The Treaty of Lisbon abolishes the old comitology system and replaces it with delegated acts and implementing acts. One of the first proposals for alignment establishes common rules for direct support schemes for farmers under the common agricultural policy and establishes support schemes for them. The report looks at the Commission’s proposal and proposes recourse to delegated acts only in specific cases. In terms of simplification, the proposal includes a series of provisions on the current legal framework and a reduction in the administrative burden for Member States, such as the possibility of exempting farmers who do not submit applications for area payments or only declare areas of less than a hectare from having to declare their areas.
