They go far beyond simple recommendations and are almost like a catalogue of repressive measures from a dictatorship. If I were cynical, I might say that the quickest way to reduce road traffic fatalities would be to prohibit all two-wheeled vehicles with immediate effect. However, proposals of this kind represent a major restriction in civil liberties.
