  Toine Manders (ALDE). - Mr President, I have an oral amendment to Amendment 9. I will read the whole amendment. ‘Stresses that there is a need for better and less EU legislation; calls on the Commission, therefore, to choose, where appropriate and principally where there is no need for further discretion when implementing EU legislation, regulations rather than directives as the preferred legal instrument for regulating the Single Market since they have clear advantages in terms of efficiency and effectiveness and create a level playing field for citizens and business, with greater potential for private enforcement’.
