  Olivier Chastel, président en exercice du Conseil. − Monsieur le Président, Monsieur le Président de la Commission, Monsieur le Commissaire, chers collègues parlementaires, au nom du Conseil, je voudrais vous remercier, Monsieur le Président, de l'occasion qui nous est donnée d'évoquer les travaux préparatoires menés au sein du Conseil en vue du prochain Conseil Européen.

Ce Conseil européen aura un ordre du jour chargé, son point central sera sans aucun doute la gouvernance économique. Comme vous le savez, la task-force présidée par le président Van Rompuy s'est réunie ce lundi et a approuvé son rapport final.

Ce rapport contient des recommandations, des propositions concrètes importantes devant nous permettre d'opérer un saut qualitatif dans la gouvernance économique européenne. En particulier, ses recommandations visent à améliorer la discipline fiscale, élargir la surveillance économique, approfondir et élargir la coordination, renforcer le cadre de gestion de crise et renforcer les institutions.

Toutes ces recommandations peuvent être mises en œuvre rapidement par voie législative. Nous espérons que le Conseil européen pourra évidemment les endosser afin de permettre à la Commission, au Parlement, au Conseil, de rapidement avancer sur ces sujets ô combien importants. Cela enverrait en tout cas un signal positif quant à notre intention de prendre les mesures pour répondre au défi économique important auquel nous sommes confrontés.

Il est vrai que certains ont posé la question d'autres options allant plus loin que ces recommandations et allant au-delà du cadre des traités. Il s'agit de questions comme la suspension du droit de vote ou l'introduction de nouvelles règles de vote comme la majorité renversée.

Ce ne sont évidemment pas des questions faciles, ni sur le plan technique ni sur le plan politique. Elles seront discutées, abordées au Conseil européen de la semaine prochaine.

Un autre grand sujet à l'ordre du jour du Conseil européen concerne la préparation du sommet du G20. Le Conseil européen devra, en effet, définir la position de l'Union sur la base du travail préparatoire réalisé hier par le Conseil ECOFIN. De manière générale, il est important que Séoul marque une accélération des efforts de mise en œuvre du cadre défini pour promouvoir une croissance plus forte, durable et équilibrée. En particulier, il faut répondre aux grands déséquilibres économiques mondiaux qui font peser un risque sur la croissance.

Depuis 2008, avec l'arrivée de la crise et la réponse qui a été apportée, c'est-à-dire depuis la montée en puissance finalement du G20, les choses ont changé radicalement. La raison en est très simple: la pertinence. La nature même de beaucoup de décisions qui ont des conséquences directes sur nos concitoyens est passée dans l'espace de quelques mois du niveau local, voire national, au niveau international. La globalisation nous oblige désormais, pour la plupart des questions, à agir en même temps au niveau européen et au niveau international.

Nous savons tous que l'Union européenne a eu besoin d'un certain temps pour trouver un accord sur un nouveau traité qui était aussi censé renforcer le rôle de l'Union sur la scène internationale. Cela nous a pris carrément les 10 dernières années pour nous en doter mais il a suffi des 10 derniers mois pour nous rendre compte de toute son importance.

Le G20 a fait preuve d'un certain succès depuis son début mais je crois que l'épreuve la plus dure, l'épreuve la plus importante, est celle qui l'attend dans les prochaines semaines, dans les prochains mois, lorsque nous serons appelés à faire face au risque sérieux de perdre ce qu'en anglais on appelle le momentum.

L'Union européenne est en train de se préparer à deux rencontres importantes, toutes les deux en Corée, la première dans deux jours. C'est la rencontre des ministres des finances et des gouverneurs des banques centrales du G20, et la seconde, le sommet du G20 à la mi-novembre.

En termes de substance, la contribution de l'Union a une croissance forte, durable et équilibrée qui est fondée sur: 1) des plans de consolidation fiscale growth friendly et différenciés, 2) la stratégie Europe 2020 pour les réformes structurelles nécessaires en vue de soutenir, en particulier, la création d'emplois, 3) le programme de réforme du secteur et des marchés financiers, 4) le renforcement de la gouvernance économique de l'Union. Sur ce dernier point, au sommet de novembre, nous pourrions présenter les résultats de la task-force une fois adoptés par le Conseil européen.

J'ajoute que l'Union européenne est très intéressée par le processus de peer review dans le cadre du G20. En tant qu'Européens, nous en avons l'habitude et nous savons combien ce type d'exercice peut se révéler intéressant et utile. Clairement, chacun doit faire sa part et montrer une réelle bonne volonté de contribuer au framework for growth.

La bataille contre le protectionnisme ne se gagne pas une fois pour toutes mais en gardant un certain niveau d'alerte global, jour après jour. Pour le reste, alors que le travail des organes techniques, comme par exemple le Financial Stability Board, présidé par Mario Draghi, avance favorablement et que l'intégration globale, notamment sur certains sujets, va me semble-t-il dans le bon sens, il est aussi important d'aboutir à une réforme durable du Fonds monétaire international.

Les Européens sont prêts à maintenir les engagements déjà pris dans le passé, notamment à Pittsburg, l'année dernière, pour faire en sorte que le nouveau FMI soit plus représentatif de la nouvelle réalité économique internationale et, donc, qu'il n'y ait plus de rôle et de voie pour les économies émergentes. Mais je veux être clair là-dessus: on ne pas pas s'attendre à ce que l'Europe fasse seule toute les concessions en la matière.

Tous les pays avancés doivent contribuer. Nous avons déjà fait connaître notre disponibilité concrète, en termes de représentation, de gouvernance et de quote-part. Nous croyons qu'il s'agit d'une bonne base pour arriver à trouver un compromis. Donc, que personne ne dise que c'est la faute de l'Europe si rien ne bouge en la matière.

En tant qu'Union, nous avons négocié entre nous sur tout cela et sur un certain nombre de questions clés, de termes de références pour la rencontre des ministres des finances du G20 qui aura lieu cette semaine encore, et ce pour faire en sorte que les Européens non seulement parlent d'une seule voix mais aussi se focalisent sur la défense et la promotion de ce qui représente leurs intérêts les plus importants. La Présidence et la Commission feront tout ce qui est en leur pouvoir, en leur capacité, pour défendre et soutenir ces intérêts dégagés de notre position commune, laquelle est le résultat du travail de plusieurs mois et de tous les États membres.

Pour ce qui est du climat, l'intention a priori n'est pas d'avoir une discussion approfondie au Conseil européen, le Conseil environnement ayant déjà, le 14 octobre dernier, adopté un texte très complet de conclusions fixant la position européenne. Il devient toujours plus urgent de progresser dans la mise en place d'un régime ambitieux de lutte contre le changement climatique pour l'après–2012 et, à cette fin, l'Union européenne continue de défendre une approche par étape qui s'appuie sur le protocole de Kyoto et les résultats de la Conférence de Copenhague et ouvre la voie à un cadre mondial complet, juridiquement contraignant, en tenant compte des orientations politiques énoncées dans le document final de Copenhague.

La Conférence de Cancun doit arriver à un résultat équilibré qui réponde aux préoccupations des parties et permette de fixer les progrès réalisés à ce jour. L'Union a exprimé sa préférence pour un instrument juridiquement contraignant unique qui engloberait les principaux éléments du protocole de Kyoto. Elle pourrait toutefois envisager une deuxième période d'engagement au titre du protocole de Kyoto sous plusieurs conditions. Cela devrait prendre place dans le cadre d'un arrangement plus large auquel souscriraient toutes les grandes économies, qui traduirait l'ambition, l'efficacité de l'action internationale et répondrait à la nécessité de garantir d'urgence l'intégrité environnementale.

Je voudrais évoquer rapidement la préparation de la position de l'Union européenne en vue des sommets avec les États-Unis, la Russie et l'Ukraine. Ce sera la première fois que la préparation des sommets avec les partenaires clés de l'Union sera discutée au niveau des chefs d'État et de gouvernement, en ligne avec les conclusions du Conseil européen du 16 septembre dernier. L'idée est que les chefs d'État et de gouvernement puissent avoir un débat ouvert sur les enjeux principaux de nos relations avec nos partenaires. Sans vouloir préjuger de ce débat, laissez-moi vous entretenir quelques instants des sujets clés de ces prochains sommets.

Il sera sûrement important de focaliser le sommet avec les États-Unis sur quelques sujets clés. De manière générale, il devra marquer un renforcement de la coopération transatlantique, vecteur fondamental de l'élaboration de solutions efficaces aux défis communs auxquels nous sommes confrontés. Aussi, au lendemain du sommet du G20, le sommet Europe-États-Unis constituera une opportunité importante pour prendre acte de ces résultats et développer une approche commune sur plusieurs sujets économiques d'actualité. Nous devrions aussi chercher à développer une approche commune à l'égard des économies émergentes.

Le sommet devrait aussi, espérons-le en tout cas, permettre de relancer le Conseil économique transatlantique en en faisant un forum économique allant bien au-delà de questions purement réglementaires. Le Conseil pourrait étudier de manière utile comment répondre à la crise et promouvoir la croissance, l'emploi, sur base d'un mandat renforcé.

Nous entendons également utiliser le sommet pour préparer Cancun, nous attendons évidemment un signal positif important de la part de nos partenaires américains.

Enfin des questions de politique étrangère importantes seront également à l'ordre du jour, notamment en ce qui concerne le Soudan ou encore l'Iran.

En ce qui concerne le sommet avec l'Ukraine, un autre débat est prévu cet après-midi avec la haute représentante, et vous me permettrez de m'abstenir donc d'en dire beaucoup plus ce matin.

Au sommet avec la Russie, l'Union européenne entend exprimer son plein soutien au partenariat pour la modernisation qui permettra de renforcer notre coopération dans tous les domaines, notamment dans les domaines clés comme l'innovation et l'énergie.

Voilà, Monsieur le Président, Monsieur le Président de la Commission, chers collègues, les principaux éléments de discussion prévus pour le Conseil européen de la semaine prochaine, un ordre du jour chargé et important.

  José Manuel Barroso, President of the Commission. − Mr President, today we are debating first of all the issues that will be addressed next week by the European Council. I will concentrate on what I believe are the most important topics: economic governance in the European Union, of course, and externally – apart from the very important summit with the US and also the summit with Russia – what I believe are the critical summits: the summit in Seoul of the G20 and also the Cancún conference on climate change.

The reform of our economic governance is a cornerstone of our sustainable recovery and our credibility. This is why the Commission has taken a very ambitious approach since the beginning of these discussions. The proposals submitted by the Commission last month seek to translate the urgency deriving from the crisis into an ambitious legal reality. They tackle the key issues of giving the European Union real clout in economic policy through adequate coordinated fiscal surveillance and addressing macro-economic imbalances, so, as we have very often said, now creating a real economic Union in Europe.

I very much welcome the attention that this Parliament is paying to these proposals. An early first reading agreement would prove that the European Union is committed to putting its new vision into action. We should look to have these rules in place by the middle of next year. I therefore urge Member States to go all the way towards these important goals and to pursue this agenda as a matter of urgency.

We have by now moved towards a stronger consensus on key areas for action, reinforcing the Stability and Growth Pact and dealing with macro-economic imbalances, thanks also to the proceedings of the Task Force under the Presidency of Herman Van Rompuy.

Once all discussions are finished and all decisions are taken, the result of this combined process should be a vision for economic governance which will be much more comprehensive, much more attuned to the need to prevent problems in the first place, and much more solidly based through the use of sanctions.

But let me be clear. The overall result must represent a real change from the current situation. We must show to our citizens that the European Union has been drawing all the conclusions and the lessons from the crisis.

Some other matters still need to be settled. One issue of particular importance is how to replace the current crisis mechanism agreed in May with a mechanism of a more permanent nature once it comes to its end in 2013. We will do everything to avoid facing such crises ever again, but we will also do all we can to be better prepared for critical developments than we were last time. Preparedness and the presence of a robust and permanent crisis mechanism can prevent such developments from arising in the future.

The Commission takes good note of the views expressed by Member States that favour a Treaty change, for which, as everyone knows, the unanimity of Member States is required. At this stage, the Commission will concentrate on the substance. By this, we mean the design of a permanent mechanism that can provide defence in critical moments, whilst minimising moral hazard and making sure that such an instrument will only be used as a last resort in the common interest.

If and when realised in full, the result of all this work will be what we need: a system that provides incentives for Member States to conduct sound economic and fiscal policies, and a system that provides incentives for investors to observe responsible lending practices.

Overall, I believe we are on track. We have been learning lessons from the crisis. For the sake of its citizens, the European Union is putting in place a system of governance that is completely renewed when compared with the state of play before the crisis, and now we are putting all this system on a much sounder footing.

Our track record on economic governance, but also on Europe 2020 and financial regulation, will give us the right platform to go forward to the G20 in Seoul. This summit comes at a critical time. It will be a real test of whether the G20 can deliver the coordination the world economy needs through cooperative solutions at global level. I believe it can, and I believe that the European Union will play a key role in making Seoul a success.

What do we want to achieve in Seoul? First we need to remind ourselves that the G20 did play an important role in addressing the crisis. It did so through acting collectively, and as we move into a new phase we need to continue to act collectively, cooperatively. That means accepting that global imbalances are a concern for all and that all major economies play a part in finding the solution. And yes, we cannot ignore the reality that exchange rates are an important factor here.

Second, we need to see action on the international financial institutions as well. IMF reform in particular is overdue. We need others to match the flexibility the European Union has already shown.

Third, with the support of this Parliament, we are in the midst of a fundamental reform of our own financial system, and once again I want to thank you for the emphasis you have put on the need to achieve this as soon as possible.

We need to keep up the momentum on the G20 as well. Progress has been good, but now we have to be sure that it carries through into implementation.

I want the financial sector to play a part in this. That is why the European Union should remain committed to push for a financial transaction tax at global level. In the meantime, the Commission wants to explore other ways of ensuring that the financial sector makes an equitable contribution at European level, such as the financial activities tax.

The next G20 will also include development as an agenda item for the first time. A multi-year action plan will be adopted to guide our common effort in this area. The Commission has from the beginning been a strong supporter of this idea, together with the Korean chair. We need to show that the G20 growth agenda also encompasses and benefits developing countries. At the same time, we want to engage emerging economies in an international development framework which is in line with key principles of development policy and allows for greater coordination.

Yesterday when I spoke here in Strasbourg with UN Secretary-General Ban Ki-moon, he specifically mentioned this point to me and he was very grateful for the support of the European Union for this agenda.

Finally, the G20 needs to take a lead in pushing ahead the trade agenda. Far from being an alternative to the WTO, our agreement with Korea should inspire our partners to push ahead to a rapid conclusion of the Doha Round negotiations by seizing the moment.

On the run-up to Cancún, I want to say a word about this very important conference. We need to stay focused on our goals here, to be ambitious for Europe and also ambitious for the world. We need to move the international process forward. This is not easy. We know that in some of our key partners the pace of change has slowed rather than accelerated.

Let us not forget that in the meantime we are putting in place the most concrete and effective system for cutting emissions in the world. This is our strongest card and the closer we get to implementing the new Emissions Trading System, the stronger it gets. We have credibility second to none, grounded in a strong consensus between this Parliament, Member States and the Commission on what we have to do.

When we get to Cancún, let us not be distracted by arguments about form. We should go into the UN process with plenty of confidence and determination. Cancún will not be the end of the story, the final breakthrough, but it can be a very important step on the road. The EU needs to convey a clear and consistent message in order to move the negotiations forward. We should aim at a set of concrete action-oriented measures which can deliver confidence and trust in the process and bring us closer to our final goal.

That is why I wrote to the Members of the European Council last week. I set out what I believe to be a balanced, realistic position – one which continues to drive us forward without creating unrealistic expectations. This is a time for Europe to take the lead by setting out how Cancún can make a series of important steps forward, delivering on important commitments like the fast-start finance and, above all, by making clear that we are continuing to set an example.

The European Union economy will grow more this year than previously foreseen, but recovery is not yet firmly established; there is no room for complacency, as we have said several times, particularly when one sees the still very high figures for unemployment.

We all know that we have faced real challenges in the past months as expressed in a clear way in the report that you are going to discuss now from Mrs Berès. I welcome the ambition and large consensus in this House on these important issues, but we all know that this is a time when unemployment is hitting hard, when public spending is being squeezed. Our citizens show their concerns and we must take them into consideration.

We also, however, know that we have been able to find answers as the European Union. We have proposed some important pieces of legislation on economic governance. We have come forward with Europe 2020. That is, I want to remind you of that point, a strategy for growth because growth – smart, inclusive sustainable growth – is the answer. These concerns are also echoed in the excellent report by Mr Feio.

We have proposed a wide range of financial market regulation measures. Let me welcome the agreement of the legislator on our proposals on financial supervision. The reality is that if most observers were asked two years ago whether the European Union was ready to have a European supervisory system, most would say ‘no, it is not possible’. Now we have shown that this is possible.

We are pursuing a holistic approach to covering the different dimensions involved. Let me therefore also underline the agreement reached yesterday by the Council on the Commission’s proposal on hedge funds. I hope that this position can now lead to conclusive negotiations in the European Parliament so that the European Union can finally benefit from this long-awaited regulation and, once again, we will be in a position of leadership on that matter in Seoul.

We are also making progress in other areas because we have to look at the real economy. Let me also congratulate this House for the work in favour of a new directive on combating late payment in commercial transactions. The directive will give better protection to creditors, in most cases SMEs, while respecting the freedom of contract. Public authorities will have to pay within 30 days or else pay an interest rate of 8%. You know how much this regulation is awaited by SMEs that remain the most important sector of our economy.

Our work is not yet complete. All proposals need to be carried through to their end, but they are starting to show their results. The objective is to get us out of the crisis and through recovery, achieving again the growth rates that create employment and make sure that our social market economy will be fit for the 21st century.   Pervenche Berès, rapporteure. − Monsieur le Président, Monsieur le Président de la Commission, Monsieur le représentant du Conseil, la crise financière, économique et sociale que connaît le monde depuis maintenant plusieurs années va coûter 60 trillions de dollars à l'échelle mondiale, soit un point de croissance annuelle. Cela nous oblige. Elle va se traduire par un taux de chômage dans notre Union européenne de 11 % d'ici la fin de l'année. Elle se traduit au moment où la guerre des monnaies se réveille par un risque de récession et d'une situation en W, comme disent nos économistes.

Face à cette situation, j'ai perçu, dans ce Parlement, un sentiment de responsabilité pour envoyer un message fort aux autres institutions, à la Commission et au Conseil, pour dire que nous devons nous remobiliser autour de la valeur ajoutée du projet européen, et que cela tient en quelques mots: nous avons une responsabilité collective et nous avons, à l'échelle de l'Union européenne, à mettre en œuvre une stratégie qui nous permette, dans le domaine de l'énergie, d'être forts à l'intérieur pour être forts à l'extérieur. Nous devons compter sur nos propres forces et pour cela, nous avons besoin du niveau européen.

Mais, Monsieur le Président de la Commission, la gouvernance économique pour nous n'est pas une vision. Elle est un moyen au service de cette stratégie. Et autour de cette stratégie, nous définissons les moyens nécessaires. Ce sont d'abord des moyens financiers. C'est l'enjeu de la mise en phase de la révision des perspectives financières avec cette mobilisation autour d'une stratégie pour une Communauté européenne de l'énergie. C'est la nécessité de mobiliser une proposition que vous refusez: la taxation des transactions financières. C'est la nécessité de lancer un grand emprunt européen pour financer les investissements à long terme. C'est la nécessité de rééquilibrer la fiscalité en Europe pour qu'elle soit plus favorable au travail, à l'emploi, et moins au capital, qu'elle soit respectueuse de l'environnement. C'est la nécessité de coordonner les budgets des États membres avec le projet européen pour que les efforts soient convergents.

En termes de gouvernance, nous proposons la création d'un "Monsieur Euro", qui permette effectivement d'avoir une gouvernance économique harmonieuse, équilibrée. Nous proposons aussi de ne pas nous concentrer sur la seule situation des pays en déficit mais de l'équilibrer avec la prise en compte des pays en surplus. Nous proposons également que dans une zone monétaire unique, on gère aussi comme un bien commun la dette et que nous puissions envisager des émissions mutuelles de dettes. Nous souhaitons que la réforme financière à laquelle vous travaillez tant, Monsieur le Président de la Commission, s'organise autour des besoins des Européens et non pas des seuls objectifs de la stabilité financière. Nous voulons une réforme des marchés financiers qui remette à l'œuvre les notions d'éthique et de valeur morale, qui soit utile à la création d'emplois et aux investissements à long terme.

Aucun projet européen ne peut se faire contre les États membres. Le seul moyen pour l'Union européenne de faire valoir ce qu'elle a de mieux, c'est de donner envie aux États membres, et ce n'est pas avec un débat uniquement organisé autour de l'ornière des sanctions que vous redonnerez envie aux Européens d'être mobilisés avec leurs États membres autour du projet. Ce que nous demandons, c'est une mobilisation forte autour de la valeur ajoutée du projet européen pour sortir les Européens de cette crise et assurer que, demain, tout le monde en Europe aura un emploi, sortira de la pauvreté et pourra à nouveau faire confiance au projet européen.

Voilà notre ambition. J'espère, Monsieur le Président de la Commission, que vous pourrez la partager et reprendre nombre des propositions que nous faisons ici, au nom de l'ensemble de cette Assemblée.

  Diogo Feio, relator. − Senhor Presidente, Senhor Presidente da Comissão, Senhor Comissário Olli Rehn, queria cumprimentá-los especialmente pelo diálogo positivo que o Parlamento manteve com a Comissão. Senhores representantes do Conselho... Queria começar por agradecer a todos aqueles que trabalharam neste relatório e o tornaram possível, muito especialmente a todos os relatores-sombra com quem tive a oportunidade de trocar opiniões e fazer consensos, tarefa muitas vezes difícil, com várias tendências dentro deste Parlamento, da esquerda à direita, daqueles que defendiam mais soberania ou uma soberania mais moderna, daqueles que defendiam determinadas instituições. Tantas e tantas opiniões foram dadas. Mas foram dadas com vista a um objectivo: o objectivo de retirar soluções em relação à actual crise.

A crise demonstrou que a Europa não respondeu a tempo. Muitas vezes não respondeu bem. A crise demonstrou que muitos governos dentro da União Europeia ainda mantinham uma política que não se baseava na verdade dos factos. E para isso mesmo são necessárias soluções, soluções que o Parlamento Europeu dá com uma voz própria, com uma voz firme. Soluções que são, algumas de curto, outras de longo prazo.

Apresentamos basicamente 8 recomendações. A ideia de uma supervisão multilateral da evolução macroeconómica da situação dos Estados-Membros e da União Europeia com vista a melhor alcançar os objectivos da Estratégia UE 2020, com vista a uma Europa de crescimento, com vista a reforçar um pacto que é de estabilidade, mas também é de crescimento.

Também estão propostas feitas para reforçar o Pacto de Estabilidade e Crescimento e olhar com especial atenção para aquilo que sucede relativamente à dívida. O reforço da governação económica na área do euro pelo Eurogrupo, a instituição de um programa sólido e credível de prevenção da dívida excessiva e um mecanismo de resolução para a área do euro que pode passar pela instituição de um Fundo Monetário Europeu. A ideia de revisão dos instrumentos orçamentais, financeiros e fiscais da União Europeia, a regulação e supervisão do mercado financeiro com uma dimensão macroeconómica clara e a melhoria das estatísticas dentro da União Europeia.

Por fim, a ideia de uma melhor representação da União nos domínios dos assuntos económicos e monetários. Em relação a todas estas matérias, o Parlamento demonstra, ou pode demonstrar, uma voz firme. Pretendemos que o Parlamento Europeu e os parlamentos nacionais tenham uma melhor coordenação neste plano institucional. Podemos contribuir para que esta solução possa dar melhores soluções relativamente a situações de futuras crises ou de futuras dificuldades. A partir deste momento, a Europa fica com os instrumentos para melhor responder no plano económico. E o Parlamento muito contribuiu para isso, e assim continuará a acontecer.

Estamos, neste momento, no início de um debate legislativo sobre seis propostas que foram apresentadas pela Comissão e em relação às quais acredito que o Parlamento vai manter aquela que é a sua própria posição. Por isso mesmo, também quero dizer que estranho que, num documento recente do Conselho ainda ontem apresentado, não tenha sido referida a posição do Parlamento e o diálogo que o Parlamento manteve com o Conselho.

Mas quero deixar aqui uma palavra: o Parlamento Europeu mantém as suas posições, independentemente das nossas diferenças. O Parlamento Europeu está empenhado para uma Europa forte, para um melhor governo económico, com mais crescimento e com melhor prosperidade.

  Marta Andreasen, rapporteur for the opinion of the Committee on Budgets. − Mr President, in my opinion on Mr Feio’s report on governance and the stability framework, I emphasised three points.

The first was the need to be serious about sanctioning Member States that breach the Stability Pact. Just a couple of days ago, the French Prime Minister and the German Chancellor even agreed to change the Treaty to bring in tougher sanctions against countries that threaten the euro’s stability. I also emphasised the need to prioritise spending in the budget in case a Member State has to be rescued. Finally, I raised awareness about the need to evaluate the impact on the credit rating of the European Union since it acted as guarantor of the European financial stabilisation mechanism.

The relevant paragraphs have been amended and no longer form part of my opinion. I feel obliged in these circumstances to disown my opinion.

  António Fernando Correia De Campos, relator de parecer da Comissão do Mercado Interno e da Protecção dos Consumidores. − Senhor Presidente, caros Colegas, todos reconhecemos que falhou o controlo das variáveis macroeconómicas a curto e a longo prazo na União Europeia, nomeadamente nos quadros orçamentais e na dívida nacional acumulada. A crise veio acentuar a necessidade de fortalecer o mercado único, tendo em linha de conta as propostas Monti e Grech. É essencial desenvolver o comércio electrónico e transfronteiriço, simplificar processos de pagamento em linha, normalizar produtos e serviços, harmonizar instrumentos fiscais, a fim de criar confiança nos consumidores e dinamizar a economia.

A União tem que sair da crise de forma sustentável, assegurando um crescimento sólido e orçamentos responsáveis, mas também objectivos de emprego. Indicadores como a taxa de desemprego e a taxa de ocupação da população activa devem constar obrigatoriamente do sistema de supervisão.

Os indicadores que medirão o progresso da Estratégia 2020 não podem também ser esquecidos. O estudo de viabilidade sobre a emissão de obrigações europeias comuns poderá constituir uma oportunidade para aprofundar e pôr em prática instrumentos financeiros para defesa contra a especulação.

Gostaríamos que pudéssemos ter ido mais além que um simples estudo. A criação do Fundo Monetário Europeu merece o nosso apoio e vemo-lo não apenas como instrumento de disciplina, mas sobretudo como meio de reduzir a manipulação especulativa dos mercados da dívida soberana. A cooperação com o relator Feio foi profícua e conseguiu alcançar-se um texto abrangente, equilibrado e rico.

  Ramón Jáuregui Atondo, Ponente de opinión de la Comisión de Asuntos Constitucionales. − Señor Presidente, muchas gracias amigo Martin, solo tengo un minuto para decirles que creo que Europa ha realizado en estos meses avances extraordinarios en la gobernanza económica.

Curiosamente la cumbre de Francia y de Alemania de antes de ayer ha abierto una puerta también a una nueva esperanza: la posibilidad de revisar nuestros marcos, nuestros Tratados sobre la gobernanza económica.

Yo sé que esta es una cuestión que a los Estados miembros les daba un poco de miedo. Pero yo creo que los europeístas sabemos que, para lograr esa gobernanza económica que tenemos que construir, probablemente sean necesarias reformas, reformas consensuadas.

Pero creo, sinceramente, que este acuerdo de Francia y de Alemania abre la oportunidad para que el informe Feio, que luego aprobaremos –según lo propuesto por la Comisión de Asuntos Constitucionales de este Parlamento–, reflexione sobre la necesidad de adaptar nuestro marco constitucional a una gobernanza que no es solamente pacto de estabilidad. Es una gobernanza en profundidad, para hacer converger las economías de una forma que quiere ser competitiva, crear empleo y producir una redistribución como a la que siempre hemos aspirado los socialdemócratas.

  Joseph Daul, au nom du groupe PPE. – Monsieur le Président, chers collègues, le point commun entre les réunions du Conseil européen et du G20, c'est la nécessité de procéder aux adaptations nécessaires après la crise financière.

Pour l'Union européenne, ces adaptations consistent dans la remise en ordre de nos finances publiques, tant nationales que communautaires, et dans la défense de notre monnaie, l'euro. En la consolidant au plan interne et en défendant sa valeur par rapport aux autres grandes devises, le Conseil européen sera dominé par le débat sur la gouvernance économique et financière de l'Europe. Le groupe PPE accueille favorablement les premières pistes de la task-force Van Rompuy, qui prévoit en particulier un système de sanction pour les États qui ne respectent pas les critères du pacte de stabilité.

Mais le travail doit encore être approfondi et cela dans le sens de plus de méthode communautaire et moins de méthode intergouvernementale. Je salue le travail réalisé par la Commission dans ce sens. Je veux dire au Conseil qu'il ne doit pas oublier que ce Parlement est désormais colégislateur, qu'il prendra toute sa part dans la définition des réformes à venir. Plus ce Parlement sera associé en amont, plus nous aurons de chances d'aboutir de façon satisfaisante et rapide. Je demande au président Van Rompuy d'entendre ce message.

Mesdames et Messieurs, l'Europe doit faire entendre sa voix dans le débat sur la valeur relative des devises et le Conseil européen doit, la semaine prochaine, définir notre position en la matière avant le G20 de Séoul. L'Europe, avec ses partenaires notamment américains, doit placer les pays émergents devant leurs responsabilités. Le dumping monétaire et ses conséquences en termes sociaux ne peuvent plus être admis.

Lors du sommet de Séoul, trois dossiers majeurs seront sur la table: la réforme du système monétaire international, mais aussi la stabilité des matières premières, notamment alimentaires et énergétiques, et la gouvernance mondiale. Sur chacun de ces sujets, l'Europe a un message à délivrer, mais ce message ne sera crédible que si nous mettons en place des instruments internes de gouvernance et de gestion efficaces, communautaires de nos finances publiques.

Chers collègues, nous ne pourrons influer sur la gouvernance mondiale, nous ne pourrons véritablement exister sur la scène internationale que si nous faisons cet effort, souvent impopulaire, d'assainissement de nos finances et si nous tenons bon sur nos priorités: la lutte contre le réchauffement climatique ou la politique de développement.

Ich will einen Satz aus der Erklärung der Staats- und Regierungschefs vom G20-Gipfel in Pittsburgh vom 24./25. September 2009 zitieren, das ist also ein Jahr her. Dort haben sich die Regierungschefs zu folgendem Satz verpflichtet: „Wir wollen einen Rahmen schaffen, der die Politik und den gemeinsamen Weg beschreibt, wie wir zusammenarbeiten, um starkes, nachhaltiges und ausgewogenes Wachstum zu schaffen, das wir brauchen, um eine dauerhafte Erholung zu schaffen, die die guten Jobs hervorbringt, die unsere Völker brauchen.“ Toll! Ich nehme an, in diesem Jahr wird wieder so ein Satz geschrieben werden beim nächsten Gipfel, und bei allen anderen Gipfeln auch. Deshalb frage ich einmal, was denn in der Zwischenzeit geschehen ist, um das nachhaltige, dauerhafte, starke Wachstum zu schaffen, das die Jobs bringt, die unsere Völker brauchen. Das ist ja richtig beschrieben. Was geschaffen wird, ist eine Philosophie auf europäischer Ebene, beim Europäischen Rat, die besagt, dass einseitige Kürzungen staatlicher Leistungen durch Haushaltsreduzierung das Allheilmittel für die Stabilisierung dieses Kontinents sind, statt darüber nachzudenken, dass wachstumsstimulierende Investitionen die Grundvoraussetzung sind, um mehr Jobs zu schaffen und durch mehr wirtschaftliches Wachstum die Einnahmenseite der Staaten zu stärken, die sie dringend brauchen, um ihre Haushalte dauerhaft zu konsolidieren und ihre Aufgaben erfüllen zu können. Was wir in Europa erleben, ist Folgendes: Durch eine geradezu schwarz-weiß ausgerichtete, manichäische Vorgehensweise, wonach alles, was Ausgabe ist, schlecht ist und alles, was Kürzung ist, gut ist, haben wir die Situation, dass in den von der Krise am stärksten betroffenen Ländern, in Irland und in Griechenland, Rezession bzw. Nullwachstum herrscht. Das Gegenteil von dem, was man hier als Zielvorgabe beschreibt, wird mit dem, was tatsächlich in die Praxis umgesetzt wird, ereicht. Das ist eine dramatische Entwicklung! Sie ist umso dramatischer, als diejenigen, die an der Quelle der Krise waren, die Verursacher der Krise – die Finanzwirtschaft, der hemmungslose Spekulationssektor –, eben nicht zur Verantwortung gezogen werden, indem sie an der Einnahmenseite der Staaten beteiligt werden, z. B. durch eine Finanztransaktionssteuer. Die wird zwar auf europäischer Ebene propagiert, aber im Moment des Propagierens schon zu den Akten gelegt nach dem Motto „Kriegen wir bei der G20 nicht durchgesetzt“. Das kriegt man bei der G20 natürlich nicht durchgesetzt, wenn man es auf europäischer Ebene erst gar nicht versucht!

Wir sind in einer Gerechtigkeitsfalle, die dramatisch ist, weil durch dieses Nichthandeln der Staats- und Regierungschefs, durch dieses Führen in die falsche Richtung das soziale Ungleichgewicht, das wir haben, immer weiter verstärkt wird. Die revoltierenden Menschen auf den Straßen haben ja Recht, weil nämlich dieses soziale Ungleichgewicht in Europa nicht bekämpft, sondern durch eine falsche Politik weiter vertieft wird. Es ist Aufgabe dieses Parlaments, das offenzulegen und Gegenstrategien zu entwickeln. Deshalb beharren wir auf der Finanztransaktionssteuer. Wir werden beim Bericht von Frau Berès und beim Bericht meiner Kollegin Podimata sehen, ob dieses Haus bereit ist zu sagen: Wir wissen, dass das schwer ist, aber wir beharren darauf, dass die Europäische Union den Anfang macht, um den Finanzsektor, wenn er schon nicht national zu besteuern ist, dann transnational mit Steuern zu belegen.

Es gibt eine andere besorgniserregende Entwicklung. Was in Deauville zwischen Herrn Sarkozy und Frau Merkel abgelaufen ist, das ist das Auf-den-Kopf-Stellen der Institutionenstruktur der Europäischen Union. Ich frage mich, wann Herr Van Rompuy die Konsequenz zieht. Da kriegt er einen Auftrag, mit seiner Task Force die notwendigen Reformen zu beschreiben – eigentlich wäre das ihre Aufgabe gewesen, es war ja schon eine Frechheit, Herrn Van Rompuy damit zu beauftragen – , aber die Krönung ist, da arbeitet dieser arme Mann im Geheimen, und bevor er überhaupt etwas vorlegen kann, sagt das Tanzpärchen in Deauville: „Nein, das haben wir schon alles entschieden.“. Nicola und Angela, dieses selbsternannte deutsch-französische Direktorium, ist ein Anschlag auf die Institutionen der Europäischen Union!

Wenn ich Herman Van Rompuy wäre, ich würde denen den Bettel hinschmeißen. Man kann nicht immer nur als Feigenblatt benutzt und missbraucht werden! Aber eines nochmals: Hätten die Dame und der Herr in Deauville einmal über die Kanalküste hinübergeschaut, dann hätten sie die Steilküste der Insel gesehen, auf der für ihre Vertragsänderungen ein Referendum notwendig ist – jedenfalls, wenn man Herrn Cameron glaubt. Glaubt denn irgendjemand, Herr Cameron würde die Vertragsänderung hinnehmen, ohne weitere europarechtliche Bremsen in diesen Vertrag hineinzubringen? Da ist die Büchse der Pandora geöffnet worden. Ich hoffe, dass den Damen und Herren das nicht noch auf die Füße fällt.

Deshalb nochmals: Europa wird in eine falsche Richtung geführt, inhaltlich und institutionell!

  Guy Verhofstadt, on behalf of the ALDE Group. – Mr President, perhaps I may begin where Mr Schulz left off. Maybe we could ask for a convention now if they want to change the Treaty. Normally, what we have to do is to ask for a convention. That is the first thing to do, but things are not that far advanced, I think. What we need now is to make an urgent deal in the European Council on economic governance and strengthening the Stability Pact.

It is now nearly a year since the start of the Greek debt crisis. It started in December 2009, and it is now time to arrive at a conclusion, an agreement, on this. There are, in fact, three proposals on the table at the moment. Let us be clear about that. We have received the proposal from the Commission, the proposal from the task force and, yesterday, the proposal under what we call ‘the deal of Deauville’. That is the third one on the table. And it is good, I think, that this Parliament is analysing the differences between the three proposals to decide if they are appropriate.

The Commission made what were, I think, good, bold and coherent proposals a few weeks ago. The task force proposal differs from them in that it proposes that the Council should act on the basis of recommendations and not proposals from the Commission. That is a big difference, because recommendations can be changed and proposals from the Commission cannot. In addition, there is a more lengthy procedure for analysis in the task force proposal, which also sets it apart from the Commission proposal.

However, we have to say that the task force proposal keeps the semi-automatic character of the sanctions and maintains the reverse majority rule that was proposed by the Commission.

As of yesterday, we have a third proposal, ‘the deal of Deauville’. I have to say that an agreement between France and Germany can often be helpful for Council business, but that this time, on the contrary, it is not. This is because the Franco-German Deauville proposal simply relies on keeping the old-school QMV within the Council, so rather than needing to find a majority to block the automatic Commission sanctions, their proposals require such a majority for the sanctions proposed by the Commission to be initiated. I think that is an enormous difference, because the semi-automatic character of sanctions in the Commission proposal is not present in the Deauville proposal.

I do not know if you know Deauville, but, aside from the beach and some beautiful hotels, there is a casino. We should, therefore, perhaps be speaking not of the Deauville deal but rather of the Franco-German casino compromise, because a casino compromise is what it is. Under this proposal, Member States are allowed to go on playing with the euro and the euro zone.

If you have enough support in the Council, you can go for it, you can do exactly what Greece did. If you have enough support in the Council, go for it. Faites vos jeux! You can go for it.

The first part of the Deauville Deal simply weakens not just the task force proposal but, above all, the Commission package. I find this completely incomprehensible, certainly from Germany. For ten months they have been asking for bolder sanctions, and yesterday they did just the opposite. It amounts to a weakening of the bold proposals of the Commission. And this comes at precisely the time when Mr Trichet, the President of the European Central Bank, is asking for bolder solutions, for bolder proposals, even bolder than the initial proposals by the Commission.

My conclusion is that this Parliament has one mission: to reverse the Deauville deal, or the casino compromise. Let us stick to the good proposals from the Commission and carry out our necessary legislative task.

  Daniel Cohn-Bendit, au nom du groupe Verts/ALE. – Monsieur le Président, Messieurs les Présidents, chers collègues, Guy n'en peut plus, il a trouvé un truc, il n'en peut plus aujourd'hui, mais son intervention était bonne tout comme celle de Schulz. J'ai une idée moi aussi.

Vous connaissez tous le film "Jules et Jim". Donc, il y a une femme, Mme Merkel. Jules, on sait qui c'est, c'est Sarko. Le problème est de savoir qui est Jim? Est-ce Cameron ou Barroso? Le problème est là, pour la Commission.

Aujourd'hui, je crois que le Parlement et la Commission doivent se parler sincèrement car, aujourd'hui, le Conseil et – il a raison sur ce point – le directoire franco-allemand ont une politique acommunautaire. C'est une politique qui ne reprend pas l'essence de l'Union européenne et notre rôle, aujourd'hui, au-delà des divergences qui nous opposent – et Joseph Daul a raison à ce sujet – est de sauver l'Union européenne et la méthode communautaire. Et pour cela, il faut que la Commission, le Parlement et nous-mêmes, que ce soient les uns ou les autres, nous comprenions que dans ce jeu, personne ne gagnera si nous ne trouvons pas une ligne de conduite commune entre la Commission et le Parlement, le Parlement ou la Commission.

Monsieur Barroso, je vous crois lorsque vous déclarez vouloir une taxe sur les transactions financières ou sur les activités financières. Le problème n'est pas là. La question est de savoir comment y arriver. Il ne suffit pas de dire, je veux – ça c'est mon fils qui, à quatre ans, dit "je veux". Le problème est de savoir comment atteindre notre but, et je crois que la Commission doit non pas demander, comme le Conseil Environnement, une énième étude pour savoir si vraiment la dégradation climatique est telle qu'il convient d'augmenter la réduction de CO2 de l'Union européenne – ce qu'il a fait hier, alors qu'il est complètement aberrant de demander une nouvelle étude. Non, une étude conséquente sur les transactions financières et une taxation de ces dernières, est-ce que ça rapporterait à l'Europe? Une taxe de 0,01 % sur les transactions financières représente 80 milliards d'euros. Si vous accordez 30 milliards de réduction à la contribution nationale, donc une réduction aux budgets nationaux, vous obtenez 50 milliards de plus pour le budget européen. À 120 milliards moins 30, ça fait 90 plus 50, ça fait 140. Donc, les politiques européennes nécessaires après le traité de Lisbonne, eh bien nous pouvons les mettre en place; y gagnent les États et l'Europe. Mais cela suppose que nous ayons une vue européenne.

Et deuxièmement, Monsieur Barroso, sur les déficits, je vous signale, ainsi qu'au Parlement, qu'il y a déficit et déficit. C'est comme le cholestéryl, il y a un marqueur positif et un marqueur négatif. Un déficit qui investit, donc qui donne des perspectives à un pays, à l'Europe, ce n'est pas négatif. Si on investit, comme on l'a fait, dans des industries d'hier qui sont improductives – je parle du charbon, où investir quelque chose revient à détruire de l'argent, parce que ça ne sert à rien –, on y perd. Si on investit dans des énergies de demain, dans une production de demain, on y gagne.

Ainsi, ce que nous devons faire, et je le demande aussi aux libéraux, ce n'est pas simplement de dire "stabilité, stabilité", mais de différencier aussi ce que nous devons faire et ce que nous ne devons plus faire; ne pas simplement dire "déficit", mais dire "ça, c'est improductif et ça, c'est productif". Si nous sommes d'accord, si nous parvenons, mais ce sera difficile, à nous mettre d'accord, nous aurons la possibilité de nous opposer aux manipulations permanentes du Conseil.

Aujourd'hui, le problème est que beaucoup de gouvernements veulent réduire la dimension politique européenne, et notre rôle est de défendre et d'augmenter la dimension politique de l'Europe parce que, sans ça, on ne s'en sortira pas.

Voyez, Monsieur Barroso, nous avons un intérêt commun, mais il faut aller jusqu'au bout. Il faut non pas bousculer le Parlement mais bousculer le Conseil européen.

  Michał Tomasz Kamiński, w imieniu grupy ECR. – Wszyscy używają tu dzisiaj różnych anegdot. Mi się też jedno skojarzenie historyczne, kiedy słucham tej debaty, nasuwa. Ja osiemnaście lat mojego życia przeżyłem w kraju realnego socjalizmu. Tam kolejne zjazdy partii uchwalały kolejne ekonomiczne cele i ciągle obywatele mojego kraju – w innych krajach realnego socjalizmu było podobnie – słyszeli od kongresów partii, że będzie lepiej i jak ma być lepiej. Co więcej, w moim kraju w tym czasie istniało ministerstwo handlu wewnętrznego i nie było handlu wewnętrznego.

Dzisiaj jak słucham niektórych wypowiedzi to mam wrażenie, że ta propozycja, którą usłyszeliśmy od Komisji Europejskiej, jest propozycją, która ma przywracać prymat myślenia ekonomicznego nad polityką. Nad polityką, która będzie zabijała jakiekolwiek rozsądne działania ekonomiczne, bo politycy dzisiaj na poziomie rządów krajowych i – słyszymy to – dla celów populistycznych bardzo lubią pokazywać palcem na Europę i mówić, że to na Europie trzeba oszczędzać, i mówić, że to Europa jako rozwiązanie jest złem, bo to ich w jakimś stopniu uwalnia od odpowiedzialności wobec własnych wyborców. Bez wprowadzenia elementu, dzięki któremu państwa będą wiedziały, że spotkają je surowe konsekwencje, jeżeli będą prowadzić nieracjonalną politykę gospodarczą, nic nam się nie uda. Ale tu także potrzebujemy solidarności, bo ja w propozycji francusko-niemieckiej widzę też to niebezpieczeństwo, że naprawdę skończymy tak, że to silniejszy będzie mógł więcej, że Grecja nie będzie mogła przekraczać pewnych norm. Grecja będzie musiała ciąć wydatki, a jak dojdzie do krajów silniejszych, to im się uda i nagle dowiemy się, że z powodów politycznych im będzie wolno łamać te zasady. Chcę powiedzieć tak: potrzebujemy europejskiej solidarności, dlatego potrzebujemy europejskiej solidarności.

Na koniec Panie Przewodniczący powiem tak, że ja wiem, że Pan stoi na straży tej europejskiej solidarności. Ostatnia decyzja Komisji Europejskiej w sprawie umowy gazowej między Polską a Rosją – i dziękuję Panu za tę decyzję – jest dokładnie wspaniałym przykładem tego, że element wspólnotowy jest elementem, który działa, i działa w interesie także takich krajów jak Polska. Chcę powiedzieć jeszcze raz Panie Przewodniczący, że nie możemy zaklinać rzeczywistości. Jeżeli doprowadzimy do tego, że rozwiązania polityczne i pewien populizm, który dzisiaj w Europie w różnych miejscach jest, będzie dominował nad myśleniem ekonomicznym, to z Pana ambitnych planów pogłębienia rynku – co uważam za bardzo dobry pomysł (zdanie niedokończone). Myślę, że my jako eurodeputowani bardzo dobrze się przekonujemy, jak daleko jest jeszcze do wspólnego rynku, jak co miesiąc dostajemy rachunki telefoniczne z roamingiem. Jeżeli mamy wspólny rynek europejski, a dalej płacimy opłaty roamingowe, to to nam bardzo wyraźnie pokazuje, że jeszcze jest daleko do tego celu ekonomicznej integracji.

  Patrick Le Hyaric, au nom du groupe GUE/NGL. – Monsieur le Président, Messieurs les Présidents, si j'ai bien compris, Monsieur le Président Barroso, nous partons d'une analyse totalement opposée puisque vous avez dit que la crise était derrière nous, alors que notre groupe de la gauche unitaire considère plutôt qu'elle s'aggrave. Pour la résoudre, vous préconisez l'austérité avec le pacte de stabilité, et maintenant le renforcement des sanctions. Je crois que c'est le contraire qu'il faudrait faire avec l'amélioration de la rémunération du travail, une nouvelle fiscalité favorable à celui-ci et la taxation des transactions financières, l'amélioration des protections sociales, la défense des services publics et une grande politique de l'emploi.

Je crains malheureusement que votre stratégie ne mène l'Union européenne dans le mur. N'entendez-vous pas la force des protestations populaires dans toute l'Union européenne? Pour la sixième journée, hier, des millions de personnes ont défilé en France, soutenues par 70 % de la population. Ne voyez-vous pas le danger qui nous menace aujourd'hui? L'idée européenne, parce qu'elle est basée sur la concurrence, le libre-échangisme intégral, se fracasse sur le mur de l'argent dans les guerres économiques et, maintenant, la guerre monétaire. Pourquoi ne pas étudier un nouveau système, un fonds de développement humain et social à la place du pacte de stabilité, en lien avec la Banque centrale européenne qui, par la création monétaire, devrait pouvoir refinancer la dette des États, refinancer les banques nationales, sur la base de taux d'intérêt qui seraient favorables à des critères sociaux?

L'Union européenne doit également prendre l'initiative, à mon sens, d'un nouvel ordre monétaire mondial en commençant par s'appuyer sur la proposition chinoise d'une monnaie commune internationale pour les échanges, comme l'ont fait la Thaïlande et le Brésil. Pourquoi l'Europe n'installerait-elle pas une taxation des devises, à commencer pour limiter les tensions monétaires?

Monsieur le Président de la Commission et Messieurs les représentants du Conseil, je crois qu'il est temps d'imaginer de nouvelles initiatives et d'écouter les peuples.

  Nigel Farage, on behalf of the EFD Group. – Mr President, well President Barroso, you are certainly flexing your muscles, using the powers given to you by the Lisbon Treaty which you pushed through using illegitimate means. You now do everything you can on the world stage and within the EU to acquire all the attributes of statehood.

Nowhere could that be more apparent than in your recent proposal for a direct tax to be levied by the European institutions on the peoples of this continent.

Of course, in previous times there was a very successful independence movement that campaigned on the slogan of ‘no taxation without representation’ and you certainly are not a representative. We have not voted for you and we cannot remove you, so I think with this direct tax you have actually made a mistake.

And what an expensive club it is becoming. Just two years ago, Britain’s net contribution was GBP 3 billion a year. This year it is GBP 6 billion. Next year it will be GBP 8 billion. The year after that it is due to be GBP 10 billion and now we hear that you want to take away the British rebate. You want to get rid of the British rebate, which will mean by 2013 our contribution will be GBP 13 billion. It will have quadrupled in the space of six years.

The taxpayers of Britain, realising all of this, seeing your direct tax, will simply conclude that we cannot afford the European Union.

But I do see a ray of hope: the Deauville deal between Merkel and Sarkozy, the thing that you are all so terrified of today. I hope it happens. Let us have a new treaty. You yourself seem to be almost supporting it. Let us have a new European treaty and let us put it to a referendum in lots of countries, particularly in Britain, and the British people will conclude that this is a very bad deal for Britain. They will vote for us to leave the European Union and begin the unravelling.

  Francisco Sosa Wagner (NI). - Señor Presidente, vamos a ver si consigo poner un poco de calma en este animado debate.

Hay que lamentar que sigan presentes en este foro del G-20, junto a la Unión Europea, algunos Estados que la conforman. Pese a esta anomalía, que ciertamente debilita la imagen de Europa en el mundo, sería bueno que, al menos, existiera una posición común global en ese foro mundial.

Y ¿cuál sería, a mi juicio, esa posición común? En mi modesta opinión, creo lo siguiente: primero, no se puede retrasar la adopción de un acuerdo global para atender las consecuencias de la crisis, y adoptar solamente un acuerdo financiero; en segundo lugar, Europa debe mantener el euro como moneda de referencia o, si se prefiere, como ancla, para evitar que las turbulencias en los mercados nos arrastren y nos hagan repetir los errores que se cometieron a lo largo del siglo XX; en tercer lugar, el euro ha de servir de heraldo de lo que Europa debe representar en el mundo de los valores democráticos y de las libertades públicas.

En resumen, hay que saber que en el mundo global, en este juego global, pierde quien solo juega las cartas nacionales.

  Othmar Karas (PPE). - Herr Präsident, Herr Kommissionspräsident, meine Damen und Herren! Die Debatte zeigt eines: Der Deal von Deauville stört uns bei der Bewältigung der Krise, der Deal von Deauville ist ein Rückschritt für die Europäische Union und der Deal von Deauville zeigt uns, dass beide, der Herr und die Dame, nichts aus dem Fehlverhalten Deutschlands und Frankreichs aus den Jahren 2002 und 2005, als sie begonnen haben, den Stabilitätspakt auszuhöhlen, gelernt haben, sondern dass wir jetzt eine Fortsetzung des dieses Fehlverhaltens erleben.

Wir wollen die Fehler der Vergangenheit überwinden, wir wollen eine europäische Antwort auf die Nationalismen und auf die Blockaden geben, die bei den meisten europäischen Regelungen eingebaut wurden. Das haben wir bei der Finanzmarktaufsicht getan. Das machen wir mit dem Bericht als Antwort auf die Krise. Das tun wir mit dem Bericht Feio und das tun wir mit unserer täglichen legislativen Arbeit. Konzentrieren wir uns darauf und lassen wir uns nicht weiter stören, auch nicht in dieser Debatte. Wir müssen nach vorne gehen. Wir müssen die Antworten suchen. Der Bericht der fünf Fraktionen spricht eine deutliche Sprache. Die Krisenbewältigung ist nicht vorbei. Fiskal- und Geldpolitik sind kein Ersatz für strukturelle Reformen. Wir sagen ein klares Ja zum Defizitabbau als Voraussetzung für die Zukunftssicherung. Defizitabbau kann nicht mit dem Rasenmäher geschehen. Er muss durch Reformen, durch Investitionen, durch Sparen und durch Veränderungen zustande kommen. Dieser Bericht gibt eine klare Antwort, dass wir mehr Europa als Teil der Lösung wollen. Brechen wir auf zum nächsten Integrationsschritt, der Schaffung einer Wirtschaftsunion, der Schaffung einer Sozialunion, der Schaffung einer Verteidigungs- und Sicherheitsunion, und machen wir den Binnenmarkt zum Heimatmarkt aller Bürgerinnen und Bürger. Das gemeinschaftliche Europa, die Initiative der Europäischen Union ist die Antwort. Die Task Force und die Methode Deauville sind gescheitert.

  Stephen Hughes (S&D). - Mr President, as we have heard, the task force chaired by Herman van Rompuy has now produced its report. It contains proposals for crisis resolution and budgetary discipline: in other words, only part of the picture.

I would emphasise that these are only proposals. I am sure the ECOFIN Ministers who dominated the proceedings of that task force would like it to be the end point, but it is not. It is the beginning. We are right at the very beginning of the legislative process. I hope all of the institutions will realise that the work of the European Parliament on the Commission’s legislative proposals will now need to be conducted in a fully democratic process with the Council.

The task force said that its aim was to achieve a quantum leap in terms of more effective economic governance. I think what it is proposing is actually more like a potential step back in terms of prosperity and well-being for Europe. It is proposing a strengthening of instruments, but only instruments that focus upon fiscal discipline. That is a problem. Economic coordination is more than fiscal discipline and economic union will not be achieved as long as that balance is not properly recognised. It will inevitably lead to distorted economic policies which take insufficient account of other worthwhile policy objectives for the conduct of macro-economic policy, and by that I mean growth, investment and employment.

President Barroso, we do not need another taskforce to come up with a balanced set of policy measures. We need the Commission to use its right of initiative to bring forward the proposals that will address growth, investment and employment.

Regarding the proposals now on the table, I believe that Parliament has an enormous responsibility in the coming months. We need to make some changes along the lines of the Feio report to be voted on today. I think we need three main changes there: the excessive balances procedure has to be broad enough to cover labour markets, including unemployment levels, and therefore the Employment Council needs to be included wherever relevant; the qualitative assessment of public debt levels and developments in the corrective arm of the Stability and Growth Pact should pay full attention to levels and developments in public investment as well; and the linkage with 2020 throughout the new system needs to be explicit and operationalised as fully as possible.

On governance, I would mention only two points at this early stage. The Council needs to guide the system and assume ultimate political responsibility throughout, as well as ensuring the due involvement of all relevant Council formations – not just ECOFIN – wherever that is necessary.

Finally, the European Parliament needs to be fully involved throughout the process in order to ensure the highest level of democratic legitimacy. Just look at the proposal for the European semester to see to what extent the role of the Parliament is missing in all of this. Some of us across the political groups are working on strengthened proposals for parliamentary involvement. I hope they will be accepted by the other institutions to give this process the democratic legitimacy it needs.

  Olle Schmidt (ALDE). - Det senaste året har visat att EU kan fatta viktiga beslut i svåra situationer. Tyvärr har de senaste dagarna varit en besvikelse. När EU behöver tydliga och strikta budgetregler tvekar Frankrike och Tyskland. Det är oroväckande. Vårt budskap är: Rör inte Olli Rehns förslag!

Jag vill rikta mitt oförbehållsamma tack till Pervenche Berès och kollegorna i CRIS-utskottet, som visar att vi i Europaparlamentet kan gå över partigränserna och hitta gemensamma lösningar för Europas bästa. ALDE-gruppen har ett ändringsförslag med innebörden att ett införande av en finansiell transaktionsskatt förutsätter att det görs globalt. Det är viktigt att det i så fall sker globalt.

Nationalismen får inte tillåtas att åter få fotfäste i Europa. Det är en marknadsekonomi med tydliga ramar och frihandel som skapar välstånd. Vi behöver ett mer enat Europa, ett mer öppet Europa, ett starkare Europa – vi behöver helt enkelt mer av Europa.

De föreslagna sanktionsmöjligheterna gäller i ett första skede enbart euroländerna. Här vill vi se en skrivning som inkluderar EU-27. Till Feio-betänkandet vill jag därför komma med ett muntligt ändringsförslag som jag hoppas att parlamentet kan ställa sig bakom. Föredraganden och S&D-gruppen har meddelat att de är villiga att göra det. Jag läser texten på engelska:

As far as possible, all 27 Member States should apply to the maximum all the economic governance proposals, recognising that for Member States outside the euro area this would be done on a voluntary basis.

I dag är inte tiden att skapa ett EU som riskerar att dra isär unionen.

  Pascal Canfin (Verts/ALE). - Monsieur le Président, Monsieur Barroso et Monsieur Rehn, j'espère réellement que vous allez regarder les travaux du Parlement européen sur les sujets qui nous occupent aujourd'hui, le rapport Berès et le rapport Feio, parce que, évidemment, nous sommes maintenant dans un cadre de colégislateur sur la gouvernance économique et sincèrement, je peux vous dire que nous avons fait, au moins avec quatre groupes politiques du Parlement, proeuropéens, l'effort de travailler sur des compromis qui soient des compromis dynamiques. Nous sortons de la discussion qui saucissonne les problèmes.

D'un côté, on parle du budget, d'un autre, on parle de fiscalité, d'un autre encore, de gouvernance. L'enjeu aujourd'hui, c'est bien que la Commission – c'est votre rôle de le faire, nous, on essaie de le faire, vous, c'est votre rôle de le faire aussi – propose un paquet global qui soit un peu dans l'esprit du rapport Monti, qui soit dans la lignée de ce qu'essaie aussi de faire Michel Barnier dans le cadre du marché intérieur. Moi, j'attends le paquet global de M. Barroso, qui devra dire comment on sort de la crise, pas simplement sur la gouvernance macroéconomique, mais comment on lit trois ou quatre dossiers macroéconomiques, fiscaux, budgétaires, et on dit: "Voilà le paquet".

Je suis sûr que si vous faites cela, vous aurez une très grande majorité pour soutenir cette initiative au Parlement européen. Parce que si on reste par exemple uniquement sur la question des finances publiques, vous-même, vos services, il y a deux ou trois ans, disiez que l'Espagne était le pays qui respectait le plus le pacte de stabilité et de croissance. Les finances publiques espagnoles étaient en ordre. Le problème est que les déséquilibres venaient d'ailleurs et que maintenant, l'Espagne est dans une situation terrible. C'est pareil pour l'Irlande. On voit bien que se focaliser uniquement sur les finances publiques ne permet pas de résoudre la crise.

Et les compromis que nous avons faits dans les différents rapports qui sont présentés aujourd'hui et qui seront votés demain sont justement l'addition de ces problématiques, et une manière de dire que oui, il faut renforcer la discipline budgétaire. Bien sûr. Mais pour que ce renforcement de la discipline budgétaire ne se traduise pas par de la casse sociale, uniquement par des coupes dans les dépenses publiques, il faut disposer parallèlement d'un paquet budgétaire européen pour financer l'investissement et d'un paquet fiscal pour permettre aux États de lever un certain nombre d'impôts.

Ma dernière question, Monsieur Rehn, et Monsieur Barroso surtout, est donc la suivante: êtes-vous vraiment favorables au dossier de l'assiette fiscale consolidée pour les entreprises, le soutenez-vous vraiment? Cela fait dix ans que ce projet est dans les tiroirs de la Commission, dix ans que vous empêchez qu'il sorte. Faites-le vraiment maintenant.

  Roberts Zīle (ECR). - Paldies, priekšsēdētāja kungs, godātais Komisijas prezidenta kungs (kurš atstāja zāli)!

Vispirms vēlos pateikties ziņotājai, arī maniem kolēģiem ēnu ziņotājiem un komitejas vadītājam W. Klintz kungam par to kompromisu, ko mēs beigu beigās tomēr spējām panākt. Runāšu tikai par divām pozīcijām, kas mani neapmierina ziņojumā, un tās nebūs ne par Vāciju, ne Franciju. Pirmkārt, agresīvu pārrobežu investīciju rezultātā daudzās jaunajās dalībvalstīs kopš 2004. gada pieauga privātais parāds mājsaimniecībās un biznesa parāds — pat 10 reizes. Pie tam absolūtais vairums šo kredītu tika paņemti ar visu valūtas risku kredītu ņēmējiem, kas savukārt nozīmē, ka šo valstu valdības politikai makroekonomiski nav pārāk lielu manevru iespēju kā tikai griezt budžeta izdevumus un celt nodokļus. Tai pašā laikā mājsaimniecībām pirmām kārtām iznāk rūpēties tikai par kredītu parādu atdošanu eiro izteiksmē. Šī problēma ziņojumā ir diemžēl skarta ļoti minimāli.

Un otrais punkts, saistīts ar pirmo, — iedomāsimies, ka šāda jaunā dalībvalsts, kas IKP līmenī ir atkritusi atpakaļ uz līmeni pirms iestāšanas Eiropas Savienībā, pirms 2004. gada, tikai ar 10 reizes lielāku privāto parādu un piecas reizes lielāku publisko parādu, viņa no šī ziņojuma var saprast, ka arī kohēzijas politika var tikt mainīta. Tikt mainīta tā, ka galvenais kritērijs nebūs IKP uz vienu iedzīvotāju, bet krīzes pārvarēšana konkrētā teritorijā, kas var novest pie ļoti būtiskām politiskām sekām. Paldies!

  Ilda Figueiredo (GUE/NGL). - Senhor Presidente, as declarações da Alemanha e da França, no chamado Acordo de Deauville, além de serem inadmissíveis e demonstrarem a verdadeira face de quem dita as ordens na defesa dos grupos económicos e financeiros, revelam também impaciência, arrogância e agressividade perante a resposta dos trabalhadores e das populações atingidas pelas suas políticas neoliberais e anti-sociais do PEC ou da política de concorrência, seja na Grécia, na França, Espanha ou em Portugal, onde também já está prevista uma greve geral para 24 de Novembro.

É tempo de os responsáveis da União Europeia reconhecerem a falência destas políticas neoliberais que estão a aumentar o desemprego, as desigualdades sociais, a pobreza, e a provocar recessão nos países de economias mais débeis, onde as imposições comunitárias podem provocar um autêntico desastre social.

Lamentavelmente, não é isso que está a acontecer. Caíram todas as promessas de acabar com os paraísos fiscais, taxar devidamente as transacções financeiras, acabar com os produtos financeiros especulativos.

Por isso, aqui fica o nosso protesto, dando voz aos muitos milhões de trabalhadores ameaçados de pobreza, aos desempregados, idosos com reformas de miséria, aos jovens sem emprego e crianças em risco de pobreza a quem querem negar um futuro com dignidade.

É tempo de uma ruptura com estas políticas para termos uma verdadeira Europa social, uma Europa de progresso e desenvolvimento.

  Juozas Imbrasas (EFD). - Norėčiau keletą žodžių pasakyti apie specialaus krizės komiteto darbą. Jis iš tikrųjų nuveikė didelį darbą ir pateikė gerų rekomendacijų bei pasiūlymų. Aišku, būtų idealu, jei visi jie rastų savo vietą Komisijos rengiamuose dokumentuose. Būtina, kad Komisija nepamirštų pagrindinių ir svarbiausių dalykų. Vienas iš jų – sukurti reguliavimo ir priežiūros sistemą, kuri apimtų visas finansų rinkas, finansines priemones ir finansų įstaigas. Komisija turėtų nukreipti savo veiksmus dėl naujų darbo vietų kūrimo ir juos sieti su kovos su skurdu ir socialine atskirtimi priemonėmis. Visos pastangos šia kryptimi turi būti daugiausiai orientuotos į jaunimo įdarbinimą. Krizės įveikimui būtini neatidėliotini infrastruktūriniai sprendimai dėl atsinaujinančių energijos šaltinių, ekologiškos energijos, efektyvaus energijos vartojimo transporto, pastatų sektoriuose, Europos energijos tinklo. Būtų labai gerai, kad, praėjus lygiai metams nuo šios dienos posėdžio, Komisija galėtų ateiti ir pasakyti: „Jūsų pasiūlytos rezoliucijos nuostatos neliko popieriuje, bet mes pritaikėme štai šiuos konkrečius specialaus krizės komiteto pasiūlymus ir jie jau davė konkretų efektą.“

  Krisztina Morvai (NI). - Akárcsak a hét előző nagy vitáján itt az Európai Parlamentben, a szegénységgel kapcsolatos vitán, most is az Európai Unió politikusai csodálkozva és sajnálkozva állapítják meg, hogy az európai emberek helyzete nemhogy javulna, egyre romlik. Egyre nagyobb a szegénység, a nyomorúság, a munkanélküliség, a hajléktalanság. És úgy csodálkoznak erre rá, mintha ez legalábbis sajnálatos természeti csapások, cunamik, egyebek következménye lenne. Nem, ez az európai politikusok döntéseinek a következménye. Az, hogy a nyomor és a szegénység egyre nagyobb, az egyenesen következik abból a neoliberális politikából, amit Önök - tisztelet a kivételnek, akik ezt ellenezték - folytattak, és ez a tendencia tovább fog folytatódni. Egyre nagyobb lesz a nyomor, egyre nagyobb lesz a szegénység akkor, ha nem választanak másik értékrendet.

Olyan ez a két jelentés, mintha egy orvosi bizottság megállapítaná, hogy az a terápia, amelyet eddig a beteggel folytattak, ártott a betegnek, a beteg rosszabb állapotba került, majd pedig a diagnózist követő terápiaként azt mondanák, hogy ezt kell folytatni, amit eddig csináltunk, csak kicsit szigorúbb ellenőrzés mellett, és megbüntetve a beteget akkor, hogyha mondjuk a gyógyszerét nem veszi be. Itt értékrendek közötti tudatos választásról van szó. Az Európai Unió mindezidáig tudatosan azt az értékrendet választotta, hogy mindig azt kérdezte, hogy mi a jó döntés a pénz és a profit szempontjából, mi a jó döntés a multinacionális cégek és a bankok szempontjából, és soha nem azt kérdezte, hogy mi a jó döntés az emberek és a közösség szempontjából. Mindig azt kérdezte, hogy mi a jó a korlátlan igazságossági és erkölcsi szempontok által nem korlátozott verseny szempontjából, és soha nem azt, hogy mi a jó a társadalmi igazságosság és szolidaritás szempontjából.   Corien Wortmann-Kool (PPE). - Voorzitter, er zijn positieve signalen, maar nog steeds bestaat het risico dat de crisis verergert. Het bankenstelsel is nog steeds niet stabiel en voor een aantal lidstaten dreigen de overheidstekorten uit de hand te lopen als niet wordt ingegrepen. Daarom hebben we snel een economische unie nodig.

Voorzitter, de uitkomsten van de task force blijven te vaag, maar tegen commissaris Rehn wil ik als rapporteur van dit Parlement voor het Stabiliteits- en groeipact graag zeggen: we kunnen snel werken. Dat zeg ik ook tegen de Raad. We kunnen snel werken, maar dan wel op basis van de voorstellen van de Commissie. Is de Raad bereid om dat te accepteren?

Ook wil ik waarschuwen tegen een Verdragswijziging, waar nu om gevraagd is. Want dat kan al gauw een afleidingsmanoeuvre zijn om noodzakelijke maatregelen op de lange baan te schuiven. We moeten nu alles doen wat mogelijk is binnen het Verdrag van Lissabon. Dit Parlement heeft nu een nieuwe medewetgevende rol in het Stabiliteits- en groeipact. Dit Parlement zal die rol voluit spelen om een stevige economische unie tot stand te brengen, met een stevig Stabiliteits- en groeipact.

  Sergio Gaetano Cofferati (S&D). - Signor Presidente, onorevoli colleghi, gli effetti della crisi sono assai pesanti sulle società di tutti i paesi europei. Se guardiamo alle conseguenze dal versante sociale, arriviamo rapidamente alla conclusione – che peraltro ha orientato molti dei lavori della Commissione – che la parte peggiore ancora non è arrivata. La disoccupazione è destinata ad aumentare e i deboli segni di ripresa che si notano in alcuni paesi non sono sufficienti a garantire creazione di nuovi posti di lavoro. Dobbiamo mettere dunque in conto che sarà indispensabile fronteggiare la parte più acuta sul versante sociale di questa crisi nata nel sistema finanziario e rapidamente sfociata in quello economico e in quello sociale.

Per questa ragione, dobbiamo anche predisporre ulteriori strumenti di difesa delle persone maggiormente colpite. Discuteremo di un'ipotesi di direttiva quadro sul reddito minimo garantito in tutti i paesi europei, che considero molto importante per contrastare la povertà, da un lato e, dall'altro, per aiutare coloro che, nelle prossime settimane e nei prossimi mesi, saranno investiti dalla coda pesantissima di questa crisi.

Ma una crisi si combatte attraverso politiche di crescita. La crescita ha bisogno di risorse, di investimenti mirati, di un'agenda definita delle priorità alle quali destinare una parte consistente delle risorse disponibili. Il bilancio dell'Unione non basta. Per questo motivo, la Commissione ha indicato con nettezza l'esigenza di risorse aggiuntive da spendere per investimenti infrastrutturali e per investimenti destinati alla qualità della competizione e del lavoro. Questa strada porta alla creazione degli Eurobond e alla tassa sulle transazioni finanziarie. Non c'è alternativa. Ecco perché sono importanti, oltre che innovative, le soluzioni che abbiamo indicato e che auspico il Parlamento confermi nelle loro formulazioni.

  Wolf Klinz (ALDE). - Herr Präsident, liebe Kollegen! Auf der Höhe der Finanzkrise haben die G20-Staaten ein gemeinsames Vorgehen bei der Stabilisierung der Finanzmärkte versprochen. Heute, zwei Jahre danach, sind wir von einer globalen Antwort noch weit entfernt. Die beschlossenen Maßnahmen folgen vielfach nationalen Interessen und Überlegungen. Der anfängliche Elan ist verflogen, und oft herrscht schon wieder die Einstellung business as usual. Mervyn King von der Bank of England hat es auf den Punkt gebracht. „The need to act in the collective interest has yet to emerge“, hat er gesagt. Der Krisenausschuss macht in seinem Zwischenbericht deutlich, dass Europa an einer ganz kritischen Wegmarke steht. Wir brauchen eine Vertiefung der Integration, mehr Abstimmung unserer Wirtschafts- und Budget-Politik, wir brauchen europäische Infrastrukturprojekte in den Bereichen Energie, Verkehr und Telekommunikation. Wir brauchen einen funktionierenden Binnen- und Arbeitsmarkt und die notwendigen Ressourcen, um unsere anspruchsvollen Wachstumsziele der EU-2020-Strategie erreichen zu können. Wir brauchen innovative Finanzierungsquellen, um das Potenzial des KMU-Sektors ausschöpfen zu können. Wir brauchen mehr Gemeinschaftsmethode und weniger Intergouvernementalität. Stillstand bedeutet hier Rückschritt und nicht status quo.

Die Schuldenkrise in Europa zeigt deutlich, dass Stabilität und Vertrauen nicht ohne Disziplin zu haben sind. Die Vorschläge von Kommissar Olli Rehn und der Task Force von Van Rompuy wollen ein diszipliniertes Verhalten der Mitgliedstaaten sicherstellen. Leider haben die Finanzminister vorgestern in Luxemburg auf Geheiß des deutsch-französischen Duos diese Vorschläge in den Wind geschlagen – eine verpasste Chance und ein schlechter Tag für unsere Bürger, die sich zu Recht einmal mehr von der Politik getäuscht sehen.

  Kay Swinburne (ECR). - Mr President, the combined topics of this morning’s debate have a strong common theme of our continued response to the financial crisis and to finding ways to make our management of the risk more effective, whether it be risk management of public debt, risk management of our financial markets and products, or the risk management of global imbalances. Whether it is the behaviour of our banks or the behaviour of Member States’ treasury departments, we need to ensure a common high standard of behaviour with respect to adhering to an agreed set of rules.

Stronger financial and fiscal discipline by both the private and public sectors needs to be enforced. We need to ensure that, in the search for growth opportunities by the EU, the financing tools used by the EU and the individual Member States are of the highest calibre and as transparent as possible. The use of innovative financing needs to be approached with caution, and the moves by the EU to leverage its own budget need to be taken into account, knowing all the risks and the potential for moral hazard.

The European Financial Stabilisation Fund is a large off-balance-sheet vehicle reliant on a credit rating. To leverage the EU budget in the issuance of project bonds by the EIB needs to be subject to intense scrutiny. As we all know, complex financial instruments and leverage bring their own risk. There is no free money and there are no short cuts.

  Νικόλαος Χουντής (GUE/NGL). - Κύριε Πρόεδρε, μιλώντας εκ μέρους της Ομάδας της GUE για την έκθεση Berès σχετικά με την κρίση και εξηγώντας γιατί δεν θα την ψηφίσουμε, θέλω να σας πω, επειδή πλεόνασαν οι ιστορικές αναφορές, ότι το σημερινό κείμενο, σε σχέση με το αρχικό κείμενο που είχε καταθέσει η εισηγήτρια, μοιάζει σαν τους παλιούς πάπυρους, σαν τις παλιές περγαμηνές που πάνω στην αρχική τους γραφή έξυναν και έγραφαν καινούργια κείμενα, ενώ στο κείμενο έμεναν υπολείμματα, αυτό που λέγεται παλίμψηστο. Με το άγριο "ξύσιμο" που έγινε στην αρχική, τίμια και ειλικρινή, προσπάθεια της εισηγήτριας να καταγράψει τις αιτίες της κρίσης και να δώσει τολμηρές προτάσεις, "ξύσιμο" που έγινε από την Ομάδα της Συμμαχίας των Σοσιαλιστών και της ευρωπαϊκής δεξιάς, προέκυψε ένα κείμενο όχι πια του Ευρωπαϊκού Κοινοβουλίου, του μόνου δημοκρατικού θεσμού μέσα στην Ευρωπαϊκή Ένωση, άλλα ένα κείμενο της Επιτροπής. Δηλαδή, ένα κείμενο που αποκρύβει τις αιτίες της κρίσης και δεσμεύει την πολιτική της Ευρωπαϊκής Ένωσης στις πρωτοβουλίες Μέρκελ, Σαρκοζί και Task Force.

Κάναμε προτάσεις για να βελτιωθεί το κείμενο. Κριτικάραμε το σύμφωνο σταθερότητας και τη λειτουργία της Ευρωπαϊκής Κεντρικής Τράπεζας. Έχουμε καταθέσει τροπολογίες για να δούμε, αν όσοι μιλούν και σήμερα για λαθεμένο δρόμο της Ευρωπαϊκής Ένωσης εννοούν το ίδιο πράγμα. Η δική μας πρόταση εμπνέεται, κύριοι συνάδελφοι, από τις σημερινά κινήματα στη Γαλλία, από τα κινήματα των εργαζομένων στη Γερμανία, που μειώνονται τα εισοδήματά τους για να κάνει δωροδοκίες η Siemens, από τα κινήματα των εργαζομένων στην Ελλάδα που αντιμετωπίζονται σήμερα σαν πειραματόζωα. Ένα κείμενο, λοιπόν, που έχει καταλήξει με τέτοια μορφή, δεν μπορούμε να το δεχτούμε.

  Mario Borghezio (EFD). - Signor Presidente, onorevoli colleghi, bisognava ascoltare i consigli del Premio Nobel Maurice Allais, che voleva una netta separazione fra banche d'affari, banche di credito, banche di speculazione, secondo i principi della legge Glass-Steagall, di cui non si parla in questa relazione.

Per quanto riguarda la proposta di tassare i contribuenti europei, io dico "No tax in Europe!" Se questa proposta dell'Unione europea andrà avanti, state tranquilli che sorgeranno anche qui Tea party: ci sarà una protesta di massa. Il cittadino europeo non intende pagare per un servizio che non gli viene dato e ha perfettamente ragione.

Si continuano a finanziare le banche. Ma cosa stanno facendo le banche in piena crisi economica e finanziaria? Comprano titoli, anche quelli contenenti le porcherie dei derivati, ecc. Continuano a comprarli. E a fronte di ciò, cosa fa la BCE? La BCE – che si è voluta insindacabile – lascia fare. Ebbene, mi pare evidente che questa è l'Europa dei banchieri. Lo hanno affermato persino i capataz delle massonerie, figuriamoci se non possiamo farlo anche noi.

Noi riteniamo che per lottare efficacemente contro le speculazioni vi sia un solo metodo: quello delle transazioni effettuate contestualmente al pagamento delle negoziazioni e unicamente in contanti. Ha osato dirlo anche Angela Merkel, le son saltati tutti addosso. Un motivo ci sarà.

  Sirpa Pietikäinen (PPE). - Mr President, it is only two years since the financial crisis broke out and only six months since the Greek issue, and we are seeing all willingness fading away in our nation states.

Today we have a clear message from the European Parliament in the Berès report and the Feio report. We need more current economic and financial policies. We need more Europe, and a better Stability and Growth Pact with its mechanisms strengthened. The most recent decision by the ECOFIN Council is a slap in the face for European citizens. This is not adequate. We need to strengthen the strategy for growth, so that in this environment it is sustainable and socially responsible, and we need better governance mechanisms for EU 2020. We need more and better European economic governance for national actions to support this line, including the financial transaction tax that I urge the Commission to look at very carefully, including in a European context. We need a better and stronger united Europe speaking with one voice at global level. We need a better financial regulation and there is a long way still to go.

To conclude, we need a Commission initiative. We need the Commission to act in the interests of European citizens, instead of a number of task forces.

  Udo Bullmann (S&D). - Herr Präsident, werte Ratspräsidentschaft, Herr Kommissar! Das könnte in der Tat die Zeit der großen Antworten werden, aber danach sieht es nicht aus. Das, was bei der sogenannten Reform des Stabilitäts- und Wachstumspakts auf dem Tisch liegt, ist nicht die große Antwort, es ist wieder einmal der kleinste gemeinsame Nenner, es ist wieder einmal das kleine Karo, auf das man sich verständigen konnte. Glückwunsch an die Kommission! Sie sitzt noch mit am Tisch, die Mitgliedstaaten machen es nicht vollständig alleine. Glückwunsch an den Rat! Es ist gelungen, Frankreich und Deutschland haben eine Übereinkunft, man weiß nicht, ob es gut oder schlecht ist, aber irgendwie sind sie nicht mehr blockiert.

Was heißt das denn alles? Das heißt, dass wir im nächsten Jahr, wenn die Wachstumszahlen wieder einbrechen, vor den Menschen stehen werden und keine Antwort auf die wirtschaftliche Lage haben. Wo ist der Paragraph, wo ist das Gesetzeswerk, in dem Sie vorschlagen, wie wir gemeinsam aus der Schuldenkrise heraus wachsen lernen? Das ist die Lücke, die meine Fraktion ausmacht, und das ist die Diskussion, die wir in diesem Haus führen werden. Ja, wir sind einverstanden mit den Kollegen, die eine engagiertere Reform wollen. Das wollen wir auch! Aber dann reden wir über Inhalte. Wenn Sie nicht bereit sind, hier stärker auch die inhaltliche Orientierung der Haushaltspolitik zu verankern, dann sehen wir eigentlich nicht ein, warum wir weiter über EU-2020 reden sollen. Das ist schon heute ein Papiertiger, das können wir schon heute in den Papierkorb werfen, wenn Sie nicht stärker auch inhaltlich mit uns diskutieren!

Wir wollen den Unterschied machen! Ja, es macht einen Unterschied, ob wir in marode Bürokratien investieren oder in die Energieträger und die Arbeitsplätze der Zukunft. Wo ist die Stelle in Ihren Vorschlägen, wo dieser Unterschied gemacht wird? Darauf warten wir. Diese Diskussion steht aus. Das wird für uns ausschlaggebend sein.

Im Übrigen werden wir keinen Katalog von Indikatoren akzeptieren, der nach der Gesetzgebung gemacht wird. Dieses Parlament wird nicht hinters Licht geführt! Wir werden vor der Gesetzgebung darüber diskutieren, ob Arbeitslosigkeit und Beschäftigung ein wichtiges Merkmal der Haushaltsentwicklung sind oder nicht.

  Ramon Tremosa i Balcells (ALDE). - Mr President, the current financial crisis offers the opportunity to make clear headway in the process of European integration. I want to focus my intervention on the creation of a European common treasury for the eurozone countries. This would be a clear improvement of the institutional framework for European economic governance.

I know that this is a very delicate issue for some countries, but we will have to deal with it in the coming years. The European treasury would improve the coordination of the stimulus policies implemented by Member States. The European treasury would also be able to issue eurobonds to finance the construction of European infrastructures. The EU needs its own resources in the context of future diminishing budgets in the EU Member States. A European common treasury collecting some taxes at European level would allow the reduction of national transfers to the EU.

Without real autonomy in income, there will not be real autonomy in expenditure. The creation of a European common treasury is a political decision. The sticking point in this discussion is the lack of political will or, to be more precise, the lack of political will on the part of Germany. In the 1990s, Germany had the political vision to push for the launching of the euro, despite the difficulties faced with its reunification process. In my opinion, Germany should lead now and move towards a common European treasury.

  Ivo Strejček (ECR). - Když tady od rána posloucháme tuto debatu, tak myslím, že pravdu mají všichni ti, kteří říkají, že Evropská unie je na vážné křižovatce. Na jedné straně jsou ti, kteří zastávají silný komunitární přístup. Na druhé straně, a to je férové říci, je v tomto Parlamentu menšina, která si myslí, že by Evropská unie měla nadále fungovat více na mezivládním principu. Tomu odpovídá i návrh na zavedení nejrůznějších forem evropských daní, přestože se to nazývá inovativní financování. Zaznívá tady volání po prohlubování Evropské unie, předávání více kompetencí Evropské komisi na úkor členských států. Škoda, že tady ještě ani jednou od rána nezaznělo, že by Evropská unie, resp. Evropská komise měla přistoupit k redukci svých programů, k redukci počtu svých mnohdy sporných agentur, k reformě jednotné zemědělské politiky.

  Jürgen Klute (GUE/NGL). - Herr Präsident! Die economic governance, wie sie hier entwickelt wird, ist eine einseitige Fokussierung auf Sparpolitik und auf Wettbewerbspolitik. Das Problem – es ist eben von dem spanischen Kollegen schon angesprochen worden –, das Problem der Exportorientierung in Deutschland wird hier überhaupt nicht aufgenommen. Das ist aber offensichtlich eines der zentralen Probleme in der Eurozone und in der Europäischen Union. Die deutsche Wettbewerbspolitik läuft zu Lasten der Binnennachfrage in der Bundesrepublik, das wird überhaupt nicht thematisiert, sie läuft aber auch vor allen Dingen zu Lasten der Löhne. Es ist ein Kampf über Löhne, ein Wettbewerb über Löhne. Und dieser Wettbewerb über Löhne erzeugt in den europäischen Nachbarländern, auf die europäischen Gewerkschaften, auf die europäischen Arbeitnehmer einen enormen Druck. Weder die Kommission noch der Bericht Feio greifen dieses Problem auf. Eine economic governance, eine Wirtschaftsregierung, die den Namen verdient, muss an dieser Stelle korrigierend eingreifen und darf nicht dazu schweigen.

  Jean-Paul Gauzès (PPE). - Monsieur le Président, Monsieur le représentant de la Présidence, Monsieur le Commissaire, en 1968, les amis de notre collègue Cohn-Bendit écrivaient sur les murs de Paris: "des mots, pas des actes". Aujourd'hui, la demande des citoyens est inverse: des actes, pas des mots. Nous entendons beaucoup de mots, mais nos concitoyens ne voient pas de résultats. Le délai de réactivité de l'Union européenne n'est pas à la hauteur des impératifs auxquels nous devons faire face.

Ensemble, nous devons faire des progrès dans un esprit communautaire. À cet égard, je voudrais évoquer le rôle de notre Parlement. Il y a, là aussi, des efforts à faire pour respecter le principe de la codécision. À plusieurs reprises, le Président de la Commission a remercié le Parlement de son soutien, mais le Parlement n'est pas là pour jouer le second rôle de simple soutien ou pour ratifier sans avoir la possibilité de discuter les décisions prises par le Conseil. Il est à égalité avec le Conseil, il faut maintenant en prendre conscience et, à cet égard, le débat sur la gouvernance économique sera un test.

Enfin, s'agissant du prochain G20, l'Union européenne doit faire bloc pour que cette instance internationale joue le rôle qu'on attend d'elle et qu'elle ne se laisse pas aller à des discours sans lendemain.

  Elisa Ferreira (S&D). - Senhor Presidente, Senhor Comissário, quero começar por agradecer ao Deputado Feio o trabalho de compatibilização e o espírito de compromisso de que ele imbuiu o seu relatório. Mas a conclusão a que chegámos foi a de que o Parlamento, em determinados dossiês, e isto aconteceu também na supervisão financeira, é capaz de se unir e é capaz de tomar uma posição forte que defende os interesses do cidadão, e essa posição forte tem de ser reconhecida pela Comissão e pelo Conselho. E este aspecto é particularmente relevante no momento em que se inicia um pacote legislativo de seis propostas extraordinariamente sensíveis e em muitas das quais este Parlamento tem poderes de co-decisão.

Estaremos igualmente activos, mas sem concessões. O nosso espírito é de diálogo, mas não de ultrapassagem dos objectivos que pretendemos defender. E, nesse aspecto, o Relatório Feio sublinha alguns aspectos que são enquadradores. Um deles é que governação económica é mais do que um pacote de sanções. O crescimento e o emprego precisam de iniciativas próprias. São precisas iniciativas que combatam as divergências internas crescentes da União Europeia. São precisas propostas concretas sobre o Fundo Monetário Europeu. São precisas soluções estáveis para a dívida soberana.

Estamos num momento em que a confiança depende da capacidade que Comissão e Conselho tenham de responder aos anseios efectivos dos cidadãos, e esses são desemprego, crescimento e coesão.

  Vicky Ford (ECR). - Mr President, better economic governance is required with earlier warnings and earlier actions. Traditional debt and deficit targets have been breached by many countries, but would not have warned us about the crisis pending in Spain or Ireland. Other measures are needed too.

Economics, however, is not an exact science and it is not just about numbers. Soviet history reminds us that central counting of tractor production does not in itself bring a strong economy, and centralised taxes or a centralised treasury are not a Utopian solution either.

There are many questions about what actions to take now. Threatening to fine a nearly bankrupt nation feels like an empty threat, and promises of continual eurozone bailouts will always bring moral hazard. I am aware that people are concerned about Franco-German deals, but perhaps they have a point. If the market lends the money, then maybe the market should take the loss, not the taxpayer.

  Danuta Maria Hübner (PPE). - Mr President, as usual there is both good and bad in our reality and in what we do. It is important to understand the past and the causes of the crisis, and I think the Union has done its homework on that, but today the focus must be on the future. The global and European economic governance we build is for tomorrow, so it is not just a question of addressing this crisis.

Europe does not exist in a vacuum. When fixing Europe, we are doing so against the backdrop of a world which is very different today from 2008. The G20 was united in favour of the fiscal rescue two years ago, but its unanimity was driven by fear. Today it is divided. The common global good does not exist. There are many forces at work in leading the global recovery and rebalancing the world economy. A major role is played by fundamental structural change, which strongly influences European competitiveness. However, the role of currencies and exchange rates as global adjustment mechanisms has skyrocketed. A new global monetary system is emerging at an unprecedented speed, and the number of players is increasing.

To avoid the disaster of asymmetrical adjustments, we urgently need dialogue and collective action. If we achieve this, the question is whether Europe will be able to play its role in this collective action. What is clearly lacking for this is a bold, streamlining reform of the external representation of the euro area. By delaying this reform, we are foregoing potential influence. In the current global circumstances, Europe cannot afford to do that.

  Robert Goebbels (S&D). - Monsieur le Président, chers collègues, l'Europe va mal, le monde ne va pas mieux.

Tout à l'heure, le représentant du Conseil a souligné que la globalisation exige d'agir au niveau européen et au niveau international. Mais en observant ce qui se passe dans l'Union européenne, voire au niveau international, force est de constater que ce sont justement les actions concrètes qui font défaut.

De sommet en sommet, les grands et les moins grands qui prétendent nous gouverner mettent en scène leurs grands égos, se gargarisent de mots pompeux, alors que la principale conclusion de chaque sommet est de se réunir à nouveau.

D'ailleurs, la soi-disant gouvernance mondiale que veut incarner le G20 n'a aucun fondement dans le droit international et fonctionne en dehors du système des Nations unies. En fait, le G20 s'est autoproclamé, il fonctionne sans règle écrite, c'est un club de pays riches qui se sont entourés de quelques pays dits émergents, dans des démocraties aussi exemplaires que l'Arabie saoudite.

Martin Schulz vient de citer un extrait d'une de ces déclarations creuses du G20. On pourrait faire de même avec les communiqués publiés à l'issue des sommets européens. Que de promesses, que de paroles vaines, jamais suivies d'effets. Pour couronner le tout, l'Europe subit les mini-sommets franco-allemands où cet étrange couple Merkel-Sarkozy prétend nous montrer la voie.

Guy Verhofstadt vient d'évoquer les jeux de casino. Je suis tenté d'ajouter, faites vos jeux, rien ne va plus. La Commission et le Parlement doivent s'unir pour sauver la mise européenne et préserver la méthode communautaire.

  Regina Bastos (PPE). - Senhor Presidente, começo por saudar a relatora Berès e todos aqueles que colaboraram para obter o relatório que hoje está aqui em discussão. No âmbito desse relatório, trabalho da Comissão, elaborei um contributo temático onde é salientado o papel crucial das pequenas e médias empresas enquanto força motriz para a recuperação da União Europeia e o futuro crescimento e bem-estar.

Na verdade, há mais de 20 milhões de pequenas e médias empresas na União Europeia. Assim, se cada uma delas pudesse criar um posto de trabalho, isso significaria uma redução equivalente do desemprego. São apontadas nesse documento recomendações como estratégias económicas de saída da crise. Realço as principais.

A primeira, a necessidade de reforçar a economia social de mercado, evitando restrições à concorrência e assegurando o acesso ao crédito pelas pequenas e médias empresas. A concessão de incentivos fiscais, e mesmo de subvenções, às PME para manter e criar postos de trabalho. A criação de um novo Small Business Act dotado de uma dimensão social mais forte. O estabelecimento de uma rede europeia de consultores seniores para divulgação do seu conhecimento. A inovação como motor mais potente do crescimento económico e, como tal, a essencialidade de uma ligação orgânica entre a indústria e a inovação. O estabelecimento de novas parcerias entre a indústria e os meios académicos e, finalmente, a criação de um sistema de educação adequado às necessidades da procura do mercado de trabalho, mas também a necessidade de criar novas qualificações para os novos postos de trabalho.

  Liisa Jaakonsaari (S&D). - Arvoisa puhemies, komission puheenjohtaja Barroso sanoi aluksi, että taloushallinnon kehittäminen on ollut niin valtavan nopeaa, että vielä kaksi vuotta sitten kukaan ei olisi voinut sitä edes ennustaa. Se pitää paikkansa ja siksi on aina hyvä katsoa, kun nopeus ei ole itsetarkoitus, että onko juna oikeilla raiteilla. Berèsin mietintö tekee tätä analyysityötä ja se on erittäin hyvä.

Nyt kun Berèsin komitea jatkaa työtään, kannattaa kuunnella myös talouspolitiikan toisinajattelijoita, esimerkiksi Nobel-palkittua Krugmania. Hän väittää, että valtionvarainministerit ovat poppamiehiä, jotka uhraavat työpaikkoja alttarille. Heitä kannattaa kuunnella, jos haluamme siirtyä mielikuvitustaloudesta reaalitalouteen, ja silloin tarvitaan myös reaalitalouden indikaattoreita, työllisyyttä ja köyhyyttä.

Olin pettynyt Olle Schmidtin esitykseen siitä, että varainsiirtoveroa ei voisi kokeilla ja toteuttaa Euroopan laajuisesti. Se on suuri pettymys, varsinkin kun hänen johtopäätöksensä oli "enemmän Eurooppaa".

  Илиaна Ивaнова (PPE). - С доклада на специалната комисия за кризата ние призоваваме преди всичко за европейски отговор, за силно политическо и интелектуално лидерство с европейско измерение, задълбочена интеграция и завършване на eдинния европейски пазар в полза на европейските граждани.

Изключително важен беше компромисът, който постигнахме по ключови въпроси като Пакта за стабилност и растеж, неговите механизми за санкциониране, пътя на структурните реформи, бюджетната консолидация, стратегическите инвестиции на Европейския съюз. Особено важни приоритетни действия са тези в областта на кохезионната политика и малките и средните предприятия.

Кохезионната политика трябва да бъде един от основните стълбове на икономическата ни политика. Тя ще допринесе за развитието на енергийната ефективност и трансевропейските мрежи, които от своя страна ще доведат до съживяване и устойчив растеж на европейската икономика. Малките и средните предприятия от своя страна са жизнено важни за бъдещото ни развитие, растеж и просперитет. Трябва да се формулира нова дефиниция за малки и средни предприятия, което ще даде възможности и за по-целенасочена политика в подкрепа на предприемачеството, както и реално да се предприемат действия за намаляване на административното бреме и бюрокрацията.

Искрено се надявам нашите предложения и препоръки да намерят израз в конкретни действия от страна на Европейската комисия и най-вече от страните членки, защото нямаме време за губене и дължим на нашите граждани адекватен и бърз отговор, за да излезем по-скоро и по-силни от кризата.

  Ивайло Калфин (S&D). - Икономическата криза засегна страните членки с различна интензивност. Разликата обаче не минава по границите на еврозоната, което би могло да се предположи от икономическа гледна точка. За съжаление единната валута не доведе до този момент до икономическо изравняване. Точно обратното – днес страните от еврозоната са много по-различни, отколкото бяха при въвеждането на еврото. Това е много опасно.

Очевидно е, че показателите в Пакта за стабилност и растеж не са точните и не работят. Затова механичното налагане на санкции само по себе си няма да доведе до положителни резултати. Още по-малък ще бъде ефектът върху всички 27 страни членки на Европейския съюз. Даже обратното, самоцелните икономически клишета ще доведат до нови проблеми.

Решението е ясно: страните членки трябва да доближат максимално своите икономики, за да може с еднакви мерки да се постигат еднакви резултати навсякъде. Това означава повече общностна политика, повече инструменти на европейските институции, по-висок бюджет и по-голяма бюджетна независимост на Европейския съюз, включително чрез увеличаване на дела на собствените приходи.

  Frank Engel (PPE). - Monsieur le Président, la crise est loin d'être finie et les pays en ébullition, comme celui-ci, en témoignent. En Europe, elle me semble surtout être devenue une crise de l'intégration. En témoigne, une fois de plus, l'entente cordiale de Deauville qui torpille la méthode communautaire et reflète l'illusion de grandeur à laquelle se livrent encore quelques pays membres mais, finalement, qui est encore grand?

En 2050, il me semble que l'Europe représentera encore 6 ou 7 % de la population mondiale, avec une puissance économique en dégringolade. Est-ce en continuant de nous faire concurrence à nous-mêmes que nous allons relever les défis de la concurrence internationale, ou est-ce plutôt en nous soumettant à la discipline de la méthode communautaire et en agissant ensemble que nous pourrons relever ces défis? Pour cela, l'Europe aura besoin de moyens, de moyens nouveaux, de moyens innovants. La discussion sur les perspectives financières à venir est une bonne occasion pour en débattre et pour les dégager: en matière de recherche et de développement, en matière de service d'action extérieure aussi.

À quoi sert-il de créer un 28e corps diplomatique de l'Europe qui vienne simplement s'ajouter à ceux qui sont déjà en place sans pour autant les amoindrir? Il faudrait redonner par là aux États des marges supplémentaires pour consolider et il faut donner à l'Europe les moyens dont elle a besoin pour enfin mener une politique perceptible par les citoyens. Ils nous la demandent.

  Burkhard Balz (PPE). - Herr Präsident! Wenn man der Debatte heute Morgen zugehört hat, hat man gemerkt, dass wir in den vergangenen Monaten einiges an Arbeit geleistet haben, ich denke, das kann man so unbescheiden sagen. Auch im Sonderausschuss zur Wirtschafts-, Finanz- und Sozialkrise haben wir im letzten Jahr eine Menge an Arbeit bewältigt. Dafür stehen allein die 1600 Änderungsanträge, die zum ursprünglichen Berichtsentwurf eingereicht wurden. Nun ist der Ausschuss um ein weiteres Jahr verlängert worden. Dies ist aus meiner Sicht auch völlig richtig. Die Krise ist keinesfalls beendet. Gerade erst ist Irland knapp dem Bankrott entgangen, der Staatshaushalt in Griechenland ist keineswegs saniert, und die Gesamtlage erlaubt es nicht, Entwarnung zu geben. Deswegen müssen die finanzwirtschaftlichen Reformen weitergehen, und es wäre zu früh, die Debatte über die Ursachen der Krise und die nötigen Konsequenzen bereits jetzt zu beenden.

Es wäre daher falsch, im Krisenausschuss die Arbeit quasi als erledigt zu erklären und das Mandat zu beenden. Wir müssen vielmehr auf der Basis des bisher Erreichten weiterarbeiten. Und deswegen ist der Zwischenbericht, der nun vorliegt, aus meiner Sicht für alle auch tragbar. Das zeigt auch die breite Zustimmung im Krisenausschuss. Sicher könnte der Text an einigen Stellen noch prägnanter und kompakter formuliert sein, aber wir sollten den Bericht auch als das sehen was er ist, nämlich ein Zwischenfazit.

Viel wichtiger als einzelne Formulierungen ist vor allem, dass wir in der zweiten Hälfte des Ausschusses auch die Vorarbeit, die wir geleistet haben, weiter fortsetzen. Wir müssen uns überlegen, wo und wie wir die Diskussionen im Krisenausschuss in den anstehenden Debatten der legislativen Ausschüsse dann auch unterstützen können.

  Antonio Cancian (PPE). - Signor Presidente, onorevoli colleghi, ho ascoltato questa mattina molto attentamente i vari interventi ma credo che dovremmo fare un po' più di chiarezza, distinguendo tra quelli che sono gli strumenti, che peraltro ritengo ben definiti e allineati, e la strategia e la nostra unità interna in quanto Comunità europea.

Per quanto riguarda gli strumenti, credo che siano stati fatti decisivi passi in avanti e che quindi stiamo andando nella giusta direzione. Quello che non riesco a capire la strategia: ovvero: siamo sulla stessa linea? Perché noi abbiamo sempre parlato di stabilità ma è ora giunto il momento – anzi è anche tardi – di parlare di crescita. Pertanto, quando parliamo di stabilità e sacrifici, concordo pienamente, ma se non puntiamo contemporaneamente alla crescita attraverso la creazione di occupazione – tema cruciale di questo periodo – credo che non faremo un buon lavoro.

Credo che questo vada ricordato al Presidente Barroso che, poco tempo fa è venuto a presentare lo stato dell'Unione, evidenziando chiaramente la strategia di quest'ultima riguardante il mercato finanziario. Stamattina non ho sentito parlare di questa strategia.

Mi permetto ancora di dire che sarebbe un errore imperdonabile voler camuffare l'evidente anarchia tra gli Stati membri dietro al concetto di sussidiarietà, troppo spesso utilizzato e il più delle volte a sproposito.

  Arturs Krišjānis Kariņš (PPE). - Godātais priekšsēdētāja kungs, komisāra kungs, Padomes pārstāvji!

Pēdējo divu gadu laikā ļoti daudz Eiropas Savienības iedzīvotāji ir cietuši, tieši krīzes rezultātā cietuši. Ne mazums arī manas valsts, Latvijas, iedzīvotāji ir arī cietuši. 20 % samazinājums tautsaimniecības apgrozījumā, tikpat straujš bezdarba pieaugums. Manas valsts iedzīvotāji saprata, ka šādos ārkārtas situācijas apstākļos ir jāpieņem ārkārtas risinājumi. Kas tie risinājumi ir bijuši? Lai sakārtotu mūsu publiskās finanses, manas valsts iedzīvotāji, latvieši, ir pacietīgi pacietuši vairāk nekā 30 % algas samazinājumu un vienlaikus arī nodokļu paaugstinājumu. Rezultātā mūsu finanšu stabilitāte ir izveidojusies Latvijā. Kur man ir sašutums? Man ir sašutums par to, ka šodien es lasu, ka Vācija un Francija vēlas nevis pastiprināt finanšu uzraudzību Eiropas Savienībā, bet viņu faktiski pavājina. Vai tas tad nozīmētu, ka manas valsts iedzīvotāju darbs būtu velti darīts? Kolēģi, mēs nevaram šādu situāciju pieļaut, ka dažas lielās dalībvalstis vēlas turpināt bezatbildīgi dzīvot. Mums ir jāstiprina Komisijas priekšlikums, lai Eiropā būtu stingra finanšu uzraudzība. Paldies Jums par uzmanību!

  Gunnar Hökmark (PPE). - Mr President, I think we should be clear about one thing, namely that the global economic crisis is mainly focused on the US and European economies. There are high levels of growth in other parts of the world, but not in Europe and not in the US. More than anything else, this is rooted in overspending and lack of growth. I think that is one of the most important challenges.

We need to kick-start growth but, in doing so, we need to have stability in public finances. That is why I find it worrying – adding to what has already been said by previous speakers – that some European leaders are now talking about more lax and flexible rules regarding the Stability Pact, and opting for a change to the Treaty. I do not think that what Europe needs is a decade of discussions about Treaty changes. That is more of a policy for disintegration than integration and competitiveness.

We need to strengthen the Stability Pact with as many automatic sanctions as possible. We need to ensure that budget deficits are reduced, in confidence and in good order, at the same time as we are reforming in order to open ourselves up for more economic growth – opening up European borders and opening up for more competition. That is the way ahead and what we should stand up for in the G20. That is also the aim for the European agenda.

  Θεόδωρος Σκυλακάκης (PPE). - Κύριε Πρόεδρε, στην έκθεση Berès για την οικονομική κρίση, την οποία μεταξύ άλλων συζητούμε σήμερα, επισημαίνεται στην παράγραφο 32, ότι ορισμένα κράτη μέλη, και εδώ υπονοείται σαφώς και η χώρα μου, η Ελλάδα, δεν έχουν επί του παρόντος τη δυνατότητα να δημιουργήσουν πραγματικά σχέδια ανάκαμψης και όλες οι δυνατότητες επιλογής περιορίζονται μέχρι το 2012 σε περικοπές των δημοσίων δαπανών, αυξήσεις της φορολογίας και μείωση του χρέους. Η θέση αυτή έχει τεράστια σημασία για την Ελλάδα, μεταξύ άλλων, διότι στο εσωτερικό της χώρας υπάρχουν δυνάμεις που ισχυρίζονται εντελώς το αντίθετο.

Προσωπικά, θα ήθελα να υποστηρίξω τη θέση αυτή της έκθεσης Berès καθώς σε χώρες, όπου το έλλειμμα και το χρέος είναι πολύ μεγάλα και ακόμη περισσότερο σε χώρες, οι οποίες έχουν χάσει την πρόσβαση στη διεθνή αγορά κεφαλαίων, η ανάκαμψη περνά αναγκαστικά από τη μείωση των ελλειμμάτων. Δεν υπάρχει άλλος δρόμος. Αν δεν μειώσεις τα ελλείμματα, δεν μπορείς να έχεις πρόσβαση στις διεθνείς αγορές. Αν δεν έχεις πρόσβαση στις διεθνείς αγορές, δεν μπορείς να πετύχεις ανάκαμψη. Είναι ένα πικρό ποτήρι, ιδίως για τους πολίτες, αλλά πρέπει να έχουμε το θάρρος να λέμε στους πολίτες την αλήθεια.

  Seán Kelly (PPE). - Mr President, one minute it shall be. There were two statements made here this morning that I want to focus on. One by Danuta Hübner when she says that Europe does not exist in a vacuum, and the second by Mr Chastel who said Europe cannot grant all concessions alone.

I think it is time for the European Union to get tough, particularly with the G20 countries and the United Nations. We are in a position where we have 11% unemployment, 20% youth unemployment, massive public debt and millions in poverty, and unless the other countries around the world are prepared to share the burden, then we should say we are not going to allow our countries to become uncompetitive and increase poverty within the European Union.

Secondly, I want to say that, within Europe, we not only need to speak with one voice but also act as one body; the self-appointed board of governors which was mentioned here this morning cannot be allowed to continue. They have an opportunity to make their case to the Council.

  Jan Kozłowski (PPE). - Na wstępie chciałbym wyrazić zadowolenie z przygotowanego sprawozdania dotyczącego poprawy zarządzania gospodarki i ram stabilności Unii Europejskiej i wyrazić uznanie dla znakomitej pracy, którą wykonał sprawozdawca, pan Feio. Jestem przekonany, że nowe inicjatywy, takie jak pakiet nadzoru finansowego i semestr europejski, pozwolą nam w przyszłości zapobiec sytuacjom kryzysowym lub przynajmniej zamortyzować ich skutki.

Uważam jednak, że kwestią kluczową jest kontynuacja działań zmierzających do poprawy koordynacji i zwiększenie przejrzystości strategii politycznych w dziedzinie ekonomii państw członkowskich. Chciałbym podkreślić znaczenie stworzenia dobrych ram dla współpracy budżetowej na poziomie Wspólnoty i państw członkowskich, w tym powiązanie kategorii wydatków budżetów narodowych i Unii Europejskiej. Takie rozwiązanie stworzyłoby także możliwości prowadzenia wnikliwych i systematycznych analiz europejskich wydatków publicznych.

  Gilles Pargneaux (S&D). - Monsieur le Président, en quelques mots, tout d'abord une observation sur les propositions franco-allemandes. Je pense que nous devons finalement réagir positivement. Souvent nous le disons, depuis 2007, nous n'avons plus de moteur franco-allemand et, en même temps, nous devons regretter que ces propositions franco-allemandes aient finalement un côté esclavagiste pour la France étant donné que ces propositions sont faites pour éviter à la France, compte tenu de sa mauvaise santé financière économique, de se trouver dans une situation difficile.

Et puis, il faut aussi constater que dans ces propositions, il n'y a aucune proposition positive comme l'aborde le rapport Berès pour permettre effectivement d'avoir une véritable gouvernance économique au sein de l'Union européenne.

  Monika Flašíková Beňová (S&D) - Kríza je veľmi komplexný fenomén, a tak dovoľte pre krátkosť času aspoň pár bodov.

V prvom rade v rámci národných ekonomík sa priveľký dôraz kladie na kritérium verejného dlhu, ale predsa rovnako dôležité sú aj iné ukazovatele. Zároveň istá miera verejného dlhu je počas krízy nevyhnutná, keďže vlády musia výpadky súkromného sektora nahradiť ekonomickou aktivitou vo verejnom sektore, respektíve verejnými stimulmi súkromnému sektoru, čím sa spomalí rast nezamestnanosti. Lebo, kolegyne a kolegovia, pre všetky tie čísla my zabúdame na tých ľudí, ktorí krízu nespôsobili, zabúdame na nezamestnanosť a na zhoršujúcu sa sociálnu situáciu. Chcem tiež upozorniť na skutočnosť, že bez celoeurópskej koordinácie hospodárskych politík a regulácie finančného sektora bude cesta z krízy veľmi ťažká.

A záverom moja posledná výzva alebo prosba. Pán komisár, opakovane už niekoľko rokov vyzývam k tomu, aby sa skutočne začala riešiť situácia ohľadne daňových rajov.

  Anneli Jäätteenmäki (ALDE). - Mr President, I propose that in future we have one representative for economic issues. We should have a high representative for economic affairs in the same way as we have a High Representative for Foreign Affairs. In future we could merge Mr Rehn’s and Mr Barnier’s posts.

On another issue, it is a shame that we cannot speak with one voice at the G20 meetings. The European Union is helping France, Sarkozy and the chair of the G20. In future, the European Union should have one post, one person at this meeting, and we should speak with one voice.

  Sven Giegold (Verts/ALE). - Mr President, yesterday evening I was really suffering with Mr Rehn during the press conference when I saw how he had to present this deal, which was not really based on his proposals alone. After what we learned from the supervisory package, I think we have seen how Parliament and the Commission can work together in order to get a good result. I think this is really what we have to do now.

When we look at the deficit and debt procedures, as well as your good proposals on macro-economic imbalances, it is really crucial, in order to have a good deal, for countries with both surpluses and deficits to bear their share in order to get the euro back on track. I can only say that a majority in this House is ready to support the proposals you are making.

  Miguel Portas (GUE/NGL). - Senhor Presidente, como o directório franco-alemão ainda não tem lugar sentado nesta sala, dirijo três perguntas à Comissão e ao Conselho sobre a recente fúria sancionatória.

A primeira pergunta é sobre a ideia dos depósitos com juros. Por que raio e qual é que é a racionalidade de acrescentar défice ao défice para combater o défice?

E a segunda pergunta é sobre a possibilidade de suspender os fundos estruturais, o que só pode ter como consequência hipotecar o crescimento a médio e longo prazo. Logo, aumentar os juros da dívida. Logo, aumentar o défice de curto prazo.

E sobra-me uma terceira pergunta. E que tal se existissem sanções contra a estupidez e o pecado da arrogância?

  Andrew Henry William Brons (NI). - Mr President, we have been promised economic growth, but the competition that European countries face from the developing economies will lead to the destruction of the manufacturing bases and jobs of our countries.

We can only compete with them by driving down the living standards of our workers. We must reject globalism, protect our economies and stop building up the strength of our competitors.

We have been promised improved economic governance in Europe. However, the economies of Member States are very different and a single economic prescription will not suit 27 different countries. Each country must prescribe the form of governance that it needs.

The economic crisis started with the activities of the banks, but the response of governments has been to rush to their rescue. We need to control the credit-creating activities, i.e. the money-making activities, of the banks. The banks must serve our economies and not be allowed to follow their own agenda, and they must certainly not be our favoured beneficiaries.

  Alajos Mészáros (PPE). - Az Európai Unió történetének legsúlyosabb társadalmi és gazdasági válságát éltük át, melynek legfőbb okai közé tartoztak a globális egyenlőtlenségek, a laza pénzügy szabályozás és az Egyesült Államok megengedő monetáris politikája. Úgy gondolom, hogy az Európai Unió egy kicsit megkésve tudott választ adni a válság következményeire. A tagállamok első reakciói nem voltak összhangban egymással. A jövőben a válságidőszakok kezelésére rendelkeznünk kell a megfelelő gazdasági irányítási mechanizmusokkal. Biztonságunk érdekében el kell érnünk, hogy az Európai Unió a saját erejére tudjon támaszkodni. Véleményem szerint még szükség van a különbizottság munkájára, hiszen a válságnak még nincs vége, a pénzpiacok helyzete még nem stabilizálódott. A tagállamoknak össze kell hangolniuk a költségvetési politikájukat és meg kell azt osztaniuk egymással. A belső piac a növekedés egyik elengedhetetlen mozgatórugója, ezért az EU 2020-as stratégiájának a hosszútávú beruházásokra és a foglalkoztatásra kell koncentrálni. Meg kell erősíteni a kkv-k helyzetét, mivel kulcsfontosságú munkái a kutatás, az innováció, valamint a növekedés motorjai.

  Αντιγόνη Παπαδοπούλου (S&D). - Κύριε Πρόεδρε, η Ευρωπαϊκή Ένωση βρίσκεται όντως σε ένα σταυροδρόμι. Η διεθνής οικονομική κρίση συρρίκνωσε την ανάπτυξη, επιδείνωσε την ανεργία, τη φτώχεια, τον κοινωνικό αποκλεισμό. Τα μέτρα διάσωσης ήταν θετικά, παρά τις σοβαρές αδυναμίες. Ωστόσο, είναι ξεκάθαρο πως απαιτείται περισσότερη κοινοτική αλληλεγγύη και συντονισμός μεταξύ των εθνικών σχεδίων ανάκαμψης.

Το Ευρωπαϊκό Κοινοβούλιο απαιτεί από την Επιτροπή περισσότερη Ευρώπη, λιγότερη γραφειοκρατία, στήριξη των μικρομεσαίων επιχειρήσεων, δημιουργία περισσότερων θέσεων εργασίας, περισσότερους οικονομικούς πόρους για χρηματοδότηση έργων σε νευραλγικούς τομείς, πιο ισχυρό ρυθμιστικό, εποπτικό και συντονιστικό σύστημα των οικονομικών, φορολογικών και κοινωνικών πολιτικών της Ευρωπαϊκής Ένωσης.

Υποστηρίζω και εγώ την ανάπτυξη ενός κοινού Νομισματικού Ταμείου για να ελέγχει αποτελεσματικά την ευρωπαϊκή οικονομική διακυβέρνηση. Τέλος, περήφανη για τον κύπριο νομπελίστα, Χριστόφορο Πισσαλίδη, καλώ το Ευρωπαϊκό Κοινοβούλιο να τον προσκαλέσει για να αναλύσει τις απόψεις του σχετικά με την αντιμετώπιση της ανεργίας και των σύγχρονων προκλήσεων.

  Philippe Lamberts (Verts/ALE). - Monsieur le Président, je voudrais m'adresser à la Commission et au Conseil juste pour souligner les trois déficits que le projet de gouvernance européenne présente à nos yeux.

Premier déficit, on a une discipline extrêmement stricte sur ce qui est déficit et dette et on a une discipline extrêmement souple, ou loose, sur ce qui est investissement, et je pense à Europe 2020. Il faut vraiment qu'on ait une discipline également forte sur les deux volets puisque l'austérité à elle seule ne va pas recréer de l'activité économique.

Deuxième déficit, il est clair que si l'on souhaite vivement exercer un contrôle sur les dépenses, il faut faire en sorte également de disposer des recettes nécessaires. Je l'ai déjà souvent souligné, on ne peut pas avoir une coordination au niveau budgétaire sans coordination au niveau fiscal.

Troisième déficit, c'est ce que nous considérons comme le déficit démocratique et cela me frappe particulièrement dans les propositions de la task-force. Pour cette dernière, visiblement, le Parlement n'existe pas et je pense que ce n'est pas acceptable.

  Constance Le Grip (PPE). - Monsieur le Président, je voudrais axer mon propos sur la préparation des prochains sommets du G20. Tout a été dit par les orateurs précédents sur la gouvernance économique européenne, sur la nécessité de renforcer la gouvernance économique européenne, de renforcer le pacte de stabilité et de croissance, et de mieux associer le Parlement européen et bien sûr aussi les parlements nationaux au processus.

Je voudrais citer rapidement deux défis qui se posent à nos nations et qui se posent aux membres du G20 et qui doivent être traités dans le cadre, à mon avis, des prochaines réunions du G20.

Le défi de la guerre des monnaies et celui de la volatilité des prix des matières premières. Je pense que sur ces deux sujets, qui sont de véritables menaces pour la croissance mondiale et qui occasionnent des déséquilibres très importants sur notre planète, il faut que l'Union européenne arrive à s'organiser, à arrêter des positions communes, à se donner les moyens de parler d'une seule voix lors des prochains sommets du G20, celui de Séoul mais aussi ceux qui suivront, et de manière plus globale sur la scène mondiale.

  Petru Constantin Luhan (PPE). - Se pare că efectele crizei sunt departe de a fi îndepărtate în momentul de faţă, de aceea aş vrea în acest context să reamintesc rolul important pe care îl joacă politica de coeziune economică şi socială şi, nu în ultimul rând, condiţia sine qua non pe care aceasta o reprezintă.

Această politică a devenit un element esenţial al pachetului de redresare economică, generând valoare adăugată şi susţinând eforturile de modernizare şi de creştere economică durabilă, demonstrând astfel, în acelaşi timp, solidaritate europeană. Consider că avem nevoie, în primul rând, de investiţii majore în infrastructura de orice tip, fie că este vorba de transport, energie sau telecomunicaţii. Avem nevoie de investiţii de capital substanţiale din mai multe surse de finanţare atât publice, cât şi private, inclusiv prin intermediul parteneriatelor public - private, care, din punctul meu de vedere, încă nu sunt utilizate la maximul potenţial.

  Rachida Dati (PPE). - Monsieur le Président, mes chers collègues, je tiens d'abord à féliciter notre collègue Diogo Feio pour la qualité du rapport et pour les propositions ambitieuses qu'il contient. Cela démontre aussi que le Parlement européen prend toute sa place dans un débat qui est déterminant pour l'avenir de l'Europe, et nous ne pouvons que nous en féliciter.

D'ailleurs, la crise grecque a été un révélateur des dysfonctionnements qui minent la gouvernance économique de l'Union européenne. Alors, je prends note sur ce point de la proposition de M. Feio d'instaurer un mécanisme pérenne pour la stabilité financière. Nous devons aussi traiter le problème à la racine.

Pour cela, je pense que la solution réside aussi dans le renforcement du pacte de stabilité et de croissance et, notamment, des sanctions. C'est indispensable si nous voulons un assainissement durable de la situation budgétaire des États, ce qui n'est pas toujours populaire. C'est contraignant, mais nous n'avons pas le choix.

  Vilija Blinkevičiūtė (S&D). - Finansų, ekonominė ir socialinė krizė palietė kiekvieną Europos gyventoją, padidino socialinę nelygybę, pagilino skurdą. Deja, bet sunkmetis dar labiau išryškino tai, kad įvairūs nacionaliniai ekonomikos atkūrimo planai buvo per mažai veiksmingi ir per silpnai koordinuojami. Be to, kai kurios valstybės narės iš tikrųjų net neturėjo galimybių sukurti tikrų nacionalinių ekonomikos atkūrimo planų, apimančių augimo ir užimtumo skatinimo priemones, nes jos per sunkmetį tik dar labiau sumažino viešąsias išlaidas, padidino mokesčius siekiant sumažinti valstybės skolas. Deja, bet kai kuriose valstybėse narėse tai daroma paprastų žmonių sąskaita. Norėčiau atkreipti dėmesį ir į tai, kad per krizę labai išryškėjo socialinė nelygybė tarp skirtingų visuomenės grupių, pavyzdžiui, moterims kyla žymiai didesnė grėsmė atsidurti už visiško skurdo ribos nei vyrams. Taigi dabar Europos Sąjunga turi išmokti šios krizės pamoką ir koordinuodama bendrą darbą su valstybėm narėm turi įgyvendinti savo priimtas iniciatyvas visose srityse.

  Andreas Mölzer (NI). - Herr Präsident! Kaum haben wir das Börsenmonopoly der Finanzhaie halbwegs reguliert, stehen wir vor dem Problem eines globalen Abwertungswettlaufs der Währungen, der trotz des heutigen leichten Entgegenkommens von China immer noch nicht gebannt ist. Was bei uns in Europa verpönt ist, nämlich eine Abwertung bzw. eine Devisenmarktintervention, wird uns nun mit der Globalisierung als Problem aufgezwungen. Die US-Amerikaner wollen die Staatsschulden reduzieren, die Japaner die Konjunktur ankurbeln und die Chinesen den Export stützen. Und diese Weichwährungspolitik anderer Wirtschaftsmächte schadet natürlich Europa, aber auch anderen Ländern, und muss deshalb meines Erachtens beim G20-Gipfeltreffen ein wichtiges Thema darstellen.

Die Überschwemmung des Weltmarkts mit chinesischen Billigprodukten ist ja einfach, wenn die Währung künstlich unterbewertet wird. Mit derartigen dauerhaften Eingriffen wird der Markt verzerrt – ein höchst gefährliches Spiel, bei dem schlimmstenfalls die gesamte Weltwirtschaft auf die Nase fallen könnte.

Auch wenn die Erfolgsaussichten zweifelhaft sind, wird es nötig sein, die Pläne einer Finanztransaktionssteuer beim Gipfeltreffen aufs Tapet zu bringen.

  Pervenche Berès, rapporteure. − Monsieur le Président, merci aux collègues de leurs interventions, de leur contribution. Je voudrais rebondir sur deux ou trois d'entre elles.

D'abord à M. Zīle. Je pense que ce qu'il a dit est très important lorsque nous allons réformer la politique de cohésion. Nous devons faire le bilan de cette politique de cohésion, vérifier si, au cours des années qui se sont écoulées depuis l'adhésion, le pari que les déséquilibres internes pourraient être corrigés en partie par le fonctionnement de ces fonds s'est avéré juste, et faire un bilan avec objectivité pour en tirer les enseignements pour demain.

Beaucoup de collègues – et je les en remercie – sont intervenus sur la question de la représentation de l'Union européenne et de la gouvernance mondiale. C'est un point tout à fait stratégique pour notre Union européenne, encore une fois à un moment où la guerre des monnaies paraît prête à se déchaîner. Nous avons besoin d'unir les voix des Européens à l'intérieur et aussi à l'extérieur. Sur la base de notre force intérieure, soyons forts et unis à l'extérieur dans nos représentations.

Puis, en écho à ce qu'a dit mon collègue, Robert Goebbels, oui, le G20 n'est pas la solution à laquelle nous aspirons in fine pour une gouvernance mondiale, où chacun peut avoir sa place et qui permet d'avoir les instances d'arbitrage dont nous avons besoin. C'est en écho à l'intervention du Secrétaire général des Nations unies, hier, qu'il nous faut trouver les voies d'avenir au sein des Nations unies, par une réforme profonde de cette instance et de sa gouvernance.

Un mot, enfin, Monsieur le Président, pour conclure ce débat en redisant, en écho à ce que disait mon collègue, M. Lamberts, sur les investissements publics. Nous demandons dans notre rapport que la Commission examine de façon annuelle les besoins d'investissements publics et privés et que nous ayons un tableau de bord qui nous permette effectivement d'avoir une stratégie d'investissement à long terme au service de l'emploi, et donc des citoyens européens, une stratégie qui soit fondée sur une durabilité de nos visions et un concept de solidarité qui est au cœur de l'Union européenne.

  Diogo Feio, relator. − Senhor Presidente, eu queria começar por agradecer a todos os colegas os contributos que, mesmo até ao final do debate, têm sido dados. Esta é a ocasião de passarmos das palavras para os actos. A partir deste momento, e após a votação que espero positiva, o Parlamento passará a ter uma posição própria sobre a matéria do governo económico. Defendendo o espírito comunitário, mais transparência e mais publicidade. Defendendo um governo económico como um objectivo a 27 para o crescimento. Com uma coordenação melhor entre todos os Estados da União Europeia, com mais união económica e monetária.

Enfim, defendendo uma Europa mais solidária, mais preparada e mais eficaz. Uma Europa de todos, com vozes diferentes, mas um discurso único. Uma Europa com posições do Conselho, da Comissão e do Parlamento Europeu. A Europa do governo económico não é a Europa das cimeiras a dois. É a Europa das vozes institucionais. É a Europa no Parlamento Europeu, da voz dos cidadãos europeus.

Salientando o papel essencial que este Parlamento e os parlamentos nacionais devem ter relativamente a esta matéria, com uma visão própria sobre a vigilância macroeconómica que é necessário fazer relativamente aos Estados. Com uma voz própria em relação ao modo de execução da Estratégia UE 2020. Olhando também com atenção para a questão do reforço do Pacto de Estabilidade e Crescimento. O Parlamento tem um conjunto de propostas diferentes em relação às outras Instituições.

Está então na altura – Sr. Presidente, vou terminar – de fazermos com força e com unidade o debate sobre as propostas que estão em cima da mesa.

  Olli Rehn, Member of the Commission. − Mr President, let me start by thanking rapporteurs Berès and Feio and the honourable Members for this very substantial and substantive debate.

I do appreciate that the volume of the contributions corresponds to the importance of the issues discussed. I want to make a few comments, responses and remarks on the debate and reports, and I will begin with the international scene.

In the world economy, the pre-crisis imbalances are re-emerging, which threatens a sustainable recovery and job creation. It is therefore essential that the G20, first the ministerial meeting this week and then the summit in two weeks, is able to pursue effective international policy coordination to rebalance global growth.

All countries must play their part in rebalancing: surplus countries by reinforcing domestic demand, and deficit countries by focusing on export growth. This is a matter of millions of jobs in the world economy and in the European Union.

The European Union is working for a strong and stable international financial system in which exchange rates should reflect economic fundamentals. This is an essential element of the G20 goal of rebalancing global growth for the sake of sustainable recovery and job creation.

For the same reasons it is essential for the EU to reform and reinforce its own economic governance. The reports prepared by Mrs Berès and Mr Feio are important contributions to this effect, and the Commission’s legislative proposals, once adopted, will make a quantum leap towards a true and effectively functioning economic and monetary union.

There were some questions about the Commission’s views on levies and taxes on financial institutions. I discussed this with President Barroso and we thought it would be useful to clarify our position in this regard because there were some confusing statements made concerning this issue.

We are in the midst of a fundamental reform of our own financial system and we need to keep up the momentum at the G20 as well. The Commission has put forward a proposal first of all on a stability fee or a bank levy so that the private sector, the banking and financial sector, would and will participate towards the costs caused by the crisis and towards the resolution of future crises.

This is on the table and in some Member States this is being implemented.

Secondly, the Commission wants the financial sector to play a part in covering the costs of the crisis and that is why the EU – and the Commission – are committed to pushing for a financial transaction tax at global level.

Thirdly, the Commission has in the meantime tabled as one option for own resources in the EU budget a proposal that the financial sector should make an equitable contribution at EU level, such as a financial activities tax.

This is our view. We have proposed a bank levy or stability fee; we have raised the possibility of a financial activities tax as a source for own resources; and thirdly we are committed to pushing for a financial transaction tax at the global level.

In the report by Mr Feio there is a proposal on establishing a European monetary fund. The Commission is in favour of establishing a permanent mechanism for crisis prevention and crisis resolution which must have two sides, two elements, two dimensions. There needs to be an accent on crisis prevention as well as on crisis resolution, because it is better to be safe than sorry.

As regards crisis resolution, we have clearly stated already in May that a robust framework for crisis management for the euro area is necessary, and the Commission intends to make proposals for a permanent crisis resolution mechanism in due time.

A few general principles have emerged, especially that crisis prevention and resolution must go hand in hand and that any financial assistance must be subject to strict conditionality.

Such a permanent mechanism must minimise moral hazard and provide incentives for the Member States to pursue a responsible fiscal policy and incentives for investors to pursue responsible lending practices.

Mr Schmidt proposed an amendment concerning voluntary participation of non-euro area Member States in the sanctions regime. You know that at the first stage we are proposing a regime for the euro area Member States, and at the second stage for all 27 Member States. The Commission can accept and endorse this amendment which aims at involving the non-euro area Member States in the sanctions regime on a voluntary basis.

We have made satisfactory progress in the context of the task force and achieved convergence towards the Commission’s initiatives to reinforce economic governance, notably focusing on prevention and pre-emptive action, putting an emphasis on debt sustainability, agreeing a method to address macro-economic imbalances and establish an effective enforcement mechanism.

Even though there has been a convergence of views towards the Commission’s proposals in the task force, the normal legislative process is only just starting. So far we have only seen the beginning. We are perhaps at the end of the beginning, but now the real normal legislative process is just starting, and the European Parliament as the co-legislator has indeed the crucial and decisive role.

We want to work together with you, and we call on the Council and Parliament to deliver the legislative decisions by the summer of next year so that we can have the new system of economic governance in force by next summer, 2011, when we have the next major round of assessment of effective action.

This is really a matter of credibility for the European Union in terms of reinforcing economic governance, and I fully agree with you that it is indeed the Community method that makes the European Union work and deliver.

I listened to you very carefully on this. I appreciate your firm commitment to the Community method starting with the speeches by Mr Daul, Mr Schulz, Mr Verhofstadt and Mr Cohn-Bendit, although I cannot stretch to such oratory elegance as the ‘Deauville Deal’ or the ‘casino compromise’.

Anyway, let us demonstrate together once again that the Community method can deliver, and now it must deliver, the new system of economic governance, and let us thus complement the strong monetary union by a strong and effective economic union to make a real and complete economic and monetary union.

  Paolo Bartolozzi (PPE), per iscritto. – Signor Presidente, onorevoli colleghi, vorrei esprimere il mio apprezzamento per l'importante contributo che si intende fornire attraverso questo lavoro, individuando una serie di misure atte a superare l'attuale crisi e prevenirne di possibili ulteriori.

Dopo i limiti in materia di autoregolamentazione evidenziati in maniera preoccupante dalla recente crisi finanziaria mondiale, la scelta di un controllo di natura globale, si rende sempre più necessaria. L'attuale fase di instabilità economica e finanziaria, la più grave da decenni, ha prodotto una crisi occupazionale e sociale di portata tale da richiedere un decisivo intervento per rimuoverne ricadute negative e dare priorità alle opportunità che si aprono in un'economia globalizzata.

La crisi degli ultimi anni ha messo a dura prova la maggior parte delle economie avanzate. La ripresa, per alcuni Paesi, è ancora oggi lenta e la sempre viva fragilità dei mercati finanziari fa del coordinamento globale e della scelta di appropriate strategie economiche ed industriali gli aspetti chiave nella lotta alla crisi finanziaria. Una vigilanza globale, infatti, dovrebbe favorire lo stabilizzarsi di mercati finanziari solidi e sostenere l'attuale ripresa in corso, assicurando una forte crescita della domanda e dei livelli di occupazione.

  Elena Băsescu (PPE), în scris. – Actuala criză economică demonstrează faptul că modelul de guvernanţă economică existent în UE nu a funcţionat suficient de bine, nefiind realizată astfel o convergenţă deplină între statele membre. În acest context este necesară o îmbunătăţire a cadrului economic şi înfiinţarea unor instrumente ambiţioase de monitorizare mai clare şi mai bine focalizate. Este esenţial ca statele membre să respecte reglementările şi deciziile stabilite la nivelul european, în special cele ale Pactului de creştere şi stabilitate. În acest sens, doresc să salut iniţiativa Domnului Feio prin care sunt încurajate, printre altele, elaborarea mai multor controale precum şi monitorizarea mai atentă a evoluţiei datoriei şi a veniturilor publice.

În final, doresc să adaug faptul că, recent, Guvernul României a adoptat strategia fiscal-bugetară pe perioada 2011-2013 care include măsurile necesare pentru revenirea la un deficit bugetar sub 3% şi menţinerea datoriei sub pragul de 60%. Acest proces de reformă va asigura crearea premiselor necesare relansării economice.

  Dominique Baudis (PPE), par écrit. – La crise financière, économique et sociale sévit maintenant depuis deux ans. Elle se traduit par un taux de chômage supérieur à 10 % dans l'UE, et par un risque de nouvelle récession. C'est une crise que l'on n'arrive pas à maîtriser.

Les 11 et 12 novembre prochains se tiendra le prochain sommet du G20 à Séoul, sous présidence française. Constituer le G20 était un projet du président Sarkozy qui considère qu'aujourd'hui, l'économie mondiale ne se régule plus à 8, mais aussi avec tous les grands pays émergents. Ce cadre permet de se donner une ambition inscrite dans une vision à long terme. La crise exige une vraie gouvernance économique, des règles limitant le dumping social dans les pays en voie de développement, une régulation de la finance, une réforme du système monétaire international. Pour cela, l'Europe doit savoir parler d'une seule voix, forte et déterminée.

  Ivo Belet (PPE), schriftelijk. – Voorzitter, eén van de absolute blikvangers in de aanbevelingen is de belasting op financiële transacties. Met zo'n maatregel vang je verschillende vliegen in één klap: het is een efficiënt instrument tegen speculatie, en met de opbrengst kun je de overheidstekorten aanpakken én dwingende maatschappelijke projecten financieren (milieu, ontwikkelingshulp, infrastructuurprojecten, ....). Het Parlement heeft nu duidelijk gemaakt dat we in Europa moeten doorgaan met deze maatregel, ook als de rest van de wereld voorlopig op de plaats rust houdt door koudwatervrees. De volgende stap is een haalbaarheidsstudie door de Europese Commissie. Wat we vandaag hebben beslist, is een concrete ingreep en een antwoord op de financiële crisis. Het is tevens een duidelijk signaal aan de Europeanen dat we lessen trekken uit wat er in de voorbije jaren allemaal is misgelopen en dat we de crisis ook aangrijpen om Europa sterker te maken, in het belang vooral van de Europese burgers.

  George Sabin Cutaş (S&D), în scris. – Structurile de reglementare existente înaintea crizei economice și monetare în Uniunea Europeană și Statele Unite au fost lipsite de coerență și s-au bazat preponderent pe analize macroeconomice dispersate. În lipsa unei coerențe la nivel global a acestor structuri de reglementare, statele au reacționat pe cont propriu. Ele nu au ținut cont de faptul că, într-o lume globalizată, politicile monetare adoptate la nivel național au un efect considerabil asupra altor economii. Prin crearea Comitetului european pentru riscuri sistemice și a Sistemului european al supraveghetorilor financiari este consolidată supravegherea financiară în cadrul UE. Cu toate acestea, încă nu există reglementări suficiente la nivel internațional privind gestionarea crizelor din sectorul financiar. La întâlnirea G20 din noiembrie 2010, Uniunea trebuie să sublinieze importanța unui sistem de supraveghere și reglementare care să impună, printre altele, obligativitatea înregistrării tranzacțiilor și instrumentelor financiare. Avem o responsabilitate economică și trebuie să fim întâi puternici la nivelul Uniunii Europene pentru a putea fi lideri la nivel mondial.

  João Ferreira (GUE/NGL), por escrito. – De uma vez por todas, a UE e os seus responsáveis terão de perceber que a profunda crise que vivemos não foi importada dos EUA! É uma crise sistémica, do capitalismo, na sua fase actual de desenvolvimento – o neoliberalismo. Assim sendo, na UE, esta é uma crise dos fundamentos da própria UE – que tem no neoliberalismo um dos seus pilares essenciais. Confrontadas com os resultados desastrosos das suas políticas, as potências que têm determinado, no essencial, o rumo da UE, dão sinais de uma inquietante arrogância e agressividade, procurando impor, particularmente aos trabalhadores e aos povos dos países mais vulneráveis, inadmissíveis retrocessos civilizacionais, por via de um intolerável ataque à sua soberania. É este o significado da declaração conjunta que, em Deauville, antes da reunião do G20 e da reunião do Conselho Europeu, a Alemanha e a França decidiram emitir. Parecem ignorar que o aprofundamento do caminho que aqui nos trouxe só nos poderá conduzir à desgraça. É essa a mensagem que por toda a Europa ecoa nas lutas dos trabalhadores e dos povos! É tempo de lhes dar ouvidos! A verdadeira resposta à crise reside na valorização do trabalho e numa mais justa repartição dos rendimentos (nomeadamente por via fiscal), beneficiando o trabalho em detrimento do capital.

  Louis Grech (S&D), in writing. – We are in the middle of a crisis, which has to a large degree damaged the financial, economic and social sectors and has had a negative impact on the integration process of the internal market. The single market might be the necessary catalyst to initiate a real European economic and financial recovery from the crisis and rebuild much needed confidence among the citizens. The crisis in itself may serve as a window of opportunity to implement measures which will stimulate economic growth, competitiveness and social progress in Europe by putting citizens at the heart of the European economy. I support the rapporteur’s commitment to give clear indications for a way out of the crisis: taking concrete measures and initiatives focusing on the importance of the internal market, employment and the role of SMEs. Moreover, a new holistic and inclusive approach has to be adopted whereby citizens’ goals, particularly those related to economic, social, health and environmental concerns of citizens, are fully integrated into the economy. We need a new paradigm of political thinking, making the European citizen the main political variable in the determination and formulation of Union legislation and policy.

  Marian-Jean Marinescu (PPE), în scris. – Europa a început să se redreseze economic, însă contextul rămâne incert. Refacerea economică globală este în continuare fragilă, iar ritmul procesului diferă de la ţară la ţară. Prioritatea zero rămâne crearea unei baze stabile care să determine regulat o creştere economică susţinută şi echilibrată. În acest scop, trebuie să creăm un sistem care să permită concomitent răspunsul la criză, prevenirea şi cooperarea pe termen mediu şi lung. Uniunea Europeană trebuie să fie un partener puternic, capabil să-şi impună experienţa în integrarea economică şi politică, dar şi să contribuie substanţial la guvernarea economică globală. Avem nevoie de crearea unor politici economice credibile şi viabile pe termen mediu şi de coordonarea unei politici macroeconomice care să aibă la bază un Cadru pentru creştere susţinută şi echilibrată, elaborat de G20. O strategie a politicilor economice ale Uniunii trebuie să cuprindă: un plan de acţiune privind folosirea reformelor structurale în vederea întăririi creşterii economice şi a ocupării forţei de muncă, o reformă fiscală consolidată şi întărirea guvernării economice asupra EU şi a zonei euro. Este necesară adoptarea unei agende pentru dezvoltare a G20, cu un plan de acţiune multi-anual, care să promoveze creştere economică şi flexibilitate pentru ţările aflate în curs de dezvoltare.

Ir nepieciešams skaidri piefiksēt nacionālo valdību kļūdas, ļaunprātības un neprofesionalitāti, lai turpmāk nepieļautu iedzīvotāju situācijas pasliktināšanos. Latvijas valdība, piemēram, jau aizņēma no starptautiskajām finansu institūcijām summu, kas divreiz pārsniedz valsts gada budžetu. Latvijas valdība katru dienu pieņem tautai nelabvēlīgos lēmumus attiecībā uz nodokļu sistēmu un fiskālo politiku kopumā, kas noved pie uzņēmumu likvidācijas un Latvijas uzņēmēju aizbraukšanas uz ārzemēm. Latvijas valdība pastāvīgi cenšas grozīt pensiju likumu, lai samazinātu izmaksas pensionāriem. Tas ved pie sociālā sprādziena un globālā netaisnīguma. Mums ir nepieciešams sniegt skaidru signālu nacionālajām valdībām, ka sociālo izmaksu un pensiju samazināšana krīzes laikā ir noziegums pret tautu. Esmu pārliecināts, ka neaizsargātajiem, mazturīgajiem sabiedrības slāņiem nav jānes atbildība par valdības kļūdām.

  Sławomir Witold Nitras (PPE), na piśmie. – Chciałbym podziękować posłowi Feio za jego pracę nad projektem sprawozdania. Wydaje mi się, że zbyt łatwo przechodzimy do porządku dziennego nad zagrożeniami stojącymi przed Europą. Nie przykładamy należytej uwagi do ostrzeżeń kierowanych przez rynki finansowe, przez osoby, jak choćby prezes Trichet, który wprost nazywa propozycje Komisji jako dobry, ale nie wystarczający krok w kierunku wzmocnienia Paktu Stabilności i Wzrostu. Rola PE polega dzisiaj na tym, że musimy bronić propozycji Komisji Europejskiej przed rządami państw członkowskich, które nie wyciągnęły, jak widać żadnej lekcji, z kryzysu.

Gdyby Rada Europejska uczciwie wypełniała zapisy paktu, skala kryzysu finansów publicznych w Europie byłaby znacznie mniejsza. Jeśli pozwolimy dziś rządom, szczególnie rządom Niemiec i Francji, na łagodzenie propozycji Komisji kryzys się pogłębi i będziemy zastanawiać się czy cały projekt wspólnej waluty w obecnej formie ma sens, możemy niechcący udowodnić tezę, że euro nie było udanym eksperymentem. Przed Parlamentem stoi wielkie zadanie. Musimy obronić euro, walcząc z doraźnymi celami politycznymi. Musimy wymóc na wszystkich państwach członkowskich prowadzenie odpowiedzialnej polityki budżetowej, nawet jeśli będzie to bolało. Dziękuję za uwagę.

  Alfredo Pallone (PPE), per iscritto. – Signor Presidente, onorevoli colleghi, la parola "crisi" viene dal greco Krino che – letteralmente – significa "decidere", "scegliere". Indica, quindi, un momento che separa una fase dall'altra. Dobbiamo guardare oltre e ragionare sul passato, in modo da porre in essere i cambiamenti strutturali che renderanno le nostre piccole e medie imprese più competitive e in grado di affrontare la maggiore pressione che deriverà da un ambiente globalizzato.

Facendo ciò, dobbiamo, inoltre, garantire occupazione per una buona parte della fascia meno protetta della forza lavoro e delle loro famiglie. L'Unione europea ha bisogno di una nuova governance economica che assicuri la stabilità e il rigore delle finanze pubbliche nazionali. Una crisi finanziaria ed economica come quella che viviamo non si deve più ripetere. La nuova governance economica dell'Europa deve considerare non solo l'ammontare del debito pubblico ma anche la sua sostenibilità a medio lungo termine. Il debito privato e la sostenibilità dei sistemi previdenziali sono altrettanto importanti che il debito pubblico in quanto tale per la stabilità delle finanze pubbliche. Anzi, Paesi che avevano un debito pubblico sotto controllo sono entrati in grave crisi proprio a causa del grave indebitamento delle famiglie e delle imprese. Mentre Paesi con debito pubblico elevato se la sono cavata bene.

  Richard Seeber (PPE), schriftlich. – Die Wirtschafts- und Finanzkrise hat die Lücken und Schwächen der existierenden Instrumente und Methoden in der Koordinierung der Wirtschafts- und Währungspolitik klar aufgezeigt. In der Vergangenheit haben manche Mitgliedstaaten, insbesondere Frankreich und Deutschland, zu sehr gezögert, strengere Regelungen einzuführen. Die Bewältigung der Wirtschaftskrise ist eine der größten Herausforderungen, auf die es nur eine europäische und keine nationale Antwort geben kann. Dies gilt auch für Sanktionsmechanismen, die nach wie vor von Mitgliedstaaten zum Teil blockiert werden. Nach den neuen Regeln für den Finanzbinnenmarkt ist es aber nun an der Zeit, die Währungsunion zu stärken und gleichzeitig vor allem die Staatsverschuldung abzubauen, um die Zukunft des europäischen Wirtschaftsraumes zu sichern. In diesem Prozess sollen insbesondere die nationalen Parlamente stärker eingebunden werden, um die Debatte in den Mitgliedstaaten zu europäisieren. Nur so kann eine europäische Antwort gefunden werden, um die Krise zu bewältigen und eine robuste und starke Wirtschaftsunion zu erreichen.

  Jutta Steinruck (S&D), schriftlich. – Seit der Finanzkrise von 2008 treffen sich die G20-Staats-und Regierungschefs regelmäßig alle sechs Monate, um die wirtschaftlichen und finanziellen Fragen zu erörtern, die Zusammenarbeit zu verstärken, um ein stabiles und nachhaltiges Wachstum der Weltwirtschaft zu erreichen, das allen zugute kommt. Ich glaube jedoch, dass wir im Hinblick auf eine nachhaltige und angemessene Antwort auf die finanziellen, wirtschaftlichen oder sozialen Probleme der Krise einen breiteren Ansatz und eine ausgewogenere Perspektive dieser Probleme brauchen. Die Finanzminister der Mitgliedstaaten sind nicht in der Lage, die Situation auf dem Arbeitsmarkt zu bewerten und Antworten für die drängenden Fragen in der Arbeits- und Sozialpolitik zu finden, die die Bedürfnisse der Arbeiter oder die Menschen im Allgemeinen berücksichtigt. Daher fordere ich regelmäßige Treffen der Minister für Beschäftigung und soziale Angelegenheiten in der G20. Zudem fordere ich die EU und die Mitgliedstaaten auf, die auch Mitglieder der G20 sind, diese Idee weiterzuentwickeln und im Bereich der Beschäftigungs- und Sozialpolitik enger miteinander zu kooperieren und einen ausgewogeneren Ansatz auf Gipfelebene anzustreben. Wir können nicht zulassen, dass der Wettbewerb den Schutz der Arbeiterrechte unterminiert. Wir müssen diese Rechte nicht nur für die Bürger in der EU durchsetzen, sondern brauchen sie auch für andere Länder auf der Welt.

  Silvia-Adriana Ţicău (S&D), în scris. – UE, cu cei 500 milioane de cetăţeni, reprezentând 7% din populaţia lumii, realizează 30% din PIB-ul mondial. Conform ultimelor statistici, UE a înregistrat în luna august 2010 un deficit comercial de 17,3 miliarde EUR. În primul semestrul al acestui an, UE a înregistrat cele mai importante creşteri ale exporturilor în relaţia cu Brazilia (+57%), cu China (+41%) şi Turcia (+38%), iar pentru importuri cele mai importante creşteri s-au înregistrat în relaţia cu Rusia (+43%), China şi India (ambele cu +25%).

Pentru atingerea obiectivelor „Strategiei UE 2020”, UE ar trebui să îşi reducă dependenţa energetică faţă de furnizorii săi tradiţionali. În primul semestru al acestui an, deficitul comercial al UE27 în domeniul energiei a crescut cu 34,3 miliarde EUR faţă de aceeaşi perioadă a anului trecut. De asemenea, Uniunea are nevoie de o politică industrială eco-eficientă care să asigure legătura dintre capacitatea de inovare şi unităţile de producţie ale UE, permiţând astfel crearea de locuri de muncă pe teritoriul său şi păstrarea competitivităţii UE pe plan mondial.

De aceea, Consiliul European ar trebui să includă, pe agenda sa din 28-29 octombrie, viitoarea politică industrială şi siguranţa energetică a UE, precum şi propuneri privind reducerea efectelor schimbărilor climatice şi demografice.

  Janusz Wojciechowski (ECR). - W dniu wczorajszym w Polsce, w Łodzi, na stanowisku pracy w biurze poselskim Parlamentu Europejskiego został zamordowany pracownik tego biura, mój asystent pan Marek Rosiak. Słowa zabójcy wypowiedziane podczas zbrodni nie pozostawiają wątpliwości, że motywem tego zabójstwa była nienawiść do partii politycznej Prawo i Sprawiedliwość, głównej partii opozycyjnej w Polsce. Kampania nienawiści, jakiej od dłuższego czasu doświadczała ta partia, doprowadziła do tragedii. Oprócz samej zbrodni Parlament Europejski powinien też potępić nienawiść i przemoc, dla których nie może być miejsca w europejskiej polityce i europejskiej demokracji. Panie Przewodniczący, bardzo proszę o zarządzenie minuty ciszy dla uczczenia pamięci pana Marka Rosiaka, człowieka, który zginął pracując dla Parlamentu Europejskiego.

  Ria Oomen-Ruijten (PPE). - Voorzitter, net hebben we laten zien hoe waardig we kunnen zijn als Parlement. Op het moment echter dat ik hier de plenaire vergaderzaal binnenkom, wordt ik eerst lastig gevallen door mensen die vinden dat we resoluties moeten ondertekenen, en vervolgens door ballonnen geëscorteerd vanwege amendementen. Voorzitter, ik vind dit het Parlement niet waardig, en ik vraag u zich daarover te bezinnen en te bekijken hoe we ook de gangen schoon kunnen houden.
