  Claude Moraes (S&D), in writing. − Eighty per cent of EU money is administered by Member States, and I welcome this report’s focus on problems identified at national level. I voted in favour of discharging the Commission’s expenditure for 2011. The error rate is high at 3.9 %, but the Commission has committed to corrective measures to reduce this. ‘Error’ should not be confused with ‘fraud’, which is subject to strict legal and recovery measures. Error can mean something as simple as incorrectly filling in a form.
