  Nicole Kiil-Nielsen, rapporteure. − Madame la Présidente, en quatre ans de mise en œuvre de la stratégie pour l'Asie centrale, beaucoup a été accompli. L'Union a établi un dialogue politique constant ainsi que des dialogues réguliers sur les droits humains. Des initiatives et des programmes importants ont été activés pour soutenir les sept domaines prioritaires de l'UE.

Cependant, à la lumière des révolutions arabes, et dans le contexte du retrait déjà amorcé des forces internationales d'Afghanistan, compte tenu des événements tragiques au sud du Kirghizstan en juin 2010, les limites de notre stratégie sont beaucoup plus visibles aujourd'hui, ce qui nécessite une réévaluation profonde de notre part.

La révision de cette stratégie par le service pour l'action extérieure étant prévue pour 2012, il nous a semblé nécessaire de formuler, dans ce rapport, quelques recommandations clés basées sur le constat suivant: l'UE ne parvient pas à concilier ses valeurs et ses intérêts dans des programmes efficaces, adaptés aux réalités et aux évolutions de la région. L'Europe y manque de visibilité. Sa présence y reste encore balbutiante. Les moyens financiers consacrés à la stratégie sont modestes et semblent même menacés. Nous ne soutenons pas suffisamment et ouvertement la société civile, les médias indépendants et les défenseurs des droits humains. Parfois même, ce sont des fondations pro-gouvernementales qui bénéficient de l'aide financière européenne, au grand dam des authentiques ONG.

Face à ce constat, le Parlement européen est convaincu qu'il faut développer une nouvelle approche de l'Union basée sur la sécurité humaine et la coopération régionale. Toutes nos actions, projets ou initiatives doivent avoir pour fil conducteur la promotion des droits humains, de l'état de droit et de la démocratie. L'Europe et ses partenaires occidentaux, englués dans le bourbier afghan et soucieux de leurs bases militaires dans la région, ont trop longtemps privilégié la stabilité des régimes en place au détriment des droits humains. Pourtant, cette stabilité basée sur la répression est de courte durée; les révolutions arabes le démontrent.

Nous devons veiller à ne pas réitérer nos erreurs et être capables de mieux répondre au vide politique qu'un changement similaire pourrait provoquer en Asie centrale, sur fond de conflits ethniques et régionaux. Au Kazakhstan, dans le secteur pétrolier, les syndicats sont en grève, depuis plus de six mois, malgré une répression impitoyable. Des élections législatives anticipées auront lieu le 15 janvier prochain, sur fond de tensions sociales sans précédent et d'interdiction des partis politiques. Aurons-nous le courage et l'honnêteté de dire aux autorités kazakhes que l'Union européenne tirera les conclusions adéquates de ces événements lors de la négociation sur le futur accord de partenariat et de coopération?

Le rapport de Human rights watch publié hier nous alarme sur les tortures, d'une cruauté indescriptible, pratiquées dans les prisons en Ouzbékistan. À Tachkent, ce sont des défenseurs des droits humains qui viennent d'être arrêtés. Nous sommes ravis d'entendre Mme Ashton marteler, dans cet hémicycle, que les droits humains doivent dorénavant constituer le pilier de toutes nos actions extérieures. Nous recommandons donc de procéder à une révision de nos politiques à l'égard de l'Asie centrale.

Je suis particulièrement fière du fait que ce Parlement ait placé la conditionnalité ainsi que les principes de différenciation et de "plus pour plus" au cœur de notre nouvelle approche, tout en recommandant de renforcer notre appui à la société civile et aux médias indépendants. L'Union européenne ne saurait être honnête dans une partie du monde et ne pas réagir aux violations de ses valeurs dans une autre.

Enfin, il y a la coopération régionale. Les défis auxquels ces pays sont confrontés nécessitent une approche concertée: conflits ethniques, gestion des ressources en eau, problèmes sécuritaires, circulation d'armes, trafic de drogue, traite des êtres humains. Ces menaces touchent directement la sécurité et la stabilité de l'Asie centrale, mais également de l'Europe. Nous recommandons donc à l'Union européenne de jouer le rôle de médiateur, de facilitateur. Pour favoriser le dialogue, nous proposons la création d'un forum parlementaire ad hoc que l'Union européenne, par le biais de la délégation du Parlement, pourrait proposer aux parlements des cinq pays d'Asie centrale. Ainsi, les élus européens pourront partager leur expérience et leur expertise avec leurs homologues réunis.

  Seán Kelly (PPE). - Madam President, I rather like this report. I think it has much to offer both in terms of the European strategy, and particularly in the five countries involved. Indeed it must be recognised that the European Union, since it developed this strategy in 2007, has made much progress in Central Asia.

That needs to continue. We can do so much to help the lives of the people in all the fields that are important – the rule of law, human rights, water quality, transport, energy, etc. – and we must avail ourselves of that opportunity. This is an area that is of strategic importance to us and, particularly by developing closer relations with it, the entire area can benefit. Particularly, I would like to see regular EU-Central Asian summits. In that way one could engage better, have an overall view and see what progress needs to be made in the future.

  Silvia-Adriana Ţicău (S&D). - Datorită potenţialului comercial şi de securitate energetică al Asiei Centrale, precum şi al interesului comun al ţărilor din Asia Centrală cu cel al Uniunii Europene în ceea ce priveşte diversificarea rutelor de export şi cooperarea în materie de durabilitate energetică şi ecologică, susţin necesitatea dezvoltării unor strategii corelate cu programele şi strategiile Uniunii în regiunea Caucazului şi a Mării Negre.

Ţările din regiunea caspică şi din Orientul Mijlociu, precum Azerbaidjan şi Turkmenistan, au cele mai mari depozite naturale de gaze din lume. Subliniez importanţa proiectului Nabucco, care va asigura transportul de gaz dinspre regiunea Mării Caspice, Asia Centrală şi Orientul Mijlociu către Uniunea Europeană. Acest proiect va contribui la securitatea energetică a Uniunii Europene.

3,5 miliarde de oameni trăiesc în ţările bogate în petrol, gaze şi minerale. O bună guvernare a exploatării acestor resurse poate genera venituri mari pentru a stimula creşterea economică şi reducerea sărăciei. De aceea, susţin realizarea acordurilor de livrare pe termen lung, care să consacre principiile durabilităţii mediului, şi iniţiativa privind transparenţa industriilor extractive, care urmăreşte consolidarea guvernării prin îmbunătăţirea transparenţei şi a responsabilităţii în industriile extractive.

  Sonia Alfano (ALDE). - Signor Presidente, signor Commissario, abbiamo numerosi fatti che ci lasciano supporre, purtroppo, che i diritti umani e la libertà di espressione siano continuamente violati in Kazakistan.

Porto un esempio concreto, a testimonianza di quanto affermato: il 26 ottobre 2011 Asan Amilov, un cameraman, e Orken Bizenov, un giornalista, sono stati vittime di un attentato armato nel distretto del Mańğystau. La loro testata giornalistica, lo Stan.kz, ha iniziato le sue attività di informazione nel marzo 2007, con una rete di corrispondenti in tutta l'Asia centrale, fornendo un'informazione seria e tempestiva su quanto accadeva in Kazakistan e nei paesi vicini e suscitando grande interesse nei cittadini.

Non è sicuramente un caso che gli attentatori abbiano preso il laptop dei giornalisti che conteneva importanti testimonianze video relative agli scioperi dei lavoratori delle compagnie petrolifere nel Mańğystau. Questo è solo l'ultimo dei tanti esempi di intimidazione che troppo spesso coinvolgono le autorità pubbliche.

Chiedo alla Commissione di prendere una posizione decisa di condanna contro tali pratiche e di tenere in debita considerazione, nei negoziati dell'Unione europea con questi paesi, i loro tentativi di violare la libertà di stampa.

Sostengo infine la proposta di organizzare a livello UE una tavola rotonda fra le autorità del Kazakistan, i rappresentanti dei lavoratori della provincia del Mańğystau e i rappresentanti delle compagnie petrolifere per trovare una soluzione alla grave situazione emersa con gli scioperi del maggio 2011.

  Piotr Borys (PPE). - Pani Przewodnicząca! Dziękuję bardzo sprawozdawczyni za to sprawozdanie. Jestem członkiem delegacji ds. Azji Centralnej i z radością przyjmujemy założenia tej strategii. W obszarze demokratyzacji praw człowieka musimy odpowiedzieć sobie na pytanie, czy Unia Europejska chce być globalnym graczem, który będzie krzewił wartości związane właśnie z prawami człowieka i wolnością. W tym celu musimy połączyć zdecydowanie siły z ONZ-em i z UNDP, bo te działania są równoległe i często nie są powiązane. Możemy zwiększyć efektywność, jeżeli będziemy działać razem. To jest pierwsza i ważna uwaga. W obszarze gospodarczym – kwestia energetyczna i Nabucco. Niestety nasze działania są już trochę opóźnione. Chińczycy, którzy mają dodatkowe własne połączenie wykorzystali i wyprzedzili nas w tym zakresie. Powinniśmy być w większym stopniu aktywni w obszarze energetycznym i w obszarze całej strategii surowców ziem rzadkich.

W moim odczuciu jesteśmy w stanie przekazać bardzo duże doświadczenie tym nowym państwom o różnym stopniu demokratyzacji w zakresie doświadczeń w budowaniu państw demokratycznych. Wykorzystajmy ten wielki walor, wykorzystajmy również to, aby działać równolegle w sferze gospodarczej i w ochronie praw człowieka. Wtedy ta strategia będzie na pewno skuteczna.

  Jaroslav Paška (EFD). - Treba si uvedomiť, že v tomto priestore je pomerne silný aj ruský vplyv a ruská tradícia spôsobu vládnutia. To znamená, že keď my chceme tomuto regiónu pomáhať, tak by sme mali zostať a pôsobiť v tejto oblasti, pretože keď sa stiahneme, tak ako pani spravodajkyňa navrhovala, tak odovzdáme celý priestor do správy mocností, ako je Čína a Rusko, a ľudia, ktorí žijú v tomto teritóriu nebudú mať alternatívu, nebudú mať víziu lepšej spoločnosti, ktorú im ponúkame. Takže z toho pohľadu si myslím, že by sme mali zotrvať v tomto priestore a mali by sme sa usilovať ale o takú kombináciu obchodnej, hospodárskej spolupráce a na to nadväzovať tie ľudské práva. Pretože aj pre tie vlády, ktoré sú v tomto regióne, pokiaľ budú vidieť za našimi projektmi nejaký profit, zlepšenie životnej úrovne, tak potom sa budú viacej zamýšľať nad tým, čo od nich chceme aj v oblasti ľudských práv, a keď tie hospodárske projekty budú pre nich výhodné a výnosné, tak potom budú ochotné aj naše videnie sveta a naše ľudsko-právne kritériá akceptovať a meniť štruktúru svojej spoločnosti. Takže ten postup musí byť kombinovaný. Netreba očakávať úspechy hneď na začiatok.

  László Andor, Member of the Commission. − Madam President, I welcome the European Parliament draft resolution on the implementation of the EU Strategy for Central Asia. It is a timely contribution for the review of the strategy which will be undertaken over the coming year.

Central Asia is a region of growing importance to the European Union. The region borders Afghanistan and faces security threats with implications for the EU. These implications include terrorism, drug trafficking and other cross-border crime.

Widespread poverty in some countries and incomplete political and economic reform processes pose challenges, not only for the countries themselves, but also for regional cooperation and security. At the same time the region is rich in resources and has the potential of diversifying energy export routes to the EU and contributing to EU energy security.

There is significant interest among the countries in the region to strengthen relations with the EU. Since the adoption of the Strategy on Central Asia by the European Council in 2007, the EU has managed with limited resources and within a relatively short time to significantly increase its role in central Asia.

Our key role in close cooperation with the OSCE and the UN in helping the Kyrgyz Republic to overcome its crisis last year and supporting the development of a parliamentary democracy there is a good example of the importance of our increased engagement.

The Strategy on Central Asia has led to other important developments worth noting. We have established regular high-level political dialogue between the EU and Central Asia regionally, at the level of foreign ministers. We have established regular human rights dialogues with all five countries. On energy, we are closer than ever to making our trans-Caspian pipeline a reality, with the participation of Turkmenistan in the southern energy gas corridor.

In the sensitive area of water, we are now engaging in water policy dialogues to improve domestic water management polices, as has been done in Eastern Europe and the Caucasus.

On education, more Central Asian students than ever are coming to the EU and the EU is heavily involved with education sector reform in several countries.

Our technical assistance programme to support border management reform and combating drug trafficking remain among the leading international programmes in the region.

As regards international financial institutions, the European Bank for Reconstruction and Development continues to be a leading investor, to develop the private sector primarily, and we have expanded the mandate of the European Investment Bank to cover Central Asia, with a focus on energy and environment.

We have managed to open new EU delegations in the region: in Kyrgyzstan, Tajikistan and Uzbekistan, and hopefully also in Turkmenistan in the not too distant future.

The region more broadly continues to face difficult chapters and much remains to be done in terms of our relations with the region.

The human rights situation is of general concern, as has been pointed out by Ms Alfano, and we need to see how best to make more of our engagements in this sensitive but very important area.

As noted, we need to open delegations in all countries, which is important for increasing EU visibility and for promoting EU programmes, views and interests more efficiently. And given our admittedly limited financial resources for the region, the coordination of assistance with other international donors is crucial and has to be intensified continuously. The fact that our resources are limited has also made it increasingly important to focus our assistance, as the European Parliament report rightly points out. This is already taking place with a limited amount of focal sectors per country.

Poverty alleviation remains a key objective and the poorest countries in the region – the Kyrgyz Republic and Tajikistan – remain the primary beneficiaries of EU assistance.

The region is diverse and, while we promote regional cooperation, notably on crucial issues such as water management, border management and drug trafficking, we have bilateral agendas with the five countries following their respective tracks, depending on individual needs and ambitions in terms of moving towards the EU and reform objectives.

With Kazakhstan for example, we just recently opened negotiations on an enhanced Partnership and Cooperation Agreement, which will be a first for the region.

Let me conclude by saying that the European Parliament has an important role to play as we move forward in our relations with Central Asia. We strongly welcome European Parliament visits to the countries and regular interparliamentary dialogue and the increased parliamentary engagement that the report envisages. Again we welcome Parliament’s report which provides important input for our upcoming review and I congratulate the rapporteur.

  Paolo Bartolozzi (PPE), per iscritto. A quattro anni dalla sua prima elaborazione, il Parlamento europeo si esprime nuovamente sullo stato di implementazione della strategia UE per l'Asia Centrale. Alla luce delle importanti evoluzioni interne e globali, l'Europa fa il punto su quanto ha realizzato nei rapporti che la legano a quest'area del mondo.

Questa relazione sottolinea la necessità di un approccio rinnovato volto a rafforzare la cooperazione a lungo termine e un impegno strategico reciproco che approfondisca le relazioni politiche, sociali ed economiche. Il testo evidenzia la necessità di mantenere un elevato livello di impegno in tutti gli ambiti della società, anche grazie ad un maggior apporto di risorse finanziarie, fondi e programmi.

La relazione evidenzia inoltre il valore istituzionale degli ACP quale base degli scambi con questi paesi e delle commissioni di cooperazione parlamentare, quali strumenti capaci di garantire una base regolare nel rafforzamento dei rapporti bilaterali con i paesi della regione.

La nuova strategia riveste insomma un ruolo fondamentale nella creazione di una sempre più stabile cooperazione con questa sensibile regione con la quale il dialogo e lo scambio reciproco di conoscenze assicureranno ambiziosi risultati in termini di cooperazione economica, di promozione dello sviluppo e di difesa dei diritti umani, sociali e culturali.
