Kriton Arsenis (S&D). - Madam President, it is very clear from all colleagues why the multiannual plans are blocked in the Council. They are blocked because Member States want to set TACs as they wish, ones higher than the scientific advice. And of course the excuse is the interpretation of the Treaties. This, I must say to the Minister, is just an excuse. What would happen if Parliament found procedural reasons to delay and block legislative reports? What would happen if Parliament found procedural reasons not to take a position, not to take a stance on legislative reports? Parliament does not do that for the simple reason that it would be against democracy, it would be against Europe.
So I call upon the Council to act according to legislation, according to democracy; to take a stance, to discuss, to disagree with us if it wishes, to disagree with the Commission, but to take a stance. Tell us your opinion of the multiannual plans. It is your democratic responsibility.
