  Claude Moraes (S&D), in writing. − This trade agreement has achieved more for binding human rights standards and clear monitoring procedures than anything that has come before. However, I do not think Colombia has adequately satisfied the criteria to benefit from such a commercially viable agreement while trade unionists have faced such treatment. It is too early to abandon the ‘carrot’ in the carrot-and-stick approach of using trade policy to improve human rights standards with Colombia. For this reason, I voted against this report.
