  Clemente Mastella (PPE), in writing. (IT) Customs has an increasingly significant role to play in improving and influencing competitiveness in the European Union. Simultaneously, it plays an essential role in ensuring efficient safety checks, protecting intellectual property rights and contributing to the fight against fraud. We agree with the rapporteur, Mr Salvini, on the need to modernise customs and to improve cooperation among the various stakeholders and institutions in the area of customs – including traders, customs authorities, other governmental agencies, the Commission and Parliament – which is essential if we are to guarantee that customs fulfils its mission We are therefore in favour of prompt and transparent flows of information between all the parties involved. We also believe that it is necessary to strike an appropriate balance between customs controls designed to ensure safety and the smooth movement of legitimate goods. However, we will need to ensure cooperation between all customs authorities, as well as between customs authorities, operators and other governmental authorities. Accordingly, we strongly support the idea of coordinated border management and the single window, one-stop shop and centralised customs clearance principles. We also support the creation of a European Customs Agency charged with dealing with customs issues.
