  Giles Chichester (ECR), in writing. - The ECR Group welcome the ambition behind a number of the proposals within this report, such as ending mobile roaming charges by the end of 2015 and strengthening consumer rights. However, we are extremely concerned at the substantial shift in competence from national regulators to the Commission in terms of radio spectrum. In addition the proposals were subject neither to a public consultation nor an acceptable impact assessment and were published no more than seven months in advance of the last plenary session of the seventh European Parliament (2009-2014). The ECR Group are also extremely concerned that amendments were adopted that would mean a specific court order would be required to filter/block sites containing child abuse with illegal material posted on them. Furthermore the amendments adopted on ‘net neutrality’ ignore the reality of how network management works in practice, and would limit providers’ capacity to reasonably manage their networks efficiently, ultimately resulting in higher prices for consumers. While the ECR Group believe we must avoid creating a two-tier Internet, it must be ensured that innovation in the sector is not stifled. Due to the issues outlined the ECR Group abstained on the proposals.
