se puede controlar la pesca ilegal.

Para salvar la pesca, hay que salvar la especie.

To treat the fishing industry in Europe in this way is unacceptable. It is vitally important that ICCAT is allowed to do its job.

For example, in 2006 the total allowable catch was 36 000 tonnes. The total allowable catch for this year has been reduced to 13 500 tonnes. In 2011, as ICCAT have proposed, this will undergo a reduction of at least 50% to under 6 750 tonnes. Further reductions in the total allowable catches will occur in 2012 and 2013.

The measures undertaken by ICCAT must be carefully monitored. If they are proven to be unsuccessful, then a total ban under Appendix I must be considered.

From an Irish perspective – and let me say that we have no vested interest apart from the fact that we have a bycatch of 100 tonnes of bluefin tuna – are we to catch bluefin tuna by way of a bycatch, and when they are caught and killed to put them back into the sea? That is certainly not a sensible way to proceed. I believe it is important to take sensible and realistic measures to protect both stocks and the fishing sector in Europe.

While there are people here who are most anxious to protect tuna, let me say to those people who might come from rural areas depending on fishing, you must also think of the other endangered species – that is, our fishermen.

Therefore, I will be voting for the amendment to include bluefin tuna under Appendix II.

  Isabella Lövin (Verts/ALE). - Herr talman! Ärade kolleger, se er om i den här salen. De tomma platserna kan representera alla de rovfiskar som har försvunnit ur världens hav på cirka 50 år. Världens fiskeflottor har lyckats tömma planeten på de rovfiskar som är så viktiga för ekosystemen. Dit hör tonfisk, torsk och lax. EU är världens näst största fiskenation, och vårt ansvar för utfiskningen är odiskutabelt.

Under åren 2000–2008 betalade exempelvis EU:s fiskefond ut över 23 miljoner euro till nybyggnation av tonfiskfartyg, dvs. till en industri som dessutom varje år kostar skattebetalarna miljoner för övervakning för att stävja svartfisket – och allt detta för att 70 procent av fisken ska exporteras till Japan för att ätas på exklusiva affärsmiddagar!

Jag vill påminna er alla om att en listning av den blåfenade tonfisken i bilaga 1 i Cites-konventionen inte betyder att det småskaliga fisket inte får fiska i Europa, utan endast att den av skattebetalarna extremt subventionerade exporten stoppas. FN:s år för biologisk mångfald borde få börja på detta sätt.

  Catherine Soullie (PPE). - Monsieur le Président, il reste aujourd'hui moins de 15 % du stock d'origine de thon rouge. Face à de tels chiffres, la solution semble évidente. Pour autant, il ne faut pas oublier les emplois concernés par la décision qui nous occupe aujourd'hui. Il faut rappeler que la CITES n'a pas vocation à interdire la pêche mais seulement le commerce international de ce poisson, exporté à 80 % vers le Japon.

En sauvegardant le thon, nous protégeons certes une espèce dangereusement prisée, mais nous encourageons aussi le maintien d'une activité de pêche plus équilibrée, plus durable, une pêche destinée à notre marché intérieur et porteuse d'emplois. Je suis favorable à l'idée d'une inscription du thon rouge à l'annexe I de la CITES. Et bien qu'il me semble que cette décision sera positive, l'aide de la Commission sera indispensable pour permettre une restructuration en profondeur du secteur de la pêche.

Ma question porte donc sur les modalités de ce soutien. La France demande un sursis de 18 mois accompagné de mesures financières à destination des marins et des armateurs concernés par une interdiction du commerce. Quelle est la vision de la Commission sur le sujet?

De plus, mon inquiétude, comme celle de nombre de mes collègues, porte sur l'équité. Comment garantir que des bateaux battant pavillon de pays comme la Tunisie, la Lybie ou autres appliqueront l'interdiction du commerce international avec une rigueur comparable à la nôtre? Quelles seront les nouvelles mesures de contrôle et de sanctions?

La politique de durabilité de nos activités économiques se doit d'être concrète, parfois même impopulaire dans certains secteurs, mais j'espère que la Commission et le Conseil ne perdent pas de vue les ajustements nécessaires à la mise en œuvre de ces mesures.

  Guido Milana (S&D). - Signor Presidente, onorevoli colleghi, io sostengo – e ho presentato anche emendamenti in questo senso – l'inserimento del tonno rosso nell'allegato II. Sostenendo questo non mi sento assolutamente un criminale. Anzi, mi sento molto in sintonia con chi, prima di me, a cominciare dalla Gardini, ha sostenuto una tesi diversa.

Fare l'equazione tra tigri, orso polare, elefanti e tonno è profondamente sbagliato. La FAO non si permetterebbe mai di dire una cosa o di sostenere una tesi diversa per queste altre specie in via d'estinzione. Avere un'idea diversa di come gestire la vicenda del tonno non vuol dire assolutamente non avere presente che la biodiversità è un valore assolutamente da difendere.

Lo spirito della nota e della risoluzione è assolutamente condivisibile. Tuttavia, in una fase nella quale alcuni elementi sembrano tornare indietro rispetto alla valutazione della consistenza della massa biologica di tonno nel mare, accelerare nella direzione dell'inserimento nell'allegato I significa probabilmente non avere presenti gli effetti collaterali di questa scelta, che sono pesanti e a volte anche irreversibili nei confronti di molti settori della nostra economia.

La stessa cosa, per alcuni versi, vale per la questione del corallo e per il suo inserimento nell'allegato II. Anche lì ci sono dati che non danno assolutamente per scomparso o in via di estinzione il corallo a profondità, quello che va oltre i 150-200 metri di profondità, che è interessato dal provvedimento.

  Carl Haglund (ALDE). - Herr talman! Förr i tiden kunde man faktiskt fiska blåfenad tonfisk i mina trakter uppe i Östersjön, men vi vet hur situationen är idag. Den blåfenade tonfisken är utrotningshotad på grund av intensivt överfiske.

Vi står inför denna ganska trista diskussion på grund av att man inte har fattat rätt beslut vid rätt tidpunkt. Vi har hamnat här för att vi beslutsfattare i åratal har vägrat lyssna på de vetenskapliga råden. Då hamnar man i en situation där man måste handla drastiskt. Jag påminner gärna i detta sammanhang om mänsklighetens tidigare misslyckanden på just den här fronten. Vi kan ta Kanadas kust som ett exempel på hur människan helt lyckades förstöra torskbeståndet. Det kollapsade totalt för att man fiskade för mycket, och man hade där just en sådan diskussion som vi för här idag. Vi ska inte låta den blåfenade tonfisken gå samma öde till mötes. Därför är bland annat det franska förslaget som har lagts fram inte speciellt lyckat, eftersom det skulle kunna ha just den effekten.

Att halva – eller nästan hela – fiskeriutskottet sitter här just nu visar förstås också att det sätt på vilket dessa frågor hanteras här i huset inte är det bästa, det vill säga miljöutskottet diskuterar och kommer fram till saker, och sedan får vi som arbetar med fiskefrågor komma hit och diskutera dem. Detta är något som vi borde fundera på. Oberoende av det, tycker jag att utskottets förslag är bra. Det står på fast vetenskaplig grund, och det finns ingen orsak att ändra på miljöutskottets sätt att se på denna fråga.

  Raül Romeva i Rueda (Verts/ALE). - Señor Presidente, estimados y estimadas colegas, el atún rojo hace tiempo que está en alerta roja, y llevamos años oyendo informes en los que se demuestra claramente la debilidad del stock y cómo hemos contribuido a esa debilidad del stock, incluso a partir de subvenciones públicas. En la Unión Europea hemos estado pagando incluso hasta 34 millones de euros para la modernización en los últimos años.

Creo que esto es necesario que lo digamos, que asumamos nuestra resposabilidad en la situación en la que estamos. Hemos situado a los stock de atún rojo al borde del colapso y ahora no podemos decir que no tenemos ninguna responsabilidad. Hoy tenemos la oportunidad de corregir este problema incorporando el atún rojo al Apéndice I de CITES, y solo así podremos hacerlo porque, insisto, hay mucha gente que vive de ello.

Es verdad, hay sectores que han hecho bien las cosas y que pueden y deben seguir haciendo bien las cosas, pero para que puedan hacer bien las cosas es necesario que haya atún. Si no hay atún no van a poder hacer absolutamente nada. La única garantía de que esto se cumpla es el Apéndice I y, por lo tanto, cualquier otra medida que pueda claramente desvirtuar esa propuesta es una mala medida que, en todo caso, va a prolongar la agonía pero no va acabar esa agonía. Por lo tanto, no confundamos, no hagamos trampa, tenemos una respondabilidad histórica para con la especie y para con las personas y familias que viven de ese tema. Asumamos nuestra responsabilidad con valentía y con el honor que en estos momentos la Unión Europea se merece.

  Ιωάννης Α. Τσουκαλάς (PPE). - Κύριε Πρόεδρε, οι συνάδελφοι έχουν ήδη αντιμετωπίσει το ζήτημα από όλες τις πλευρές. Εγώ θα ήθελα να δηλώσω ότι υποστηρίζω τις θέσεις που ο κύριος Milana υποστήριξε πριν από λίγο και θα πρέπει να έχουμε υπόψη ότι η συμπερίληψη του κόκκινου τόννου στο Παράρτημα Ι θα έχει πολλές κοινωνικοοικονομικές συνέπειες, όπως είναι πτώχευση και κλείσιμο πολλών επιχειρήσεων, κυρίως μικρομεσαίων, απώλεια θέσεων εργασίας και μείωση της ανταγωνιστικότητας της Ευρώπης.

Οφείλουμε να θυμόμαστε ότι ο γαλαζόπτερος τόννος τροφοδοτεί μια αγορά 6 δισ. ευρώ παγκοσμίως. Θα ήθελα, πραγματικά, να ακούσω μερικές προτάσεις επιστημονικά τεκμηριωμένες για τη διασφάλιση της μελλοντικής βιωσιμότητας των πληθυσμών γαλαζοπτέρου τόννου, που όμως θα λαμβάνουν υπόψη και τη βιωσιμότητα των ευρωπαίων ψαράδων και των οικογενειών τους. Κατά τη δική μου αντίληψη, ο καλύτερος και επαρκέστερος τρόπος είναι η συμπερίληψή του στο Παράρτημα ΙΙ.

Επίσης δεν πρέπει να ξεχνούμε ότι η Ευρωπαϊκή Ένωση δεν ψαρεύει μόνη της, ούτε στη Μεσόγειο ούτε στον Ατλαντικό. Η αλιεία κόκκινου τόννου είναι μια δραστηριότητα παγκόσμιας κλίμακας. Οι ευρωπαίοι αλιείς έχουν να αντιμετωπίσουν ισχυρό, συχνά αθέμιτο, ανταγωνισμό από τις βορειοαφρικανικές χώρες. Μονομερής βιωσιμότητα των πληθυσμών τόννου δεν νοείται. Πρέπει να διασφαλίσουμε ότι όλοι παίζουν το παιχνίδι με τους ίδιους κανόνες.

Επίσης, ίσως έχει κάποιο ενδιαφέρον το γεγονός ότι η Ιαπωνία έχει σε κατάψυξη 30.000 τόνους από μπλε τόννο και η απαγόρευση ίσως να οδηγήσει τα αποθέματα να κοστίζουν από 10 δισ. δολάρια που έχουν σήμερα 20 δισ. δολάρια.

It is vital that we act now to prevent a stock collapse and to allow the numbers of bluefin tuna to recover. In 2006 the International Commission for the Conservation of Atlantic Tuna agreed on an action plan designed to improve reporting and monitoring of stocks and inspection of vessels.

But it is clear that it is not enough. The stocks, particularly the eastern stock in the Mediterranean, remains critically low and there is a very real risk that we will soon witness the extinction of this endangered species.

The Conference of the Parties to CITES should therefore agree to place bluefin tuna in Appendix I of the Convention, and the Member States and the Commission must do more to combat illegal fishing and to enforce agreed restrictions and quotas.

  Ramon Tremosa i Balcells (ALDE). - Señor Presidente, en relación con la posible prohibición de la pesca del atún rojo en el Mediterráneo, mucho me temo que la pesca legal acabe siendo expulsada por la pesca ilegal y que acaben pagando justos por pecadores.

En Cataluña, están en juego centenares de puestos de trabajo. Allí se practica una pesca respetuosa, totalmente regulada y controlada, tanto en la gestión pesquera como en la gestión comercial.

Desde 2006 hasta hoy, en el Atlántico este y en el Mediterráneo, se ha reducido la pesca de atún rojo de 30 000 toneladas a 13 500. La talla mínima de pesca ha pasado de 10 a 30 kilos, y de once meses de pesca se ha pasado a once meses de veda.

Por último, me parece que no existe consenso entre los técnicos internacionales sobre el peligro de extinción del atún rojo. Si se comparan poblaciones entre 1970 y 2010, que es cuando hay datos de control, la población del atún rojo estaría por encima del 15 %, entre el 21 y el 30  %, por tanto, claramente, por encima del 15 % del Apéndice 1 de CITES.

  Carmen Fraga Estévez (PPE). - Señor Presidente, también intervengo para hablar de las especies pesqueras comerciales y para dejar muy claro aquí que son las organizaciones regionales de pesca las que ya se ocupan de la gestión y conservación de estas especies. De hecho, con una simple lectura de la Convención CITES uno se da cuenta de que quizás esté prevista para los elefantes y los osos polares, pero, desde luego, no está pensada para las especies pesqueras comerciales.

Yo no estoy en contra de la protección del atún rojo, puesto que sería absurdo, aunque sólo fuera por su importancia para la flota, pero entiendo que las medidas deben ser dictadas por los organismos que cuentan con los mejores especialistas tanto en gestión de las pesquerías como en investigación científica, porque por algo CITES debe recurrir a asesoramiento externo cuando recibe propuestas sobre estas especies.

Por ello, considero que la propuesta de incluir el atún rojo en el Apéndice I de CITES es innecesaria e injustificada, porque ya cuenta con las medidas impuestas por ICCAT, injusta, porque perjudicaría gratuitamente a una flota que acaba de embarcarse en un enorme esfuerzo de reducción de pesca, e incluso contraproducente, porque puede dar pie a un mercado negro incontrolable de atún rojo.

Entiendo la enorme presión a la que la opinión pública en general y esta Cámara en particular ─como se está viendo─ está siendo sometida por parte de las ONG medioambientalistas, y por ello mi Grupo político ha decidido apoyar la inclusión en el Apéndice II como medida de compromiso entre la propuesta de la Comisión de Medio Ambiente y aquellos que pensamos que la gestión pesquera no puede ser arrebatada a las organizaciones regionales de pesca. Y nuestra propuesta sí que está basada en el aseroramiento científico de CITES. La FAO ha recomendado exclusivamente la inclusión del atún rojo en el Apéndice II de CITES, lo que demuestra que muchos no se han leído ni el informe de la FAO.

  Catherine Bearder (ALDE). - Mr President, I welcome the assurances we have been given here this evening that the EU will not support any proposals which would lead to an increase in illegal ivory poaching, yet I am dismayed to hear that the Commission then goes on to state that any proposals to downgrade the African elephant from CITES Appendix I to Appendix II need to be assessed objectively on the basis of the rules laid down by CITES.

These two statements are in direct contradiction to each other. Any discussion of relaxing the protection afforded to elephants under the CITES Convention will send a green light to poachers in the hope that soon there will be a market for their illegal and cruelly acquired goods.

Zambia and Tanzania are in violation of the Convention as they did not consult all the elephant range states as required in Resolution 9.24 of the CITES criteria for amendments. We expect the Commission and Council to ensure that the constitution of CITES, and the agreed moratorium, are respected. How do they intend to prevent the illegal proposals from Tanzania and Zambia from being placed on the agenda in the very first place?

  Antonello Antinoro (PPE). - Signor Presidente, onorevoli colleghi, credo di poter affermare con sufficiente convinzione che l'intervento della presidente della commissione per la pesca Fraga Estévez ha dato alcune informazioni tecniche che o facciamo finta di non conoscere, o probabilmente non conosciamo.

Lei ha detto qual è la raccomandazione della FAO, qual è la verità, quello che si chiede. Tutto il resto diventa strumentalizzazione e diventa condizionamento nei confronti di questo Parlamento e di tanti parlamentari. Non vorrei che dimenticassimo che la politica deve essere sovrana e che dovremmo mantenere fuori dalla porta di questo Parlamento le spinte e le pressioni di gruppi economici che probabilmente vogliono altro.

Sappiamo che negli ultimi due anni il prezzo del tonno è calato, sappiamo che abbiamo dato restrizioni, per cui c'è già una riduzione del 40%. Basandosi su studi che nessuno di noi è certo essere veri, tutto il resto diventa una strumentalizzazione rispetto a potenze economiche che probabilmente vogliono l'esatto contrario di quello che si cerca, cioè far aumentare il prezzo del tonno a dismisura e fare in modo che alla fine gli unici a pagare siano le piccole economie delle piccole flotte pescherecce di cui tante regioni di questa nostra meravigliosa Europa si fanno carico.

Dopodiché vorrei raccomandare alla Commissione e al Commissario – anche alla luce del fatto che la nuova Commissione ha un Ministro degli esteri oggi sicuramente più titolato di quanto non ci fosse in passato – di fare sì che si raggiungano accordi con gli altri Stati extraeuropei per cui la proibizione della pesca del tonno rosso non valga solo per l'Europa e si cerchi di calmierare il tutto anche per i paesi extraeuropei.

È chiaro che appoggiamo l'emendamento dell'on. Fraga Estevéz e tutto ciò che ne consegue rispetto all'allegato II.

  Maria do Céu Patrão Neves (PPE). - No passado mês de Novembro o ICCAT adoptou fortes medidas restritivas da captura do atum rabilho: redução da captura em 2010 de 22 para 13 500 toneladas, restrição da pesca entre 15 de Maio a 15 de Junho para cercadores com retenida. Medidas ambiciosas e sem precedentes, nas palavras do então Comissário Joe Borg. Estas decisões foram tomadas em consonância com os últimos pareceres científicos sobre a espécie e o seu impacto deverá ser avaliado ainda em 2010.

Não faz, pois, qualquer sentido antecipar novas restrições económica e socialmente penalizadoras do sector, sobretudo no período de grave crise que atravessa, como aquelas que equivalem à inclusão do atum rabilho no Anexo I. O sector das pescas exige um equilíbrio dinâmico entre os seus três pilares: o ambiental, o económico e o social.

No caso dos requisitos ambientais, estes devem ser cientificamente fundamentados, tal como aliás se verificou na reunião do ICCAT com a participação activa da União Europeia. Assim sendo, inscrever o atum rabilho no Anexo I constituiria um grave precedente de desrespeito da exigência de: primeiro, fundamento científico para a enunciação das restrições; segundo, equilíbrio entre os pilares ambiental, económico e social, abrindo-se assim a porta a outras tomadas de decisão precipitadas e facciosas, pervertendo-se as regras de uma gestão responsável.

  Alain Cadec (PPE). - Monsieur le Président, mes chers collègues, je pense que la proposition de la commission de l'environnement, de la santé publique et de la sécurité alimentaire d'inscrire le thon rouge à l'annexe I de la CITES est une mesure trop radicale. Je la conditionne donc à trois exigences qui permettent, à mon sens, un juste compromis.

La première concerne l'avis scientifique indépendant qui doit être publié en octobre 2010 et validé par la réunion de la CITES en septembre 2011. Je pense que cet avis scientifique est indispensable. Nous devons être certains que l'existence de l'espèce est réellement en danger avant de prendre une décision radicale sur la pêche et le commerce du thon rouge.

Deuxièmement, il est essentiel d'avoir la garantie de la modification du règlement (CE) no 865/2006 concernant la CITES, qui entraînera une dérogation générale pour le commerce intérieur du thon rouge. Cette modification permettra d'obtenir ce que nous souhaitons tous: la pérennité de nos pêches artisanales côtières, tout particulièrement en Méditerranée.

Troisièmement, je considère que, dès lors que nous décidons cette inscription à l'annexe I, un accompagnement financier de l'Union européenne pour les marins et les armateurs touchés par les décisions est incontournable.

Enfin, cette décision, si elle est validée dans les conditions que je viens d'énoncer, devra être accompagnée d'un renforcement significatif des contrôles pour lutter contre la pêche illicite. C'est à ces conditions et à ces conditions seulement que je peux accepter une inscription du thon rouge à l'annexe I de la CITES. Sans ces assurances, une inscription à l'annexe II reste la solution la moins mauvaise, pour ne pas dire la meilleure.

  Esther de Lange (PPE). - Voorzitter, wij kunnen het ons niet veroorloven het verlies aan biodiversiteit te negeren. Dat hadden mijn woorden kunnen zijn, maar het zijn die van de Europese Commissie, van milieucommissaris Dimas, om precies te zijn, bij de presentatie, vorige maand, van een mededeling over biodiversiteit.

En ik neem aan dat de nieuwe Commissie dit net zo ziet en het belang van biodiversiteit net zo zwaar inschat. Als dat niet zo is dan hoor ik dat natuurlijk graag. Juist gezien die betrokkenheid van de Europese Commissie bij die biodiversiteit verbaast het mij dat juist die Commissie aan de ene kant vol inzet op het behoud van soorten en het terugdringen van het verlies aan biodiversiteit, terwijl diezelfde Commissie nu de moed niet heeft - of nog niet heeft - om onomwonden voor te stellen een bedreigde soort als blauwvintonijn op te nemen in bijlage I van CITES. Dat horen toch twee kanten van dezelfde medaille te zijn. En natuurlijk moeten wij dan vissers die bonafide werken financieel bijstaan om deze ingreep te doorstaan. Dat ben ik met de vorige spreker eens. En daarnaast moeten wij de illegale vangst van tonijn harder aanpakken.

Maar, geachte Commissie, ik ga nog een stap verder. Voor mij is CITES en in het bijzonder de blauwvintonijn een testcase. Een testcase om te weten of u als Commissie in staat bent de daad bij het woord te voegen. Een testcase ook om te zien of deze nieuwe Commissie leiderschap kan tonen of dat zij permanent haar oren zal laten hangen naar de lidstaten die het hierover niet eens zullen worden, dat weten wij. En om niet te blijven hangen in bewoordingen en mededelingen, maar om daadwerkelijk actie te ondernemen.

Ik heb zojuist uw woorden aangehaald, u zegt bereid te zijn dit te doen, het is nu tijd om over te gaan van woorden naar daden en ik zou zeggen, Commissie, begin dan met die blauwvintonijn.

  Seán Kelly (PPE). - Mr President, if you will pardon the pun, I think this is a Catch-22 situation for many of us because, if we ban the catching of fish, and particularly of bluefin tuna, fishermen will go out of existence. If we do not ban it, then there will be nothing to catch.

I think one of the key elements here – and it is constantly coming up in many of our debates – is the scientific evidence. People have said that the scientific evidence is not reliable enough, it is not extensive enough and it is not up-to-date enough.

I would like to ask the Commission and the Council, are they happy with the scientific evidence that is being produced? Because you can quote scientific evidence but then somebody might come along with a different example of a recommendation from other scientists.

So I think that is a key element in this, and I would like to hear what the Commission and the Council have to say about it.

  Izaskun Bilbao Barandica (ALDE). - Señor Presidente, hoy hemos escuchado aquí mezclar la pesca ilegal con las mafias y yo también quiero alzar la voz a favor de un sector que ha demostrado muchas veces ser responsable.

Yo defiendo la necesidad de controlar la pesquería. Defiendo también la necesidad de controlar las mafias. Pero esto no puede ser un motivo para incluir el atún rojo en el Apéndice I.

Por otra parte, tengo que decir que el sector de la flota vasca, que va a resultar muy afectada por esta decisión, si se toma, ha demostrado ser responsable, porque, para la defensa del sector, en otras pesquerías ha solicitado, en alguna ocasión, incluso la suspensión, por ejemplo, de la pesca de la anchoa.

Tengo que decir, además, que hay que escuchar lo que dijo ICCAT, que adoptó en el año 2009 medidas de gestión más restrictivas y más fuertes en línea con las recomendaciones del Comité Científico.

Y quiero recordar que para 2010 se ha definido un porcentaje de 3 500 toneladas de cuota pesquera. En el año 2009 fueron 22 000 toneladas, y en el año 2006, 32 000. Y, por tanto, se adoptó también el compromiso de tomar nuevas medidas de control si fuera necesario.

No estoy a favor de la inclusión del atún rojo en este Apéndice I; puede perjudicar a muchos sectores, entre los que está incluido el sector artesanal que hoy no se ha tenido en cuenta. Por tanto, solamente deberíamos apoyar su inclusión en el supuesto de que estas medidas no fueran eficaces.

  Franz Obermayr (NI). - Herr Präsident! Lassen Sie mich als Alpineuropäer vom Wasser wieder auf das Land kommen. Ich möchte der Kommission gerne eine Bitte nach Doha mitgeben, und zwar betreffend die Anregung einer Kennzeichnungspflicht. Wie wir wissen, besteht für gezüchtete Greifvögel – ich denke hier an Falken – im Handel eine Kennzeichnungspflicht. Die Tiere sind registriert, sie sind mit Ringen oder bei größeren Tieren mit Chips gekennzeichnet, so dass bei Bedarf eine Identifikation möglich ist. Ohne Kennzeichnung kein Handel.

Da komme ich zum Punkt. Für andere Tierarten, die bedroht sind bzw. nachgezüchtet werden, wie etwa den Luchs in Mitteleuropa, existiert diese Pflicht nicht. So kann es passieren, dass freilaufende, freigekommene oder gehandelte Tiere nicht gekennzeichnet sind und eine genaue Erfassung nicht möglich ist. Das ist schlecht sowohl für die Verhaltensforschung als auch für die Bestandsforschung, und natürlich ist auch illegaler Handel leichter möglich. Daher schlage ich vor, dass diese Kennzeichnung als sinnvoller Beitrag zur Diskussion nach Doha mitgenommen wird.

  Mairead McGuinness (PPE). - Mr President, I came to the Chamber to be educated, or at least I hoped that would happen, because there are two very valid sides to this debate, in particular concerning bluefin tuna.

The first point I would make is that we have spoken about illegal fishing practices, and it seems to me that illegal practitioners do not care about what appendix anything is in. They will continue unless we have effective policing of these rules and regulations.

On the one hand, we can see some of the logic for an Appendix I classification, but there are socioeconomic issues. I think we need to focus on the results.

There is the issue of discards and the impact of an Appendix I categorisation on this matter for fishermen. I am inclined to the view – but will be talking to colleagues later to discuss it within our group – that it should not be classified in Appendix I, and perhaps Appendix II is the place. It goes to show that even with the length and quality of this debate there is still some confusion, in my mind at least.

  Giovanni La Via (PPE). - Signor Presidente, onorevoli colleghi, in presenza dei dati scientifici controversi che abbiamo ascoltato da più parti e in presenza di un livello degli stock che sicuramente non è ancora tale, nemmeno nel caso dei dati peggiori, da rendere obbligatoria l'introduzione all'interno dell'allegato I, non credo che una misura così restrittiva, anche con le limitazioni che evidentemente verrebbero poste su certi territori all'attività di pesca, sia la soluzione migliore.

Anche alla luce degli sforzi che sono stati fatti nella direzione della riduzione dei volumi di pesca da parte delle imprese specializzate nella pesca del tonno negli ultimi anni, mi sembra necessario continuare ad andare in questa direzione mantenendo il tonno all'interno dell'allegato II ed evitando fughe in avanti che sarebbero estremamente pericolose per alcuni territori e per le imprese del settore.

  Silvia Iranzo Gutiérrez, Presidenta en ejercicio del Consejo. − Antes que nada quisiera agradecer a todas sus Señorías sus intervenciones, que he considerado muy útiles para contribuir a conformar la posición común que la Unión Europea deberá llevar a la próxima Conferencia de las Partes de la Convención CITES. La gran mayoría ha puesto de manifiesto la validez de la Convención CITES para contribuir a la conservación de las especies en peligro de extinción.

Como ya comenté al principio, tras la propuesta de la Comisión al Consejo, éste podrá perfilar su posición en CITES con respecto a los diferentes puntos de la agenda de la reunión referidos a las principales especies amenazadas. Aquí, por ejemplo, se ha hablado de tigres, se ha hablado de elefantes —la señora Bearder—, se ha hablado del oso polar —la señora Liotard—, pero una amplia mayoría de las intervenciones se ha referido al caso del atún rojo. Y sobre esta cuestión hemos escuchado opiniones diferentes basadas en argumentos distintos.

El Consejo, naturalmente, conoce los resultados de la última reunión del Comité Científico de la Comisión Internacional para la Conservación del Atún del Atlántico (ICCAT), del pasado octubre de 2009 y también las recomendaciones del panel de expertos independientes de la FAO de diciembre de 2009. En este sentido, el Consejo es totalmente consciente de las implicaciones de la propuesta de inclusión del atún en los apéndices de CITES, y no solamente para la conservación de la especie, sino también para la supervivencia de las artes tradicionales de algunas pesquerías que han demostrado su sostenibilidad para la especie. Por eso, el Consejo evaluará cuidadosamente todos los elementos antes de adoptar su posición.

Para concluir, quiero reiterar a sus Señorías el agradecimiento de la Presidencia en ejercicio del Consejo por las intervenciones y contribuciones en esta fase decisiva para la conformación de la posición de la Unión Europea en la próxima Conferencia de CITES, y trasladaré encantada el contenido de sus intervenciones al Consejo, así como su gran interés por las cuestiones que se van a tratar en Doha. También deseo trasladar a sus Señorías el compromiso de la Presidencia española para asegurar la conservación y la gestión sostenible de las especies amenazadas. Y para ello somos conscientes de que el Consejo cuenta con todo el apoyo de este Parlamento.

  Paweł Samecki, Member of the Commission. − Mr President, my first general remark is to say that I really appreciate the contribution of all the speakers concerning all the objectives ahead of discussions at the Conference.

I can assure you that the Commission will be in favour of sustainable trade for the benefits of both biodiversity and the communities which need to live in harmony with the species concerned.

Now, a few more specific comments in relation to your remarks; first of all, as I explained, the overall position of the Commission on bluefin tuna will be adopted very soon. This is an important matter because it relates mainly to the catches by the EU fishing fleets. It has been felt that it is more appropriate that, instead of the outgoing Commission, the new Commission takes a clear position on this issue because the new Commission will be in charge of defending or promoting the EU position at the Conference.

I am really confident that this proposal will ensure a sustainable future for both this species and the associated fishing industry. This will need to balance short-term and long-term perspectives on this issue. But, on more specific items and the questions raised by the distinguished Members of Parliament, on the question of support which could potentially be given to the fishermen affected, I think that we should stress that the Commission would be ready to assess the possibility of providing such support to the maximum possible extent, but we also need to remember that budgetary reallocations have been decided for many years and that we would also need to assess the financial consequences while we have a rigid financial budget for the perspective 2007-2013.

There is one specific issue concerning the proposal to include bluefin tuna in Appendix II and I think it is important to note that there are very specific provisions in CITES which would apply in the case of an Appendix II. There would be a lot of legal and technical discussions on what such a listing in Appendix II would actually mean. The practical impact of such a listing would be uncertain. That is why we need to think of what the practical consequences of putting bluefin tuna in Appendix II would be.

Regarding Mrs Bearder’s question on elephants, there are procedural weaknesses in the motions of Tanzania and Zambia but in our legal assessment these flaws cannot be sufficient ground to procedurally reject these motions ex ante.

Finally I will comment on Mr Kelly’s question. Is the Commission happy with scientific evidence on many issues? I think it is difficult for the Commission to question scientific evidence because it would mean that the Commission has better scientific or research capacity than the research institutes, which is not the case. That is why it is sometimes very difficult to take a position on the scientific evidence.

  Sergio Berlato (PPE), per iscritto. Signor Presidente, onorevoli colleghi, il dibattito che affrontiamo oggi sulla 15a riunione della Conferenza delle parti CITES del prossimo marzo è di particolare importanza per l'utilizzazione razionale della flora e della fauna selvatiche.

Il progetto di risoluzione in materia appare sbilanciato verso un divieto di utilizzo di molte risorse. In particolare mi riferisco alla proposta di inclusione del corallo rosso mediterraneo nell'allegato II della CITES. Desidero ricordare che la comunità scientifica considera inesistente il rischio di estinzione delle specie della famiglia Corallidae vista l'abbondanza di questa specie in tutte le acque nelle quali vivono. L'inserimento del corallo nell'allegato II sembra pertanto eccessivo e non corroborato da dati scientifici. Il commercio del corallo rosso costituisce una fonte di reddito importante in vaste zone del Mediterraneo e l'inclusione nella CITES avrebbe delle ricadute non trascurabili sulle economie di molti paesi, tra i quali l'Italia, con punte di allarme sociale e conseguente perdita di posti di lavoro.

Per queste ragioni ci esprimiamo contro l'inclusione di questa famiglia di specie nell'allegato II della CITES. Inoltre, chiedo alla Commissione europea di rivedere la posizione finora espressa che appare più frutto di eccessivo estremismo ambientalista che non di ponderata valutazione scientifica.

  Clemente Mastella (PPE), per iscritto. L'Europa è da sempre attenta ai problemi legati al sovrasfruttamento delle specie selvatiche e al commercio illegale di fauna e flora.

Riteniamo, però, che la Convenzione CITES dovrà basare le proprie decisioni sui risultati e sui dati scientifici forniti dagli appositi organismi internazionali. Due punti risultano particolarmente sensibili: la proposta di includere le specie di Corallium sgg. e Paracorallium sgg. nell'allegato II e la richiesta di inclusione del tonno rosso nell'allegato I.

Quanto al corallo, riteniamo doveroso reiterare questa nostra opposizione alla luce del parere negativo fornito dal panel scientifico di valutazione della FAO di metà dicembre 2009, che ha rilevato l'insussistenza dei dati sul declino delle specie che confortassero l'iscrizione nell'allegato II. Tutto ciò comprometterebbe gravemente la competitività del comparto artigianale di lavorazione del corallo, che rappresenta un'importante voce economica e occupazionale in alcune aree italiane (Torre del Greco in particolare, Alghero, Trapani).

Quanto al tonno, ci sono paesi come Francia e Italia che sono maggiormente interessati alla pesca del tonno rosso e quindi alla tutela della specie per un suo utilizzo sostenibile. Possiamo sostenere questa proposta chiedendo, però, che tale iscrizione sia subordinata al rinvio dell'operatività della decisione di 12-18mesi e alla previsione di compensazioni per il settore.

Contrairement à ce que certains tendent à faire penser, la CITES ne constitue pas un instrument visant à interdire le commerce, mais son objectif est de garantir que le commerce international de spécimens d’animaux et de plantes sauvages ne menace pas leur survie. J’ai eu l’occasion de rencontrer le Ministre namibien de l’environnement et du tourisme il y a deux semaines. En donnant une véritable valeur monétaire à l’éléphant en Namibie et en permettant ainsi un commerce strictement réglementé, il existe aujourd’hui une gestion et une protection contre le braconnage. Grace à ces mesures, le nombre d’individus de cette espèce, dont la survie n’est pas menacée, a fortement augmenté. A la lumière de ces éléments, je vous encourage à soutenir la proposition de la Tanzanie et de la Zambie de déclasser l'éléphant d'Afrique de l'annexe I à l'annexe II de la CITES, ainsi qu'à rejeter la proposition du Kenya.

  Edward Scicluna (S&D), in writing. I strongly believe in sustainable development and do not question that the Blue-Fin Tuna (BFT) species is overexploited and needs protecting. CITES has been successfully used to protect exotic species from extinction, in cases where it is impossible to control innumerable poachers and hunters especially in developing countries. But do we have the same situation here?

The BFT of the North East Atlantic is being over-exploited by a handful of trawling companies, each catching thousands of tonnes. These trawling companies are from leading EU countries: France, Spain, and Italy. The EU does not need an international environmental body to assist it in controlling the fishing industry practised in its Member States.

Of course we have to be pragmatic. If international political opinion means we cannot stop BFT from being listed within CITES, let us apply common sense and proportionality by listing the species under Appendix II, as has been suggested by a FAO expert group. Putting BFT on Appendix I of CITES would cost my country’s economy close to 2% of GDP. It is no different than asking to close down the whole salmon industry in Scotland in one swipe. Nearly 1% of the labour force would lose their jobs.
