  President. − The next item is the debate on the oral question to the Commission on the Commission communication entitled ‘Towards Social Investment for Growth and Cohesion – including implementing the European Social Fund 2014-2020’ (COM(2013)0083) by Pervenche Berès, on behalf of the Committee on Employment and Social Affairs (O-000057/2013 – B7-0207/2013) (2013/2607(RSP).

  Pervenche Berès, auteure. − Monsieur le Président, nous avons souhaité poser cette question orale à la suite de la communication que le commissaire Andor, avec le collège, a mise sur la table dans la perspective, à la fois, du débat qui s'annonce lors du Conseil européen de juin où la question de savoir quelle est la dimension sociale de l'Union économique et monétaire devra être débattue, mais aussi d'un cadre pluriannuel de nos finances où l'enjeu de l'investissement social au regard de l'utilisation du budget de l'Union européenne sera au cœur des préoccupations.

Nous savons qu'au sein de l'Union européenne, et particulièrement au sein de la zone euro, les pays où le risque de pauvreté et d'exclusion sociale est le plus fort sont aussi ceux qui, le plus souvent, ont un déficit par habitant des plus élevés. Il y a donc intérêt, si nous voulons sortir de la crise économique dans laquelle nous sommes, à investir socialement. C'est aussi un gage d'efficacité puisque les sociétés les plus efficaces, les États membres les plus efficaces sont ceux où l'investissement social est maintenu, que ce soit en période de crise ou pas, à un niveau élevé. C'est la raison pour laquelle, évidemment, sous l'angle budgétaire, nous accordons énormément d'importance à ce que 25 % des fonds de la politique de cohésion puissent être dédiés au Fonds social européen. C'est aussi la raison pour laquelle nous soutenons cette proposition d'une garantie de six milliards d'euros dédiés à l'initiative pour l'emploi des jeunes, même si nous refusons qu'une telle initiative serve de solde de tout compte en matière de financement de l'investissement social. Et je pense qu'il faut y prendre garde.

Mais nous souhaitons aussi que lorsque, dans le cadre du semestre européen, la Commission européenne examine la situation des États membres, elle accorde autant d'importance à cet enjeu de l'investissement social. Finalement, pas à pas, nous devons construire une gouvernance équilibrée qui conduise d'abord à avoir les bons outils. C'est le fameux enjeu autour de cette discussion sur ce qu'on appelle, en bon Européen, des scoreboards, des tableaux de bord qui nous permettent, à partir d'indicateurs chiffrés, de disposer d'un observatoire aussi attentif aux déséquilibres sociaux que nous le sommes depuis tant d'années aux déficits publics ou aux niveaux de dettes.

Un tel tableau de bord doit contribuer à alimenter – nous semble-t-il – le mécanisme de surveillance des déséquilibres macroéconomiques, mais doit aussi, de manière autonome, permettre de piloter l'investissement social.

Pour cela – et c'est une réflexion personnelle –, je pense que l'équilibre au sein des conseils doit être corrigé. Cette dynamique, cet investissement social dont chacun prend conscience, qui est tant nécessaire aujourd'hui, ne se fera pas dans l'équilibre des conseils tels qu'ils existent aujourd'hui où c'est le Conseil ECOFIN qui, d'une certaine manière, joue le chef d'orchestre. Le chef d'orchestre devrait être le président Herman Van Rompuy et/ou le président Barroso. Chacun choisira son architecture institutionnelle. Mais au sein de ces structures, l'équilibre entre les commissaires, l'équilibre entre les conseils, doit être meilleur car, sinon, il n'y a pas d'arbitrage possible en faveur d'une stratégie qui nous permette de sortir de la crise et qui permette à l'investissement social d'être porteur de la triple dynamique qui doit être la sienne, à la fois le maintien des systèmes de protection sociale, la création de stabilisateurs automatiques et l'investissement social en tant que tel, puisque nous savons bien que les principaux défis que connaît l'Union européenne sont ceux auxquels l'investissement social doit permettre de répondre.

Quels sont les défis de l'Union européenne? Ce sont ceux, nous dit-on toujours, de l'innovation, de la capacité d'avoir la population la mieux éduquée pour relever les défis à l'échelle globale. Nous n'y parviendrons pas si nous ne légitimons pas pleinement le soutien à travers des stabilisateurs automatiques à ceux qui sont exclus du monde du travail, si nous n'investissons pas pour remettre chacun au travail, si nous n'investissons pas pour lutter contre la pauvreté au travail ou en dehors du travail et si nous ne permettons pas que l'éducation reste la vraie règle d'or du modèle social européen.

  László Andor, Member of the Commission. − Mr President, thank you for the close attention which Parliament has devoted to the Social Investment Package. It is clear from your question that the Commission and Parliament are on the same page regarding the importance of social investment. I thank Ms Berès for highlighting the very important role the European Social Fund plays in social investment.

You ask first about the governance of the Europe 2020 strategy. Over the past three years the Commission has published white papers on pensions, the Employment Package, the Youth Employment Package, and the Social Investment Package.

These four initiatives together constitute comprehensive policy guidance to Member States on the policies and national reforms needed to address the major challenges Europe’s social and employment systems are facing, and to deliver on the agreed Europe 2020 targets. The implementation of these packages will contribute to fostering competiveness and inclusive growth, and help reduce divergences between employment and social situations from Member State to Member State, which are a particular concern within the monetary union.

The Commission will explore ways to strengthen guidance to Member States, for example by incorporating in the employment guidelines a set of policy benchmarks building on the policy packages developed and recommendations adopted in recent years, for example on the Youth Guarantee or on child poverty. Such policy benchmarks would help step up coordination and surveillance of employment and social policies, which is an important element of efforts to strengthen the social dimension of the EMU.

In line with the social investment approach, we need to ensure that employment and social problems are tackled early on. To strengthen coordination and surveillance in the employment and social areas, we can build on recently developed instruments, such as the Employment Protection Monitor, the Social Protection Performance Monitor, and the instruments of the European Semester. A scoreboard of key indicators enabling the detection of major employment and social challenges relevant to the smooth functioning of the monetary union will henceforth be incorporated in the draft joint employment report.

The Commission has already worked to reflect the social investment approach in the country-specific recommendations (CSRs) issued on 29 May. There is an increased number of CSRs addressing poverty, in particular child poverty, women’s participation in the labour market, active inclusion and the integration of disadvantaged groups, including Roma.

Turning to your second question, your report last year calling for a social investment pact was very welcome, and prefigured the very same approach to social policy as the Social Investment Package. In particular, you highlighted the importance of recognising that social investment is indeed investment that needs to be taken into account in all areas of policy, including fiscal policy.

At present the Commission is concentrating its efforts to follow up the package in the context of the Europe 2020 strategy, and in particular the European Semester, since this is the key policy framework at European level to which all Member States have committed themselves in relation to social and employment issues alongside economic issues.

Europe 2020 is also a process that provides for an important role for civil society and the social partners at national and European level, the latter notably through the flagship initiative on the platform against poverty and social exclusion.

On the third question, the Commission is working with the Indicators Sub-Group of the Social Protection Committee (SPC) and other concerned parties to identify the relevant indicators to assess implementation of active-inclusion strategies at Member-State level for each pillar, as well as for the overall strategy.

Currently, progress in relation to benefit coverage and adequacy, access to services and activation is monitored in the framework of the European Semester. The Commission is developing, in cooperation with the SPC, a methodology for reference budgets to provide the Member States with a concrete tool to monitor adequate income support.

Lastly, concerning your fourth question, the Commission did not propose social impact bonds. They are mentioned in the social investment package as an innovative approach to financing.

Member States are invited to pay more attention to mobilising extra private-sector resources in favour of social programmes and to improve their efficiency, especially in areas where traditional instruments have proved to be less successful, for example long-term homelessness or reoffending.

The Commission plans to support these innovative approaches by facilitating the exchange of experience and by further analysing the effectiveness of such an approach, together with ways EU funds can help to mainstream and upscale current projects. When I mention EU funds, I mean in particular the European Social Fund.

  Csaba Őry, a PPE képviselőcsoport nevében. – A Foglalkoztatási és Szociális Bizottság néppárti koordinátoraként és témafelelősként is részt vettem ennek a szövegnek a kimunkálásában. Mindenféleképpen üdvözlöm, és egyetértünk magával a kérdéssel. Tükrözi azt a számos kompromisszumot, amelyet megkötöttünk egymással.

Egyetértek az Európai Bizottsággal, hogy prioritásként kell kezelnünk a szociális beruházásokat, korszerűsíteni kell jóléti rendszereinket, hathatósabb aktív befogadási intézkedéseket kell tennünk, és a szociális területre fordított költségvetésnek hatékonyabb, eredményesebb felhasználására van szükség. Éppen ezért szükség van arra, hogy az Európai Szociális Alap megkaphassa a megfelelő forrásokat. Magam is tettem ilyen irányú módosításokat.

A 2010-es foglalkoztatási iránymutatások jelentéstevőjeként külön üdvözlöm, hogy ez a kommunikáció és ez a kezdeményezés egybevág a 2020-as stratégia célkitűzéseivel. Biztos úr is beszélt róla, hogy számos újabb kezdeményezés kiegészítőjeként is tekinthetünk rá, tehát mindenféleképpen pozitív.

Egy-két problémáról is szólnék azért: láttunk már olyant, hogy nemzetközi pénzügyi hitelekből finanszírozott egy-egy tagország szociális feladatokat, katasztrófa lett a vége. El kellene kerülni az ilyen típusú csapdákat.

Sajnálom, hogy – a 38. paragrafus kapcsán a demográfiai kihívással összefüggésben megemlítettem volna a családpolitikáknak és a családnak a fontos szerepét – ez végül is a Bizottságban nem ment át. Újra leadtuk ezt a javaslatot és ugyanígy a munkanélküli járadékok minimális feltételrendszeréről érdemes gondolkodni. Azt gondolom, hogy ezt a javaslatot is holnap még újra mérlegelhetjük.

Egyébként köszönettel tartozunk Elnök Asszonynak, az előadónak. Valóban alapos, részletes és kompromisszumkész vitát folytattunk a Bizottságban, a szöveg ilyen értelemben elég jó.

  Evelyn Regner, im Namen der S&D-Fraktion. – Herr Präsident, sehr geehrter Herr Kommissar! Soziale Investitionen sind ein Schlüsselelement, um wieder auf den Pfad des Wachstums und der Beschäftigung zu gelangen. Gerade jetzt in der Krise brauchen wir sie. Ich möchte nur ein konkretes Thema herausgreifen, das aber umso entscheidender ist, nämlich den Kampf gegen die Jugendarbeitslosigkeit. Ein Sozialinvestitionspakt kann dazu beitragen, dass jungen Menschen in Europa wieder bessere Perspektiven gegeben werden und eine verlorene Generation verhindert wird. Dazu reicht es aber nicht, diesen Pakt abseits der anderen Politiken zu führen. Soziale Investitionen sollen in das Europäische Semester einfließen. Schließlich kann man Sozialpolitik nicht von anderen Politiken trennen und schon gar nicht von der Wirtschaftspolitik.

Herr Kommissar, was ist aus den 2020-Zielen geworden? Gute, engagierte Ziele, die jedoch vor sich hindümpeln, weil es eben keinen ausreichenden Kontrollmechanismus gibt. Also sollten wir mit Ihrer Hilfe, Herr Kommissar, wieder in diese Richtung gehen, damit Sozialpolitik zum integralen Bestandteil aller Politikbereiche wird.

  Philippe De Backer, namens de ALDE-Fractie. – Voorzitter, er zijn inderdaad een aantal cijfers die bewijzen dat het niet goed gaat met het sociaal beleid in de 27 lidstaten. Ik noem er enkele. De arbeidsparticipatie in de Europese Unie is slechts 68 procent, terwijl de doelstelling van EU 2020 rond de 75 procent lag. We hebben nog altijd 13 procent vroegtijdige schoolverlaters, terwijl onze doelstelling 10 procent was. Ook in het hoger onderwijs blijkt opnieuw dat slechts 35 procent van de jongeren daar naartoe kan worden begeleid, terwijl de doelstelling 40 procent was. En misschien het ergste cijfer van allemaal, de 120 miljoen mensen in de Europese Unie die het risico lopen van sociale uitsluiting en armoede.

Dit bewijst eigenlijk dat het sociaal model zoals het in het verleden is opgezet niet duurzaam is, en dat het gebouwd is op schulden – dat hebben we gezien tijdens de schuldencrisis. Evenmin is het aangepast aan onze moderne tijd, want de tijden zijn inderdaad veranderd. We hebben de globalisering doorgemaakt, die nog volop bezig is. We hebben ook een demografische verschuiving gekend, waarop ons sociaal systeem niet was voorbereid.

Ons sociaal systeem is ook veel te reactief gebleken en te weinig proactief. We hebben een nieuw sociaal beleid in Europa nodig, dat de steun verdient van de Europese Commissie, maar ook van alle lidstaten. We moeten investeren in het talent van mensen, we moeten proactief een beleid voeren dat mensen de juiste vaardigheden geeft om op de arbeidsmarkt echt actief te zijn.

En het einddoel is heel duidelijk. Kwaliteit van de arbeidsmarkt vergroten, sociale cohesie in Europa versterken, maar ook de competitiviteit van Europa sterker maken. De huidige beleidsdoelstellingen volstaan daarvoor niet. Vandaar ook onze vraag die wij ook als liberaal hebben gesteund. We moeten meer aandacht hebben voor prioritair beleid, kinderopvang, onderwijs, een actief arbeidsmarktbeleid, maar ook de uitkeringsstelsels vereenvoudigen en conditioneel maken. We moeten vooral werk maken van het verbeteren van de efficiëntie en de doeltreffendheid van het sociale beleid. Het verbeteren van de duurzaamheid van het sociaal beleid betekent niet per se méér uitgeven, maar vooral ánders, aangepast aan de globalisering, aangepast aan onze moderne tijd en vooral meer efficiënt gaan uitgeven.

  Jean Lambert, on behalf of the Verts/ALE Group. – Mr President, while we broadly welcome the social investment package we felt that much of it was very ‘soft’, and almost a reworking of a number of things which we have heard before.

Obviously, we are pleased that we are looking at social investment and the importance of an economic stabiliser being recognised as part of our social protection system. But the issue of adequacy, I think, is still one that many of us are really concerned about. We are seeing more people in poverty now than ever, and we also seem to be losing track of any idea of actually trying to create greater equality in our societies by reducing the gap between rich and poor, not simply looking at how we raise those at the bottom.

The quality of public services is important, obviously, and there is a real area for investment there, including in jobs. But I also want to say something about the recommendation on children. Many people are very worried about demographics in the European Union, and here we have a recommendation which is a very strong one in terms of the focus on early intervention.

We are concerned about nutrition globally, in terms of poverty reduction measures and making the best of children’s futures, and we are seeing a growing need for emergency food aid here. We are seeing vaccination programmes here under threat. We know what happens to children’s life chances if they are in poor housing. The high-quality child care model set out in the Barcelona targets seems to be really mouldering.

So where do we really see the action coming on this, not just the policy? What can we expect from the Member States in terms of a range of ministers really working with the economic ministers who seem to be totally in charge of things at the moment?

  Krisztina Morvai (NI), blue-card question. – Ms Lambert, when you were speaking about the need for more social equality within the European Union, did you also mean more social equality between the so-called ‘old’ Member States, meaning basically Western Europe, and the ‘new’ Member States, especially post-Socialist or post-Communist countries? I hope you did, and if so, what steps do you think should be taken to achieve that?

  Jean Lambert (Verts/ALE), blue-card answer. – It is equality within states and between Member States. If you look at some of the impact there at the moment from various social systems, you can see that there are Member States within which there is a greater equality – both newer and older Member States.

It is as much to do with the systems and the values that you put in place as anything else. Therefore the issue of making sure that you have a level of social security which means that people are not left in poverty becomes absolutely crucial. It is not only about older and newer. There are lessons to be learned from, say, the Czech Republic just as there are from Sweden or Denmark.

  Tadeusz Cymański, w imieniu grupy EFD. – Panie Przewodniczący! W obecnej sytuacji ekonomicznej i w kontekście polityki redukowania deficytów kluczowe znaczenie mają również inwestycje społeczne. Uważam, że inicjatywy mające na celu zwiększenie i lepsze, bardziej efektywne wykorzystanie środków na walkę z ubóstwem i bezrobociem są jak najbardziej uzasadnione. Szczególne znaczenie mają działania poprawiające sytuację bytową dzieci przez stworzenie im lepszych możliwości rozwoju i kształcenia.

Według danych Eurostatu 27% dzieci Unii Europejskiej jest narażonych na ubóstwo lub wykluczenie społeczne. Jednakże sytuacja w niektórych krajach, zwłaszcza w Europie Środkowo-Wschodniej, jest jeszcze bardziej zatrważająca. Dramatycznie niski jest dostęp do struktur opieki nad małymi dziećmi oraz wczesnej edukacji. Jest to szczególnie ważne, dlatego że inwestowanie w młodego człowieka, w małego człowieka jest najbardziej efektywne i przynosi niezwykłe korzyści w przyszłości. Chciałbym podziękować pani Berès za dostrzeżenie problemu kontekstu społecznego w sytuacji, kiedy cała dyskusja jest zdominowana przez ekonomię i gospodarkę.

  Inês Cristina Zuber, em nome do Grupo GUE/NGL. – A ideia desta iniciativa é questionar a Comissão sobre como pretende implementar e incentivar as chamadas estratégias ativas de inclusão, que menciona na sua comunicação. Mais certo seria questionar a Comissão quando pretende acabar, de uma vez por todas, com as estratégias ativas de exclusão social, de destruição de direitos sociais e de postos de trabalho, estratégia que a Comissão Europeia tão bem tem levado a cabo. É que, só isso, já seria muito importante e suficiente.

Diz a Comissão na sua comunicação que se deve dar mais atenção a políticas como os cuidados à infância, à educação, às políticas ativas do mercado do trabalho, ao apoio à habitação e serviços de saúde. Mas será que os Senhores acreditam mesmo naquilo que escrevem? Porque no meu país, em Portugal, bem como em vários países europeus, há pessoas reais a sofrer com as políticas europeias que os Senhores impuseram, mas que fazem questão de esconder com palavras bonitas. Em dois anos, em Portugal, no âmbito da Troica, foram muito ativos em promover o despedimento de funcionários públicos e o encerramento de milhares de empresas por via da redução do consumo interno. Aumentaram em mais 430 mil o número de desempregados, através de cortes em salários e pensões, diminuíram os salários em 9,2%, obrigaram mais de 250 mil jovens a emigrar, encerraram unidades hospitalares de urgência e aumentaram os custos com a saúde, os números da pobreza infantil subiram dramaticamente.

Das duas uma: ou se escolhe o crescimento e a coesão, ou a miséria e o retrocesso civilizacional. Os Senhores estão ativamente empenhados na última!

  Thomas Mann (PPE). - Herr Präsident! Es geht um zwanzig Millionen Menschen. Die müssen raus aus Armut und sozialer Ausgrenzung! Das ist bitter nötig. Die Krise lässt die Regionen weit auseinanderdriften. Das Armutsrisiko steigt. Immer mehr fühlen sich im Stich gelassen. Es ist richtig, dass die Kommission gesagt hat, die Mitgliedstaaten sollen alles dazu tun, dass diese Sozialinvestitionspakete für Wachstum und Zusammenhalt dringend realisiert werden. Wir kennen alle die Rotstifte, die dafür da sind zu sagen, wir müssen aber auch die Schulden senken. Das muss man auch. Und die Mitgliedstaaten dürfen sich nicht herumschummeln um Reformen. Fatal wäre es, wenn wir milliardenschwere Programme hätten ohne nachweisbaren Mehrwert. Deswegen müssen wir schauen, dass die Langzeitarbeitslosen, die jugendlichen Arbeitslosen und die älteren Menschen eine Chance haben, differenziert erreicht zu werden. Also: konkrete Zeitpläne, dafür sorgen, dass die sozialen Einrichtungen einbezogen und nicht ausgegrenzt werden, klare Zielvorgaben und vor allem Überprüfung der Effizienz.

Die hohe Zahl der Schulabbrecher muss gesenkt werden. Noch eine Priorität: die duale Ausbildung. Ich freue mich, dass Spanien das gerade übernimmt in Zusammenarbeit mit Unternehmen und Schulen. Konkrete Veränderungen. Herr Kommissar, ich würde Sie darum bitten, dass Sie bei den Verhandlungen ihre Zustimmung dazu geben, dass die sechs Milliarden Euro für die Jugendlichen im EU-Haushalt zeitlich vorgezogen werden und nicht nachrangig behandelt werden. Und die europäische Jugendgarantie muss mit Leben erfüllt werden. Wir dürfen uns keine verlorene Generation leisten. Der soziale Zusammenhalt muss spürbare Wirkungen haben. Erst dann trägt er bei zur Identifikation der Bürger mit unserer gemeinsamen europäischen Idee.

  Συλβάνα Ράπτη (S&D). - Κύριε Πρόεδρε, κύριε Επίτροπε χαίρομαι που είστε εδώ σήμερα, χαίρομαι που - όπως είπατε - είμαστε στο ίδιο μήκος κύματος, αλλά λυπάμαι γιατί αυτό το κύμα μονίμως πνίγει τους κοινωνικούς δείκτες. Αυτό πρέπει ν' αλλάξει! Μια κίνηση έγινε με την εγγύηση για τη νεολαία, όμως και αυτή η κίνηση έγινε πάρα πολύ αργά και τα χρήματα (τα 6 δις) είναι πάρα πολύ λίγα. Και υπάρχει ένα πρόβλημα, όχι μόνο για όλα τα κράτη της Ευρώπης, αλλά ειδικά για αυτά που είναι σε πρόγραμμα, όπως η Ελλάδα.

Ερώτηση: στην Τρόικα μετέχουν οι υπηρεσίες του κ. Ρεν. Δυστυχώς, όμως, δεν μετέχουν οι δικές σας υπηρεσίες. Έτσι δεν μπορείτε να έχετε εκτίμηση του τι σημαίνει κοινωνικά κάθε μέτρο το οποίο υπαγορεύει η υπηρεσία του κ. Ρεν. Και τελειώνω λέγοντας το εξής πάρα πολύ απλό.

Σας είχα ρωτήσει γραπτώς τι θα γίνει με αυτήν την υπόθεση; Θα αξιολογείτε την κοινωνική επίπτωση των οικονομικών μέτρων; Και μου είχατε απαντήσει - το διαβάζω επί λέξει - η Επιτροπή αξιολογεί τις κοινωνικές επιπτώσεις των μακροοικονομικών προγραμμάτων σταθεροποίησης στα οποία συμμετέχει ως μέλος η Τρόικα.

Και θα ήθελα να υποβάλω μια ερώτηση: Τι έχει βγει τελικά από αυτή την αξιολόγηση; Που έχετε καταλήξει και που θα πάμε στο μέλλον;

  Edite Estrela (S&D). - Aquilo que eu vou dizer era mais dirigido ao Comissário Olli Rehn do que ao Senhor, porque este debate ocorre no momento em que o Fundo Monetário Internacional acusou a Comissão de incompetente e de ter cometido erros grosseiros no desenho dos programas de resgate. Berlim também responsabilizou a Comissão pelos maus resultados das políticas de austeridade. Agora ninguém quer ser responsável pelo enorme falhanço dos programas de ajustamento impostos a vários países, incluindo o meu, Portugal.

Quem é que vai pedir desculpa aos milhões de trabalhadores que perderam o emprego? Às milhares de famílias que perderam a sua casa? Aos milhões de jovens obrigados a emigrar? Aos milhares de empresários que declararam falência? Aos milhões de crianças na pobreza? Aos milhares de idosos sem comida e sem remédios? Aos milhares de pessoas que entraram em depressão e se suicidaram? Isto não é suficiente para a Comissão reconhecer que errou e mudar de rumo?

A Comissão tem de pôr de lado as políticas neoliberais que provocaram a crise e privilegiar as políticas sociais. A Comissão tem obrigação de fazer mais e melhor e de defender o modelo social europeu para melhor servir os cidadãos.

  Regina Bastos (PPE). - Nos últimos cinco anos o desemprego atingiu níveis históricos na União Europeia. Mais de 26 milhões de cidadãos europeus estão desempregados e milhões de cidadãos europeus estão em situação de pobreza e de exclusão social. No meu país, Portugal, a taxa de desemprego duplicou e atinge quase 18%. O desemprego jovem é ainda mais assustador, um em cada dois jovens portugueses está à procura de emprego e não tem perspetivas de o conseguir. É por isso que apoio a iniciativa do novo pacote de investimento social e felicito o Comissário Andor.

São precisas políticas sociais mais eficazes e os fundos, nomeadamente o Fundo Social Europeu, deve ser utilizado para incentivar a qualificação dos cidadãos, reforçar as suas competências e incentivar a sua participação na sociedade e no mercado de trabalho.

Termino com a seguinte pergunta, Senhor Comissário Andor: como tenciona a Comissão ajudar os Estados-Membros que foram obrigados a adotar políticas de consolidação orçamental e fortes medidas de austeridade a dar prioridade à criação de emprego e à inclusão social?

  Alejandro Cercas (S&D). - Señor Presidente, señor Comisario, quiero saludar este paquete porque me parece que es muy positivo que se empiece a hablar de la política social, no en términos negativos sino sobre la manera en que tenemos de abordar la tradicional función de protección, a la que, además, se añade en esta época de crisis el hecho de que produce una estabilización automática de la economía y es un factor de inversión social.

Pero todo esto, señor Comisario, quedará en bonitas palabras si en la próxima Cumbre del Consejo Europeo del mes de junio no se crea un auténtico pilar social en el que los términos de la gobernanza económica se sitúen al nivel que se tienen que situar. Porque esto está muy bien, pero, mientras tanto, se está construyendo una nueva arquitectura europea en la que las cuestiones sociales siguen siendo cuestiones secundarias y el Consejo EPSCO es un Consejo secundario frente al Ecofin. Y este desequilibrio, señor Comisario, hace que todo esto sea imposible.

Por eso pedimos que las cuestiones sociales se incorporen al Semestre Europeo en pie de igualdad y también pedimos un pacto social en Europa, no solamente un paquete social, porque el buen diálogo y el diálogo de calidad son básicos para abordar los problemas de la crisis y, sobre todo, los problemas de la construcción europea, así como para asociar a los ciudadanos y a los trabajadores y no solamente a los tecnócratas.

  Sergio Gutiérrez Prieto (S&D), pregunta de «tarjeta azul». – Señor Cercas, usted ha hablado de la importancia de que este paquete de inversión social se incorpore al Semestre Europeo, y yo realmente le pregunto si lo ve compatible porque no sé a quién debemos creer: ¿al Comisario Andor, cuando dice que debemos atajar de raíz los problemas sociales que está ocasionando esta crisis económica, o a los papeles que redacta la Comisión, cuando hace verdaderos destrozos en la política social de los Estados miembros a través de las recomendaciones específicas por país en pensiones, en mercado laboral, en diálogo social, en el marco del Semestre Europeo?

Es verdad que tiene usted razón cuando afirma que una política social tiene que ser compatible con una política económica coordinada, pero ¿realmente es posible con este Colegio de Comisarios?

  Alejandro Cercas (S&D), respuesta de «tarjeta azul». – Señor Presidente, yo sí confío en el Comisario Andor, aunque también, paralelamente, desconfío profundamente del Comisario Olli Rehn o desconfío totalmente, después de haber leído las recomendaciones a los Estados miembros, de que haya la menor sensibilidad en el Colegio de Comisarios, porque otra vez vuelven a hablar de una política de recortes, otra vez vuelven a hablar de una política en la que la seguridad social, el sistema de bienestar, en lugar de servir para ayudar a resolver la crisis económica, fuesen, para el Colegio, un gasto, no una inversión social.

De modo que hay una contradicción, señor Andor, y tiene que dar usted alguna clase particular a su colega Olli Rehn y a su colega o su jefe, el señor Barroso, porque creo que este documento está en total contradicción con las recomendaciones a los Estados miembros.

  Jan Olbrycht (PPE). - Panie Przewodniczący! Panie Komisarzu! Pozwalam sobie zabrać głos jako poseł sprawozdawca w sprawie Europejskiego Funduszu Rozwoju Regionalnego. Chciałbym przypomnieć, że jednym z celów Unii Europejskiej jest spójność społeczno-gospodarcza i terytorialna. Staramy się robić wszystko, żeby instrumenty, których się używa, były kompatybilne. Również wtedy, kiedy dyskutujemy o Funduszu Rozwoju Regionalnego, zwracamy uwagę na niezwykle ważne – o czym pan komisarz mówił – inwestycje społeczne.

Natomiast powinniśmy dążyć do tego, żeby działania miały charakter zintegrowany, i w związku z tym należy się poważnie zastanowić, czy sztywne ustalanie proporcji poszczególnych funduszy jest dobrym rozwiązaniem na dzisiejsze czasy, czy nie trzeba się koncentrować na działaniach i właśnie na inwestycjach społecznych, również z innych funduszy. Wydaje mi się, że pomysł inwestycji społecznych wymaga bardziej elastycznego podejścia.

  Sari Essayah (PPE). - Arvoisa puhemies, arvoisa komissaari, Eurooppa 2020 -strategian toteuttamisessa sosiaaliset investoinnit ovat välttämättömiä. Kun muutama vuosi sitten lanseerasimme Eurooppa 2020 -strategian tavoitteet, muun muassa koulupudokkaiden määrän laskemisen alle 10 prosenttiin, työllisyysasteen tavoitteen nostamisen 75 prosenttiin ja köyhyyden vähentämisen 20 miljoonalla henkilöllä, emme juuri keskustelleet siitä, millaisia pitkän tähtäimen investointeja jäsenvaltioissa on tehtävä, jotta näihin tavoitteisiin päästään. Esimerkiksi työllisyysasteen nostaminen, erityisesti naisten kohdalla, ei ole mahdollista, ellei jäsenvaltioissa ole panostettu päivähoitopalveluihin, lastentarhoihin ja päiväkoteihin ja tarjottu erilaisia mahdollisuuksia työn ja perheen yhdistämiseen.

Tässä keskustelussa hivenen häiritsee se, mikä kysymyksessäkin on esitetty, että osa näistä sosiaalisista investoinneista haluttaisiin tehdä lainarahoituksella. Uskon, että meillä on EU:ssa tällä hetkellä ihan tarpeeksi velkaa ilman, että me lähdemme myös sosiaalisia investointeja tekemään lainarahoituksen varalla.

Minun mielestäni sosiaaliset investoinnit ovat sellaisia, että jokaisen jäsenvaltion on kaikissa olosuhteissa pyrittävä priorisoimaan, että suurin osa sen verovaroista, jotka on kansalaisilta kerätty, käytetään budjetissa koulutukseen, terveydenhoitoon ja sosiaali-investointeihin. Jos joku jäsenvaltio ei ymmärrä sitä, että näiden tulee olla suurin osa budjetin rakennetta, niin minun mielestäni on turha lähteä näitä yhteisillä velkarahoilla paikkaamaan. On tehtävä priorisointeja, jotta päästään tekemään näitä sosiaalisia investointeja ja sitä kautta ihmisten elämän laatua parantamaan.

  Marie-Thérèse Sanchez-Schmid (PPE). - Monsieur le Président, Monsieur le Commissaire, la Commission, dans sa communication de février dernier sur les investissements européens dans le domaine social, liste de nombreuses mesures visant à lutter contre le chômage, la pauvreté et l'exclusion sociale en Europe. Je tenais à saluer ces efforts.

Cependant, ne nous méprenons pas. Les 23,4 % de jeunes au chômage en Europe n'attendent pas simplement des appels à la coordination administrative. Ils attendent des résultats.

Lorsque le Conseil européen leur annonce, en 2012, un pacte de croissance à 120 milliards dédié aux PME et aux jeunes, et qu'en mai 2013, ces jeunes n'en n'ont pas vu le moindre centime, nous risquons de les décourager.

Lorsque ce même Conseil annonce, avec tambours et trompettes, en février, la création d'une initiative pour l'emploi des jeunes à 6 milliards d'euros, dont en réalité, 3 milliards sont pris sur le FSE, qu'on abaisse en même temps les propositions de la Commission pour Erasmus et qu'on refuse de payer pour le budget de 2013, nous risquons de les décourager.

Lorsqu'on propose un FEAD à 2,5 milliards d'euros, alors que les besoins sont estimés à 4 milliards et qu'on menace l'existence même de cette aide pour les plus démunis, nous risquons de les décourager.

Lorsqu'on prône une économie sociale de marché, mais qu'on ne parvient pas à contrôler l'application des règles de détachement des travailleurs, nous risquons de les décourager.

Alors, l'Union européenne devrait cesser les effets d'annonce et s'efforcer d'obtenir des résultats.

  Pervenche Berès (S&D), question "carton bleu". – Chère collègue, j'ai entendu votre plaidoyer, mais j'ai l'impression que, dans votre énumération, vous oubliez certains épisodes, comme lorsque certains ont imaginé que la sortie de crise pour l'Union européenne passerait par un "pacte euro plus" qui niait totalement toute dimension de l'investissement social ou lorsque certains gouvernements se sont engagés à supprimer le fonds d'aide aux plus démunis.

Je voudrais donc aussi que nous ayons une mémoire un peu active et que nous nous rendions compte du changement d'orientation intervenu depuis certaines élections que, manifestement, vous souhaitez ne pas mentionner et dont vous pensez pouvoir faire la critique. Je crois qu'il faut aussi que vous cherchiez dans votre propre camp la responsabilité de la situation dans laquelle nous sommes aujourd'hui.

  Mojca Kleva Kekuš (S&D). - Popolno pomanjkanje efektivnega upravljanja socialnih politik s strani Evropske unije v zadnjih letih reševanja krize nas je pripeljalo do točke, kjer je socialna izključenost, neenakost, revščina in brezposelnost postala neke vrste evropska vsakdanjost. O tem poslušamo že skoraj rutinsko.

Danes je jasno, da je breme težkih varčevalnih ukrepov najbolj prizadelo najnižje sloje naše družbe in ohromilo javne socialne storitve.

Nujno je zato na evropski ravni čim prej zagotoviti, da bosta v prihodnje gospodarska rast in okrevanje in socialni razvoj šla skupaj z roko v roki.

S kolegico Berès se res strinjam, da potrebujemo jasen pregled indikatorjev socialnih naložb, ki mora biti enakovreden ostalim makroekonomskim indikatorjem, ki jih Evropska komisija pregleduje.

Ta parlament je Komisijo in Svet že večkrat pozval k temu, da moramo v evropski politiki narediti institucionalni prostor tudi za četrti steber monetarne politike, in to je socialni steber.

  Marian Harkin (ALDE). - Mr President, my question is: how do you know if the policy you are pursuing is having the desired outcomes? You can make a guess; you can even make an educated guess, but you need to put in indicators and benchmarks. We already have economic and fiscal benchmarks, but social indicators remain the poor relation.

Yes, Commissioner, you said that employment challenges would henceforth be measured on a scoreboard in the draft joint employment report. But will the results be given an equal rating with economic indicators from the European Semester, for example? To me that is at the core of the question, because if we do not measure the performance of Member States’ social systems then we will continue to pursue a one-sided policy that is not delivering the outcomes of poverty reduction, increased employment or social inclusion.

Colleagues have said we need to reduce the debt – and yes we do – but if we find that we are reducing debt levels only very slowly, and if that is accompanied by rising poverty, shocking unemployment levels and some citizens not having access to health care, then we are playing a zero-sum game. When we divorce economic policy from the social outcomes of that policy I believe we are on the wrong road.

  Malika Benarab-Attou (Verts/ALE). - Monsieur le Président, Monsieur le Commissaire, chers collègues, l'austérité ne peut être une fin en soi. L'Union européenne doit mettre le social au cœur du projet européen.

L'intégration économique doit s'accompagner d'un pacte social européen garantissant une protection sociale de qualité, des mesures d'emploi pour les jeunes, des salaires décents, un accès universel garanti aux services de santé, de formation et d'éducation et à des services publics de qualité ainsi qu'à un logement décent pour tous.

Les réponses à la crise ont été, jusqu'à présent, des réponses de court terme, principalement basées sur des mesures d'assainissement budgétaire, aggravant ainsi la situation des personnes les plus faibles et les plus défavorisées.

Par cette résolution, nous soulignons l'urgence d'investissements sociaux dont le rôle contracyclique permettra d'assurer une vie décente à tous les citoyens.

Nous avons besoin d'une politique européenne associant les partenaires sociaux et la société civile. La gouvernance économique doit intégrer la définition et le respect d'indicateurs sociaux structurels pour évaluer les politiques sociales des États membres et encadrer leur évolution. Ces outils de pilotage sont indispensables.

  Erik Bánki (PPE). - A szociális beruházások támogatása területén két alapvetést kell leszögeznünk: az egyik az, hogy a segélyek nem vezetnek eredményre, a segélyek helyett munkát kell adnunk az embereknek. Sajnos a közép-kelet-európai térség a szocializmus bukását követően azt mutatta, hogy a segélyezési rendszer sehova nem vezet, hiszen a gyerekek úgy nőttek fel, hogy azt látták, hogy a szüleik nem dolgoznak, segélyekből élnek. Nem volt motivációjuk arra, hogy egyáltalán munkát vállaljanak.

A másik alapvetés, amit le kell szögeznünk, hogy nem lehet hitelből szociális beruházásokat finanszírozni. Magyarországon az előző kormány ezzel próbálkozott, ennek az eredménye a totális csőd lett.

Tehát azt gondolom, a szociális kötvények ez esetben nem jelentenek alternatívát, a gazdaságot kell felpörgetnünk, és a gazdasági eredményekből kell szociális beruházásokat megvalósítanunk, mert munkahelyet kell teremtenünk, a fiatalok számára kitörési lehetőséget kell kínálni, az pedig más úton nem történhet.

  Andreas Mölzer (NI). - Herr Präsident! Wir alle wissen, dass wir im Zuge der jüngsten Staatsschuldenkrise, verursacht durch das Versagen der Währungsunion, ein erschreckendes Phänomen haben, nämlich massenhafte Jugendarbeitslosigkeit insbesondere in einigen der betroffenen Krisenstaaten im Süden der Europäischen Union. Dies ist eine erschreckende Sache, die wir natürlich mit allen Mitteln bekämpfen müssen. Und wenn dieses Sozialpaket auch nur ansatzweise dazu geeignet ist, diese Jugendarbeitslosigkeit einzudämmen, dann soll es uns recht sein.

Wir müssen aber im Zuge der Bekämpfung dieser Erscheinungen auch ehrlich zu uns selber sein und erkennen, dass vieles, was heute als soziale Unruhen in den Medien dargestellt wird, einen andern Hintergrund hat. Wenn etwa in den Vorstädten der großen europäischen Metropolen, in Paris, in London oder jüngst in Stockholm soziale Unruhen ausbrechen, dann sind das häufig auch Unruhen, die von Jugendlichen mit massivem Migrationshintergrund ausgehen. Das heißt, es gibt eine kulturelle Dimension neben der sozialen Dimension. Und jene, die diese Massenzuwanderung favorisiert haben, die diese Ghettos geschaffen haben, müssen sich fragen, ob sie nicht für jene sozialen Zustände verantwortlich sind, die wir heute bekämpfen müssen.

  Krisztina Morvai (NI). - Mr President, I would say to the Commissioner that Members of the European Commission obviously do not have to be professional actors, and nor they do not have to have outstanding rhetorical skills. But still, the complete lack of emotion and the complete lack of sympathy towards, and empathy with, the poor of Europe and the oppressed and those who suffer enormously as a result of the decisions of the European Union and the Troika has been very shocking to me.

Therefore let me ask you whether you are ever exposed to the real experiences of real people in Europe. The crisis has been going on at least since 2008. Members of this Commission were starting their jobs here in 2009. Have members of this Commission ever been on field trips or in any other way confronted the realities of poverty in Europe? Have they ever met people in Europe outside the world of five-star hotels and chauffeur-driven cars?

If not, do you not think it would be a good idea to do so?

  László Andor, Member of the Commission. − Mr President, honourable Members, I believe that this is an extremely important discussion because the situation in the European Union is indeed serious. The impact of this long financial and economic crisis is not simply a high level of unemployment and an increasing risk of poverty in many EU Member States. Due to the deep, long and complex eurozone crisis, we are experiencing a dangerous polarisation in the EU between countries with relative stability and, on the other hand, countries facing ‘social emergency’, to quote an expression the Commission President, Mr Barroso, has used more than once in this Chamber.

Commission reports – particularly the employment and social development reports, and also the quarterly reports – give a good and reliable picture of these developments. We do not only learn from statistics, however; we also learn from field visits. I, and many of my colleagues, regularly visit countries, regions, cities, villages, and the ‘ghettos’ where many poor and unemployed people live. We host the Meeting of People Experiencing Poverty, which will be held again in Brussels later this month, and we also regularly organise the European Platform against Poverty and Social Exclusion, which brings together civil society actors – NGOs – and government representatives to discuss what needs to be done to address the current situation and also to reach our Europe 2020 targets.

Many of the questions which have been raised in this discussion cannot be answered purely in the context of the Social Investment Package because they relate to social security and the White Paper on pensions, or to the social dimension of the economic and monetary union – on which there have been, will be and need to be more discussions – or because they are of a budgetary nature and should be discussed in connection with the Multiannual Financial Framework and the national budgets.

I believe that the Social Investment Package does exactly what many Members of the Parliament have been hoping for, by defending the European social model and emphasising that the European social model should not be blamed for the current financial and economic crisis in the EU. This is also a time when we need to discuss how to modernise the welfare models of the EU and how to make it more resilient in order to ensure that people can lead the life that they want to and which they deserve.

We are of the conviction that the best welfare models in the EU can actually reconcile good economic performance and a strong welfare state. That is an asset. It is also an opportunity for all EU Member States to modernise their welfare systems and benefit structures to introduce greater efficiency and effectiveness. The Social Investment Package actually provides a very good comparative analysis by which to demonstrate that there are some welfare systems in the EU which create more per euro of social spending and that, with a more forward-looking approach, we can improve the functioning of national welfare states. At the same time, however, we have to respect the diversity of these systems, because very often they are linked to national traditions and culture.

Questions have been asked, particularly by Ms Bastos, about how we can provide support, especially in these times of crisis. The answer is that we provide support, in particular, through the European Social Fund and other financial instruments. These have been reprogrammed in many countries in order to respond better and more quickly. We have discussed on a number of occasions, not only in the context of social services in Greece but also in other countries, how to adjust in a flexible way to the need to continue to provide the social services which are so important for people experiencing hardship at this time.

The new Youth Employment initiative also needs to be mentioned because such measures, and particularly the Youth Guarantee which the Commission proposed, are an excellent example of social investment and of short-term spending which brings very clear returns in the long run and also results in savings.

It is true that other EU financial instruments also contribute to reducing poverty and to social investment in broader terms, but the ESF is the instrument which invests directly in people, in human capital, which is why we have to ensure that the European Social Fund receives secure and adequate funding in order to fulfil the role it has to play in creating employment and social inclusion.

Ms Regner asked a question about governance, and in particular how we intend to strengthen control. What we particularly want to strengthen at this stage is monitoring and also the capacity to provide support. Action, in most of the cases which Ms Lambert asked about, has to be taken at Member State level, but also at regional level, with the participation of civil society. However, the EU has to support such action with whatever instruments we have, whether they are instruments of governance – providing recommendations, policy coordination, shared analysis and shared understanding – or the financial instruments available to us, in other words not only the ESF, but also other financial instruments from the EU budget.

All this needs to be better organised and better coordinated in the future in order to achieve better results. Of course, these results will not be achieved purely by relying on social policies. I agree with those who emphasised in the discussion that the monetary union and of course the crisis response also need to be looked at, to see how a Europe demonstrating greater solidarity could emerge from the current crisis

Finally, let me mention that I am particularly grateful not only to the European Parliament and all those who encouraged the Commission to bring forward the social investment package, but also to the Cyprus Presidency, which launched this process, and the Irish Presidency, which has already staged several conferences both on the package as a whole and various aspects of it, for example, homelessness. We will also ensure that the forthcoming EPSCO Council will discuss the social investment package.

  Ramona Nicole Mănescu (ALDE), în scris. – Domnule preşedinte, consecinţele sociale ale crizei economice, precum şomajul, sărăcia şi excluziunea socială au atins niveluri record. Pentru a putea oferi cetăţenilor europeni şansa de a-şi găsi un loc de muncă şi a le asigura o protecţie socială adecvată, guvernele trebuie să acorde o mai mare atenţie investiţiilor sociale. O creştere a productivităţii, a ratei de ocupare a forţei de muncă şi a gradului de incluziune socială va stimula creşterea economică, reducând totodată presiunea exercitată asupra cheltuielilor din domeniul protecţiei sociale. Fondul European de Antreprenoriat Social, Fondul Social European, precum şi Instrumentele Financiare reprezintă soluţii reale, la îndemâna statelor membre, în vederea îmbunătăţirii accesului la pieţele financiare a întreprinderilor sociale, un sector în creştere, care va aduce o contribuţie reală la realizarea obiectivelor Strategiei Europa 2020. Şi, nu în ultimul rând, avem nevoie de acţiuni urgente pentru combaterea şomajului în rândul tinerilor din Europa. În acest sens, susţin propunerea de a aloca 6 miliarde de Euro, în cadrul unui plan de 7 ani, începând cu luna ianuarie 2014, pentru a ajuta tinerii să-şi găsească un loc de muncă.
