  Pino Arlacchi (S&D), in writing. - I am in favour of this report because it aims to ensure the efficient monitoring of the crossing of external borders. It is fundamental to set strict rules for the search and rescue operations and on the identification of migrants intercepted at sea in order to enable Frontex to respond more effectively and to prevent deaths at sea. The “operational plan” governing Frontex-coordinated border surveillance operations must henceforth include procedures to ensure that persons needing international protection, victims of trafficking in human beings, unaccompanied minors and other vulnerable persons are identified and given appropriate help. Furthermore, through the sea operation, the participating units will address the special needs of children, victims of trafficking, persons in need of urgent medical assistance, disabled persons, persons in need of international protection and other persons in a particularly vulnerable situation throughout the sea operation.
