  Simon Busuttil (PPE). (MT) Mr President, the choice that lies ahead of us in tomorrow’s vote is not an ideal one. We are being asked to either vote in favour of an agreement which we have found to be flawed, or to vote against it without being given the chance to fix the shortcomings and retain what is good. The ideal choice would have been to postpone the vote pending the decision of the European Court as to whether this agreement breaches fundamental rights or not.

However, we have to admit that some doubts have already been raised: the Civil Liberties Committee has found that the agreement will lead to certain restrictions on the free use of the Internet. Therefore, if we are not allowed more time so as to be able to lift these restrictions, I feel that given the circumstances, I cannot vote in favour of the agreement.
