  Nadezhda Neynsky, rapporteur for the opinion of the Committee on Budgets. (BG) Madam President, ladies and gentlemen, as rapporteur for the Committee on Budgets regarding the common foreign and security policy, I would like to support Elmar Brok’s precise and clear position.

The European Union genuinely needs priorities and strategic directions to develop its foreign policy. As foreign policy expenditure is often cut for the benefit of expenditure on internal EU policies, it is clear that we must achieve more with less money and look for ways to spend it as expediently and efficiently as possible.

My personal experience shows that this can be accomplished in several ways. Firstly, by finding synergies between the European civilian, diplomatic, military and development instruments. Secondly, through better planning of the civilian and military operations under the EU’s umbrella, and thirdly, by targeting the financial flows to guarantee the irreversibility of the positive results achieved.

Ladies and gentlemen, I am certain that the European Parliament is also of the opinion that a more efficient Europe with regard to the common foreign and security policy can be achieved only if we take credible, joint actions.
