  Adina-Ioana Vălean (ALDE), in writing. - I congratulate my colleagues for their work in this vital dossier for our citizens. A complete reform of the current own resources system is imperative if we want the budget of the EU to be a transparent and equitable one. Nevertheless, I deeply deplore the reluctant position of the Council which refused any reform of the VAT contribution system. How can we expect our citizens to trust the investments made through the EU budget, if its structure remains as undemocratic and opaque as ever. VAT contributions remain to this day unevenly distributed among Member States, with some being blessed by rebates, preferential quotas and lump sum payments, while the others are only entitled to carry the burden of these exceptions. Therefore, I expect and wish for a thorough review of the own resources system to be finalised by the High Level Working Group by the end of this year, in order to be able to put an end to the current imbalances at the post-electoral revision in 2016.
