  Willy Meyer (GUE/NGL), in writing. (ES) I voted against the Provera report on migration flows arising from instability: scope and role of EU foreign policy, because I reject the European Union’s migration policy; the policy of ‘Fortress Europe’, with borders that are iron-clad for men and women but which, by contrast, evaporate when it comes to capital. This report advocates European migration policy that is not based on the understanding that emigration is a right and not a crime, and does not guarantee the sacred principle of requesting asylum. The EU’s hypocrisy is abominable: it is criminalising undocumented immigrants. Illegal immigrants are used for labour in the process of rapidly accumulating capital, in a direct assault on the universal nature of human rights. The EU, which can only exist through economic immigration, is demonstrating great cynicism. What is happening in North Africa is proof of ‘Fortress Europe’. The European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (FRONTEX) has nothing to do with solidarity or cooperation to help peoples fight against dictatorships like those of Ben Ali, Mubarak or Gaddafi: when thousands of Africans are fleeing repression and war, the EU imprisons them.
