  Der Präsident. − Als nächster Punkt folgt die Aussprache über sieben(1) Entschließungsanträge zum Thema Menschenrechte und Sicherheitslage in der Sahelzone (2012/2680(RSP)).

  Charles Tannock, author. − Mr President, the Sahel region has been experiencing sustained difficulties for a number of years. A dire combination of severe drought, famine and chronic poverty and a deteriorating security situation has resulted in literally thousands of internally displaced persons.

Continuing large migratory flows across poorly demarcated borders and desert areas have exacerbated the problems.

The Sahel now faces an additional real and sinister threat from a plethora of Islamist militant groups allied to al-Qaeda which seek to capitalise upon internal turmoil to further their radical agendas.

EU nationals are being kidnapped and murdered brutally both in Mali and Niger. There is also now a problem, following the Libyan conflict, with Tuareg mercenaries who have become part of the secessionist movement in Mali. The breakaway region in northern Mali is now in danger of becoming another Somalia if we are not careful.

All this adds up to a dire humanitarian situation across this vast region, so I now call upon the High Representative to redouble European Union efforts amongst the international community to prevent this crisis from becoming an unbridled catastrophe, both humanitarian and security-wise for the West.

  Nicole Kiil-Nielsen, auteure. − Monsieur le Président, la région du Sahel déjà fortement touchée par le changement climatique et fragilisée par la présence d'AQMI est déstabilisée par la guerre en Libye et le retour de mercenaires fortement armés. Le risque de fusion entre certains groupes islamistes et la rébellion touareg nous inquiète mais doit nous obliger à en comprendre les causes.

Les politiques d'austérité financière imposées depuis trente ans à l'Afrique par les institutions internationales, les ingérences extérieures, l'exploitation des ressources naturelles ont généré une paupérisation.

Au Mali, la population n'a guère vu les retombées sociales et économiques positives qui auraient dû découler de la production de l'or. Le Mali est le troisième producteur d'or en Afrique. Le code minier malien ne prévoit aucune contrainte pour les compagnies minières en termes de responsabilité environnementale et sociale. Cette faiblesse législative rend le sol malien extrêmement attractif.

C'est maintenant l'uranium qui est convoité par une société française qui effectue des forages et travaille dans un mépris total des populations et de l'environnement, provoquant la mobilisation des habitants de la commune de Faléa. Au Niger, la France exploite l'uranium depuis quarante ans et la situation de la population locale ne s'est absolument pas améliorée. Le 25 avril dernier, le personnel du site d'Imouraren a entamé une grève pour protester contre des conditions de travail désastreuses, affirmant travailler 12 heures sur 24.

Le Niger, dont 60 % des exportations reposent sur l'uranium, assure près de 40 % des approvisionnements d'Areva, qui prévoit de développer ce qui sera la deuxième plus grande mine d'uranium au monde. Le Niger est classé parmi les derniers pays de la planète en termes d'indice du développement humain.

La population locale à majorité touareg, subit de longue date les conséquences sanitaires quasi irréversibles de cette exploitation irresponsable: pollution de l'air et contamination des rares ressources en eau de la région.

En conclusion, c'est donc un autre développement économique et humain que l'Europe doit favoriser dans cette région.

  Oldřich Vlasák (ECR), otázka položená zvednutím modré karty. – Pane předsedající, já plně souhlasím s paní Kiil-Nielsenovou v tom smyslu, že je potřeba tuto situaci řešit. Plně si uvědomujeme a potvrzuji, že je mnoho francouzských firem, které konkrétně využívají jak nerostné bohatství, tak pracovní sílu v Mali. Nemyslíte si, že je načase také využít tlak politiků doma ve Francii na to, aby tyto firmy trochu přispěly na zlepšení životního prostředí a chudoby v dané zemi?

  Nicole Kiil-Nielsen (Verts/ALE), réponse "carton bleu". – Cher collègue, je vous remercie de cette question. Je suis entièrement d'accord avec vous. C'est bien ce que je compte faire, ce que, en tout cas, mon organisation politique Europe Écologie-Les Verts commence déjà à faire en France: des pressions sur ce gouvernement pour que nous changions nos relations avec l'Afrique en général et, plus particulièrement, avec le Mali – puisqu'il en est question en ce moment – et le Niger.

Nous voulons mettre fin à ce que nous avons appelé en France la Françafrique – je ne sais pas si vous connaissez la formule. Effectivement je partage ce souci.

  Véronique De Keyser, auteure. − Monsieur le Président, 17 millions de personnes sont touchées par la famine et la sécheresse au Sahel, dont 8 millions sont dans une situation quasi désespérée.

À ce jour, la Commission a débloqué une aide humanitaire de 123 millions d'euros pour lutter contre la crise alimentaire en 2012, et une aide au développement de 164 millions.

À cette famine s'ajoute la progression des bandes criminelles et terroristes, qui tirent leur financement d'un trafic de drogue qui va de la Guinée-Bissau à la Somalie, avec la cocaïne venue d'Amérique latine et l'héroïne de l'Afghanistan.

L'intervention militaire en Libye a précipité l'instabilité de la région en déplaçant des réfugiés dans tous les pays voisins et en permettant à des milices et à des armes libyennes de déstabiliser l'ensemble. Le Mali a fait le premier les frais de l'opération libyenne mais le Nigeria, le Niger, le Burkina Faso, le Sénégal, la Mauritanie ne sont pas épargnés.

Que peut encore faire l'Europe de plus qu'elle ne fait?

Nous avons entendu, à la dernière réunion des ACP et de l'Union européenne à Horsens des discours absolument déchirants de la part de nos amis maliens, nigériens, etc. Nous leur disions: "Mais que voulez-vous que nous fassions de plus?" Eux réclamaient à cor et à cri une mission PESD qui est en projet, qui doit arriver, qui est préparée mais qui devrait arriver beaucoup plus vite pour stabiliser de manière militaire la région.

Je ne suis pas pour les interventions militaires mais la PESD est absolument indispensable, sinon ces pays se considèrent comme les harkis de l'Europe, ceux qui ont été abandonnés lors de l'intervention libyenne.

  Marietje Schaake, author. − Mr President, despite the challenges at home, the EU risks becoming too inwardly focused, even though events in the rest of the world matter for our security and prosperity. The Southern Neighbourhood is in the middle of a crucial transition and these events cannot be seen in a vacuum. A crisis is looming in the Sahel region which risks having enormous spillover effects into the already fragile North African region all the way down to Nigeria, which is facing instability every day.

After the conflict in Libya, weapons flowed through the Sahel region way too freely, adding to the complex and intertwined problems of terrorism and extremism, poverty and organised crime, such as trading drugs, weapons and people. Ordinary people, especially women and children, are the first to suffer, and they deserve our attention.

We need to work together with the African Union, the UN and ECOWAS to speed up the implementation of the various components of the EU strategy for security and development in the Sahel. We support the Council’s commitment to contribute to the development of a peaceful, stable region where food security is guaranteed.

  Filip Kaczmarek, autor. − Panie Przewodniczący! Sahel to region, w którym sytuacja jest bardzo poważna. Lista przyczyn, które doprowadziły do tego stanu jest naprawdę długa. Dawniej było to przede wszystkim ubóstwo wynikające z klęsk naturalnych, z niskich zbiorów i wysokich cen żywności, a także słabość rządów i niski poziom bezpieczeństwa i przestrzegania praw człowieka. Dzisiaj sytuacja jest zasadnicza z trzech powodów: wojny domowej w Libii, aktywizacji Tuaregów i zamachów stanu w Mali oraz wzrostu aktywności radykalnej islamskiej sekty Boko Haram w Nigerii.

Cele strategii Unii Europejskiej w Sahelu są dość oczywiste: przeciwdziałanie ekstremizmowi i radykalizacji, pomoc w rozwiązywaniu lokalnych konfliktów, zwiększenie bezpieczeństwa i rządów prawa, a także rozwój i polepszenie jakości rządów. Problem polega na tym, że te założenia są słuszne, ale stopień implementacji nie jest zadowalający. Dlatego w większym stopniu powinniśmy się koncentrować na przestrzeganiu praw człowieka.

  Marie-Christine Vergiat, auteur. − Monsieur le Président, le Sahel est l'une des régions les plus pauvres du monde. Depuis une dizaine d'années, la dégradation climatique y a des conséquences dramatiques en termes de famine et de déplacement des populations.

Parallèlement, c'est devenu une zone de non-droit, où les trafics en tout genre se sont développés: plaque tournante des trafics de drogue vers l'Europe, notamment, trafic d'êtres humains, trafic d'armes, instrumentalisation des populations migrantes. Le conflit libyen et le coup d'État malien – le second étant sans doute en partie lié au premier – n'ont fait qu'empirer les choses.

Cette zone a pourtant un fort potentiel en termes de richesses naturelles, mais cela ne fait qu'aiguiser les appétits extérieurs, qu'ils émanent de certains États ou de quelques grandes entreprises multinationales, notamment françaises, dont les intérêts sont pour le moins éloignés de ceux des populations locales, quand cela n'aggrave pas les choses, certaines de ces entreprises ayant des moyens parfois supérieurs à ceux des États mêmes.

L'Union européenne a mis en place en mars 2011 une stratégie pour le Sahel censée articuler les questions de sécurité et de développement. Au regard de ce qui s'est passé au Mali, on peut s'interroger sur la pertinence des actions menées. Certains observateurs se sont même demandé si cette politique sécuritaire visant à appuyer les forces militaires officielles n'avait pas, au contraire, fait empirer les choses et nourri, indirectement, en partie, la rébellion dans le nord du pays. Cela mériterait quelques développements, mais le temps qui m'est imparti ne me le permet pas.

Force est de constater que l'Union européenne et notamment la France sont en fait en perte d'influence dans les régions. La Libye et l'Algérie, pour des raisons fort différentes mais liées, ne jouent plus les rôles qu'elles ont eu pendant longtemps. De nouveaux acteurs interviennent, à commencer par la Chine, mais aussi les États-Unis, les États d'Amérique du Sud, sans parler des États de la péninsule arabe, qui multiplient la construction de mosquées salafistes, bousculant l'islam – pourtant modéré – pratiqué par les populations locales. Cette zone est une poudrière et les populations locales en sont les premières victimes, tout particulièrement les femmes.

La stratégie de l'Union européenne pour cette région doit effectivement être revue car, pour le moment, elle ne règle ni les problèmes de développement, ni ceux de sécurité.

Sous l'influence européenne, une véritable décentralisation est peu à peu mise en place. La coopération décentralisée, le développement local, le soutien à une économie coopérative telle que préconisée par le Bureau international du travail devraient être les axes majeurs de cette réforme de la stratégie européenne, si l'on veut éviter à cette région de tomber totalement dans le chaos, si l'on veut réellement aider la population du Sahel.

  Zuzana Roithová, za skupinu PPE. – Pane předsedající, situace v Sahelu je stále nesmírně vážná. Humanitární pomoc pro 18 milionů lidí, kteří trpí hladem, ztěžují aktivity teroristických skupin, obchodníků s ženami a politická situace s Tuarégy v Mali. Letošní trojnásobné navýšení finanční podpory Evropské unie bylo nutné, ale obávám se, že není dostatečné. Musíme pomoci také se vzděláváním občanů, aby byli schopni věnovat se legálním činnostem posilujícím ekonomickou stabilitu a nutnou samostatnost obyvatel tohoto regionu a aby měli vůbec šanci vzepřít se nelegálním aktivitám. Dobrou zprávou je činnost regionálních organizací, jako jsou ECOWAS a CEMOC, a je tedy důležité, aby jim evropské instituce a OSN pomáhaly a poskytovaly finanční a organizační pomoc jak v jejich boji proti terorismu, zločinu a obchodování s drogami, tak i pro vyrovnávání se se suchem, hladomorem a chudobou. Oceňuji, že UNICEF letos zachránil čtvrt milionu dětí, které by zemřely hladem a na infekce, ale bohužel infekce se i přes vakcinace stále šíří.

  Corina Creţu, în numele grupului S&D. – Sahelul a devenit, într-adevăr, noul butoi cu pulbere al Africii. Rebeliunile armate, loviturile de stat, luările de ostatici, influenţa grupărilor teroriste, traficul de arme şi droguri, valurile de refugiaţi, mişcările separatiste, toate acestea sunt factori ai destabilizării Africii Subsahariene. Conflictele au amplificat criza alimentară provocată de recoltele slabe din 2011, astfel încât 17-18 milioane de oameni sunt ameninţaţi de foamete, iar în Mali există riscul permanentizării unui no man's land pe un teritoriu de două ori mai întins decât suprafaţa Franţei.

Complexitatea şi gravitatea situaţiei impun măsuri coordonate, de la crearea unui cadru regional de cooperare împotriva terorismului şi discutarea în Consiliul de Securitate al ONU a problemei pacificării Sahelului, până la implicarea europeană mai intensă, pentru a stimula şi a sprijini politicile coerente împotriva deşertificării, subdezvoltării şi permeabilităţii frontierelor. Înainte de toate, însă, consider că se impune un efort internaţional masiv şi urgent pentru ajutorarea alimentară a populaţiei şi stoparea atrocităţilor.

  Gesine Meissner, im Namen der ALDE-Fraktion. – Herr Präsident! Wir haben jetzt schon von vielen gehört, dass die Sahelzone wirklich ein ganz besonderes Problemfeld in Afrika ist. Die Menschen leben unter menschenunwürdigen Bedingungen, und das können wir nicht einfach so hinnehmen. Wir müssen etwas dagegen unternehmen.

Es ist tatsächlich so, dass sich eine Spirale in Gang gesetzt hat: Sie haben Wassermangel, man kann keine Viehhaltung betreiben, es gibt Flüchtlingsströme, es gibt terroristische Angriffe, unstabile Regierungen – da besteht also wirklich ein Sicherheitsproblem größten Ausmaßes, das wir uns so gar nicht vorstellen können. Es sind zwar auch EU-Bürger davon betroffen, die Übergriffen zum Opfer gefallen sind. Aber das ist es nicht allein, es sind vor allem die Menschen, die dort in großen Schwierigkeiten leben.

Da müssen wir etwas tun, einmal ganz besonders für Mädchen und Frauen, denen Gewalt angetan wird, und Mädchen, die keine Bildung erhalten. Aber insbesondere ist es wirklich eine Herkulesaufgabe für sämtliche Politikbereiche in der EU, für Entwicklungspolitik genauso wie für Sicherheitspolitik, weil organisierte Verbrechen anscheinend das lukrativste Geschäft dort sind, und auch für viele andere auswärtige Politiken. Wir müssen vorankommen, und darum sind wir heute da und reden darüber.

  Bernd Posselt (PPE), Frage nach dem Verfahren der blauen Karte. – Frau Kollegin Meissner, mir gefällt Ihr ganzheitlicher Ansatz. Deshalb eine Frage: Wir haben zusammen hier die Romapolitik auf den Weg gebracht. Könnten wir nicht so etwas initiieren wie eine grenzüberschreitende Tuaregpolitik? Denn hier handelt es sich ja auch um ein spezifisches grenzüberschreitendes Problem.

  Gesine Meissner (ALDE), Antwort auf eine Frage nach dem Verfahren der blauen Karte. – Da kann ich eine kurze Antwort geben. Das wäre wirklich zu überlegen, denn es ist so: Ich denke, wenn wir hier über Menschenrechtsverletzungen sprechen, dann fühlen wir uns manchmal sehr hilflos, und weil viele Politiken auf dem Weg sind und es nicht reicht, ist die Frage: Was kann man zusätzlich tun? Ich denke, die Idee sollten wir jetzt mal zwischen den Fraktionen aufgreifen und diskutieren.

  Adam Bielan, w imieniu grupy ECR. – Panie Przewodniczący! Problem drastycznego niedożywienia w krajach Sahelu osiąga alarmujący poziom, dotykając co najmniej miliona dzieci. Ludność dotknięta kryzysem politycznym i żywnościowym egzystuje w warunkach skrajnego ubóstwa. Dodatkowo słabość struktur administracyjnych państw tego obszaru Afryki sprzyja rozwojowi przestępczości zorganizowanej i rozkwitowi terroryzmu, potęgując zagrożenie bezpieczeństwa nie tylko w tym rejonie świata. Z uwagi na stosunkową bliskość regionu Unia Europejska musi wykazać pełne zaangażowanie na rzecz ustabilizowania jego sytuacji wewnętrznej oraz podniesienia poziomu, także własnego bezpieczeństwa. Dlatego w pełni popieram wezwanie państw członkowskich do zmobilizowania wszelkich dostępnych zasobów wsparcia dla bezpieczeństwa i rozwoju państw Sahelu oraz współpracy w realizacji tych działań na forum międzynarodowym. Obok zasługujących na potępienie aktów przemocy wobec ludności, stosowanych zarówno przez władze, jak i grupy terrorystyczne, szczególnie bulwersują przypadki uprowadzeń obywateli europejskich. Stanowczej reakcji społeczności międzynarodowej wymaga ponadto problem gwałtownego rozprzestrzeniania się na obszarze Sahelu ciężkiej broni jako pokłosia konfliktu libijskiego.

  Jaroslav Paška, za skupinu EFD V Saharskej oblasti sa v dôsledku dlhodobého striedania sa sucha a povodní dostali obyvatelia tohto regiónu do extrémnej chudoby, z ktorej nenachádzajú žiadne východiská. Zaostalosť, bieda a hlad obyvateľstva v kombinácii so zlou, skorumpovanou verejnou správou vytvárajú životný priestor pre rozvoj kriminality, terorizmu, zvole a násilia.

Návrat Kaddáfiho žoldnierov z Líbye, ktorí sa vracajú do Nigeru, Mali, Čadu aj Mauritánie aj s množstvom zbraní, munície a bojovej techniky, destabilizuje región a robí z civilného obyvateľstva bezbranných otrokov zločineckých bánd ovládajúcich jednotlivé oblasti. Napriek tejto zložitej a neprehľadnej situácii v regióne musíme hľadať cestu, ako účinne pomôcť civilnému obyvateľstvu v regióne, najmä ženám a deťom, na ktoré najviac dopadajú dôsledky tejto situácie. Tam, kde sa to dá, by sme mali prostredníctvom legitímnych štruktúr, aj keď často slabej a skorumpovanej verejnej správy, posilniť distribúciu základnej potravinovej pomoci k najohrozenejším skupinám obyvateľov. Súčasne s potravinovou pomocou však musíme udržiavať a rozvíjať kontakt s miestnymi spoločenstvami a viesť ich k takým spoločenským a pracovným návykom a k takej správe komunity, ktoré im umožní prežitie v ich ťažkých podmienkach. O elimináciu teroristických bánd a zhabanie nelegálnych zbraní sa však musia postarať oficiálne vlády a preto je potrebné podporiť činnosť spoločného riadiaceho operačného výboru, ktorý vytvorí Alžírsko, Mali, Mauritánia a Niger.

  Cristian Dan Preda (PPE). - Monsieur le Président, comme vous le savez tous, notre résolution n'apporte pas de nouveautés. Il n'y a pas urgence, dans le sens où rien de nouveau n'est intervenu. Par contre, nous essayons, par notre texte, de réaffirmer l'existence de plusieurs risques dans cette région de l'Afrique de l'Ouest et du Sahel.

Comme nos collègues socialistes l'ont dit, il y a 17 millions de personnes qui se trouvent en situation très précaire. Quelles en sont les causes? Il y a tout d'abord la crise alimentaire, il y a ensuite les conflits armés. Puis, il y a la fragilité des États, qui n'est pas liée simplement à l'existence des conflits armés mais aussi, par exemple, à la corruption. Il y a ensuite les réseaux terroristes qui, dans cette région – et le cas du Mali est éloquent –, sont très puissants.

Quelle est notre réponse? Nous l'avons donnée dans notre stratégie pour le développement et la sécurité au Sahel. Ensuite, il y a l'idée de coopérer avec la CEDEAO et l'Union africaine pour gérer les conflits.

Et de nouveau je cite l'urgence du conflit au Mali.

  Nicole Kiil-Nielsen (Verts/ALE), question "carton bleu". – Cher collègue, Monsieur Preda, en ce qui concerne toutes les causes que vous avez évoquées, je partage effectivement votre énumération mais vous avez quand même oublié ce que j'ai abordé dans mon intervention.

Vous ne parlez pas de l'extraction, des mines, des ressources naturelles, de l'uranium au Niger. Pensez-vous vraiment que cela n'a pas de conséquences sur la déstabilisation dans cette région et sur la pauvreté?

  Cristian Dan Preda (PPE), réponse "carton bleu". – Je connais le dossier de la Françafrique que vous venez d'évoquer, mais je trouve que le problème est plus grave que vos disputes franco-françaises sur la Françafrique. Je trouve que ce que je viens d'énumérer est beaucoup plus important pour nous tous Européens.

  Ana Gomes (S&D). - Senhor Presidente, a deterioração da situação de segurança na região sahelo-sahariana arrasta o descalabro das condições de vida e do respeito pelos direitos humanos das populações já muito pobres de diversos países, sendo mulheres e crianças particularmente sacrificadas. A CDAO, e isto não pode ser escamoteado, tem tido, neste contexto, uma atuação extremamente criticável, endossando as soluções saídas de golpe de Estado no Mali e na Guiné-Bissau.

A missão da Política Externa e de Segurança e Defesa Europeia para o Sahel, que está em preparação, justifica-se plenamente, não só pelos interesses de segurança da União Europeia, que são ameaçadas também pela interação das redes de criminalidade organizada, droga, comércio de armas, recursos naturais, seres humanos e, naturalmente, as redes terroristas, mas sobretudo porque a União Europeia tem que ser responsável por exercer a responsabilidade de proteger daquelas populações a que está tão ligada, naturalmente em articulação com as Nações Unidas e com a União Africana.

  Oldřich Vlasák (ECR). - Pane předsedající, i když je oblast Sahelu geograficky vzdálený region, již nyní představuje vážnou bezpečnostní hrozbu pro Evropu s potenciálem další eskalace. Zhoršující se bezpečnostní situace v oblasti Sahelu je totiž dlouhodobějšího charakteru. Prakticky ve všech třech zemích (Mauritánie, Mali a Niger) jsou slabé centrální orgány, které nejsou schopny kontrolovat rozsáhlá pouštní území na severu. Napětí mezi vládami a kočovnými Tuarégy, obrovská chudoba a nedostatek pracovních příležitostí vytváří příznivé prostředí pro nerušené působení teroristické organizace al-Káida v Islámském Maghrebu. Podporuji proto aktivity Evropské unie směřující k zajištění bezpečnosti v této oblasti. Evropská unie podle mého názoru musí sehrát aktivní roli při řešení situace a bezodkladně musí začít s implementací komplexní strategie k tomuto regionu, která byla přijata v březnu 2011.

Jak Pan myśli, dlaczego tak się dzieje, że w niektórych przypadkach zwycięża koncepcja integralności terytorialnej państw, a w innych zasada prawa narodu do samostanowienia? Popieramy niepodległy Sudan Południowy, bardzo wielu polityków popiera aspiracje Palestyńczyków do własnego państwa, a w przypadku Tuaregów tego poparcia jest zdecydowanie mniej, albo go brak. Dlaczego tak się dzieje?

  Oldřich Vlasák (ECR), odpověď na otázku položenou zvednutím modré karty. – Pane předsedající, nechci tady vysvětlovat pozici Tuáregů jako kočovného kmene. Osobně vím, že největším problémem je právě problém samospráv a kontroly daného území. I tady se dá vyjednávat a samozřejmě pro ně je potřeba najít jiné mechanismy řešení než např. pro usedlíky v těch daných státech.

  Sergio Paolo Francesco Silvestris (PPE). - Sono circa 250 mila i bambini sotto i 5 anni affetti da malnutrizione grave e acuta nella regione del Sahel che hanno ricevuto assistenza nutrizionale nei primi quattro mesi di quest'anno, come parte della risposta all'emergenza alimentare in corso. Si prevede inoltre che almeno un milione di bambini avranno bisogno di aiuti vitali nell'arco del 2012 ed è salito a 5.200 il numero dei centri specializzati in questo tipo di cure nei nove Stati africani colpiti dalla crisi.

Il picco del numero di persone che avranno bisogno di aiuto si raggiungerà nei prossimi tre mesi perché la regione sta iniziando ad attraversare la stagione più arida e dura dell'anno. Oltre all'urgenza nutrizionale, altri bisogni si sommano nel Mali, dove il protrarsi del conflitto armato ha costretto 170 mila persone ad abbandonare le proprie abitazioni.

Questa risoluzione ribadisce l'urgenza di ricevere ulteriori fondi insieme ad altre azioni internazionali per coloro che stanno vivendo questa situazione di insicurezza e in particolare per i bambini e le donne che versano in condizioni di estrema sofferenza nel Sahel, assediati da malattie insidiose come colera o vittime della violenza come in Mali. Presidente, le chiedo gentilmente che su questa risoluzione il voto sia per appello nominale.

  Seán Kelly (PPE). - Mr President, my colleague Mr Tannock, going at breathtaking speed, outlined very clearly the situation in the Sahel, which is one of the poorest regions in the world. Unfortunately it is a desperate situation. Side by side with poverty you have the existence of organised crime and that dreadful outfit al-Qaeda also operating there.

It is a paradox, because without improving the situation regarding poverty it is difficult to improve the security situation; without improving the security situation it is difficult to deal adequately with poverty. Madam de Keyser asked the very pertinent question of what we can do about it, and she very sensibly said we should consult with reputable groups within the region and probably also the African Union.

Certainly we must do whatever is required – if that means short-term military intervention it should be considered – but we have to create the conditions for democracy to thrive while, at the same time, helping people get out of the poverty trap.

  Eija-Riitta Korhola (PPE). - Arvoisa puhemies, EU:n tämänhetkinen Sahel-strategia ei korosta riittävästi kehityksen ja turvallisuuden välistä yhteyttä. Mielestäni meidän tulisi esimerkiksi harkita siviilimissiota Maliin.

On erityisen tärkeää, että rakennamme Sahelin alueen maiden omaa kapasiteettia ja tuemme Sahelilla toimivia alueellisia järjestöjä. Kun ongelmat ovat luonteeltaan alueellisia, on strategiatkin tehtävä alueellisella tasolla.

Olen erityisen ilahtunut, että Blaise Compaoré on nyt valittu ECOWASin rauhanvälittäjäksi Malin kriisiin, ja toivon, että maan tilanne palaa pian raiteilleen. Tietysti komission tulee jatkaa erinomaista työtään ja keskittyä etenkin ruokakriisiin, luonnonkatastrofeihin, krooniseen köyhyyteen sekä pakolaistilanteeseen. On hyvä, että komissio on lisännyt humanitaarisen avun määrärahoja. EU:n on etenkin huomioitava nuoret, jotka ovat todennäköisimpiä terroristi- ja rikollisuusverkostojen rekrytoinnin uhreja. Naisille on luotava osallistumismahdollisuuksia, koulutusta ja työtä. Tässä korostuu nimenomaan koulutuksen ja kehityksen ja turvallisuuden yhteys.

  John Dalli, Member of the Commission. − Mr President, the Sahel region is facing a multilayered crisis.

The takeover by rebel Tuareg and Islamist groups of the entire north of Mali has resulted in about 150 000 internally displaced persons and a further 160 000 refugees in neighbouring countries. A humanitarian emergency has been added to an already complex situation.

The Sahel region already suffers from drought and chronic malnutrition. Over 17 million people are now affected, with 8 million people in need of emergency assistance.

The region’s refugees and displaced persons are among the most vulnerable. Severe food and medical shortages could lead to many deaths, especially of women and children. The current lack of humanitarian access to the victims of the violence in northern Mali, because of insecurity and attacks on humanitarian workers, is of great concern.

The risk of violence spilling over into neighbouring countries, some of which are fragile, is alarmingly high. Gao, Kidal and Timbuktu have recently experienced days of looting and chaos. There are reports of abductions and sexual violence by various armed groups. One of the groups, Ansar Dine, is allegedly arresting people suspected of robbery and looting, and imposing Sharia-based punishments.

These human rights violations must end. Finding a political solution to the conflict in Mali and preventing the contagion of the entire Sahel region are high on our agenda. We are working closely with the United Nations and our other partners in the international community. At last week’s meeting in Abidjan of the support and follow-up group led by the African Union, the EU pressed hard for a speedy institutional transition in the south. We also discussed how best to restore the authority of the Malian state over the north.

Human rights, security and development cannot be separated. Improving the security situation is integral to economic growth and the reduction of poverty in the Sahel region.

In recognition of the security challenges faced by the state in the region, the EU is preparing to launch a civilian mission in the framework of the CSDP, to be deployed in Niger by the end of summer 2012, to strengthen the planning and coordination of local security forces’ capacities.

Extension of the CSDP activities to other countries in the region, in particular Mauritania and Mali, is under consideration.

That is also why the High Representative and the Commission proposed already last year a new strategy for security and development in the Sahel, which was welcomed by the Council. The Sahel Strategy combines political and diplomatic action, development aid, security actions and projects aimed at preventing violent extremism.

We are now more than one year into the implementation of the strategy in the region. Many concrete actions have been taken. We are helping promote home-grown solutions to social, political and ethnic tensions, notably through employment creation for the marginalised groups. We work to assist the local communities, in particular those living in remote and isolated areas, by improving infrastructure and creating educational, economic and employment opportunities.

In parallel, we are seeking to improve the capacities of Sahel states to provide social services and development to the local populations.

Enhancing transparent and locally accountable governance is also an important part of the Sahel Strategy, which seeks to address the underlying political, economic, social and development challenges in the region.

EU development cooperation with Mali is still suspended, following the coup d’état in March this year. It will be resumed in line with progress towards the full restoration of constitutional order.

However, we continue to provide humanitarian aid to those in need, wherever it is safe to do so. ECHO has recently mobilised EUR 9 million to help internally displaced people and refugees. A total of EUR 288 million has been allocated to tackle the consequences of the food crisis in the Sahel.

Commissioner Georgieva has demanded rapid progress to open the humanitarian space and allow supplies of food and medicines to reach those in need.

The EU will continue to work in close cooperation with the countries of the Sahel region, with civil society, and with regional and international bodies to promote human rights, security and development in an integrated and comprehensive approach. As soon as security conditions allow, we will resume the projects which have been suspended in the north of Mali.

  Tadeusz Zwiefka (PPE), na piśmie. Każdy obywatel ma niezbywalne prawo do godnego traktowania, życia zgodnie z zasadami prawa i standardami moralnymi. Nie możemy pozostać obojętni na nagminne łamanie praw człowieka, pogłębiający się kryzys humanitarny i polityczny w państwach Sahelu. Wystarczy, że przytoczę przykład Mauretanii, gdzie już trzykrotnie znoszono niewolnictwo, a mimo to jest ono wciąż powszechnie spotykanym zjawiskiem. Zatrważające jest także, że od przeszło 30 lat władze marokańskie nie zezwalają na wjazd na terytorium Sahary Zachodniej organizacji pozarządowych zajmujących się monitorowaniem praw człowieka, utrudniając mieszkańcom dostęp do wody, kształcenia i podstawowych informacji. Pomimo obecności Misji Narodów Zjednoczonych na rzecz Referendum na Saharze Zachodniej misja ta nie posiada kompetencji związanych z przestrzeganiem praw człowieka, co w mojej opinii jest niedopuszczalne.

Od wielu miesięcy jesteśmy również świadkami okrucieństw i pogarszającej się sytuacji mieszkańców pasma Sahelu, która przejawia się chociażby ciągłymi falami migracyjnymi. Związane jest to z brakiem reakcji politycznej na działalność zbrojnych band rebeliantów, najemników, byłych wojsk Kaddafiego i terrorystów z Al Kaidy w północnym Mali, Nigrze czy Czadzie. My, Europejczycy, powinniśmy głośno i stanowczo reagować na te wydarzenia. W imię wolności i przestrzegania praw człowieka musimy jednomyślnie potępić eskalację przemocy. Pożądane jest, aby Europa jednym głosem i jasno wyraziła swój sprzeciw w stosunku do wydarzeń w Sahelu.
