  Elena Băsescu (PPE). - Doamnă președinte, am votat în favoarea recomandării, deoarece statele membre trebuie să ratifice Tratatul privind comerțul cu arme în cel mai scurt timp. Vreau să fac apel și la țările terțe să grăbească procedurile interne de ratificare. Deși actul juridic nu este atât de ambițios pe cât ne-am fi dorit, cred că se creează totuși premizele unei reglementări și mai stricte, la nivel internațional, a comerțului cu arme în viitor.

România, spre exemplu, aplică deja norme mai restrictive în ceea ce privește comerțul cu armament, deci impactul din acest punct de vedere nu va fi major asupra țării mele. Exporturile de armament ale României sunt mult mai reduse în prezent față de anul 1990, însă chiar și în aceste condiții, industria de apărare națională are o componentă strategică deosebit de importantă.

  Luís Paulo Alves (S&D), por escrito. - Aprovo o presente relatório, embora lamente as lacunas e o âmbito limitado do Tratado, bem como a formulação imprecisa de várias disposições do mesmo sobre comércio de armas, o que deixa margem para interpretações. Assim sendo, considero que os esforços podem agora centrar-se na garantia de uma aplicação completa do Tratado por parte dos países que o ratificaram – incluindo, quando necessário, a prestação de assistência a países em desenvolvimento. Sou igualmente da opinião que uma rápida ratificação por parte de todos os Estados-Membros da União Europeia transmitirá uma mensagem importante aos países terceiros que ainda não ratificaram relativamente à urgência de avançar com esta iniciativa, como é o caso dos Estados Unidos da América. Apesar da União Europeia não poder assinar e ratificar o Tratado como uma entidade única, mas sim cada Estado-Membro individualmente, a Comissão Europeia foi mandatada pelo Conselho para negociar algumas das disposições do Tratado sobre o Comércio de Armas que são da competência exclusiva da União, abrangidas pelo âmbito da política comercial. Exorto assim a todos os Estados-Membros a procederem à sua ratificação com a maior celeridade possível.

  Pino Arlacchi (S&D), in writing. - I strongly support the ratification of the Arms Trade Treaty by the Member States because it establishes the first global regulation for trade in conventional weapons and, to some extent, in ammunition and parts and components. The ATT will prevent the illegal trade of weapons, international terrorism and organised crime and will limit serious violations of international human rights law and international humanitarian law. The strongest point of the ATT is that state parties are obliged to establish a national control system for these transfers and to evaluate, before authorising any transfer, the risk that these arms might impair peace and security or could be used to commit serious violations of international humanitarian law or human rights. It is also important that not only trade of arms but other acts such as rental, licensing, grants and transfers of relevant technology also fall under the prohibition.

  Sophie Auconie (PPE), par écrit. – J’ai donné mon soutien à ce rapport car il vise à réglementer le commerce international des armes conventionnelles et à mettre un terme au commerce illicite d’armes. À une époque où de très nombreux conflits meurtriers subsistent (Syrie, Centrafrique, Mali, etc.), il est de notre devoir de réduire au maximum le commerce des armes.

  Zigmantas Balčytis (S&D), raštu. - Balsavau už šį siūlymą, kurio tikslas – sutarties dėl prekybos ginklais ratifikavimas. Kitaip nei masinio naikinimo ginklams ir minoms, prekybai įprastiniais ginklais netaikoma jokia teisiškai privaloma pasaulinio masto priemonė. Sutartimi dėl prekybos ginklais ketinama pašalinti šią spragą. Pagal JTO Asamblėjos rezoliuciją 2013 m. priimta Sutartis dėl prekybos ginklais. Trys šalys balsavo prieš sutarties priėmimą (Šiaurės Korėja, Iranas ir Sirija) ir 22 susilaikė (įskaitant Kiniją, Indiją ir Rusiją). Sutartyje nustatytas tarptautinis prekybos įprastiniais ginklais ir tam tikru mastu šaudmenimis, dalimis ir komponentais reglamentavimo standartas. Pritariu raginimams Komisijai, vadovaujantis JT verslo ir žmogaus teisių pagrindiniais principais, parengti elgesio kodeksus, skirtus privatiems subjektams, dalyvaujantiems prekyboje karinėmis prekėmis. Kartu valstybės narės turėtų įsipareigoti užtikrinti skaidrumą ir viešai paskelbti savo metines ataskaitas dėl ginklų prekybos. Labai svarbu, kad ES ir valstybės narės teiktų paramą trečiosioms šalims, kurioms reikia pagalbos siekiant įvykdyti sutartyje numatytus įpareigojimus.

  Fabrizio Bertot (PPE), per iscritto. - Ho votato a favore della raccomandazione allo scopo di approvare il progetto di decisione del Consiglio che autorizza gli Stati membri a ratificare il trattato sul commercio di armi nell'interesse e per le questioni di competenza esclusiva dell'Unione nell'ambito della PESC.

L'UE, infatti, non può firmare e ratificare il trattato sul commercio di armi dato che solo gli Stati membri possono aderire ai trattati delle Nazioni Unite. Il commercio di armi convenzionali è ancora sprovvisto di una normativa giuridicamente vincolante a livello globale, ragion per cui ritengo imprescindibile definire norme internazionali comuni anche per sradicare fenomeni di commercio illegale di armi convenzionali e non.

Inoltre, sarà necessario potenziare la cooperazione tra gli Stati per questioni inerenti allo sviluppo delle capacità istituzionali, la consulenza legale e l'assistenza tecnica, materiale e finanziaria. Concordo con il relatore nel rilevare alcune lacune nell'attuale formulazione ed interpretazione del TCA, ma considero prioritaria la piena e corretta ratifica e attuazione del trattato da parte dei paesi UE, non solo per fornire un quadro normativo solido, ma anche per fungere da esempio agli Stati che ancora non hanno ratificato il trattato.

  Mara Bizzotto (EFD), per iscritto. - Ho inteso sostenere con il mio voto la relazione Martin che analizza l'autorizzazione degli Stati membri a ratificare il trattato sul commercio di armi nell'interesse dell'Unione europea.

Ritengo indispensabile che, in un settore così delicato, la politica commerciale sia regolata in maniera univoca per tutta l'UE.

  Biljana Borzan (S&D), napisan. - Za razliku od oružja za masovno uništenje i nagaznih mina, trgovina konvencionalnim oružjem nije bila regulirana pravno obvezujućim međunarodnim propisima. Arms Trade Treaty (ATT) taj propust namjerava promijeniti . Arms Trade Treaty uspostavlja zajednički međunarodni standard za regulaciju međunarodne trgovine konvencionalnim oružjem, te u određenoj mjeri, na streljiva i dijelove komponenti. ATT je uspostavio prvu globalnu regulaciju u pravnom prometu oružja, što će spriječiti nezakonitu trgovinu. Također, pomoći će u suzbijanju međunarodnog terorizma i organiziranog kriminala, te ograničiti teška kršenja ljudskih prava i međunarodnog humanitarnog prava. Nadalje, sporazum regulira poslovanje s vrstama oružja koja se najčešće koriste u lokalnim ratovima, terorističkim napadima i državnim udarima. Države članice su dužne uspostaviti nacionalni sustav kontrole za transfere oružja i za procjenu rizika kojim bi to oružje moglo ugroziti mir i sigurnost ili bi se moglo koristiti za počinjenje povrede međunarodnog humanitarnog prava, ljudskih prava i terorizma. Iz tog razloga podržavam ovo izvješće i izražavam nadu kako će doprinijeti razoružanju i kontroli naoružanja.

  Emer Costello (S&D), in writing. - I welcome the European Parliament’s approval of the proposal that the Council authorise Member States to ratify the UN Arms Trade Treaty. The treaty is an important first step in regulating and controlling the international trade in conventional arms. The unregulated trade in conventional arms has had a devastating effect on the peace, security and development of some of the world’s most vulnerable countries. It is not acceptable that we have international rules on the trade of foodstuffs but not on conventional arms. International treaties such as this do work – the 1997 landmine treaty has helped reduce landmine casualties by two-thirds and reduced the trade in landmines to almost zero, despite the fact that the US, China, India and Russia are not signatories. I welcome the ban on arms transfers if the supplying state has knowledge that the arms will be used for committing genocide, crimes against humanity or war crimes. All the Member States should now ratify this treaty as quickly as possible, incorporate it into domestic legislation, reinforce its application through rules such as on regular public reports, and actively support ways of extending its scope to include arms exports-related services and dual-use goods and technology.

  Rachida Dati (PPE), par écrit. – Ce texte donne l'autorisation de l'Union européenne aux États membres de ratifier le traité des Nations unies sur le commerce des armes. En effet, si seuls les États membres sont aptes à signer et à ratifier un tel traité, l'Union européenne doit au préalable fournir son autorisation, le commerce international étant l'une de ses compétences exclusives. Je salue les efforts entrepris pour combler les lacunes existantes dans la législation en matière de commerce des armes. Il ne me semble en effet pas normal que le commerce des armes conventionnelles ne soit toujours pas soumis à un instrument international juridiquement contraignant à ce jour.

De plus, je me félicite de l’obligation de transparence qui est faite aux États membres dans le commerce des armes, avec l’obligation pour ces derniers de tenir un registre de vente.

  Ioan Enciu (S&D), par écrit. – J'ai voté en faveur de cette recommandation sur le projet de décision du Conseil autorisant les États membres à ratifier, dans l'intérêt de l'Union européenne, le traité international sur le commerce des armes. À la différence des armes de destruction massive et des mines antipersonnel, le commerce des armes conventionnelles n'est l'objet d'aucun instrument international juridiquement contraignant. Le traité sur le commerce des armes est destiné à combler cette lacune. Il établit une norme internationale commune pour réglementer le commerce international des armes conventionnelles et, dans une certaine mesure, des munitions ainsi que de leurs pièces et éléments. Il vise également à prévenir et à éliminer le commerce illicite de ces armes. La situation actuelle du commerce des armes, totalement dérégulé, a des effets catastrophiques sur la paix, la sécurité et le développement de certains pays du monde les plus vulnérables. Ainsi, l'objectif du traité international sur le commerce des armes est de contrôler les exportations d'armes vers les pays tiers, et plus particulièrement d'essayer d'arrêter d'exporter des armes vers des zones où existe un danger de violation des droits de l'homme, voire de génocide. Il en va de notre responsabilité d'introduire une plus grande transparence dans ce secteur.

  Edite Estrela (S&D), por escrito. - Votei favoravelmente este relatório por aprovar a autorização aos países da UE para ratificarem o tratado sobre o Comércio de Armas. A Comissão Europeia calcula que todos os anos morram mais de 740 000 mulheres e crianças devido ao comércio de armas ilegal. Este tratado poderá ser um contributo importante para atenuar o número de vítimas.

  Jill Evans (Verts/ALE), in writing. - I voted in favour of swift authorisation of the Arms Trade Treaty by the EU Member States. The treaty establishes common international standards for the regulation of international transfers in conventional weapons and aims to prevent illicit trade in these weapons. Better regulation is in the interest of Wales and all other nations and swift authorisation is key to the success of such a treaty.

  José Manuel Fernandes (PPE), por escrito. - Ao contrário das armas de destruição maciça e das minas terrestres, o comércio de armas convencionais não é objeto de qualquer instrumento global juridicamente vinculativo. O Tratado sobre o Comércio de Armas (TCA) visa colmatar esta lacuna. Após longas negociações, o Tratado sobre o Comércio de Armas foi adotado em 2 de abril de 2013 através de uma resolução da Assembleia Geral das Nações Unidas. Três Estados votaram contra o Tratado (Coreia do Norte, Irão e Síria) e 22 abstiveram-se (entre os quais China, Índia e Rússia, o que poderá resultar numa ratificação lenta e numa possível implementação incompleta nestes três países). Embora a regulamentação europeia existente em matéria de exportação de armas convencionais tenha sido utilizada como melhor prática durante as negociações das Nações Unidas, a regulamentação europeia estabelece padrões muito mais elevados e tem um âmbito mais alargado do que o TCA. Esta proposta visa autorizar os Estados-Membros a ratificar o Tratado no que diz respeito às matérias que são da competência exclusiva da União. A presente decisão não abrange os elementos do Tratado sobre o Comércio de Armas suscetíveis de ser da competência da União no âmbito da PESC.

  Ildikó Gáll-Pelcz (PPE), írásban. - Meggyőződésem az indítvánnyal teljes összhangban az, hogy az emberi jogok tiszteletben tartása azon közös értékek alapját jelenti, amelyekre az Európai Unió is épül, és hogy a szerződések alapján a kereskedelempolitikának az EU külső fellépéseinek részeként hozzá kell járulnia az emberi jogok tiszteletben tartásához. Teljes mértékben támogatom a szerződés célját, miszerint a nemzetközi és regionális békéhez, biztonsághoz és stabilitáshoz való hozzájárulás, illetve az emberi szenvedés csökkentése érdekében meg kel határozni a lehető legmagasabb szintű, egységes nemzetközi normákat. Elengedhetetlenül szükséges tehát a jelentésben előírt tagállami kötelezettség, hogy hozzanak létre nemzeti rendszereket a fegyvertranszfer ellenőrzésére. Véleményem szerint az, hogy kéri az EU-t és tagállamait, hogy biztosítsanak támogatást azon harmadik országoknak, amelyek segítségre szorulnak a kötelezettségek teljesítése terén, valamint az, hogy 5,2 millió eurót különítenek el a szerződés által létrehozott önkéntes alap számára szükséges és hatékony lépések a nagyobb biztonság irányába.

Sutartimi dėl prekybos ginklais ketinama pašalinti šią spragą. Po ilgų derybų pagal Jungtinių Tautų Generalinės Asamblėjos rezoliuciją 2013 m. balandžio 2 d. priimta Sutartis dėl prekybos ginklais. Nors vykstant JT deryboms Europoje galiojančiu eksporto reglamentavimu, susijusiu su įprastiniais ginklais, remtasi kaip geriausia patirtimi, Europoje galiojančiu reglamentavimu nustatyti daug griežtesni standartai ir jo taikymo sritis platesnė nei Sutarties dėl prekybos ginklais. Spartus sutarties ratifikavimas visose ES valstybėse narėse taps ženklu trečiosioms šalims, kurios dar neratifikavo sutarties, pvz., Jungtinėms Amerikos Valstijoms. Siekiant užtikrinti greitą ir veiksmingą sutarties įgyvendinimą, visavertis Sutarties dėl prekybos ginklais sekretoriatas turėtų palengvinti valstybių bendradarbiavimą institucinių gebėjimų stiprinimo, teisinių patarimų techninės, materialinės ir finansinės pagalbos srityse. Europos Sąjunga negali pasirašyti ir ratifikuoti Sutarties dėl prekybos ginklais, kadangi tik valstybės narės gali būti Jungtinių Tautų sutarčių šalys. Vis dėlto Taryba Komisijai suteikė įgaliojimą vesti derybas dėl kai kurių Sutarties dėl prekybos ginklais nuostatų, kurios priskiriamos išimtinei Sąjungos kompetencijai, t. y. patenka į prekybos politikos taikymo sritį. Taigi šiuo pasiūlymu dėl Tarybos sprendimo siekiama įgalioti valstybes nares ratifikuoti sutartį klausimų, priklausančių išimtinei Sąjungos kompetencijai, atžvilgiu.

  Béla Kovács (NI), írásban. - A fegyverkereskedelem a világon a második legnagyobb üzlet, némileg lemaradva a gyógyszeripartól. Bizonyos fegyverfajtákra, mint a tömegpusztítókra, taposóaknákra léteznek jogilag kötelező globális korlátozások. A hagyományos fegyverek kereskedelmének korlátozására az ENSZ dolgozott ki és fogadott el 2013 áprilisában egy nemzetközi szerződést. Ez a jelentés felkéri a tagállamokat, hogy az adott szerződést írják alá. A nemzetközi jogi aktusok kapcsán szerencsére még maradt minimális nemzeti mozgástér, vagy legalább annak a látszata. Természetesen támogatom az illegális fegyverkereskedelem elleni harcot, de vajon a legálisan eladott fegyverek emberbarátibbak?

  Bogusław Liberadzki (S&D), na piśmie. - Traktat o handlu bronią ma na celu regulację międzynarodowego handlu bronią konwencjonalną. Szeroka koalicja w Parlamencie Europejskim, pod przewodnictwem Davida Martina zamierza właśnie dać zielone światło państwom członkowskim do podpisania traktatu o handlu bronią, który ma na celu regulację światowego rynku i walkę z nielegalnym handlem. Traktat został przyjęty przez Zgromadzenie Ogólne ONZ w dniu 2 kwietnia 2013 roku. Podnosi standardy i ujednolica procedury wywozu i transferu broni oraz pośrednictwa i tranzytu. Należy teraz ambitnie wdrażać postanowienia traktatu i monitorować postępy. Ponadto UE powinna dołożyć wszelkich starań, aby pomóc opracować kodeksy postępowania dla firm handlujących bronią w celu promowania odpowiedzialnych zachowań korporacyjnych.

  Ivana Maletić (PPE), napisan. - Za razliku od trgovine oružja masovnog uništenja i nagaznih mina, trgovina konvencionalnim oružjem još nije predmet regulacije, te trenutno UN-ov Ugovor o trgovini oružjem služi kao zajednički standard regulacije trgovine na međunarodnoj razini. Ugovor o trgovini oružjem pod okriljem UN-a također služi kao sredstvo sprečavanja nezakonite trgovine i uporabe nekonvencionalnog oružja, te poticanja mira, sigurnosti i stabilnosti. Njegova ratifikacija bi igrala značajnu ulogu u borbi protiv terorizma, korupcije i nestabilnosti. EU nije u mogućnosti ratificirati Ugovor o trgovini oružjem već to mogu samo države članice, ali Komisija se zalaže za uvođenje odredbi Ugovora koje bi pripadale nadležnosti Unije, unutar trgovinske politike EU. Ratificiranje takvog ugovora od strane država članica upotpunilo bi određene regulacije koje su postojećim UN-ovim Ugovorom nedovoljno razrađene za EU. Na primjer, bespilotne letjelice, vojna tehnologija i suzavci nisu uključeni u UN-ovu klauzulu vezano za njihov uvoz, prijenos te posredovanje. Prema Stockholmskom međunarodnom institutu za mirovna istraživanja (SIPRI), EU je izvoznik 26% svjetskog izvoza oružja, te 61% tog izvoza odlazi izvan EU-a. Podržavam ovo izvješće s novouvedenim odredbama o kreiranju regulacija kontrole oružja te poticanja povjerenja među državama članicama.

  Nuno Melo (PPE), por escrito. - Ao contrário das armas de destruição maciça e das minas terrestres, o comércio de armas convencionais não é objeto de qualquer instrumento global juridicamente vinculativo. O Tratado sobre o Comércio de Armas (TCA) visa colmatar esta lacuna. O Tratado sobre o Comércio de Armas estabelece uma norma internacional comum para a regulamentação do comércio internacional de armas convencionais e, em certa medida, de munições, partes e componentes relacionadas. O Tratado visa igualmente prevenir e erradicar o comércio ilícito deste tipo de armas. Esperemos que os países que não aderiram a este tratado, nomeadamente a Coreia do Norte, Irão e Síria o venham a fazer mais tarde.

  Willy Meyer (GUE/NGL), por escrito. - He votado a favor del informe debido a que este es el primer tratado sobre comercio de armas que supone un avance con respecto al anterior modelo de decisión a nivel internacional. Este Tratado, aprobado en la Asamblea General de las Naciones Unidas el pasado 2 de abril, supone un avance; evidentemente no será la panacea puesto que ha sido diseñado para no afectar a los intereses de las grandes industrias armamentísticas de los países que conforman el Consejo de Seguridad de las Naciones Unidas, pero es un avance que afectará a los Estados miembros de la Unión Europea. Con esta autorización se permite a estos Estados que ratifiquen el citado Tratado sobre el Comercio de Armas de forma que deban incrementar los controles sobre las exportaciones de las armas que producen sus industrias armamentísticas. Es por todo esto por lo que he decidido votar a favor de este informe.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. – Le traité sur le commerce des armes a été adopté le 2 avril 2013 par une résolution de l'Assemblée générale des Nations unies. Il établit une norme internationale commune pour réglementer le commerce international des armes conventionnelles et, dans une certaine mesure, des munitions ainsi que de leurs pièces et éléments. Il vise également à prévenir et à éliminer le commerce illicite de ces armes. Je soutiens l'ONU comme cadre international de l'organisation des relations entre États. Néanmoins, il s'agit ici pour l'Union européenne d'autoriser les États à ratifier ce traité. Quel transfert sidérant de souveraineté! Les États devraient décider seuls de signer ou pas ce genre de traité à caractère régalien. Je vote contre cet abus de pouvoir et ce transfert de souveraineté a un niveau totalement acquis aux ordres de l'OTAN et des États-Unis.

  Alfredo Pallone (PPE), per iscritto. - Ho votato a favore delle raccomandazioni sull'autorizzazione per gli Stati membri di ratificare il trattato sul commercio di armi perché ritengo sia un passo importante verso la normalizzazione del commercio internazionali di armi.

Dopo un attento dibattito in sede di commissioni sicurezza e difesa e commercio internazionale al Parlamento europeo, il testo in questione sostiene l'adozione del trattato internazionale e delinea diversi criteri per la valutazione e la conseguente approvazione del trasferimento di armi leggere convenzionali. In particolare si fa riferimento a criteri per il controllo su possibili fonti di corruzione, sull'impatto sociale ed economico.

  Maria do Céu Patrão Neves (PPE), por escrito. - Ao contrário das armas de destruição maciça e das minas terrestres, o comércio de armas convencionais não é objeto de qualquer instrumento global juridicamente vinculativo. O Tratado sobre o Comércio de Armas (TCA) visa colmatar esta lacuna. Após longas negociações o Tratado sobre o Comércio de Armas foi adotado em 2 de abril de 2013 através de uma resolução da Assembleia Geral das Nações Unidas. Este tratado estabelece uma norma internacional comum para a regulamentação do comércio internacional de armas convencionais e, em certa medida, de munições, partes e componentes relacionadas. O Tratado visa igualmente prevenir e erradicar o comércio ilícito deste tipo de armas. Em face do exposto, votei favoravelmente a presente recomendação referente à proposta de decisão do Conselho que autoriza os Estados-Membros a ratificar, no interesse da União Europeia, o Tratado sobre o Comércio de Armas.

  Aldo Patriciello (PPE), per iscritto. - Considerando che, a differenza delle armi di distruzione di massa e delle mine terrestri, il commercio di armi convenzionali non è stato oggetto di uno strumento globale giuridicamente vincolante e che il trattato sul commercio di armi in oggetto è destinato a colmare questa lacuna; tenuto conto del parere della commissione per gli affari esteri e concordando sulla necessità di prevenire e sradicare il commercio illegale di tali armi, ho espresso il mio voto favorevole alla proposta.

  Sandra Petrović Jakovina (S&D), napisan. - Svjedoci smo, nažalost, svakodnevne prodaje i preprodaje oružja, od onog za masovno uništenje, pa do onog koji se koristi u svrhu očuvanja državnog poretka i potreba u obrani. Smatram nužnim reducirati mogućnost bilo kakvog iskorištavanja i zloupotrebe proizvodnje i prodaje oružja u svrhu terorizma i drugih oblika nasilja, te ističem da je oružje potrebno staviti pod strogu kontrolu nacionalnih tijela država članica. Ovim Ugovorom će se omogućiti kontrola oružja na globalnoj razini, te će se onemogućiti njegova prodaja na crnom tržištu, u svrhu sprječavanja svih oblika terorizma u svijetu i organiziranog kriminala prodaje i preprodaje oružja. Kao rezultat prethodno navedenog, spriječit će se i ozbiljno narušavanje ljudskih prava i međunarodnog humanitarnog prava. Svjedoci smo mnogih ratnih žarišta, terorističkih napada i mnogobrojnih nedužnih žrtava. Glasala sam za ovo izvješće jer smatram da je naša dužnost učiniti bar ono sto je u našoj moći da to zaustavimo i doprinesemo smanjenju mržnje koja izbija kroz oružje.

  Tonino Picula (S&D), napisan. - Ugovor o trgovini oružjem povijesno je ostvarenje uspostavljanja međunarodnih standarda povezanih s regulacijom i transparentnošću pri izvozu i uvozu naoružanja, nadzorom trgovine konvencionalnim oružjem i streljivom, većom odgovornosti proizvođača oružja te općenito zaštitom ljudskih prava. Ovaj Ugovor služi kao primjer kako se zajedničkom suradnjom mogu doseći konkretni ciljevi te doprinijeti zaštiti ljudskih prava i sigurnosti, ne samo na razini Unije, nego i na široj, globalnoj razini. Uz povećanje transparentnosti, Ugovorom se postiže i odgovornija trgovina, i to primjenjujući visoke zajedničke međunarodne standarde za uvoz, izvoz i prijenos.

Od samih početaka Hrvatska je podržavala međunarodne napore koji su vodili sklapanju Ugovora o trgovini oružjem te je trenutno jedna od 116 zemalja koje su ga potpisale. Na sjednici Hrvatskoga sabora održanoj 21. siječnja 2014. Odbor za zakonodavstvo raspravljao je o prijedlogu zakona o potvrđivanju Ugovora o trgovini oružjem te je jednoglasno podržao donošenje ovoga zakona. Poseban doprinos ovog Ugovora je što se njime potiče mir, stabilnost i sigurnost, čime se pomaže u nastojanju ostvarivanja primarnih ciljeva i osnovnih vrijednosti Unije. Izvješće o kojem danas raspravljamo dodatan je poticaj zemljama članicama da poduzmu mjere ratifikacije Ugovora i na taj način doprinesu uspjehu provedbe svega onog za što se ovaj Ugovor zalaže te ga zbog toga vrijedi podržati.

  Andrej Plenković (PPE), napisan. - Podržao sam usvajanje Preporuke o Odluci Vijeća o ovlašćivanju država članica da u interesu Europske unije ratificiraju Ugovor o trgovini oružjem. Nakon višegodišnjih pregovora, u travnju 2013. godine usvojena je Rezolucija Ujedinjeni naroda A/67/L.58 o Ugovoru o trgovini oružjem. Bilo je potrebno uspostaviti zajedničke međunarodne standarde i regulirati trgovinu konvencionalnog oružja radi suzbijanja ilegalne trgovine koja pogoduje međunarodnom terorizmu i organiziranom kriminalu. S obzirom na alarmantne procjene UN-a o gotovo jedan milijun od osam milijuna dnevno proizvedenog oružja koji se izgubi ili ukrade te uglavnom završi u krivim rukama smatram da je važno pristupiti brzoj ratifikaciji Ugovora o trgovini oružjem na razini država članica jer će se na taj način spriječiti gruba kršenja međunarodnog zakonodavstva u području ljudskih prava i humanitarnog prava. Zbog ratnih zbivanja iz 90-tih godina, Hrvatska vrlo dobro zna da konvencionalno oružje predstavlja prijetnju ne samo tijekom oružanog sukoba već i nakon njegovog završetka. Smatram da je potpisivanje ovog Ugovora od strane država članica u interesu Europske unije te da će odaslati snažnu poruku trećim državama koje to još nisu učinile.

  Franck Proust (PPE), par écrit. – L'Union européenne n'étant pas partie à l'Organisation des Nations unies, ce sont les États membres, en conformité avec les intérêts de l'Union, qui doivent signer et ratifier les traités que l'ONU propose. Le traité sur le commerce des armes (TCA) est une avancée considérable pour réglementer le commerce des armes conventionnelles et de certaines munitions et pour éradiquer le commerce illicite d'armes au niveau international. Même si la législation européenne actuelle est plus contraignante que le TCA, celui-ci reste néanmoins important pour l'Union européenne et ses États membres. Je suis donc très heureux d'avoir voté en faveur de ce rapport, d'autant plus qu'il met en avant la bonne coopération entre les États membres et les institutions européennes. En effet, l'avis du Parlement européen est important lors de la signature d'un accord international. Cet avis, mis en exergue dans ce rapport, est suivi par les États membres, ce qui prouve qu'une certaine harmonie existe dans l'Union, quoique certaines personnes puissent en dire.

Unlike weapons of mass destruction and land mines, trade in conventional weapons has not been subject to any legally-binding global instruments. The Arms Trade Treaty is intended to close this gap. After long negotiations, the treaty was adopted on 2 April 2013 through a resolution of the United Nations General Assembly. Three states voted against the Treaty (North Korea, Iran and Syria) and 22 abstained (including China, India and Russia, which could result in slow ratification and possibly incomplete implementation in these countries). The Arms Trade Treaty establishes a common international standard for the regulation of international trade in conventional weapons and, to some extent, on ammunition, parts and components. It also aims to prevent and eradicate the illicit trade in these weapons.

  Sergio Paolo Francesco Silvestris (PPE), per iscritto. - Il trattato sul commercio di armi gioca un ruolo fondamentale in quanto andrà a definire la disciplina internazionale sul commercio delle armi convenzionali, stabilendo norme internazionali comuni per la regolamentazione del commercio internazionale di armi convenzionali e, in qualche misura, di munizioni e di parti e componenti.

Esso mira inoltre a prevenire e sradicare il commercio illegale di tali armi. Plaudo al fatto che esso includa criteri di più alto tenore e di portata più estesa rispetto al TCA, ad esempio elenchi comuni delle attrezzature militari dell'UE più esaustivi, che includono gas lacrimogeni, droni o tecnologia militare e munizioni, parti e componenti.

È vero che il trattato ha comunque una portata limitata rispetto alle aspettative iniziali, ma occorre ora concentrarsi sul fatto di garantire la piena attuazione del trattato da parte dei paesi ratificanti, anche tramite un segretariato del TCA che agevoli la cooperazione tra Stati in settori quali lo sviluppo delle capacità istituzionali, la consulenza legale e l'assistenza tecnica, materiale e finanziaria.

  Davor Ivo Stier (PPE), napisan. - Ugovor o trgovini oružjem ima za cilj regulaciju međunarodne trgovine u području konvencionalnih oružja i iskorjenjivanje ilegalne trgovine oružjem. Do ovog Ugovora nije bilo globalnog instrumenta koji je pravno obavezujući u području trgovine konvencionalnim oružjem. Vjerujem kao će se istim spriječiti ili bitno smanjiti trgovina ilegalnim oružjem, organizirani kriminal i međunarodni terorizam. Pošto je ovo prvi pokušaj reguliranja trgovine oružjem na pravno obavezujući način, smatram da će se ratifikacijom ovoga ugovora bitno podići europski standard regulacije oružja. Stoga sam glasovao za ovaj prijedlog kojim Parlament daje pristanak da se ovlaste države članice da u interesu Europske unije ratificiraju Ugovor o trgovini s oružjem.

  Dubravka Šuica (PPE), in writing. - I support the recommendation of the Arms Trade Treaty as it is an important in creating an international standard for regulating the trade of illicit arms and thus contributing to peace, security, reducing human suffering, promoting inter-state cooperation, transparency and state responsibility. Unlike weapons of mass destruction and land mines, the trade in conventional weapons has not been subject to a legally-binding global instrument, which highlights the importance of adopting the Arms Trade Treaty. As major Countries that are importers and exporters of weapons such as the US and India refrained from signing the Treaty, it is vital that the EU, with roughly 26 % of weapons exports, takes this opportunity to present itself as a leader with this treaty. Croatia was involved in speculation over illegal arms exports to Syria as recent as last year, which is why I would like to highlight the importance of this treaty and support its aim of contributing to reducing the international illicit arms trade. With a transparent exchange of information, this treaty will help us maintain and improve social and economic standards that can otherwise cause a great lack of stability, poverty, regional tensions, terrorism, corruption and, if in the hands of the wrong people, violence as well as major breaches of basic human rights.

Nous encourageons vivement le secteur européen de l'armement à contribuer aux efforts de soutien à la mise en œuvre du traité de manière ouverte et transparente, notamment, le cas échéant, par des partenariats public-privé, et à favoriser le respect du traité, en particulier par le renforcement des obligations de responsabilité et l'obligation découlant de la responsabilité de prévenir des transferts illicites d'armes.

  Nuno Teixeira (PPE), por escrito. - O Tratado das Nações Unidas sobre o Comércio de Armas visa regulamentar o comércio internacional de armas convencionais e eliminar o comércio ilícito de armas. O Tratado exige igualmente das Partes que controlem as exportações de armas convencionais de forma a garantir que estas não são utilizadas para fins de terrorismo ou em caso de violação de Direitos Humanos. Dado que a União não é Parte no Tratado das Nações Unidas sobre o Comércio de Armas, o Conselho irá adotar uma decisão que autorizará os Estados-Membros a ratificar o referido Tratado no que respeita às questões que relevam da competência exclusiva da União, tendo o Parlamento Europeu, com o meu voto positivo, mostrado uma posição favorável à mesma.

  Silvia-Adriana Ţicău (S&D), în scris. - Am votat pentru rezoluția legislativă a Parlamentului European din 5 februarie 2014 referitoare la proiectul de decizie a Consiliului de autorizare a statelor membre să ratifice, în interesul Uniunii Europene, Tratatul privind comerțul cu arme.

Tratatul privind comerțul cu arme a fost adoptat la 2 aprilie 2013, printr-o rezoluție a Adunării Generale a Organizației Națiunilor Unite. Trei state au votat împotriva tratatului (Coreea de Nord, Iran și Siria), iar 22 de state s-au abținut (inclusiv China, India și Rusia), ceea ce ar putea conduce la o ratificare lentă și, eventual, la o implementare incompletă în aceste țări. Tratatul privind comerțul cu arme stabilește un standard internațional comun de reglementare a comerțului internațional cu arme convenționale și, într-o oarecare măsură, cu muniție, piese și componente. Se urmărește, de asemenea, prevenirea și eradicarea comerțului ilicit cu aceste arme.

  Derek Vaughan (S&D), in writing. - Today I was pleased to vote in favour of the Arms Trade Treaty, which is a UN agreement on regulating the trade in conventional weapons. This is the first global agreement on conventional weapons and represents ten years of negotiations between governments and NGOs. I welcome the increased calls for transparency in the trade in arms and the requirement for governments to evaluate any proposed arms trade for the likelihood that the weapons will be involved in genocide or terrorism. This treaty is a positive move for the protection of human rights and the enhancement of global security. I hope that this agreement will achieve the 50 signatories required from states for ratification.

  Marie-Christine Vergiat (GUE/NGL), par écrit. – J'ai voté en faveur de cette résolution appelant les États membres à ratifier rapidement le traité international sur le commerce des armes (TCA). Le commerce des armes conventionnelles n'est en effet pour l'instant l'objet d'aucun instrument international juridiquement contraignant. Ce traité négocié dans le cadre de l'ONU doit donc établir une norme internationale pour réglementer le commerce des armes conventionnelles et des munitions ainsi que de leurs pièces et éléments. Il vise également à prévenir et à éliminer le commerce illicite de ces armes. On peut regretter les lacunes et la portée limitée du traité (rien sur les gaz lacrymogènes, les drones ou la technologie militaire, par exemple), d'autant que la réglementation européenne en matière d'exportations d'armes conventionnelles fixe par ailleurs des normes beaucoup plus élevées et a une portée plus large que le TCA. Pour autant, une ratification rapide de ce traité par tous les États membres de l'Union enverra un message aux pays tiers qui n'ont pas encore ratifié le protocole, à l'instar des États-Unis. Reste aussi à attendre que certains États membres, notamment la France, ne soient pas parmi les principaux pourvoyeurs d'armes à travers le monde.

  Angelika Werthmann (ALDE), schriftlich. - Vorliegende Empfehlung beschäftigt sich damit, den Handel mit konventionellen Waffen künftig internationalen Normen zu unterwerfen. So soll nicht zuletzt der illegale Waffenhandel unterbunden und schließlich zur Gänze abgeschafft werden. Dies ist definitiv ein anstrebenswertes Ziel.
