  Die Präsidentin. − Als nächster Punkt folgt der Bericht von Andrew Duff im Namen des Ausschusses für konstitutionelle Fragen über einen Vorschlag zur Änderung des Akts vom 20. September 1976 zur Einführung allgemeiner unmittelbarer Wahlen der Abgeordneten des Europäischen Parlaments (2009/2134(INI)) (A7-0176/2011).

  Andrew Duff, rapporteur. − Madam President, first I will summarise the principal parts of the reform package that was agreed so strongly at the committee stage. We want to bring forward a polling day from June to May to allow for the more speedy election of the Commission. We are going to create a modern supranational regime for privileges and immunities. We will initiate a dialogue with the Council on the reapportionment of seats, according, I hope, to a mathematical formula that we will need to agree on. We invite the Commission to come forward with new proposals to facilitate the participation of citizens, wherever they may live, in elections.

The key proposal, and the one that has created a degree of controversy, is to have 25 Members of Parliament for a pan-European constituency, elected from transnational lists drawn up by the European political parties. The purpose of this is to transform the European elections by giving the political parties a central role in campaigning by dramatising and personalising the European dimension of the campaign. It is certainly possible that Mr Barroso’s successor as President of the Commission could be found on a transnational list.

The time has come to galvanise European political parties. This is a time when many, perhaps most, national parties are neither willing nor able to sustain European integration in a democratic and efficient manner. People tell me that this is not the time for such a radical proposal. Well, when it is ever a good time to do anything in politics?

When the popular legitimacy of the Parliament is in doubt is a good time to act. When we are installing an economic governance is a good time to give European democracy a greater profile and a boost. Frankly I doubt whether the demonstrators in Syntagma Square would complain at being offered the choice to vote for two political lists: the national and the European.

Some people are also concerned about the necessary change to primary law. But the fact is that small Treaty changes are needed to bring in the Croatian Members and to rectify the situation where the present composition is in breach of the Treaty principle of digressive proportionality.

One other complaint, if I might. A criticism that this will create two classes of Member: super ‘Eurostar’ MEPs and other, inferior Members elected from national lists. But the Treaty says we are representatives of the Union’s citizens and we need to provide that essential degree of electoral reform to transpose the Lisbon Treaty in line with political and democratic reality.

  Ashley Fox (ECR). - Madam President, I would like to suggest to Mr Duff that the reason the vote on his report has been postponed is that his Group, the EPP, and the Socialists are hopelessly split. The other groups are, shall we say, less enthusiastic. It is quite clear that there is not a majority in favour of a transnational list and a pan-European constituency.

Would he not do better just to drop that proposal and to allow the other, more modest, parts of his report to continue?

  Andrew Duff (ALDE). - Madam President, Mr Fox has a different appreciation of the state of opinion in our groups. It is certainly true that, if you touch on electroral reform, Members find this a sensitive and indeed uncomfortable question. The committee ought to hear the anxieties and questions that have been put in the groups to see if we can modify the proposal and improve it to grow the size of the consensus behind it. But I state very clearly that the rapporteur is going to stick to the principle of transnational lists.

  Maria Damanaki, Member of the Commission. − Madam President, let me start with a quote: ‘looking ahead, the Commission confirms that the Union would greatly benefit if a number of Members of the European Parliament were elected from European lists submitted to the whole of the European electorate.’

This is an extract, not from the report presented to you today by your rapporteur, Andrew Duff, but actually from a communication forwarded by the Commission to the Convention in 2002. So the Commission remains convinced that European lists could help to enhance the transnational dimension of European elections.

So let me say a few words about Mr Duff’s report. First, I note the tremendous personal efforts of the rapporteur – and I would like to thank him – to seek wide support in the Parliament on such a complex and sensitive issue. The core of the report concerns the creation of a pan-European constituency to which 25 MEPs would be elected. I know some Members of this Assembly are against such lists, but I think it is an idea worth pursuing.

It will, however, not be easy to implement and here begin the concerns of the Commission. First, I am not sure our fellow citizens will understand the need to increase the number of seats. This was the conclusion of the Convention: above 750 Members an Assembly may find it difficult to function.

Second, increasing the total number of MEPs requires a Treaty change, unless the 25 MEPs elected on transnational lists would be part of the existing number. In the Commission’s opinion, this procedural difference is very significant. I understand your rapporteur has already tabled amendments to leave the door open.

Third, it was so difficult to reach a compromise on the allocation of seats between the Member States that it hardly seems conceivable to reopen such a debate right now. But such a discussion would be essential, should the 25 MEPs be part of the whole number here.

Fourth, the principal elements of the proposed reform would need to be ratified in all Member States. In some countries this could even mean a referendum. Are we ready to run the risk of a ‘no’ vote now? In the present climate of both institutional fatigue and economic austerity, any referendum would be risky, and the national parliamentary ratification processes cannot be taken for granted either.

In any case, the Treaty requires the European Council to adopt by unanimity a decision on a proposal from this Parliament so your Assembly – this is a clear message – has the right of initiative on this matter. There is no formal role for the Commission. I trust you will present your proposal in time for the European Council to decide early enough before the spring-2014 elections.

Moreover, the report brings forward the idea of creating an electoral authority to conduct and to verify the results of this election. It also provides for the creation of an electoral role to prevent double voting.

Both instruments would indeed seem necessary and would be put in place after the revised electoral act has been ratified. The Commission will need some time to draft a proposal on this. It will also likely take considerable time for Member States to agree so this would be only possible for the 2019 elections at the earliest.

This brings me to a specific request addressed to the Commission to present a new proposal for the revision of the current information exchange system to encourage participation of EU citizens in European elections in the Member State where they reside. The Commission has already made such a commitment but the proposal has been blocked in the Council since 2006 because Member States cannot find the unanimity required to adopt this proposal.

Another demand addressed to the Commission concerns statistics and your wish to improve the consistency and comparability of population data provided by Member States. On this point, I can announce that Commission services are currently working on a draft proposal which should be coming soon.

There are many other points in the report. Be sure that the Commission can only subscribe to principles such as the better representation of women and minority candidates or the respect of democratic rules in the selection of candidates. The Commission also supports the idea of having the elections in May rather than in June.

So this report concerns constitutional issues rather than simply legislation. The Commission is already ready to make some amendments in the procedure for the 2014 elections. I mentioned earlier the way forward with Directive 93/109/EC, taking into account the outcome of our debate today, to encourage people to stand and to prevent double voting based on the current ex-ante checks.

As regards statistics, the Commission is already preparing the proposal to improve the consistency and comparability of population data. Finally, three months ago, Vice-President Šefčovič promised you that he would examine your request to establish a specific European legal status for political parties at European level. The Commission is presently looking into the key elements in the Giannakou report with an open mind, and it may indeed come back to you in the near future.

  György Schöpflin, on behalf of the PPE Group. – Madam President, I wish to thank the Commissioner for the very clear exposition of the Commission’s position. My particular thanks also to Andrew Duff, as cooperation on this report has been excellent.

One of the proposals in the report on direct elections to the European Parliament has turned out to be unusually challenging. There is considerable opposition to the idea of a pan-European list which would represent the European interest and strengthen the European identity. My position is that this controversy deserves further exploration. After all, there is generally a parliamentary majority that supports the broad project of European integration, yet the pan-European list, which is certainly about just such integration, is proving unacceptable to many.

My sense of it is that opposition to the list derives primarily from those who place the short term before the long term. It is true that in the short term Europe faces an economic crisis of far-reaching proportions, the future of the euro is far from assured and instruments to resolve the crisis are still being elaborated. Those who focus on the short term will say that this is no time to be experimenting with a pan-European list – yet. In reality the case for the opposite position is stronger. Whatever form the resolution of the crisis will take, it will demand more European integration, not less.

That will unquestionably mean more transfers of competences and powers to the European Union. The power flows so transferred will require representation – that is the heart of democracy – and will demand that representation at European level. This is precisely what the pan-European list wants to achieve: to represent Europe and to represent the citizens of Europe, which is why concentrating on the short term is short-sighted and futile.

  Roberto Gualtieri, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, il Gruppo socialista e democratico ritiene che la costruzione di un vero spazio politico europeo sia una condizione decisiva per proseguire sulla strada di un'Europa politica, capace di affrontare con forza e determinazione, in modo adeguato, le colossali sfide che questo secolo ci pone.

Il trattato di Lisbona ha compiuto in questo senso un'importante passo avanti, soprattutto sulla base del principio già ricordato dal relatore Duff, che chiarisce che nel Parlamento europeo sono rappresentati direttamente i cittadini europei a livello dell'Unione, e tuttavia nonostante queste e altre importanti innovazioni del trattato di Lisbona e nonostante la realtà di tutti i giorni ci mostri in modo inequivocabile com'è necessaria un'Europa politica, la costruzione di un vero spazio politico europeo è ancora lontana.

Il dibattito nei nostri Stati membri è troppo orientato a livello nazionale, i partiti politici discutono troppo in una dimensione esclusivamente nazionale e le stesse elezioni europee spesso appaiono ai cittadini come una prosecuzione del dibattito politico interno, il che è anche una delle ragioni della troppo scarsa partecipazione.

Noi pensiamo che una riforma della legge elettorale europea che rafforzi i principi comuni possa contribuire a questa europeizzazione del dibattito politico europeo, naturalmente non è l'unica condizione, ma può contribuire. Per questo il Gruppo dei socialisti e democratici, pur consapevole dei numerosi problemi connessi a questa proposta, in commissione ha sostenuto la proposta di una lista transnazionale.

Noi allo stesso tempo abbiamo sostenuto la richiesta di un ritorno in commissione, perché capiamo che intorno a questa proposta è necessario raggiungere un largo consenso, ma pensiamo allo stesso tempo che occorra proseguire con determinazione sulla strada di una riforma del sistema elettorale europeo che rafforzi il carattere transnazionale di queste elezioni.

  Alexandra Thein, im Namen der ALDE-Fraktion. – Frau Präsidentin! Lieber Andrew, ich möchte dir erst einmal im Namen unserer Fraktion recht herzlich für die jahrelange Arbeit danken, die du in dieses Projekt gesteckt hast, und für die Verve und die Energie, mit der du versuchst, das hier durchzusetzen. Wir wissen alle, wir müssen irgendwann einmal dahin kommen. Du hast es vorhin selbst angesprochen: Ist jetzt der richtige Zeitpunkt? Ich denke, zunächst müssen wir erst einmal unbedingt im September einen Bericht verabschieden. Wir wissen alle, dass es dann wahrscheinlich noch Jahre, vielleicht sogar Jahrzehnte dauern wird, bis dieser dann im Endeffekt umgesetzt ist. Aber wenn wir jetzt nicht anfangen, dann werden wir das vielleicht in den nächsten Jahrzehnten auch nicht erreichen.

Ich wünsche mir persönlich, dass ich selbst es noch erleben werde, dass wir zu einem wirklichen Parlament werden mit einer einzigen transnationalen Liste, denn auch unser deutsches Bundesverfassungsgericht hat dies gefordert und festgestellt, dass wir erst dann wirklich legitimiert sind, wenn wir von jedem Bürger der Union wählbar sind. Um hier doch noch zu einem Kompromiss zu kommen, würde ich empfehlen, dass wir – um den kleinen Staaten entgegenzukommen – den Kreis derjenigen, die auf der transnationalen Liste kandidieren können, etwas erweitern, vielleicht auf 10 %. Unser Fraktionsvorsitzender, Guy Verhofstadt, hat das gestern eigentlich mehr scherzhaft in seiner Rede angesprochen.

  Ashley Fox, on behalf of the ECR Group. – Madam President, the central proposal of the Duff report is the creation of an extra 25 MEPs to be elected by the whole of Europe. I believe that creating a new constituency, covering the whole of the EU, is democratically flawed.

I ask Mr Duff, to whom will these 25 new MEPs be accountable? Certainly not the people. These new MEPS will be accountable only to the European political party that placed them on the list. They will speak on the party’s behalf and answer only to the party hierarchy, not the people.

Far from bringing Europe closer to its citizens, this proposal will further increase the divide between the ordinary citizen and the politics in Brussels and Strasbourg. An additional 25 MEPs, representing the whole of the EU, will also be expensive, both in money terms and in carbon dioxide consumed.

At a time when the EU is seeking to reduce its carbon footprint, do we really need another 25 pan-European MEPs travelling across the whole of their new huge constituency? This proposal also places an extra burden on taxpayers. At a time of austerity, how do we justify spending millions more euros on extra politicians and their staff?

Mr Duff also wants a new electoral authority to oversee the election of these new MEPs and an electoral roll for the whole of Europe. Have these proposals been costed? Of course they have not. Conduct of elections must remain under the control of nation states.

The only beneficiaries of these proposals are the European political parties. Indeed, I would argue that Mr Duff wants to create these new MEPs and an election, simply to give them something to do. The Duff report is undemocratic and expensive. It erodes the sovereignty of the nation-states and my group will oppose it.

  Nicole Sinclaire (NI). - Mr Fox, I concur with virtually everything you said, but would you also agree with me that the Commission’s mentioning there could be some form of European office to coordinate these elections and a single electoral role for the whole of the European Union is obviously a dangerous move towards a federal European state? As your party is the senior party in the United Kingdom Government, can you confirm that your party will block that move in the Council at every opportunity?

  Olle Schmidt (ALDE). - Mr Fox, I think that I am accountable to those who actually voted for me. What is the difference with those who vote for the 25 Members? Are they not accountable because they have actually been voted for? Is that so strange? Could you try to explain this to me? Who are you accountable to?

  Rainer Wieland (PPE). - Herr Kollege Fox, ich würde gerne wissen, wie Sie in Ihre bürgernahen Ausführungen den Umstand einordnen, dass in einigen Mitgliedstaaten nur die Kandidaten gewählt werden können, die von Parteien aufgestellt werden, und dass darüber hinaus in Ihrem Mitgliedstaat sogar nur diejenigen Parteimitglieder aufgestellt werden können, die so eine Art Kandidatenlizenz von der Parteiführung haben.

  Ashley Fox (ECR). - Madam President, in answer to Ms Sinclaire I say unequivocally ‘yes’. The Conservative Party will block that proposal.

To Mr Schmidt, you need a system where you can get rid of an MP that you do not like. For example, I can be deselected by my party or I can be removed by the electorate of the South West of England. That will not exist in this system.

To Mr Wieland, I do not think that ordinary citizens have any interest whatsoever in this proposal. It is totally disconnected from their ordinary concerns. It is up to each nation state to determine the method of election of their representatives in this Parliament.

  Gerald Häfner, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Europa braucht innovative Ideen, um weiterzukommen, und Ideen, wie wir nach und nach eine europäische Demokratie erreichen und wie wir ein demokratisches Europa realisieren. Denn noch immer ist der Einfluss der Bürger auf die europäische Politik zu gering. Wir brauchen wirklich europäische Debatten über europäische Themen. Und die Bürger müssen die Wahl haben, das letzte Wort zu sagen. Sie sind der Souverän! Deshalb brauchen wir ein europäisches Initiativrecht, wir brauchen – meine ich – auch europäische Referenden. Wir brauchen eine Reform des Wahlrechts. Noch immer sind Europawahlen rein nationale Angelegenheiten, von nationalen Parteien ausgerichtet, mit nationalen Kandidaten und meistens auch zu rein nationalen Themen. Ich halte das übrigens überwiegend für einen Missbrauch der europäischen Wahlen. Wir müssen dafür sorgen, dass die Wahlen und auch die Themen europäischer werden.

Der Vorschlag von Andrew Duff ist eine solche innovative Idee, denn er hat direkte und indirekte Wirkung. Eine indirekte Wirkung z. B. ist, dass er die Parteien dazu zwingt, sich europäisch aufzustellen, europäische Themen und Programme zu diskutieren und europäische Kandidaten zu nominieren. Eine andere Wirkung ist, dass die Bürgerinnen und Bürger auf ihren Wahlzetteln neben den nationalen Kandidaten auch europäische Kandidaten finden. Dieser Vorschlag berührt die Kernfrage der Europäischen Union und unserer Arbeit hier.

Insofern bin ich auch dankbar für diese kontroverse Debatte. Denn wen vertreten wir hier? Sind wir nur eine Union der Mitgliedstaaten und vertreten wir nur die Interessen der Bürgerinnen und Bürger unserer Länder? Oder sind wir auch Vertreter eines gemeinsamen europäischen Interesses, Vertreter der Unionsbürger? Und die Wahrheit ist: Wir sind beides. Wir dürfen das eine nicht aus den Augen lassen und das andere auch nicht. Das heißt – und das gilt genauso für unsere Bürger –, dass es bei einer Wahl nationale Gesichtspunkte gibt, aber auch europäische Gesichtspunkte. Ich freue mich auf den Tag, an dem die Bürgerinnen und Bürger neben ihrem Wahlschein mit den nationalen Kandidaten einen zweiten Wahlschein mit europäischen Kandidatinnen und Kandidaten vorfinden werden.

Übrigens sind die Grünen hier Benchmark! Denn die Grünen sind bislang die einzige Partei, die mit einem europäischen Spitzenkandidaten mit einem europäischen Programm in den Wahlkampf gezogen ist. Ich meine, wir schulden das nicht nur der Idee von Europa, sondern auch der Realität von Europa. Wenn also eines Tages britische Wähler für französische Kandidaten stimmen und umgekehrt, weil sie sie gut finden, dann ist Europa einen Schritt weiter!

  Søren Bo Søndergaard, for GUE/NGL-Gruppen. – Hr. formand! Hvad er demokrati? Er det retten til at stemme hvert femte år? Nej. I et virkeligt demokrati er valget bare en parentes i den demokratiske proces, som finder sted mellem valgene. Spørgsmålet er så, om forslaget om 25 MEP’er på europæiske lister vil styrke demokratiet mellem valgene. Vil det mindske afstanden mellem vælgerne og de valgte? Jeg mener, at denne gruppe i endnu højere grad vil være løsrevet fra vælgerne. Samtidig vil forslaget betyde flere MEP’er til de store lande. Hvis man vil have mange stemmer til en europæisk liste, opstiller man naturligvis ikke en spidskandidat fra Finland eller fra Malta. Til gengæld opstiller man kandidater fra Tyskland, Frankrig og England. Forslaget vil kort sagt føre til mindre mangfoldighed, mindre ansvarlighed og mindre demokrati. Jeg vil godt takke hr. Duff for det store arbejde, men jeg kan ikke støtte forslaget.

  Jo Leinen (S&D). - Frau Präsidentin! Herr Kollege, wenn wir eine Liste von 25 Kandidaten haben, dann werden diese Kandidaten natürlich nicht aus einem Land kommen, sondern aus 25 Ländern. Das wird jede Partei so machen. Würden Sie mir zustimmen, dass deshalb die kleinen Länder eigentlich den relativen Vorteil haben und nicht die großen? Es ist genau das Gegenteil von dem, wie Sie hier argumentieren.

  Søren Bo Søndergaard (GUE/NGL). - Hr. formand! Nej, det er jeg absolut ikke enig i, for hele pointen er jo, at man opstiller en europæisk liste, og hvor vil de, der bliver valgt fra denne europæiske liste, blive valgt? Hvor mange vælgere er der i Tyskland? Hvor mange vælgere er der på Malta? Hvor mange vælgere er der i Frankrig? Hvor mange vælgere er der i Finland? Hvor mange vælgere er der i England? Hvor mange vælgere er der på Cypern? Det er jo fuldstændigt klart, at dette forslag er en anden måde at gennemføre den matematiske formel på – den formel der går ud på at styrke de store lande i forhold til de små lande.

  John Stuart Agnew, on behalf of the EFD Group. – Madam President, the most fascinating bit of this report is the excellent graph which shows the decline in turnout in European elections from just over 60% to now just over 40%. What a splendid achievement this has been.

The peoples of Europe have shown clearly what they think of this great project: they do not like it. What is the response? Instead of wondering whether a lot less Europe might appeal to the people of Europe, Mr Duff proposes lots more Europe: an expensive and pointless addition of 25 extra MEPs occupying so-called ‘super seats’. Why would anyone in Europe want these?

The southern end of Europe and Ireland are discovering, through the imposition of real hardship, real poverty and onerous austerity measures, just how wonderful Europe isn’t. The euro has been for them, and thus for the rest of Europe, an unmitigated disaster.

A vast tide of economic migrants is starting to overwhelm especially the more prosperous northern countries. Inevitably, as a direct consequence, nation states are reaching for a veritable array of borders, customs and immigration checks. The great EU temple totters on its foundations, and just at this moment Mr Duff decides that he wants more Europe. I am stopping here with 15 seconds to go, because I want less Europe.

  Béla Kovács (NI). - A Duff-jelentés ugyan elismeri és szembenéz a ténnyel, hogy az európai uniós intézmények – így az Európai Parlament is – az európaiak többségének szemében érdektelen, átláthatatlan intézmények, ugyanakkor a megoldás helyett csak fokozza a káoszt. Az átlagemberek számára alig érthető választási rendszerekkel, matematikával és belterjes alkudozással foglalkozik.

A lényeg az, hogy a parlamenti költségvetés óriási hányadát felemésztő, különböző néven futó, de lényegében mind globalista, neoliberális, a nemzetállamokat felszámolni kívánó európai pártok hirtelen lázas választójogi reformba kezdtek, hogy a hazafias, a központosítás elleni erők 2014-ben ne, vagy csak nagyon nehezen tudjanak elindulni az európai parlamenti választásokon. A jelentés legnagyobb hibája, hogy miközben változatlanul hagyja a jelenlegi, az egyes államok arányos képviseletét sem biztosító rendszert, azt egy transznacionális listával bővíti ki, vagyis az átlagpolgárok, akik közül ciklusról ciklusra egyre kevesebben voksolnak, mert alig értik és látják hasznát az EP-nek, tevékenységét alig figyelik, nemzetközi listára, úgynevezett európai pártokra is szavazhatnak majd. Komolyan gondolják önök azt, hogy egy német, angol vagy magyar szavazó számára jórészt teljesen ismeretlen, az ő gondjait nem ismerő spanyol, francia vagy finn nevekre fog voksolni 2014-ben? Elhiszik önök azt, hogy lehetséges 27 országban közel 500 millió európainak személyesen kampányolni? Szinte biztos, hogy a zavar a fejekben fokozódni fog, az európai választásokat pedig még több polgár fogja nagy ívben elkerülni.

  Íñigo Méndez de Vigo (PPE). - Señora Presidenta, el Tratado de Lisboa otorga a este Parlamento la facultad de iniciar una reforma del Acta electoral y por eso lo tenemos que hacer.

Lo tenemos que hacer porque, además, dentro de poco, se va a producir una nueva distribución de escaños en el Parlamento Europeo con la entrada de Croacia. Por ello, el informe del señor Duff, a quien quiero felicitar por el trabajo que ha hecho, se inserta en esta línea.

El Acta electoral, como saben ustedes, es de 1976. Ha pasado mucho tiempo desde entonces, y, por ello, hay que mejorarla.

Probablemente este debate que estamos viviendo hoy se está centrando en la lista paneuropea, y digo bien paneuropea, porque mi Grupo ha presentado una enmienda en este sentido que vamos a mantener, con mayor motivo hoy, en homenaje a quien utilizó ese término de «Paneuropa», el archiduque Otto de Habsburgo, recientemente fallecido.

Pues bien, la lista paneuropea parece suscitar grandes dudas. Algunos nos están diciendo: «Es que es demasiado pronto». Pero yo estoy seguro, Señorías, de que, el 8 de mayo de 1950, algún consejero les dijo al Canciller Adenauer o al Ministro Schuman: «Ministro, Canciller, es demasiado pronto para hacer una declaración francoalemana, poniendo en común el carbón y el acero».

Para los conservadores siempre todo es demasiado pronto. Para aquellos que nada quieren que cambie siempre es demasiado pronto. Pues bien, para los que apostamos por el progreso, los que queremos que Europa avance, queremos tener sueños elevados, señor Presidente. Uno de los personajes de William Faulkner decía de una forma muy gloriosa: «Hay que tener sueños como montañas para que, allí donde estemos, podamos verlas y perseguirlas».

La lista transnacional, paneuropea, se inserta en esa línea de sueño, de ideal, de poesía, de lucha. Señor Presidente, el estilo del Grupo PPE es el de tener el mayor consenso posible. Vamos a buscar el consenso posible para traerlo aquí.

Pero, como decía Paul Valéry de todo poema, «nunca se termina, solo se abandona». Nosotros hoy lo abandonamos, pero volveremos, señora Presidenta.

  Monika Flašíková Beňová (S&D). - Európsky parlament je kľúčovým prvkom ústavného poriadku Európskej únie. Popri dlhých rokovaniach o revízii zmluvy Únia dosiahla podstatný pokrok pri vytváraní základných podmienok pre jednotné voľby, aj napriek chýbajúcemu jednotnému volebnému zákonu.

Čo sa týka problémov, s ktorými sa stretli predchádzajúci spravodajcovia, niektoré sa podarilo úspešne vyriešiť. Existuje kategória otázok, ktoré sa mohli na začiatku procesu zavádzania priamych volieb zdať problematické, ale ako povedal môj predrečník, treba sa zamerať na pokrok, a preto mnohé z nich sa už podarilo vyriešiť.

Dôležitosť a právomoci Parlamentu sa od roku 79 výrazne rozrástli, aj Lisabonskou zmluvou, ktorá značne rozšírila naše právomoci. Parlament i preto potrebuje a zaslúži si nový volebný systém a vnútornú organizáciu, ktoré zodpovedajú jeho novým úlohám.

A v neposlednom rade ide aj o to, aby voľby do Európskeho parlamentu boli z hľadiska občanov členských štátov jednoduchšie, zrozumiteľné a príťažlivé.

  Anneli Jäätteenmäki (ALDE). - Arvoisa puhemies, kiitän kollegaani Andrew Duffia. Valitettavasti minun on kuitenkin todettava, että en kannata tätä esitystä kuin siltä osin, että on perusteltua aikaistaa vaalipäivä toukokuulle.

Sille, miksi en kannata 25:tä uutta parlamentin jäsentä, on kolme pääperustelua. Ensinnäkin niitä ei yksinkertaisesti tarvita, tämä parlamentti on nyt jo tarpeeksi iso. Meidän täytyisi sen sijaan miettiä työmme tehostamista ja parantamista. Toiseksi tämä on suurten jäsenvaltioiden vallankaappaus. Kolmanneksi ovat käytännön ongelmat. Oleellinen osa parlamentaarikon työtä on pitää yhteyttä kansalaisiin. Ilmeisesti näiden 25 uuden parlamentin jäsenen ei ole tarkoituskaan pitää yhteyttä kansalaisiin ja valitsijoihin, koska se on käytännössä mahdotonta. Jos EU laajenee, miten on mahdollista edes käydä pari kertaa vuodessa kussakin jäsenvaltiossa?

Haluaisin vielä todeta, että kyllä euroasioita voidaan käsitellä vaaleissa muutenkin, ja haluan muistuttaa, että Suomen viime eduskuntavaaleissa, siis kansallisissa vaaleissa, ei puhuttu mistään muusta kuin eurooppalaisista asioista. Kansalliset asiat olivat täysin sivussa. Se riippuu meistä itsestämme, mitä asioita me pidämme esillä.

  Edvard Kožušník (ECR). - Paní předsedající, můj kolega a přítel Méndez de Vigo, můžu to tak říct, určitě je mým přítelem a mám velký vztah k jeho zemi, žije asi na horách. Velká část voličů v Evropské unii, asi půlmiliardy, žije v údolí a volební účast se neustále rok od roku snižuje a myslím si, že je to velký problém Evropské unie, protože Evropský parlament je jedinou institucí, která je volena přímo občany. A legitimita občanů se v této komoře rok od roku právě těmi volbami snižuje.

Při přečtení jednotlivých opatření mám pocit, že se vytrácí právě ta podstata, a to jsou občané v rámci Evropské unie. Zde v Parlamentu se navrhují opatření, kde se nikdo občanů neptá, co oni samotní od Unie chtějí. Inženýrsky se navrhuje vznik jednoho celounijního obvodu, jehož poslanci budou od svých občanů ještě vzdálenější, než jsou současní poslanci volení v členských státech.

Zkusme se proto raději více přiblížit občanům, nevymýšlejme konstrukce celoevropských obvodů, posilme přímou demokracii, nechme raději častěji rozhodovat samotné občany. Přemýšlejme, jak jim umožnit účastnit se voleb například prostřednictvím internetu.

  Satu Hassi (Verts/ALE). - Arvoisa puhemies, ehdotetun uudistuksen tavoitteet ovat kaikki hyvin kannatettavia. Kannatan kaikkia niitä tavoitteita, joita tässäkin keskustelussa uudistuksen kannattajat ovat esittäneet.

Silti suhtaudun epäillen ylikansallisiin listoihin. Pienen jäsenvaltion kansalaisen näkökulmasta uudistus näyttää suurten jäsenvaltioiden vaikutusvallan kasvattamiselta entisestään. Jos ylikansalliset listat ovat avoimia, eli äänestäjät voivat vapaasti valita ketä sieltä äänestävät, silloin käytännössä vain suurimpien jäsenvaltioiden ehdokkailla on mahdollisuus tulla valituiksi.

Jos taas Eurooppa-puolueet asettavat ehdokkaat järjestykseen, myös jokaisessa puolueessa suurimpien jäsenvaltioiden jäsenillä on suurimmat vaikutusmahdollisuudet ja tämä kertautuu puolueesta puolueeseen. On hyvin tärkeää löytää tapoja käydä eurooppalaista poliittista keskustelua ja eurooppalaista julkista väittelyä, mutta toivon hartaasti, että löydämme siihen parempia tapoja kuin ylikansalliset listat, jotka ainakin minun maassani vain lisäävät EU:n vastustusta.

  Helmut Scholz (GUE/NGL). - Frau Präsidentin! Vor dem Hintergrund der Tragweite unseres Handelns als Parlament, liebe Kolleginnen und Kollegen, stellt sich sehr wohl die Frage, ob auch wir über eine hinreichende Legitimation für unser Handeln hier verfügen. Andrew Duff macht mit seinem Bericht – und ich begrüße ausdrücklich seine langjährige Arbeit – konkrete Vorschläge zur Stärkung des europäischen Aspekts. Einige davon sind offensichtlich nicht mehrheitsfähig, aber sein Ansatz ist richtig und verdient breite Unterstützung und eine öffentliche Debatte, auch außerhalb des Hemicycle.

Auch in unserer Fraktion gab es kontroverse Debatten über die konkreten Vorschläge des Berichts. Sie spiegeln die divergierenden Interessen in und Erfahrungen mit der Europäischen Union wider. In einem Punkt gibt es Übereinstimmung: Der Ort für die Diskussion und die Entscheidung der Demokratiefrage ist nicht allein das Parlament. Von meiner Seite deshalb ein klares Ja zu der richtigen Fragestellung des Berichts und seiner Aufforderung, von Anbeginn an deutlich über den Verhandlungsauftrag Richtung Rat hinauszugehen. Die Bürger müssen in diesem Prozess eine eigene Stimme bekommen, die europäischen politischen Parteien müssen hier aktiv werden.

  Oreste Rossi (EFD). - Signora Presidente, onorevoli colleghi, la relazione mira a modificare la legge elettorale europea, orientandosi alla realizzazione di uno Stato federale europeo.

Si prevede l'aggiunta di un collegio transnazionale, eletto con metodo proporzionale e regolato da un'apposita autorità elettorale dell'Unione europea. Noi siamo fortemente contrari a questa scelta, sia perché non rispettosa delle forze politiche radicate sui territori, e non a livello europeo, sia per l'enorme costo che comporterebbe la sua istituzione. Tra l'altro avremmo due tipi diversi di europarlamentari, perché sarebbe impensabile che parlamentari che devono girare per 27 e poi 28 Stati membri possano essere considerati come gli altri, con che fondi riuscirebbero a seguire il loro territorio?

Un altro punto che non condividiamo è l'istituzione di un registro elettorale dell'Unione europea, in quanto la sua gestione, dalla cancellazione, agli inserimenti, alle modifiche e ai controlli su centinaia di milioni di votanti, comporterebbe un'inutile aggravio di costi al bilancio dell'Unione. La creazione di uno spazio politico unico a livello comunitario andrebbe a limitare la sovranità degli Stati membri.

Noi crediamo in un'Europa dei popoli, che rispetti le realtà territoriali, dando loro rappresentanza e forza, e non si imponga come un "Superstato" burocratico e padrone.

  Nicole Sinclaire (NI). - Madam President, never mind the quality, feel the width. This proposal will not add anything to the quality of European democracy. You are just kidding yourselves.

It will further remove the citizens from its politicians. Everything about this proposal is wrong. There is a suggestion of gender and ethnic-based quotas. Quotas are wrong. Positive discrimination is wrong – it creates victims. Has Mr Duff even considered the cost of implementing this proposal? I suspect not. Apparently the taxpayer has deep pockets. This proposal is open to abuse. One British party, UKIP, is currently boasting that it can take cash for a pan-European party to spend on its own domestic agenda. To use the rapporteur’s name as an adjective, this is truly a duff proposal.

  Carlo Casini (PPE). - Signor Presidente, onorevoli colleghi, il popolo è la base della democrazia. "Popolo" significa identità, un tutt'uno per storia, tradizione e ideali, ma significa anche unità, volontà di avere un governo unico.

In questo contesto un sistema elettorale unitario è chiaramente uno strumento che costruisce un popolo, un demos europeo. Questo demos europeo ancora non è completamente presente, come dimostra il fatto che nelle ultime elezioni europee vi è stato un grande calo di partecipazione, quindi scarsa sensibilità, e come dimostra il fatto che i dibattiti nazionali si sono svolti soprattutto sui problemi nazionali e non sui problemi europei.

Bisogna dunque attuare quanto il trattato di Lisbona ci propone. Il trattato di Lisbona non pone un obbligo per il Parlamento europeo di presentare, elaborare una legge elettorale uniforme, indica soltanto una facoltà, ma è una facoltà di straordinaria importanza e quindi non dobbiamo abbandonare il progetto di elaborare questa riforma dell'Atto del '76.

Rinvieremo in commissione questo documento dell'on. Duff, che io ringrazio in quanto presidente della commissione affari costituzionali ancora una volta. La commissione affari costituzionali ha approvato il suo testo quasi ad unanimità, e oggi in qualche modo a malincuore se lo vede restituito. Ma proprio perché non dobbiamo in nessun modo demordere, credo che in questa sede si tratti di riformulare un testo più praticabile, che possa avere un maggior consenso; ma che ciò si faccia, il rinvio non deve essere un insabbiamento.

La necessità di avere una visione europea risulta non solo dal fatto di una possibile elezione in un collegio transnazionale, ma si pensi a quanto significherebbe eleggere direttamente da parte dei popoli i membri della Commissione o almeno il Presidente della Commissione. Allora è con questa questione che io chiudo il mio intervento, nuovamente ringraziando il relatore Duff.

  Marita Ulvskog (S&D). - Fru talman! Två förslag i Andrew Duffs betänkande tycker jag vi borde ta fasta på direkt. Det är flyttningen av valdagen till en tid på året då den politiska temperaturen är högre. En så liten förändring skulle faktiskt kunna bidra till ökat valdeltagande i en del medlemsländer. Det är också väldigt viktig att vi gör någonting åt föräldraförsäkringsfrågan . Mannen är norm även i detta parlament, och så får det inte vara.

I övrigt kan jag ansluta mig till många av de synpunkter som kommissionär Damanakis framförde. Jag skulle dock beskriva det på ett lite tydligare sätt. Det är för mycket helikopterperspektiv i det här förslaget och för lite långsiktig pragmatism. Tillsammans med våra europeiska och nationella partier måste vi visa vad EU faktiskt beslutar om som påverkar EU-medborgarnas liv på ett positivt sätt, särskilt på områden där den nationella makten inte räcker till. Hur skulle en nation, en medlemsstat, ensam kunna reglera finansmarknaden? Hur skulle en enskild medlemsstat kunna göra något åt klimatpolitiken? Vi måste bli bättre på den långsiktiga pragmatismen, och inte komma med sådana vilda förslag som Andrew Duff har lagt fram. Realism, det är viktigt.

  Niccolò Rinaldi (ALDE). - Signora Presidente, onorevoli colleghi, signora Commissario, con questa modifica all'Atto relativo alle elezioni dei deputati europei abbiamo la possibilità di affermare due principi, ossia: la lista transnazionale per ottenere finalmente qualcosa di più di un embrione e un vero passo di federalismo europeo, e come Italia dei valori sosteniamo la tenacia del relatore in questa direzione.

Tuttavia si sbaglia se si pensa che la lista transnazionale da sola risveglierà l'interesse dei cittadini, che per metà disertano già le urne alle elezioni europee. Occorrono criteri innovatori di qualità e di vicinanza alla società. Come Italia dei valori, in commissione, abbiamo proposto un tetto ai mandati dei deputati, per un ricambio degli eletti e una dinamica di rinnovamento. Un emendamento che è stato bocciato, anche con motivazioni secondo me quasi risibili, da un riflesso un po' di autoconservazione della casta dei deputati.

Per la prossima plenaria siamo impegnati in altre modifiche: la prima riguarda la dimensione regionale degli eletti e delle costituzioni, dei collegi, per assicurare un rapporto forte con il territorio di provenienza e la seconda, attraverso sia l'emendamento congiunto al Gruppo dei socialisti e democratici – e ringrazio l'on. Gualtieri – sia con un testo separato per un "Parlamento pulito", come chiesto dalla società.

Un "Parlamento pulito" che introduce l'ineleggibilità per i condannati a sentenze definitive – e che quindi hanno ottenuto tutte le garanzie di un processo equo – per reati gravissimi, come terrorismo, corruzione, crimine organizzato, istigazione all'odio razziale e via dicendo. È una vergogna che oggi chi si sia macchiato di tali reati possa sedere tra questi banchi. Ci vuole più coraggio, cari colleghi, e solo con norme che siano all'avanguardia in Europa il Parlamento europeo acquisterà tutta la credibilità che gli spetta.

  Julie Girling (ECR). - Madam President, this really is a triumph of bad timing and insensitivity. At a time when European citizens are questioning in ever increasing numbers the effectiveness, relevance and, above all, the cost of the European Union, we are bringing forward proposals for an expensive extra level of pseudo-democracy.

I strongly oppose such a proposal and see it as a perfect example of the increasing disconnect between some Members of this House and their electorate. Before Members vote for more MEPs, perhaps they should study the trends in opinion polls across Europe. These show rapidly declining support for the European project, and most particularly for this Parliament. If we want to reverse this trend we must find ways of reflecting the views of the citizens, challenging the Commission to bring forward relevant initiatives and demonstrating added value to Member States.

It is not the case that we Conservatives do not have dreams. We do. We dream of a progressive Europe. It is just that those dreams lead us in a completely different direction. However, they are just as valid and, if you keep on in the direction that you are talking about, you are merely going to assist us in that task.

  Jaroslav Paška (EFD). - Európska únia sa od svojho vzniku vyvíja a dynamicky mení. S jej rozširovaním je potrebné prepracovať aj mechanizmy zastupovania občanov členských štátov v politických orgánoch Únie. Preto je správne, že sa už dnes zaoberáme reformou volieb do Európskeho parlamentu v roku 2014.

Správa pána Duffa prináša viacero návrhov na zmeny, s ktorými sa dá súhlasiť. Pragmatickým zmenám sa však vymyká návrh na kreovanie 25 dodatočných mandátov Parlamentu volených na samostatnej celoeurópskej kandidátke. Ja súhlasím s pánom Duffom, že teleso Európskeho parlamentu by bolo možné rozdeliť na dve samostatné komory. Komora občanov Únie, kreovaná podľa súčasných pravidiel, by mala sídlo v Bruseli a plnila by súčasné úlohy, ktoré plní Parlament.

Komora zástupcov štátov, ktorá by mala nie 25, ale x-krát toľko, koľko je v Únii štátov, teda dnes, povedzme 3 krát 27 mandátov, by sídlila v Štrasburgu a plnila by úlohy zmierovacích a koordinačných procesov v sporoch medzi vrcholnými inštitúciami Európskej únie. Komora zástupcov štátov by mohla byť tiež brzdou voči majorizácii malých štátov pri väčšinovom rozhodovaní Komory občanov Únie. Takáto zmena by mohla byť prínosná.

  Diane Dodds (NI). - Madam President, is it not strange that at the same time that his leader Nick Clegg is pursuing a reduction in representation at Westminster, we have Mr Duff’s proposal for another 25 MEPs in this place? Consistency and Lib-Dem policy, as demonstrated in tuition fees and now this, remain alien to each other.

On his website, Mr Duff states that, so far, national politicians have been rather bad at connecting citizens with the EU. The irony in this statement is that, if Mr Duff asked the electorate of the UK whether they wanted more MPs elected on a pan-European basis, they would say ‘no’.

There is no connection with the EU, because the EU is like a parallel universe. While national governments cut public spending, the EU demands more. When business asks for less red tape, the EU adds more. It is for reasons such as this that there is no connection and no affinity with the EU.

Until the EU actually recognises that government for government’s sake is a bad thing, and that better government comes from national parliaments, the electorate will remain detached from the EU. Twenty-five pan-Euro-MPs will only cause further disenchantment, cost more money and become completely removed from a constituency base.

  Rafał Trzaskowski (PPE). - Madam President, this is an ambitious proposal and one which we should support in principle. There are some elements in it which are not controversial, because we are all focusing only on the transnational list. I think we can all agree that streamlining the electoral procedure is not controversial.

However, there are some proposals in it which have produced controversy, most notably the transnational list. I think that this is an experiment in transnational democracy. Regardless of whether one is a true federalist or, more modestly, believes in creating a European public space, I think that we should support it.

If we want the European political parties to be visible and citizens to take a well-informed choice – because decisions in this House are taken by political parties – and if we are really interested in how effectively our postulates are being realised, we should know what these parties do. If we want a European election campaign to be based on a truly European debate about European issues, I think that we should, in principle, support this proposal.

There is one caveat. I support it if the transnational list is open, giving citizens a true choice and stimulating political parties to present the best candidates. Here I am sometimes amazed when people from smaller countries say that it would actually benefit only big countries. This means that you have no faith in your parties to actually put forward good people. I will just give you one example. If the Czechs were to put forward Vaclav Havel, I am absolutely certain that many people would want to vote for him – people who actually have similar ideas to mine. But if they were to put forward Vaclav Klaus, I am pretty sure that, maybe, many conservatives would want to vote for him as well.

There are some problems. There are people who are not ready to embrace this idea, and it is true that having more MEPs at a time of financial austerity would send the wrong signals. But this is not Andrew Duff just being capricious. We are obliged by the Treaty to take it up. We have to take the initiative: this is the only part of EU law where we have the initiative. It is too serious to be dropped, so let us talk about it a little more, because this proposal is really worthwhile.

  Jo Leinen (S&D). - Frau Präsidentin! 30 Jahre nach der ersten Direktwahl zum Europäischen Parlament brauchen wir eine grundlegende Reform des Wahlsystems. Die Defizite der Europawahlen sind ja offensichtlich. Wir dürfen nicht stagnieren, wir dürfen nicht stehenbleiben, sondern wir müssen den nächsten Schritt vorwärts tun. Der nächste Schritt ist in der Tat dieses strategische Instrument europäischer Listen neben den nationalen Listen.

Demokratie heißt Diskurs, Deliberation, wie Professor Habermas immer gesagt hat. Genau das ist unser Problem. Die politische Klasse hat einen nationalen Diskurs. Die Debatten bleiben im nationalen Raum hängen. Wir haben keine übergreifende europäische Debatte, keinen europäischen politischen Raum, und die europäischen Listen würden die politische Klasse zwingen, sich zusammenzusetzen und europäisch zu denken, europäisch zu argumentieren und auch die Alternativen für die Bürger sichtbar machen, welches Europa sie bei der Wahl dann zur Auswahl haben. Ich hoffe, dass wir diese europäischen Listen mit deinem Bericht, Andrew Duff, durchbekommen. Wir brauchen diese Vision, und wir sollten nicht nachgeben. Das Parlament hat das schon einmal beschlossen, und wir können nicht weniger ehrgeizig sein als unsere Vorgänger.

  Olle Schmidt (ALDE). - Fru talman! Fru kommissionär! Jag gillar ditt förslag, Andrew Duff. Jag tycker att det här är ett stimulerade betänkande, ett framtidsinriktat och visionärt betänkande. Men ett som kanske snart kan bli verklighet. Att skapa en transnationell lista skulle understryka den europeiska aspekten av valet. Det skulle ge en välbehövlig vitaminkick till de oftast trötta nationella valrörelserna. Det är min uppfattning att det skulle stärka demokratin. Jag delar helt den uppfattning som kollegan som avvek nu framförde. Jag skulle med glädje rösta på Václav Havel. Jag kan inte förstå att ni som kommer från mindre länder har så dåligt självförtroende. Poul Nyrup Rasmussen, han leder de europeiska socialdemokraterna. Han är ifrån det lille land Danmark. Pat Cox kom från det lille land Irland. Han ledde det här parlamentet. Han hade inte ens ett parti bakom sig. Lite mer självförtroende, mina vänner. Europas väljare är kloka, medvetna människor och jag tror att de kan skilja på nationella val och europeiska val, och de skulle se det som en möjlighet att få gå och rösta två gånger och få utse också sina europeiska politiker. Väljarna kommer också att kunna se till att politikerna sköter sitt jobb – de behöver inte bli omvalda nästa gång. Bra, nödvändigt och visionärt. Till Marita Ulvskog skulle jag vilja säga att visst kan man vara realist, men ibland behöver man också var djärv och våga tänka utanför boxen. Jag tyckte tyvärr du lät tämligen konservativ, Marita.   Salvatore Iacolino (PPE). - Signora Presidente, onorevoli colleghi, il diritto alla cittadinanza europea deve essere assicurato dalla corretta attuazione del trattato di Lisbona, che è affidata prioritariamente ai rappresentanti dei cittadini dell'Unione eletti nel territorio degli Stati membri, con il traguardo di affermare un vero e proprio diritto alla cittadinanza europea, quale prerogativa essenziale per ogni cittadino che si riconosca nei valori dell'Europa.

Il rinvio del voto sulla relazione che avrebbe dovuto modificare le disposizioni sull'elezione dei rappresentanti al Parlamento europeo nulla toglie al lavoro egregio posto in essere dal relatore e dalla commissione. Ed è tuttavia la prova di una matura riflessione, perché se la previsione di una lista transazionale assolve la funzione di garantire una rappresentatività unitaria, non vi è dubbio che oggi più che mai emerge l'esigenza di garantire un reclutamento della classe dirigente politica realmente espressione dei singoli territori.

Gli Stati Uniti d'Europa passano soprattutto dalla comune applicazione dei valori della solidarietà e dell'integrazione a beneficio dell'intera comunità, in particolare quella ultraperiferica e quella insulare, maggiormente esposte oggi più che mai a una crescente pressione immigratoria irregolare.

Sono convinto che il relatore e la commissione lavoreranno alacremente per introdurre quelle modifiche coerenti con l'idea di abbracciare la visione sentimentale di un'Europa realmente unita anche dalla circoscrizione elettorale unica, modellata tuttavia sul vincolo dalla rappresentatività fra eletto e territorio. Perché una cosa è certa, il cittadino oggi vuole riconoscersi davvero nell'Europa. A patto che l'Unione europea riconosca la dimensione e i bisogni del territorio, perché da lì si deve partire per arrivare ad un modello organizzativo che sia realmente rispondente alle esigenze del cittadino.

  Zigmantas Balčytis (S&D). - pirmaeilis mūsų visų uždavinys yra Europos Sąjungos piliečius sudominti europiniais klausimais. Per eilę metų buvo atlikta nemaža reikšmingų žingsnių tobulinant įvairias rinkimų sistemas, todėl papildomas rinkimų į Europos Parlamentą sąrašas, tikėkimės, padės aktyviau įraukti mūsų piliečius į rinkimų procesą. Tačiau pats Europos Parlamentas dar nėra iki galo atlikęs savo prievolės, numatytos Paryžiaus ir Romos sutartyse, kalbu apie rinkimų tvarkos suvienodinimą valstybėse narėse bei pavienių kandidatų teisę kelti savo kandidatūrą, ir kitus probleminius klausimus. Manau mums derėtų atsižvelgti ir į ESBO išsakytus dabartinės sistemos trūkumus, kurie neleidžia Europos Parlamentui pilnai įgyvendinti demokratiškumo principų bei neskatina mūsų piliečių aktyviai dalyvauti rinkimuose, kadangi jie paprasčiausiai yra nusivylę per ilgai trunkančia reforma.

  Андрей Ковачев (PPE). - Уважаеми колеги, благодаря ти, Andrew, за куража и ентусиазма да поставиш в нашия дневен ред реформата за промяна на избирателната система. Поради това, че днес разглеждаме една много важна наднационална европейска тема, ще говоря не на моя роден език (българският), а на езика на една от страните членки, която винаги е била мотор на европейската интеграция и която е била пример за много млади европейски демокрации в Източна Европа - Германия.

Ich begrüße den Bericht, insbesondere den Vorschlag, 25 Abgeordnete auf einer gesamteuropäischen Liste zu wählen. Doch der Teufel steckt natürlich im Detail. Kann man so etwas organisieren? Kann man die Wähler überzeugen, dass es richtig ist? Ist das jetzt der richtige Zeitpunkt? Und vor allem: Sind wir wirklich überzeugt, dass es richtig ist, das zu tun, oder suchen wir nur nach Gründen, um das zu blockieren?

Diese konkrete Idee kommt zu einem schwierigen Zeitpunkt. Europa steht am Scheideweg, und wir müssen uns die Frage stellen, ob wir die europäische Integration weiter vertiefen, auf demselben Entwicklungsniveau bleiben oder sogar eine Renationalisierung hinnehmen müssen. Der polnische Ministerpräsident hat gestern eine sehr optimistische und europäische Rede gehalten, die als Kernpunkt die Vision von mehr Europa als Antwort auf die Krise hatte. Der Bericht Duff beinhaltet genau das und ist ein konkreter Aspekt dieser Vision.

Meines Erachtens werden die gesamteuropäischen Listen ein starkes Signal dafür sein, dass das föderale Projekt für unseren Kontinent anziehend ist. Falls wir den Bericht ablehnen, dann geben wir der meiner Meinung nach unbegründeten Angst nach, dass uns die Bürger bei uns zuhause nicht verstehen, und wir kapitulieren vor dem nationalen Populismus.

Es mag ja sein, dass der Vorschlag für manche von uns nicht die perfekte Lösung ist, aber lassen Sie uns doch an diesem Vorschlag weiterarbeiten, hin zu mehr Willensbildung durch europäische Parteien, hin zu mehr europäischer Repräsentanz und weg vom nationalen Egoismus! Dieser Schritt ist notwendig, um eine europäische Debatte sowie eine europäische Identität zu fördern, um Europa ein Gesicht zu geben und europäischen Themen bei den Europawahlen mehr Gewicht zu verschaffen.

Heute setzt sich das Europäische Parlament aus 27 nationalen Vertretungen zusammen, die gesamteuropäische Liste schafft eine echte europäische Vertretung, und ich wäre sehr dafür, dass wir das annehmen.

  Matthias Groote (S&D). - Frau Präsidentin! Andrew Duff hat uns einen visionären und – wie er selbst sagt – auch radikalen Vorschlag zur Reform des Wahlsystems vorgelegt. Ich glaube, das ist gut so, wir brauchen Vorschläge, wir brauchen mehr Europa in der Europapolitik!

Aber die Realität sieht zurzeit anders aus: 18 Kolleginnen und Kollegen warten noch, dass sie hier Eintritt haben ins Parlament, und wir reden schon darüber, dass wir das Parlament um 25 Kolleginnen und Kollegen erweitern. Ich glaube, es ist gut, dass dieser Bericht, den ich in den meisten Teilen unterstütze, noch einmal im AFCO-Ausschuss erörtert wird, und dass wir diesen Bericht Duff dann mit einer breiten Mehrheit im dritten Anlauf hier verabschieden, weil wir ein einheitliches Wahlsystem brauchen. Ich möchte viele Visionen, die Andrew Duff hat, mit ihm teilen. Hoffentlich werden wir den endgültigen Bericht dann in der zweiten Hälfte dieses Jahres hier verabschieden und dann auch in die Tat umsetzen. Aber ich glaube, wir brauchen eine breite Mehrheit und nicht nur eine hauchdünne Mehrheit, denn dann finden wir mit diesem Vorschlag wirklich Gehör!

  Róża Gräfin von Thun und Hohenstein (PPE). - Madam President, we have all experienced, during campaigns for election to the European Parliament, how locally concentrated the discussion is in our constituencies. Discussions cover not only national issues, but often even local issues. We all experience, in our everyday activity in our constituencies, how weak or non-existent the perception is of our European parties and of our political families, of the differences between us and even of our main issues as parties. We all also know, Madam Commissioner, that participation in the elections – not only in European elections but also national and local elections – is falling in Europe. It is a big problem and a big issue, but as a solution to that we cannot propose less Europe, but more Europe. We need to reinforce the discussion on European issues and on European political systems, and to involve our citizens in this, which is what the proposal by Andrew Duff is about.

Andrew Duff is calling for real input to ensure more Europe. Strangely enough, listening yesterday to the speech by the Polish Prime Minister, I had the impression that he, representing the Council – i.e. the intergovernmental institution – is more Community-oriented and often has more of a Community spirit than this House, which should represent the Community spirit in Europe. Let us think of this when we discuss the proposal by Andrew Duff, which I support very strongly and with full conviction.

  Sophie Auconie (PPE). - Madame la Présidente, chers collègues, tout d'abord, je tiens à féliciter le rapporteur pour le travail qu'il fait sur ce rapport.

Je dois vous dire que je suis, moi aussi, pour une Europe forte, pour une Europe visible, une Europe des peuples; je suis pour une Europe fédérale. Je suis pour la mise en œuvre de tous les moyens qui vont permettre de rendre cette Europe plus conquérante et plus ambitieuse.

Et pourtant, chers collègues, j'éprouve toutes les difficultés à expliquer à mes concitoyens, les citoyens qui sont sur mon territoire, qu'aujourd'hui, l'Europe s'occupe des institutions, alors même que mes citoyens ont le sentiment qu'ils sont un peu laissés sur le bord du chemin.

Ils me disent "Mais n'y a–t–il pas d'autre chose à faire avant? N'y a–t–il pas la crise grecque, la crise de la dette dans la zone euro, les défis industriels, les défis climatiques? N'y a–t–il pas ces 13 millions de personnes, de citoyens européens démunis, cherchant des solutions à leur situation difficile? Je ne sais pas expliquer à ces citoyens qui sont à mes côtés qu'au Parlement, je m'occupe d'abord de ces problèmes institutionnels.

Donc, je soutiens cette démarche; je suis résolument pour une Europe fédérale. La liste paneuropéenne est, en effet, très certainement, un signal fort en faveur de cette Europe forte que nous voulons – et, Monsieur Méndez de Vigo, à ce propos vous dites "on ne doit pas attendre" –, mais je ne sais pas, aujourd'hui, expliquer à mes concitoyens que nous devons d'abord nous occuper de nos institutions, alors même qu'eux ont le sentiment que nous les laissons sur le bord de la route.

  Rainer Wieland (PPE). - Frau Präsidentin! Die Debatte ist geprägt von der Diskussion um eine visionäre Idee. Leider ist es so, dass seit dem Inkrafttreten des Vertrags von Lissabon die Aufgaben des Parlaments weit über seine Rolle als Kreativabteilung der Europäischen Union hinausgehen. Von uns wird gefordert, dass wir auch die dicken Bretter bohren. Hinter diesem Ziel bleiben wir mit diesem Bericht leider zurück. Ziffer 1 der Schlussfolgerung lautet: Wir wollen uns darum kümmern, dass für eine fairere Verteilung der Sitze gesorgt wird. Nächsten Montag in drei Jahren wird ein neugewähltes Europäisches Parlament zusammentreten. Wir haben 40 % der Amtsperiode hinter uns, und da ist Ziffer 1 zuwenig. Wir müssen dort unsere Hausaufgaben machen. Wir brauchen verlässliche Kriterien für die Zusammensetzung des Europäischen Parlaments.

Ich bekenne mich dazu, dass kleinere Mitgliedstaaten um ihrer Identität willen etwas angehoben werden. Aber wenn wir schon die Situation haben, dass hier einige Abgeordnete 80 000 Bürger vertreten und andere 800 000, und es bei der Wahl beim Einwurf der Stimmzettel bei dem einen Bürger „pling“ macht und bei dem anderen „plonk“, dann müssen wir eine klare Begründung dafür liefern, warum das so ist. Früher sprachen wir von Demokratiedefizit, weil das Parlament nichts zu sagen hatte. Heute lassen wir es zu, dass in Karlsruhe davon gesprochen wird, dass wir ein demokratisches Defizit haben, weil wir keine wiedererkennbare Ratio bei der Zusammensetzung des Parlaments haben. Genau die brauchen wir! Deshalb haben wir meiner Meinung nach zuwenig Arbeit geleistet. Wir brauchen etwas, was über alle Zweifel erhaben ist und in die Zukunft hineinreicht, egal wie sich die Bevölkerungszahlen entwickeln. Und dann brauchen wir noch ein Demokratiedefizit in der Zukunft nicht, Herr Duff. Sie haben eine sehr komplizierte Formel vorgelegt. Wichtig ist, dass wir kein Demokratiedefizit im Hinblick darauf haben, dass 75 % der Lehrer 75 % der Schüler auch erklären können, wie sich das Europäische Parlament zusammensetzt.

  Miroslav Mikolášik (PPE). - Zvolenie dodatočných 25 poslancov do Európskeho parlamentu nad pevne stanový počet 751 podľa môjho názoru naruší zostupne proporčné zastúpenie občanov jednotlivých členských štátov zakotvené v Zmluve o Európskej únii. Vzniká totiž riziko, že notoricky známe osobnosti, všelijakí speváci a rýchlokvasení politici minimálne v tretine členských štátov by mohli kandidovať na europoslanca bez ohľadu na počet stanovený pre daný členský štát.

V konkrétnych prípadoch by sa s najväčšou pravdepodobnosťou jednalo o známe osobnosti z veľkých členských štátov, ktoré už tak udávajú smerovanie Európskej únie. Informovanosť o politických a iných významných osobnostiach z veľkých členských štátov je v menších štátoch samozrejme neporovnateľne vyššia, než je to naopak, než všeobecný záujem o osobnosti z menších štátov vo väčších krajinách. A hovorím to s vedomosťou skutočnosti. Už končím, pani predsedníčka. Menšie štáty by opäť zostávali na chvoste diania. Ja si myslím, že doterajšie voľby do Európskeho parlamentu plne zastupujú legitímne občanov zo všetkých členských štátov.

  Silvia-Adriana Ţicău (S&D). - Ne aflăm la mai bine de 30 de ani de la primele alegeri directe pentru membrii Parlamentului European şi salut raportul dlui Duff. Cu toate acestea, nu susţin ideea listelor transnaţionale, deoarece ar însemna ca, astfel, să creăm două categorii de membri ai Parlamentului European: unii care sunt aleşi în circumscripţii naţionale, iar ceilalţi, care ar trebui să fie aleşi pe baza unei circumscripţii la nivel european. Am vrut să subliniez acest lucru, pentru că este important ca membrii Parlamentului European să fie egali, şi, de aceea, ei să poată reprezenta cetăţenii din statele membre.

  Hannu Takkula (ALDE). - Arvoisa puhemies, meidän täytyy muistaa, mikä on Euroopan parlamentin jäsenten tehtävä. Me edustamme jäsenvaltioitamme, me edustamme äänestäjiämme.

Minusta on aivan selvää, että ei ole oikeansuuntainen kehitys, jos luodaan tällainen kahden kerroksen malli, niin että täällä on pieni elitistinen joukko, joka tulee valituksi ilman selkeää omaa äänestäjäkuntaa tai vaalipiiriä tai jonka vaalipiiri on koko Eurooppa. Tämä lisää demokratiavajetta jo entisestään, ja voin sanoa, että on hyvin vaikea perustella tämän tyyppisiä muutoksia.

Euroopan parlamentin jäsenen tehtävä on rakentaa kansalaisten Eurooppaa, huolehtia, että ne arvot – demokratia, ihmisoikeudet, mielipiteen vapaus – jotka ovat Euroopan unionin kovaa ydintä, voisivat vahvistua. Parhaiten se tapahtuu sillä tavalla, että meillä on suhteellinen vaalitapa ja meillä on selkeä yhteys meidän äänestäjäkuntaamme.

Sen vuoksi itse vastustan tämän tyyppistä ajatusta. Minusta ei ole nyt tämän uudistuksen aika, vaan meidän pitäisi löytää enemmän välineitä siihen, millä tavalla kansalaiset ja päätöksentekijät vielä paremmin voivat kohdata toisensa ja pitää voimakkaammin yhteyttä.

  Ulrike Lunacek (Verts/ALE). - Frau Präsidentin! Ich bin sehr froh, dass jetzt endlich dieser Vorschlag des Kollegen Duff vorliegt, denn er stellt tatsächlich einen Schritt in Richtung einer gemeinsamen europäischen Politik dar. Wir sind alle auf nationaler Ebene gewählt. Das heißt, wir werden daheim vor allem dazu gefragt, was national wichtig ist, und nicht, was europäisch wichtig ist. Hier tatsächlich 25 Abgeordnete zu haben, die europäisch gewählt werden, zusätzlich zu den anderen, das macht Sinn!

Ich bin ja für die Idee, zu sagen, wir machen das im Rahmen der 751 Abgeordneten und auch – das ist ein Vorschlag, den auch mein Kollege Häfner schon gemacht hat – nicht auf Kosten der Kleinen. Ich bin selbst aus einem kleinen Mitgliedstaat, ich habe keine Angst davor, hier etwas zu verlieren. Denn man könnte ja sagen: 751 Abgeordnete, die Zahl der Abgeordneten bleibt für jedes Land gleich (Österreich wird jetzt bald 19 haben), und diese Abgeordneten werden entweder auf der nationalen oder auf der europäischen Liste gewählt.

Und, Frau Tiçau, Wahlbezirke auf nationaler und regionaler Ebene gibt es ja im Heimatland auch. Warum denn nicht für Europa? Und an Herrn Wieland: Sie haben so eine schwierige Formel erwähnt. Die ist in dem Bericht gar nicht mehr enthalten. Ich hoffe, dass wir hier tatsächlich einen Schritt zu mehr Europa machen – auch bei Wahlen!

  Ilda Figueiredo (GUE/NGL). - Senhora Presidente, este relatório está claramente desfasado da realidade da União Europeia e do momento que vivemos, pelo que não o apoiamos. Desde logo, discordamos da proposta de 25 deputados europeus suplementares a ser eleitos por uma circunscrição única, constituída pelo conjunto do território da União Europeia, favorecendo sobretudo os maiores países, esquecendo que temos actualmente 27 Estados-Membros, cujos povos têm o direito de eleger como deputados pessoas que os conhecem e que os contactam regularmente.

Em segundo lugar, não é admissível que, mais uma vez, se faça um ataque ao direito de representação dos Estados-Membros de pequena e média dimensão, diminuindo a sua possibilidade de representação directa, o que acabará por afastar ainda mais os eleitos dos cidadãos eleitores, empobrecendo a democracia e contribuindo para o aumento da abstenção nas eleições europeias.

  Димитър Стоянов (NI). - Какво всъщност ще се получи, когато бъде създаден този наднационален избирателен район? Аз не се съмнявам в добрите намерения на г-н Duff, но пътят към ада е постлан с добри намерения. Конкретният резултат ще бъде създаването на една наднационална политическа европейска олигархия. Защото лидерите на големите партии ще си гарантират доживотно избиране в Европейския парламент чрез тази наднационална листа. Цената за европейските избиратели - сто милиона евро повече за всеки един парламентарен мандат.

А по отношение на равенството между половете и избирането на повече национални малцинства в Европейския парламент, бих искал да се обърна към всички колеги и да им кажа, че тук има толкова мъже и толкова жени, колкото са решили избирателите на европейските държави да изпратят тук. Затова докато продължавате да се правите на по-умни от своите избиратели, да ги гледате отгоре и да им се величаете, избирателната активност ще намалява, уважаеми колеги.

  Íñigo Méndez de Vigo (PPE). - Madam President, Mr Kožušník, who is no longer here, said of my speech that I was in the mountains. Maybe, but I prefer to be in the mountains than to be in the past.

Mon amie Mme Auconie, tout comme M. Kožušník d'ailleurs, a dit qu'elle avait des difficultés à expliquer à ses concitoyens pourquoi nous nous occupions des questions institutionnelles et non pas des vraies questions. C'est un Français, Jean Monnet, qui nous a expliqué qu'il fallait des institutions pour faire de la politique.

Madame, aujourd'hui, avant ce débat, nous en avons tenu un autre: Scheme for food distribution to the most deprived persons in the Union; je tiens à dire qu'avec de l'intelligence et du talent, on peut tout faire.

Finalement, s'agissant du fait que la liste transeuropéenne jouerait contre les petits États, il faut rappeler que nous avons eu comme Présidents de la Commission Gaston Thorn et Jacques Santer; quant à M. Juncker, il préside l'Eurogroupe. Viennent-ils d'un grand pays?

  Jean-Pierre Audy (PPE). - Madame la Présidente, la délégation française au groupe PPE s'est prononcée très majoritairement contre les listes transnationales. Je ne reviens pas sur tous les arguments,  financiers ou autres, et les aspects politiques. Je crois qu'aujourd'hui nous avons toutes les institutions nécessaires pour "fabriquer" de l'Union européenne. Faisons attention de ne pas confondre vitesse et précipitation. C'est une fausse bonne idée et, aujourd'hui, je crois qu'avec l'élection du Président de la Commission en 2014, nous avons tous les moyens politiques pour faire fabriquer du communautaire.

J'attire l'attention de ce Parlement: à force d'aller trop vite pour brandir, sans cesse, du communautaire, sans consulter les parlements nationaux, les gouvernements, sur Schengen, sur la gouvernance économique – où nous ne sommes pas capables de trouver des majorités –, nous sommes en train de fabriquer des anticommunautaires. C'est la raison pour laquelle il nous faut un peu de patience. Un jour, nous aurons une fédération, mais aujourd'hui il n'y a pas de majorité politique. N'allons pas contrarier les citoyens sur de telles mesures; c'est, évidemment, beaucoup trop tôt. Ne confondons pas vitesse et précipitation.

This is the perfect own goal, absolutely. The suggestion that we should have 25 extra MEPs for Europe, with no constituency – elected by everybody but answerable to nobody – makes no sense whatsoever. We cannot allow such a situation to exist, particularly in a time of recession.

For instance, in my country we are reducing the numbers in Parliament, abolishing the second House, and our number of MEPs have been reduced from 15 to 13 and then to 12. But now we are talking about creating 25 extra Members of Parliament. It makes absolutely no sense; it must be resisted. We have to look at ways to make ourselves more relevant to the citizens, not less relevant.

  Andrew Henry William Brons (NI). - The word ‘democracy’ means government by the people – ‘people’ being a singular noun referring to a self-identifying whole. It does not mean government by an arbitrary collection of persons.

An arbitrary collection of persons cannot exercise democratic power, because a common identity is a prerequisite for democratic cooperation. A trans-European constituency covering 27 countries is not a self-identifying whole. The rapporteur clearly believes that it might lead to the development of such an identity, but that identity is a prerequisite for, and not a consequence of, an electoral process.

Only European political parties will be eligible to contest these seats, and national parties will be excluded. How long will it be before it is proposed that the proportion of seats elected in this way should be raised to a quarter or half of Parliament? Democracy is not government of the Eurocrats by the Eurocrats and for the Eurocrats.

Since I have taken a lot of time already, I would like just to agree with all the Members who underlined that there really is a need to improve citizens’ interest in European affairs and to encourage and inspire them to vote in the elections.

The European Commission is already determined to improve the environment in which future European elections take place.

Referring to electoral reform, for which Parliament – as we know – has a right of initiative, I would like to say that we are looking forward to having the conclusions of the debate on the report by Mr Duff, and will come back to you afterwards.

  Andrew Duff, rapporteur. − Madam President, I would like to express my gratitude to all those who have been here, and especially to all those who have stayed for an engaging political debate about the nature of European democracy.

It is a timely and important question. I would like to say, very briefly, that the proposed pan-European Members will be extremely accountable to European public opinion, especially to that category of the electorate that is tired and frustrated by the narrowness of national politics.

It is desirable to refer the proposal back to the committee for further but expeditious consideration so that we can broaden the negotiating mandate for Parliament as it goes into dialogue with the Council and Commission, and also to enlarge the bipartisan pro-European consensus in the plenary.

  João Ferreira (GUE/NGL), por escrito. – Estamos perante um relatório cujo conteúdo é inaceitável. Esperamos que o adiamento da sua votação e o regresso à respectiva comissão signifique que as suas teses não vingarão, muito embora seja sabido que muitas propostas de conteúdo igualmente anti-democrático, não reunindo o consenso necessário numa fase inicial, acabam mais tarde por ir fazendo o seu caminho. São inúmeros os exemplos nesta União Europeia.

O princípio da igualdade entre Estados soberanos é, cada vez mais, desprezado, dando-se reforçado alento à ideia do super-estado, no qual um directório de potências concentra o poder e assegura que, no fundamental, as decisões sejam conformes com os interesses que defendem. Os demais Estados são remetidos para um papel crescentemente acessório e para uma posição de clara subordinação, face às opções do "centro de comando". Abertas que foram as portas a este caminho pelas sucessivas revisões dos tratados e, muito especialmente pelo tratado de Lisboa, procura-se agora aprofundá-lo.

A proposta de distribuição de lugares no Parlamento Europeu feita pelo relator retira mais dois lugares a Portugal, mantendo intocado o peso conjunto dos seis maiores países - já maioritário face aos restantes 21 (asseguram conjuntamente 56% da representação parlamentar). Mas esta desigualdade sofreria ainda certamente um substancial agravamento, com a introdução da circunscrição única adicional proposta.

  Bruno Gollnisch (NI), par écrit. – Modification des dates de scrutin, volonté que le Parlement européen définisse sa propre composition nationale, imposition de quotas ethniques ou autres, liste "paneuropéenne" inutile, volonté d'harmoniser l'âge minimal du droit de vote et d'éligibilité, imposition de la définition de leurs circonscriptions électorales aux Etats.... rien, dans le rapport Duff n'est acceptable. Certes, des normes communes minimales peuvent exister, gage d'une meilleure représentativité : circonscription nationale, scrutin proportionnel, seuil de répartition à 3 %... La composition nationale du Parlement doit relever du Conseil européen et maintenir une équivalence de représentation entre pays de taille comparable, et non pas être strictement proportionnelle à leur population. Mais surtout, les députés dits "européens" restent, que vous le vouliez ou non, des représentants de leur nation et de leurs nationaux. Et que vous le vouliez ou non, comme l'affirme avec raison un historien et philosophe français qu'on ne peut soupçonner de "populisme", Marcel Gauchet, "le cadre national demeure le vrai cadre politique où les gens affirment leur appartenance et leur désir de peser sur le destin commun". C'est parce que vous niez la dimension forcément nationale de la démocratie que les citoyens se détournent de vous.

  Constance Le Grip (PPE), par écrit. – A l'occasion du débat sur le rapport d'initiative visant à proposer une modification de l'acte de 1976 portant élection des membres du Parlement européen au suffrage universel direct, je souhaiterais rappeler que le Traité de Lisbonne a conféré au Parlement européen la faculté de faire une proposition sur sa composition et son mode de désignation. La proposition phare du rapport de notre collègue Andrew DUFF est bien sûr la création de listes paneuropéennes. L'idée avancée est que chaque électeur puisse donner une voix pour la liste paneuropéenne de son choix en plus de son vote pour la liste nationale ou régionale présentée dans le cadre de son Etat-membre. Personnellement, je soutiens cette idée de listes paneuropéennes, estimant que cette idée est de nature à conférer une dimension européenne à la campagne pour les élections européennes, dont nous déplorons que trop souvent, elle ne se fasse que sur des enjeux nationaux. La liste paneuropéenne peut aussi participer à la création d’une opinion publique européenne et d’un débat véritablement européen. De plus, l'existence de listes paneuropéennes donnerait un rôle accru aux partis politiques européens, qui se verraient ainsi dotés de plus de visibilité dans le paysage politique et pourraient mener des campagnes communes dans tous les Etats-membres.

  Monika Smolková (S&D), písomne. – Stále si pripomíname, že poslanec má byť tak blízko pri svojom voličovi, aby poznal jeho názory a vedel o jeho potrebách. A my mu chceme implantovať poslanca, ktorý jeho krajinu nielenže nestihne navštíviť za volebné obdobie, ale v živote sa nedostane k jeho problémom, a keby aj, tak len cez tlmočníka. Zrazu si niekto zmyslí a už je z toho bod 2 b a navrhuje: „okrem toho ďalších 25 zástupcov v rámci volebného obvodu, ktorým bude celé územie EÚ.“ Ak si stojíme za tým, čo je napísané o proporčnosti v zmluve o EÚ, potom nevnášajme požiadavky, ktoré dnes nemajú oporu v politickom systéme a ktoré princíp proporčnosti porušujú. Nechcem, aby sa robili rekonštrukcie pre kandidátov, ktorí sa už nevedia dostať na kandidátky politických strán vo voľbách, alebo ich už ľud vlastnej krajiny neakceptuje a tak hľadajú spôsob, ako obísť článok 14 bod 2 Zmluvy o EÚ. Je nepredstaviteľné, aby občan volil kohosi, koho nielen nepozná, ale ani nie je z jeho krajiny. Ja som za stále platný demokratický princíp byť čo najbližšie k svojmu voličovi skutočne a nie imaginárne.
