  Justina Vitkauskaite (ALDE), in writing. − Today the European Union is facing several challenges: demographic change, decline of the working-age population and a shortage of skilled workers. Qualified migration can make a key contribution to facing these challenges successfully and can have a positive impact on the socio-economic development of the European Union. In order to be successful, an integrated and differentiated approach to immigration is needed which aims to provide measures for the full integration of migrants in the receiving countries of the EU. This report provides a set of recommendations for the successful integration of migrants and calls for all possible steps to be taken to create a uniform, transparent system at EU level, including EU approaches to social security coordination for third-country nationals. I welcome this comprehensive report and consider that obstacles resulting from the institutional framework of receiving countries need to be removed. Migrants represent a vulnerable high-risk group that faces discrimination and exclusion and is often affected by skills mismatch, low-wage jobs and unemployment. A well-managed and coherent migration policy can ensure migrants’ rights, protect them from discrimination and use their employment potential in order to ensure their full contribution to the economic development of the EU.
