Colleagues, I should point out that a number of our distinguished guests from the Commission and the Council are currently stuck in a traffic jam, but they are on their way and should be here in a few minutes.

We are about to conclude the last stage of a fascinating legislative and interinstitutional adventure: a quadrilogue on the establishment of an ambitious, efficient, accountable and forward-looking European External Action Service.

Today we will be discussing legislative texts relating to the Staff Regulations, the Financial Regulation and the amending budget. We will be voting on those texts tomorrow. They are the successful result of a month of intense negotiations between the European institutions, working together to achieve a common goal: ensuring that the European Union’s voice is heard and respected on the wider world stage. We in the European Parliament took our responsibilities very seriously. We took the view that in external actions, as in other areas, Community interests and methods must prevail.

We are looking forward to holding this final debate today. We are looking forward even more to the launch of the EEAS on 1 December 2010, just one year after the entry into force of the Lisbon Treaty.

  Ingeborg Gräßle, Berichterstatterin. − Herr Präsident, Lady Ashton, Herr Vizepräsident Šefčovič, Herr Kommissar Lewandowski, Herr Ratspräsident, liebe Kolleginnen und Kollegen! Ich für meinen Teil kann es kaum mehr erwarten, bis dieser Dienst seine Arbeit aufnimmt, und ich wünsche ihm den internationalen Erfolg, zu dessen Zweck er gegründet wird.

Die Institutionen haben gezeigt, dass sie mit Herausforderungen umgehen können. Das Parlament war Teil der Lösung. Wir haben schnell entschieden, manches vielleicht zu schnell. Dieser Dienst ist Neuland – terra incognita – und bricht mit Teilen der bisherigen Grundlagen des Haushaltsrechts und des Personalrechts. Das stellt uns auf Dauer vor große Herausforderungen. Für mich als Haushälterin und als Haushaltskontrolleurin bleibt der Hybridcharakter des Dienstes eine dauernde Sorge, nicht nur wegen der Effizienz, sondern auch wegen der Kontrollierbarkeit an sich. Diese Probleme versucht unser gemeinsamer Bericht Rivellini-Gräßle zu lösen. Wir haben versucht, für den Dienst, für das Parlament und den Steuerzahler das Optimale zu erreichen. Wir haben Abläufe geklärt und Verantwortung zugewiesen. Wir haben den Einfluss des Parlaments auf die Ausgaben im außenpolitischen Bereich gestärkt, wir haben die Transparenz durch klare Berichtspflichten erhöht und die Rechenschaftspflicht gestärkt. Wir haben den EU-Botschaftern klar gemacht, dass sie eine Schlüsselrolle für den Schutz der finanziellen Interessen der Gemeinschaft haben, und es wäre sehr wichtig, dass auch ihr eigener Dienst ihnen dieses klar macht. Wir haben Synergien hergestellt durch die gemeinsame Nutzung der Buchhaltung und geben dem Innenrevisor der Kommission den Einfluss auf die Kontrolle des Managements der Gelder, den er für effizientes Arbeiten haben muss. Der Europäische Entwicklungsfonds und seine Integration in den Haushalt bleiben auf der Tagesordnung genauso wie die Entlastung des Rates.

Ich möchte allen danken, die dieses Ergebnis ermöglicht haben: den Ko-Berichterstattern und den Schattenberichterstattern, die das Verhandlungsergebnis mit unterzeichnet haben. Und ich möchte mich bei den Verhandlungspartnern auf Seiten der belgischen Ratspräsidentschaft herzlich bedanken. Sie haben gute Arbeit geleistet.

Was bleibt, sind wichtige Hausaufgaben des Dienstes. Eine Effizienzrendite durch die Fusion ist nicht in Sicht. 10 % hat sich der Dienst vorgenommen, das ist nicht viel, und er ist weit davon entfernt, wenn es um Führungspositionen geht. Hinter vorgehaltener Hand sprechen alle von mexikanischer Armee. Wie professionell kann ein Dienst sein, der noch nicht einmal seine Aufgaben genau kennt? Die Chancen, die Aufgaben näher zu bestimmen, wurden bislang vertan, und es wäre sehr wichtig, darauf sehr bald zurückzukommen. Dem Zusammenwachsen des Personals ist eine große Bedeutung beizumessen. Die bislang bevorzugte Behandlung der Diplomaten aus den Mitgliedstaaten macht uns Sorge. Und wenn Stellen zum Teil mehrfach ausgeschrieben werden und die alte Kolonialweltkarte wieder hervorgeholt wird, dann müssen wir sehr ernsthaft über den Dienst reden. Wir dürfen dem Dienst die kritische Sympathie und das wache Auge der Haushaltskontrolle zusichern. Ich wünsche ihm den Erfolg, den wir brauchen für Europa in der Welt.

  Crescenzio Rivellini, relatore. − Signor Presidente, onorevoli colleghi, Lady Ashton, sul regolamento finanziario applicabile al Servizio europeo per l'azione esterna – ovvero sui principi e le norme di base che disciplinano il bilancio comunitario del nuovo servizio diplomatico creato dal Trattato di Lisbona e che integrerà funzionari del Consiglio, della Commissione e dei servizi diplomatici nazionali, con il compito di rappresentare l'Unione europea in tutte le questioni di politica estera – ritengo sia stato compiuto un ottimo lavoro.

Il Servizio, così come originariamente strutturato, presentava tuttavia una serie di pericoli che erano riconducibili alla sua struttura decentrata e complessa, con ramificazioni in tutto il mondo. In particolare, la responsabilità degli attori finanziari chiamati a gestire bilanci di centinaia di milioni di euro era poco chiara e rischiava di contribuire all'aumento di frodi e a fenomeni corruttivi a danno del bilancio comunitario.

Sebbene il Trattato di Lisbona ampli enormemente i poteri del Parlamento europeo e lo identifichi quale unica Istituzione rappresentativa dei cittadini europei, il dibattito sull'instaurazione del nuovo Servizio di azione esterna è stato monopolizzato in un primo tempo dalla Commissione e dal Consiglio, che hanno cercato in tutti i modi di strutturarlo secondo una logica intergovernativa e contraria al metodo comunitario. Dopo lunghe consultazioni con la Presidenza belga e con la Commissione europea, si è giunti a un accordo che, a dispetto della prima impostazione, vede il ruolo del Parlamento rafforzarsi ed entrare di diritto al centro della discussione europea.

Punti fondamentali sono: la Commissione trasmetterà, in un documento di lavoro allegato al progetto di bilancio, una presentazione esaustiva in cui figurano, tra l'altro, tutte le spese amministrative operative relative alle azioni esterne dell'Unione, compresa la politica estera e di sicurezza comune e la politica europea di sicurezza e di difesa; l'articolo 1, in cui vengono enumerate tutte le Istituzioni dell'Unione europea, le relazioni di responsabilità vengono allegate alle relazioni annuali di attività del Direttore generale della Commissione; la presenza del capo delegazione alle riunioni delle commissioni parlamentari competenti accompagnato dal Direttore generale; la presenza di un revisore e di un contabile comune al Servizio e alla Commissione europea, con una clausola di revisione nel 2013; l'impegno degli Stati membri a sostenere pienamente l'Unione nel perseguire ogni tipo di responsabilità del personale temporaneo del Servizio europeo di azione esterna.

Dobbiamo successivamente discutere alcune questioni importanti, che saranno riprese al momento della revisione triennale del regolamento finanziario. Tali questioni sono il discarico per le Istituzioni e l'integrazione del Fondo sociale europeo nel bilancio generale. La negoziazione ha portato a un buon risultato, soprattutto per il Parlamento, la cui centralità è stata fortemente valorizzata. Il fatto di aver enumerato tutte le Istituzioni – il che comporta che il discarico per le altre Istituzioni è solo una questione di tempo – e il fatto di prevedere un revisore e un contabile unico e comune alle due Istituzioni è un ottimo risultato. Ringrazio tutti per il lavoro svolto.

  Bernhard Rapkay, Berichterstatter. − Herr Präsident, liebe Kolleginnen und Kollegen! Wenn ich „liebe Kolleginnen und Kollegen“ sage, dann nehme ich Sie – Frau Ashton, Herr Šefčovič, Ihre Mitarbeiterinnen und Mitarbeiter und die Ratspräsidentschaft – einfach einmal mit, denn unterm Strich war es doch eine kollegiale Zusammenarbeit, ohne die wir das Ergebnis, das wir erreicht haben, wohl nicht erreicht hätten.

Ich bin schon zufrieden mit dem Ergebnis, zumindest was den Teil anbelangt, den ich zu verantworten habe und über den ich den Überblick habe. Ich will aber dazu sagen, dass das insofern nicht ganz so verwunderlich ist, als wir ja nicht erst jetzt angefangen haben. Herr Präsident, es war eine kluge Idee von Ihnen, frühzeitig – schon beim Bericht Brok, Verhofstad, Gualtieri – alle Berichterstatterinnen und Berichterstatter regelmäßig zu einem Gedankenaustausch zusammenzurufen. Denn dadurch war für die einen klar, was später zu machen sein würde, und für die, die später zu arbeiten hatten, war klar, was schon an Vorarbeit da war. Deswegen ging es eigentlich in erster Linie darum, das, was zwischen Parlament und Rat bei der Einsetzung des Europäischen Auswärtigen Dienstes vereinbart worden ist, technisch-organisatorisch da im Personalstatut umzusetzen, wo das Personalstatut dafür zuständig war. Wenn ich sage technisch-organisatorisch, heißt das, Organisation ist Politik, und Politik ist Organisation. Das haben wir natürlich bei den Verhandlungen im Detail immer wieder gemerkt, weil dann schon klar war, dass vielleicht die eine Interpretation so aussah und die andere Interpretation etwas anders. Aber der kollegiale Geist hat eben dazu geführt, dass wir das, wie ich finde, ganz vernünftig gelöst haben.

Worum ging es eigentlich in der politischen Ausrichtung, was hatten wir in dem Personalstatut zu verankern? Wir hatten erstens die Gleichbehandlung der drei Personalkomponenten zu verankern, so will ich das einmal sagen. Denn der Vertrag schreibt ja vor, dass sich das Personal des EAD aus Mitarbeiterinnen und Mitarbeitern zusammensetzt, die aus der Kommission kommen, solchen, die aus dem Rat kommen, und solchen, die aus den diplomatischen Diensten der Mitgliedstaaten kommen. Genau das letzte war ja zum Teil das Problem, das war etwas Neues. Wir hatten den fast antagonistischen Widerspruch zwischen Gemeinschaftsansatz und intergouvernementalem Ansatz aufzulösen. Dass da vielleicht auf Seiten des Rates und der Mitgliedstaaten eher ein intergouvernementaler Gedanke dabei war, bei uns eher der gemeinschaftliche Gedanke, das liegt auf der Hand. Ich glaube, sagen zu können, dass wir das dann gemeinschaftlich herausgearbeitet haben. Insofern können wir ganz zufrieden sein.

Worauf wir zu achten hatten und auch weiterhin zu achten haben, ist die Ausgewogenheit der Geschlechter und der geografischen Herkunft. Wir wollen einen Dienst haben, der modern ist, auch was die Thematik Geschlechtergerechtigkeit anbelangt. Ich freue mich, Frau Ashton, dass Sie zugesichert haben, über das hinaus, was wir verbindlich in das Statut hineingeschrieben haben, auch noch einmal eine persönliche Erklärung abzugeben, die Bestandteil des ganzen Pakets ist. Das ist schon ein sehr starkes Stück, sowohl für den einen Aspekt, die Geschlechtergerechtigkeit, als auch den anderen Aspekt, die geografische Ausgewogenheit.

Wir brauchen gleiche Rechte und gleiche Pflichten, das heißt auch die Loyalität – und zwar aller drei Komponenten – gegenüber der Institution des Hohen Beauftragten, also konkret zurzeit der Hohen Beauftragten. Da musste man ein bisschen nacharbeiten, was das Vetorecht der diplomatischen Dienste anbelangte, bei möglichen Vertragsverlängerungen der Mitarbeiterinnen und Mitarbeiter, die aus den diplomatischen Diensten kommen. Aber auch das haben wir gelöst.

Es gibt einen Punkt, der nicht zu unterschätzen ist. Wir haben uns gemeinsam darauf verständigt, dass dieser Punkt nicht im Personalstatut untergebracht werden kann: Dieser neue europäische diplomatische Dienst braucht schon auch so etwas wie eine eigene Identität. Alle, die da arbeiten, müssen auf das gleiche Ziel hinarbeiten, und da ist auch eine gemeinsame Aus- und Weiterbildung ganz wichtig. Das ist einigen Kolleginnen und Kollegen ganz besonders wichtig gewesen. Ich kann das auch nachvollziehen. Ich habe gerade gesagt, das ist nicht gelungen. Es war klar, so etwas systematisch im Statut zu verankern, geht nicht. Aber auch da muss ich nochmals ein Dankeschön an die Hohe Beauftragte richten, weil mir mitgeteilt worden ist, dass sie auch hierzu etwas sagen will, dass sie dies als eine große Verpflichtung ansieht, als eine große Notwendigkeit und dazu auch noch einmal eine Verpflichtungserklärung abgeben wird, die zwar nicht Bestandteil des Statuts ist, durch die wir und diejenigen, die besonderen Wert darauf legen, aber schon beruhigt auf die künftige Arbeit des gemeinsamen Auswärtigen Dienstes blicken können.

In diesem Sinne haben wir eine ganz gute Arbeit gemacht, und am 1.12. kann es dann auch vernünftig losgehen!

  Roberto Gualtieri, relatore. − Signor Presidente, Lady Ashton, signori Commissari, onorevoli colleghi, il Parlamento approva l'istituzione di una nuova sezione del bilancio dedicata al SEAE e lo stanziamento di risorse aggiuntive per il personale. Questa posizione è dettata dalla volontà di consentire la nascita del Servizio, di cui l'Europa ha bisogno e urgenza, ma naturalmente non implica una rinuncia a far valere il ruolo dell'autorità di bilancio nella discussione sulla natura della struttura che si occuperà della gestione delle crisi e sulle priorità della politica del personale, come dimostra la riserva che abbiamo stabilito nel bilancio 2011.

I regolamenti che approveremo rafforzano i risultati dell'accordo di Madrid, in alcuni casi realizzando degli ulteriori passi avanti, per i quali vorrei ringraziare i colleghi Rapkay, Grässle e Rivellini. Ringrazio anche per la loro disponibilità e apertura al confronto Catherine Ashton e Paul Christophersen.

Il regolamento del personale garantisce che tutti i funzionari del Servizio avranno gli stessi diritti e gli stessi doveri, indipendentemente dalla loro provenienza, e impegna l'Alto Rappresentante a garantire l'equilibrio geografico e di genere. Si tratta di una formulazione vincolante, sul rispetto della quale il Parlamento vigilerà, e che al tempo stesso evita il ricorso a quote che sarebbero inapplicabili oltre che sbagliate. Il regolamento finanziario garantisce un solido sistema di controlli e avvicina il Servizio alla Commissione.

Permettetemi di rivendicare con soddisfazione il successo ottenuto con l'istituzione di specifiche linee di bilancio per le principali missioni PSDC, che fa compiere un importante balzo in avanti alla capacità del Parlamento di esercitare un controllo sulla politica estera e di sicurezza comune.

Con il voto di domani disporremo quindi di un Servizio per l'azione esterna più forte, più comunitario e sottoposto a un maggiore scrutinio parlamentare. Questo scrutinio lo eserciteremo in modo rigoroso ed esigente e al tempo stesso con responsabilità e spirito costruttivo, con la determinazione ad aiutare l'Alto Rappresentante nello sforzo titanico di dotare l'Europa di una vera politica estera al servizio dei suoi valori e dei suoi interessi.

  László Surján, előadó. − Tisztelt Elnök úr! Nagy örömmel észlelem, hogy a tisztelt Tanács és a biztosok jelenlétében kerül sor erre a vitára. Amikor a 2010-es költségvetést megterveztük, fölvetettük a kérdést, hogy és akkor mi lesz a forrása a külső diplomáciai szolgálatnak? És akkor az volt a felelet, hogy ehhez nem kell forrás, mert átcsoportosításokkal megoldható. Nos, mi, a Költségvetési Bizottság tagjai, nem igazán hittük ezt el. Az igazság valahol kettő között van. A költségek zöme átcsoportosításból valóban megoldható volt, de két módosítás összeadásával, egy mintegy 44 milliós többletköltségre kerül sor. Ez a többletköltség mintegy negyedéves kiadások fedezését jelenti, és ugyanakkor láttuk, hogy a szolgálat fölállítása még 10%-os szinten van. Nyilvánvaló, hogy az a pénz, aminek a megszavazására holnap reményeim szerint sor kerül, az valamivel hosszabb időt fedezne, mint amire ténylegesen használják. Ebből adódnak, adódhattak volna feladatok, például az összeg módosítása. Úgy ítéltük meg azonban, hogy most ennek nincs értelme. Sokkal fontosabb az, hogy ez a szolgálat minél hamarabb fölálljon, menjen előre a dolog, hiszen a Lisszaboni Szerződés egyik fontos üzenete az, hogy legyünk jól láthatóak a világban.

Ugyanakkor, amikor eltekintettünk mindenfajta időhúzó lépéstől, megfogalmazunk elvárásokat, ahogy ezt a korábbi raportőrök is már megtették. Nagyon fontosnak tartjuk a földrajzi arányosságot a szolgálat fölállításában, de nem tettünk be kényszerítő erejű tartalékképzéseket, megint csak azért, hogy lendületbe jöhessen ez az egész rendszer. Szeretnénk azt is biztosítva látni, hogy a rendelkezésre álló összegeket időarányosan használják fel, és takarékosan, hiszen mindenütt most megszorításokkal kell szembenéznünk.

Végül szeretnénk azt, hogy a tagállamok külszolgálataival egy nagyon világos együttműködés és egymás kölcsönös kisegítése létezzék, mert ha ez megtörténik olyan országokban ahol egy-egy tagállam nincs jelen, de a mi európai szolgálatunk jelen van, bizonyos feladatokat el lehet látni. Ez költségtakarékos lesz az illető tagországok számára is, és nyilvánvalóan javítani fogja az együttműködés légkörét. Tisztelt Elnök úr! Én remélem, hogy a Parlament szavazataival támogatni fogja ezt a költségvetési átcsoportosítást.

  Knut Fleckenstein (S&D). - Herr Präsident! Ich möchte nur ganz kurz die Debatte stören und Sie und die Kollegen und Kolleginnen darauf hinweisen, dass heute Nacht drei Terroristen das tschetschenische Parlament gestürmt, mehrere Sicherheitsbeamte getötet und Geiseln genommen haben. Auch die Terroristen wurden getötet. Das Parlament sollte seine Verurteilung dieses Terroraktes deutlich zum Ausdruck bringen, weil Terror niemals gerechtfertigt sein kann. Unsere Anteilnahme gehört den Angehörigen.

Ich wollte das kurz zum Ausdruck bringen, insbesondere angesichts der Tatsache, dass wir in dieser Woche noch über den Nordkaukasus diskutieren werden. Ich bitte um Entschuldigung für die Störung.

  Przewodniczący. − Chciałbym podziękować naszemu koledze, Panu Fleckensteinowi, za tę informację. Oczywiście, zgodnie z tym, co Pan powiedział, potępiamy wszelkie akty terroru. W tym przypadku jest to dla nas szczególnie znamienny akt terroru, bo został dokonany na Parlamencie. W pełni przychylamy się do Pana słów i współczujemy rodzinom ofiar i tym, którzy zostali poszkodowani. W tej sprawie wypowiem się oficjalnie. Nie otrzymałem wcześniej informacji na ten temat, ale wypowiem się oficjalnie nieco później. Bardzo dziękuję koledze za zwrócenie uwagi na ten fakt.

  Maroš Šefčovič, Vice-President of the Commission. − Mr President, I would like to thank Mr Fleckenstein for bringing this important matter to our attention. Of course the Commission also condemns any acts of terrorism and I am sure that it would react accordingly.

If you will allow me to return to our debate, let me start by thanking our rapporteur, Mr Rapkay, for the excellent work he has done to table this proposal to your distinguished House. I commend the excellent cooperation we have had over the past months and weeks on this complex file. Let me also extend my compliments to the shadow rapporteurs as well to the Committee on Legal Affairs and the Committee on Foreign Affairs who have worked hard and constructively during the whole process. Last but not least, allow me to express my gratitude to Cathy, her team and the Commission services for their enormously hard work which will lead, I hope, to the establishment of the EEAS in a very short period of time.

This week’s work will conclude the complex work of laying the legal and budgetary foundation for the EEAS. They build on and are fully in line with the cornerstone of this process – the EEAS decision. I had the privilege of participating in the discussion on setting up the EEAS and I was honoured to represent the Commission in the famous quadrilogue in Madrid. I can be a direct witness as to how important the contribution of the representatives of the European Parliament, Mr Brok, Mr Verhofstadt and Mr Gualtieri was to the successful conclusion of our very intense debate on this matter. I think the input they brought to our debate really contributed to having the EEAS as a truly efficient and effective European diplomatic service.

The same can be said about the work of your rapporteur, Mr Rapkay. The amendments to the staff regulations appear to be of a purely administrative nature, but they are not. They are essential in enabling the service to be up and running and to truly serve European interests. The Commission is of the opinion that the compromise package tabled by your rapporteur, Mr Rapkay, is a very good result that can be fully supported. The amendments have led, in my view, to a real improvement of the whole text.

Let me highlight just a couple of the core elements of the proposal. As you know, the EEAS will be composed in its starting phase of the three sources mentioned in the Treaty, namely the Commission, the Council General Secretariat and national diplomats. The relevant departments of the Council and the Commission will be transferred to the EEAS, while the existing rights of the staff working in these departments will be fully guaranteed. National diplomats will be able to apply for published vacant posts. I am happy to say that, as of 1 July 2013, officials from other institutions including the European Parliament, will also be able to apply to the EEAS on an equal footing.

Permanent officials and national diplomats will have the same rights and obligations in the EEAS and the necessary provisions of the staff regulations will apply to ensure their independence and loyalty to the European Union. National diplomats will have contracts which can last up to a maximum of ten years. In addition, Member States will provide national diplomats with a guarantee of immediate reinstatement after their service in the European External Action Service.

The compromise also includes provisions which express a strong commitment to reaching geographical and gender balance in the European External Action Service. The situation will be reviewed in 2013 with a report by the High Representative to be presented to the European Parliament, the Council and the Commission.

I know that some of you in this House would have wished for stronger provisions in these proposals, whereas others were vehemently opposed. I am convinced that the amendments, as tabled to you now, constitute a balanced solutions. The negotiations on this file have not always been easy. The preparatory process was quite complex as it required a consultation with our staff representative, but the hard work and the intensive negotiations have paid off, and you have a very good negotiation result for your House on your desks.

I therefore hope that the European Parliament will adopt these amendments tomorrow. Allow me to conclude by expressing the Commission’s strong commitment to ensuring the smooth creation of the EEAS and its readiness to provide all necessary support and help to this new European service. I hope that tomorrow will mark a historic vote by this House which will lead to the establishment of the European External Action Service.

  Janusz Lewandowski, Member of the Commission. − Mr President, what we are discussing now is an encouraging beginning to a long day, rich in budgetary debates. The launch of the External Action Service required amendments to the Financial Regulation, but, for the first time, this has been done under the ordinary legislative procedure. That is why tomorrow Parliament will be amending the Council regulation.

I am really happy that we were able to reach an agreement in last week’s trialogue. It is proof that we can deliver under the Lisbon Treaty. It has also made it possible for us to give the European External Action Service a solid and timely basis. I do not wish to go into too much detail, but it allows for the creation of a separate section of the budget, it secures optimal accountability of the heads of delegations and it allows this External Action Service section of the budget to be overseen by a Commission accounting officer and the internal auditor. This is subject to review.

I should like to thank the rapporteurs, Mrs Gräßle and Mr Rivellini, for their constructive and cooperative approach.

With regard to amending budget No 6, both arms of the budgetary authority are now, I hope, in a position to approve the amending budget without amendment. That is also a pre-condition for the External Action Service to start operating very soon.

The justification for the first tranche of new AD posts is to cope with immediate additional tasks, but by 2013 we aim to have upheld our commitment for one-third of AD staff to come from the diplomatic services of the Member States.

I therefore invite Parliament to support the amending budget already approved by the Council. I should once again like to express my gratitude to the rapporteurs, Mr Surján and Mr Gualtieri.

  Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the Commission. − Mr President, I rise briefly, first and foremost, to thank the rapporteurs Ms Gräßle, Mr Rapkay and Mr Gualtieri very much indeed for the tremendous amount of work that they and many Members of this House have done in getting us to the point we are at this morning.

I know that these have been tough negotiations at times and you have been tough negotiators. I believe that the outcome that we have before us is a good one and genuinely reflects the Lisbon Treaty in implementation, with Parliament playing a substantive and important role for the future.

This has been a joint and collaborative exercise and I am extraordinarily grateful to all of you for the work that has gone on. Most importantly, I believe we have set the foundations for the service in a way that will engage Parliament properly in the future, and I have already made my commitments to transparency and the approach that I wish to take in working with Parliament.

I have also made it clear that this is a service that must reflect the breadth and the depth of the European Union. It is a service that I wish every Member of this House, every Member State, and every Member of the Commission to be really proud of. I wish to see Europe reflected in the staff that we have, in the ambassadors that we appoint, in the people at the centre. You will have many opportunities to ensure that that commitment is brought to bear, especially with the review in 2013.

I know, too, that Members have been concerned to ensure that we have proper training facilities and capacity. We do have the legal basis for this, and I want to reassure this House that we will make sure that those who come from different traditions, from different sources, will be brought together to create a truly European service that again will reflect all that has been said in the process of building up to this moment.

I wanted to say thank you particularly to Ms Lichtenberger and Mr Saryusz-Wolski for the work they have done on the issue of training. I know that there is much more we need to discuss and I look forward to doing so with you and with others over the coming weeks and months, but you have my full commitment to ensuring that training is part of how we approach the building of the service. I say this in the context of the economic backdrop and climate in which this service is coming into being, and you have a full commitment from me that there will be a cost-effective service.

Finally, this enables us to fulfil our aspirations and ambitions in the world. Every citizen of the European Union is affected by what we do in foreign policy, in trade and development and in counter-terrorism. This is above all a service for them, and I stand before the representatives of the citizens of Europe to make my commitment to see this service fulfil your ambitions.

  Olivier Chastel, président en exercice du Conseil. − Monsieur le Président, Madame la Haute représentante, Messieurs les Commissaires, Mesdames et Messieurs les parlementaires, au nom du Conseil, permettez-moi évidemment de remercier les rapporteurs du Parlement qui se sont beaucoup investis, qui ont travaillé sur les différents dossiers nécessaires à la mise en œuvre du service européen d'action extérieure: Mme Grässle et M. Rivellini pour le règlement financier, M. Rapkay pour le statut du personnel et MM. Galtieri et Surján pour le budget rectificatif 2010.

Après l'accord politique de Madrid et l'avis du Parlement européen le 8 juillet, le Conseil "Affaires générales" avait adopté, comme vous le savez, le 26 juillet la décision sur l'organisation et le fonctionnement du service européen d'action extérieure. Mais pour que ce service puisse effectivement être mis en place concrètement, il nous fallait encore adopter les trois instruments que je viens de mentionner.

Les travaux sur ces différents dossiers ont été intenses tant du côté du Parlement que de la Commission, de la haute représentante et du Conseil, et personne n'a ménagé ses efforts afin de parvenir à un accord dans les délais les plus brefs, ceux qui nous étaient impartis.

Aujourd'hui, nous pouvons ensemble nous réjouir, nous féliciter d'avoir réussi à mener à bien cette tâche grâce aux accords qui ont été engrangés sur les différents dossiers, après le vote au Parlement, ici même, lors de cette session. Le Conseil "Affaires générales" du lundi 25 octobre pourra adopter politiquement ces instruments. Le service européen d'action extérieure pourra ainsi, comme prévu, commencer à être opérationnel au 1er décembre.

Sur le fond, tout a été dit et redit ce matin par Lady Ashton, les commissaires et les rapporteurs. Pour ma part, je me bornerai à relever le caractère historique de cet événement qui concrétisera, un an après l'entrée en vigueur du traité de Lisbonne, une de ses innovations les plus importantes. Avec la mise en place du service européen d'action extérieure, tant la cohérence que la visibilité de l'action extérieure de l'Union seront considérablement renforcées.

Bien sûr, la tâche n'est pas terminée. Elle ne fait d'ailleurs que commencer et le défi est à la hauteur de nos ambitions, mais nous pouvons compter, j'en suis sûr, sur la haute représentante, Lady Ashton, pour le relever avec énergie et détermination. Tous mes vœux de succès l'accompagnent en tout cas dans cette mission.

Pour terminer, Monsieur le Président, je voudrais à nouveau remercier le Parlement européen pour son engagement et son approche constructive qui a été déterminante dans ce dossier.

  Jacek Saryusz-Wolski, rapporteur for the opinion of the Committee on Foreign Affairs. − Mr President, my committee, the Committee on Foreign Affairs, pronounced itself in favour of a strong EEAS by an overwhelming majority.

‘Strong’ means subject to democratic and parliamentary scrutiny and control. ‘Strong’ means communautaire – i.e. representing the community of all 27 Member States, respecting the geographical dimension and diversity of the Union of today, and not of yesterday. Half a year ago geographical balance was not an issue. Today it is, and will remain so, and paragraph 7 of our resolution and Article 6(6) will point this out. Two hundred MEPs from the new Member States in this House will also be keeping an eye on this. Far more emphasis was placed on geographical balance than was the case in the initial proposal, although this was not sufficient. Arithmetic is not always right, and laws and geography cannot be outvoted. We believe that all men and women are equal and not that some are more equal than others. This also applies to the foreign service of the Union.

Lady Ashton, we look forward to your actions to correct the present discrimination against new Member States in what will become the EEAS.

  Göran Färm, föredragande av yttrande från utskottet för utrikesfrågor. − Som utrikesutskottets föredragande när det gäller budgetförordningen har min utgångspunkt varit Madridöverenskommelsen, men också att den på några punkter behövde fördjupas. Det handlar om att skapa öppenhet och transparens i budgeten genom att få mer specificerade anslag, fram för allt när det gäller politiskt viktiga och budgetmässigt tunga uppdrag.

Det handlar om att trygga rätten till information om de totala kostnaderna, inklusive medlemsstaternas del. Det handlar om att trygga en tillfredsställande kontroll över hanteringen av delegerade befogenheter, så att vi inte tappar greppet om den här komplexa organisationen.

Detta gäller inte bara parlamentets inflytande, utan fram för allt handlar det om medborgarnas rätt till insyn över denna nya viktiga tjänst som unionen nu går in med.

Vi har lyckats bra med detta. Det har tagit tid. Vi har fått kämpa hårt med det, men därmed tror jag också att vi kan säga att vi har lagt en god grund för den nya utrikestjänstens möjligheter att stärka EU:s roll i världen, under full och god insyn för parlamentet och medborgarna, och det är viktigt.

  Filip Kaczmarek, autor projektu opinii Komisji Rozwoju. − Opinia Komisji Rozwoju w sprawie regulaminu pracowniczego została przyjęta jednomyślnie. Komisja Rozwoju popiera poprawki przedstawione w projekcie sprawozdania Komisji Prawnej, a zwłaszcza poprawki zmierzające do tego, aby rekrutacja personelu Europejskiej Służby Działań Zewnętrznych opierała się na obiektywnych i przejrzystych procedurach określonych w regulaminie pracowniczym i warunkach zatrudnienia innych pracowników Wspólnot. Ponadto wniosek Komisji ulepszają poprawki zaproponowane przez głównego sprawozdawcę, pana Rapkaya, wprowadzające postanowienia dotyczące personelu Europejskiej Służby Działań Zewnętrznych, które zostały ujęte w porozumieniu politycznym. Dotyczą one w szczególności równowagi płci i równowagi geograficznej wśród pracowników oraz równowagi pomiędzy pracownikami pochodzącymi z instytucji Unii Europejskiej i pracownikami wywodzącymi się z krajowych służb dyplomatycznych. Mam nadzieję, że nowa Służba Działań Zewnętrznych doceni autonomiczny charakter współpracy rozwojowej i nie będzie traktować tego zagadnienia jako „marchewki”, jako instrumentu uprawiania polityki zagranicznej. To był najważniejszy cel prac Komisji Rozwoju.

  Véronique De Keyser, rapporteure pour avis de la commission du développement. − Monsieur le Président, Madame Ashton, comme beaucoup, mon groupe souhaite que le personnel du service d'action extérieure soit équilibré en termes d'origine géographique, de sexe et de balance entre les grands et les petits pays.

Mais nous refaisons les croisades intergouvernementales et les quotas, et c'est finalement le mérite des candidats qui doit être le critère ultime. Alors, nous sommes conscients que ni les critères d'embauche actuels ni les choix d'affectation des candidats ne favorisent l'équilibre souhaité et que celui-ci ne peut pas être atteint, comme vous l'avez dit, comme cela, immédiatement. Mais si le déséquilibre éventuel inquiète certains – et je l'avoue, y compris dans nos rangs –, nous savons aussi qu'il risque d'être instrumentalisé par ceux qui veulent vous affaiblir, Madame Ashton, et non pas vous soutenir dans les défis qui vous attendent, et nous savons aussi qu'il y en a.

C'est pourquoi, mon groupe vous le dit très clairement, il vous soutient et vous fait confiance, Madame Ashton. Nous devons vous donner les moyens de réussir, il est grand temps de lancer le service d'action extérieure. Mais il est vrai que si, dans deux ans, vous revenez avec un problème majeur de répartition de vos collaborateurs, cela posera un petit problème dans la décharge, et je pense que pour vous, comme pour nous, il vaut mieux l'éviter.   Kader Arif, rapporteur pour avis de la commission du commerce international. − Monsieur le Président, Madame la Commissaire, nous arrivons enfin au terme de ces longs mois de travail destiné à poser les bases du futur service d'action extérieure de l'Union européenne mais je tenais, comme l'ont fait précédemment certains de mes collègues, à remercier les rapporteurs pour la qualité de leur travail.

Parce que notre souhait commun est de voir s'exprimer une véritable diplomatie européenne qui ne soit pas simplement l'addition des diplomaties des 27 États membres, le règlement financier et le règlement sur le statut des fonctionnaires, que nous discutons aujourd'hui et voterons demain, sont d'une importance capitale. Ils doivent nous donner les moyens de relever un double défi: parler d'une seule voix sur la scène internationale, mais aussi garantir la cohérence de l'ensemble des politiques extérieures de l'Union.

À ce titre, la politique commerciale n'entre pas dans le champ de compétence de la haute représentante, mais en tant qu'ancienne commissaire au commerce, je ne doute pas qu'elle saura créer ce dialogue nécessaire pour que la politique commerciale respecte bien, comme le prévoit le traité, les objectifs de l'action extérieure de l'Union, notamment le développement durable, l'élimination de la pauvreté et la protection des droits de l'homme.

Enfin, je tiens à souligner que notre volonté politique commune se mesurera à l'aune des moyens budgétaires consacrés; notre capacité à peser politiquement sur la scène internationale en dépend.

  Надежда Нейнски, докладчик по становището на комисията по бюджети. − Аз също от своя страна искам до поздравя г-жа Gräßle, г-н Rivellini и г-н Rapkay за огромната свършена работа.

Даваме си много ясна представа, че създаването на Европейската дипломатическа служба е сложен политически процес, в който трябва да бъдат съобразени и балансът на интереси, и представителството на страните членки и същевременно да се даде възможност Службата да работи силно и да превърне Европа в ключов фактор на международната арена.

Същевременно искам също да изразя съжаление, че предложението за географския баланс, подкрепено с мнозинство в комисиите AFET и BUDG, и което предложение, искам да отбележа, е в съответствие с резолюцията на Европейския парламент от 8 юли 2010 г., не е намерило адекватното отражение в доклада Rapkay.

Ето защо, г-жо Аshton, аз се обръщам към Вас, тъй като Вие сте човекът, който имате може би най-голям интерес от мотивацията и енергията на целия Европейски съюз, и си позволявам да вярвам, че Вие ще намерите начин този географски баланс да бъде адекватно представен във Вашата служба.   Edit Herczog, A Költségvetési Ellenőrző Bizottság véleményének előadója. − A Költségvetési Ellenőrző Bizottság nevében üdvözlöm az új testület fölállítást, amely az egyik legfontosabb gyakorlati átültetése a Lisszaboni Szerződésnek. Az új testületnek természetesen költségvetésre van szüksége, ugyanakkor legalább ilyen fontos meghatározni és megfelelni a költségvetési alapelveknek, a pénzügyi szabályoknak a költségvetési és pénzügyi elszámoltathatóság miatt. Az elmúlt években a DG Relex-szel volt a bizottságunknak ebben vitája, ezért ezt különösen szeretném hangsúlyozni. Nagyon fontos a megfelelő szervezeti és működési szabályzat kialakítása. Fontos szem előtt tartani a feladatok, funkciók és források megkettőzöttségének elkerülését, valamint minden lehetőséget figyelembe kell venni a kiadások hatékonyságának biztosítására. Az új szervezet hatékony működésének zálogát az áttekinthető és egyszerű szervezeti felépítés és erőforrás-gazdálkodás jelenti.

A munkatársak három forrásból, az EU intézményekből, a tagállamokból és a fogadó ország szakértőiből állnak majd össze. Különösen fontos, hogy az intézményekből és tagállami alkalmazottakból felállott testület ebben teljes egyenlőségű legyen, ezért fontosnak tartjuk a tréninget, és nagyon fontos, hogy a kiválasztási elv és gyakorlat egységes folyamatokon, követelményeken alapuljon. A Költségvetési Bizottság évente fogja ezt ellenőrizni.

  Zigmantas Balčytis, Biudžeto kontrolės komiteto nuomonės referentas. − Norėčiau padėkoti visiems savo kolegoms pranešėjams, kurių profesionalumo dėka pakankamai greitai pavyko pasiekti politinį susitarimą tarp Europos Sąjungos institucijų ir padėti tvirtus pagrindus Europos išorės veiksmų tarnybos sukūrimui. Neabejoju, kad tarnybos veiklos efektyvumas išaugs ir ji savo veikimu prisidės prie aukšto lygio Europos užsienio ir saugumo politikos formavimo bei Europos Sąjungos vaidmens pasaulio arenoje stiprinimo. Tarnybos veikimas turi atitikti efektyvaus ir veiksmingo finansų valdymo principus. Šiais metais tarnybai papildomai skyrėme tik 9,5 milijono eurų, tačiau tikruosius kaštus bus galima įvertinti po pirmųjų veiklos metų, kai Europos Parlamentui bus pateikta su tarnybos veikla susijusių visų išlaidų ataskaita. Europos Parlamentui šios tarnybos veikime taip pat suteiktas atsakingas vaidmuo užtikrinti efektyvų tarnybos lėšų panaudojimą ir užtikrinti, kad Europos Sąjungos mokesčių mokėtojų pinigai sukurtų realią pridėtinę vertę Bendrijos politikai ir jos žmonėms.

  Tadeusz Zwiefka, w imieniu grupy PPE. – Jestem pewien, że nikt w tej Izbie nie ma najmniejszej wątpliwości co to tego, jak ważnym elementem funkcjonowania Wspólnoty będzie Europejska Służba Działań Zewnętrznych. Nasze prace w ciągu ostatnich miesięcy skupiały się na tym, aby służba ta miała właściwą podstawę prawną i stosowne instrumenty do przyszłego skutecznego działania. Pracowaliśmy pod presją czasu, a negocjacje często należały do trudnych. Doszliśmy z Radą i Komisją do porozumienia w wielu kwestiach i mam nadzieję, że wypracowane kompromisy dadzą pozytywny końcowy rezultat. Komisja Prawna miała za zadanie zaproponować takie zmiany w regulaminie pracowniczym, które będą przystawać do potrzeb nowej służby przy jednoczesnym zagwarantowaniu jej niezależności i wysokiego poziomu merytorycznego. Myślę, że poprawki przegłosowane wczoraj podczas wieczornego posiedzenia Komisji Prawnej dają takie gwarancje, choć osobiście nie do końca mnie one satysfakcjonują, w szczególności w jednej kwestii. Uważam, że podkreślana tak często kwestia równowagi geograficznej mogła być rozwiązana w zdecydowanie lepszy sposób. Cieszą mnie oczywiście deklaracje ze strony Wysokiej Przedstawiciel, że będzie zwracać szczególną uwagę na zapewnienie udziału obywateli wszystkich państw członkowskich w służbie, jak również zapis, że w roku 2013 zostanie przedstawione sprawozdanie, w którym pani Wysoka Przedstawiciel przekaże informacje o pracy służby.

Unijna dyplomacja ma być europejska i prawdą jest, że obywatelstwo jej pracowników nie powinno odgrywać szczególnej roli. Jednakże to skąd pochodzimy, jakie są nasze korzenie, kształtuje nasz światopogląd, co wpływa w znaczący sposób na postrzeganie otaczającego nas świata. Faktem jest, że w Unii są nadal państwa, które są niedoreprezentowane we wszystkich instytucjach. Jeśli Europa ma być zjednoczona w różnorodności, trzeba dać jej szansę, aby ta różnorodność została w należyty sposób zachowana i odzwierciedlona. I tego właśnie dotyczyły nasze dyskusje o równowadze geograficznej, a nie, jak niektórzy mylnie sądzą i błędnie interpretują, zapewnienia sztywnych kwot dla państw członkowskich. Dziękuję sprawozdawcom za dobrą współpracę, a pani Ashton życzę, aby naszą pracę dobrze wykorzystała w swoich działaniach.

  Hannes Swoboda, im Namen der S&D-Fraktion. – Herr Präsident! Ich möchte mich zuerst einmal herzlich bedanken bei den Berichterstattern für die sehr gute Arbeit, die sie geleistet haben, und für die Kompromisse, die herausgekommen sind. Natürlich sind noch nicht alle zufrieden, und ich verstehe auch die Sorge, vor allem um die geografische Balance. Aber ich kann dem Kollegen Saryusz-Wolski versichern: Nicht nur die neuen Mitglieder dieses Hauses, wir alle müssen dafür Sorge tragen, dass es zu einer besseren geografischen Balance kommt, so wie alle – nicht nur die Frauen – dafür sorgen müssen, dass es zu einer ausgeglichenen Balance zwischen den Geschlechtern kommt. Das ist notwendig, und ich nehme die Versprechen ernst, und wir werden sicherlich darauf drängen, dass die Dinge umgesetzt werden.

Vor allem geht es um einen gemeinschaftlichen Dienst der Europäischen Union mit höchster Qualität. Und da sehe ich keinen Widerspruch, sondern im Gegenteil, die Dinge sind auf einen Nenner zu bringen. Denn jetzt ist es Zeit zu handeln, jetzt ist es Zeit, auch das Engagement zu zeigen, dass wir als Europäische Union international auftreten. Im Iran hat die Hohe Beauftragte bereits die Führung übernommen, und es ist ganz wichtig, dass wir hier zu guten Ergebnissen kommen. Im Nahen Osten gilt es, nicht nur die Zahler, sondern auch Mitspieler zu sein, und zwar wegen der Sache, nicht nur wegen unseres Prestiges. Was Russland betrifft, müssen wir schauen, dass wir zu einem pragmatischen, aber doch werteorientierten Verhältnis kommen, vor allem im Interesse unserer gemeinsamen Nachbarn. Mit den USA müssen wir auf gleicher Augenhöhe verhandeln. Wo es Probleme gibt, müssen wir die auch offen ansprechen, damit wir bei der Terrorismusbekämpfung, bei der Neugestaltung der Globalisierung mit den USA gemeinsam auftreten können. Was China betrifft, so ist China eine neu aufstrebende Macht. Das wollen wir auch nicht verhindern, wir wenden uns aber gegen einen Nationalismus, der vor allem auch in der Region in Asien eine gewisse Aggressivität entwickelt. Wir wollen China verstärkt in die internationale Gemeinschaft, auch in die internationalen Institutionen einbinden.

Das ist sicherlich auch für die Hohe Beauftragte einer der wesentlichsten Punkte, der zu erledigen ist, nämlich dass wir in diesen neuen internationalen multilateralen Institutionen auch zu einer entsprechenden Neuregelung und Neuverteilung der Gewichte und der Macht kommen, wo die Europäische Union nicht geschmälert wird, aber akzeptiert, dass es auch global neue Mitspieler gibt. All das sind Riesenaufgaben, die auf den diplomatischen Dienst zukommen und bei denen die Hohe Beauftragte unsere volle Unterstützung braucht. Die belgische Ratspräsidentschaft, d.h. Sie, Herr Minister, haben soeben versprochen, dass Sie die Hohe Beauftragte auch entsprechend unterstützen werden. Dieses Versprechen ist gut, und auch die Glückwünsche sind gut, aber ich hoffe, dass auch die Außenminister erkennen, dass es keinen Sinn macht, die einen gegen die anderen auszuspielen, sondern dass es nur eine Möglichkeit gibt: dass die Außenminister, die Hohe Beauftragte und wir in diesem Parlament gemeinsam Europa nach außen stark vertreten können.

Catherine Ashton står sannerligen inte inför någon enkel uppgift nu när vår gemensamma europeiska utrikestjänst ska inrättas. Men parlamentet har tillsammans med rådet och kommissionen lagt grunden för en effektiv representativ organisation som verkligen kommer att kunna företräda Europa och europeiska värden och intressen runt om i världen.

EU:s styrka är mångfald. Europeiska unionen utgörs av människor med olika bakgrund, kunskaper och erfarenheter. Genom att skapa en utrikestjänst som tar vara på kvinnor och män, rekryterade från alla våra medlemsstater, så tar vi vara på det som är Europas största styrka och tillgång. Det får samtidigt aldrig råda något som helst tvivel om att det är kunskap och meriter som avgör vid tillsättningen av tjänster i den nya utrikestjänsten.

Europaparlamentet har ett mycket vackert motto – Förenade i mångfalden. Det är ord som förpliktar och har en djup innebörd. Jag hoppas att utrikestjänsten under Catherine Ashton utvecklas till en genuint europeisk tjänst, som företräder medborgarna från alla våra medlemsstater, kvinnor som män. De som ska tjänstgöra i vår gemensamma utrikestjänst måste tydligt fostras in i att företräda hela unionen. Jag önskar Catherine Ashton lycka till med detta viktiga arbete av hela mitt hjärta!

  Franziska Katharina Brantner, on behalf of the Verts/ALE Group. – Mr President, I would like to congratulate everyone involved on how we have done this and where we are today. We have saved the Community method and development priorities. We have enhanced democratic scrutiny, especially on CFSP lines. We have laid the ground for an inclusive service that is based on equality and an esprit de corps. Thank you, Mrs Ashton, for mentioning the training measures in respect of gender equality and geographical balance in your proactive measures. I should like to thank everyone in this House, Mrs Ashton and the Presidency.

But have we created a modern service that is more than a 28th national diplomatic service? What is the added value of the European External Action Service?

I think the game is still open. First of all, it will require effective coordination across policy areas. I still want to see the structures in place to achieve that.

Second, we have to enhance crisis management and conflict prevention. That can be an added value provided by the European Union. That will depend on the implementation of the ‘appropriate structure’, and it will depend on how we use new posts and posts created through synergies across the Council and the Commission. Along these lines, do we need more deputy ambassadors? Or will it not be your role, Mrs Ashton, to send an SMS? We are living in the 21st century. The role of former diplomats belongs in the 19th century. Should we not have a debate on whether we really need these people, and what we need them for?

I hope your establishment plan and your staffing priorities will reflect the priorities as promised and will make the service really deliver added value – something that not every national diplomatic service has, and can do. For us there are two priorities: conflict prevention and civilian crisis management. Create a mediation cell, for example.

On human rights, we want this service to be strong on human rights, with capacity at the highest level. Gender equality does not end with staffing priorities. It is also about gender mainstreaming and attaching a high degree of importance to missions and mandates. In that respect, I think it would be a good idea to have an overview and review of the existing CSDP missions that have been completed, to learn from the past for the future of your service, Mrs Ashton. I think that will bring us all forward.

I wish everyone luck and I am ready to cooperate again constructively in the future.

  Zbigniew Ziobro, w imieniu grupy ECR. – Unia jest związkiem 27 państw i fakt ten powinien mieć odzwierciedlenie w budowie instytucji, która ma na zewnątrz reprezentować Unię Europejską. Nie można tworzyć wrażenia, że niektóre kraje nie są traktowane podmiotowo w związku z tworzeniem nowej służby. Służba ta powinna odzwierciedlać bogactwo kulturowe i różne tradycje narodowe w Europie, również w obszarze dyplomacji. Dlatego wraz z grupą posłów przygotowaliśmy poprawkę, która zakłada wprowadzenie czynnika równowagi geograficznej. Chodzi o to, by przy podobnych kompetencjach kandydatów wyłonionych w konkursach czynnikiem rozstrzygającym obsadę było kryterium geograficzne. Nie jest to więc rozwiązanie sztywno narzucające tego rodzaju kryteria geograficzne przy obsadzie przyszłej kadry służby, ale elastyczne i stosowane posiłkowo. Przyjęcie takiego zapisu zniweluje dotychczasowe dysproporcje i pozwoli na zapewnienie z czasem większej reprezentatywności. Chciałbym podkreślić, że rozwiązanie takie zachowuje pierwszoplanowe znaczenie kryterium kompetencyjnego, które jest tak ważne dla twórców niniejszych rozwiązań.

  Willy Meyer, en nombre del Grupo GUE/NGL. – Señor Presidente, permítanme, en primer lugar, al ser la primera intervención del día de hoy, que en nombre de mi Grupo, el Grupo Confederal de la Izquierda Unitaria Europea/Izquierda Verde Nórdica, nos solidaricemos con los trabajadores y trabajadoras de Francia que están en una huelga generalizada contra las medidas antisociales del Presidente Sarkozy.

Estas fueron las razones por las que decía el Presidente, en su primera intervención, que los representantes del Consejo llegarían tarde por los atascos. Los atascos tienen un nombre y es la huelga general, que desde nuestro Grupo esperamos que sea todo un éxito y permita la rectificación de esas políticas antisociales en el conjunto de Europa.

Quería agradecer en esta intervención el trabajo realizado por los colegas, pero anunciarles que, desgraciadamente, nuestro Grupo mañana se va a abstener, no va a votar en contra, pero no vamos a poder votar a favor, al entender que, desgraciadamente, no se ha culminado lo que nosotros pretendíamos, un control exhaustivo por parte de esta Cámara del Servicio Exterior, y, por supuesto, no se ha podido modificar, porque no era el tema, la estructura, que no nos convence, una estructura que asume las competencias de seguridad y la política exterior.

En los Parlamentos nacionales —por lo menos en el mío— hemos librado en lo que se refiere a la seguridad una batalla democrática muy importante para su control total, de manera que, incluso, cualquier envío de tropas al extranjero tiene que someterse a un control parlamentario exhaustivo.

Por lo tanto, estamos muy lejos de ese control y por esas razones nosotros no vamos a votar a favor en el día de mañana. De todas maneras, termino agradeciendo el trabajo realizado.

  Fiorello Provera, a nome del gruppo EFD. – Signor Presidente, onorevoli colleghi, nel definire la struttura del nuovo servizio diplomatico, non dobbiamo ripetere gli errori del passato ma puntare a un organico snello, poco costoso e soprattutto efficiente. Uno strumento al servizio della politica europea – ripeto, europea – non deve selezionare i propri funzionari in base alla loro provenienza geografica o all'appartenenza di genere ma alla loro qualità.

Concordo sul fatto che gli Stati membri dovrebbero essere rappresentati nell'organico del nuovo Servizio e che sarebbe opportuna una larga componente femminile. Ma tutto ciò non può avvenire a scapito dei criteri di merito e di eccellenza professionale. Quel che dobbiamo fare, invece, è garantire una rigorosa ed eguale possibilità di accesso alla carriera a tutti, senza discriminazione.

Per la formazione esistono strutture, come l'Istituto universitario europeo di Firenze, che hanno l'expertise per assicurare una formazione eccellente. Mi sembra inopportuno quindi e costoso pensare a costruire ex novo un'Accademia diplomatica europea.

  Angelika Werthmann (NI). - Herr Präsident, sehr geehrte Kolleginnen und Kollegen! Um die Interessen der europäischen Staaten auf dem internationalen Parkett effektiver vertreten zu können, muss das Vorgehen in der Außenpolitik vorab besprochen und dann mit einer einzigen Stimme nach außen kommuniziert werden. Mit dem EAD wird nun versucht, die außenpolitischen Instrumente der Union in einen kohärenten Rahmen zu bringen. Die bereits bestehenden Ressourcen werden gebündelt und durch neue abgerundet.

Wie im Bericht unserer Kollegen ausgeführt, müssen in Anbetracht der Neuheit dieser Struktur anspruchsvolle Bestimmungen in Bezug auf Transparenz und haushaltstechnische und finanzielle Rechenschaftspflicht angewandt werden. Es bedarf einer detaillierten Übersicht über die Ausgaben und das im EAD tätige Personal.

Damit die Budgethoheit des EP auch gegenüber dem EAD greift, muss der Dienst in die Struktur der Kommission eingegliedert sein, und dem EP als Haushaltsbehörde müssen alle Informationen zur Verfügung stehen, um die Rechnungslegung effektiv prüfen zu können. Die Ratsentlastung bleibt für uns auf der Tagesordnung.

Der EAD kann seinen Namen nur tragen, wenn auch alle Mitgliedstaaten in ausgewogenem Maße darin vertreten sind. Andererseits muss natürlich die Qualifikation der Bewerber im Vordergrund stehen. Dies führt mich zum Frauenanteil. Der ist mir definitiv zu niedrig, und ich fordere dazu auf, für diese Positionen qualifizierte Frauen zu finden. Es gibt sie!

  Elmar Brok (PPE). - Herr Präsident, Frau Vizepräsidentin, Herr Kommissar, meine verehrten Kolleginnen und Kollegen! Frank Sinatra wurde The Voice genannt. Aber was wäre er gewesen ohne eine Bigband? Sie, Frau Ashton, sind jetzt die Stimme Europas, und Sie bekommen mit dem Auswärtigen Dienst ein hervorragendes Orchester. Ich hoffe, Sie werden von diesem Orchester Gebrauch machen, um Europas Stimme nach vorne zu bringen und unsere Interessen wahrzunehmen. Denn nachdem Europa als erstes zum Ziel hatte, den Frieden in Europa zu sichern, besteht die nächste große Aufgabe darin, angesichts der internationalen Herausforderungen – angefangen bei der Energiesicherheit bis hin zur Terrorismusbekämpfung, Globalisierung und vielem mehr – die Interessen Europas in der Welt wahrzunehmen. Hier wird Ihnen und diesem Dienst eine besondere Rolle zukommen. Deshalb werden die Fortschritte, die wir im Interesse unserer Bürger erzielen, sehr stark von Ihrer Arbeit und der Ihres Orchesters abhängen.

In diesem Prozess ist es gelungen, die parlamentarische Mitwirkung, Kontrolle und das Informationsrecht des Parlaments zu stärken, auch im Haushaltsbereich. Es ist uns gelungen, den Gemeinschaftscharakter der Politiken, die Gemeinschaftspolitiken sind, zu sichern und auch zu gewährleisten, dass mehr als 60 % des Personals Gemeinschaftsbeamte sein müssen. Ich bin sicher, dass wir es im Gegensatz zum Rat durchgesetzt haben, dass die geografische Ausgewogenheit und die Geschlechterparität stärker Eingang gefunden haben. Das haben nicht die Regierungen gemacht, wir haben deren Aufgabe wahrgenommen! Und wenn dies jetzt rechtsverbindlich ist und gleichzeitig 2013 eine Überprüfung stattfinden muss, dann ist das eine hervorragende Leistung dieses Hauses, ein guter Kompromiss, den wir zwischen den Institutionen erreicht haben.

Dieses Instrument ist von uns auch zu beobachten. Wir werden dies mit der notwendigen Flexibilität tun, aber auch Druck ausüben, damit Sie, Frau Ashton, Ihrer Aufgabe gerecht werden können. Sie werden dafür unsere Unterstützung haben, aber Sie können auch unserer Kritik sicher sein, wenn wir nicht einverstanden sind. Denn ich meine, dass wir in dieser Frage nur gemeinsam bestehen können, wenn unsere Bürger eine Zukunft haben.

  Adrian Severin (S&D). - Mr President, there will be no successfully united Europe without a far-sighted vision of how our common interests must be promoted outside the borders of the Union at global level.

Such a vision will not last without an ambitious, accountable, efficient and ‘communautarian’ External Action Service. Such a service will not function effectively without staff recruited on the basis of merit.

I believe most of us can agree on these principles. The devil is, however, in the detail. And it is precisely these details, which have transformed a report that was meant to be technical into a source of passionate political debate which risks dividing us deeply.

There is no dilemma between ‘communautarianism’ and intergovernmentalism, between merits or quotas, between old and new Member States. Nevertheless the triumph of ‘communautarianism’ requires that each and every national of each and every Member State feels fairly treated on the basis of their merits.

The triumph of the merit criterion must be tested by the equilibrium of the results of the selection, since God, I believe, distributed merits and sins in a balanced way to men and women, old and young, small and big, weak and powerful, westerners and easterners etc.

The fact of the matter is that some in our Union – mainly but not only among the new members – feel they are discriminated against. Even if this perception were wrong, we should still treat it with respect and care since our unity is of the utmost importance.

It is not the criteria which are being questioned, but the insufficiency of guarantees that they will be properly enhanced, and of corrective measures to be applied when imbalances are obvious.

I can only hope that the High Representative will correct the imbalances in the process which apparently fuelled these perceptions, and I also hope that a future European diplomatic academy, or something similar, will help us to create a corps of European diplomats who are competent and loyal to our common interest and to the European institutions.

  Gerben-Jan Gerbrandy (ALDE). - Voorzitter, met dit debat, dat zich vooral richt op het toezicht en de organisatie van de Europese dienst voor extern optreden, moeten wij niet het algemeen belang van die dienst uit het oog verliezen. Want dat belang is heel erg groot. Het zou nog wel eens een van de grootste stappen kunnen blijken op weg naar een echt volwaardig Europees buitenlands beleid.

Zelfs in mijn eigen land, dat helaas steeds meer naar binnen gekeerd is, zie je in het nieuwe regeerakkoord dat er taken worden overgedragen aan deze nieuwe Europese buitenlandse dienst. Goed, ik geef toe, dat zijn tot op heden slechts de consulaire taken, maar ik ben ervan overtuigd dat men snel zal inzien dat ook andere diplomatieke taken het beste op Europees niveau behartigd kunnen worden.

Voorzitter, vandaag gaat het vooral om de financiële en organisatorische kant van de dienst voor extern optreden, en die is van belang. Alleen met voldoende transparantie en financiële verantwoording zal deze dienst volwaardig kunnen optreden. Ik ben dan ook zeer verheugd met het akkoord dat tussen de instellingen bereikt is, om echt van start te gaan. Dat dreigde in gevaar te komen, doordat wij als Parlement toch wel zeer gedetailleerde eisen op tafel hebben gelegd. Daar hebben wij als Liberalen ons ook wel enigszins tegen verzet.

Niettemin wil ik toch felicitaties laten uitgaan naar de rapporteurs. Er ligt een goed pakket, en daar zal mijn fractie zich ook volledig achter stellen. Ik hoop vooral dat daarmee de dienst, na de stemming van morgen, heel snel van start kan gaan.

  Charles Tannock (ECR). - Mr President, the set-up of the hybrid sui generis EEAS has been characterised by much debate, but High Representative Ashton deserves some credit for crafting a consensus on the way forward at a time when European leaders have been distracted by the eurozone crisis. British Conservatives opposed the creation of this service, fearing it would erode Britain’s prerogative to exercise an independent foreign policy. Now that the service is a political reality, we will engage with it constructively in order to ensure that British interests are indeed promoted and protected.

One way is by lobbying for British EU officials and British diplomats from the Foreign Office to fill posts in the service, because surprisingly, the UK is under-represented in the EU institutions. While the new service needs to be representative of the EU’s 27 Member States, it must be built first and foremost on merit.

Finally, Member States are making deep cuts in public spending. The EU must be sensitive to the need for austerity, particularly when it comes to the budget of the EEAS. Budget neutrality is vital if the European External Action Service is to gain and retain the confidence and approval of all of Europe’s citizens.

  Jiří Maštálka (GUE/NGL). - Formující se Evropská služba pro vnější činnost představuje zcela nový nástroj institucionalizace zahraniční politiky Evropské unie. V současné chvíli vidím dva základní problémy, které s tímto procesem souvisejí.

Především je zřejmé, že zahraniční a bezpečnostní politika zůstává součástí suvenerity členských států. Při rozhodování o principiálních otázkách stále platí právo veta, což znamená, že v případě zásadních rozhodnutí, jako byla intervence v Iráku či oddělení Kosova, žádná zahraniční politika Unie neexistovala. Vytvářená zahraniční služba bude tedy do značné míry zajišťovat neúplnou agendu a v případě zásadních politických rozhodnutí bude pouze sekundovat rozhodnutím jednotlivých států, či dokonce mlčet.

Jablkem sváru zůstává složení diplomatické služby a dostupné informace naznačují, že role nových členských států je v případě výběru do tohoto sboru, mírně řečeno, podceněna.

  Marta Andreasen (EFD). - Mr President, while the idea of having a European External Action Service was never really welcome around Europe, the EU bureaucracy managed to sell it, saying it would be budget neutral.

Now we realise that it is not budget neutral, and that it will cost EUR 34 million more than the EUR 441 million originally planned. And this difference emerges even before it is fully operational.

The report on the Financial Regulation calls for the Commission’s chief accountant and the Commission’s internal auditor to act in these roles for the EEAS, while it was agreed in Madrid that the EEAS would be a separate institution with its own heads of finance and audit. It does not look as though the agreements made in Madrid back in June were set in stone. We are now lost in a sea of confusion about the EEAS’s structure.

The implementation of this Lisbon Treaty novelty looks pretty disgraceful, but I must say I am not surprised. As always, however, it will be the taxpayer who pays for these ‘efficiencies’.

  Lucas Hartong (NI). - Voorzitter, wat een trieste en dramatische dag. We praten over de financiering van de nieuwe Europese dienst voor extern optreden van mevrouw Ashton. De Nederlander echter heeft zich nooit mogen uitspreken over het Verdrag van Lissabon en nu wordt ons deze miljoenenverslindende dienst door de strot geduwd. Een belediging voor de democratie.

De EDEO gaat ons alleen al het resterende deel van dit jaar miljoenen euro extra kosten en het komende jaar nogmaals. De politieke hobby van de Eurocraten mag iets kosten, maar dan heb je ook niets. Laat volstrekt helder zijn dat de PVV nooit en te nimmer zal instemmen met dit gedrocht uit de krochten van de Europese Unie. Nee tegen de EDEO, nee tegen de superstaat Europa. Ja voor werkelijke vrijheid en democratie, gevormd door de soevereine lidstaten zelf.

  Jan Kozłowski (PPE). - Panie i Panowie! W toku dyskusji na temat kształtu Służby Działań Zewnętrznych nie możemy pomijać czy marginalizować kwestii zachowania odpowiedniego balansu geograficznego wśród zatrudnionych urzędników. W chwili obecnej liczba pracowników pochodzących z krajów „starej 15” w sposób znaczy i nieproporcjonalny przewyższa liczbę pracowników z nowych krajów członkowskich. Podam klika liczb: do czasu ostatnich nominacji na 115 ambasadorów zaledwie 2 pochodziło z krajów, które do Unii wstąpiły po roku 2004. W gronie mianowanych ostatnio 29 ambasadorów tylko 4 pochodzi z nowych krajów członkowskich.

Nie możemy dopuścić, by taki podział stał się regułą funkcjonowania przyszłej Służby Działań Zewnętrznych. Bez odpowiedniej reprezentacji geograficznej nie jesteśmy w stanie utworzyć silnej i skutecznie działającej w interesie nas wszystkich Służby Działań Zewnętrznych. I nie będziemy z takiej służby dumni, o czym mówiła Wysoka Przedstawiciel, lady Ashton. Jestem też przekonany, że zastosowanie okresu przejściowego, w czasie którego nieproporcjonalnie niska reprezentacja nowych państw członkowskich zostałaby stopniowo wyrównana, pozwoli nam w sposób sprawny i skuteczny osiągnąć stan, dzięki któremu nasz cel, jakim jest wypromowanie Unii Europejskiej na kluczowego gracza na arenie międzynarodowej, zostanie osiągnięty.

  Кристиан Вигенин (S&D). - Днес е последното заседание на нашия парламент, в което обсъждаме структурата, финансирането, общата рамка на функциониране на Европейската служба за външна дейност. От утре, когато предстои да приемем последните решения, ние ще очакваме реални резултати и, разбира се, уверен съм, така както тече и дискусията днес, че Европейският парламент ще бъде европейската институция, която ще помага, ще насочва и ще дава своите идеи за това новата служба да бъде наистина ефективна и да успее да изгради една по-активна, по-видима роля на Европейския съюз на международната сцена.

Всъщност Европейската служба за външна дейност е може би най-видимият резултат от Лисабонския договор и всички, които подкрепихме този договор, бихме искали да видими тази служба като един успешен проект.

Позволете ми да кажа, че Вие, г-жо Аshton, наследихте една силно дебалансирана администрация и за съжаление се оказа, че основните критики някак си тръгнаха към Вас. Всъщност в началото на тази година, откогато Вие сте върховен представител и заместник-председател, новите страни членки имаха само едни ръководител на мисия на Европейския съюз.

Категорично искам да се противопоставя на тезата, че квалификацията е в противоречие с географския баланс. Напротив, смятам, че географският баланс върви ръка за ръка с по-висока квалификация и затова се надяваме, че Вашият ангажимент ще бъде реализиран занапред.

  Alexander Graf Lambsdorff (ALDE). - Herr Präsident! Der Europäische Auswärtige Dienst ist eine der wichtigsten Entscheidungen des Vertrags von Lissabon. Jetzt sind es nur noch sechs Wochen, dann ist Baronin Ashton nicht mehr in erster Linie die Außenministeriumsaufbauministerin der EU, sondern die Außenministerin Europas. Und das ist auch gut so. Am 1. Dezember wird es losgehen, wir wünschen Ihnen viel Glück dabei.

Wir hatten viele Diskussionen, es ist auch viel erreicht worden. Es war ein fruchtbarer politischer Streit. Das Demokratiedefizit der alten GASP ist beseitigt, es gibt eine gestärkte Rechenschaftspflicht, die Qualität der öffentlichen Debatte wird besser werden. Es wird eine strenge Haushaltskontrolle geben, die Voraussetzungen für echten Teamgeist sind geschaffen, nationale Diplomaten können, wenn sie das wollen, im Europäischen Auswärtigen Dienst bleiben. Es wird keine geografische Quote geben – man hat manchmal den Eindruck, das sei hier das wichtigste Thema, das ist es aber definitiv nicht. Gerade Deutschland würde von einer Quote sehr profitieren, ich bin trotzdem dagegen. Eine gemeinsame Ausbildung wird kommen. Ich glaube, die Voraussetzungen für einen erfolgreichen EAD sind da.

Mit anderen Worten: Das Europäische Parlament ist fast glücklich. Richtig glücklich wären wir, wenn Sie die Chance jetzt nutzen und auch noch die sogenannte, fest zugesagte geeignete Struktur für Konfliktprävention und Krisenmanagement schaffen würden, dann hätten wir einen europäischen Mehrwert gleich zu Beginn.

  Mirosław Piotrowski (ECR). - Z przykrością obserwujemy, że postulaty większości posłów z Komisji Spraw Zagranicznych dotyczące zrównoważonej reprezentatywności geograficznej w formowanej Służbie Działań Zewnętrznych Unii napotykają na poważne problemy, a wręcz zdecydowany opór. Widoczne są także trudności przy wypracowywaniu zasad zatrudniania personelu unijnych placówek dyplomatycznych. Od dawna przyświecająca Unii zasada solidarności i reprezentatywności nie może zostać przyćmiona egoizmami niektórych dużych państw członkowskich. Rozdział placówek dyplomatycznych leży w gestii obecnej dziś tutaj pani Catherine Ashton, która przyznaje je wyłącznie na zasadach uznaniowości. Na sto kilkadziesiąt placówek dyplomatycznych na całym świecie szósty co do wielkości kraj Unii Europejskiej, Polska, otrzymuje tylko dwie. Warto więc zapytać, jakimi kryteriami kierowała się pani Komisarz dokonując takiego podziału. Pragnę przypomnieć, że to właśnie nasza Izba decyduje o kształcie budżetu formowanej unijnej dyplomacji.

  Raffaele Baldassarre (PPE). - Signor Presidente, dopo l'adozione della decisione del Consiglio sull'organizzazione e il funzionamento del Servizio europeo per l'azione esterna, siamo chiamati oggi a rendere operativa la stessa determinazione attraverso modifiche al regolamento finanziario e allo statuto dei funzionari dell'Unione.

A tale proposito, mi soffermo su un aspetto della relazione che ci ha visto impegnati in difficili negoziati: quello dell'equilibrio geografico riguardo alla composizione del corpo diplomatico europeo. Alcuni colleghi, infatti, avrebbero preferito criteri diversi per la selezione dei funzionari, basati sulla provenienza e cittadinanza. Tali proposte sono state evitate attraverso emendamenti di compromesso bilanciati, che hanno saputo tener conto dell'equilibrio geografico e di genere, senza imporre criteri selettivi su base nazionale. La scelta delle quote su base nazionale, infatti, non sarebbe stata una soluzione idonea e desiderabile.

Dopo oltre cinquant'anni di integrazione europea, viene adesso creato il primo vero corpo diplomatico dell'Unione, un corpo diplomatico che deve essere messo in condizione di poter sviluppare una politica estera comune e di servire su scala internazionale gli interessi dell'Unione. Per adempiere a questo compito, è fondamentale che i funzionari rappresentino l'Unione e non gli Stati membri di cui hanno la cittadinanza o sono stati funzionari diplomatici. È questa la linea adottata ieri in sede di commissione giuridica approvando la relazione Rapkay ed è questa la linea che mi auguro si continui a seguire durante la votazione in plenaria.

  Zoran Thaler (S&D). - Potrebujemo močno Evropsko unijo sedemindvajseterice, ne le manjšine. Evropski skupni službi želimo vse dobro. Potrebujemo jo evropski državljani, potrebuje jo Evropska unija, potrebuje jo Svet.

Kako zagotoviti, da bodo Evropsko skupno službo za zunanje delovanje vsi državljani Evropske unije imeli za svojo? Da bo učinkovita, uspešna, resnično crème de la crème Evrope? Le tako, da bodo v tej službi delovali diplomati vseh, ponavljam vseh nacionalnosti Evropske unije.

Ni hujšega napada na moč in enotnost Evropske unije kot je situacija, ko EU zastopajo predvsem državljani samo šestih nacionalnosti. Dve tretjini sedanje službe, ki jo je podedovala gospa Ashton, je samo iz šestih držav. Kaj pa ostalih 21? Kaj pa nove članice?

Zato obžalujem, da ne bomo sprejeli določila, ki sta ga sprejela in AFET in BUDG, in bi si s tem zagotovili, da bomo vsaj v desetih, ponavljam desetih letih popravili najhujšo neuravnoteženost.

Potrebujemo močno Evropsko unijo vseh sedemindvajsetih.

  Marek Siwiec (S&D). - Kończy się dzisiaj zupełnie wyjątkowa procedura, procedura tworzenia nowej instytucji europejskiej. Reprezentuję nowe kraje członkowskie i obserwowałem zafascynowany jak wygląda w praktyce to, co jest istotą integracji, jak wyglądają te przepychanki między różnymi instytucjami, jak w końcu rodzi się coś, co ma konsolidować to, czego tak bardzo brakuje w Unii Europejskiej, mianowicie wspólną polityką zagraniczną. I to się udało, Parlament brał w tym udział. Jestem bardzo dumny, że byliśmy aktywni. Jest to służba całej Unii Europejskiej, a nie tylko jednej instytucji.

Ale też ta integracja dotyczyła integracji nowych krajów ze starymi. Powiedzmy wprost – ten egzamin wypadł połowicznie dobrze. Jeżeli dzisiaj padają pytania i wątpliwości, to dlatego, że pani komisarz, pani wiceprzewodnicząca Rady, musi zadbać o to, aby wszystkie decyzje kadrowe były transparentne i aby pokazywały, że najlepsi ludzie otrzymują stanowiska. Wtedy nie będę walczył o parytety geograficzne, bo dla mnie parytet mądrości i kwalifikacji jest dużo ważniejszy niż parytet geograficzny, ale Pani musi to udowodnić.

  Monika Flašíková Beňová (S&D) - Hovoríme tu dnes o projekte, ktorý je unikátny, hovoríme o našej spoločnej európskej zahraničnej službe.

Musím povedať, že každý z aktérov mal svoje červené línie a napriek tomu sa spravodajcovi podarilo pripraviť kompromis, ktorý je akceptovateľný pre všetkých, a ja verím, že Európsky parlament ho zajtra podporí. Trochu ma mrzí, že väčšina vystupujúcich sa venovala len jednej téme, a tou je geografické a rodové zastúpenie a málokto hovoril o filozofii a myšlienke tohto projektu. Európska únia, kolegyne a kolegovia, stráca svoje geopolitické postavenie a práve spoločná zahraničná služba je tým krokom, ktorý môže Európsku úniu vrátiť medzi významné veľmoci.

Ja verím, a mám bazálnu dôveru k pani Ashtonovej, že si vyberie tím, ktorý bude skutočne dobre reprezentovať nielen všetkých 27 členských štátov Európskej únie, ale bude hlavne reprezentovať Európsku úniu ako náš spoločný projekt.

  Elisabeth Köstinger (PPE). - Frau Präsidentin! Der Europäische Auswärtige Dienst wird zukünftig die elementare Rolle in der Gemeinsamen Außen- und Sicherheitspolitik der Europäischen Union einnehmen. Um dieser Rolle gerecht zu werden, bedarf es klarer Regeln, die dem EAD ein reibungsloses und effizientes Arbeiten ermöglichen. Ich möchte insbesondere die Sicherstellung der Überwachung der finanziellen Vorgänge des EAD hervorheben, die in dem vorliegenden Bericht von Frau Gräßle und Herrn Rivellini klar angesprochen werden. Kernelemente sind vor allem die jährlichen Zuverlässigkeitserklärungen und Tätigkeitsberichte, die dem Parlament vorzulegen sind, sowie die Entlastungsbefugnis des Europäischen Parlaments. Darüber hinaus begrüße ich den Ansatz der Haftung von Mitgliedstaaten bei finanziellen Unregelmäßigkeiten der jeweiligen Bediensteten der einzelnen Mitgliedstaaten. Der vorliegende Bericht hat meine volle Unterstützung und ist ein wichtiger Schritt in die richtige Richung.

  Richard Howitt (S&D). - Madam President, I shall start off by congratulating the High Representative today for upholding the long parliamentary tradition of crossing the floor. Most politicians who do that end up losing friends, but I am sure today she has won them.

There will still be some people in this House who have counted the number of minutes you have been on one side or another to accuse you of bias and, of course, I have my own questions about this new service.

I want crisis management fully in, I want human rights mainstreamed and linked to trade, and I have sympathy with what many of our eastern European colleagues say, but do I have absolute confidence that you are creating this service fully in the spirit of the Treaty? Do I have confidence that you will continue to bring together and to speak for all of the different interests in this European Union? Do I have absolute confidence of your lifelong commitment to the principles of equality and representatives?

Yes, I do, and so will this Parliament in our vote tomorrow.

  Ivo Vajgl (ALDE). - Iskanje kompromisov o finančnih temeljih skupne službe je bilo tako zapleteno, kakor je zapletena Evropa.

Težko bo vsakič posebej usklajevati interese, ker smo pač drugačni in ker imamo drugačno zgodovino. Dejstvo pa je, da sta pamet, izkušnje, modrost in dobra volja gotovo porazdeljeni proporcionalno po vsej Evropi, in to je tisti temelj, ki nas pravzaprav veže in ki nam odpira prihodnost.

Mislim, da bi bilo zelo dobo, če bi mi tudi v prihodnje zunanji politiki, vlogi Evrope v zunanji politiki na globalnem planu, posvečali toliko pozornosti kot smo do zdaj posvetili financam.

Ta služba namreč ne bo ustvarjala zunanje politike, zunanjo politiko bo ustvarjala gospa Ashton, v sodelovanju z drugimi igralci, med katerimi, vam zagotavljam, velik interes Parlamenta in vam želim seveda veliko uspeha pri vašem delu.

  Franziska Keller (Verts/ALE). - Madam President, I want to come back to the issue of the added value that the External Action Service can deliver. I think one of the added values that it can, and indeed must deliver, is on policy coherence for development which Mrs Ashton has committed to.

This priority needs to be reflected in the staff policy, and especially in training, as well as in development in general, human rights and conflict prevention. Sensitivity for these matters cannot be achieved by proclamation but needs thorough commitment and thorough training. That is what we want to see from 1 December onwards.

  Jaroslav Paška (EFD) - Európska služba pre vonkajšiu činnosť postupne rozvíja svoju prácu. Dnes rokujeme o finančnom zabezpečení jej činnosti.

V tejto súvislosti si treba, vážená pani vysoká predstaviteľka Európskej únie pre spoločnú bezpečnostnú a zahraničnú politiku, uvedomiť, že finančné zdroje na financovanie práce všetkých inštitúcií Európskej únie poskytujú jednotlivé členské štáty Európskej únie. Aj Európska služba pre vonkajšiu činnosť bude v konečnom dôsledku žiť len z peňazí 27 členských štátov Európskej únie, a túto skutočnosť si musíte, vážená pani vysoká predstaviteľka Európskej únie, dobre uvedomiť.

Aj keď pri výbere diplomatov do tejto služby požadujeme predovšetkým odbornosť, kvalitu a skúsenosti, nemôžme úplne vynechať aj princíp vyváženého geografického zastúpenia z jednotlivých členských štátov. Nemať zastúpenie vo významných vonkajších aktivitách Európskej únie môže v dotknutých krajinách totiž vyvolať pocit nespravodlivosti, či krivdy. Preto, vážená pani vysoká predstaviteľka, poprosím o citlivý prístup pri výbere diplomatov.

  Francisco Sosa Wagner (NI). - Señora Presidenta, todos estamos de acuerdo en que el Servicio Exterior es una oportunidad histórica para la construcción europea. Pero para ello es preciso actuar con grandeza de miras, porque no es el momento de luchas internas sobre recursos que se traspasan o se retienen a corto plazo ni de guerras entre las distintas instituciones europeas.

Lo que procede ahora, por el contrario, es disponer de una visión general acerca de qué ha de ser la Unión Europea en el mundo, es decir, hacer justo lo contrario de lo que ha ocurrido hace unos días con ocasión de la concesión del Premio Nobel de la Paz, cuando se han oído, procedentes de Europa, demasiadas voces y no todas ellas valientes. A destacar una de las excepciones, la del Presidente de este Parlamento, el señor Buzek, autor de un brillante y digno comunicado.

  Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the Commission. − Madam President, very briefly from the other side of the Chamber – and I hope I have sat for the right number of minutes – I would again like to thank the honourable Members very much for a debate which I have listened to with great interest.

I take away with me the strength of feeling on geographical and gender balance within the context of a service that is truly European, appointed on merit.

I take away with me the need for people to see our working crisis management enhanced and to see it properly reflected in the European service.

I take away with me what I have described as a ‘silver thread’ of human rights that must run through everything that we do in the service; and I take away, again, the reminder of the economic backdrop against which I am pulling this service together, and the desire that honourable Members have to see an efficient service that uses resources properly and effectively.

Most of all, after what has been a long journey of many months, I take away the desire of this House to see the service come into being, to reflect the needs of the constituents you represent and to be a service that will serve them well. It is my promise to you to try and reflect that in everything that the service does.

  Janusz Lewandowski, Member of the Commission. − Madam President, I shall give a short reaction to Ms Andreasen – who is already absent – on the principle of budget neutrality.

It is our hope that the principle should establish itself in the longer run, with savings in the national diplomatic services, in the Commission and in the Council, and with the same internal auditor and accounting officer for the Commission and for the External Action Service. It is a good solution for the time being, to be revised by 2013, and the Financial Regulation does not prejudge the revision. In the hope of a good positive vote tomorrow, I will abstain from further comment.

  Maroš Šefčovič, Vice-President of the Commission. − Madam President, I too would like to thank the honourable Members for their support and for the very positive atmosphere in this debate, and it is also very important to thank the Council for their important input into the whole exercise. I think that this positive atmosphere has brought us very close to the historic decision of tomorrow.

So, let me once again express my gratitude to Parliament’s rapporteurs and representatives because they made the positive atmosphere here this morning possible. I would like to use this opportunity to wish Cathy and her new service luck and success and to wish all of us a strong, coherent and coordinated EU foreign policy because I am sure that, with Cathy and the EEAS, the EU will further increase its influence on global affairs.

In conclusion, let me reiterate that the Commission is ready for close cooperation from the start and for the best of synergies that our institutions and Member States can achieve together.

  Bernhard Rapkay, Berichterstatter. − Frau Präsidentin! Nach meinen Ausführungen zu Beginn der Debatte bleiben mir eigentlich nur noch zwei Anmerkungen: Die erste, die ich ganz bewusst zum Schluss der Debatte machen wollte: Ich will mich bei allen Schattenberichterstatterinnen und Schattenberichterstattern bedanken. Es war eine kollegiale und gute Zusammenarbeit. Es verhandelt sich einfach leichter, wenn man weiß, dass die Kolleginnen und Kollegen hinter einem stehen. Insofern waren das nicht die schwersten Verhandlungen.

Die zweite Bemerkung möchte ich doch noch einmal zu dem machen, was immer wieder im Mittelpunkt stand, nämlich die Frage der geografischen Ausgewogenheit. Den Vogel abgeschossen hat Frau Neynsky. Sie meinte, im Kompromiss stehe dazu überhaupt nichts drin. Ich würde einfach vorschlagen, wenn wir das jetzt verabschiedet haben, in Ruhe und mit Gelassenheit Texte lesen, Texte lesen! Texte lesen bildet. Dann sieht man, dass da sehr wohl – und zwar sehr strikte, strenge, rechtlich verbindliche – Bemerkungen dazu drinstehen. Und dann müssten eigentlich alle Ihre Sorgen ausgeräumt sein.

  Roberto Gualtieri, relatore. − Signora Presidente, onorevoli colleghi, la genuina soddisfazione emersa in questa discussione credo rifletta la consapevolezza di quanto fosse difficile ma importante il compito cui ci trovavamo confrontati, perché unificare funzioni connesse a politiche diverse, sottoposte a procedure decisionali differenti, per rafforzare la coerenza dell'azione esterna dell'UE, senza mettere in pericolo il carattere comunitario di alcune politiche ma valorizzando l'apporto di strutture che operano nel campo della politica di sicurezza e di difesa comune, non era un semplice problema di diritto europeo, di scienza dell'amministrazione, un test del rapporto di forza fra Istituzioni, bensì una condizione fondamentale per consentire all'Alto Rappresentante di disporre di uno strumento capace di valorizzare le potenzialità dell'Europa sulla scena mondiale, di esaltare il suo ruolo di potenza civile, di consentirci di incidere maggiormente in Medio Oriente o nel Corno d'Africa, nel Caucaso, come nei Balcani.

Ebbene, ritengo che questa sfida sia stata affrontata egregiamente ed è quindi legittima la nostra soddisfazione e credo l'Alto Rappresentante avrà il sostegno esigente di questo Parlamento nello svolgimento del suo compito.

  Sebastian Valentin Bodu (PPE), în scris. – Votul arată că nu există nici egalitate între statele membre şi nici solidaritate în interiorul unui grup politic. Aprobarea amendamentului socialiştilor care introduce criteriul „de merit” în selecţia şefilor de delegaţie ai UE (diplomaţii care vor reprezenta Uniunea în statele terţe) ne va demonstra, odată ce va fi aplicat de către Serviciul de Acţiune Externă al socialistei Catherine Ashton, că România şi alte state membre noi se vor alege cu praful de pe tobă. Îmi pare rău că, nici de această dată, nu am putut avea, la nivel de reprezentanţi români în Parlamentul European, o poziţie unitară în favoarea intereselor României. M-aş fi aşteptat de la Adrian Severin, ca fost ministru de externe (chiar şi pentru câteva luni), să susţină introducerea unor criterii clare în alocarea posturilor de şefi de delegaţie (numărul de locuitori, numărul de mandate în Parlamentul European şi ponderea voturilor in Consiliu) în locul unui foarte subiectiv şi echivoc criteriu „de merit”. Mai ales că, din câte ştiu eu, inteligenţa este distribuită uniform pe teritoriul UE şi nu s-au îngrămădit toţi deştepţii în vest iar estul a rămas doar cu proştii. Or în materie de diplomaţie România are reprezentanţi care merită să ocupe funcţii de şefi de delegaţie.

  Vasilica Viorica Dăncilă (S&D), în scris. – Serviciul european pentru acţiune externă trebuie să îşi aducă contribuţia la îndeplinirea obiectivului stabilit prin Tratatul de la Lisabona - cel de realizare a unor acţiuni externe ale Uniunii eficiente şi coerente.

Actuala procedură de selecţie a personalului este un proces de durată şi complex, iar ocuparea posturilor se face gradual până la atingerea efectivelor corespunzătoare operaţionalizării depline a serviciului. O serie de noi state UE, cu precădere ultimele două ale ultimului val de extindere, sunt subreprezentate pe partea de relaţii externe în cadrul DG Relex. Doamna Catherine Ashton şi-a exprimat deja dorinţa ca SEAE să fie compus din cei mai buni funcţionari selecţionaţi pe criterii profesionale, şi nu în funcţie de ţările de origine. Amintim doamnei Ashton că, statele UE au toate aceleaşi drepturi şi, ca atare, este necesară a reprezentare adecvată în structurile noului serviciu diplomatic european, atât în Centrala de la Bruxelles, cât şi în Delegaţiile UE. Facem deci apel la doamna Ashton să ţină cont de faptul că Uniunea Europeană are 27 de state membre. Ele trebuie să poată să îşi aducă contribuţia, prin reprezentanţii lor în SEAE, la atingerea obiectivelor de politică externă ale Uniunii şi la asigurarea credibilităţii acestei instituţii în faţa tuturor cetăţenilor europeni.

  Lidia Joanna Geringer de Oedenberg (S&D), na piśmie. – Sprawozdanie Bernharda Rapkaya dotyczące zmian w regulaminie pracowniczym w kontekście tworzenia Europejskiej Służby Działań Zewnętrznych - EEAS, to bardzo ważny dokument na drodze do tworzenia polityki zagranicznej Unii. Kością niezgody w ostatnich dniach przed przyjęciem sprawozdania okazała się kwestia "równowagi geograficznej". Posłowie z tzw. starych państw argumentowali, że tworzona właśnie dyplomacja UE powinna rekrutować "najlepszych z najlepszych" i opierać się jedynie na kryteriach wiedzy i doświadczenia kandydatów ("merit only"), natomiast jako posłowie z "nowych" państw zwracalismy uwagę na to, iż w naszych krajach także nie brakuje znakomitych fachowców, ale pomimo upływu 6 lat od akcesji 10 nowych krajów nadal jest silnie niedoreprezentowanych w unijnych strukturach. Np. udział Polaków w dyrekcji generalnej RELEX Komisji Europejskiej, która zostanie włączona do EEAS, wynosi jedynie 2%. Pojęcie "równowagi geograficznej" w wersji zaproponowanej przez sprawozdawcę jest moim zdaniem niedoprecyzowane i nie może stanowić jasnej podstawy prawnej do podejmowania środków korygujących brak tejże równowagi. Dlatego niestety nie mogę poprzeć sprawozdania, choć poza tą kwestią zawiera ono wiele cennych propozycji.

  Tunne Kelam (PPE), in writing. – The European Parliament has used its new powers in a creative and responsible way, introducing new balances into the External Service's architecture. These should not be the balances of yesterday's Europe, but the balances of the enlarged EU that are reflected in amendment seven. I am happy that the High Representative has taken on board most of Parliament's proposals, including the principle of parliamentary supervision. It is crucial that the issue of geographical balance has been addressed comprehensibly, and in a legally binding way, which means that in case of serious problems it is enforceable by law. We are not rivals to the Commission, but allies and can succeed only in mutual partnership. As for the substance, I would stress the future responsibility of the EU delegations to monitor the human rights situation in a given country, including regular contacts with the Sakharov prize winners and candidates there. It is in our common interests to make the EEAS operational in 2011. We look forward to the High Representative's report to the European Parliament on its implementation in two years time and are prepared to make the necessary modifications.

  Krzysztof Lisek (PPE) , na piśmie. – Szanowny Panie Przewodniczący, Drodzy Koledzy i Koleżanki, Mam nadzieję, że odpowiednio skonstruowane regulacje, dotyczące Europejskiej Służby Działań Zewnętrznych, zapewnią jej skuteczne i wydajne funkcjonowanie. Zbudowanie tak kompleksowego tworu, zajmującego się istotną i zyskującą na znaczeniu dziedziną funkcjonowania Unii Europejskiej, jest nie lada wyzwaniem w dzisiejszej globalnej rzeczywistości. W szczególności zależy mi na tym, aby, przez wykonywanie swoich działań Służba, umocniła pozycję Europy. W tym celu należy zadbać o to, by w jej szeregi wstępowali świetnie wykształceni ludzie z odpowiednimi umiejętnościami i doświadczeniem, tak, by przedstawiciele każdego z krajów członkowskich mogli uczestniczyć w wykonywaniu unijnej polityki zagranicznej. Cieszy mnie, że w tekście raportu kolegi Rapkaya uwzględniono takie kwestie jak propagowanie równych szans dla płci mniej reprezentowanej w określonych grupach funkcyjnych i równowaga geograficzna przy zatrudnianiu pracowników ESDZ. Dobrze zorganizowana Służba, gdzie zatrudnieni będą najlepsi eksperci ze wszystkich krajów członkowskich, jest szansą na to, żeby Unia Europejska jeszcze zyskała na znaczeniu i w pełni wykorzystała swój potencjał na arenie międzynarodowej.

  Petru Constantin Luhan (PPE), în scris. – Suntem în ultima etapă a deciziilor care vor permite lansarea Serviciului European pentru Acţiune Externă. Susţin un compromis asupra Statutului funcţionarilor şi asupra Regulamentului financiar care să îi permită Înaltului Reprezentant să aibă un serviciu funcţional în decembrie anul acesta.

Cu toate acestea, acest sprijin nu este un cec în alb. Înaltul Reprezentant trebuie să îşi îndeplinească angajamentul – asumat deja de mai multe ori – de a asigura o reprezentare corectă în Serviciul European pentru Acţiune Externă a statelor membre, precum România, care au un deficit de reprezentare în structurile de relaţii externe ale Comisiei şi Consiliului ce vor fi transferate în SEAE. Nu este vorba aici de un control naţional asupra SEAE, ci de interesul de a avea în serviciu un personal recrutat inclusiv în baza criteriului echilibrului geografic. Acest criteriu nu este opozabil celui al competenţei.

  Andreas Mölzer (NI), schriftlich. – Massenproteste und Streiks als Reaktion auf beinharte Sparpakete lähmen derzeit Frankreich. Wenn dann gleichzeitig der administrative Wasserkopf vergrößert wird, so wie in Griechenland trotz Rettungspakete die Regierung aufgestockt wurde, dann sind die Menschen in Europa zu Recht sauer. Bis dato rühmt sich die EU einer schlanken Verwaltung - was natürlich nicht stimmt, wenn man die ausgelagerten Agenturen mitzählt. 50 Generaldirektoren mit fürstlichen 17.000 Euro im Monat für anfangs 30 Mitarbeiter, 73 Beförderungen zum Direktor - da entsteht leicht der Eindruck eines Selbstbedienungsladens. Natürlich ist es wichtig, dass die Qualifikation eines EAD-Mitarbeiters stimmt, in diesem Sinne sind beispielsweise Genderquoten nicht zielführend. Nach dem Motto: „wer zahlt schafft an“ ist es dennoch sinnvoll, die Nettozahler nicht vor den Kopf zu stoßen. Allein schon mit der Weigerung, Deutsch als Arbeitssprache im EAD zu stärken, wurden diplomatische Gräben geschaffen, diese zu vertiefen ist nicht sinnvoll. Der EAD wird dafür sorgen müssen, dass die EU nicht länger das Anhängsel der USA spielt. Denn bis dato lassen wir uns Einmischungen der Amerikaner in sensible EU-Themen, wie die aufgedrängte Türkei-Erweiterung, gefallen und vernachlässigen dafür wichtige Partner wie Russland. Und die Weltordnung besteht nicht länger aus diesen zweien, sondern aufstrebenden Mächten wie China. Das sollten wir nicht übersehen.

  Kristiina Ojuland (ALDE), in writing. – I am glad to welcome the formation of the European External Action Service after thorough and intricate debates. It is a long-awaited measure towards consolidating the position of the European Union as a proficient global actor. However, I am somewhat disappointed that although appointments to the EEAS will be made using a thorough selection procedure based on merit and having regard to gender and geographical balance, it still does not guarantee proportional representation of nationals of all Member States. It should be noted that while pooling human resources from the Commission, the Council and the Member States, one third from each, some Member States are still under-represented in the Commission and the Council, which might result in an implicit imbalance in the Service. I fully agree that the Service ought to be made up of competent professionals, but I am also more than sure that there are suitable candidates equally from both genders and from all the Member States. The fact that the European Union is an egalitarian organisation of 27 Member States should be clearly reflected in the composition of the European External Action Service in order to put our values into practice.

  Ioan Mircea Paşcu (S&D), in writing. – The final steps in creating the EEAS have been discussed today and will be voted tomorrow. There were tough negotiations between the three pillars of the Union: the Council, the Commission and the Parliament, so each, even if not completely satisfied, saw its main interests safeguarded. During the entire process, emphasis was placed inevitably on the national representation of the Member States in the staffing process. Things were not helped when, in spite of the ongoing negotiations to set its rules, the process continued unabated and, as a consequence, only some countries have seen their representatives getting the positions they were seeking.

However, I think that the main challenge to the new Service lies less in composition than in substance: if we want the members of the EEAS to be truly European, then we will have to provide them with a truly European foreign policy to implement. In that respect, both the multi-polar structure of the international system and the current crisis are important obstacles to be dealt with vigorously. Otherwise, the EEAS will only pursue the national objectives of the individual members.

  Γεώργιος Σταυρακάκης (S&D). γραπτώς Το Ευρωπαϊκό Κοινοβούλιο έχει αποδείξει ως τώρα τη σαφή υποστήριξή του τόσο στην ίδρυση όσο και στην ταχύτερη έναρξη λειτουργίας της Ευρωπαϊκής Υπηρεσίας Εξωτερικής Δράσης. Νομίζω ότι η συμβιβαστική λύση που βρέθηκε με το Συμβούλιο αναφορικά με τα δικαιώματα του Κοινοβουλίου είναι μία λύση ικανοποιητική για όλες τις πλευρές. Είναι χρήσιμο και αναγκαίο να έχουμε, κατά τη διαδικασία απαλλαγής του Συμβουλίου, εκθέσεις λογοδοσίας από τους επικεφαλής των Αντιπροσωπειών καθώς και τη διενέργεια ακροάσεων από την αρμόδια κοινοβουλευτική επιτροπή. Επίσης, είναι αναγκαίο, για τον δημοσιονομικό έλεγχο, να έχει η ΕΥΕΔ τον ίδιο εσωτερικό ελεγκτή και τον ίδιο υπόλογο, όπως η Ευρωπαϊκή Επιτροπή. Τέλος, είναι σημαντική η δέσμευση από τα κράτη μέλη για την πλήρη υποστήριξη της ΕΕ στην επιβολή κάθε δημοσιονομικής ευθύνης των εκτάκτων υπαλλήλων και η αποδοχή δημιουργίας ξεχωριστών γραμμών για τις δαπάνες της ΚΕΠΠΑ, τουλάχιστον για τις σημαντικές αποστολές. Θεωρούμε ότι ο συμβιβασμός που επετεύχθη θα συμβάλει αποτελεσματικά σε μία πιο διαφανή, πιο χρηστή και πιο αποτελεσματική διαχείριση των δαπανών του κοινοτικού προϋπολογισμού που θα χρησιμοποιούνται από την ΕΥΕΔ.
