  La Présidente. – L'ordre du jour appelle le débat sur le rapport de Ska Keller, au nom de la commission des libertés civiles, de la justice et des affaires intérieures, sur les mesures provisoires dans le domaine de la protection internationale au profit de l'Italie et de la Grèce (COM(2015)0286 - C8-0156/2015 - 2015/0125(NLE) (A8-024/2015)).

  Ska Keller, Berichterstatterin. Frau Präsidentin! Liebe Kolleginnen und Kollegen und Abgeordnete des Europäischen Parlaments! Sehr geehrter Herr Kommissar der Europäischen Kommission! Sehr geehrte Vertreter des Europäischen Rates und Vertreterinnen und Vertreter der Mitgliedstaaten, die sich freiwillig in der Europäischen Union zusammengeschlossen haben.

Sie und wir alle haben uns zusammengeschlossen mit der Idee der Menschenrechte, der Freiheit, des Rechts und der Solidarität. Und genau um diese europäischen Werte geht es in meinem Bericht: Um Menschenrechte, denn wir reden hier über Menschen, die vor Krieg und Verfolgung geflohen sind und bei uns Schutz suchen, um Menschenrechte für genau diese Menschen. Um Freiheit, denn diese Menschen sind auf der Suche nach einem Leben in Frieden und in Freiheit. Um Recht, denn Flüchtlinge haben Rechte, sie sind keine Pakete, die wir kreuz und quer durch Europa schicken können, ohne danach zu fragen, welche Interessen und Wünsche und Vorstellungen sie haben. Um Solidarität, denn alle Mitgliedstaaten sind aufgefordert, ihren Beitrag zu leisten. Solidarität ist das, was uns zusammenhält. Wenn der eine in Not ist, hilft die andere. Alle von uns können jederzeit in die Lage gelangen, Solidarität zu brauchen.

Wir als Parlament – und dafür möchte ich mich ausdrücklich bei unseren Schattenberichterstatterinnen und Schattenberichterstattern bedanken – haben in einer Wahnsinnszeit, in wenigen Wochen diesen Bericht ausgehandelt. Wir als Parlament fordern die verbindliche Verteilung von 40 000 Flüchtlingen, und wir sagen ganz klar: Das kann erst der Anfang sein. Wir fordern, dass die Interessen der Flüchtlinge soweit wie möglich berücksichtigt werden. Wir als Parlament, wir haben unseren Job gemacht.

Und der Rat? Es ist nichts weniger als eine Schande, dass die Mitgliedstaaten es nicht geschafft haben, sich auf 40 000 Plätze zu einigen. Erst haben sie gesagt, verbindlich, das geht ja nicht, Solidarität, das muss schon freiwillig sein, und dann haben sie trotzdem noch versprochen, dass die 40 000 zusammenkommen – war aber nichts, gerade mal 32 000 sind dabei rausgekommen. 32 000 Plätze für Flüchtlinge. Wir sollten nicht vergessen, dass in Griechenland jede Woche über zwanzigtausend Flüchtlinge ankommen. Wir sollten auch nicht vergessen, dass im Libanon über eine Million Flüchtlinge untergebracht sind, und der Libanon hat weiß Gott andere Probleme und nur vier Millionen Einwohnerinnen und Einwohner, während in Europa 500 Millionen Einwohnerinnen und Einwohner zu Hause sind.

Eine große Zahl von genau diesen Europäerinnen und Europäern zeigt uns gerade, was eine Harke ist! Die Menschen in Ungarn, Österreich, Frankreich, Deutschland, Finnland und allen anderen Mitgliedstaaten zeigen ganz praktisch, was Solidarität und Empathie bedeutet. Als Abgeordnete und Regierungen sollten wir und Sie nicht dahinter zurückbleiben! Und deswegen ist es richtig, dass die Kommission ein weiteres Instrument für die Notfallverteilung vorschlagen will, mit 120 000. Diesmal soll auch Ungarn berücksichtigt werden. Das ist ein richtiger Schritt, aber wir können da nicht stehen bleiben. Wir brauchen endlich einen permanenten Verteilungsschlüssel für den Fall, dass ein Notfall eintritt, und wir müssen in der Lage sein, zu entscheiden und vorwärtsgehen zu können, wenn dieser Notfall da ist, und uns nicht blockieren zu lassen von diversen Mitgliedstaaten.

Wir brauchen aber auch endlich eine tiefgreifende Reform von Dublin, denn da ist der Haken: Dublin funktioniert nicht, Dublin ist tot. Wir müssen herauskommen, wir brauchen endlich eine faire Verteilung: fair für die Mitgliedstaaten, aber auch fair für die Flüchtlinge.

Europa steht vor einer großen Herausforderung, und viele reden sogar von einer echten Krise. Und ja, die Herausforderung, viele tausend ankommende Flüchtlinge aufzunehmen und zu versorgen, ist nicht gering. Aber wir sollten nie vergessen, dass die eigentlichen Krisen ganz woanders sind, dass die eigentliche Herausforderung von den Flüchtlingen getragen wird, die diese Herausforderung auf sich nehmen. Menschen, die vor Assads Bomben fliehen, vor dem Terror von Da´isch, vor diktatorischen Regimen – das ist die eigentliche Herausforderung, das ist die eigentliche Krise.

Und diesen Menschen zu helfen, muss unsere Aufgabe sein. Europa, als eine der reichsten Regionen weltweit, kann bei dieser Aufgabe aber nur scheitern, wenn wir uns selbst ein Bein stellen, und das sollten wir nicht machen, dazu sollten wir es nicht kommen lassen! Vielen Dank.

  Dimitris Avramopoulos, Member of the Commission. Madam President, today’s debate is very timely. It concerns the positive opinion of Parliament on the first emergency relocation mechanism. However, as Members know, the Commission is adopting a new package on migration which will be officially presented to them tomorrow.

As I have repeatedly said, both I personally and this Commission are committed to accelerating and enhancing our actions to face the migratory challenge, which is a European one. The proposal for the emergency relocation of persons in clear need of international protection from Italy and Greece is an important part of the measures we are already putting in place to address this unprecedented situation. Therefore, allow me to express my appreciation to our rapporteur, who has led the discussions on this complex file in a very constructive and engaging manner.

The aim of this proposal is twofold: to relieve the pressure on Italy and Greece and to ensure the dignified treatment of the persons concerned. The Commission welcomes the approach Parliament proposes to take.

The interests of the applicants should, as much as possible, match those of the Member States. The system has to be implemented in such a way as to create a win-win situation and to prevent secondary movements. This is why, in deciding which Member State an applicant should be relocated to, specific account should be taken of the qualifications and characteristics of the applicant, such as language skills and other individual indications based on family, culture or social ties which could facilitate their integration. At the same time, our aim is to have something as simple and efficient as possible in order to ensure that these persons can be relocated as quickly as possible. This will ensure the proper protection of the applicants concerned while alleviating the burden on Italy and Greece.

The Commission shares the concerns of Parliament when it comes to vulnerable persons. It is foreseen that they should be the priority in the implementation of the scheme. The special needs of asylum applicants, including their health, should be of primary concern, and the best interests of the child should always be a primary consideration.

As you are aware, the Council reached a general approach in our proposal in July. Member States, in general, made considerable efforts to show solidarity and agreed to the relocation of 40 000 persons over two years and, as a first step, to the relocation of 32 256 persons. I am confident that the Member States will update their figures by the end of this year so as to reach 40 000, in line with the commitment that they have taken. The discussions in the Council confirmed that this remains a very challenging topic, but we should be able to feel proud as soon as the results are achieved. The refugee crisis is a reality and no one can pretend that it does not concern us all.

Such results would not have been thinkable only a few months ago. Indeed, it is the first time that Member States have collectively – and not just bilaterally – agreed to relocate persons in clear need of international protection. It is now of utmost importance that we proceed quickly to the implementation of the scheme, including by the establishment of the hotspots. I am personally engaged in assuring an accelerated and effective rollout of the hotspots as soon as possible, and certainly before the decision enters into force.

The hotspot approach is not only necessary for the implementation of the relocation decision but is, more importantly, a key measure of solidarity vis—à—vis the most affected Member States that rely on the coherent mobilisation of European agencies. The European Asylum Support Office (EASO) will provide support in the processing of asylum applications and the registration of migrants. Frontex will help with the return process, while Europol and Eurojust will assist in the investigation of criminal networks.

It is crucial that we provide holistic support to Member States under pressure and ensure ownership and build trust with other Member States. The first hotspots have already been set up in Sicily, Lampedusa and Taranto. One more is going to be set up within the next few days in Piraeus in Greece. A workshop organised by the Commission, together with EASO, for the Member States on relocation and resettlement will take place on 1 October. The third relocation and resettlement forum will also take place this autumn to continue the discussion on the technical modalities.

We can all agree that the recent developments – unprecedented arrivals of migrants and asylum applicants – will require further action. Members have clearly called for a permanent relocation mechanism based on a distribution key. Parliament will this time be co-legislator on the file and I look forward to your engagement. This proposal will already build on many of the ideas put forward by this House during its debates on relocation. In this respect, I would like to thank you for your valuable contribution.

Let me underline that, more than ever, we need to work in a comprehensive way as there is no single solution. The Commission will continue and speed up the implementation of all the aspects of this common challenge, as set out in the agenda on migration.

I wish to thank Members very much for their attention and am ready to take note of their remarks and answer their questions.

  Jeroen Lenaers, namens de PPE-Fractie. – Dank aan de commissaris voor de uitgebreide toelichting. Ik vind het jammer dat de eerste rij van de Raad leeg is, want ik had het juist naar aanleiding van alle intense debatten die in de Raad gevoerd zijn, erg belangrijk gevonden om ook hier vandaag in dit debat de stem van de Raad te horen. Want ik ben, en velen met mij, toch teleurgesteld in het resultaat dat de Raad bereikt heeft. Ik had echt gehoopt - en misschien ben ik daarin wat naïef geweest - dat na de afgelopen zomer, na alles wat er gebeurd is van Calais tot Oostenrijk en van Bodrum tot Boedapest, wij hier in een andere sfeer deze problematiek zouden bespreken.

Maar als er één ding is wat de lidstaten bewezen hebben, is dat een systeem van vrijwilligheid voor herverdeling gewoon niet werkt. Op het moment dat er 20 000 vluchtelingen per week aankomen op een eiland als Lesbos, maar wij niet in staat zijn om 16 000 vluchtelingen uit Griekenland op vrijwillige basis te herverdelen over andere landen, dan is het gewoon zo dat vrijwilligheid niet werkt. Dan moeten wij naar een bindend systeem gaan en ik ben blij dat dit Parlement dat in grote mate steunt.

Maar laten wij onszelf niet voor de gek houden: het herverdelen van vluchtelingen is slechts één onderdeel van een Europese migratie-agenda. Als we niks doen, als we geen vooruitgang kunnen boeken op alle andere onderdelen, zoals efficiënt terugkeerbeleid, betere afspraken met derde landen, het aanpakken van mensensmokkelaars, het aanpakken van de onderliggende oorzaken van de onrust, dan kunnen wij het hier in deze zaal nog heel lang hebben over het herverdelen van vluchtelingen, maar dan hebben we aan de oorspronkelijke oorzaken te weinig gedaan.

  Iliana Iotova, au nom du groupe S&D. Madame la Présidente, les événements des derniers mois ont montré que nous ne pouvons pas faire une politique seulement pour la Méditerranée. La pression migratoire sur les frontières terrestres est énorme. Les mesures prises par la Commission ne sont plus actuelles. Le débat n'est plus sur les chiffres de la relocalisation parce qu'ils changent de jour en jour.

Monsieur le Commissaire, le règlement de Dublin ne fonctionne plus. Certains États membres situés aux frontières extérieures ont cessé d'enregistrer les migrants car ils n'ont plus de moyens ni de ressources. Le mécanisme permanent et contraignant est plus que nécessaire. La Commission doit le proposer et le Conseil doit l'adopter au nom de la solidarité européenne. Malheureusement, le siège du Conseil est aujourd'hui vide. Il convient d'apporter un certain soulagement aux États membres situés aux frontières extérieures et de leur conférer un statut particulier. Ce sont eux qui accueillent la majorité des migrants. Il faut rendre opérationnels les points d'accès (hot spots) le plus vite possible. Nous avons besoin d'une stratégie commune et de mesures pour démanteler les réseaux de trafiquants.

Aucune de ces mesures ne pourra être réellement appliquée si l'Europe ne participe pas de manière active à la résolution des conflits dans les pays tiers. L'Europe doit revenir sur ses positions de leader mondial.

  Bill Etheridge (EFDD), blue-card question. When you talk about a binding mechanism, would you not accept that if there is a binding mechanism putting these people into different areas it would (a) not only be the end of all national sovereignty, but (b) also be an effective amnesty for every single person who turns up on the shores of Europe? If you have a binding mechanism, all it will do is relocate people when they arrive.

Are those two factors things you would agree with and think are a good thing?

  Илияна Йотова (S&D), отговор на въпрос, зададен чрез вдигане на синя карта. През изминалите дни някои европейски политици, включително и г-н Саркози, предложиха граничните страни, включително и моята страна България, да станат нещо като санитарен пояс на Европа и да се приемат само там бежанци.

Ако ми задавате този въпрос, Вие или сте съгласен с тази политика, или не познавате европейското законодателство, защото то дава ясно разграничение за бежанци, от една страна, и за икономически имигранти. Ние говорим за политика по отношение на бежанците и аз Ви моля да прочетете добре законите.

  Helga Stevens, namens de ECR-Fractie. – Mijn delegatie is voor een verplichte spreiding van asielzoekers, maar onder drie strikte voorwaarden. En die voorwaarden zijn voor ons allemaal even belangrijk.

Vooreerst moeten maatregelen worden genomen om onze buitengrenzen beter te bewaken. Ik denk hierbij aan het oprichten van hotspots en de daaraan gekoppelde effectieve terugkeer van economische migranten.

Ten tweede moet de Europese Commissie de kwalificatierichtlijn amenderen, zodat EU-lidstaten een sterk activeringsbeleid kunnen voeren.

Ten derde dient de spreiding van asielzoekers eerlijk te zijn en dus rekening te houden met onder andere reeds verwerkte asielaanvragen en historische migratiestromen.

De huidige herverdelingsparameters voldoen hieraan niet, integendeel. Deze leggen de verantwoordelijkheid opnieuw bij de West-Europese landen die tot hiertoe de meeste inspanningen leverden. Opnieuw vraag ik me af: is dit wat wij onder Europese solidariteit verstaan?

  Angelika Mlinar, im Namen der ALDE-Fraktion. Frau Präsidentin! Wir stehen vor der größten politischen Herausforderung der nächsten Jahre. Meiner Meinung nach wird dies noch immer unterschätzt und zu sehr als technisches Problem gesehen. Wir reden aber nicht von Nummern, wir sprechen von Menschen – Menschen wie du und ich, nicht Menschen einer anderen Kategorie. Nur weil die Politik das Thema lange Zeit nicht angehen wollte, ist dieses Chaos entstanden. Damit muss Schluss sein! Es ist daher notwendig, unseren Staatschefs fünf grundlegende Prinzipien in Erinnerung zu rufen.

Erstens: die Grundrechte. Hinter der Debatte um Kategorien wie Migrantinnen, Flüchtlinge und Asylsuchende stehen am Ende immer Menschen. Jeder Mensch – egal ob registriert oder nicht – hat zu jeder Zeit grundlegende Menschenrechte wie das Recht auf Würde und das Recht auf Leben.

Zweitens: das Friedensprojekt Europa. Gerade die instabile Situation im Nahen Osten muss uns auch den Wert der europäischen Integration vor Augen führen. Nur deswegen können wir heute in Frieden, Wohlstand und Sicherheit leben. Aus dieser Position der Sicherheit können wir anderen Menschen helfen.

Drittens: das Errichten von Mauern. Viktor Orbán ist nicht der einzige, der derzeit Zäune baut. Auch andere Politiker, wie David Cameron, errichten Abgrenzungen, auch wenn diese nicht aus Stacheldraht sind. Das vergangene 25-Jahr-Jubiläum des Mauerfalls hat uns aber deutlich in Erinnerung gerufen, dass solche Abgrenzungen bloß Machtlosigkeit demonstrieren und keine wirkliche Lösung sind. Die zugrundeliegenden Ursachen lassen sich nicht durch Abschottung beseitigen.

Viertens: die Macht der Zahlen. Für eine seriöse Diskussion brauchen wir seriöse Zahlen. Die populistische Zahlenspielerei mit übertriebenen Ankunftszahlen und Mehrfachzählungen verzerrt die Diskussion und nützt alleine nur den Angstmachern.

Und fünftens: eine gesamteuropäische Perspektive. Die Flüchtlingsproblematik ist eine gesamteuropäische Frage. Die Grenzthematik muss mit einer starken Sicherheits- und Außenpolitik verknüpft werden. Offene Innengrenzen und stabile Außengrenzen erfordern auch eine aktive gemeinsame europäische Außenpolitik.

Eine entscheidende Rolle dabei spielen die Werte, die Europa groß machen: die Achtung der Menschenrechte und das humanitäre Augenmaß. Zurzeit sind die Menschen sehr hilfsbereit, aber wenn die Politik den Kopf weiter in den Sand steckt, dann wird sich das ändern.

  Κώστας Χρυσόγονος, εξ ονόματος της ομάδας GUE/NGL. Κυρία Πρόεδρε, η Ευρωπαϊκή Ένωση, στην πραγματικότητα, στερείται πολιτικής για την αντιμετώπιση του προσφυγικού ζητήματος. Αυτή η ανυπαρξία πολιτικής είναι συνυπεύθυνη για το γεγονός ότι περισσότεροι από 2.000 άνθρωποι έχουν χάσει τη ζωή τους στην προσπάθειά τους να φτάσουν στην Ευρωπαϊκή Ένωση. Η πρόταση της Επιτροπής για τη μετεγκατάσταση 40.000 ατόμων που χρήζουν διεθνούς προστασίας από την Ελλάδα και την Ιταλία σε άλλες χώρες είναι και αυτή σταγόνα στον ωκεανό. Στην Ελλάδα, η οποία έχει υποδεχτεί πάνω από 260.000 άτομα από την αρχή της χρονιάς, οι αριθμοί αυτοί ηχούν ως προσβολή, ιδίως αν αναλογιστεί κανείς ότι το Συμβούλιο προτείνει τη μετεγκατάσταση μόλις 32.000 ατόμων, αγνοώντας εσκεμμένα την κατάσταση που έχει διαμορφωθεί στα ελληνικά νησιά, τα οποία «βουλιάζουν» κάτω από το βάρος των ανθρώπων που καταφθάνουν καθημερινά σε αυτά. Χρειαζόμαστε λοιπόν μηχανισμό μετεγκατάστασης με μόνιμο και υποχρεωτικό χαρακτήρα και απάλειψη του κριτηρίου πρώτης εισόδου από τον κανονισμό "Δουβλίνο". Κυρίως όμως χρειαζόμαστε μια ειρηνική λύση στη Συρία και κατ’ επέκταση και στο Ιράκ, διότι μόνο αυτή μπορεί να αποτελέσει μόνιμη απάντηση. Οι άνθρωποι αυτοί αναγκάζονται να φεύγουν από τις χώρες τους και να ζητούν άσυλο στην Ευρώπη ακριβώς λόγω των πολέμων που έχουν ξεσπάσει με συνυπαιτιότητα και των δυτικών χωρών και κυβερνήσεων, και από τις δύο πλευρές του Ατλαντικού.

  Judith Sargentini, namens de Verts/ALE-Fractie. Ik wil de Europese Commissie complimenteren met de aanpak van deze vluchtelingencrisis. Vóór de zomer dacht ik: wat een mager voorstel, 40 000 mensen hervestigen. Wat schieten we daar nou mee op? Ik waardeerde de mogelijkheid om hiermee tot een verdeelsleutel te komen, maar vond uw geste eigenlijk beperkt.

Nu ik toch de sterke indruk heb dat morgen de Europese Commissie met een ruimer voorstel gaat komen en wij misschien deze zomer hebben gezien dat de wal het schip aan het keren is, wil ik u complimenteren. In dat licht weet ik ook niet hoe ik moet begrijpen dat de Europese Raad hier nu niet aanwezig is. Want eigenlijk moeten we stellen dat we hier geen vluchtelingencrisis hebben, als je ziet hoe vluchtelingen aankomen op het station in München en dan in een paar uur tijd op een opvangplek komen met schone lakens en een warme douche, dan zou ik zeggen: we kunnen de vluchtelingencrisis wel aan. Wat we hebben is een bestuurscrisis! We hebben een bestuurscrisis die zich volgende week maandag toch moet oplossen. 14 september ontmoeten de ministers van Justitie en Binnenlandse Zaken elkaar en als zij er dan niet uitkomen, denk ik dat onze bestuurscrisis zich verdiept.

Het verbaast me als ik zie dat, als Angela Merkel oproept een kopgroep te vormen, er landen zijn die niet mee willen doen, landen in West-Europa die dan wegkijken! Dat landen in Midden- en Oost-Europa bij elkaar komen en met het vingertje naar een ander wijzen. Als ik tegen mijn moeder vroeger zei: bij Marietje thuis hoeven ze niet af te wassen, dan zei mijn moeder: dat is een zaak van bij Marietje thuis. Wij doen dat hier anders!

Dit is een persoonlijke verantwoordelijkheid die we moeten nemen en ik wens de Europese Commissie daar veel sterkte mee! Tot slot wil ik u zeggen: dit Europees Parlement staat daarbij van links tot rechts achter u.

  Laura Ferrara, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, innanzitutto vorrei complimentarmi con la collega Keller per il buon lavoro e con gli altri relatori ombra. Peccato però che questo lavoro sia di fatto stato svilito, sia da un punto di vista contenutistico, tenuto conto che il Consiglio ha già approvato la sua decisione che stravolge completamente quella che era la posizione del Parlamento europeo e faccio riferimento all'obbligatorietà della ricollocazione dei migranti tra gli Stati membri; alle quote e via dicendo.

Poi sia stato svilito da un punto di vista procedurale perché proprio per la procedura d'emergenza – che poi abbiamo visto che così non è stato, non si può parlare di emergenza per una proposta che è arrivata ad aprile, siamo a settembre, e ancora ne stiamo discutendo – è una procedura di emergenza che non coinvolge il Parlamento europeo, se non con una consultazione che non è vincolante, tant'è che, ripeto, il Consiglio ha già approvato la propria decisione.

Bene, mi piace ricordare che il Parlamento europeo è l'unica istituzione che è eletta democraticamente dei cittadini, che rappresenta di fatto il volere dei cittadini europei. Quante volte ci siamo sentiti chiedere: cosa fa l'Europa? Dov'è l'Europa? Sicuramente dovremmo essere più tempestivi, dovremmo avere un cambiamento del regolamento di Dublino – così come chiediamo da tempo – una ripartizione dei migranti tra Stati membri che si sia vincolante e obbligatoria tra tutti, in modo tale che la solidarietà e la cooperazione non restino riconosciute soltanto sulla Carta e sui trattati ma siano applicati in concreto.

Signor Presidente, onorevoli colleghi, Commissario, penso che per affrontare in maniera pragmatica questa difficoltosa situazione servano almeno tre criteri fondamentali. Il primo, di cui si parla sempre, è quello di proteggere chi scappa dalla guerra; un principio sicuramente giusto e importante, di cui si parla, che stiamo affrontando e che sta affrontando anche la Commissione, mi sembra, in maniera più vigorosa sicuramente in quest'ultimo periodo.

Il secondo, sono i rimpatri; per chi non è rifugiato, per chi non ha diritto, perché è evidente che l'Europa non può sobbarcarsi milioni e milioni di persone povere, perché diventerebbe ovviamente il caos e – da questo punto di vista, ovviamente, bisognerebbe aiutare i paesi di frontiera per identificare le persone e vedere chi ha diritto e chi no – e poi bisogna anche risolvere i problemi alla radice, perché sappiamo che ci sono delle guerre e l'Europa deve usare tutta la sua forza per poter pacificare le situazioni di guerra, penso in primo luogo alla Siria, ma penso anche all'Eritrea, dove c'è una guerra da trent'anni da cui le persone scappano. Perché vede, c'è un diritto umano – che non viene spesso pronunciato neanche qui – che è il diritto di vivere e di morire là dove si è nati e penso che dovremmo tenerne conto.

  Ελευθέριος Συναδινός (NI). Κυρία Πρόεδρε, το σχέδιο του Προέδρου της Επιτροπής Γιούνγκερ και του αρμόδιου επιτρόπου Αβραμόπουλου για τη μετανάστευση είναι μια απόδειξη για το πώς αντιλαμβάνονται οι λεγόμενοι τεχνοκράτες τα πραγματικά προβλήματα. Για παράδειγμα, προτείνουν τη μετεγκατάσταση 40.000 ατόμων εντός δύο ετών, όταν τόσοι έχουν εισέλθει σε ένα ελληνικό νησί του ανατολικού Αιγαίου μόνο το δίμηνο Ιουλίου - Αυγούστου. Ζητούν από τα κράτη μέλη δεσμευτικές ποσοστώσεις. Απάντηση έλαβαν πρόσφατα από τους πρωθυπουργούς Ηνωμένου Βασίλειου και Ουγγαρίας. Ο Κάμερον δήλωσε ότι η Αγγλία θα υποδεχθεί πρόσφυγες αποκλειστικά προερχόμενους από τους υπάρχοντες καταυλισμούς στη Συρία. Ο Ορμπάν έφτιαξε φράκτη στα σύνορα Ουγγαρίας-Σερβίας και δήλωσε ότι η χώρα του δε συζητά για ποσοστώσεις αν δεν σφραγιστούν πρώτα τα εξωτερικά σύνορα της Ευρωπαϊκής Ενώσεως. Τα ελληνικά νησιά και η Ιταλία «βουλιάζουν» και κάποιοι, δήθεν ανθρωπιστές, χύνουν τώρα δάκρυα για τον μικρό Αϊλάν ενώ δεν αντέδρασαν τόσο καιρό στις σφαγές χιλιάδων Αϊλάν από το ισλαμικό κράτος και από τους υποκινημένους από τη Δύση αντικαθεστωτικούς στη Συρία. Τα χρήματα δεν απαλύνουν τον ανθρώπινο πόνο και δεν αγοράζουν την ειρήνη. Λύσεις απλές υπάρχουν:

- κατάργηση του κανονισμού (ΕΕ) αριθ. 604/2013 που αφορά στις πρώτες χώρες εισόδου·

- συνολική επανεξέταση της συνθήκης "Δουβλίνο ΙΙ"·

- δημιουργία χώρων υποδοχής στην Τουρκία, όπου θα εξετάζονται όλες οι αιτήσεις ασύλου·

- προώθηση σε χώρες της Ευρωπαϊκής Ένωσης αποκλειστικά και μόνο όσων πληρούν τα κριτήρια.

  Agustín Díaz de Mera García Consuegra (PPE). Señora Presidenta, pues sí, yo tampoco veo ahí enfrente al Consejo. Lo primero que quería hacer era felicitar a Francisca y al osado ponente por un trabajo tan rápido y tan eficaz envuelto en una enorme sensibilidad. Lo segundo que quiero decir ya ha sido dicho, pero yo profundizaré un poco más.

No me gusta que, para sacar adelante la consulta de esta Decisión del Consejo, hayamos tomado como base legislativa el artículo 78, apartado 3, porque, en puridad, hurta al Parlamento todas sus competencias en el camino de la colegislación.

Lo que queremos, señor Avramopoulos, es poder pronunciarnos cuanto antes sobre un procedimiento y sobre un mecanismo en el que intervenga eficaz y realmente este Parlamento, en función de lo establecido en el artículo 78, apartado 2.

Yendo al fondo del asunto, quiero hacer un pronunciamiento personal que tiene que ver con el pronunciamiento de mi grupo político. Estamos a favor de lo obligatorio y lo permanente. Estamos a favor de dar prioridad a las personas vulnerables, especialmente a los niños. Estamos a favor de revisar cuanto antes Dublín: Dublín es injusto y obsoleto, y no afronta una crisis de esta proporción y de esta magnitud.

Y, finalmente, señora Presidenta, quiero que se tengan en consideración ―y lo ha dicho el señor Avramopoulos― las preferencias de los solicitantes de asilo, la lengua, la reunificación familiar y la cultura.

  Monika Flašíková Beňová (S&D). Musím povedať, že celá táto téma sa nám zredukovala na pár takých kľúčových výrazov. Tie kľúčové výrazy sú ale vnímané z pohľadu členských štátov rozdielne. Jeden z týchto výrazov sú kvóty. Žiaľbohu celkovú pomoc ľudským bytostiam, živým ľuďom sme zredukovali na výraz kvóty. Nedeje sa to iba v jednej krajine, je to v slovníku viacerých politikov členských štátov Európskej únie. Druhým významným problémom alebo kľúčovým pojmom je spôsob komunikácie. Európska komisia, Európsky parlament ani Rada nenašli vhodný spôsob komunikácie, ako túto tému priblížiť občanom členských štátov Európskej únie. Aj preto v niektorých krajinách dochádza ku veľmi komplikovaným situáciám. A ten tretí problém je, že sme vlastne celé leto nič nerobili. Stretávali sme sa tu od apríla, držali sme minútu ticha, prijali sme rezolúciu a nikto neskontroloval, ako sa tá rezolúcia napĺňa. Chcem preto požiadať Komisiu, aby dôsledne kontrolovala, akým spôsobom sú napĺňané závery predchádzajúcej rezolúcie, aj tej, ktorú prijmeme v týchto dňoch.

  Jussi Halla-aho (ECR). Madam President, the image of the drowned Syrian child haunts us all and it is easy to get emotional. However, that image is not very representative. The vast majority of the asylum seekers coming to my country and many others are not Syrian children, but young men from countries like Iraq, Somalia, Western Africa and even Albania. They flee from poverty and unemployment, which is understandable, but we cannot afford this kind of immigration in these kinds of numbers.

A relocation system is bad for Europe itself, but it is also bad for the refugees of the world. Should we use our resources on the lucky ones who make it to Europe, or should we use them to improve the living conditions of the millions who will, in any case, remain in the camps? We must address the pull factors. The new government in Denmark has drastically cut the benefits paid to immigrants and tightened the rules of family reunification. These are the kinds of measures that Europe as a whole should implement without delay.

  Cecilia Wikström (ALDE). Fru talman! Först vill jag tacka kommissionen, kommissionär Avramopoulos, föredraganden och skuggföredragandena för deras outtröttliga arbete med detta mycket viktiga betänkande. Det svarar nämligen mot ett stort behov av nya livsmöjligheter för många flyktingar som nått Italien och Grekland, och som nu kommer att kunna finna ett nytt hem och nya livschanser överallt i EU.

Jag beklagar att stolen där framme står tom. Där skulle rådet ha varit. Tusk, som är rådets ordförande, skulle ha varit här och tagit del av denna debatt. Jag är mycket, mycket besviken för att han inte tar sitt ledarskap på allvar, och jag vill gärna att det tas till protokollet.

Jag tycker att det är viktigt att vi i dessa tider nu inser att det bara är genom ett gemensamt europeiskt samarbete som vi kommer att kunna hantera utmaningarna med flyktingarna. Det är skamligt, som sagt, att rådet är frånvarande.

Nu behöver vi däremot förtäta vårt samarbete, eftersom de medborgare som i tusentals har stått på tågstationer, öppnat sina hem och visat medmänsklighet har mer rätt att vänta av oss politiker. Nu är det dags att vi går från ord till handling.

  Barbara Spinelli (GUE/NGL). Signor Presidente, onorevoli colleghi, i trattati mentono su quello che siamo, non siamo un faro di civiltà, non abbiamo una comune politica d'asilo, non siamo stati solidali con la Grecia, non lo siamo con i migranti. Ricordo qui una cifra: l'85% dei rifugiati si trovano nei paesi poveri del mondo. Domani voteremo la relazione Keller, che propone una modesta giusta ripartizione dei profughi, il Consiglio già sta svuotandolo.

Ieri Statewatch ha scritto: "Se il Parlamento non impone a Commissione e Consiglio misure vincolanti e permanenti, è insensato indire future elezioni europee". Sono d'accordo! Penso che il Parlamento dovrà censurare la Commissione se non va oltre le rilocazioni e non organizza vie legali di fuga e la fine di Dublino, ma soprattutto deve minacciare il taglio di fondi di funzionamento del Consiglio, il più colpevole di incompetenza, il più incapace di azione.

  Jean Lambert (Verts/ALE). Madam President, the need for solidarity between Member States on issues concerning those seeking asylum has been discussed frequently in this House over the years, and we have called for solidarity to be shown. Today’s proposal gives us one way in which we can do that.

Many of us in the House feel that it is not good enough for certain governments to complain about the supposed failure of other Member States and then wash their hands of the matter and step back from offering assistance, with what are, at times, pretty weak and pathetic excuses. It is clear that Greece and Italy need help. We know the situation in those countries and, as I say, the proposals offer a way forward.

A couple of colleagues made reference to the British Government, and I am deeply ashamed that the British Government is not willing to follow the German example. In fact, it seems to be aligning itself more with the Danish one in relation to the matter of benefits as if, somehow, creating poverty and destitution among those who are pushed to come here is something to be proud of. I know that my country is offering support through the European Asylum Support Office and within the region, and that is important, but we could do so much more. And the public at home thinks that too.

We know the conditions which lead to better integration – in terms of language, family, community, all of those things – but it is not everything and it does not mean that certain Member States with no real experience can stay inexperienced on the basis of their own prejudice and preference.

  Diane James (EFDD). Madam President, the overwhelming surge in migration over these summer months, principally from conflict zones where EU interference was a major contributory cause, requires resolution – that is without doubt – but not resolution at any cost to provide a short—term fix. The European continent is now a magnet for this migration surge, with Italy and Greece at the forefront; we all know that. Yes, it needs addressing, but fast-track dispersal is just too high—risk given the global conflict and security situation that exists currently. Migrant well-being should not come at the cost of EU citizens’ well-being, specifically threats where potential terrorists – as we have already seen – can enter countries unhindered and unchecked and move around the continent, as will be the case with this mechanism. This is a short-term knee-jerk response to solving a problem with a quick fix rather than addressing the origins, including existing causal EU policies. That is what needs to happen.

Signor Presidente, onorevoli colleghi, l'aspetto più grave di questa politica di accoglienza indiscriminata è rappresentato dalla proposta di istituzionalizzarla che è contenuta in questa relazione e avrà l'unico risultato di far scomparire per sempre l'Europa etnicamente omogenea e culturalmente omogenea selezionata da secoli di storia.

Anziché prevedere con intelligenza dei centri di accoglienza e di rifugio nei paesi di provenienza, nel Nord Africa, lontano dall'Europa, si attuano le politiche della signora Merkel, che prevede di istituire l'accoglienza di poco meno di un milione di rifugiati, di immigrati, di persone accuratamente selezionate. Questo è il buonismo della signora Merkel – vale quello che vuole andarsi a scegliere i suoi immigrati – e di questa politica e di questi risultati, la signora Merkel è la prima responsabile perché spalanca le porte dell'Europa a milioni di persone, perché sarà un messaggio diffuso in tutt'Europa. La signora Merkel si rende responsabile di creare di nuovo in Germania il razzismo…

Κυρία Πρόεδρε, η Ευρωπαϊκή Ένωση και οι κυβερνήσεις της, σε συμμαχία με τις Ηνωμένες Πολιτείες και το ΝΑΤΟ, αφού πρώτα έβαλαν φωτιά στη Συρία, στη Βόρεια Αφρική και αλλού για χάρη των συμφερόντων των μονοπωλίων, υποκρίνονται τώρα ότι ανησυχούν για την προσφυγιά και την μετανάστευση. Διαχωρίζουν τους μετανάστες σε νόμιμους και παράνομους, σε "καλούς" πρόσφυγες και "κακούς" μετανάστες για απέλαση και ενισχύουν τους κατασταλτικούς μηχανισμούς στρώνοντας το έδαφος στην εγκληματική δράση φασιστικών ρατσιστικών ορδών. Η «à la carte» άρση του Δουβλίνου αποκαλύπτει ότι τα μονοπώλια "διψούν" για πάμφθηνους εργάτες. Να γιατί δεν κρύβεται η αιτία της προσφυγιάς και της μετανάστευσης που είναι το ίδιο το σάπιο εκμεταλλευτικό σύστημα, αυτό που γεννά ιμπεριαλιστικούς πολέμους, επεμβάσεις και φτώχεια! Εδώ και τώρα λοιπόν πρέπει άμεσα να ληφθούν μέτρα ανακούφισης με χρηματοδότηση και να εφαρμοστούν άμεσα διαδικασίες για ταξιδιωτικά έγγραφα προς τις χώρες προορισμού των προσφύγων και των μεταναστών. Πρέπει να σταματήσουν οι ιμπεριαλιστικές επεμβάσεις και η επιχείρηση EU NAVMED Force. Πρέπει να καταργηθούν τώρα η συνθήκη Schengen, η Εuropol, η Frontex και ο κανονσιμός "Δουβλίνο". Η δράση τους αποδεδειγμένα έχει μετατρέψει τη Μεσόγειο σε υγρό τάφο.

  Salvatore Domenico Pogliese (PPE). Signor Presidente, onorevoli colleghi, la decisione formalizzata dal Consiglio rappresenta un timido passo in avanti, che sancisce un parziale risveglio dell'Europa dopo il silenzio assordante di questi ultimi anni. Finalmente, si applica un meccanismo solidaristico per ripartire i profughi tra gli Stati membri, ma si poteva e si doveva fare certamente di più.

Innanzitutto i 40 000 profughi da ripartire nei prossimi due anni, che in realtà ad oggi sono stati individuati in 32 000, rappresentano una goccia nell'oceano, in base a quelli che sono i flussi migratori registrati in questi ultimi mesi. Ecco perché mi auguro che quanto anticipato dalla Commissione Junker, il riferimento per esempio a 120 000 profughi da ripartire in maniera aggiuntiva, possa finalmente concretizzarsi e possa trovare maggiore sensibilità all'interno del Consiglio. Tutto ciò, poi, non si può basare su meccanismi di adesione volontaria degli Stati membri, ma bisogna individuare un meccanismo obbligatorio e coercitivo, che non può limitarsi altresì a meccanismi temporanei ma deve, invece, basarsi – a mio modo di vedere – su un sistema permanente di ricollocazione, modificando una volta per tutte il sistema di Dublino 3.

Ecco perché mi auguro che quello di oggi possa rappresentare un tassello di un mosaico all'interno del quale l'Europa possa tornare protagonista, non più silente e impotente spettatrice, nell'affrontare un'emergenza assoluta qual è certamente quella dell'immigrazione. Attraverso una politica che con chiarezza sancisca l'assoluta solidarietà nei confronti dei profughi, di chi scappa dalle guerre, dalla carestia, ma restando intransigente nei confronti dei migranti economici.

  Josef Weidenholzer (S&D). Frau Präsidentin! Drei Punkte: Dieser Beschluss von morgen ist wichtig, er ist überfällig, er ist ein Zeichen der Anerkennung dessen, was Länder wie Griechenland, Italien und andere Anrainerstaaten geleistet haben. Aber er ist ein Tropfen auf den heißen Stein. 40 000, das ist in etwa das, was täglich, wöchentlich in Griechenland an Menschen zuströmt.

Zweitens, wir wissen ganz klar: Dublin ist tot und wir brauchen einen permanenten Mechanismus, der Dublin ersetzt. An dieser Arbeit muss das Europäische Parlament beteiligt sein. Es kann nicht sein – wie das bisher gewesen ist –, dass man uns bloß anhört, sondern wir wollen mitreden, vor allem deshalb, weil wir gesehen haben, was passiert, wenn man das dem Rat überlässt: Da kommt nämlich gar nichts heraus. Und das große Problem ist, dass wir keine Zeit mehr haben. Wir haben gute Grundlagen. Wir haben im April eine gute Grundlage beschlossen, und wir dürfen keine Zeit verlieren. Wir haben einen Sommer der Enttäuschung hinter uns, wo Probleme nicht gelöst wurden, die Unsicherheiten gestiegen sind und die Menschen immer mehr von Europa enttäuscht wurden.

Und drittens, es gibt kurzfristige Probleme: Es sind zehntausende Menschen auf dieser Balkanroute unterwegs. Niemand tut etwas für sie. Sie sind der Witterung ausgesetzt. Ich war selber in Idomeni und Gevgelija und habe das gesehen. Die Mafia infiltriert dieses ganze Gebilde, und ich glaube, Herr Kommissar, es ist notwendig, dass Sie etwas unternehmen, schnell und gleich. Es geht nicht um Riesensummen.

  Νότης Μαριάς (ECR). Κυρία πρόεδρε, μεταφέρω στο Σώμα την κραυγή αγωνίας των κατοίκων των νησιών του Αιγαίου. Η φτωχοποιημένη από το μνημόνιο Ελλάδα δεν αντέχει άλλους πρόσφυγες και παράνομους μετανάστες. Πάνω από 230.000 πρόσφυγες έχουν κατακλύσει την Ελλάδα από τις αρχές του 2015. Στη Λέσβο μόνο βρίσκονται αυτή τη στιγμή πάνω από 10.000 πρόσφυγες την ώρα που το νησί έχει μόνο 80.000 κατοίκους. Στη Κω η κατάσταση είναι εκρηκτική. Στη Σάμο, την οποία πρόσφατα επισκέφθηκα, αλλά και στη Χίο τα προβλήματα είναι οξυμένα. Εδώ και τώρα λοιπόν απαιτούνται άμεσα μέτρα: πρώτον, κατάργηση του κανονισμού "Δουβλίνο ΙΙΙ" που μετατρέπει την Ελλάδα σε αποθήκη ψυχών· δεύτερον, εφαρμογή της ρήτρας κατανομής όλων των προσφύγων και των παράνομων μεταναστών σε επίπεδο Ευρωπαϊκής Ένωσης και όχι μόνο σαράντα χιλιάδων όπως προτείνει η Επιτροπή· τρίτον, μέτρα κατά της Τουρκίας η οποία στηρίζει τα δουλεμπορικά κυκλώματα, όπως αποκάλυψε η Χουριέτ στις 29 Μαΐου 2015· τέταρτον, γενναία αύξηση των κονδυλίων της Ευρωπαϊκής Ένωσης προς την Ελλάδα, διότι τα ποσά που έχουν προβλεφθεί είναι ψίχουλα δεδομένης της κρισιμότητας της κατάστασης· πέμπτον, αποκατάσταση της διεθνούς ειρήνης στη Μέση Ανατολή.

   Gérard Deprez (ALDE). Madame la Présidente, félicitations à la Commission et à notre rapporteure pour la qualité du travail qui a été fait. Comme beaucoup de mes collègues et comme la quasi-totalité, je l'espère, de cette assemblée, je soutiens un plan de répartition solidaire et équitable des réfugiés en fonction des capacités contributives des différents États.

J'ai trois remarques. Premièrement – on l'a déjà dit –,  il faut réformer d'urgence le mécanisme de Dublin, qui est l'institutionnalisation de l'égoïsme au détriment des États les plus exposés sur les frontières.

Deuxièmement, en matière de relocalisation et de répartition, il y a un amendement qui a été adopté à l'initiative de notre rapporteure, et qui prévoit qu'il faut tenir compte, autant que faire se peut, des préférences des candidats à relocaliser. Je pense que c'est important parce que les réfugiés ne sont pas des colis que l'on peut dispatcher de manière mécanique.

Troisièmement, plutôt que de laisser les États membres, notamment la Grèce et l'Italie, décider de la répartition des candidats entre les différents États, je pense que cette tâche devrait revenir au Bureau européen d’appui en matière d’asile (EASO), parce que c'est le seul moyen de garantir un mécanisme impartial et cohérent sur tout le territoire de l'Union.

  Ulrike Lunacek (Verts/ALE). Frau Präsidentin, Herr Kommissar, meine Damen und Herren! Zuerst einmal danke an meine Kollegin Ska Keller für diesen Bericht. Es ist wirklich ein guter Vorschlag, und ich bin froh, dass der jetzt hier auch eine Mehrheit findet.

Ich finde es auch gut, dass Kommissionspräsident Juncker morgen vorschlagen wird, noch weitere 120 000 Flüchtlinge hier aufzunehmen und auch in der Europäischen Union zu verteilen. Aber das wird nicht genug sein. In den Flüchtlingslagern in der Region leben vier Millionen Menschen, und in Syrien selbst sind Millionen auf der Flucht. Das heißt, was wir brauchen, ist ein System – das Dublin-System funktioniert nicht mehr, es muss durch ein solidarisches System ersetzt werden –, legale Zugänge und eine verbindliche Verteilung der Flüchtlinge. Und man muss Flüchtlingen auf Augenhöhe begegnen. So, wie das in der letzten Woche viele Teile der Zivilbevölkerung in Österreich, in Deutschland, aber auch in Ungarn gemacht haben, die gefragt haben, was sie brauchen und ihnen geholfen haben, weiterzukommen. Das brauchen wir: legale Wege, Flüchtlingen auf Augenhöhe begegnen und durchaus auch etwas wie Botschaften vor Ort öffnen, um diese legalen Wege zu ermöglichen.

  Kristina Winberg (EFDD). Fru talman! Jag undrar vilken fantasivärld föredraganden lever i. Hon stöder idén om en bindande omfördelningsmekanism, samtidigt som hon vill omförhandla Dublinförordningen. Vad får detta för konsekvenser?

Om människor får valmöjligheter att välja mellan att komma till ett av Europas rikaste länder, Sverige, med enorma förmåner, vad skulle få dem att välja något annat land?

Sverige har redan cirka 300 utanförskapsområden, där invandrare lever i parallella samhällen. Föredraganden ser alltså detta som en stor möjlighet, eftersom det underlättar integrationen. Exakt hur förbättras integrationen av att det som i Sveriges fall bildas no go-zoner, där polisen undviker att ta sig in? Det finns områden i Sverige där 56,2 procent av invånarna har utländsk bakgrund, betydligt mer än våra grannländer. Därför vänder vi oss emot denna omfördelningsmekanism.

  Vicky Maeijer (ENF). Het debat over de massa-immigratie is verworden tot een wedstrijdje "kijk mij eens moreel verheven zijn", waarin de media, politici en andere groepen mensen elkaar de loef proberen af te steken. En alles om de burgers thuis een schuldgevoel aan te praten en de import van honderdduizenden illegale immigranten te rechtvaardigen. Want wilt u zich echt moreel verheffen, dan neemt u toch zelf een asielzoeker in huis? Dat het misschien wel één van de 4000 terroristen van de islamitische staat is die met die illegale immigranten zijn binnengekomen, wordt er niet bij gezegd en kritische vragen zijn uit den boze.

Maar wat komen deze hoofdzakelijk jonge mannen hier doen? Waarom helpen zij niet bij de wederopbouw van hun eigen land? Waarom zijn de steenrijke Golfstaten en het veilige Turkije niet goed genoeg? Het antwoord is duidelijk. Omdat daar geen gratis huis, gratis zorg en gratis geld te halen valt. Daarom wagen zij hun kans op het water en de Europese Unie maakt het mogelijk.

In plaats van deze asieltoename te stoppen gaat de Europese Unie de illegale immigranten verdelen en dit Parlement wil zelfs dat zij straks ook nog een eindbestemming kunnen kiezen. Namens wie spreekt u eigenlijk? Niet namens de meerderheid van de Nederlanders die de grens wil sluiten en tegen het opnemen van meer vluchtelingen is.

Polska ma problemy z imigrantami, których w ramach realizacji absurdalnej doktryny dublińskiej trzyma się w obozach koncentracyjnych i oni z nich chcą uciec – z Polski do Niemiec, do Austrii i innych krajów.

Dlaczego? Dlatego, że w Polsce są znacznie niższe zasiłki socjalne. Jeżeli zlikwidowalibyśmy zasiłki socjalne, to wtedy nie przyjeżdżaliby do Polski ludzie, ani do całej Europy ludzie, którzy chcą żyć z zasiłków. Ludzie, którzy chcą pracować, są cenni. Natomiast tych się odsyła do kraju, a do nas bierze się ludzi, którzy nie chcą pracować. Jest to absurdalna polityka, powodująca zalew Europy śmieciem ludzkim. Powiedzmy jasno – śmieciem ludzkim, który nie chce pracować. I Ameryka zbudowała potęgę, bo przyjmowała imigrantów chcących pracować, bo nie dawała im żadnych zasiłków. A my niszczymy Europę. I ta polityka jest przypadkiem upadku Europy. Dziękuję za uwagę.

  Ildikó Gáll-Pelcz (PPE). Ön azzal kezdte a hozzászólását, hogy a vita időben érkezett. Bár nem figyel rám, éppen a telefonjával foglalkozik, elmondom Önnek, ez a vita nem időben érkezett, rendkívül jelentős késésben vagyunk! Jelenleg úgy csinálunk, mintha tennénk valamit, miközben nem a problémát oldjuk meg, hanem tovább bonyolítjuk a helyzetet. Ez alapvetően elhibázott megoldás. Ami a jelentést illeti, sajnos nem időszerű. Egyetlenegy száma sem időszerű. Fölülírta a menekültek nagy száma. A helyzet leírása sem időszerű, meg sem említi Magyarországot, pedig hazámban van a népesség arányában a legnagyobb menekültáramlat. Mit javasol ez a jelentés? Kvóta migránsokat képez, akik szabadon mozognának az Európai Unió belső határai között. Nem állnának meg ott, ahová küldjük őket, még ha szeretnénk is jó helyre küldeni, mert bármikor megváltoztathatják az eredeti szándékuk szerint, hogy hol szeretnének élni.

Azt gondolom, nem ez a helyes megoldás. A helyes megoldás képviselőtársaim, hogy valamikor hoztunk egy rendeletet, és ez a rendelet jelenleg érvényben van. A mi feladatunk az, hogy ezt a rendeletet betartsuk és betartassuk. Amennyiben nem működik, mint sokan említették, akkor tegyünk javaslatot arra, hogy ezt a rendeletet módosítsuk. De amíg létezik a rendelet, addig be kell tartani. A határainkat pedig, képviselőtársaim, meg kell védeni! Nincs más lehetőség, mert akkor Schengen és az Európai Unió biztonsága van veszélyben. A probléma forrását pedig a gyökereinél kell megkeresni, ez pedig az Európai Unión kívül van.

  Branislav Škripek (ECR). Súčasná vlna migrácie predstavuje míľnik pre kontinent, ktorý je vybudovaný na kresťanských základoch. Masová migračná vlna môže zmeniť tvar Európy. Je príležitosťou i ohrozením zároveň. Veľké množstvo ľudí utekajúcich pred hrôzami vojny však nemôžeme ignorovať – túto vojnu vedú islamskí fundamentalisti a vedú ju z náboženských dôvodov, vyháňajú mnoho svojich súkmeňovcov. Avšak je jasné, že tu migruje aj mnoho ľudí z iných dôvodov. A tiež je pravdou, že my nedokážeme a nemôžeme všetkých bezvýhradne prijímať. Považujem za dôležité pomôcť všetkým, ktorí sú v ohrození života. Apelujem na krajiny strednej a východnej Európy, ktoré majú svoje kresťanské korene, aby dokázali, že hodnoty evanjelia nie sú iba prázdne slová. Nie je však v našich silách – v silách každej krajiny – ponúknuť azyl všetkým ľuďom. Preto pokladám za nevyhnutné, aby členské štáty mali právo zvoliť si, ktorých utečencov prijmú. Nakoniec, sú to práve občania európskych krajín, ktorí s nimi budú zdieľať svoje susedstvá, svoje ulice a svoje mestá.

  Maite Pagazaurtundúa Ruiz (ALDE). Señor Presidente, señor Korwin-Mikke, no son basura humana.

Este informe nace porque se ahogaron más de 800 personas el 18 de abril de 2015. Señora Keller, muchísimas gracias por su trabajo. Mientras se redactaba y se discutía este informe, Italia seguía recuperando cuerpos; otros países, también. No eran basura humana. Ayer, 7 de septiembre de 2015, el representante del Consejo, en una reunión de urgencia extraordinaria con nuestra Comisión LIBE, decía que el informe no tiene un enfoque realista. Hoy no está presente aquí el Consejo. Pero incluso el número de 60 000 refugiados que pueden ser acogidos ha quedado superado por la realidad que para el Consejo no es realista.

Este informe pide un sistema de asilo común, no un mecanismo de emergencia. Lo que no es realista, señor Avramopoulos, es pensar que el Consejo vaya a abordar este problema real, ni que se pongan de acuerdo en un sistema de asilo que funcione y que supere Dublín, ni en que se comprometan todos los Estados de forma obligatoria. Italia, Grecia y otros países necesitan apoyo real, y necesitamos una política de defensa europea en las grandes zonas de guerra. Que todos sepan que el Consejo lo que espera es que la opinión pública se olvide este tema.

Pane předsedající, my slyšíme z Německa na jednu stranu, jak chce štědře přijmout všechny uprchlíky, kteří do Evropy přichází, a jak můžou být tito uprchlíci přínosem pro německou ekonomiku. Na druhé straně ale slyšíme z Německa hlasy po rozdělení uprchlíků i do zemí, kde jednak veřejnost tyto uprchlíky nechce a kde ani tito uprchlíci žít nechtějí. Požadovat rozdělení uprchlíků prostřednictvím povinných kvót ignoruje fakt, že všichni ti uprchlíci směřují do Německa za vyšší životní úrovní, vyššími sociálními dávkami, ignoruje fakt, že v České republice a v dalších zemích nikdo tyto povinné kvóty nechce. A já vám garantuji, že jestli Českou republiku v kvótách přehlasujete, tak to pouze způsobí, že valná většina veřejnosti v České republice nebude chtít v takovéto Evropské unii zůstat.

  Λάμπρος Φουντούλης (NI). Η υποκρισία και η ανικανότητα της Ευρωπαϊκής Ένωσης και των θεσμών περισσεύουν στο θέμα της λαθρομετανάστευσης. Φοβάστε ακόμα και τις λέξεις: όποιος περνά παράνομα τα σύνορα μιας χώρας είναι λαθραίος. Μην μπερδεύετε τον ανθρωπισμό με τη νομιμότητα. Η Μεσόγειος και το Αιγαίο έχουν μεταβληθεί σε ένα απέραντο νεκροταφείο. Μία είναι η λύση: δημιουργία των "hot spots" στις γειτονικές χώρες με συνεργασία Ευρωπαϊκής Ένωσης και Ύπατης Αρμοστείας του ΟΗΕ και αξιολόγηση επιτόπου των προσφύγων που η Ευρωπαϊκή Ένωση και οι ΗΠΑ δημιούργησαν, αφού αιματοκύλισαν το μισό πλανήτη. Όσοι πληρούν τα κριτήρια και τους έχουν ανάγκη οι χώρες της Ευρωπαϊκής Ένωσης, θα ταξιδεύουν νόμιμα και δεν θα στοιβάζονται σε σαπιοκάραβα και λαστιχένιες βάρκες με κίνδυνο της ζωής τους. Οι υπόλοιποι θα επαναπροωθούνται στις χώρες καταγωγής τους. Με τον τρόπο αυτό σταματά άμεσα και η δράση των δουλεμπόρων. Τα στοιχεία που αναφέρονται σε αυτή την έκθεση έχουν ξεπεραστεί. Μόνο τον Αύγουστο ήρθαν πάνω από εκατό χιλιάδες παράνομα στην Ελλάδα. Η Ελλάδα της κρίσης έχει αποδείξει τον ανθρωπισμό και τη συμπαράσταση της, σώζοντας καθημερινά στο Αιγαίο τις ζωές εκατοντάδων ανθρώπων. Όμως έχουμε φτάσει πλέον στο όριο μας. Έχει έρθει η ώρα για να αναλάβει η Ευρώπη την ευθύνη της.

  Heinz K. Becker (PPE). Herr Präsident, Herr Kommissar! Auch wenn wir schon ganz gespannt auf die Vorschläge von Präsident Juncker morgen warten, halte ich die Diskussion über den Bericht Keller nicht für unaktuell, weil wir darauf die kommenden Entwicklungen der nächsten Monate aufbauen können.

Ich möchte einige Punkte festhalten. Zum Beispiel klarerweise, dass es nicht unwichtig ist, dass das Europäische Parlament mit großer Mehrheit die Vorschläge zu einer verbindlichen Quotenregelung mitträgt. Zweitens, dass wir erwarten dürfen, dass die Quotenzahlen – faire Quotenzahlen – dann auch eingehalten werden und nicht durch eine willkürliche Wahl seitens der Migranten, in welches Land sie wollen, ausgehebelt werden. Darüber hinaus glaube ich, dass die Hauptlast jener Staaten auch einer fairen Zuteilung bedarf. So ist es Österreich, das eine unverhältnismäßig größere Belastung zu tragen hat als Italien, auch wenn das öffentliche Bild ein anderes ist.

Ich möchte mit dem Respekt für diesen Bericht von Frau Keller auch meinen Respekt vor der Leistung der Kommission ausdrücken, die in den letzten Wochen und Monaten sehr gute und engagierte Arbeit geleistet hat. Ich denke darüber hinaus, dass die Abwesenheit des Rates beinahe jenen Zynismus erreicht, der auch in der mir bekannt gewordenen Budgetkürzung von Hunderten Millionen Euro bei der Nachbarschaftshilfe zutage getreten ist. Ich bin sicher, morgen wissen alle, Europas Regierungen machen sich schuldig, wenn sie die Vorschläge der Kommission nicht zielorientiert umsetzen.

  Kashetu Kyenge (S&D). Signor Presidente, onorevoli colleghi, è l'ora della verità per l'Europa. Se l'Europa saprà recuperare o no coerenza ai propri valori fondanti a partire dal principio di solidarietà. Questo valore è scritto nei nostri trattati, l'abbiamo appreso a caro prezzo dalla storia comune di europei, che ci ha visto profughi e migranti a milioni. La mia storia di persona migrante dal paese di origine verso l'Europa è cambiata proprio grazie all'incontro con questa storia, con un profugo ungherese in Italia, padre Becketch.

Quell'incontro ha cambiato la mia vita e senza la sua accoglienza incondizionata oggi probabilmente non sarei qui. La decisione di oggi che vede l'adozione di un primo meccanismo straordinario di redistribuzione dei rifugiati è un primo passo, pur parziale, fondato appunto sul principio di solidarietà. Ora andiamo oltre. Il principio di solidarietà deve diventare strutturalmente la base della futura politica migratoria comune dell'Unione europea, Europa nostra, la lezione di solidarietà verso i profughi di tanti cittadini europei. Andiamo oltre gli egoismi nazionali e cerchiamo di costruire un'Europa nostra, grazie alla Commissione e anche alla relatrice.

  Beatrix von Storch (ECR). Herr Präsident! Eine Völkerwanderung unvorstellbaren Ausmaßes überrollt uns, Millionen sind auf der Flucht, die einen vor Krieg, die anderen vor Armut, und die meisten kommen erst noch, auch dank unserer Kanzlerin Merkel. Unsere Systeme brechen zusammen. Wir müssen in Europa neu denken, wenn wir unseren Kontinent weiter wiedererkennen wollen, und wir müssen helfen, aber anders.

Das neue System muss Botschaftsasyl heißen. Asylanträge sollen nur noch in unseren Botschaften gestellt werden, vor Ort, heimatnah. Und die Grenzen nach außen werden geschlossen. Kein Asylantrag mehr bei Einreise. Schlepper verdienen nicht mehr am Elend. Boote kentern nicht mehr. Asylgründe sind heimatnah viel besser zu prüfen und die Verfahren werden kürzer. Die Anreize für Armutsmigranten sinken. Und abgesehen vom besseren Asyl: Über ein Einwanderungsgesetz muss jedes Land selbst entscheiden, souverän, ohne EU-Quoten.

  Bruno Gollnisch (NI). Monsieur le Président, il y aura demain un grand débat sur la crise migratoire. Aujourd'hui, il ne s'agit – si j'ose dire – que de répartir en quelque sorte 40 000 migrants arrivés en Italie et en Grèce.

Il est certain que ces pays doivent être aidés, mais ils doivent être aidés d'abord à protéger leurs frontières qui sont aussi les frontières extérieures de l'Europe. Ils doivent être également aidés à pouvoir faire un tri entre les véritables réfugiés et ceux qui cherchent seulement à mener une existence économiquement plus favorable que dans leur pays d'origine. Ils doivent être aidés également à pouvoir identifier d'éventuels djihadistes qui se mêleraient à ces réfugiés. Ils doivent être aussi aidés à renvoyer dans un pays tiers ou dans un pays sûr les déboutés du droit d'asile.

Je crois cependant que cette aide ne saurait être celle qui est proposée aujourd'hui, qui consiste en réalité à proposer un fantastique appel d'air qui ne résoudra pas le problème de ces 40 000 migrants mais qui, en revanche, va en faire venir des dizaines et des centaines de milliers d'autres.

  Monika Hohlmeier (PPE). Herr Präsident, Herr Kommissar, liebe Kollegen und Kollegen! Zunächst einmal ist es jetzt nicht die Zeit, dass sich die Mitgliedstaaten gegenseitig bashen, es ist die Zeit des Handelns. Es ist nämlich eine Krisenzeit. Es ist auch nicht die Zeit, dass man auf einen einzelnen Regierungschef wie Herrn Orbán losgeht, währenddessen man bei anderen Regierungschefs, wie aus der Slowakei oder aus Tschechien, die unsägliche Kommentare von sich gegeben haben, plötzlich schweigt. Es ist eigentlich die Zeit, dass Mitgliedstaaten miteinander handeln, anstatt gegeneinander zu agieren. Es ist die Zeit, in der wir erkennen müssen, dass bei über einer Million Flüchtlinge, zwei Millionen Flüchtlingen, nicht einzelne Mitgliedstaaten unterschiedlich agieren können, sondern alle müssen wenigstens für Minimalstandards sorgen – das heißt zum Beispiel auch in Griechenland an Herrn Tsipras gerichtet –, wenigstens für Essen, Trinken und ein Dach überm Kopf. Die Menschen dürfen nicht vor Hitze sterben, man muss ihnen ein bisschen gesundheitliche Versorgung anbieten.

Es ist jetzt die Zeit, in der wir ruhig über das Dublin-System nachdenken dürfen und vielleicht einen Vorschlag machen können, den Cecilia Wikström und ich eigentlich schon vor ein paar Jahren gemacht haben, als wir versucht haben, den Mitgliedstaaten einen Krisenmechanismus abzuringen. Dublin funktioniert im Normalfall, aber es funktioniert nicht im Krisenfall, wenn sich ein oder zwei Staaten mit Massen von Flüchtlingen konfrontiert sehen, die sie alleine nicht mehr bewältigen können. Den Vorschlag haben wir übrigens vor vier Jahren gemacht. Vielleicht wäre es besser gewesen, wir hätten ihn damals angenommen.

Alla collega Hohlmeier se sa che la Grecia, che accusa di non aver protetto abbastanza e non proteggere i migranti, ha aspettato tutta l'estate l'esborso di fondi che dovevano venire dalla Commissione e il Commissario Avramopoulos ha detto quest'estate che i fondi ancora non erano erogati perché ancora non c'erano i centri hot spot o di accoglienza eccetera, però, questi centri si possono costruire solo se arrivano i fondi. Insomma, la mia domanda è rivolta sia alla collega Hohlmeier sia al Commissario Avramopoulos.

  Monika Hohlmeier (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Liebe Kollegin, wenn Griechenland Mittel bekommt, dann muss es diese auch für ordnungsgemäße Unterkünfte ausgeben. Sonst kann die Europäische Union auch die entsprechenden Mittel nicht bereitstellen. Und als zweites: Essen und Trinken, das heißt wenigstens Wasser und Brot, wenigstens ein bisschen Unterkunft bieten und den Inseln so lange bei der Aufnahme helfen, bis wir weitervermitteln. Deutschland nimmt ja ohnehin fast alle Flüchtlinge, die aus Griechenland kommen, auf. Auch Österreich nimmt Flüchtlinge auf. Auch Ungarn hat sehr viele Flüchtlinge aufgenommen. Es gibt andere Staaten, die dies nicht getan haben. Deshalb, bitte, lassen Sie uns zusammenarbeiten und nicht immer den Schuldigen woanders suchen.

  Juan Fernando López Aguilar (S&D). Señor Presidente, Comisario, mientras durante largos meses los Estados miembros representados en el Consejo ―hoy ausente― discutían míseramente sobre cuotas, cifras y números, la imagen de Aylan solo, desamparado y muerto ―y no era basura humana― en una playa fuera de la Unión Europea ha sobrecogido el corazón de millones de europeos para frenar la tragedia que ha hecho del Mediterráneo una fosa común bajo un mar de lágrimas.

Y sí, necesitamos mecanismos de emergencia, como este que diseña el informe Keller sobre la base de un procedimiento de consulta del artículo 78, apartado 3, del TFUE. Pero hace falta mucho más que eso, porque no basta un mecanismo de emergencia para realojar a 40 000 seres humanos ―que no son basura―, sino que hace falta un mecanismo a largo plazo, vinculante, que sea capaz de exigir a los Estados miembros que se «retraten» para que la Unión Europea en su conjunto se haga cargo; un mecanismo que asegure un reparto justo y equitativo, y que señale a los Gobiernos que no han movido un dedo y se han resistido de manera mezquina a «retratarse» ―porque algunos lo han hecho solo cuando la opinión pública les ha señalado y algunos ni siquiera entonces―.

Un éxodo que recorre la Unión Europea retrata a Europa, pero retrata sobre todo el pésimo estado de la Unión Europea, que no es ni sombra de lo que dijo ser ni de lo que prometió que sería.

  Anders Primdahl Vistisen (ECR). Hr. Formand! Her i huset taler man meget om, at der skal findes en europæisk løsning på den flygtningekrise, vi står overfor. Men man tager slet ikke hensyn til, at der allerede er europæiske aftaler på plads, der skulle sikre, at situationer som dem, vi oplever i Tyskland, Danmark, Sverige og andre steder i Europa, ikke opstår. Vi skulle have en fælles grænse i kraft af Schengensamarbejdet, hvor migranter skulle registreres, og asylansøgninger behandles. Vi skulle have en Dublin 2-forordning, der fungerede hensigtsmæssigt, og hvor det første sikre land var det sted, flygtningene blev behandlet og fik midlertidigt ophold i, hvis de havde behov for beskyttelse.

De mekanismer dur ikke, og så længe vi ikke kan holde de aftaler, der allerede er indgået på europæisk plan, er det fuldstændig urealistisk at håbe på, at nye aftaler kan indgås og holdes. Derfor er den eneste realistiske reaktion, som krisen ser ud lige nu, at man genindfører den nationale grænsekontrol, for så kan de enkelte medlemsstater i det mindste få styr på de flygtningekriser, der er opstået i hele Europa.

  Anna Maria Corazza Bildt (PPE). Mr President, the people of Europe – those in Germany, Austria, Hungary and also Sweden, for example – are writing a new page of our history. They are showing humanity and tolerance, values that unite us as Europeans. Germany is currently taking the lead, by virtue not of its economic power but of its moral status. It is time for the Member States to show solidarity and agree on a binding mechanism for sharing responsibility.

The emergency relocation measure for 40 000 asylum seekers is a good step but it is not enough. We have to save lives and treat all those coming to Europe with dignity. But we cannot allow them all to stay. Every Member State should still carry out a humane and legally—certain individual assessment of all asylum seekers in accordance with our common rules within six months.

Yes, citizens have legitimate concerns on how to cope with so many coming at the same time. We need to meet those fears with concrete solutions, not populism. Let us face it, the best way to deal with a new exodus in our time is to strengthen cooperation, join forces and support common institutions.

It is time to reveal the true face of those who kidnap the asylum agenda, in an attempt to bring polarisation, isolation and national solutions by criticising everything and everyone without giving proposals.

It is the opposite that is needed: we need more Europe. It is time to change the rhetoric. In the short-term, yes, refugees are a cost, but in the long-term Europe needs them. They are a benefit to our society. Refugees, welcome to Europe!

Szeretném mondani, hogy a LIBE bizottságban igen széles körű támogatásra talált ez a jelentés, ami azt mutatja, hogy nem politikai hovatartozás kérdése az, amiről itt vitatkozunk, hanem a közösen vállalt európai értékeink követelik meg, hogy az eddigieknél biztonságosabb és emberségesebb lehetőségeket kínáljunk azoknak, akik az életüket mentik. Olyan mechanizmusra van szükség, amelyik biztosítja nemcsak a menekültekkel való, hanem a tagállamok közötti szolidaritást is. Különösen fontosnak tartom, hogy a jelentés világossá teszi, a jelenlegi megoldást csak első lépésnek tekintjük, és meggyőződésünk, hogy állandó és kötelező eljárást kell kiépíteni a menekültek újraosztására.

Az is világos, hogy nemcsak Magyarország, Görögország és Olaszország számára van szükség segítségre, hanem minden rászoruló államra. Azt gondolom, hogy a Parlament ezzel a jelentéssel nagyon világos jelzést küld, támogat egy hatásosabb, erősebb és közös európai menekültpolitikát. És azt gondolom, most a tagállamok vezetőin van a sor, hogy végre annyi hezitálás után felismerjék a közös felelősséget. Hiszen, ha ezt a felelősséget nem ismerik föl, akkor az Európai Uniónak az alapeszméitől térnek el, azzal fordulnak szembe.

  Geoffrey Van Orden (ECR). Mr President, I have compassion for those who have suffered great danger fleeing conflict and great sympathy for those people in those coastal areas of Italy and Greece who have borne the brunt of the current migration flow. We have a crisis, but I am afraid EU policy has made it worse.

The Schengen open borders system has encouraged entry. The Commission plan to distribute large numbers of migrants across Europe is further incentive. Today it is 40 000, plus 120 000. How many more tomorrow? Over nine million people have left their homes in Syria. The people-traffickers are being enriched at the cost of human life. All this is happening at a time of raised threats of terrorism.

The first priority of EU policy should be the security and cohesion of our countries and the rights of our own citizens. Certainly, we need to relieve the pressure on Italy and Greece. Instead of making the problem worse we should focus on improving border security and a functioning system for the processing of migrants, including the return of those that are not genuine refugees.

We must help people fleeing persecution, but above all we must protect our democracies.

  Tomáš Zdechovský (PPE). Pane předsedající, obecně tento návrh považuji za nutnou reakci na současnou migrační krizi. Sám jsem během léta navštívil několik uprchlických táborů v jižní Evropě, v Itálii, na Maltě a v dalších státech a situace je velice vážná. Proto i já podporuji, abychom hledali nějaké konkrétní řešení, a od obecných proklamací přešli ke konkrétním krokům.

Evropská unie však nesmí přistoupit k nátlaku na členské státy, aby si vzaly takový počet uprchlíků, jak je tomu v návrhu. Celý mechanismus je postaven na dobrovolnosti. Jak se ukázalo, takto je tento mechanismus průchozí.

Příkladem je Česká republika, která se přihlásila k přijmutí podobného počtu uprchlíků, který byl stanoven tímto mechanismem. Určitě se nebrání žádné zodpovědnosti. A jestli někdo tady kritizuje Českou republiku, neměl by číst vyjádření pouze skrze média, ale měl by si ověřovat skutečně fakta o tom, co premiér řekl či neřekl, či se podívat na stránky úřadu vlády, kde jsou všechny dokumenty.

Myslím si, že ta kritika není správná. Je potřeba opravdu rozlišovat, co kdo řekl. A na závěr bych rád řekl, že je potřeba rozdělit populismus a je potřeba rozdělit pragmatismus. Ne všichni, kdo se chovají populisticky, se chovají pragmaticky.

  Anna Hedh (S&D). Herr talman! Jag välkomnar Keller-förslaget även om det är för lite och för sent. EU och alla medlemsstater måste omgående visa större solidaritet med människor som flyr krig och förföljelse.

För att vi ska kunna leva upp till de krav som de mänskliga rättigheterna ställer måste alla länder ta sitt ansvar. Det är inte hållbart att bara en handfull medlemsstater tar emot flyktingar. En jämnare fördelning är ett måste för att skapa ett hållbart europeiskt asylsystem och för att vi ska kunna hjälpa fler.

Om omfördelningen ska fungera i praktiken, krävs att alla medlemsstater faktiskt lever upp till den EU-lagstiftning om asyl som de har skrivit under. En omfördelning enligt detta förslag är bara ett första steg. Det behövs ett permanent och tvingande system.

Avslutslutningsvis så måste även tillträde till Europa underlättas för dem som har behov av skydd. Kommissionen måste omgående lägga fram förslag för att skapa lagliga vägar till EU. Vi har inte råd att vänta medan flyktingarna dör på vägen till Europa.

  Bernd Kölmel (ECR). Herr Präsident! Ich begrüße grundsätzlich die in diesem Bericht gezeigte Hilfsbereitschaft, diese Menschlichkeit gegenüber diesen Flüchtlingen, und aus diesem Grund werde ich diesem Bericht auch zustimmen, wenngleich ich leider überzeugt davon bin, dass wir den Flüchtlingen im Grunde nicht helfen werden. Schon deshalb, weil diese Regelungen wieder einmal viel zu kompliziert sind.

Europa fehlt ein abgestimmtes Gesamtkonzept für diesen Flüchtlingsbereich. Die Flüchtlingskrise kann nicht in der EU alleine gelöst werden. Wir brauchen hierfür einen viel größeren Ansatz. Dafür müssen wir die Anrainerstaaten einbeziehen. Vermutlich muss sogar weltweit ein abgestimmtes Konzept entstehen. Das kann nicht von heute auf morgen entstehen, aber man muss irgendwann die ersten Schritte dazu tun. Dazu ist aber auch ganz entscheidend, dass man keine falschen Anreize setzt. In Deutschland beispielsweise spricht man sehr gerne von einer Willkommenskultur, das halte ich für falsch. Wir sollten von einer Hilfskultur sprechen, damit wir den Menschen auch helfen können und diese Hilfe in den Vordergrund stellen und nicht die falschen Anreize setzen.

  Μιλτιάδης Κύρκος (S&D). Κύριε Επίτροπε, δεν είναι εδώ δυστυχώς το Συμβούλιο και φοβούμαι ότι είναι κάπου και χύνει κροκοδείλια δάκρυα διότι αυτή δεν είναι η πρώτη τραγωδία. Η Μεσόγειος, από τη Λαμπεντούζα μέχρι τα μικρασιατικά παράλια, είναι γεμάτη πτώματα.

- Αντιμετωπίζει το Συμβούλιο με ουσιαστικό τρόπο την υποδοχή και μεταχείριση των προσφύγων;

- Όχι διότι φορτώνει απλώς το βάρος στις πλάτες των κρατών της πρώτης γραμμής τα οποία, όπως γνωρίζει καλά ο κ. Επίτροπος, δεν καταφέρνουν να ανταποκριθούν.

- Προτείνει το Συμβούλιο μόνιμο και δεσμευτικό μηχανισμό;

- Όχι διότι επαφίεται στην καλή προαίρεση των κρατών, τα οποία όμως, με φωτεινή εξαίρεση την Γερμανία, αδυνατούν να αρθούν στο ύψος των περιστάσεων. Ακόμη και η Γερμανία όμως θα μπορούσε να επιδείξει μια πιο ευρωπαϊκή στάση, αφού για κάθε 500.000 πρόσφυγες, οι 350.000 περνούν από την ανήμπορη Ελλάδα.

- Εξασφαλίζει το Συμβούλιο ότι δεν θα έχουμε άλλους θανάτους;

- Όχι διότι ασχολούμαστε με τους πρόσφυγες μόνο αφού φτάσουν σε ευρωπαϊκό έδαφος και όχι πιο πριν.

Εκτιμώ ότι χρειάζονται τρία πράγματα: άμεση ενίσχυση των κρατών της πρώτης γραμμής, ρεαλιστικά δεσμευτική κλείδα κατανομής και νόμιμοι και ασφαλείς δρόμοι έλευσης των προσφύγων που ξεκινούν από τη Συρία.

Monsieur le Président, la situation urgente de ces milliers de réfugiés qui risquent leur vie pour tenter de rejoindre notre continent impose une réponse politique forte et commune, une réponse européenne à la hauteur d'enjeux historiques qui représentent un des plus grands défis portés à nos valeurs et à notre humanité.

Nous avons besoin de ces premières mesures de relocalisation en faveur de l'Italie et de la Grèce pour donner corps à la solidarité dont nous avons, jusqu'ici, fait cruellement défaut. Mais, surtout, nous avons besoin d'un mécanisme de répartition permanent et obligatoire pour engager tous les États membres sur la voie du partage des responsabilités. Je salue en ce sens les propositions ambitieuses qui ont été récemment formulées par la chancelière allemande et le président de la République française et qui vont résolument dans la bonne direction. Le Conseil des États membres doit prendre toutes ses responsabilités et s'engager, comme le fait déjà la Commission.

Répondons enfin à l'urgence de la situation par une action collective digne et solidaire car il s'agit bien ici d'aider des femmes, des hommes et des enfants qui ne demandent qu'à avoir le droit de vivre.

  Csaba Sógor (PPE). Mr President, we all want the current emergency measures to succeed and wish to see both the suffering of migrants in overcrowded camps eased and the pressure on frontline Member States alleviated. But we are also aware that the scale of this migratory flow demands more than just dealing with the effects of catastrophes in neighbouring countries, and that thus far we have been unable to handle the problems it causes.

There can be no long-lasting solution without comprehensive global measures to combat Islamist terror in the Middle East. What is also required is humanitarian assistance, safe zones close to the areas of conflict and well-targeted aid for trade and development for Africa. We must also determine what action is needed both in the European Union and in countries of origin.

Our asylum system places a disproportionate weight on countries of arrival and final destination. The common European asylum system in all Member States is yet to be effectively implemented and we lack a list of safe countries that would enable us to better protect the most vulnerable, who need our help the most.

  Soraya Post (S&D). Herr talman! Vi pratar hela tiden om en flyktingkris. Jag skulle vilja kalla rådande humanitära kris för en stor politisk skandal, där våra medlemsstater tydligt har blivit färgade av främlingsfientliga krafter, som faktiskt lyckats att sätta agendan via media och också styra hela debatten.

EU måste tänka om. Vi måste nu visa oss stadiga i vår konstitution och de värden som den bygger på. Vi får inte låta oss influeras av deras debatt.

Att det behövs ett snabbt stöd till Italien och Grekland är ingenting att diskutera. Det är nödvändigt. Jag tänker dock att det nog finns utrymme för att kanske utveckla det till stöd också till de andra länder som ligger utanför EU, såsom Serbien och Makedonien.

Sedan är det självklart helt galet, och vi måste riva upp Dublinförordningen. Det är något som vi måste göra för att kunna få ett humant och rättssäkert flyktingmottagande.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, bilo je potpuno jasno na početku krize da Grčka i Italija ne mogu biti same i ne mogu nositi same težinu ove krize, ali neki su tada zatvarali oči. Čini mi se kao da i danas zatvaraju oči i nisu svjesni činjenice da Europa jedino zajednički i na principima solidarnosti može razriješiti ovu ogromnu krizu.

Ugledajmo se uostalom na ono što je rekao papa Franjo, pozvao je da svaka župa u Europi primi barem jednu obitelj. To je dobar put, pokazatelj kako se među nama mora stvoriti solidarnost i pomoć onima koji pomoć trebaju. Ovdje želim naglasiti još nešto. Imamo zemlje koje nisu članice Europske unije i tu mislim na Srbiju i na FYROM, odnosno Makedoniju, koje također trpe i imaju velikih problema zbog izbjeglica koje dolaze iz ratom zahvaćenih krajeva.

Mislim da je dužnost Europske komisije i Europske unije pomoći i Srbiji i FYROM-u u toj situaciji.

  Ernest Urtasun (Verts/ALE). Señor Presidente, llevamos ya 2 800 muertos, según el ACNUR. Familias e hijos cruzando Europa, ¿y qué estamos haciendo? Los países se pelean, no actúan y han convertido esta crisis en una vergonzante subasta.

La derecha nos dice que no pongamos nuestras emociones en este debate. Claro que las ponemos, la indignación y la vergüenza que sentimos. En julio, ni tan siquiera fueron capaces los Estados de ponerse acuerdo sobre los 40 000 refugiados en reubicación. Nos sorprende, comisario Avramopoulos, que nos diga que los Estados miembros han hecho mucho esfuerzo, porque, francamente, han estado torpedeando constantemente sus propuestas y particularmente el Gobierno español, cuya actitud ha sido deleznable.

Por favor, un mecanismo obligatorio de reubicación ya. Reasentamiento: el ACNUR nos pide 230 000 personas. Espero que lo que presente mañana la Comisión sea lo suficientemente ambicioso. Una operación de búsqueda y rescate en el mar que la ha pedido este Parlamento Europeo y aún no se ha puesto en marcha, con todas las muertes que hemos tenido este verano, y hacer cumplir los derechos humanos en países como Hungría, que estamos viendo actitudes absolutamente intolerables.

Actúen, porque, si no actúan, la historia les condenará.

  Bill Etheridge (EFDD). Mr President, we have a crisis, a terrible crisis with great human cost. Now is not the time for weak politicians to take panic measures based purely on emotion. We have a situation where there are war-torn countries that we helped to destroy. We have people traffickers making a fortune from dealing in these suffering people. We have deaths caused by people encouraged to travel to the EU.

So what do we need to do? Well why do we not tackle the people traffickers? Why do we not stop the root cause? Why do we not stop interfering in other people’s countries and helping their destruction? And why do we not make it clear that we will allow genuine asylum seekers but we cannot allow everyone, so there is no need or motivation for people to come en masse and risk their lives this way.

Knee-jerk surrender of our borders is not the answer to this current crisis. Calm, thought-through, strong solutions are the way forward.

Az úgynevezett lelki bántalmazás, lelki terror jelenségének egyik fő eleme, hogy az egyik fél a másikat állandó lelkiismeret-furdalás és bűntudat érzésére kényszeríti anélkül, hogy világosan megmondaná, hogy mi a baj és mik az elvárások, mik a szabályok. Mi magyarok most ebben a helyzetben vagyunk az Európai Unió vonatkozásában, illetőleg azzal szemben. Szeretnénk megtudni végre, hogy mi az elvárás velünk szemben, mit szeretnének. Hogyha egy picit kivételesen ide tudna a biztos úr figyelni, akkor őt kérném meg arra – és egyébként Keller asszonyt, az előadót is –, hogy szíveskedjen tájékoztatni egyrészt Magyarországot, másrészt az 500 millió európai uniós polgárt arról, hogy végső soron akkor az-e a baj velünk, hogy próbáljuk megvédeni az Európai Unió külső határát? Tehát azt várják el tőlünk, hogy adjunk fel mindenfajta védekezést? Legyen világos az elvárás, legyen világos az, hogy mit szeretnének Magyarországtól.

  Dimitris Avramopoulos, Member of the Commission. Mr President, honourable Members, let me start by telling you that you are right. As I said in the beginning, the relocation scheme is only one part of the comprehensive approach as described in the agenda of migration. Ms Sargentini, Ms Wikström, this House has always had a very strong opinion about solidarity in practice. We agree. I agree with you, and we are working towards the same goal. You have mentioned the Council; allow me to be optimistic and confident that the Member States will soon take brave decisions. The challenge we are facing requires it. Mr Díaz de Mera, this House – the European Parliament – will be co-legislator for the permanent relocation mechanism. Even concerning the emergency mechanism, which – as the name itself reveals – had to be adopted urgently, the Commission did take the opinions expressed by Parliament into account. I am grateful both for the suggestions and for the support of this House.

Many of you have referred to the need to revise the Dublin Regulations. I would like to stress that many of the measures that the Commission is proposing recognise in practice the need to act above what Dublin foresees. Regarding its possible revision, as I promised at the very beginning, a thorough assessment will be done in the course of 2016. Then we will decide the route to follow, the way ahead. Mr Deprez, would you agree? Indeed, EASO and liaison officers from different Member States will be fully involved in the selection procedure.

Let me remind you that migration will be the main point of President Juncker’s State of the Union speech tomorrow morning, after which we will continue our discussion in detail. Allow me now to switch to Greek, since I was asked by some Greek deputies about the situation in Greece. Ms Spinelli asked me a question about the financing.

Μέσα σε σύντομο χρονικό διάστημα η κυβέρνηση, δια στόματος πρωθυπουργού, δεσμεύτηκε ότι θα προχωρήσει με γρήγορους ρυθμούς τις απαραίτητες διαδικασίες. Με ικανοποίηση σας γνωστοποιώ ότι αυτές ολοκληρώθηκαν. Η Ελλάδα διόρισε την διαχειριστική αρχή που είναι αρμόδια για τη διαχείριση των κονδυλίων. Γνωρίζετε από την εμπειρία σας ότι, όταν διατίθενται χρήματα σε μια χώρα, πρέπει να υπάρχει μία διαχειριστική αρχή. Αυτή μας γνωστοποιήθηκε μόλις σήμερα. Ζήτησε επίσης η Ελλάδα έκτακτη χρηματοδότηση για την κάλυψη άμεσων αναγκών και η χρηματοδότηση αυτή ξεκινά άμεσα. Η Ελλάδα επισπεύδει επίσης την έναρξη της λειτουργίας του hot-spot στον Πειραιά, από όπου οι εμπειρογνώμονες θα σπεύδουν σε εκείνα τα νησιά όπου απαιτείται ενίσχυση. Στα δε νησιά που είναι βασικές πύλες εισόδου εγκαθίστανται χώροι υποδοχής. Επίσης, ζήτησε η Ελλάδα την ενεργοποίηση του μηχανισμού πολιτικής προστασίας. Επαναλαμβάνω ότι πρόκειται για προαπαιτούμενα, όχι μόνο για την Ελλάδα αλλά για όποια χώρα χρειάζεται τη βοήθεια της Ευρωπαϊκής Ένωσης. Θέλω με την ευκαιρία αυτή να σας πω ότι στο μεγάλο και σημαντικό αυτό ζήτημα, πρωτόγνωρων διαστάσεων, το οποίο αποτελεί ίσως τη μεγαλύτερη κρίση που αντιμετωπίσαμε από τον Δεύτερο Παγκόσμιο Πόλεμο και έπειτα, η Ευρώπη δεν έμεινε απαθής. Από την πρώτη κιόλας στιγμή, όπως ίσως θυμόσαστε όσοι είστε μέλη των επιτροπών με τις οποίες είχα την τιμή να συνεργαστώ στο ξεκίνημα της θητείας μου, αναλάβαμε δεσμεύσεις και σε χρόνο-ρεκόρ για τα ευρωπαϊκά δεδομένα η Επιτροπή ολοκλήρωσε τη δουλειά της και κατέθεσε τη νέα ευρωπαϊκή ατζέντα για τη μετανάστευση. Εναπόκειται στα κράτη μέλη να την εφαρμόσουν. Σήμερα, κατά τη διάρκεια της συζήτησης, ακούστηκαν πολλά για την ευθύνη των κρατών μελών.

Η νέα ατζέντα για τη μετανάστευση είναι το πλαίσιο. Όπως σας είπα πριν από λίγο, είναι θέμα ωρών για να πληροφορηθείτε σχετικά με ένα νέο πακέτο, πέραν εκείνων που ήδη γνωρίζετε, και αναφέρομαι και στα δέκα σημεία του σχεδίου δράσεως που είχαμε υιοθετήσει και ανακοινώσει πριν από λίγο καιρό.

Παίρνοντας πρωτοβουλία, κινηθήκαμε γρήγορα μπροστά αλλά μας πρόλαβαν, είναι αλήθεια, αυτές οι δραματικές εξελίξεις που επιτάχυναν τα γεγονότα. Τούτη την ώρα όμως, πρέπει όλοι να αποδείξουμε στην πράξη και την αλληλεγγύη και την υπευθυνότητα μας - δύο βασικές αρχές που διέπουν τη λειτουργία της Ένωσης. Η αλληλεγγύη δεν είναι μόνο μια ηθική έννοια· είναι και νομική έννοια. Είναι μια έννοια που καθορίζει από την πρώτη κιόλας στιγμή την εσωτερική μας λειτουργία και υπάρχει κατοχυρωμένη στη Συνθήκη. Πρέπει να το αποδείξουμε αυτό στην πράξη: αλληλεγγύη μεταξύ μας, υπευθυνότητα των κρατών μελών αλλά και αλληλεγγύη προς εκείνους τους άτυχους ανθρώπους που, στην προσπάθειά τους να ξεφύγουν από τον πόλεμο, την καταστροφή τον εμφύλιο, τους διωγμούς, επέλεξαν ένα πολύ δύσκολο και επικίνδυνο και, σε πολλές περιπτώσεις, θανάσιμο ταξίδι για να προσεγγίσουν τη δική μας μεγάλη χώρα, την Ευρώπη. Εμείς θα συνεχίσουμε σε μία κατεύθυνση, σε αυτή την πορεία προς την αντιμετώπιση της κρίσης, η οποία δυστυχώς δεν θα λυθεί μέσα σε μία βραδιά, αλλά θα απαιτήσει πολλές προσπάθειες επί πολλά χρόνια ίσως. Θα συνεργαστούμε. Δεν κρύβω ότι προσωπικά είμαι ευγνώμων στο Ευρωπαϊκό Κοινοβούλιο διότι από την πρώτη κιόλας στιγμή στήριξε αυτή την πολιτική, αποδεικνύοντας στην πράξη την ευαισθησία του για την ανθρωπιστική διάσταση του όλου ζητήματος αλλά και την υπευθυνότητά του, για να μας οδηγήσει - μέσα από το διάλογο - στο να πάρουμε τις σωστές αποφάσεις. Σας ευχαριστώ και πάλι κυρία Keller για την εξαίρετη εισήγησή σας ως προς την αντιμετώπιση αυτού του σημαντικού ζητήματος.

  Ska Keller, rapporteur. Mr President, I am very happy to see that there is great unity here to say that we do have a humanitarian crisis and we need to act on it, now. There are people fleeing for very good reasons – from wars, from conflict, from persecution – and let us never forget that the majority of all refugees worldwide are not here, they are in Lebanon, as I mentioned earlier, they are in Turkey, around two million refugees in Turkey alone, they are in Pakistan, they are in so many other countries, let us not forget about Chad, the refugees there, or in Kenya.

We are actually talking about a very small proportion of worldwide refugees that make their way to Europe and we, as a strong, as a rich region, need to do our share in helping those people. Those refugees are indeed human beings, they are like you and me, as has been mentioned before, and we are just lucky not to be in their shoes.

It is EU law but it is also human sense to help those people, and that is all we ask for today. People all over Europe have shown us how to do that, how to show empathy, how to show solidarity – and relocating 40 000 people from Italy and Greece is not a big task. If we fail in that small but important task, then how are we going to succeed in other tasks that lie ahead? Because we do indeed also need to look at structural problems, we need to act together on much more than just relocating 40 000. But let this measure be the start of a rights-based, fair and common asylum policy in solidarity with all Member States and in solidarity with the refugees.

Let me thank all the shadow rapporteurs and groups that have been very kind and very helpful in bringing this report through in a very speedy manner and in making this a success, and in also, together with the Commission, in this part at least, in showing the Council that they should act up, that they should bring together the 40 000, and more.

  Mara Bizzotto (ENF), per iscritto. L'iter straordinario che ha portato oggi a questa frettolosa votazione costituisce un chiaro esempio della mancanza di democrazia di questa Europa e della continua strumentalizzazione che la sinistra alimenta rispetto alla questione migrazione. Sono assolutamente favorevole al principio della ripartizione in quote dei migranti e sono a favore della loro redistribuzione tra gli Stati membri. Questaa decisione, però, affronta il problema immigrazione in modo del tutto superficiale: basti pensare che l'Europa non solo non distingue fra migranti economici e profughi, ma che nell'affrontare il nodo centrale della ricollocazione, non terrà conto degli arrivi di clandestini precedenti alla sua entrata in vigore. In sintesi l'Europa non terrà conto della quasi totalità degli sbarchi del 2015 e quindi non introduce la certezza dei rimpatri. Per tutte queste ragioni ritengo che ancora una volta l'Europa sia lontana dalla realtà e dai bisogni dei cittadini e, quel che peggio, ignori i risvolti sociali delle sue inefficienze.

Уважаема г-жо Комисар Могерини, Твърдо съм против задължителния характер на квотите и разпределението на бежанци на квотен принцип. Тази политика директно нарушава суверенитета на всяка една държава–членка на ЕС, да контролира собствените си граници и да решава, кои хора може да пуска на своя територия и кои – не.

Предложението на Комисията е лицемерно, защото решавайки в коя държава да отиде този, а не онзи бежанец, се дискриминират самите те. Стандартът на живот е много различен между отделните страни членки и не смятам, че насила можете да накарате един бежанец да остане в България, Унгария или Румъния.

Сегашният подход е грешен, защото на практика ЕС още не може ясно да разграничи икономическите имигранти от истинските бежанци. Преди лятото говорихме за 40 000 бежанци, днес за други 120 000. А утре?

Квотният принцип за преразпределение на бежанците не е решение на проблема с бежанската вълна. Това е временна мярка, която само ще подтикне още повече бежанци да търсят убежище в ЕС и се отнася за последиците. Истинското решение на проблема трябва да е насочен към потушаването на огнищата на имиграцията, т.е. ЕС трябва да се съсредоточи върху нормализирането на ситуацията в Близкия Изток и неутрализирането на Ислямска държава.

  Alessandra Mussolini (PPE), per iscritto. L'Europa, dopo la decisione formalizzata dal Consiglio, ha fatto un passo in avanti dopo anni di silenzio sul tema migrazione. Ma il passo non è sufficiente e si deve e doveva fare di più. L'emergenza della migrazione va gestita con una soluzione duratura e non temporanea perché il flusso migratorio odierno rappresenta probabilmente la punta dell'iceberg. Finalmente si applica un meccanismo di ripartizione solidaristico fra gli Stati membri ma al tempo stesso va rivisto urgentemente Dublino III.

In the European Parliament, Brussels UKIP MEPs voted to uphold Geneva Convention on Refugees to reduce the draw factor for migrants towards Europe thus saving lives. The party also voted to stop the UK being financially liable for not agreeing to mandatory placement of migrants in the UK. The new emergency legislation which now goes to the next European Council meeting means that states in the Schengen Area can vote by qualified majority voting. Countries such as Hungary, Austria and the Czech Republic which are opposed to taking in more migrants could be forced to do so by Germany, Italy and France. Germany seeks to offload the consequences of such an ill—judged, illiterate and incoherent policy by forcing Member States to take migrants, bear the costs involved and fundamentally dig Germany out of a self—created financial, social, humanitarian and political fiasco.
