  David Martin (S&D), in writing. – I voted for this report and take the view that, in order to be consistent with the EU’s own values, EU foreign policy and external action must give priority to promoting democracy and the rule of law, good governance and fair societies, given that a rule-based democratic society is the basis for upholding human rights as well as for enhancing stability. Reiterating the position that human rights need to be firmly mainstreamed into EU foreign policy, I believe that the new institutional structure of the EU, with particular reference to the EEAS and its dedicated department, offers an opportunity to enhance the EU's coherence and effectiveness in this area; urge the VP/HR to proactively pursue, through bilateral relations with third countries and active participation in international fora, the engagement of third countries in respecting human rights as well as to speak up against human rights abuses and not to refrain from taking adequate measures if they are violated; considering the growing grave violations of freedom of belief, call upon the Commission to conduct a thorough evaluation and to mainstream freedom of belief into the EU human rights policy.
