European neighbourhood instrument (A7-0449/2013 - Eduard Kukan)
Kristiina Ojuland (ALDE), in writing. − The EU is an institution underpinned by universal principles, norms and values, which inform the Union’s policies both domestically and with regard to third countries. In this regard, the European neighbourhood policy is designed to spread these values beyond the EUʼs borders, which will set the foundation for prosperity and sustainable development in the European neighbourhood. However benevolent it might be, the EU’s strategy to spread democracy, respect for human rights and prosperity will not be able to achieve its benign goals without the Union’s material support.
The new ENI is designed to achieve precisely this goal. Based on the ‘differentiation' and 'more for more’ principles, the ENI will enable the EU to significantly increase its support to those partners which genuinely strive to implement broader and comprehensive democratisation process, as well as streamline the scope and the focus of the EU assistance to the needs of individual projects.
The assistance that the EU will be offering through the ENI will determine not only the success of the ENP alone. It will also support the EU’s global identity and image as a normative and transformative power. Taking into account its both short and long terms promises, I voted in favour of the adoption of this resolution.
