  Πρόεδρος: - Το επόμενο σημείο στην ημερήσια διάταξη είναι η έκθεση του Guido Milana, εξ ονόματος της Επιτροπής Αλιείας, σχετικά με μια νέα ώθηση στη στρατηγική για τη βιώσιμη ανάπτυξη της ευρωπαϊκής υδατοκαλλιέργειας (COM(2009)01622009/2107(INI) (A7-0150/2010).

  Guido Milana, relatore. − Signora Presidente, onorevoli colleghi, signor Commissario, signori rappresentanti del Consiglio, lo scorso 4 maggio in commissione abbiamo votato all'unanimità la relazione sull'acquacoltura europea, volta essenzialmente a promuovere uno sviluppo sostenibile del settore.

Inizio col ringraziare tutti coloro che nei mesi hanno lavorato su questa relazione e che mi hanno dato un valido supporto. È un testo, appunto, scaturito da lunghi mesi di lavoro, di consultazioni e di reciproca concertazione, che mi auguro costituirà effettivamente la base di partenza per promuovere in maniera seria, concreta ed efficace un'adeguata politica sull'acquacoltura. Allo stesso modo, penso ad una evoluzione sana e sostenibile che, con il suo potenziale tecnologico e la sua componente innovativa, rappresenti una risorsa importantissima dell'economia europea.

Nel dare il proprio assenso alla relazione, gli eurodeputati hanno dimostrato innanzitutto grande consapevolezza, evidenziando di aver pienamente compreso l'urgenza di chiarezza legislativa in questo campo. Hanno dato cioè prova di essere effettivamente coscienti delle conseguenze negative provocate dall'assenza di un regolamento unico per l'acquacoltura, del disorientamento degli operatori, delle procedure complesse ed eccessivamente burocratiche, di vere e proprie situazioni di discriminazione, delle distorsioni del mercato e di una scarsa concorrenzialità delle produzioni europee.

Nella relazione si sostiene la necessità di dare maggior respiro al settore istituendo un fondo specifico per l'acquacoltura, autonomo o inquadrato nell'ambito del Fondo europeo per la pesca, utile a sostenere la ricerca e l'innovazione, a far coesistere virtuosamente sostenibilità e competitività, nonché a mantenere elevato il livello di attenzione alle questioni occupazionali.

Certo, le misure da mettere in atto nel breve periodo, affinché siano affrontate e risolte tutte le problematiche che attualmente attraversano questo settore, non sono né poche né di facile realizzazione. Mi riferisco ad un piano di gestione integrato per l'urbanistica del mare, essenziale per rendere compatibili gli impianti di acquacoltura in acqua dolce, sottocosta ed off-shore, con le aree turistiche e con quelle destinate ad altre importanti attività economiche, il tutto inquadrato nelle norme relative al rispetto della tutela ambientale. Mi riferisco alla stesura di un regolamento che tenga conto delle specificità delle singole tipologie di allevamento di acquacoltura, da introdurre anche e soprattutto nell'intento di abbassare i costi di produzione e di garantire il rispetto dell'ambiente.

In questa prospettiva, ritengo sia cruciale l'apporto offerto tanto dall'innovazione tecnologica quanto dalla ricerca scientifica. Si tratterà infatti concretamente di predisporre impianti per la riduzione della dispersione in acqua di mangimi. A questo proposito, sarà necessario incrementare il ricorso all'utilizzo delle proteine vegetali rispetto a quelle animali, senza che con ciò venga alterato il valore nutritivo del pescato. Per quanto riguarda più espressamente la ricerca scientifica sulla mangimistica in particolare, si dovrà anche puntare su rigetti e scarti di lavorazione per evitare i probabili squilibri del sistema mare derivanti da un pericoloso eccesso di prelievo per l'alimentazione dei pesci.

L'utilizzo del marchio di qualità europeo è utile a competere con i prodotti importati dai paesi terzi e a soddisfare le esigenze e la salute dei consumatori. Ritengo infatti oramai imprescindibile l'introduzione di una certificazione del prodotto e di un controllo della filiera atto all'identificazione dello stesso, con una conseguente rimodulazione dei sistemi di etichettatura.

Non da ultimo si tratta di disegnare impianti più rispettosi del benessere dei pesci, della densità degli allevamenti e dei sistemi di abbattimento, tutte misure che dovrebbero peraltro essere applicate anche al prodotto biologico, il quale, di fatto, è il risultato di una produzione di dimensione più piccola e di minore impatto ambientale.

Non va sottovalutata la vicenda dell'occupazione, visto che l'acquacoltura può essere anche il luogo privilegiato per il collocamento di personale espulso dalla pesca.

Un voto ampio di questo Parlamento sarà certamente il miglior viatico affinché la Commissione, dopo la sua comunicazione ed il nostro ragionato parere, proponga le misure necessarie, superando la fase della raccomandazione agli Stati, per costruire una politica comunitaria e per uscire dalla condizione di essere produttore di un milione e duecentomila tonnellate di pesci e consumatore di oltre cinque milioni e mezzo di tonnellate. Grazie, mi scuso per aver sforato i tempi.

  Juan Carlos Martín Fragueiro, Presidente en ejercicio del Consejo. − Señora Presidenta, la Presidencia española quiere agradecer al Parlamento Europeo el informe elaborado con vistas a dar un nuevo impulso a la acuicultura europea, ante la necesidad de dar una respuesta actual a los retos y a las necesidades que ésta tiene en un mercado cada vez más globalizado.

Y, en este sentido, quiero señalar que ya en el Consejo de Ministros de Pesca de la Unión Europea de abril del pasado año se puso de manifiesto una serie de dificultades, pero también de oportunidades, que ahora, en este informe elaborado por el Parlamento Europeo, en muchos casos vuelven a señalarse.

La Presidencia comparte los objetivos señalados por el Parlamento Europeo, que se concretan en crear un marco comunitario específico para el sector de la acuicultura que le permita alcanzar un desarrollo estructurado, sobre la base de la sostenibilidad y el respeto al medio ambiente, en la necesidad de tener una mayor valor económico de la producción y en aportar garantías adicionales a los consumidores.

La necesidad de simplificar las cargas administrativas, el fomento de la investigación y, sobre todo, la importancia de una estrategia de comunicación para mejorar la imagen pública de la acuicultura europea y de sus productos son otros aspectos que deben acometerse a nivel comunitario, sin demora alguna. Y todo ello deberá hacerse, además, en un marco de simplificación normativa y de completa integración en la futura política pesquera común.

El informe que hoy presenta el Parlamento Europeo supone, además, una llamada de atención, tanto a la Comisión como a los Estados miembros, con el objetivo de conseguir un marco coherente y propuestas concretas que permitan afrontar sin dilación de forma exitosa los problemas que este sector plantea.

Me complace, por tanto, que el Parlamento Europeo se haga también eco de los principales aspectos reflejados en las conclusiones del Consejo, particularmente en lo que se refiere a la simplificación y a la mejora del marco legislativo y administrativo, al apoyo a la investigación, al acceso a los espacios y al respeto de las normas, en el caso de los productos importados, por lo que, como Presidencia española, comparto la opinión del Parlamento Europeo de solicitar a la Comisión la presentación de una propuesta que consolide las normas más relevantes para el sector de la acuicultura.

  Maria Damanaki, Member of the Commission. − Madam President, I am very pleased to have the opportunity today to listen to Members’ views on our communication on a new strategy for the sustainable development of European aquaculture. I very much welcome the report prepared by Mr Milana and congratulate him for the way in which he has brought together all opinions. I would like to comment briefly on some aspects of this report.

First, I appreciate your support for a greater focus on our aquaculture sector. EU aquaculture is at the forefront of sustainable development. Our industry already benefits from the recognition of its assets, its high quality and its environmental sustainability. In close association with stakeholders, the Commission will pursue its efforts to support research and ecological developments.

Second, EU aquaculture complements our capture sector and is an integral part of the common fisheries policy, but aquaculture activities depend upon a range of EU policies in areas such as environmental protection, animal health and welfare, consumer protection, trade and research. Mr Milana’s report proposes to include, within a single regulation, all measures which govern the aquaculture sector. So I would like to inform you that I am willing to consider this for measures which fall under my responsibility. For example, promoting species diversity or helping aquaculture enterprises in the framework of the fisheries structural fund. It must be clear, however, that this regulation cannot cover measures which relate to sanitary issues or trade issues or aquaculture products in general.

What we should do is to give aquaculture a clearer focus in the context of the ongoing reform of the CFP. However, on governance and better legislation we must recognise that a number of measures to address the aquaculture challenges largely depend on decisions taken by national and local authorities. I fully share your call for streamlining administrative procedures, notably on licensing and for developing special planning. I also fully support setting up national or regional aquaculture programmes to allow EU aquaculture to realise its full potential.

I would like also to address some more specific issues which are also raised in Mr Milana’s report. The Commission will continue to ensure environmental protection in its policies and actions. Staying with this issue, we all share the view that the responsible production of fish feed is a prerequisite to sustainable aquaculture. This brings me to fish welfare considerations.

The Commission is promoting a species dependent approach when evaluating fish welfare in aquaculture. However, I would like to underline that putting into place too detailed rules for the farming, transportation, killing of different species will add much to the legislative and administration burden applicable to EU operators. We need to help the sector organise itself more efficiently and in particular strengthen its producer organisations to better link production forecasts to market needs and ensure higher value for their products through marketing and labelling.

Similarly, we will have to define which priorities should enjoy specific EU financial support. No decision has been taken so far but my preference would clearly be for a financial instrument in support of the reformed CFP, in which aquaculture would be given a specific place.

Mr Milana, your report contributes relevant and interesting ideas to these considerations. We will continue to involve stakeholders in the development of CFP reform.

  Kartika Tamara Liotard, Rapporteur voor advies van de Commissie milieubeheer, volksgezondheid en voedselveiligheid. − Ik bedank de rapporteur hartelijk voor zijn goede werk en voor de overname van enkele aanbevelingen van de Commissie ENVI. Als rapporteur voor advies wil ik toch nog een aantal opmerkingen plaatsen omdat er in de toekomst waarschijnlijk steeds meer aquacultuur zal komen en de druk op mens, dier en milieu steeds groter zal worden. Ter bescherming hiervan moeten we dus hele strikte maatregelen nemen.

Veel vormen van aquacultuur hebben nog steeds negatieve invloeden, zoals habitatvernietiging, gebruik van chemicaliën, uitputting en verzilting van drinkwater en landbouwgronden, verstoring van de biodiversiteit doordat vissen en kweekvissen ontsnappen, en verdrijven van inheemse bewoners in derde landen van hun woon- en leefgebieden ten bate van industriële aquacultuur. We hebben hierop regelgeving nodig. Er is een duurzaam certificeringsysteem nodig voor producten uit aquacultuur, dat onder andere milieu- en sociale gevolgen, voedselveiligheid, dierenwelzijn en economische en financiële kwesties certificeert.

Ik klink misschien een beetje negatief, maar ik weet zeker dat er een toekomst is voor de aquacultuur. We moeten er dan alleen voor zorgen dat dit een duurzame en diervriendelijke aquacultuur wordt.

  Ιωάννης Α. Τσουκαλάς, εξ ονόματος της ομάδας PPE. – Κυρία Πρόεδρε, κατ’ αρχήν θα ήθελα να συγχαρώ και να ευχαριστήσω τον κ. Milana για την εξαιρετική συνεργασία και για το ολοκληρωμένο κείμενο προτάσεων που παρουσιάζει έχοντας λάβει υπόψη τις διαφορετικές απόψεις και αντιλήψεις επί του θέματος. Οι νέες αυξημένες αρμοδιότητες του Ευρωπαϊκού Κοινοβουλίου, όπως αυτές εκπορεύονται από την εφαρμογή της Συνθήκης της Λισαβόνας, φέρουν μαζί τους και μεγάλες υποχρεώσεις και ευθύνες.

Είναι ιδιαίτερα σημαντικό το γεγονός ότι συζητούμε σήμερα για έναν τομέα όπως η υδατοκαλλιέργεια· έναν τομέα ο οποίος δεν έχει τύχει της πρέπουσας προσοχής από την Ευρωπαϊκή Ένωση. Αυτός προσπαθεί τώρα να βρει τον ζωτικό του χώρο μεταξύ αλιείας, γεωργίας, οικολογίας, τουρισμού, ανταγωνισμού από τρίτες χώρες και ο οποίος παρόλα αυτά τα πηγαίνει σχετικά καλά.

Στο σημείο αυτό θα πρέπει να αναφέρουμε ότι τα τελευταία χρόνια παρατηρείται στασιμότητα στην ανάπτυξη του κλάδου και η κάλυψη των διατροφικών προτιμήσεων των ευρωπαίων πολιτών από ευρωπαϊκά προϊόντα αλιείας είναι ανεπαρκής. Μια βιώσιμη υδατοκαλλιέργεια με σεβασμό στο περιβάλλον και στις παράκτιες τουριστικές δραστηριότητες μπορεί να καλύψει μεγάλο μέρος της ζήτησης με τεράστια οικονομικά, περιβαλλοντικά και κοινωνικά οφέλη.

Ας μην ξεχνούμε ότι τα δύο τρίτα των προϊόντων υδατοκαλλιέργειας που καταναλώνονται σε ευρωπαϊκό επίπεδο προέρχονται από τρίτες χώρες με αλιεύματα αμφίβολης ποιότητας που συχνά παράγονται χωρίς σεβασμό στις περιβαλλοντικές υποχρεώσεις ή τους κανόνες ευημερίας και υγιεινής που απορρέουν από την ευρωπαϊκή νομοθεσία. Είναι σαφές ότι οι ευρωπαίοι υδατοκαλλιεργητές που πρέπει να συμμορφωθούν με πλήθος κανόνων εργατικής, περιβαλλοντικής, εμπορικής νομοθεσίας υφίστανται αθέμιτο ανταγωνισμό.

Με τη συγκεκριμένη έκθεση καλείται η Ευρωπαϊκή Επιτροπή να προτείνει έναν ενιαίο κανονισμό για την ομοιογενή διαχείριση του τομέα καθώς, όπως αναφέρουν οι ειδικοί, το κατάλληλο νομοθετικό πλαίσιο των περισσοτέρων συγχρόνων τεχνολογιών υδατοκαλλιέργειας μπορεί να αναπτυχθεί και να εφαρμοστεί πολύ πιο εύκολα σε σχέση με το αντίστοιχο της εμπορικής αλιείας. Οι αλιείς μπορούν να κάνουν ελάχιστα σε σχέση με τα ψάρια και συνεπώς επικεντρώνονται στο να αναβαθμίζουν τα εργαλεία και τις μεθόδους, ενώ αντίθετα οι υδατοκαλλιεργητές μπορούν να αναβαθμίσουν τόσο τους οργανισμούς που καλλιεργούν όσο και τις μεθόδους καλλιέργειας.

Με παραγωγή που ανέρχεται στα 1,3 εκατομμύρια τόνους το 2007 αξίας 3 δισεκατομμυρίων και που δημιουργεί περίπου 65.000 θέσεις εργασίας ο τομέα της υδατοκαλλιέργειας αποτελεί κλάδο εξαιρετικής σημασίας για την ανταγωνιστικότητα και την ανάπτυξη της Ευρωπαϊκής Ένωσης. Έχουμε τώρα την ευκαιρία να τον επαναθεμελιώσουμε ώστε να αποτελέσει πρότυπο βιώσιμης οικονομικής και κοινωνικής εξέλιξης για την Ευρώπη. Κάτι τέτοιο θα είναι δύσκολο αλλά πρέπει να το επιχειρήσουμε.

  Ulrike Rodust, im Namen der S&D-Fraktion. – Frau Präsidentin, Frau Kommissarin, liebe Kolleginnen und Kollegen! Zunächst geht mein herzlicher Dank an meinen Kollegen Guido Milana, der es geschafft hat, einen erstklassigen Bericht zu verfassen.

Angesichts der dramatischen Überfischung unserer Meere und der stetig wachsenden Nachfrage nach Fischprodukten sind Alternativen zum Wildfang mehr denn je gefragt. Aquakultur ist aber nur dann eine Alternative, wenn ökologische Belange nicht ins Hintertreffen geraten. Ökologische Aquakultur heißt für mich, dass z. B. ein niedriger Fischmehlanteil bei der Fütterung angestrebt werden muss. Schließlich ist unseren Meeren wenig geholfen, wenn wir 4 Kilogramm Wildfisch fangen, um ein 1 Kilogramm Aquakulturfisch zu produzieren.

Wichtig ist auch, dass negative Auswirkungen auf umliegende Gewässer vermieden werden. Hier muss auch im Bereich der Forschung viel unternommen werden. Gleichzeitig müssen wir dafür sorgen, dass die Fischzucht nicht durch hohe Besatzdichte zur Tierquälerei verkommt.

Besonders betonen möchte ich hier, dass dringend eine maritime Raumplanung geschaffen werden muss. Das Nebeneinander verschiedener Interessen wie Aquakultur, Fischerei, Tourismus und nicht zuletzt Naturschutz muss gut organisiert werden. All dies ist in unserem Bericht hervorragend zum Ausdruck gebracht worden. Übrigens ist ein starker europäischer Aquakultursektor auch aus beschäftigungspolitischer Sicht sinnvoll, da so Arbeitsplätze in unseren häufig benachteiligten Küstenregionen geschaffen werden können.

Ar ndóigh tá cumas fíormhór fáis ar an dobharshaothrú in Éirinn agus san Eoraip. D’fhéadfadh an tAontas Eorpach cabhrú go mór le dhá chuspóir thábhachtacha a bhaint amach trí thacaíocht a thabhairt d’fhorbairt inbhuanaithe ar earnáil an dobharshaothraithe. Ar an gcéad dul síos, d’fhéadfadh sé cur le cinnteacht an tsoláthair bia sa Chomhphobal. Ar an dara dul síos, d’fhéadfadh sé tacaíocht a thabhairt do phobail ar an gcósta atá i gcleithiúnas go mór ar an iascaireacht agus nach bhfuil teacht acu ar dheiseanna fostaíochta eile.

Glactar leis go bhfuil méadú leanúnach suntasach chun teacht ar an éileamh domhanda ar bhia mara agus nach mbeidh táirgí éisc fhiáine in ann freastal ar an éileamh seo. Glactar leis freisin go bhfuil an cumas ag an dobharshaothrú an bhearna idir an t-éileamh agus saothrú táirgí éisc a líonadh. Tá an Eoraip taobh thiar sa mhéid seo áfach; fad agus atá an tSín – tír ina bhfuil 41% d’earnáil dobharshaothraithe an domhain lonnaithe – ar thús cadhnaíochta.

Tá luach EUR 118 milliún sa bhliain ag an earnáil seo in Éirinn agus tá níos mó ná 2 000 oibrí fostaithe inti. Is í earnáil dobharshaothraithe na hÉireann an cúigiú ceann is mó san Aontas Eorpach. Anuas air sin, measann Eagraíocht Bia agus Talmhaíochta na Náisiún Aontaithe go dtiocfaidh méadú 61% ar tháirgí na hearnála faoin mbliain 2030.

There is a perception that aquaculture in all its forms has a negative impact on the environment. While I strongly believe that aquaculture production must be carried out to the highest standards, the sector must be allowed to function within the context of an environmentally friendly regime. It is vitally important that the common fisheries policy allows the sector to substantially develop in harmony with existing EU environmental law. As an economic sector aquaculture is stalled within the European Union. Structural support for the aquaculture sector is essential. In conclusion, Madam President, let me say in an Irish context I would support a special programme of incentives designed to promote the development of off-shore, high-energy fish farming and more economic conditions than currently practised.

  Isabella Lövin, för Verts/ALE-gruppen. – Fru talman! Tack så mycket för betänkandet om vattenbruk. Vi är mycket glada att Guido Milana tagit upp så många problem på ett seriöst sätt i detta betänkande, framför allt de som handlar om djurhälsa, lokala miljöproblem och behovet av en integrerad havspolitik, och i synnerhet att betänkandet erkänner problemet med att fiskätande odlad fisk kräver vild fisk för att kunna odlas samt att det slår fast att EU bör prioritera odling av växtätande fisk.

Det vi är lite skeptiska till i betänkandet är förslaget om att införa en EU-märkning, en miljömärkning av fisk. Vi anser att inte vare sig enskilda stater eller EU ska sköta miljömärkning, utan att EU ska ha så bra miljölagar att ursprungsmärkning ska räcka som garanti för en hög miljö- och djurstandard. Övrig miljömärkning får gärna ske på frivillig eller privat basis och ska driva utvecklingen framåt.

  Marek Józef Gróbarczyk, w imieniu grupy ECR. – Pani Przewodnicząca! Ja również chciałbym serdecznie podziękować sprawozdawcy za to sprawozdanie, które jest bardzo dobrze przygotowane. Chciałbym jednak zwrócić uwagę, iż akwakultura stanowi niezwykle ważny element w zakresie zatrudnienia, szczególnie aktywowania obszarów nadmorskich, oraz zdrowej żywności. Trzeba powiedzieć, iż bez dodatkowych impulsów, czyli regionalizacji akwakultury, nie ma ona szans na rozwój w odpowiednich regionach Europy. Mówię tutaj np. o Morzu Bałtyckim, gdzie akwakultura jest szczątkowym zjawiskiem i nie ma możliwości na jej rozwój ze względu na warunki klimatyczne. Np. w Szwecji w akwakulturze jest zatrudnionych tylko 200 osób, jeszcze mniej w Polsce. Dlatego zwracam szczególną uwagę na ten element wspólnej polityki rybackiej.

  João Ferreira, em nome do Grupo GUE/NGL. – Senhora Presidente, Senhora Comissária, caros Colegas, Colega relator, a aquicultura constitui indiscutivelmente um sector de actividade com um forte potencial para contribuir para o desenvolvimento económico e social de inúmeras regiões, nomeadamente regiões costeiras e rurais, para promover a produção local e o emprego, incentivando também outras actividades produtivas conexas e, desta forma, contribuir para uma diminuição da dependência e para o equilíbrio da balança alimentar de diversos países e regiões. Deve ser encarado não como uma alternativa, mas sim como um importante complemento ao sector pesqueiro.

Nessa medida deverá merecer a atenção e o apoio comunitários, devendo ser-lhe dedicados recursos financeiros suficientes para impulsionar a actividade e os benefícios sociais por ela gerados, designadamente apoiando as pequenas e médias empresas do sector. Mas atenção, por ser um complemento importante e não uma alternativa, o incremento do apoio financeiro à aquicultura não deve ser feito à custa de uma diminuição das verbas atribuídas a outros sectores, nomeadamente à pesca no âmbito do Fundo Europeu para a Pesca.

Não devemos também esquecer que esta é uma actividade com impactos ambientais significativos, já aqui referidos. Estes impactos deverão, em cada caso, ser cuidadosamente avaliados, ponderados e sempre que seja caso disso, mitigados.

Deverá ser dada prioridade a modos de produção ambientalmente mais sustentáveis, como a aquicultura biológica. Para além disso, impõe-se um apoio empenhado, forte e persistente à investigação e ao desenvolvimento no sector que potencie a sua sustentabilidade e viabilidade ambiental e económica. O desenvolvimento de novas técnicas e metodologias que permitam o cultivo de espécies autóctones em detrimento de espécies exóticas, diversificando a produção e reduzindo os riscos, o combate a doenças e a promoção da saúde e do bem-estar dos espécimes cultivados e, bem assim, dos consumidores.

Para este efeito, entre outros possíveis instrumentos, seria importante que houvesse uma reorientação das prioridades do Programa-Quadro de Investigação, de forma a permitir uma cobertura adequada desta área de investigação.

Duas outras questões ainda: a certificação e as marcas de qualidade. Os procedimentos são frequentemente complexos, demorados e, sobretudo, dispendiosos. Se a razão de ser da certificação é a defesa dos interesses dos produtores e consumidores então, como garantia efectiva de transparência, qualidade e segurança para os consumidores, a certificação deve ser feita por entidades públicas, evitando a profusão de marcas e certificados e a confusão que lhe é inerente. Além disso, não deve representar um custo acrescido para os produtores.

Quanto aos produtos importados, o comércio internacional deverá basear-se na complementaridade dos produtos e das trocas e não numa competição entre produções e produtores. Deverá ser tida em conta a necessidade de observância de normas básicas em matéria de saúde pública e de segurança alimentar relativamente aos produtos importados. Tudo isto exige uma regulação das trocas comerciais e a imposição de um travão à total liberalização e desregulação a que temos vindo a assistir.

  Anna Rosbach, for EFD-Gruppen. – Fru formand! Voksende efterspørgsel og alt for effektivt fangstudstyr har ført til, at en række fiskearter er truede. Derfor er en stærk europæisk akvakultur vigtig. Vi skal eksportere fisk i stedet for at importere dem. Men akvakultur skal forvaltes på en måde, som er både miljø- og dyrevelfærdsmæssig forsvarlig. Akvakultur er stærkt forurenende og ødelægger vores floders biodiversitet. Samtidig er det hårdt mod fiskene, der opvokser på alt for lidt plads og er udsat for megen medicin. Jeg vil derfor opfordre til, at vi fra EU's side gør brug af bedst praksis-metoden og kun indfører minimumsbestemmelser, således at lande, der ønsker højere standarder, har de muligheder, de ønsker til det. Vi i Europa kan skabe rammerne for en akvakultur, der er både ansvarlig, bæredygtig, produktiv og dyrevenlig. Det tjener som et godt eksempel for lande i andre dele af verden, som har en stor produktion inden for området.

  Diane Dodds (NI). - Madam President, I want to thank the rapporteur, Mr Milana, for his report. It represents a significant milestone in recognising the importance of this sector and its potential for future growth.

As I have indicated on a number of occasions in committee, we should not, however, penalise our fishing industry, or indeed the aquaculture sector in Europe, whilst we import so much produce, much of which is produced under much less stringent environmental and social conditions than is expected of the sector here.

In terms of the Northern Ireland fishing industry, aquaculture is a small sector with a value of first-sale fish and shellfish in 2008 of GBP 9.6 million. It gives employment to 91 full-time and 56 part-time men and women. Yet these figures hide what we believe has been a success story. The last 10 years have witnessed a significant expansion in this sector, most notably with the production of mussels, which accounts for much of the 8 500 tonnes of shellfish harvested annually in Northern Ireland. Indeed it is a trait of Northern Ireland’s industry that its success with minimal EU interference has attracted investment from other parts of Europe, and particularly from the Netherlands.

Opportunities exist for the continuing sustainable development of the aquaculture sector and SMILE, the Sustainable Mariculture in northern Irish Loch Ecosystems, provides shellfish aquaculture carrying capacity predictions for each of the Northern Ireland sea lochs. It is this kind of initiative that lends itself so well to this report on a strategy for Europe’s aquaculture sector and one of the reasons why I am glad to support it.

  Alain Cadec (PPE). - Madame la Présidente, Madame la Commissaire, mes chers collègues, je tiens tout d'abord à féliciter notre collègue Milana pour son excellent rapport. La commission de la pêche a proposé ce rapport d'initiative parce qu'il nous faut aujourd'hui absolument développer l'aquaculture communautaire pour plusieurs raisons.

L'Union européenne représente 2 % de l'aquaculture mondiale alors qu'elle en est le premier consommateur. La majorité des États membres a même enregistré une diminution de l'activité aquacole entre 2001 et 2008 alors que la demande des consommateurs augmente régulièrement.

Aujourd'hui, l'aquaculture en Europe n'a pas de cadre spécifique législatif, et donc pas de plan de développement à long terme. Grâce à une meilleure organisation, nous pourrons informer le consommateur sur la traçabilité environnementale et sociale des produits européens, ce qui n'est pas le cas avec certains produits en provenance des pays tiers. Je pense notamment au pangasius vietnamien, cher à notre ami Struan Stevenson.

Nous sommes tous des consommateurs et nous voulons être bien informés sur la qualité sanitaire et nutritive de ce que nous mangeons. Je rappelle d'ailleurs mon attachement à un écolabel communautaire pour les produits de la pêche et de l'aquaculture. Ensuite, nous devons pouvoir diminuer la dépendance de l'Union européenne vis-à-vis des produits de l'aquaculture d'importation.

Nous importons aujourd'hui, vous le savez, 65 % des produits de la pêche et de l'aquaculture consommés sur notre territoire. Une aquaculture européenne organisée et responsable nous permettra non seulement de créer des emplois, d'informer le consommateur, de soutenir l'activité au sein de l'Union, mais aussi de participer à l'approvisionnement de nos territoires avec des produits de qualité.

Enfin, je souhaite ajouter que ce rapport est orienté vers la promotion d'une véritable politique européenne en faveur du développement durable de l'aquaculture, et que ce développement participera à la préservation des ressources sauvages.

  Josefa Andrés Barea (S&D). - Señora Presidenta, muchas gracias, señor Martín Fragueiro por estar aquí, en nombre de la Presidencia española, en un informe como éste, señora Comisaria.

Señor Milana, felicitaciones por la capacidad de llegar a un acuerdo común y confluir todos los intereses y poner encima de la mesa uno de los primeros informes de iniciativa.

Es importante el despliegue de la acuicultura. Es necesario por el aumento del consumo de pescado y por el estancamiento de la capacidad de extracción de pesca, pero quiero resaltar en estos momentos la importancia económica de esta actividad que genera riqueza económica y empleo. Son importantes las garantías sanitarias, la sostenibilidad y la protección del medio marino.

Hay que potenciar la imagen de la acuicultura y también el sector científico y de investigación. La acuicultura es una oportunidad, como ha dicho el señor Martín Fragueiro, dentro de la PCP, como decía la Sra. Comisaria. Hay que darle un marco coherente de coordinación; hay que darle la posibilidad de regularizarse, porque la acuicultura puede suponer suficiencia, sostenibilidad y recursos económicos, y creo que es importante para Europa.

  George Lyon (ALDE). - Madam President, can I too add my congratulations that others have shown for the report and for the author’s good work. Can I start by just saying that Scotland is the third largest aquaculture producer in Europe: we account for GBP 350 million per year of annual output, and aquaculture provides employment for 2 000 people throughout Scotland, with a further 2 000 jobs upstream and downstream. But, most importantly of all, aquaculture provides opportunities for employment in remote and island areas around Scotland where no other jobs are available. It is a fundamental part of the rural and island fabric around Scotland, and therefore it has the potential to grow and provide further employment and underpin the vitality and economic prosperity of many small rural and island areas.

One of the big challenges for the industry is that it is hidebound by over-regulation and conflicting regulation, in many cases preventing its growth. So I welcome the report’s call for a proposal to consolidate and simplify regulation. But I would make a plea that, in bringing forward the proposals, it genuinely does simplify and genuinely does reduce bureaucracy, and that we do not end up with a situation where we have another layer of regulation on top of what is already there – that actually does not simplify and reduce the framework.

One other plea I think we should make is to continue investing in research and development. We need to find a substitute for fishmeal – this is absolutely fundamental for the future of the industry. I also think it is worthwhile encouraging the European Union to invest in the industry, to see its potential growth realised and provide jobs in these areas where there is no other alternative employment available.

  Ian Hudghton (Verts/ALE). - Madam President, Scotland is rightly well known for its production of large quantities of Atlantic salmon. We also farm species of trout and we farm halibut and some Arctic char. In shellfish, too, high-quality oysters and scallops are grown within Scotland. Scotland succeeds at high-quality aquaculture because of our environment and because of our clean waters. They are so well-suited to the activity, and it is self-evident that we must protect that environment.

Aquaculture in Scotland supports many fragile rural and island communities with very substantial numbers of jobs in the processing sector. If we are to develop a new EU strategy – as the report says – for aquaculture, we should be focusing on simplification and streamlining of regulation: I certainly agree with our rapporteur on that. But what we must not do is centralise management and control at European Union level. Let us learn from the mistakes of the CFP. Scotland has its own strategic framework for aquaculture, which should be supported by European Union input, as and where appropriate.

  Struan Stevenson (ECR). - Madam President, this is becoming a bit of a Scottish debate, I think! First of all, let me too congratulate Mr Milana for his great cooperation and consultation during the progress of his work. I think it is an excellent report and I really feel that this report heralds a new dawn for European aquaculture. That is also mirrored by the support and enthusiasm for fish farming which we have heard in repeated comments from Commissioner Damanaki herself. So this is good news: it is what we have been demanding for years.

Europe used to lead the world in the production of farmed fish but in recent years we have allowed our eye to go off the ball. We have allowed our non-EU competitors to assume dominance in this sector and we have seen our indigenous industry haemorrhage jobs to countries outside the EU.

We import over 60% of our seafood needs when we are perfectly capable of producing this food ourselves. Aquaculture is the fastest-growing food sector in the world, and in Europe we have the perfect environment for fish farming: we have an almost limitless coastline with ideal bays, fjords and sea conditions; we lead the world in the science and technology necessary for a thriving aquaculture sector. And yet we are in danger of starving in a land of plenty.

Why is this? Well, as we have heard from other speakers, it is because aquaculture has become one of the most heavily regulated sectors in the entire food production industry in Europe, and I am appalled that I have heard speakers this morning calling for even more regulation.

EU fish farmers have to deal with over 400 different pieces of regulation, not to mention additional planning and environmental constraints in their own Member States, before they can reel in a single fish, and this is not simply from DG MARE, it is also DG ENVI, DG TRADE, DG CINCO and a host of other agencies. By tying the hands of our fish farmers with red tape we have simply handed a competitive advantage to countries like China, Japan and Vietnam – just look at the vast quantities of low-quality pangasius we import from the Mekong delta, as Mr Cadec said. So I regard Mr Milana’s report as a breakthrough; let us cut the red tape and allow Europe’s fish farmers once again to lead the world in aquaculture.

Na początku chciałbym podziękować koledze Guido Milana za sprawozdanie w sprawie nowego impulsu dla strategii zrównoważonego rozwoju europejskiej akwakultury. Jak wiemy jest to kolejne sprawozdanie spośród wielu wcześniej już opracowywanych na ten temat dążących do uregulowania tego sektora w Europie. Podstawą sukcesu będzie przedstawienie przez Komisję Europejską jednego rozwiązania obejmującego nie tylko wszystkie kategorie produktów i aspekty środowiskowe sektora, ale także linie budżetowe i zasady rynkowe, w tym unijnego znakowania jakości.

Europa ma realną szansę na dołączenie do grona światowych liderów w tej dziedzinie. Mamy odpowiedni potencjał geograficzny i hydrologiczny oraz najlepszą na świecie specjalistyczną kadrę. Aby to wykorzystać, trzeba jednak podjąć wysiłek i stworzyć jednolite wspólnotowe prawo obejmujące sektor akwakultury. Jest na to w tej chwili dobry moment, ponieważ toczą się prace nad wspólną reformą polityki rybołówstwa.

Na zakończenie chciałbym powiedzieć, że to jest bardzo dobre sprawozdanie i co do merytorycznej zawartości nie mam uwag. Duża część istotnych spraw została w nim poruszona, a zaproponowane kierunki rozwiązania problemów są spójne z poglądami polskiego sektora w ogromnej większości spraw.

Това е документ, който се чака от много хора, чиито поминък е рибарството, който ще намали изчерпването на рибните запаси в европейски води и заедно с това ще спомогне на пазара на рибните продукти.

Призоваваме Европейската комисия да изработи предложение за регламент за аквакултурите, защото е необходима повече законодателна яснота в сектора. Сериозното ни отношение към развитието на аквакултурата задължително минава през специално финансиране от съществуващия Европейски фонд за рибарство, което ще гарантира нейното приоритетно развитие. Това финансиране ще стимулира производството на аквакултури в Европейския съюз, особено в новоприетите страни, които имат потенциал, но все още недостатъчно развит и експлоатиран капацитет.

И най-накрая най-важното: "Намалете бюрокрацията и опростете административните процедури при усвояване на средствата". Това е желанието на хората в бранша, това е условието за доброто развитие на аквакултурния сектор.

  Britta Reimers (ALDE). - Frau Präsidentin, Frau Kommissarin, verehrter Rat, meine Damen und Herren! Ich beglückwünsche den Berichterstatter, Herrn Milana, zu seinem Bericht. In einer Welt, in der Fischbestände geringer werden und die Nachfrage nach Fisch und Fischprodukten steigt, gewinnt die Aquakultur immer mehr an Bedeutung. Der Bericht unterstreicht die wichtige Rolle der europäischen Aquakultur für den Bedarf und die Nachfrage.

Das Wachstum der europäischen Aquakultur ist nachweislich unzureichend. Der gemeinschaftliche Rechtsrahmen ist unter anderem dafür verantwortlich, dass die Entwicklung in der Europäischen Union seit 2001 fast zum Stillstand gekommen ist, während es im Rest der Welt erhebliches Wachstum gegeben hat. Die Mitgliedstaaten konnten offensichtlich nicht dazu bewegt werden, den nationalen und gemeinschaftlichen Rechtsrahmen so auszugestalten, dass die Entwicklung der Aquakultur in der EU dynamisch verlaufen konnte. Bürokratische Hürden und ein hoher Verwaltungsaufwand sind die Folge dieses Rechtsrahmen.

Ich fordere daher die Kommission auf, so schnell wie möglich die Richtlinien für die ausgewiesenen Natura-2000-Gebiete so anzupassen, dass eine nachhaltige Aquakultur auch in diesen Gebieten möglich ist und somit einen positiven Beitrag zu deren Verwaltung leisten kann.

Ein Totalverbot der Aquakultur in diesen Gebieten ist nicht akzeptabel. Es gibt immer wieder Beschwerden über zu hohe Anforderungen bei Verträglichkeitsprüfungen für Betriebsneugründungen oder für die Erweiterung bestehender Betriebe. Das darf so nicht sein.

Ferner stellen wir fest, dass die Schäden, die durch die gefräßigen Kormorane in vielen Gebieten entstehen, die traditionelle Teichwirtschaft in ihrer Existenz gefährden. Damit dies nicht auch in den noch zu entwickelnden Aquakulturen der Fall ist, benötigen wir endlich den schon lange geforderten europäischen Managementplan für Kormorane.

Mein letzter Punkt betrifft die Aquakulturbetreiber in den Entwicklungsländern. Diese müssen für eine Qualitätspolitik, für strengere Produktionsnormen – insbesondere im Hinblick auf den Umweltschutz, die Hygiene und die Sozialstandards – in ihrer Erzeugung sensibilisiert werden.

  James Nicholson (ECR). - Madam President, I welcome the opportunity this morning to have this debate because aquaculture has not received enough recognition for its importance. I think it has great opportunities for the future.

The one thing I would also make very clear is that I do not want to see it over-regulated. I think most people have made this clear this morning. Yes, there is a great need to ensure that the environment is protected, because if we do not protect the environment we will not have any aquaculture in any of these areas. That is the bottom line.

I do not want to see the same mistakes made with aquaculture as we made with the common fisheries policy. Mind you, that particular policy does not leave an awful lot to be desired, and I am not convinced that we need to do this EU-wide. I think we can maybe handle this better with encouragement at Member State level.

This is one of the fastest-growing areas. It is an area that must be encouraged, because many of our coastal regions are under great pressure, and this has great potential to develop. Assistance to that development would be extremely welcome.

  Lambert van Nistelrooij (PPE). - Voorzitter, deze week praten we in dit Huis en ook in de Europese Raad over EU 2020: sterkere economie, innovatie en vooral banen. Ik denk dat het verslag Milana daar perfect in past. We consumeren in het totaal 5 miljoen ton aan aquacultuurproducten in de Unie, en slechts 1 miljoen ton komt uit de Unie zelf. Daarin liggen nadrukkelijk kansen.

Ik merk aan de woorden van de collega's, met name uit Schotland, dat er heel veel ervaring is. Mag ik daar één ervaring uit Nederland bijleggen? Wij hebben het project Blue Port in het deltagebied van Zeeland, in de Oosterschelde. Daar werken we aan de Zeeuwse tong. Het is een uitstekend voorbeeld van onderzoek waarin veel wordt geïnvesteerd, technologische ontwikkeling en het blijft binnen de standaarden van ecologie en volksgezondheid. Er is nadrukkelijk sprake van een duurzame kringloop: de vis produceert mest, de mest voedt weer algen, zeekraal en lamsoor. Vervolgens vormt dit weer het voedsel voor schelpdieren en zagers en die zagers worden weer benut als voeding voor de tong. Zo krijg je een duurzame, gesloten kringloop en nieuw bedrijvigheid. Dit is, als je het goed doet, economisch van groot belang voor kustregio's.

Europa had heel veel kennis, maar die fundamentele kennis wordt onvoldoende snel gedeeld, en ik spreek me dan ook uit voor een intensieve samenwerking tussen de nieuwe initiatieven, research, onderzoek en ontwikkeling. We hebben daar programma's voor. Ik wijs niet alleen op het visserijfonds, maar ook op de regionale programma's en decentrale cofinanciering. Nogmaals gezegd, ik steun het van harte. Een inhaalslag is daar mogelijk. Nog één opmerking: als we tot een verordening komen, alleen maar hoofdlijnen en niet opnieuw bureaucratie.

  Luis Manuel Capoulas Santos (S&D). - Senhora Presidente, Senhora Comissária, Senhor Ministro, caras e caros Colegas, como todos sabemos, a Europa tem um enorme défice de produtos da aquicultura, está sujeita a uma crescente concorrência de países terceiros e tem um enorme potencial de produção desaproveitado. Com este relatório, que estou certo recolherá um amplo apoio das diversas bancadas, o Parlamento Europeu transmite à Comissão uma clara mensagem sobre as questões fulcrais para a aquicultura que deverão merecer um especial destaque na futura política comum de pescas.

Felicito, por isso, o colega Guido Milana pelo importante contributo dado pelo seu relatório, para colocar o tema da aquicultura na agenda política europeia num momento oportuno. Apoio, por isso, sem reservas, o seu relatório e insisto com a Comissão para que tenha em devida conta as suas principais recomendações e, em particular, a necessidade de dotar a futura política de pescas de um quadro normativo único e harmonizado, de serem estabelecidos critérios e exigências claras do ponto de vista ambiental, de serem reduzidos os obstáculos burocráticos para o licenciamento das novas explorações, de serem intensificadas acções de fiscalização enquanto garantia do cumprimento das normas ambientais e da qualidade dos produtos e de serem disponibilizados no âmbito do Fundo Europeu das Pescas os incentivos financeiros adequados para fazer face aos elevados investimentos requeridos pela inovação e pela alta tecnologia utilizada pelo sector.

  Maria do Céu Patrão Neves (PPE). - Regozijo-me pelo tema e oportunidade do presente relatório e felicito vivamente o seu relator pelo trabalho tão compreensivo que realizou. A aquacultura tem de ser assumida como uma prioridade europeia, atendendo a que:

Primeiro, grande parte dos stocks de pesca se encontram sobreexplorados e a aquacultura é um complemento significativo para ultrapassar a carência de pescado do mercado europeu.

Segundo, a indústria agroalimentar cresceu 7,6% nas últimas décadas a nível mundial, enquanto que na Europa cresceu apenas 0,5%.

Terceiro, a União Europeia importa dois terços do que consome, mas a sua produção aquícola representa apenas 2% da produção mundial.

Quarto, a aquacultura representa um negócio de mais de 3,5 milhões de euros, dando emprego a mais de 65 mil pessoas.

Importa, pois, relançar a aquacultura na Europa colmatando os erros do passado e, por isso, exigindo-se que se invista mais na investigação e no desenvolvimento tecnológico, num melhor ordenamento das zonas costeiras e das bacias hidrográficas, em espécies de maior interesse económico e elevado valor nutricional, em sistemas de produção com menores impactos ambientais, nomeadamente nos sistemas off-shore.

Quando se debate a reforma da Política Comum da Pesca é importante que se repense o futuro da aquacultura, dando-lhe um maior apoio e apostando na formação específica de profissionais, consciencializando os produtores para uma política de qualidade e padrões de produção mais elevados.

  Rareş-Lucian Niculescu (PPE). - Mă alătur, la rândul meu, celor care au adresat felicitări raportorului şi tuturor celor care au lucrat la acest raport pentru calitatea muncii lor.

Fără îndoială, întreprinderile piscicole joacă un rol important în economia europeană, iar investiţiile în întreprinderile piscicole tradiţionale sunt esenţiale în dezvoltarea economică a zonelor rurale. Totuşi, doresc să subliniez câteva probleme care, din punctul meu de vedere, nu şi-au găsit locul în acest raport.

În primul rând, faptul că în domeniul acvaculturii întâlnim aceleaşi manifestări ca şi în alte domenii în ceea ce priveşte repartizarea veniturilor de-a lungul lanţului de aprovizionare cu alimente. Producătorii din întreprinderile tradiţionale obţin preţuri incomparabil mai mici decât cele practicate în magazine, ceea ce constituie o piedică în calea dezvoltării durabile a acvaculturii europene, subiect de care discutăm astăzi. Consider că această problemă va trebui avută în vedere şi va trebui să se regăsească în dezbaterile noastre viitoare.

  Catherine Stihler (S&D). - Madam President, aquaculture is now a fully recognised part not just of the fisheries sector but of our food industry as a whole and I think it is vitally important that environmental sustainability should be our watch-word.

I completely agree with what Mrs Rodust has said about pollution and I am pleased to see the dramatic improvements which have been made, in particular in the Scottish aquaculture sector.

I have to say I disagree with what Mr Stevenson said about regulation because I think part of the reason improvements were made and quality was retained was because of some of the rules that we actually introduced.

However, I think, for the future of the aquaculture industry, research and development is absolutely pivotal and I would like to ask the Commission to go a little further on what opportunities are available in the new Framework Programme, and to look at the technological developments where we can support our aquaculture industry, because quality has to be our watch-word.

And on third-country issues, I think mandatory country-of-origin labelling is absolutely essential.

  Werner Kuhn (PPE). - Frau Präsidentin, sehr verehrte Frau Kommissarin Damanaki! Es ist ganz wichtig, dass wir diese Debatte über die Zukunft der Aquakultur im Parlament führen und dabei natürlich auch Europa als einen großen Verbrauchermarkt sehen. Mit 500 Millionen Einwohnern verbrauchen wir zehn Millionen Tonnen Fisch und Fischprodukte und können leider aus eigenem Aufkommen – ob in der Fischerei oder in der Aquakultur – nur zwei Millionen Tonnen selbst erwirtschaften. Das heißt einen Riesenimport, und wir brauchen klare Standards.

Aber wir müssen auch sehen, dass wir unsere Natur im Gleichgewicht halten. Von vielen Rednern ist schon angesprochen worden, dass Natura 2000 und sicher auch der Artenschutz da eine ganz entscheidende Rolle spielen. Aber der Artenschutz bezieht sich dann natürlich auch auf das, was im biologischen Gleichgewicht in der Nahrungskette die Fische letztendlich als Ernährungsgrundlage hat. Der Kormoran ist da ganz entscheidend.

Ich möchte herzlich darum bitten, dass wir dieses Problem auch im Parlament miteinander besprechen. Der Managementplan für den Kormoran ist unbedingt notwendig. Wir haben eine Reserve von einer Million Tonnen Fisch, die durch Kormorane, Kegelrobben und auch Seehunde vertilgt werden. Das sind Reserven. Wir müssen unsere Aquakulturen schützen. Es war sehr interessant, als die Regionen aus allen 27 Mitgliedstaaten zu Wort gekommen sind. Frau Damanaki, Sie waren auch dabei. Da war das auch noch einmal ein Thema. Wir müssen uns darauf verständigen, wie wir dieses Problems Herr werden.

  Elisabeth Köstinger (PPE). - Frau Präsidentin, geschätzte Kolleginnen und Kollegen! Es ist äußerst begrüßenswert, dass sich das Europäische Parlament für die Förderung einer nachhaltigen Entwicklung der Aquakulturen einsetzt und auf deren umfassende Bedeutung hinweist. Um die erfolgreiche Entwicklung einer wettbewerbsfähigen Aquakultur zu ermöglichen, braucht es die richtigen Rahmenbedingungen für die Unternehmen in diesem Sektor.

Die optimalen Voraussetzungen im Sinne der Produzenten liegen in einer einheitlichen und transparenten Rechtsgestaltung, sowie bei den Qualitätskriterien für Erzeugnisse im Zugang zu Technologien und Forschung. Eine intakte wirtschaftliche und moderne Aquakultur ist für die Entfaltung vieler Küstenzonen, aber auch von ländlichen Gebieten sehr wichtig.

Die Aufzucht von aquatischen Organismen hat in Europa eine lange und große Tradition, mit der viele Arbeitsplätze und großes Fachwissen verbunden sind. Diese auch in Zukunft zu erhalten und abzusichern, ist auch für mich als Österreicherin im Bereich der Teichwirtschaft und Fischzucht ein großes Anliegen. Teichwirtschaft und Fischzucht unterliegen bereits in sehr vielen Mitgliedstaaten hohen Standards und Umweltauflagen. Diese Qualität gilt es zu unterstützen und angemessen zu honorieren. Ich bitte Sie, diesen Bereich in Ihre Umsetzungsstrategie einfließen zu lassen.

  Mario Pirillo (S&D). - Signora Presidente, onorevoli colleghi, io mi chiamo Pirillo ma spesso ancora non viene citato bene il mio nome. Grazie Presidente, comunque. Mi complimento con l'ottima ed articolata relazione dell'onorevole Guido Milana, che ha fatto un lavoro notevole di raccordo tra le varie esigenze di tutti i paesi membri.

L'acquacoltura rappresenta per l'Europa un comparto importante per l'economia, per l'occupazione, per le produzioni genuine, per una sana alimentazione e per la salvaguardia dell'ambiente marino. L'introduzione di criteri rigorosi e trasparenti per la qualità e la tracciabilità del prodotto, la qualità ecologica, il controllo dei mangimi, eccetera sono i punti essenziali di questa iniziativa.

La Commissione europea presenterà, mi auguro a breve, una proposta di regolamento e metterà a disposizione le risorse comunitarie necessarie per la realizzazione di impianti di acquacoltura, snellendo le procedure burocratiche.

  Karin Kadenbach (S&D). - Frau Präsidentin! Als Österreicher sind wir – wie vorhin schon angesprochen – natürlich von der Teichwirtschaft und der Teichzucht auch betroffen. Aber heute möchte ich in erster Linie in meiner Funktion als Schattenberichterstatterin für Artenvielfalt und als Mitglied des Umweltausschusses für Umwelt- und Gesundheitsschutz sprechen.

Wir brauchen den nachhaltigen Ausbau dieser Aquakulturen aus zwei – heute schon mehrfach angesprochenen – Gründen: nämlich auf der einen Seite, weil wir wollen, dass sich die Europäerinnen und Europäer gesund ernähren, und dazu brauchen wir gesunde Lebensmittel aus einer gesunden Umwelt. Gerade der nachhaltige Ausbau der Aquakultur kann hier beiden Bereichen gerecht werden.

Ich ersuche weiterhin, ganz besonderes Augenmerk auf den Bereich Forschung und Entwicklung zu legen und hier auch die entsprechenden Finanzrahmen fest zu legen, damit wir in Zukunft diese Nachhaltigkeit garantieren können.

  Andreas Mölzer (NI). - Frau Präsidentin! Die Rettung der Fischbestände soll also durch Aquakulturen erfolgen – wenn man es glaubt. Wenn man bedenkt, dass das Futter vielfach aus vorher gefangenen Fischen besteht und oftmals die Larven aus Wildbeständen entnommen werden, dann kann man sich ganz im Gegenteil nicht des Eindrucks erwehren, dass der Druck auf freilebende Fischbestände dadurch noch gesteigert werden könnte. Nimmt man hinzu, dass Futterreste, Fäkalien und die zur Fischzucht eingesetzten Antibiotika die Gewässer massiv belasten, wird deutlich, dass Aquakulturen nur bei klaren Vorgaben wirklich eine umweltschonende Alternative sein können.

Maritime Massentierhaltung und Kulturfischzucht dürfen weder die heimischen Lebewesen verdrängen, noch darf es sein, dass zwar ausländische Investoren hohe Gewinne erzielen, die jeweiligen Bewohner der betroffenen Region jedoch ihre Lebensgrundlage verlieren. Weltweit hängen ja gut 170 Millionen Arbeitsplätze mit der Fischereiindustrie zusammen, das wissen wir. Somalia sollte uns ein warnendes Beispiel sein. Dort hat die Überfischung den Bewohnern in weiten Bereichen die Lebensgrundlage geraubt und sie in Piraterie getrieben. Das ist nichts, was wir anstreben sollten.

  Maria Damanaki, Member of the Commission. − Madam President, this was really a constructive and very fruitful discussion, with so many interventions from so many Member States. So let me continue in Greek, because I would not like to affirm that this is a Scottish debate.

Νομίζω ότι χρειάζεται πραγματικά να συμφωνήσουμε - και συμφωνώ με όλους όσους το υποστήριξαν - ότι πρέπει να κάνουμε περισσότερα για την υδατοκαλλιέργεια. Χρειάζεται να κάνουμε περισσότερα γιατί σε αυτήν την περίοδο, όπου υπάρχει αυξανόμενη ζήτηση για την κατανάλωση ψαριών και συγχρόνως υπάρχει αύξηση των εισαγωγών καθώς και όλη αυτή η κατάσταση με την υπεραλίευση στις θάλασσές μας, πρέπει να οδηγηθούμε σε σοβαρότερη αντιμετώπιση της υδατοκαλλιέργειας.

Φυσικά μιλούμε για υδατοκαλλιέργεια που σέβεται την αειφορία και την καλή μεταχείριση των ζώων. Η σκέψη μου λοιπόν και η πρόθεσή μου, συμφωνώντας με τους περισσότερους από όσους μίλησαν, είναι να έχουμε ένα κεφάλαιο για την υδατοκαλλιέργεια στα πλαίσια της Μεταρρύθμισης της Κοινής Αλιευτικής Πολιτικής (CFP Reform).

Μιλώ όμως για ένα κεφάλαιο που θα διαγράφει ένα γενικό πλαίσιο. Συμφωνώ με όλους όσους ανέφεραν ότι αυτό που χρειαζόμαστε είναι απλή νομοθεσία, όχι υπερβολική επιβάρυνση με λεπτομερειακές αναφορές που περισσότερο θα δεσμεύουν και θα βαραίνουν την ανάπτυξη της υδατοκαλλιέργειας. Μιλώ λοιπόν για ένα γενικό πλαίσιο το οποίο θα είναι ενιαίο. Η προσπάθειά μου είναι να ακολουθήσω την υπόδειξη και της έκθεσης του κ. Milana ώστε να έχουμε, κατά το δυνατόν, στα πλαίσια της δικής μου αρμοδιότητας τουλάχιστον, ένα ενοποιημένο πλαίσιο για την υδατοκαλλιέργεια και μια ξεχωριστή γραμμή χρηματοδότησης. Αυτά είναι τα δύο βασικά που επιθυμώ.

Δεν μπορώ όμως να καλύψω αρμοδιότητες άλλων διευθύνσεων, όπως δεν καλύπτονται οι άλλες διευθύνσεις σε νομοθεσίες για άλλου είδους θέματα. Η ιδιαίτερη γραμμή χρηματοδότησης θα οδηγηθεί κυρίως στη χρηματοδότηση της έρευνας που αφορά και τη βιοποικιλότητα και την εισαγωγή νέων ειδών, αλλά και τη διατήρηση της αειφορίας ώστε πραγματικά οι υδατοκαλλιέργειες να είναι συμβατές με το περιβάλλον. Και έχουν γίνει πολλά βήματα για αυτό.

Τέλος, όσον αφορά τα θέματα του labelling και ecolabelling, της πιστοποίησης, προσπαθούμε να σεβαστούμε αυτά που ήδη συμβαίνουν. Απλώς θα θέσουμε ορισμένες προδιαγραφές, με βάση τις οποίες τα labels και τα ecolabels που υπάρχουν σε πολλές χώρες θα είναι συμβατά με το ευρωπαϊκό κεκτημένο. Γενικότερα θα ήθελα να διαβεβαιώσω ότι θα σεβαστούμε αυτά που κάνουν τα κράτη μέλη και οι περιφέρειες στον τομέα αυτό. Δεν έχουμε σκοπό να παρέμβουμε στα θέματα αυτά.

Όσον αφορά το αίτημα για την ύπαρξη ενός ευρωπαϊκού σχεδίου για την αντιμετώπιση του προβλήματος με τα αρπακτικά, και ειδικότερα με τους κορμοράνους, καταλαβαίνω την ανάγκη να είμαστε πιο συντονισμένοι στο θέμα αυτό, αλλά είναι πολύ δύσκολο να κάνουμε μια πρόταση αυτή τη στιγμή. Θέλω να σας ενημερώσω ότι υπάρχουν πολύ μεγάλες διαφωνίες ανάμεσα στα κράτη μέλη για τον τρόπο με τον οποίο μπορούμε να χειριστούμε το ζήτημα και πρέπει να συνεχίσουμε να εργαζόμαστε πάνω σε αυτό.

  Guido Milana, relatore. − Signor Presidente, onorevoli colleghi, grazie del dibattito e delle parole positive su questo documento, che è stato comunque un documento molto condiviso in questi mesi.

Signora Commissario, lei ha un'occasione storica. Nel 2001 questo Parlamento ha discusso la stessa cosa, facendo una comunicazione, e non ne è seguito nulla. Credo che oggi invece ci siano tutte le condizioni, perché dal 2001 a oggi il mondo si è mosso con +6% di produzione di acquacoltura, mentre l'Europa a malapena è arrivata allo 0,8% in più. Quindi lei ha davvero la possibilità, con un consenso così ampio, che credo si trasformerà tra un'oretta in un voto a larga maggioranza del Parlamento, di utilizzare bene questo nostro lavoro. Tra l'altro anche il Consiglio l'ha stimolata in questo senso, condividendo appieno l'impostazione che il Parlamento sta dando.

Allora, credo che questa occasione debba essere utilizzata al meglio in due direzioni. Delegiferare e semplificare – volevo dirlo a Stevenson che non c'è più – non significano assolutamente abbassare il livello delle garanzie per gli operatori e per i consumatori. Spesso delegificare significa, forse, rendere più chiare le garanzie, sia per i consumatori sia per i produttori. Quindi su questo occorre fare uno sforzo.

Su una sola cosa anch'io un po' dissento. Io credo che ci sia da parte sua un eccesso di rassegnazione a mettere in discussione un impalcato dell'Unione attorno alle competenze delle direzioni generali. Osi, signora Commissario, osi, perché semplificare nell'interesse dei paesi membri e dei cittadini europei non fa altro che aiutare un processo di maggiore integrazione europea. Se vi è una cosa che mi sembra chiara, e un'indicazione precisa che il Parlamento le dà oggi, è la necessità che non ci si ritrovi sempre ristretti attorno alle competenze delle direzioni generali. C'è qualcuno che dà le competenze, quindi io invito anche a riflettere sulle competenze. Questo non vuol dire togliere a chi ha il presidio dell'ambiente un ruolo e una funzione, non vuol dire togliere a chi ha il presidio delle questioni dei consumatori una funzione, ma vuol dire avere un'Europa che integra queste funzioni fino in fondo. Il regolamento unico vuol essere sostanzialmente solo questo, vuole razionalizzare le norme per renderle più semplici e praticabili per gli operatori.

Un'ultima battuta, dopo l'intervento di questa mattina sono tentato di andare in vacanza in Scozia, e forse farò una riflessione in questa direzione, ma non disdegnerei neanche la Grecia, se questo fosse il luogo per convincerla delle ultime cose che ci differenziano.

  Petru Constantin Luhan (PPE), în scris. – Un sector al acvaculturii puternic ar putea asigura dezvoltarea regiunilor costiere, a zonelor periferice şi a celor rurale din statele membre. În acelaşi timp, ar duce la dezvoltarea producţiei locale care, în prezent, este mult inferioară consumului, fiind necesare importuri masive din ţări terţe pentru a satisface cererea, aflată într-o continuă creştere. Consider că trebuie să susţinem eforturile referitoare la cercetare şi dezvoltare în acest domeniu şi trebuie să alocăm resurse corespunzătoare pentru proiectele de acvacultură în vederea continuării dezvoltării bazei de cunoştinţe necesare pentru promovarea practicilor durabile şi competitive.

De asemenea, o atenţie deosebită trebuie acordată investiţiilor şi sprijinului pentru întreprinderile din acest sector. În acest fel, vom obţine promovarea activităţii economice, ocuparea forţei de muncă şi, în acelaşi timp, respectarea bunelor practici în domeniul mediului.
