  Karel De Gucht, Member of the Commission. − Mr President, in the last year we have seen unprecedented developments in our southern neighbourhood. The European Union must therefore provide full support to these countries in their paths towards democracy and prosperity, not least through our trade and investment policies.

Last year I had preparations stepped up for negotiations on deep and comprehensive free trade areas with the four WTO members undergoing democratic transition. We have also sought to maintain negotiations under older mandates, namely on agriculture, services and industrial standards.


With the exception of services negotiations with Morocco, we did not advance far enough; but this was largely due to administrative changes on the other side, with transitional governments deploying resources to achieve other priorities. We did, however, manage to unblock the revision of pan-Euromed rules of origin between the EU, EFTA, Turkey, the Mediterranean and Western Balkans partners. We continue to push for a timely completion of this process.

In December 2011, the Council finally adopted negotiating directives for deep and comprehensive free trade areas with Egypt, Jordan, Morocco and Tunisia. The main objective of these future negotiations will be the progressive integration of the economies of these partners into the single market.

We have begun preparations for negotiations in March with Tunisia, Morocco and Jordan. We are ready to initiate negotiations as soon as the preparatory process is completed, based on an assessment of the commitment of each partner to long-lasting democratic and economic reforms.

As with eastern neighbourhood partners, negotiations will be subject to key recommendations by the Commission. These agreements will be comprehensive, covering a full range of regulatory areas of mutual interest such as trade facilitation, technical barriers to trade, sanitary and phytosanitary measures, intellectual property rights, public procurement and competition policy. They will also include provisions on investment protection and on further liberalisation of goods, services and establishment as appropriate.

The Commission will take into account, in negotiations, the different economic situations and priorities of each partner country as well as their sensitivities. The Commission agrees on the need to enhance our trade relations on the basis of the more-for-more principle with countries where a deep and comprehensive FTA is not immediately possible, such as Libya, Lebanon or Algeria. The immediate priorities should be their accession to the World Trade Organisation, and contacts in this respect continue. With Libya, we also need to define the most appropriate trade framework for our relations. In all the actions undertaken we will continue to encourage economic integration within the southern Mediterranean region, which is still poorer than anywhere else in the world.

An integrated Mediterranean market will be much more attractive for investors. We will continue to support efforts to reinforce the Agadir agreement between Egypt, Jordan, Morocco and Tunisia and to extend it to other regulatory areas through trade and services, investments and public procurement.

This also includes providing financial assistance and expertise to the members of the Agadir agreement, and we will continue to support industrial cooperation. Since 1995 we have been sharing knowledge and good practice in spurring entrepreneurship and improving the business and investment climates across the Euro-Mediterranean area. Industry ministers of the EU and the southern Mediterranean adopted the Euro-Mediterranean Charter for Enterprise in 2004. This policy document provides guidelines for conducting reforms and promoting small and medium-sized enterprises, which employ as much as 25% of the workforce in the region.

Last but not least, the Commission will also invest in student mobility and academic exchanges. We put 743 additional Erasmus Mundus mobility grants at the disposal of southern Mediterranean students and academics for the 2011-2012 academic years, and there will be more of these in the coming years, including for the future Erasmus for All programme.

Mr President, honourable Members, the Arab Spring presents a major challenge for the EU in terms of accompanying our partners towards democracy and a market economy. This will not be an easy task – you are well aware of the complexity of trade and investment negotiations. We hope we can count on the European Parliament’s support.

  Niccolò Rinaldi, relatore. − Signor Presidente, onorevoli colleghi, mi scuso con il Commissario – il caro amico Commissario. Dunque, è il momento di offrire delle risposte concrete alla Primavera araba.

L'Europa ha seguito con passione quello che è successo nell'altra sponda del Mediterraneo. Abbiamo seguito con passione, con ansia, con grande partecipazione dei cittadini, anche con un sentimento di sorpresa rispetto a quello che è accaduto e che stava accadendo in quei mesi e che ancora continua ad aver luogo con situazioni molto difficili in Egitto, in Libia, in particolar modo, per non parlare della Siria.

A volte anche con esitazione, io ricordo qua alcune dichiarazioni di ministri degli Esteri europei che poco più di un anno fa definivano testualmente – e ricordo questo perché ci fa capire da dove veniamo – Gheddafi come un esempio di riformismo per il resto dell'Africa, dichiarazione del febbraio dell'anno scorso, la Siria come un paese capace – e cito ancora testualmente – di soddisfare il bisogno di modernità dei propri cittadini da parte della sua leadership. Noi veniamo da questo. Altra dichiarazione del febbraio dell'anno scorso.

Alla fine comunque, anche con l'accompagnamento, l'empatia europea, la Primavera araba si è faticosamente affermata, ed è stato un cambiamento bellissimo. Quello che è successo nel sud del Mediterraneo è straordinario, è anche una ragione di grande speranza, ma naturalmente quanto è difficile ancora. E qual è il contributo che possiamo dare come europei? Cosa possiamo fare fattivamente per cercare anche di far capire a questi popoli, che si avvicinano alla democrazia, che c'è una prospettiva di vita migliore anche attraverso lo sviluppo economico.

Ora, noi abbiamo due problemi tra gli altri. Il primo è che il potenziale dell'interscambio commerciale tra Unione europea e paesi del sud del Mediterraneo è sicuramente poco utilizzato. Siamo al di sotto di quanto si potrebbe fare. Nella relazione ci sono alcuni dati, non li sto a citare qua, ma tenendo conto della prossimità geografica, del fatto che apparteniamo tutti a un'unica area, che è quella euromediterranea, sicuramente i dati della politica commerciale sono di poca soddisfazione.

Secondo problema è che tradizionalmente noi abbiamo impostato i nostri rapporti commerciali – e soprattutto i paesi del sud li hanno impostati in questo modo – in modo tale che chi ha beneficiato del commercio con l'Europa è soprattutto una élite, una oligarchia che ha gestito i flussi provenienti da questi scambi in un modo spesso estremamente esclusivo, se non egoista, e abbiamo bisogno, dopo che la Primavera araba sta cercando di liberare i processi politici, di liberare anche l'economia, di fare in modo che chi voglia diventare produttore, attore di un processo economico e commerciale globale in Egitto, in Tunisia, in Marocco, in Giordania, in Libia e negli altri paesi, possa davvero farlo, avendo una possibilità di trovare nell'Europa una interlocuzione diretta.

Questo vuol dire anche cercare di, attraverso una politica commerciale, aiutare concretamente una situazione sociale che è in alcuni casi disperata. In Egitto siamo oltre il 35% in meno di volume d'affari rispetto all'era di Mubarak. Gli investimenti scarseggiano, il turismo è una risorsa che è quasi esaurita, e quindi occorre dotarsi di nuovi strumenti di politica, e sotto questo profilo io credo che col nostro lavoro – ringrazio molto la Commissione per l'aiuto costante che mi ha dato oltre i relatori ombra – abbiamo proposto e ci ritorneremo nell'intervento conclusivo una serie di elementi concreti per dare soddisfazione a queste aspettative.

  Σπύρος Δανέλλης, Συντάκτης της γνωμοδότησης της Επιτροπής Γεωργίας. − Κύριε Επίτροπε, η θεμελίωση της δημοκρατίας και της πολιτικής σταθερότητας στη Νότια Μεσόγειο είναι κρίσιμης σημασίας τόσο για την ίδια την περιοχή όσο και για την Ευρωπαϊκή Ένωση. Σας επισημαίνω τις επιπτώσεις που έχει ένα ανεξέλεγκτο κύμα λαθρομεταναστών στην Ευρωπαϊκή Ένωση και σας υπενθυμίζω το φαινόμενο της πειρατείας που προκάλεσε η κατάρρευση της Σομαλίας.

Απαιτείται λοιπόν όχι απλώς η εξασφάλιση τροφίμων αλλά και η δημιουργία και η διάχυση εισοδήματος. Για αυτό πρέπει να διευκολυνθεί η δημιουργία θέσεων εργασίας καθώς και η ενσωμάτωση γυναικών και μικροκαλλιεργητών στην οικονομία. Η Ευρωπαϊκή Ένωση πρέπει να προωθήσει επενδύσεις στις υποδομές της γεωργίας και της υπαίθρου, μεταφορά της γνώσης, βελτιώσεις στους θεσμούς και όλα αυτά εξασφαλίζοντας ότι δεν θα επιβαρύνονται οι φυσικοί πόροι, η ενέργεια, το κλίμα.

Για την ανάπτυξη του εμπορίου πρέπει: α) να προωθήσουμε τη σύγκλιση του κανονιστικού μας πλαισίου με αυτό της Νότιας Μεσογείου λαμβάνοντας υπόψη και τις συνέπειες για τους ευαίσθητους τομείς της γεωργίας στην Ευρωπαϊκή Ένωση και την προστασία του ευρωπαϊκού γεωργικού μοντέλου, β) να προωθήσουμε ένα μοντέλο ανάπτυξης του περιφερειακού εμπορίου μεταξύ των χωρών της Βόρειας Αφρικής και των χωρών νοτίως της Σαχάρας, γ) να μεσολαβήσουμε ώστε να αποφεύγονται διεθνώς μονομερείς κινήσεις εις βάρος του εμπορίου.

  Cristiana Muscardini, a nome del gruppo PPE. – Signor Presidente, onorevoli colleghi, ritengo simbolico che proprio oggi, giorno che celebra l'Europa, l'Europa stessa, il Parlamento europeo affronti il problema di una nuova strategia commerciale verso il Mediterraneo del sud, specie perché questa non sarà soltanto una strategia commerciale, ma anche l'inizio di una serie di iniziative di maggiore forza e capacità di incisività per quanto riguarda la democrazia, lo sviluppo e il benessere di questi paesi.

L'Europa ha tra le sue missioni il benessere dei propri cittadini, ma anche l'attenzione al benessere di quelli delle altre nazioni, specie quelle a noi più vicine. La Primavera araba ha cambiato la politica e le strutture economiche dell'area mediterranea e ha confermato il ruolo strategico del commercio internazionale come strumento – se correttamente utilizzato – per coniugare i rapporti economici con i processi di democrazia e di sviluppo della società. Lo sviluppo del commercio e una maggiore attenzione alle piccole e microimprese può significare un immediato percorso di sviluppo e di benessere sociale, utile a promuovere maggiore stabilità e democrazia in quei paesi.

Il principio "more for more", maggiori aiuti a fronte di maggiore impegno, introdotto dalla Commissione, deve divenire un principio di mercato, perché senza maggiore impegno da parte dei governi di questi paesi a una concreta apertura dei mercati, all'attuazione di riforme economiche adeguate, non si riuscirà a creare un'area dove veramente il mercato sarà libero e corretto, come noi europei vogliamo. È necessario che la banca europea non commetta nel Mediterraneo, specialmente nei confronti delle piccole e medie imprese e delle microimprese che hanno un ruolo importante nel progresso economico di quella regione, non commetta alcuni degli stessi errori commessi in Europa.

Voglio ringraziare l'onorevole Rinaldi perché nella sua relazione questi punti sono stati evidenziati con grande precisione e l'attenzione alle microimprese e alle piccole imprese sono una speranza per la stabilità, il progresso economico ma anche sociale.

  Maria Badia i Cutchet, en nombre del Grupo S&D. – Señor Presidente, señor Comisario, Señorías, se ha dicho aquí que la primavera árabe ha dado a la Unión Europea una gran oportunidad para renovar y reforzar sus vínculos de cooperación con los países vecinos del sur del Mediterráneo. La máxima prioridad ha sido proporcionar el apoyo necesario para los procesos de transición democrática en estos países, con el fin de garantizar el respeto a los derechos humanos, las libertades fundamentales, la igualdad y la justicia. Y, en este contexto, las relaciones comerciales adquieren un papel esencial y complementario a la necesaria transición política e institucional en la medida en que proporcionan recursos para el desarrollo económico y social de estos países.

Con unas reglas y condiciones adecuadas, el comercio puede contribuir a estrechar los vínculos de la Unión en la región y acompañar los esfuerzos para el asentamiento de la democracia. Es un deber de la Unión velar por que todos los elementos de cooperación —el político y el comercial; en definitiva, dos caras de la misma moneda— estén justamente equilibrados y reviertan en un verdadero beneficio para los ciudadanos y ciudadanas europeos y los de la orilla sur del Mediterráneo.

Creo que el informe sobre Comercio para el cambio al que nos referimos hoy expone medidas y propuestas para garantizar el cumplimiento de este objetivo. Como se ha dicho aquí y ha citado también el señor Comisario, el principio more for more introduce y supone un primer paso crucial en esta dirección, y esperamos su concreción lo antes posible por parte del Servicio Europeo de Acción Exterior.

Finalmente, me gustaría destacar algunos elementos que, a mi entender, son importantísimos para esta política comercial con la región: el esfuerzo de la lucha contra el trabajo infantil y el respeto del Derecho laboral internacional; el fomento de nichos de desarrollo de las tecnologías de la información y la comunicación (TIC) que, a su vez, representarían un apoyo para los jóvenes —es cada vez más claro que son los jóvenes los principales usuarios de esas tecnologías, y esto serviría para la lucha contra el paro juvenil en la región; cabe recordar que la población de estos países en edades comprendidas entre los 10 y los 19 años representa el 20 %, mientras que en la Unión Europea representa solo el 11 %—; y, por último, pero no menos importante, la promoción de un desarrollo rural sostenible que permita ofrecer productos de calidad cumpliendo con los criterios de trazabilidad y manteniendo un saldo comercial equilibrado.

Por último, quiero felicitar al ponente, el señor Rinaldi, por su buen trabajo y también por una excelente colaboración.

  Метин Казак, от името на групата ALDE. – Поздравявам колегата Niccolo Rinaldi за съдържателния и навременен доклад. Подкрепям решението на Комисията за стартирането на преговори за задълбочени и всеобхватни споразумения за свободна търговия с Тунис, Египет, Мароко и Йордания, чиято цел е премахването на оставащите тарифни бариери пред стоки и селскостопански продукти, преодоляване на нетарифните ограничения и разширяване приложното поле на търговските споразумения, което в дългосрочен план да доведе до ограничаване на бедността и да насърчи така желания мир и просперитет в региона. Приветствам и въведената от Комисията концепция "повече за повече", но призовавам Европейската служба за външна дейност по-бързо да оповести критериите, въз основа на които, заедно с определянето на търговския обхват, ще се реши дали дадена държава отговаря на условията за такова споразумение.

Тук се говори за малките и средни предприятия и те наистина осигуряват 25% заетост на работната сила в региона и една силна тяхна роля е необходимо условие за успешна търговска стратегия за Южното Средиземноморие. Затова се присъединявам към призива за предоставяне на надеждни, достъпни и лесно разбираеми схеми за микрокредитиране на тези малки и средни предприятия. Следва да се предвидят и споразумения за облекчаване на визовия режим за представите на деловите среди, координирано с търговските преговори и без излишен бюрократизъм. Съжалявам, че гражданското общество в държавите от Южното Средиземноморие все още възприемат Европейския съюз като недостатъчно активен в подкрепата на процеса на реформи. Затова считам, че търговските споразумения следва да бъдат подплатени със засилени клаузи за човешките права, с подобрени механизми за наблюдение и изпълнение, както и с амбициозна глава за устойчиво развитие.

Още един път поздравления за колегата Rinaldi и наистина смятам, че този доклад е добър и навременен.

  Ulrike Lunacek, on behalf of the Verts/ALE Group. – Mr President, a little over a year ago we all – or at least most of us – criticised the policy pursued in previous years by the EU and lots of Member States towards the southern Mediterranean countries. This was a policy which mostly focused on stability and on getting oil and other resources from autocratic or even dictatorial regimes. This has changed, and we, as Greens, were strongly in favour of the more formal approach that the Commission announced last year, making it clear that European policy in the future will not be about the exclusion of civil society, of women, or of groups that are not part of a ruling élite. It was clear too, at that time, that the Commission said it would also focus on the economy and on trade.

For us, as Greens, the positive aspects of this report as negotiated in committee are the inclusion – and our thanks go to Mr Rinaldi and all the other shadow rapporteurs – of environmental issues, of sensitivities on the environment and ecology, and of the emphasis on social rights, with the provision that all social forces are to be included in negotiations for free trade agreements or indeed deep and comprehensive free trade agreements (DCFTAs), on transparency, on the inclusion of civil society and on the importance of regional cooperation and the need to go through the Agadir Framework. Nevertheless, as Greens, we have some reservations about what FTAs and DCFTAs might mean in terms of the liberalisation of trade in a way that mostly serves the interests of the EU economy and big EU agricultural groups, without taking into account the interests and expectations of citizens in the southern Mediterranean.

Mr Rinaldi rightly said that, as Greens, we have certain reservations here, and we are demanding that the aspects of inclusiveness and transparency, now present in the report, must also be present on the Commission’s side when negotiations on agreements are being concluded. We would also prefer to see negotiations within the Agadir Framework, rather than bilateral negotiations, because we consider the regional approach to be more important.

  Daniel Caspary (PPE), Frage nach dem Verfahren der blauen Karte. – Geschätzte Kollegin! Wenn ich Sie richtig verstanden habe, haben Sie gerade ausgeführt, dass ein solches Freihandelsabkommen vor allem dazu dient, dass quasi unsere Interessen und die Interessen der Großkonzerne vorangebracht werden, und es weniger den Menschen dient. Stimmen Sie mir zu, dass in den letzten Jahren wirtschaftliche Entwicklung, die Entwicklung von Wohlstand und das Herausholen von Menschen aus der Armut vor allem in den Regionen der Welt stattgefunden hat, wo man sich für die Märkte geöffnet hat und am Welthandel teilnimmt?

  Ulrike Lunacek (Verts/ALE), Antwort auf eine Frage nach dem Verfahren der blauen Karte. – Sie haben sehr wohl Recht damit, dass in einzelnen Teilen der Welt die Wirtschaftsentwicklung schon auch dazu beigetragen hat, dass Armut reduziert werden konnte, und dass es gewissen Gruppen von Menschen in einzelnen Ländern auch gelungen ist, einen höheren Lebensstandard und weniger Armut zu haben. Aber wir haben dennoch in allen Ländern, mit denen es auch Freihandelsabkommen gibt, erlebt, dass gerade die Fokussierung auf den Export aus der Landwirtschaft dazu beiträgt, dass erstens Produkte nicht vorrangig für die lokalen und regionalen Märkte und die lokale und regionale Bevölkerung produziert werden, sondern für den Export, und das zur Verarmung beiträgt. Zweitens – was uns Grünen so wichtig ist – wurde die Frage der Menschenrechte, der Beteiligung der Zivilgesellschaft, der Demokratisierung in den Ländern selbst von Seiten der Europäischen Union viel zu wenig wichtig genommen. Darauf drängen wir! Und ohne das wird es auch keine soziale Gerechtigkeit geben!

  Lajos Bokros, on behalf of the ECR Group. – Mr President, the report claims that the Arab Spring is the greatest political transformation in the European Neighbourhood since the fall of the Berlin Wall. This reminds me of Zhou Enlai, the famous former Chinese Prime Minister, when he was asked for his assessment of the French Revolution. He is said to have answered: ‘It is too early to tell’. Democracy may have taken root in Tunisia; there is more openness in Morocco; there are encouraging signs in Jordan. But what about Bahrain? What about Yemen? What about Egypt? What about Libya? It would be better to use slightly more cautious language.

The report also claims that trade is an effective means of consolidating democracy and promoting stability. Well, trade in itself is not an effective means of promoting democracy. It is important – no question about it, and we promote free trade – but trade alone can help dictatorships as well. Trade does not necessarily lead to democracy. We need trade to be supplemented with institutions, the rule of law, constitutionality, equal opportunities and support for small and medium-sized enterprises in order to channel the fruits of trade to a wider segment of society. For democracy to take root there is a need for a middle class, which in turn can only flourish on broad-based economic growth – something which trade alone cannot guarantee.

The report also calls for the reconsideration of odious debt. I am only familiar with big debt and small debt, but not odious debt. I remember very well when the Berlin Wall fell. No western state, no western country wanted to forgive Communist debt, no matter how odious it must have been, so why do you not call on the Italian state to take over all the debt? If Mario Monti were to agree to that, then your claim would be credible.

  Mario Borghezio, a nome del gruppo EFD. – Signor Presidente, onorevoli colleghi, io credo che la Commissione, nella sua lodevole volontà di far progredire, aiutare e, direi, incidere sul senso e sulla direzione delle rivoluzioni arabe nel senso di una apertura verso la democrazia e verso il progresso economico basato, ovviamente, su un sistema di economia produttiva, non centri l'obiettivo quando lega tutto questo alla possibilità di poter esportare i prodotti agricoli eccetera.

Indubbiamente sono state svolte da questo punto di vista delle osservazioni puntuali, perché impoveriamo questi paesi se li depauperiamo dei loro prodotti agricoli. E poi, perché non cominciare a pensare seriamente al ruolo delle nostre piccole e medie imprese, per inseminare là anche come strumento di vera formazione-lavoro, ché non la fanno i vostri burocrati, la possono fare seriamente quelli che sanno come si creano le piccole e medie imprese, e sono i nostri piccoli e medi imprenditori. Allora incoraggiamo loro a collaborare.

La collaborazione e la rinascita economica può venire solo dal basso con cose serie e concrete, non con dichiarazioni di principio, filosofiche, che non servono a niente.

  Paul Murphy, on behalf of the GUE/NGL Group. – Mr President, rapporteur, the revolutions in North Africa and the Middle East are historic: they have given tens of millions of people right across the world the hope and confidence that they can shape history and that they can overthrow even the most brutal dictatorships. But the history of revolution has, of course, more than one chapter, and the first chapter still has to be closed in many countries of the region such as Bahrain and Syria, while in Egypt and Tunisia the revolution faces new challenges.

The new political leaders continue to ignore the interests of the majority of people in those countries, as the recent wave of repression against protestors demonstrates, vindicating the statement by Irish revolutionary Henry Joy McCracken in the 18th century, that the rich always betray the poor.

The EU and its Member States failed the people in North Africa and the Middle East through their political support and their economic ties with these brutal dictatorships. They will fail them again if they push ahead with the free trade agenda and the establishment of true market economies.

The NGO War on Want has explained that the creation of an EU-Mediterranean free trade area would cause the near collapse of manufacturing sectors in Egypt, Morocco, Algeria and Tunisia and a massive contraction in Syria, Jordan and Lebanon. Whether economic development and trade will deliver for, or will fail, the millions of people who overthrew the tyrants will depend on the nature of the economic and trading system.

There needs to be an end to gambling and speculation on food prices, maximum prices on food and other basic goods, and guarantees of a decent return for farmers, in order to guarantee food sovereignty and food security for the countries of the southern Mediterranean. The debts inherited from the dictatorships are odious: they should all be cancelled immediately to give a breathing space so that economies can develop. In addition, the natural resources and major sources of economic wealth in these countries should be taken out of the hands of the multinational corporations and the rich, and taken into democratic public ownership for use as resources to invest in the economy, health care and education, in order to create a society worthy of the heroism shown by those who participated in the revolutions.

Auf dem Papier mag es ja sehr gut aussehen, wenn die Handels- und Investitionsstrategie der Union für die Arabellion-Staaten an demokratische Fortschritte gebunden wird. In der Praxis hat sich die Arabische Revolution allerdings längst in weiten Bereichen in eine islamische gewandelt. Den arabischen Völkern geht es ja offenbar häufig nicht so sehr um Demokratie, sondern in erster Linie um mehr Wohlstand. Und genau diesen haben die Islamisten, die bekanntlich ja bis in die kleinsten ländlichen Dörfer organisiert sind, versprochen.

Indes sind demokratische Werte wie Minderheiten- und Menschenrechte den Muslimbruderschaften bekanntermaßen unbekannt. Nach ihren Wahlerfolgen haben die islamischen Parteien ja nicht nur wichtige Schlüsselpositionen besetzt, sondern dem Vernehmen nach versuchen sie nunmehr auch, die Menschen unter Druck zu setzen. Als Verlierer der Arabellion haben sich ja bereits Frauen, Künstler und Minderheiten herauskristallisiert, und insbesondere die Lage der Christen in der arabischen Welt ist bekanntlich besorgniserregend. In Ägypten geraten die Kopten unter Druck, im Irak hat der Exodus christlicher Minderheiten eingesetzt, und auch in einem Syrien nach Assad stehen Gewaltakte gegen Christen zu befürchten.

Die EU-Aufbauhilfen an die arabischen Umbruchstaaten sind daher meines Erachtens unbedingt an die Verpflichtung zum Schutz ihrer christlichen Minderheiten zu koppeln. Wenn diese Länder der Diskriminierung von Christen tatenlos zusehen oder sie sogar fördern, dann sind ihnen die Subventionen zu kürzen und im Extremfall auch zu streichen! Zudem sind die EU-Förderungen auch an Rücknahmeabkommen für illegale Migranten zu koppeln, und es gilt, genau zu beobachten, ob diese Länder auch bereit sind, diese Abkommen zu erfüllen.

  Daniel Caspary (PPE). - Herr Präsident, geschätzte Kolleginnen und Kollegen! Wie ist denn wirklich die allgemeine Situation in diesen Ländern in der Region? Der Kollege Bokros ist sehr eindrucksvoll darauf eingegangen. Wir sind wirklich am Anfang eines Prozesses, und die Befürchtung muss doch leider sein, dass sich am Ende nicht in jedem Land die Demokratie durchsetzen wird, sondern dass vielleicht doch in dem ein oder anderen Land islamistische Tendenzen am Ende an die Regierung kommen. Deswegen wünsche ich mir wirklich, dass wir alles daran setzen, kurzfristig Verbesserungen in diese Länder zu bringen, damit die Menschen erkennen, dass demokratische Systeme ihnen wirklich helfen und sie auch voranbringen wollen.

Kollege Kazak hat unter anderem das Thema der Mikrokredite angesprochen. Ich würde mir ebenfalls wünschen, dass wir in diesem Bereich vorankommen. Wenn die wirtschaftlichen Strukturen vor allem von kleinen und Kleinstunternehmen geprägt sind, dann ist es illusorisch, wenn wir davon träumen, dass Großkonzerne anfangen, dort neue Standorte zu eröffnen, sondern wir werden vor allem auf die kleinen und Kleinstunternehmen, die heute schon da sind, setzen müssen. Wenn viele von denen eine halbe Stelle, eine ganze Stelle schaffen und weitere Mitarbeiter einstellen können, dann wird das die Region wirklich voranbringen. Deswegen erhoffe ich mir von den Mikrokrediten außerordentlich viel.

Insgesamt zu den Investitionen: Wir müssen alles daran setzen, auch den politischen Dialog mit diesen Ländern voranzubringen. Investitionen werden nur stattfinden, wenn die gesamten Rahmenbedingungen stimmen, also Demokratie, Rechtstaatlichkeit, Rechtssicherheit für diejenigen, die dort Investitionen getätigt haben. Und auch deswegen wünsche ich mir, dass wir den Dialog in den nächsten Monaten dringend intensivieren. Und dafür brauchen wir auch Personal.

Sehr geehrter Herr Kommissar, wenn ich höre, dass in Tunesien gerade mal ein einziger Außenhandelsbeamter in der dortigen Vertretung tätig ist, wenn ich höre, dass in Jordanien kein einziger Vertreter der Generaldirektion Außenhandel tätig ist, dann zeigt das, dass wir kurzfristig sicherstellen müssen, dass dort Personal aufgestockt wird und dass wir dies vielleicht auch im Rahmen der kommenden Haushaltsdebatten noch einmal mit unseren Kollegen im Haushaltsausschuss thematisieren müssen. Herzlichen Dank an den Kollegen Rinaldi für diesen sehr ausgewogenen Bericht.

  Gianluca Susta (S&D). - Signor Presidente, onorevoli colleghi, signor Commissario, grazie al collega Rinaldi per una relazione ampia, politicamente condivisibile, ricca di motivazioni ideali e di proposte concrete che sicuramente saranno guardate dai popoli che si affacciano sul Mare Nostrum con rinnovata speranza dopo i rivolgimenti che li hanno caratterizzati.

È necessario cambiare passo, riprendere lo spirito che animò la dichiarazione di Barcellona per superare la frammentazione che caratterizza il sistema di relazioni commerciali tra l'Unione europea e i paesi mediterranei. Solo una visione miope del ruolo strategico dell'Unione europea può ritenere che una politica di maggiore integrazione coi paesi della sponda sud del Mediterraneo contraddica la vocazione occidentale dell'Unione europea.

Il commercio, disciplinato in un equilibrato nuovo accordo di libero scambio, potrebbe rappresentare anche uno strumento di stabilità in un'area attraversata da fermenti che non hanno ancora trovato un compiuto approdo democratico, che passa anche per la riduzione delle disuguaglianze, il rafforzamento del tessuto produttivo, una migliore tutela dei diritti civili e sociali, l'impegno per evitare derive verso il fondamentalismo islamico.

Certo, non dipende solo da noi, non solo dall'Unione europea. Dipende anche dalle grosse difficoltà di cooperazione e integrazione tra i paesi della sponda sud. Ma se il Mediterraneo, per dirla con le parole di un grande scrittore, torna ad essere un progetto e non solo uno stato di cose, insieme possiamo superare gli attuali ostacoli politici ed economici che hanno allontanato nel tempo un buon accordo.

Occorre un'iniziativa dell'Unione europea verso il conflitto israelo-palestinese, approfondire con tutti i paesi il dialogo normativo per eliminare le troppe barriere tariffarie e non, aprire i loro mercati all'insegna della reciprocità, il che implica che una più consistente dose di aiuti debba essere legata a un maggior impegno dei nostri interlocutori.

In conclusione, non posso che ribadire il mio apprezzamento per questa relazione confidando che la commissione esecutiva la assuma come un obiettivo prioritario della propria agenda politica e amministrativa.

  Kristiina Ojuland (ALDE). - Mr President, the transition to democracy of the countries in the Southern Mediterranean must be enhanced by creating a favourable environment for trade and investment. Therefore, I am pleased with the Council decision authorising the opening of negotiations for deep and comprehensive free trade agreements (DCFTAs) with some of the Southern Mediterranean countries. It is essential that conditions are created for a strong middle class to emerge in the region. The DCFTAs will invigorate these countries’ economies, which in turn will allow new jobs to be created.

Unemployment and low standards of living are the main causes of migratory flows from the Southern Mediterranean. Prosperity in the region would, on the one hand, reduce the migratory pressure on the European Union, in particular in its southern Member States, and, on the other hand, open emerging markets for European enterprises, which is also a very important perspective.

  Charles Tannock (ECR). - Mr President, the Arab Spring was undoubtedly the most important political transformation in the Middle East and North African countries in decades. Despotic and corrupt – but secular – governments were cast aside, and promises of freedom abounded. However, the transitional governments that have emerged so far have mostly failed to live up to their laudable commitments to plurality, with Tunisia perhaps being the sole exception.

The EU is a powerful trading bloc with a significant and proven ability to influence the conduct of governments through soft power. The EU should therefore use its exclusive competence in trade matters, and the fact that it is a significant aid donor with the ability to influence multilateral banking institutions such as the EIB and EBRD, to ensure that democracy and human rights are fully respected in our southern neighbourhood.

There is now considerable concern, with the election of some fundamentalist parties such as the Salafist al-Nour party in Egypt, which are insistent on introducing hard-line Sharia law into the Constitution. This jeopardises women’s rights, homosexual rights, minority rights and, in particular, the rights of Coptic Christians, who will not only be discriminated against, but actively persecuted if this goes through. In such a case, if Egypt also wishes to unpick the Camp David Agreement, the peace treaty with Israel would also be in danger.

The EU must reserve the right to suspend all aid and trade concessions in protest and as a possible sanction. ‘More for more’ alone is not enough.

  Willy Meyer (GUE/NGL). - Señor Presidente, la posición de mi Grupo ya la ha fijado el señor Murphy en su intervención y yo creo, señor Presidente, que la Unión Europea no está para dar consejos a ninguna región del mundo en lo referente a cualquier modelo económico o comercial. No estamos para dar consejos, y mucho menos consejos sobre la base de la necesidad de desregular el mercado.

Ese principio, ese dogma, el «gran Dios» de la desregulación del mercado, que se ha aplicado con total rigidez en la Unión Europea, nos está llevando a la ruina en la Unión Europea y, por lo tanto, ese principio es un principio que no se debería plantear, y espero que los protagonistas de las revoluciones árabes no lo hagan suyo. No se trata de ir a tratados de libre comercio que no tengan en cuenta las asimetrías, ya que ello empobrecería más a esos pueblos.

Y mire usted, la tarjeta de visita que se entregó en su día a los países ribereños –la tarjeta de visita dada a Ben Alí, a Mubarak o a Gadafi, la que hemos entregado a Mohamed VI– es que a la Unión Europea el desarrollo económico le importa poco. Lo que le importa son los grandes negocios.

  Laurence J.A.J. Stassen (NI). - Voorzitter, nu de rook van het conflict in Noord-Afrika gedeeltelijk is opgetrokken, vindt het EP het tijd om de handelsbetrekkingen met deze regio weer aan te trekken. Wat de PVV betreft, is dit te voorbarig en moet er een vraag aan voorafgaan. Is er werkelijk sprake van een Arabische Lente?

Ik zal u op weg helpen om deze vraag te beantwoorden. In Tunesië zijn onlangs twee bloggers veroordeeld tot zeven jaar gevangenisstraf vanwege atheïstische opvattingen. In datzelfde Tunesië overweegt men om het aangaan van relaties met de staat Israël strafbaar te stellen en dit in de grondwet te verankeren.

In Egypte is het helaas niet beter. Alleen dit jaar al zijn naar schatting 1.500 koptische meisjes ontvoerd, meisjes die worden besneden en die worden gedwongen om zich te bekeren tot de islam. Ook dreigt de islamitische sharia in Egypte te worden ingevoerd.

Ik leg u nu de vraag voor: verdienen deze ontwikkelingen werkelijk het predicaat Arabische Lente? Durft iemand deze term in de mond te nemen ten overstaan van al die vrouwen, christenen en niet-moslims die worden onderdrukt? In plaats van een Arabische Lente dreigt een islamitische winter. Ik hoop dat mijn collega's dit onder ogen durven te zien.

De opkomst van fundamentalistische islamitische partijen in de regio staat op gespannen voet met de waarden die wij in Europa omarmen. We moeten ervoor waken dat we te lichtvaardig besluiten om de handelsbetrekkingen met dergelijke regimes aan te trekken. Daarmee geven we volstrekt het verkeerde signaal af.

De boodschap die de Europese Unie moet uitdragen, is dat het geen handelsrelaties verdiept zolang regimes zich schuldig maken aan mensenrechtenschendingen of daartegen niet optreden. Dat zijn we ook verschuldigd aan de slachtoffers en de vele kwetsbare minderheden in de regio.

  María Auxiliadora Correa Zamora (PPE). - Señor Presidente, la primavera árabe es un hito histórico que debe servir para que nuestros países vecinos avancen en la senda de la democracia, el respeto de los valores fundamentales de los derechos humanos y de una sociedad libre. Debemos aprovechar al máximo este momento para estrechar relaciones comerciales con estos países, contribuyendo al desarrollo y progreso económico en ambas orillas del Mediterráneo.

Es un momento clave para avanzar en la apertura de los mercados de bienes y servicios e instaurar un marco que garantice la seguridad jurídica de las inversiones y la adopción de estándares medioambientales, fitosanitarios y sociales que redunden en beneficio de los ciudadanos de ambas partes.

No obstante, toda propuesta referente a sectores sensibles debe estar precedida por estudios y evaluaciones de impacto adecuados. Debemos guardar la cautela necesaria con respecto a sectores sensibles para la Unión Europea como el de la agricultura, un sector que actualmente ya está realizando enormes esfuerzos, lo que provoca incluso en determinados casos el abandono de los cultivos. Por esta razón, la delegación española del Grupo del Partido Popular Europeo ha solicitado una votación por partes en el apartado 19, eliminando la referencia a que «la UE debe estar dispuesta a realizar esfuerzos adicionales en sectores sensibles, como la agricultura».

  Josefa Andrés Barea (S&D). - Señor Presidente, existe un antes y un después de la primavera árabe –muchos intervinientes lo han dicho–. Existe un compromiso de ayuda a la democratización a estos países del sur del Mediterráneo, a estos países que todavía están en proceso de transformación o están en un túnel estancados o no salen de él. Existe una necesidad de instrumentalizar los acuerdos comerciales que sirvan de palanca de cambio, de ayuda a la democratización y a la estabilización.

Como ha dicho el ponente, las enmiendas que se han presentado, la cláusula de derechos humanos, la democratización, la sostenibilidad y la responsabilidad corporativa son condiciones ineludibles que todo acuerdo debe incluir, y aunque estamos ante una nueva generación de acuerdos comerciales –que se inició con Marruecos– dentro de los marcos de negociación bilateral, hay que reconocer que existen unos determinados aspectos sensibles –como es el caso de la agricultura– y que no todos los países de la Unión sufren con el mismo impacto las consecuencias negativas que puedan producir estos acuerdos comerciales.

Por lo tanto, estamos a favor de estos acuerdos bilaterales y de esta nueva generación de acuerdos, pero queremos que se estudie esa cláusula de reciprocidad que tiene que existir en los acuerdos bilaterales, que existan estudios de impacto y sobre todo, también, que se estudien modos o instrumentos que repartan las cargas dentro de los países de la Unión.

Creo que hay que limar también los problemas que se suscitan dentro de los países de la Unión con respecto a aquellos aspectos más sensibles como la agricultura, los trabajadores autónomos y las pequeñas empresas, sobre todo en los países que más sufren esos problemas dentro de la Unión.

  Ewald Stadler (NI). - Herr Präsident, Herr Kommissar! Die Kollegin Stassen hat es schon richtig ausgeführt: Von einem arabischen Frühling, von einem Tauwetter als Kennzeichen eines Frühlings kann ja keine Rede sein. Vielmehr stellt sich jetzt nach einem Jahr heraus, dass säkulare autoritäre Regimes mittlerweile ersetzt werden durch gewählte islamisch-autoritäre Regimes. Und das ist eine Entwicklung, die hochbrisant und hochgefährlich ist, insbesondere für die Minderheiten.

Gradmesser einer Demokratie ist die Achtung der Menschenrechte, ist aber auch der Umgang mit Minderheiten, auch mit religiösen Minderheiten. Und die Situation der Christen ist dramatisch. Vor einer Stunde hat hier im Hause eine Konferenz stattgefunden, veranstaltet von der ECR und der EVP. Dabei ist unter Bezugnahme auf eine Studie der OSZE herausgekommen, dass 75 % der bei Gewaltausbrüchen in diesen Ländern Getöteten Christen waren. Das ist kein Zufall, das hat mit der Islamisierung dieser Länder zu tun. Moslembruderschaften und Salafisten sehen in Christen Feinde, die zum Westen gehören. Dabei verkennen sie natürlich, dass das in Wirklichkeit Teil der arabischen Welt wäre. Aber das wird ignoriert.

Daher fordere ich die Kommission auf, bei ihren Abkommen darauf Rücksicht zu nehmen, dass es Bedingung sein muss, dass diese Länder anders mit den christlichen Minderheiten umgehen.

  Gay Mitchell (PPE). - Mr President, I would like to thank Mr Rinaldi for this report. With many dictators deposed, we have a unique opportunity in the EU to engage with North Africa and the Middle East and to help create a true social market economy in this region.

On this, Schuman Day, may I remind the House of the origins of the social market economy. I believe it is time that we followed on from that Christian Democratic tradition and put ‘social’ back in the social market economy. We do not need to replace some dictators with others, whether they are capitalists or socialists or oligarchs controlling the markets and controlling the lives of people. What we need is a social market where people not only have rights and social justice but where they have responsibility and a sense of enterprise.

If you want social justice and the wealth that is needed to create the public services we want in these new countries that are looking for good governance, then you have to encourage the enterprising spirit to create that wealth – and I do want that social justice. I have looked at the failed system behind the Berlin Wall. The Berlin Wall days are gone! We are not going back to that system of protectionism where bully politicians control the lives of people.

Let us look at who some of those dictators were and who they were associated with in their international, political arrangement. I believe that with every right goes a responsibility; a responsibility for each other. People get up in this House and they preach about rights, constantly misleading people that somebody else can provide those rights or that somehow, by some magic formula, we in this House can – with our clay feet – legislate rights for people; but the responsibilities that go with them are not there. We have to insist not only on good governance in the Middle East and Northern Africa, but in this part of the world as well, where social market economy means that there is a true social market – not manipulated, not dictated, not politically controlled – and where social justice is at its centre and where people who, by the sweat of their brow, create wealth, are encouraged to be able to use that wealth for the good of the community.

  Corina Creţu (S&D). - Principala transformare politică din vecinătatea europeană a deschis, într-adevăr, calea spre democraţie în sudul Mediteranei, dar a şi bulversat întregul sistem economic din aceste ţări. Valul de speranţă riscă acum să se împotmolească în cercul vicios al sărăciei. Tulburările sociale amplifică scăderea economică şi, implicit, sporesc rândurile şomerilor, mai ales în rândul tinerilor şi femeilor. Potrivit estimărilor Organizaţiei pentru Cooperare şi Dezvoltare în Europa, doar pentru a menţine actualul nivel al ratei de ocupare a forţei de muncă e nevoie în următorul deceniu de 25 de milioane de noi locuri de muncă.

Pe baza experienţei din tranziţia statelor est-europene, cred că e un obiectiv foarte greu de atins. Primăvara arabă a vizat obţinerea de libertăţi democratice şi o viaţă mai bună pentru cetăţeni. Este interesul direct al Uniunii Europene să sprijine aceste ţări printr-un angajament interregional de amploare, care să actualizeze proiectul zonei de liber-schimb euromediteraneene. De asemenea, implementarea mecanismului de facilitare a comerţului şi investiţiilor propus în foaia de parcurs comercială euromediteraneeană şi stabilirea noilor reguli de origine în cadrul Convenţiei Pan-Euro-Med, pot contribui semnificativ la stimularea schimburilor, mai ales în condiţiile în care ţările din zonă nu vor mai avea calitatea de membre ale sistemului generalizat de preferinţe.

  Angelika Werthmann (NI). - Herr Präsident! Der uns vorliegende Bericht stellt einmal mehr sehr klar, dass es sich beim Arabischen Frühling um ein einzigartiges Ereignis handelt. Ein Ereignis, das Zeugnis ablegt von der Sehnsucht seiner Menschen nach besseren Lebensbedingungen, deren Grundlage die demokratischen Rechte und die Freiheit sind. Die Erwartungen dieser Menschen an die EU sind daher während der wirtschaftlichen Entwicklung besonders hoch.

Die Freihandelszone Europa-Mittelmeer ist ein ehrgeiziges Wirtschaftsprojekt. Wird der wirtschaftliche Prozess demokratischer und auch die Gründung von KMU unterstützt, dann kommt dies vor allem den Bürgern zugute. Dies fördert folglich aber auch einen vielfältigen Handel, der den kleinen Bauern in den Ländern des Arabischen Frühlings, wie auch unseren Bauern in Europa, entsprechend von Vorteil sein wird. Selbstverständlich muss und kann dies nur unter Achtung aller Menschenrechte geschehen.

  Guido Milana (S&D). - Signor Presidente, onorevoli colleghi, credo che la relazione eccellente del collega Rinaldi abbia avuto successo nell'Aula. Io condivido assolutamente il giudizio lusinghiero sulla relazione.

Ciononostante, vorrei sollevare una piccola questione: la nostra Europa, rispetto a questo nuovo mondo che cerca di trovare democrazia e condizioni economiche diverse, è un'Europa divisa dal Mediterraneo. È proprio un'attenzione particolare al Mediterraneo che vorrei che la Commissione rivolgesse, sia per ciò che riguarda gli aspetti ambientali, sia per ciò che riguarda le transazioni economiche che sono nel Mediterraneo.

Il Mediterraneo è un luogo di pesca. Noi stiamo costruendo una politica nuova della pesca in Europa che fisserà delle regole molto rigide dalla parte dell'Europa. Dall'altra parte, invece, regole non ce ne sono. E allora perché non utilizzare forme di accordo di pesca, sostegno a questi paesi affinché quei paesi applichino le stesse regole che si applicano in Europa. Questo sarebbe salutare per la pesca europea, sarebbe salutare per il mare, per la conservazione dell'ambiente, per fare in modo che questo spaccato sia sempre meno spaccato ma sia sempre più un luogo omogeneo sul quale costruire il futuro dell'Europa e di questo nuovo mondo.

  Rareş-Lucian Niculescu (PPE). - Uniunea Europeană trebuie să sprijine reformele din statele arabe, inclusiv prin politica sa comercială. Este de datoria noastră. Peste o treime din populația activă din țările din sudul Mediteranei lucrează în sectorul agriculturii. Intensificarea comerțului cu Uniunea Europeană este așadar așteptată.

Însă, în această privință trebuie respectate o serie de reguli. Trebuie să insistăm pentru alinierea acestor țări la standardele Uniunii Europene, în ceea ce privește calitatea și siguranța alimentară, protecția mediului și calitatea vieții animalelor, în conformitate cu principiul reciprocității. Agricultorii europeni sunt obligați în aceste privințe să respecte cele mai înalte standarde din lume. Orice importuri trebuie să îndeplinească aceleași standarde înainte a ajunge pe mesele consumatorilor europeni.

Așadar, comerț favorabil ambelor părți, da, condiții defavorabile pentru agricultorii noștri, nu.

  Inês Cristina Zuber (GUE/NGL). - Este relatório afirma que a União Europeia estará agora em muito melhores condições para desenvolver a sua política externa e os seus acordos nacionais, comerciais, com os países do Sul do Mediterrâneo. Mas é bom relembrar que a natureza dos anteriores regimes não incomodou a União Europeia até então, nem tão pouco os seus governos que estabeleceram com estes profundas relações.

Seguindo a Comissão Europeia, o relatório defende o conceito mais por mais, ou seja, que as reformas democráticas e liberdades individuais deveriam refletir-se num processo dito de libertação a nível económico e das trocas comerciais, através da consolidação da Zona de Comércio Livre Euro-Mediterrânica. Mas será de libertação ou antes de colonização? Os Acordos de Livre Comércio apenas provaram, até aos dias de hoje, que significaram a perda da soberania dos povos, a apropriação por multinacionais dos recursos naturais e da biodiversidade, o aumento da dependência externa dos países terceiros e o desastre em setores produtivos de alguns Estados-Membros.

O que é necessário é o estabelecimento de relações económicas mais justas e equitativas aos serviços dos povos e não Acordos de Livre Comércio que beneficiam alguns grupos económicos e financeiros.

  Jaroslav Paška (EFD) - Spoločenské zmeny, ktoré priniesla arabská jar južnému Stredomoriu, do istej miery zmenili politické pomery v tomto regióne. Európska únia musí mať záujem na dlhodobej stabilite a prosperite arabských krajín, ktoré prešli týmito vážnymi zmenami. Obchod je jednou z oblastí, ktorá umožňuje krajinám zlepšovať partnerské vzťahy a posilňovať vzájomnú dôveru. Preto popri politickej pomoci pri budovaní demokratických štruktúr je potrebné sa orientovať aj na obnovenie obchodnej a hospodárskej spolupráce Únie s týmto regiónom. Najmä pri obnovovaní hospodárskych štruktúr od malých rodinných producentov cez mikropodniky až k väčším podnikom zamestnávajúcim miestnu pracovnú silu musíme byť účinne nápomocní, lebo ekonomická a hospodárska sebestačnosť je základom toho, aby obyvateľstvo neopúšťalo svoju krajinu a nehľadalo budúcnosť v ekonomickej emigrácii. Preto dnes musíme vynaložiť potrebné úsilie a pomoc nielen na politickú, ale najmä na hospodársku stabilizáciu tohto regiónu.

  Karel De Gucht, Member of the Commission. − Mr President, a lot of interesting remarks have been made and I have taken good note of them, but I am not going to respond to them in detail because the Members who put the questions are no longer here, so they cannot hear me. They will have to read me.

Let me just add that we will, of course, be cautious in this whole process. We have political considerations, trade considerations and human rights considerations. We have to take all these into account. The report produced by Mr Rinaldi will certainly help us to do so.

  Niccolò Rinaldi, relatore. − Signor Presidente, onorevoli colleghi, io invito la commissione a non essere troppo prudente, viceversa, e soprattutto invito i colleghi a non essere ossessionati dalla questione agricoltura.

Non possiamo continuare a vedere le relazioni commerciali tra l'Unione europea e i paesi del Mediterraneo soltanto dal punto di vista dell'agricoltura, e del resto il rapporto va esattamente in una direzione diversa, cioè noi abbiamo chiesto più collegamento con la società civile, più borse di studio – io ringrazio il Commissario per quello che ha detto in apertura sullo sviluppo dell'Erasmus Mundus – credo – non è questione che riguarda la DG Trade – ma credo che sarebbe utile avere anche uno strumento Erasmus Med, qualcosa di specifico per i paesi del Mediterraneo, come una dichiarazione scritta del Parlamento peraltro aveva richiesto.

Chiediamo camere di commercio bilaterali tra l'Unione europea e i paesi del Mediterraneo che ancora non ci sono. Chiediamo nuovi strumenti di credito, qualcosa – anche col lavoro che abbiamo fatto attraverso la BEI e la BERS – comincia ad esserci, anche disponibile per le piccole e medie imprese, e chiediamo soprattutto di liberalizzare questi scambi commerciali attraverso la possibilità di fare emergere nei paesi del sud nuovi attori, nuovi soggetti, come appunto piccole e medie imprese. C'è un talento straordinario nei paesi arabi sotto questo profilo, che è sempre stato oppresso dalle oligarchie che sono state al potere.

E sotto questo profilo la cooperazione tecnica per smantellare le barriere non tariffarie – tutti elementi del nostro rapporto – è cruciale. Non perdiamo questa occasione. Abbiamo la possibilità attraverso la politica commerciale, competenza esclusiva dell'Unione europea, di fare un vero lavoro politico, che ancora in parte non è stato fatto per sostenere questi processi.

C'è chi dice che non è successo nulla, che non sono state primavere arabe. Io sfido chiunque un anno e mezzo fa in quest'Aula a immaginare che Mubarak, Ben Ali e Gheddafi in pochi mesi non sarebbero stati più al potere nei loro paesi. Qualcosa è accaduto, l'evoluzione, l'esito dipende anche da noi, dipende anche dagli strumenti di politica commerciale e devo dire una sola parola rispetto all'intervento dei nostri amici verdi che ci hanno lasciato: non abbiate un approccio ideologico, non è che sempre il commercio è negativo per lo sviluppo, tutt'altro. La relazione dimostra tutto il resto.

  George Sabin Cutaş (S&D), în scris. Evenimentele din zona Mediteranei au condus la o regândire a relațiilor cu statele din vecinătatea UE. Uniunii Europene îi revine rolul principal în promovarea respectului pentru drepturile omului, pluralismului, statului de drept şi a justiției sociale în sudul bazinului mediteraneean prin intermediul unei intensificări a cooperării politice, dar şi comerciale cu această zonă.

Repartizarea inegală a veniturilor, lipsa unor reforme sociale şi economice, precaritatea sistemelor educaționale şi a locurilor de muncă au fost unele dintre principalele cauze ale revoluțiilor din lumea arabă. Pentru dezvoltarea economică şi integrarea regională a acestor ţări pe plan comercial, este nevoie de sprijinul instituțiilor financiare internaționale.

Un pas important în această direcție este decizia de a extinde mandatul Băncii Europene pentru Reconstrucție şi Dezvoltare cu scopul de a participa la procesul de asistenţă financiară pentru sudul şi estul Mediteranei. Doresc să pledez, în acest context, pentru o ratificare urgentă din partea statelor membre UE a amendamentelor la Acordul BERD. Banca dispune de expertiza necesară pentru a asigura tranziția către o democrație funcțională în țările din regiune.

  Tunne Kelam (PPE), in writing. The EU’s strongest incentive for democratic change in third countries is its trade and investment perspectives. The Arab Spring revealed some embarrassing structural and systemic shortcomings in EU policies dealing with the countries of North Africa and the Middle East. A new EU trade policy has to provide incentives for structural reforms, and also contributing to food and water security in the region. This will be the most effective means of convincing the people of the region that political democracy is the most efficient way to economic progress and justice. It is good that the report is very clear on the involvement of civil society in all social processes. I emphasise the need for the EU and its civil society to be proactive and work hand in hand with local civil society to assist and support their efforts. Only a pluralistic and vibrant civil society can bring about the change from within and ensure that democratic efforts are pursued. I remind the EU to be firm in its strive for trade and investments, making sure that economic relations are accompanied by achievements and real results in respect of human rights, democracy and the rule of law. Economic liberalisation and democratisation need to be complementary and simultaneous to each other.

  Vladko Todorov Panayotov (ALDE), in writing. – The Arab Spring had a strong negative effect on private investments in the region. Since January 2011, a lot of these investments have been transferred to other countries which were considered more politically stable, such as Turkey. The EU shares responsibility for this. Indeed, the slowness of its reaction and the lack of political will and coherence resulted in investors’ lack of confidence. Depending on the country, the post-Arab spring political situation is taking more or less time to stabilise, but we can be confident at this stage that the southern Mediterranean countries will find a way towards democracy. We should encourage this transition by boosting public and private investments in the region, through the Facility for Euro-Mediterranean Investment and Partnership, with emphasis placed on SMEs. That the EU manages to send the right signals at the right time is crucial. This is not just a matter of economics; this will define its credibility in a region where half the population is under 25 and which promises to be increasingly dynamic.

  Tokia Saïfi (PPE), par écrit. Des propositions concrètes et réalistes: ce rapport constitue le pendant pragmatique aux communications de la Commission qui ont fait suite aux mouvements démocratiques de 2011 dans le monde arabe. Le rapporteur met en avant le besoin d'une politique coordonnée, flexible et proactive de l'UE et relaie bien, en cela, les aspirations des sociétés civiles des pays du sud de la Méditerranée.

J'ajoute toutefois que l'intégration économique que l'UE prône et veut développer doit avant tout se concentrer sur l'intégration économique Sud-Sud. La Commission européenne, dans ses communications, considère que l'intégration économique passe nécessairement par l'intégration au marché européen. Ce n'est, à mon sens, qu'une seconde étape: une fois que les marchés des pays du Sud seront intégrés entre eux, et que l'UE les aura aidés à s'adapter à ses normes techniques et sanitaires, alors l'accès au marché intérieur européen présentera un véritable intérêt et aura un impact concret sur les économies du Sud.

Je soutiens également l'idée du rapporteur d'analyser, par des études d'impact régulières, les retombées de la politique commerciale européenne sur les systèmes économiques de ces pays. Un tel suivi permettra un ajustement rapide des mesures européennes.
