(LT) I endorsed this document because its objective is to charge heavy goods vehicles depending on the time of day they are travelling, during or outwith rush hour, and depending on the sound emitted and cylinder capacity. At least 15% of the money collected in charges is invested in other projects related to CO2 reduction. It is good that today, we are ready to reduce climate change and, in the area of road transport, we are finally striving to apply the ‘polluter pays’ principle. Undoubtedly, this will give Member States additional possibilities to make their national road charging systems more efficient, which means that a better transport-demand-management instrument can be developed. However, I still believe that these instruments are only economically beneficial and favourable for a few central transit European Union Member States, and therefore completely unfavourable or much less favourable for a large number of European Union Member States, situated near the European Union’s borders, both in the east, the south, the west and the north. I therefore believe that it would be worth us fully evaluating this aspect, weighing it up again, and only then adopting it.
