EU external policies in favour of democratisation (debate)

  Janusz Władysław Zemke (S&D).(PL) Madam President, thank you very much for allowing me to take the floor. I read the De Keyser report very attentively. It really is a very interesting and very well-written report. Yet one of the things it shows is that we are dealing not only with positive trends, but also with problems, which must be a cause for concern to all of us in this Chamber. As far as the positive trends are concerned, I believe that what is most important is that it is abundantly clear that the EU has been paying a great deal more attention in recent months to extending democratic values outside the territory of the EU. It is abundantly clear that the EU is reconstructing its Neighbourhood Policy. However, we cannot agree whether the instruments to be used are good or excellent. I would therefore like to lend my wholehearted support to Poland’s initiative to create an Endowment for Democracy, and to encourage others to do the same. This is a good idea, and it should be supported.
