  Przewodniczący. – Kolejnym punktem porządku dnia jest sprawozdanie sporządzone przez Wima van de Campa w imieniu Komisji Transportu i Turystyki w sprawie wdrożenia białej księgi w dziedzinie transportu z 2011 r. (2015/2005(INI)) (A8-0246/2015).

  Wim van de Camp, Rapporteur. Ik wil allereerst mijn collegae schaduwrapporteurs en alle mensen die bij deze midterm review betrokken zijn hartelijk bedanken voor hun medewerking.

Wij hebben een uitgebreid proces achter de rug met 633 amendementen en het was werkelijk niet eenvoudig om met de schaduwrapporteurs tot één samenhangend verhaal te komen. Maar dat is ons toch gelukt. Ik wil ook het personeel van de verschillende fracties, in het bijzonder van de EVP-Fractie en het Parlement, nadrukkelijk danken voor hun medewerking.

De eerste commentaren op het Witboek waren wat terughoudend. Niet veel nieuw beleid en geen scherpe keuzes. Maar het is een midterm review en dus bedoeld om ook de continuïteit in het beleid te markeren. Ik denk dat dat goed gelukt is. Een Europese Unie die elke vier jaar een totaal nieuw transportbeleid zou presenteren, is niet geloofwaardig. Het is een midterm review en het gaat over implementatie en continuïteit.

De transportsector is heel belangrijk voor Europa. In Nederland zeggen wij altijd: zonder transport staat alles stil. De transportsector heeft een grote verdiencapaciteit en is voor de ontwikkeling van de Europese economie van zeer groot belang; er werken honderden, duizenden mensen in die transportsector en dat mogen wij niet vergeten. Tegelijkertijd moet de transportsector duurzamer worden. 24 procent van de vervuiling in Europa wordt veroorzaakt door de transportsector, 29 procent door de energiesector. Nou, dan begrijpt u wel wat onze positie is. Duurzaamheid is niet alleen een bedreiging, maar ook een kans voor innovatie en innovatie in de transportsector, daarop zullen wij de komende 10 à 20 jaar moeten inzetten.

Dan nog een aantal onderdelen uit het verslag over de midterm review. Helaas hebben wij moeten constateren dat de modal shift, het verleggen van het transport van weg en lucht naar spoorwegen en binnenvaart, tot op heden niet gelukt is. Dat is op zich een vervelende constatering, want wij willen meer schone transport in de binnenvaart en op de trein. Bij de investeringen van de Europese Unie in de komende jaren zullen de spoorwegen en binnenvaart dan ook prioriteit moeten krijgen, al dan niet in combinatie met maritiem transport. Dat is een conclusie die wij allemaal delen.

Dan de intelligent transport systems. Wij willen meer innovatie en we willen ook een elektronische vrachtbrief per 2020; het is een grote uitdaging voor ons om een en ander te verwezenlijken. Er zijn een aantal voorstellen, bijvoorbeeld voor verdubbeling van het stadsvervoer, die veel stof hebben doen opwaaien, maar daar zullen mijn collega's nog over spreken.

  Violeta Bulc, Member of the Commission. Mr President, let me first thank your rapporteur, Mr van de Camp, the shadow rapporteurs and indeed the European Parliament as a whole, for the really valuable cooperation in the implementation of the Transport White Paper.

We have worked hard since last November with the Committee on Transport and Tourism (TRAN) on this report. The fact that there were over 600 amendments shows the high level of engagement by Members of Parliament on this topic and the report is of course very welcome and timely. The Commission is pleased with its general thrust and quality. Please allow me to comment on seven specific points in that report.

First: the report emphasises the promotion of co-modality and effective use of all transport modes. We are fully supportive of this objective. This is why our policies aim at improving framework conditions, internalising external costs, completing missing infrastructure links, addressing interoperability issues at all levels, and establishing fair competition for all modes.

Second: modern infrastructure. This is the area where the Commission has made substantial progress. The definition of TEN-T corridors and creation of the Connecting Europe Facility have been one of our main achievements in recent years. I am also convinced that transport projects can greatly benefit from EFSI, the European Fund for Strategic Investments.

Third: transport sustainability. This is an area where the Commission will remain very active. I am thinking here about decarbonisation but also about actions against other environmental impacts – noise, air quality and similar. It is true that urban mobility is an area where more efforts are needed, but we have to be careful not to push solutions that are not tailored to the local specifications.

Fourth: digital solutions. We agree that we need to improve travel information and provide integrated ticketing systems. However, I also share the view of many stakeholders that we cannot merely impose one solution at EU level; we should rather make the information available and let businesses come up with solutions matching customers’ needs. We will be there to develop standards and the necessary regulatory frameworks to allow value—added services to emerge.

The report calls for a fifth element, which is placing people at the heart of transport policy. I could not agree more. I am personally convinced that transport should first and foremost serve the needs of society, the users, passengers and consumers of freight. This is something we will keep at the heart of all our initiatives.

Sixth: social issues. The current situation is not satisfactory. The Juncker Commission attaches a lot of importance to addressing poor working conditions and skills mismatch, and avoiding social unfairness. Without a strong social agenda we will not be able to strengthen the transport internal market. I concur with the report in this respect.

Seventh: more competitive and efficient transport. There are still too many barriers in Europe negatively affecting the functioning of the transport single market. We are working to gradually remove these barriers and to create a full single European transport area with high standards which can then be exported to third countries. This will enable Europe to keep its global leadership in transport.

Finally, the report underlines that one of the main weaknesses of our current policies is poor implementation. I could not agree more, Mr van de Camp. This is an area in which I hope we can cooperate closely, in particular to ensure that EU law is as clear and simple as possible and that sufficient attention is dedicated to enforcement.

I look forward now to hearing Members’ detailed comments and views as regards the way forward in the White Paper. Our work is everlasting and I look forward to really cooperating with this House in a constructive and sustainable manner throughout my entire mandate.

  Markus Pieper, im Namen der PPE-Fraktion. Herr Präsident, Frau Kommissarin! Der Bericht liefert viele gute Hinweise für eine stärkere intermodale Verlinkung, für mehr Nachhaltigkeit in der Verkehrswirtschaft, für die Aufwertung transnationaler Verkehrsverbindungen. Theoretisch liest sich das alles sehr gut. Aber, meine Damen und Herren, hat der Verkehrssektor heute wirklich eine angemessene politische Aufmerksamkeit? Für viele ist die Verkehrswirtschaft offensichtlich eine Melkkuh Europas. Immer neue Ideen für Gebühren, für Abgaben, immer strengere Umweltziele, ja bis hin zum innerstädtischen Personennahverkehr – den soll die Europäische Union auch regulieren. Aber das betrifft nicht nur die Regulierung, sondern auch die Finanzen. Wo stünden wir heute, wären Mineralölsteuern, Kfz-Steuern, Umweltabgaben in den Nationalstaaten tatsächlich in Investitionen für Infrastruktur und Umweltschutz zurückgeflossen und nicht zweckentfremdet in die Sozialsysteme?

Der Verkehr ist auch ein Stiefkind der Finanzierung in der Europäischen Kommission. Es tut mir leid, dass ich das sagen muss. Aber warum hat die EU-Kommission ausgerechnet die Gelder der extrem wichtigen Connecting Europe Facility genommen, um die Garantien für den EFSI zu finanzieren?

Ein Stiefkind ist der Verkehr offensichtlich auch in der Ratspräsidentschaft. Wir haben akute Probleme der Grenzsicherung, wir haben eine dramatische Unterfinanzierung der transnationalen Infrastrukturen. Und wissen Sie, das nächste informelle Verkehrsministertreffen des Rates am 8. Oktober steht unter der Überschrift – bei all diesen Problemen: „Das Fahrrad als Verkehrsmittel“.

Meine Damen und Herren, ich denke, europäische Verkehrspolitik hat andere Schwerpunkte verdient. Die stehen im Bericht von Wim van de Camp ausgezeichnet beschrieben. Wir wollen mehr Nachhaltigkeit, wir wollen mehr Wettbewerbsfähigkeit unserer Infrastrukturen und unserer Unternehmen, damit wir im globalen Wettbewerb nicht verlieren!

  Kosma Złotowski, w imieniu grupy ECR. Panie Przewodniczący! Szanowni Państwo! Tworzenie jednolitego europejskiego obszaru transportu to zadanie, któremu można sprostać, tylko mając precyzyjny plan działania formułujący konieczne do osiągnięcia cele i etapy. Biała księga transportu z 2011 r. ma ambicję pełnić rolę takiego planu. Choć od przyjęcia tej strategii minęły zaledwie cztery lata, już dziś widać, że realizacja zakładanych celów opóźni się. Szczególnie znamienne jest to w obszarze realizacji przesadnie ambitnych i często oderwanych od realiów ekonomicznych założeń w zakresie odchodzenia od paliw kopalnych w transporcie. Aby uniknąć podobnych porażek w innych obszarach, musimy skorzystać z okazji, jaką jest przegląd białej księgi, i wyraźnie wskazać te problemy, które wymagają zwiększenia naszych wysiłków w taki sposób, aby integracja europejska w sektorze transportu nabierała realnych kształtów.

Po pierwsze więc, trzeba podkreślić szczególne znaczenie projektów składających się na transeuropejską sieć transportową dla budowy spójnej sieci transportu Unii. Projekt TEN-T jest kluczowy dla pogłębienia integracji europejskiej w obszarze transportu, w tym dla zwiększenia dostępności transportowej peryferyjnych obszarów Unii Europejskiej. Budowa sieci TEN-T powinna stanowić najważniejszy priorytet naszej polityki transportowej w kolejnych latach.

Po drugie, biała księga w obecnym kształcie w niewystarczający sposób odnosi się do kwestii transportu publicznego oraz kwestii mobilności w miastach, a także do zaangażowania nowoczesnych form podróżowania opartych na zasadach gospodarki współdzielenia się. Uważam, że tak ważny i strategiczny dokument, jakim jest biała księga, nie może pomijać tak ważnych tematów.

I po trzecie wreszcie, przyszłość transportu w Unii to także przyszłość pracowników i pracodawców tego sektora. Napawa niepokojem fakt, że niektóre państwa członkowskie starają się chronić własnych przedsiębiorców kosztem fundamentalnych swobód gospodarczych obowiązujących w Unii, kamuflując takie praktyki kwestiami społecznymi. Takie działania nie powinny mieć miejsca i cieszę się, że w sprawozdaniu pana posła van de Campa zostało podkreślone, jak ważna jest równowaga między wolnym rynkiem a ochroną praw pracowników. Wierzę, że Komisja Europejska wsłucha się w ten głos i uwzględni te oraz wiele innych uwag znajdujących się w tym sprawozdaniu przy aktualizowaniu celów białej księgi i ich implementacji w kolejnych latach.

  Claudia Tapardel, în numele grupului S&D. Domnule președinte, urbanizarea, globalizarea și schimbările demografice din societatea noastră ne determină să regândim modul în care funcționează sistemul transporturilor și să analizăm măsurile propuse în urmă cu patru ani în Cartea albă privind transporturile. Am negociat o agendă ambițioasă, care să genereze schimbări structurale în acest sistem și să creeze un veritabil spațiu european unic al transporturilor. Acest spațiu va trebui să acomodeze o cerere din ce în ce mai mare pentru mobilitate și să răspundă nevoilor pasagerilor, mărfurilor și serviciilor în secolul al XXI-lea. Din acest motiv, am readus și am pus în centrul discuției pasagerii. Consider că trebuie să creștem calitatea muncii în toate sectoarele de transport, prin fixarea unor standarde minime, în primul rând. Pe piața muncii, trebuie să ne folosim de oportunitatea aplicării principiului egalității de șanse și să facem acest domeniu mult mai atractiv pentru femei.

Un sistem de transport al viitorului nu poate fi altfel decât fără bariere de orice natură și cu utilizarea tuturor modurilor de transport într un mod sustenabil. Asta înseamnă că avem nevoie atât de infrastructuri fizice, cât și de infrastructuri digitale. Toate eforturile noastre trebuie concentrate asupra interconectării zonelor de graniță și a regiunilor periferice cu celelalte regiuni ale Uniunii, astfel încât pasagerii, mărfurile și serviciile să circule liber și eficient. Investițiile în infrastructură în aceste zone sunt considerate investiții cu impact semnificativ asupra coeziunii teritoriale și a eliminării disparităților de dezvoltare a infrastructurii între Europa de Est și cea de Vest.

Urbanizarea accentuată readuce în discuție nevoia îmbunătățirii și creșterii capacității transportului public. Centrele urbane reprezintă în același timp spațiile în care ne confruntăm zilnic cu efectele negative ale transportului, fie în forma emisiilor de carbon sau a calității aerului, fie a congestiei traficului. Serviciile integrate de mobilitate și furnizarea de informații în timp real ne vor aduce mai aproape de obiectivul tranziției spre modurile de transport durabile. Transportul reprezintă o forță motrice a Uniunii Europene, esențială pentru dezvoltarea industriilor conexe, cum este turismul, de care depinde existența conexiunilor dintre rețeaua de infrastructură, eficiența mobilității, dar și calitatea serviciilor pentru pasageri.

  Gesine Meissner, im Namen der ALDE-Fraktion. Herr Präsident! Liebe Kolleginnen und Kollegen! Frau Kommissarin! Es ist tatsächlich so, Transport ist unwahrscheinlich unterschätzt – ich sehe das auch so – obwohl der Alltag ohne Transport überhaupt nicht funktioniert. Der Transport ist das Rückgrat des Binnenmarktes. Wenn wir überlegen, wir bestellen was im Internet, wollen 24-Stunden-Lieferung – ohne Transport geht das überhaupt nicht!

Wir gehen einkaufen, wollen jeden Tag frische Ware, auch das ist ohne Transport nicht möglich! Die Müllabfuhr geht nicht, ohne dass eben Mobilität da ist, und generell ist Mobilität eines der Grundrechte für die Menschen in Europa, und auch dafür brauchen wir alle Transportmittel. Und deswegen hatten wir zum Beispiel als großen Wurf in der letzten Periode diesen Metroplan. Einen Metroplan, der alle Städte und wichtigen Zentren Europas verbindet. Diese TEN-T-Geschichte, die wir da haben, das sieht ganz toll aus, das ist genau der europäische Gedanke, den wir brauchen, dass die Menschen zueinander kommen, Handel treiben können, möglichst ohne Grenzen und ohne Staus und ohne irgendwelche sonstigen Hindernisse.

Ein ganz hehres Ziel, das Geld braucht. Darum haben wir auch mehr Geld in den Haushalt eingestellt – alles völlig richtig. Und wir brauchen, um diese Mobilität zu haben, für die Menschen und für die Warentransporte auch alle Transportmittel. Wir brauchen sowohl die Eisenbahn als auch die Straße mit Lkw, wir brauchen die Schiene, wir brauchen die Schiffe. Wir brauchen auch Fahrräder zum Teil. Es ist alles erforderlich, und das soll dann bestimmte Kriterien erfüllen. Es soll so sauber wie möglich sein, es soll so sicher wie möglich sein, es soll so gut erreichbar wie möglich für alle Menschen sein, egal wo sie wohnen und ob sie Behinderungen haben oder nicht, und es soll so fair wie möglich sein. So fair wie möglich bezogen auf Wettbewerbsbedingungen, aber auch zum Beispiel bezogen auf gute Konditionen für den Beruf und auch bezogen auf die Passagierrechte. Es ist also ein ganzes Bündel, was wir da betrachten. Da haben wir jetzt diesen Midterm Review.

Es gibt noch eine ganze Menge zu verbessern, und bei der Verbesserung müssen wir immer sehen, dass wir alle Bereiche ausgewogen betrachten, sowohl für die Nutzer als auch für die Anbieter, und dass wir das europäisch machen. Da kann ich mir nicht verkneifen, dass wir das auch so machen, dass man zum Beispiel im Luftfahrtbereich weiterkommt, obwohl Gibraltar tatsächlich ein Zankapfel ist. Wir sollten zwischen England und Spanien dort auch wirklich eine friedliche Lösung finden. Für die Menschen in Europa.

  Merja Kyllönen, GUE/NGL-ryhmän puolesta. Arvoisa puhemies, arvoisa komission jäsen, iso sydän esittelijä van de Campille hänen ammattitaitoisesta ja rakentavasta työotteestaan. Tämä on tärkeä asiakirja TRAN-valiokunnalle ja lopputuloksen voi nähdä valiokunnan liikennepolitiikan yhteisenä visiona, jonka toivon komission vakaasti huomioivan.

Mietin edelleen, onko asiakkaan ääni riittävästi esillä meidän kokoussaleissamme ja -pöydissä, joissa päätetään kaikkien eurooppalaisten liikkumiseen vaikuttavaa liikennepolitiikkaa. Välillä tuntuu, että liikennepolitiikalla halutaan vain turvata alan toimijoiden hyvin perinteinen asema, eikä niinkään tehdä uusia toimia, joilla varmistettaisiin käyttäjille toimivia, helpompia ja jopa edullisempia liikennepalveluita. Tuntuu hassulta, että me välillä unohdamme kokonaan sen, että asiakas on ykkönen, me unohdamme jopa kutsua elinkeinoelämän teollisuusasiakkaan kuultavaksi siitä, mitkä ovat liikenteen todelliset tarpeet.

Meidän on muistettava, että liikenteessä infra on vain pieni osa ja itse asiassa paljon enemmän tapahtuu sen infran päällä. Me tarvitsemme älykkäitä ratkaisuja ja resurssitehokkuutta koko liikennejärjestelmään. On surullista, että yhä 2010-luvulla meidän on helpompi rakentaa tie ja tunneli valtavien vuorten läpi kuin luoda yhdessä sääntely-ympäristö, joka mahdollistaa yhteentoimivat käyttäjäystävälliset palvelut. Tehokkaimmat toimet liikennejärjestelmän tehostamiseksi eivät joka paikassa edellytä kaivinkonetta vaan pikemminkin paperisilppuria.

  Bas Eickhout, namens de Verts/ALE-Fractie. Allereerst wil ik de rapporteur en mijn collega Wim van de Camp hartelijk bedanken voor de goede samenwerking. Van tevoren hadden we gezegd dat we geen document willen dat grijs is en dat eigenlijk een compromis is, maar daardoor niets zegt. Wij willen een compromis, dat tegelijkertijd ook wel wat duidelijke punten maakt. En ik denk dat we daar gezamenlijk in zijn geslaagd en daar moeten we zeker de heer Van de Camp voor bedanken.

Het is niet op alle punten een groene tekst geworden maar dat kan ook niet, zolang wij nog niet de meerderheid hebben. Maar ik denk wel dat er een aantal punten in zitten die uitermate belangrijk zijn en het is ook naar de Commissie en naar de commissaris toe goed te horen dat het verslag omarmd wordt. Er staan echter wel een aantal heel duidelijke punten in die verbeterd moeten worden. Want als we gaan kijken naar de huidige staat van het transport - en de heer Van De Camp zei het al - lopen we met die modal shift, de overgang naar het gebruik van binnenvaart en spoor, eigenlijk behoorlijk achter. Dat gaat niet goed. En als je gaat kijken naar vermindering van de milieuvervuiling door de transportsector. Ook dat gaat niet goed. Het is nog onduidelijk hoe Europa er na 2020 op langere termijn naartoe gaat werken. Ook daar zijn nog uitdagingen waar we meer van de Commissie verwachten.

Ook voor wat betreft het sociaal beleid, heel belangrijk dat dat is toegevoegd. Wij weten allemaal dat het openen van die dienstenmarkt ook een sociale kant heeft. Ook daar is meer aandacht voor en de Commissie wordt duidelijk uitgenodigd om met voorstellen te komen. Die zijn ook al aangekondigd, maar die missen nog concreetheid. Ik denk dat het belangrijk is dat dit verslag duidelijk wordt gezien als een oproep aan de Commissie om niet alleen de ontwikkelingen tot dusverre te omarmen. Het is van belang ook met nieuwe voorstellen komen, zodat we straks aan het einde van het Witboek kunnen zeggen: ja, de transportsector is écht op de goede weg.

  Peter Lundgren, för EFDD-gruppen. Herr talman! För ett år sedan tillträdde jag detta uppdrag i parlamentet. Jag har sedan dess konstant pratat om cabotagereglerna och hur transportbranschen upplever mycket stora problem på grund av just denna lagstiftning, som möjliggör ett omfattande fusk på våra vägar.

Nu föreslår vi omfattande åtgärder från parlamentets sida. Nu tar kommissionen upp en efterhandsutvärdering, vilket är mycket glädjande för alla mina chaufförskolleger hemma i mitt land, Sverige, som organiserat sig i en proteströrelse som kallas Här stannar Sverige. Äntligen tar man på kommissionen problemet på allvar och är beredd att förändra lagstiftningen.

Att en sociallag föreslås är också glädjande för att få ordning på den sociala dumpningen, falskt egenföretagande och så att rättvis konkurrens säkerställs.

Vi uppmanar nu också kommissionen att vidta åtgärder mot de olagliga metoder som leder till illojal konkurrens och främjar social dumpning. Till mina kolleger i bilarna ute på våra vägar vill jag säga: Äntligen händer det något för att vi ska få rättvisa villkor på våra vägar.

  Marie-Christine Arnautu, au nom du groupe ENF. Monsieur le Président, mes chers collègues, je tiens à exprimer ici mon profond désaccord sur les recommandations de ce rapport.

Sous prétexte de la lutte contre le réchauffement climatique et contre l'insécurité routière, ce document vise en réalité à renforcer, une fois de plus, la mainmise de la bureaucratie européenne au détriment des États membres.

Je déplore d'abord l'augmentation des fonds publics réclamée dans ce livre blanc, augmentation qui, comme toujours, devra être assumée par les contribuables des États membres et donc, bien sûr, par les Français. Je m'oppose ensuite fermement à l'ouverture à la concurrence des marchés ferroviaires nationaux imposée par l'Union européenne. Enfin, il est difficilement admissible que le Parlement européen se permette de dicter aux États des normes de sécurité routière toujours plus liberticides qu'ils devront appliquer dans les années à venir.

Pour toutes ces raisons, vous l'avez compris, je voterai contre ce rapport.

  Luis de Grandes Pascual (PPE). Señor Presidente, señora Comisaria, estimados colegas, la política de transportes es un elemento fundamental del mercado interior, la cohesión territorial de la Unión y nuestra política industrial. Es necesario un mejor mallado de la red de infraestructuras, especialmente las transfronterizas, una mayor eficiencia de cada uno de los modos de transporte mediante la libre competencia y un adecuado fomento de la comodalidad para reducir los tiempos de transporte.

Hay elementos muy positivos recogidos en el informe que votaremos mañana, como la internalización de costes externos, evitando la doble imposición; la promoción de los combustibles alternativos; la necesidad de tomar medidas en relación con las plataformas de transporte compartido; la conveniencia de que los transportistas puedan disfrutar del descanso semanal en su lugar origen; el carácter específico de las regiones ultraperiféricas, y el importante papel de los aeropuertos regionales.

Señor Wim van de Camp, ha hecho el señor ponente un magnífico trabajo y mañana se reflejará en nuestro voto, que será sin duda positivo. Nada más una discrepancia, que es inevitable. Soy español y me parece que la mención del aeropuerto de Gibraltar es innecesaria e inadecuada y nunca ha bloqueado los temas de transporte aéreo. Siempre ha habido una fórmula para solucionar las discrepancias entre dos países amigos como somos el Reino Unido y España y es la famosa Declaración de Londres. Se suspende la aplicación de la norma, en tanto en cuanto las partes en contradicción superan sus problemas mediante el diálogo. Esa es la vía. El Reino Unido y España dialogan y hablan obviamente de sus asuntos controvertidos desde hace mucho tiempo. Ese es el único camino, no que el Consejo tome decisiones que no le incumben ni le competen de acuerdo con los Tratados.

  Ismail Ertug (S&D). Herr Präsident, sehr geehrte Frau Kommissarin, Kolleginnen und Kollegen! Zunächst einmal geht mein Dank an die Protagonisten, zum einen an den Berichterstatter Wim van de Camp und an unsere Schattenberichterstatterin, Claudia Tapardel, für die gute Arbeit. Das war tatsächlich über Wochen hinweg eine sehr konstruktive und teilweise auch emotionale Debatte, die wir heute gut abschließen können.

Ich möchte an dieser Stelle nochmal – knapp vier Jahre nach dem Weißbuch, welches wir hier verabschiedet haben – erwähnen, dass wir hinsichtlich der Ziele, die wir uns seinerzeit gesetzt haben, die zugegebenermaßen ambitioniert waren und sind, jetzt auf dem richtigen Wege sind, wir sie aber noch nicht erreicht haben. Wir haben beispielsweise, was die Verlagerung von der Straße auf die Schiene anbelangt, dieses übergeordnete Ziel, die Transporte, die über 300 Kilometer gehen, auf die Schiene zu verlagern, nicht erreicht. Wir bewegen uns hier auf einem relativ niedrigen Niveau. So zum Beispiel hatten wir von 2008 bis 2011 einen durchschnittlichen Anteil der auf der Straße transportierten Güter von 76,1 %, und in der Zeit von 2011 bis 2013 waren es 74,9 %. Das zeigt, dass zwar die Richtung stimmt, aber dass es noch unterproportional vertreten ist. Da müssen wir nach wie vor die Anstrengungen aufrechterhalten.

Was wir im sozialen Bereich tun müssen – da bitte ich auch die Kommission, dem Europäischen Parlament die Hand zu reichen und in der nächsten Gesetzgebung das einzufordern. Wir haben immer wieder, was die Sozial- und Sicherheitsvorschriften anbelangt, den Finger in die Wunde gelegt und versucht, darauf hinzuwirken, dass das verbessert wird – ob das die verschiedenen Verkehrssektoren sind wie Scheinselbständigkeit oder im Flugverkehr pay to fly oder aber eine systematische Untergrabung der Lenk- und Ruhezeiten. An diesen Bereichen müssen wir weiterhin arbeiten.

Frau Kommissarin, ich danke Ihnen für Ihre strenge und richtige Haltung, was die deutsche Pkw-Maut anbelangt. Da brauchen wir eine europäische Lösung, und das werden wir auch gemeinsam hinbekommen.

  Jacqueline Foster (ECR). Mr President, first of all I would like to thank the rapporteur, Mr van de Camp, for all of his hard work. Certainly, from our point of view – the Conservative point of view – it is a shame that much of your original text was changed. You know that we supported a lot of it. Regrettably, it now contains several areas which my UK delegation will find difficult to support.

Firstly, the excessive concentration on further social legislation in the fields of aviation and road haulage: this would, in our view, close down the markets and is blatantly protectionist. Secondly, the unnecessary creation of a new European road safety transport agency: we do not believe that would add value. Next, the push to move forward with the Ports Directive which, as it stands, would in our view be damaging to the interests of a very successful British ports industry.

Finally, I come to the reference to Gibraltar. I see that the good colleague of mine who originally put down the amendments two years ago has left. This is about a British sovereign territory which is a full member of the single market. I must say that, while Spain continues to challenge this sovereign state, there will be no movement on either the implementation – regrettably – of Single Sky or the Passenger Rights Regulation that Mr Bach has worked on. For that reason, and solely for that reason, Mr van de Camp, we cannot support the report tomorrow, but we appreciate the work you have done.

  Paloma López Bermejo (GUE/NGL). Señor Presidente, el transporte por carretera se encuentra en un momento de transición esperando la estrategia precisamente de la Comisión.

Las demandas de interoperabilidad, eficiencia ambiental y la necesidad de vertebrar conjuntamente la producción y la distribución, entre otras cosas, obligan a repensar un modelo demasiado dependiente de las grandes infraestructuras y de las grandes compañías de transporte. En esta transición es importante situar en el centro del debate los derechos y las demandas de los trabajadores, tanto dependientes como autónomos. Deben asegurarse los tiempos de descanso, los salarios, que no se impongan trabajos extra de carga y descarga y, sobre todo, hay que luchar contra el dumping social.

El abuso de las normas de cabotaje y de trabajadores desplazados es un asunto que exige inspecciones más firmes y una clara responsabilidad del empleador o de la subcontrata. Es inaceptable que se liberalice el sector con el único fin de eliminar la protección de los convenios y regulaciones nacionales.

Los transportistas no son meros proveedores de servicios; por tanto, no pueden quedar al margen de las normas laborales.

Signor Presidente, onorevoli colleghi, ritengo che sia stato fatto un egregio lavoro sul Libro bianco sui trasporti, che non sosterremo però come delegazione 5 Stelle in quanto non condividiamo il continuo sostegno che si vuole dare a opere quali la Torino-Lione, nonostante ne sia stata dimostrata l'inutilità e la dannosità.

Eppure, molti sono gli elementi positivi ai quali abbiamo contribuito anche con nostri emendamenti, tra questi la volontà di investire in soluzioni sempre più sostenibili a livello energetico e ambientale, favorendo il trasporto ferroviario piuttosto che quello su gomma. Bene il voler promuovere i mezzi elettrici e ciclabili, il car sharing, l'ottimizzazione della spesa pubblica, la creazione di nuovi piani di mobilità urbana per incentivare il trasporto pubblico, non da ultimi, l'impegno per la sicurezza e il contrasto al dumping sociale.

Ciononostante, non posso che manifestare la mia contrarietà al testo approvato, ancora una volta, volete dare maggiori poteri alla Commissione europea per finanziare in via prioritaria opere inutili che interessano solo all'oligarchia europea e ai poteri forti. Continuate a incaponirvi su scelte sbagliate, pur di non ammettere i vostri errori come fate anche per l'euro, avete capito che non funziona, ma continuate a insistere con politiche assurde, a tutela della vostra eurozona. Fate come gli alcolisti, che pur sapendo di andare incontro alla morte continuano a bere cognac persino a colazione.

  Elżbieta Katarzyna Łukacijewska (PPE). Panie Przewodniczący, Pani Komisarz, Szanowni Państwo! Transport stanowi fundament każdej gospodarki, a rynek wewnętrzny nie może prawidłowo funkcjonować bez nowoczesnej infrastruktury i sieci transportowych. Pełna transformacja sektora transportu, tak aby był on efektywny energetycznie, bezpieczny, konkurencyjny, wydajny i interoperacyjny, jest dzisiaj bardzo potrzebna, zwłaszcza że najnowsze statystyki pokazują, że w ciągu najbliższych lat zapotrzebowanie na usługi transportowe zwiększy się dwukrotnie.

Bardzo chciałabym pogratulować panu van de Campowi wspaniałego sprawozdania, które zawiera szereg ważnych spraw związanych z transportem. Oczywiście nie jest ono panaceum na wszystkie bolączki w sektorze transportu, niemniej jednak uważam, że zawarte w nim zalecenia stanowią bardzo dobry fundament do przygotowania szczegółowych aktów prawnych.

Chciałabym jednak zwrócić uwagę na używane ostatnio bardzo często na posiedzeniach komisji i w Parlamencie określenie „dumping socjalny”. Wszyscy zgodzimy się, że osoby wykonujące usługi transportowe powinny mieć zagwarantowane odpowiednie warunki wykonywania pracy, łącznie z odpowiednim wynagrodzeniem, i dlatego należy popierać działania zmierzające do zapewnienia uczciwej konkurencji w przewozach. Niemniej jednak ten termin nie może być dla niektórych polityków usprawiedliwieniem działań zmierzających do administracyjnego ograniczenia dostępu przewoźnikom z innych państw członkowskich do przewozu w danym państwie.

Uważam natomiast, że ze względu na zgłaszane liczne nieprawidłowości powinniśmy walczyć ze wszystkimi nadużyciami oraz zwrócić uwagę na wprowadzenie lepszej kontroli przestrzegania obowiązujących przepisów w zakresie realizacji przewozów transportowych w państwach członkowskich.

  Olga Sehnalová (S&D). Pane předsedající, paní komisařko, dovolte mi především poděkovat panu zpravodaji a všem stínovým zpravodajům za vynikající odvedenou práci. Jako stínová zpravodajka původní zprávy o bíle knize o dopravě z roku 2011souhlasím s postojem zpravodaje, že k vytvoření jednotného dopravního prostoru, který využívá efektivních a udržitelných zdrojů, je v prvé řadě nutné propojit dopravní sítě ve všech regionech Evropské unie a integrovat jednotlivé druhy dopravy. Při budování transevropských dopravních sítí je potřeba dbát na stále převažující rozdíly v infrastruktuře mezi různými regiony, starými a novými členskými státy a zásadně zlepšit přeshraniční spojení.

Jsem velmi ráda, že se zpráva věnuje otázkám bezpečnosti silničního provozu, kde navrhuje přijetí cíle snížení počtu vážně zraněných účastníků dopravních nehod. A také zmiňuje témata zlepšování dostupnosti a přístupnosti veřejné dopravy, posilování práv cestujících a zabývá se sociálními podmínkami pracovníků v dopravě. Z těchto důvodů zprávu podpořím a ještě jednou děkuji všem, kdo se na ní podíleli.

  Jill Seymour (EFDD). Mr President, in this report the rapporteur proposes the introduction of cable cars as an inexpensive form of urban transport. The Thames Cable Car in the UK cost GBP 60 million to build, with an operational cost of GBP 6 million in the first year. With passenger numbers dropping year by year this is certainly not cost-effective.

This report also proposes a review of Directive (EU) 2015/719 on weights and dimensions. I am deeply concerned by this review, especially with respect to Recital 8 of the Directive – which provides for exemptions allowing Member States to impose restrictions for reasons related to road safety or infrastructure characteristics – which could be removed.

Yet again, this report champions the Commission’s right to interfere in the sovereignty of Member States by proposing a national road-charging scheme for passenger cars and light commercial vehicles. This is a disgrace. It also proposes that the Commission should have more powers to force through the speedy completion of the TEN-T project or, as we call it, HS2. This report is full of contradictions and is unfounded, so I urge you to vote against it.

Signor Presidente, onorevoli colleghi, la sensazione che si ha guardando il Libro bianco e la relazione del collega van de Camp è che sia stato fatto un lavoro di mediazione molto difficile. Penso che, Commissario, possa riconoscerlo, dalle sue parole abbiamo potuto evincere l'apprezzamento per un lavoro sottile che vede spesso contrapporsi le esigenze di delegazioni che hanno istanze molto differenti. Peccato che a volte, all'interno di questo Parlamento, accada quello che secondo me non dovrebbe accadere assolutamente, cioè che, a fronte di un luogo come questo dove eminentemente si possono risolvere le tensioni, si rischi di riportare qualche tensione dei propri paesi e questo dispiace.

Comunque, la relazione, a mio modo di vedere, ha tutto lo stile per essere sostenuta, tocca i punti che ci interessano, nel mio caso una particolare attenzione al trasporto ferroviario, alla sua progressiva liberalizzazione, e lavora su tutti quegli elementi che ci consentono di capire come investire sui trasporti, non ricorrendo continuamente a capricci che non merita l'Europa, come quelli di un'eccessiva attenzione a questioni sulle quali siamo già molto performanti – si veda la capacità di produrre investimenti rispettosi della tutela ambientale – ecco, la capacità di questa relazione di favorire quel percorso verso investimenti utili per la mobilità delle merci e la mobilità delle persone fa ben sperare affinché, anche attraverso la politica dei trasporti, il nostro continente abbia lo sviluppo che merita.

  Agnes Jongerius (S&D). Piloten die ziek zijn en toch gaan vliegen, omdat ze anders niet betaald krijgen. Vrachtwagenchauffeurs die dag en nacht door moeten rijden, omdat ze bang zijn hun baan te verliezen. Bedrijven die werkelijk alle regels aan hun laars lappen, omdat ze weten dat ze toch niet gecontroleerd worden. Het kan niet meer, het mag niet meer. Europa moet hier een einde aan maken.

De voorstellen in dit verslag zijn goed en ik zou bijna zeggen "God zij dank" zijn de christen-democraten er nu ook van overtuigd dat er iets moet gebeuren. Mijn complimenten dus in de richting van mijn collega Wim van de Camp. Nu moet de Commissie Juncker wel in actie komen. De commissaris spreekt vandaag haar politieke wil uit. Ik denk dat het nu tijd wordt om ambitie te tonen met concrete voorstellen om een einde te maken aan de sociale misstanden in de transportsector.

  Georges Bach (PPE). Frau Kommissarin! Liebe Kollegen! Ich möchte unserem Koordinator Wim van de Camp meinen Dank aussprechen. Er hat es fertig gebracht, kurzfristige, mittelfristige und langfristige Maßnahmen vorzuschlagen. Ich möchte mich auf drei Punkte beschränken, bedingt durch meine kurze Redezeit. Erstens den Straßenverkehr. Wir kennen die Probleme und Herausforderungen seit etlicher Zeit, und um die Bereiche Sicherheit, Soziales, Umwelt und Wettbewerb zum Erfolg zu führen, brauchen wir keine neuen Gesetze, sondern – zusammen mit den Mitgliedstaaten – eine bessere und vor allem eine harmonische, eine gemeinsame Implementierung der Gesetze und verstärkte Kontrollen. Eine Agentur, eine einheitliche verantwortliche Stelle, würde meines Erachtens zusätzlich eine starke Verbesserung darstellen.

Betreffend die Eisenbahn müssen wir mit allen uns zur Verfügung stehenden Kräften das vierte Eisenbahnpaket zu einem erfolgreichen Ende führen, damit nach 20 Jahren Umstrukturierungen die Eisenbahnen in Europa endlich ihrer wichtigen Rolle gerecht werden. Und bezüglich der Luftfahrt, dieser Bereich riskiert immer mehr, im internationalen Wettbewerb an Boden zu verlieren. Hier gilt es, sowohl Wettbewerbssicherheit als auch die sozialen Aspekte zu berücksichtigen, um hier schnellstens Lösungsvorschläge zu erstellen. Frau Kommissarin, Sie sind nach mehreren Jahren Stillstand, bedingt durch ihren Vorgänger, gefordert, damit der Transport endlich wieder den Stellenwert erhält, welcher für die Wirtschaft und die Arbeitsplätze extrem wichtig ist und auch den die Bürgerinnen und Bürger in Europa erwarten.

  Deirdre Clune (PPE). Mr President, I would like to thank the Commissioner for being here tonight, and I would like to thank Mr van de Camp for his efforts in the balancing act that he has performed over recent months to try to get to some form of a compromise position. This will hopefully lead to a successful outcome tomorrow.

The report reflects various areas of transport and emphasises its particular importance in job creation and connecting the outermost regions. Most importantly, consumers of those transport services must be at the centre of all our discussions, namely the travelling passengers and the businesses that depend on our transport infrastructure. We need to keep that to the fore in all our discussions.

On the whole area of aviation, I look forward to the Commission’s package at the end of this year. It is extremely important that we recognise that our carriers are now competing on a global scale, and that needs to be addressed. The world is getting smaller, our businesses and our passengers want to travel to areas outside Europe: to Asia, the US, Australia. Our carriers need to be able to compete and we need to open dialogue, particularly with the Gulf States, that is very important. We need to start that conversation and get to some sort of aviation agreement in that area.

I would like to stress that what is holding back our airlines is that they are uncompetitive on those routes. We need to address the situation.

Senhor Presidente, Senhora Comissária, caros Colegas, de facto ainda estamos longe de alcançar um espaço único europeu de transportes, mas começamos efetivamente a construir esse caminho. Felicito, pois, o trabalho do colega relator, também os relatores-sombra. Saúdo as referências que são feitas ao transporte marítimo e à necessidade de reforçar a capacidade dos portos da União.

Contudo, devemos, sem demora, apresentar medidas concretas para desenvolver o potencial real das autoestradas do mar, enquanto parte integrante da rede transeuropeia de transportes. Lamento que haja uma referência para a extensão dos SECA a toda a zona marítima europeia, sem um parecer prévio do organismo internacional competente.

Esta medida trará consequências gravosas para as regiões insulares e eu não poderia deixar de fazer aqui uma referência. Peço, por isso, à Comissão Europeia que apresente uma estratégia com ações claras para a conetividade das ilhas com a Europa, que tenha em especial atenção as particularidades das regiões insulares e ultraperiféricas na aplicação de medidas como o sistema mundial de MRV de emissão de gases com efeito estufa.

  Lucy Anderson (S&D). Mr President, this is a positive and forward-looking report with many key recommendations. There are a few separate votes on issues including the need for ports regulation and progressing mega-trucks as a policy aim, and also on the 4th Railway Package and the benefits of competitive tendering. I am afraid the British Labour MEPs will be voting against those points.

However, in total and on balance, we very much support the report, and I welcome in particular the reinforcement of EU action to reduce greenhouse gas emissions from transport by at least 60% by 2050. This is a vital statement for us to make in the run-up to the Paris summit on tackling climate change. I also especially want to highlight the focus on investment in this report. In my city of London, transport investment is not keeping up with the demands of the economy and the needs of a growing population. Across Europe, the situation is the same, and we must address this urgently. It is a big gap and we must address it consistently in the years ahead, recognising that, while the private sector has a role to play, we need substantial public funds for investment in transport.

  Νότης Μαριάς (ECR). Κύριε Πρόεδρε, οι μεταφορές είναι καθοριστικής σημασίας για την οικονομική ανάπτυξη της Ευρώπης. Η αναβάθμισή τους πρέπει να γίνεται με γνώμονα τον επιβάτη και την προστασία του περιβάλλοντος. Οι μεταφορές όμως ευθύνονται για το 25% των εκπομπών αερίων του θερμοκηπίου. Είναι ο δεύτερος σε μέγεθος τομέας εκπομπής αερίων θερμοκηπίου μετά τον τομέα της ενέργειας. Για το λόγο αυτό, πρέπει η Ευρωπαϊκή Ένωση να προωθήσει τις εναλλακτικές μεταφορές, να προωθήσει τα μέσα μαζικής μεταφοράς, και ιδίως, τον σιδηρόδρομο. Στον τομέα των οδικών μεταφορών πρέπει να ενισχυθούν οι υποδομές προκειμένου να έχουμε μείωση των οδικών ατυχημάτων και πρέπει να ενισχυθούν οι έλεγχοι. Ταυτόχρονα, η Ευρωπαϊκή Ένωση πρέπει να ενισχύσει τις θαλάσσιες μεταφορές, προκειμένου οι κάτοικοι των νησιωτικών περιοχών, ιδίως στο Αιγαίο, να έχουν συνεχή πρόσβαση στην ενδοχώρα. Ευχαριστώ.

  Izaskun Bilbao Barandica (ALDE). Señor Presidente, Comisaria, gracias al ponente por el esfuerzo que ha realizado.

Europa necesita un sistema integrado de movilidad interoperable que mejore la sostenibilidad medioambiental y económica del transporte. La saturación nos cuesta hoy el 1 % del PIB europeo, y la cerrazón de muchos Estados o la defensa de sus intereses particulares son la causa del incumplimiento de muchas normas europeas que, de aplicarse, mejorarían radicalmente la competitividad de nuestra economía, la de todos.

Hay que cumplir los compromisos de inversión de acuerdo con las prioridades acordadas y aprobadas por todos porque añaden valor a todo el sistema. Hay que pensar en todos los usuarios, incluidos los que tienen problemas de movilidad reducida, al hablar de derechos de pasajeros. Nos va en ello mantener el liderazgo mundial de la industria europea en la tecnología del transporte, el futuro de nuestra economía y la calidad de un servicio que mejorará nuestras vidas y nuestras opciones frente al cambio climático.

  Kateřina Konečná (GUE/NGL). Pane předsedající, pane zpravodaji, děkuji za vaši zprávu. Jako koordinátorka výboru ENVI jsem velmi ocenila, že zvýšení energetické účinnosti by mělo patřit mezi hlavní priority evropské dopravní politiky. Naléhavě je třeba účinněji využívat zdroje v rámci celého dopravního systému s cílem zajistit účinnější využívání stávající kapacity.

Stejně jako pan zpravodaj poté postrádám mezi deseti cíli bíle knihy podporu a rozvoj veřejné hromadné dopravy, která rovněž slibuje snížení emisní zátěže na životní prostředí. Infrastruktura pro usnadnění bezpečné mobility z domu do domu pro uživatele veřejné dopravy včetně seniorů a cyklistů by si vyžádala sice zajištění příslušných investic, ale jsem přesvědčena, že klady takovýchto investic jsou značné a mají dobrý vliv i na zaměstnanost v členských státech. Podporuji proto prioritní schválení projektů infrastruktury financovaných z prostředků EU, které dokončují železniční síť, jež je součástí hlavní sítě TEN-T, a projektů schválených v rámci nástroje pro propojení Evropy a apeluji na co nejefektivnější zapojení zemí střední Evropy do této sítě.

  Dieter-Lebrecht Koch (PPE). Herr Präsident, Frau Kommissarin! Der Verkehrssektor hat einen direkten Einfluss auf unser alltägliches Leben, auf Wirtschaft, Umwelt, Klima, Gesundheit, soziale Aspekte, Tourismus und vieles mehr und wird in seiner Bedeutung doch so oft so sehr unterschätzt. Maßnahmen, die wir heute ergreifen, haben eine unmittelbare Wirkung auf die Lebensqualität unserer Bürgerinnen und Bürger von morgen. Deshalb sind eine Bestandsaufnahme und Festlegungen zum weiteren Vorgehen im Hinblick auf eine nachhaltige Mobilität und einen einheitlichen europäischen Verkehrsraum von enormer Bedeutung. Wim, danke für Deine Arbeit!

An so mancher Stelle könnte der Bericht etwas weiter gehen. Ich denke da an den Flickenteppich von Mautsystemen. Oder weshalb fordern wir nicht einen verpflichtenden serienmäßigen Einbau von Fahrerassistenzsystemen? Dass die Straßenverkehrssicherheit nach wie vor als ein Schwerpunkt der europäischen Verkehrspolitik gesehen wird, freut mich ganz besonders.

Doch bei allen Erfolgen brauchen wir weiterhin konkrete Ziele. Dazu gehört eine Strategie zur Reduzierung der Zahl der Schwerverletzten im Straßenverkehr genauso wie eine EU-weite, harmonisierte Höchstgrenze für Blutalkoholkonzentrationen von Fahranfängern und Berufskraftfahrern.

  Inés Ayala Sender (S&D). Señor Presidente, quería expresar también mi agradecimiento al ponente, que por una vez se ha bajado de la moto para ofrecernos un convenio global de buenas ideas para el futuro del transporte.

Algunas preocupaciones: en primer lugar, la seguridad vial. Este año hemos perdido la batalla, ya que han aumentado las víctimas. La crisis ha avejentado la flota de vehículos y ha arruinado las infraestructuras, de ahí que esperemos con impaciencia, señora Comisaria, las propuestas que nos tiene que hacer. Y recuerdo que, tanto los instrumentos CEF como FEIE, son útiles para el mantenimiento de las infraestructuras. La otra seguridad, la de los pasajeros y trabajadores ante los terroristas. Ya nos tocó en Madrid, desgraciadamente, en cercanías y en las estaciones de Londres, en París, de ahí que le deseemos éxito para el próximo grupo de trabajo con el Consejo y le apoyamos en las propuestas que tenga que hacer en este sentido para afrontarlo.

Los trabajadores del transporte, su preparación, sus condiciones de trabajo, incluso imperativamente su salud son fundamentales. Nos preguntamos qué ha pasado para que los jóvenes europeos estén en paro mientras nuestros ferrocarriles, aviones, barcos y camiones no encuentran un repuesto generacional. Esperamos con impaciencia sus propuestas, señora Comisaria, para hacer de las profesiones del transporte un sector atractivo para tanto joven en paro.

La sostenibilidad, esencialmente en la movilidad urbana la veo yo. De ahí que apoyemos el uso de las bicicletas y también su pacificación. Señalamos asimismo aspectos como el tranvía.   Violeta Bulc, Member of the Commission. Mr President, I would like to thank honourable Members for their very valuable and very specific contributions and comments. We have taken note of all of them. Both your remarks here tonight and the report will be taken into account in the finalisation of the White Paper implementation report, which we will complete by the end of this year.

But let me stress how important it is to hear that we all recognise how important transport is for growth, jobs, and for a global lead. So let me say a few additional words on the process itself. The public consultation work with stakeholders has now been completed. Since many of the implementing measures of the 2011 White Paper have only been coming on stream relatively recently, we are not in the process of doing a full evaluation but rather of taking stock of what has already been implemented, what has become obsolete and what is left to do. The political and economic landscape has, of course, evolved since 2011, but the ongoing exercise shows that the main provisions of the White Paper remain relevant and are worth implementing. I understand that Parliament is in agreement with this approach.

Finally, I would like to thank once again Mr van de Camp and Parliament for having decided to take this initiative. As mentioned in my introduction, we certainly agree on the broad lines going forward. I hear a lot of calls for action. I like that. Let us now work together on the initiatives needed to make real progress.

  Wim van de Camp, Rapporteur. Ik wil op de eerste plaats de commissaris en haar staf, maar zeker ook mijn collega's hartelijk danken voor het commentaar vanavond. Ook voor de kritische geluiden. Mevrouw Foster is helaas al vertrokken, maar ik begrijp heel goed wat zij vanavond heeft gezegd en wij zullen daar bij de verdere implementatie ook rekening mee proberen te houden.

De uitdaging zal zijn om dit Witboek, deze midterm review, ook te implementeren. En ik zie het als mijn taak om de komende jaren erop toe te zien dat alles wat wij hebben opgeschreven en hopelijk morgen wordt aanvaard, ook wordt uitgevoerd. De commissaris zei het al: wij moeten naar een nieuw evenwicht van minder regels, meer duurzaamheid, meer verdiencapaciteit, maar ook het sociale aspect moeten wij niet vergeten. Dat wordt de komende vier jaar toch een grote klus, ook voor de Commissie vervoer. En ik herhaal nogmaals: de andere commissies kunnen niet werken zonder transport!

  Andor Deli (PPE), írásban. Üdvözlöm van de Camp képviselőtársam saját kezdeményezésű jelentését a közlekedésről szóló 2011. évi fehér könyv végrehajtásáról. Úgy vélem, szükséges a fehér könyv időközi átértékelése, hiszen a hosszú távú célok, amelyeket 2011-ben megfogalmazunk és sok esetben egészen 2050-ig terjednek nem minden esetben felelnek meg a mai kor kihívásainak. Az időközi átértékelés célja nem az ambiciózus célok csökkentése, amelyeket 2011-ben megállapítottunk, hanem azon törekvés megerősítése, hogy el is érjük azokat. Egyetértek a jelentéstevővel, hogy nagyon fontos, hogy ne csak a közlekedésről, mint olyanról beszéljünk, hanem a fenntartható mobilitásról, melynek keretén belül csökkenthetjük Európa olajfüggőségét, növekedhet a gazdaság, megvédhetjük a környezetünket, új munkahelyeket teremthetünk, csökkenthetjük városainkban a forgalmi dugókat. Ezáltal egy élhetőbb és élvezhetőbb környezetet teremthetünk magunk körül. Ehhez azonban szükséges a vonat- és vízi közlekedés jobb kihasználása, ugyanakkor nem elhanyagolható a teherforgalom kamionokkal való lebonyolítása sem. Örülök, hogy kezdeményezésemre a jelentés egy pontja kiemeli, hogy külön figyelmet kell szentelni a transzeurópai közlekedési hálózatnak a szomszédos és a tagjelölt országok infrastrukturális hálózataival történő összekapcsolási projektjeinek támogatására. Fontos, hogy már most figyelembe vegyük a jövőbeni bővítési folyamatokat. Ezért is támogatom ezt a jelentést.
