  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärungen des Rates und der Kommission zum Thema Migration und Flüchtlinge in Europa (2015/2833(RSP)).

  Nicolas Schmit, président en exercice du Conseil. Monsieur le Président, Monsieur le Président de la Commission, Mesdames et Messieurs les Députés, nous venons d'écouter le président Juncker et nous savons tous que la situation, qui était déjà très difficile avant l'été, a pris des proportions dramatiques avec des chiffres records d'entrées de réfugiés sur les trois routes principales: Méditerranée centrale, Méditerranée orientale et Balkans occidentaux.

La situation actuelle se distingue des précédentes par son ampleur, l'enchaînement très rapide des développements sur le terrain et la confusion dans laquelle ceux-ci se produisent. Les pressions sur nos capacités d'accueil, nos capacités linguistiques et administratives sont considérables mais au-delà des chiffres et des considérations institutionnelles, il est élémentaire de se rappeler, dans ce débat, que la situation est, avant tout, révélatrice de drames humains, tous différents, qui touchent des personnes et frappent des familles.

Face à une situation d'une telle complexité, il n'y a pas de réponse simple. La situation exige une réponse ferme et cohérente de l'Europe qui combine la responsabilité, d'une part, et la solidarité, d'autre part. De plus, nous devons mettre en œuvre une politique commune soutenable en matière de migration.

Il faut parer au plus pressé, tout en préservant l'avenir et en préparant des solutions globales et durables. Vu la dimension extérieure du problème auquel nous sommes confrontés et compte tenu de son impact sur l'Europe, les États membres et les relations entre eux, il est primordial que nous nous rendions à l'évidence que nous ne parviendrons pas à gérer la situation en avançant en ordre dispersé. Je ne peux que répéter ce que j'ai déjà dit dans le débat précédent.

Notre première préoccupation concernera les personnes et leur sécurité. C'est une obligation morale. Cette obligation nous incombe aussi en vertu du droit international ainsi qu'à tous les autres acteurs étatiques présents dans les zones de conflit dont sont originaires les mouvements de migration ou par lesquels ils transitent. Ensuite, il nous faudra assurer un accueil digne pour toutes les personnes qui pourraient bénéficier du régime de protection internationale. J'aimerais simplement rappeler brièvement ce que le président de la Commission a dit de ces milliers, de ces dizaines de milliers d'Européens, de citoyens européens qui ont montré un élan de solidarité formidable. Je crois que cela illustre cette capacité de l'Europe en faveur de la solidarité et cela montre aussi, pour reprendre, selon moi, une belle formule du président allemand de cette Europe des Lumières, ein helles Europa, comme ein helles Deutschland. Je crois que c'est cette Europe-là que nous soutenons, que nous aimons et que nous devons faire avancer.

Il faudra aussi mettre en place, bien sûr, des capacités d'accueil qui soient à la hauteur des enjeux, à la fois sur le territoire de l'Union et dans les pays tiers. Il faudra un effort commun pour cela, qui ne sera pas sans implications budgétaires et cela vous concerne, bien sûr, au premier chef. Il faut rappeler que sur la route des Balkans, la grande majorité des personnes sont éligibles à la protection internationale. À deux reprises au cours des derniers mois, les chefs d'État ou de gouvernement se sont penchés sur les défis complexes de la migration et des réfugiés. Ils ont, à juste titre, appelé au développement d'une approche globale, en se concentrant sur trois dimensions clés qui doivent avancer en parallèle: la relocalisation et la réinstallation, le retour, la réadmission et la réinsertion, la coopération avec les pays d'origine et de transit.

Pendant le mois de juillet, le Conseil a avancé en matière de relocalisation et de réinstallation et puisque nous parlons déjà des outils d'urgence, j'en profite pour remercier votre parlement d'adopter aujourd'hui le rapport Keller. Cette adoption permet au Conseil d'adopter lundi prochain la décision de relocalisation et, surtout, et c'est le plus important, de commencer à relocaliser les personnes arrivées depuis le 15 août dernier.

Mais, soyons clairs, c'est insuffisant face à l'ampleur de la crise et aux drames humains que nous connaissons. Et c'est pour cette raison que je salue la présentation, par la Commission, de ces nouvelles propositions qui tiennent compte de ces évolutions et de l'ampleur du phénomène. Je peux vous assurer que, dans les semaines et les mois à venir, la présidence fera tout son possible pour avancer sur l'ensemble des propositions. C'est pour cela que la présidence a convoqué un Conseil "Justice et affaires intérieures" extraordinaire lundi prochain, le 14 septembre, qui passera en revue l'ensemble des mesures à prendre. Je ne vais pas ici entrer dans le détail, mais il y a des priorités immédiates: la mise en œuvre des points d'accès (hotspots), le renforcement de l'efficacité de notre politique de retour et de nos instruments de réadmission et surtout la lutte contre le trafic des migrants par les passeurs.

Sur le plan international, il faut travailler pour renforcer la coopération avec nos partenaires en matière de gestion des flux migratoires, notamment avec l'Afrique, les Balkans occidentaux et la Turquie. Dans cet effort, chaque État membre et l'Union doivent apporter leur contribution dans un esprit de responsabilité et de partage car l'Europe doit trouver une solution qui touche à toutes les questions et à tous les problèmes, une solution qui réponde vraiment aux défis auxquels nous sommes confrontés.

Je ne cache pas les différences. Nous avons des histoires, nous avons des situations, nous avons des traditions différentes entre les États membres, mais nous avons aujourd'hui le devoir de surmonter les obstacles et de nous concentrer sur ce que nous avons en commun. Ce que nous avons en commun est plus fort que les différences qui nous séparent.

  Frans Timmermans, First Vice-President of the Commission. Mr President, I do not have to speak for a long time, because President Juncker has given you the full explanation of the plans of proposal of the Commission. I just want to use this opportunity, when three institutions are coming together to talk about this issue, to call upon the European Parliament to strongly support the Commission’s proposals today. That would be a clear signal in the preparation for the Council on Monday, where we know that some Member States still have a number of steps to take before they can agree with the Commission’s proposal. The stronger Parliament can be today in coming out with its position, the better we are prepared for the Council on Monday.

There are those who sell the illusion that simply by closing all the borders and sending everybody back we could solve this problem. There are also those who maintain that by simply opening all the borders and letting everybody in we could solve the problem. These are illusions. They have the advantage of being clear in terms of proposals, but the disadvantage of being completely impossible in terms of practicality. Closing the borders and sending everyone back would mean that we take leave of our most fundamental values as Europeans. It would also mean acting in clear violation of our legal obligations. Opening the borders and letting everyone in would mean that we would put an end to the European social model as we know it, because it could not support people coming from all over the world in great, endless numbers.

For that reason, we need to make a clear distinction between those who deserve our solidarity because they flee from war and persecution, and those who might have genuine feelings about seeking a better future but should not abuse the asylum system to attain that goal. To do that, we need a combination of solidarity and responsibility: solidarity with those who need refuge, solidarity with the States who are now burdened to excess because they are the States of first arrival, notably Greece, Italy and Hungary. There needs to be European solidarity with these States – solidarity with the refugees and solidarity with the States in Europe who need it today.

That is the basis of our proposals, but also a call on responsibility: the responsibility to better guard our borders; the responsibility to make a swift registration of those who arrive at the borders so we can distinguish between those who have the right to asylum and those who do not; responsibility to create a list of safe third countries so that we can be swifter in returning people who have no right to stay; responsibility to organise the reception of refugees in a way that respects their human dignity. The combination of all these things is what the Commission proposes.

Let me end on this, before handing the floor to Federica: what we do today, and what we will be doing next Monday, is closely linked to the destiny of Europe – not just of the European Union – but to the destiny of Europe as a community of values, where we need to respect what we see is being done by countless European citizens today. We need to respect the basic humanity that makes me so proud of being European.

  Federica Mogherini, Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. Mr President, Frans Timmermans said quite rightly that this is a defining moment for our Union. Words are important, I believe, and the refugee crisis we are facing – not only us, but the region and the world – puts our deepest values, and indeed our identity, to the test. It is a moment of truth, to see if we are really Europeans and if we are really a Union. That is what it is about: our responsibility to protect the lives of human beings, and human rights and solidarity among Member States and towards those in need.

But this is also a test for our international credibility. Do not think that we can go around the word promoting human rights if we do not guarantee the highest asylum standards inside the Union. Do not even imagine that we can promote peace and cooperation among parties currently at war if we do not accept the others inside our own communities, and if we do not manage to find unity among ourselves. Our external credibility depends largely on our internal coherence and consistency. We have to be aware of that.

Do not imagine that there is only an external response to the crisis, just as there cannot be only an internal response to the crisis. The two dimensions of our action – and of our identity and our response – reinforce one another or weaken one another. This is the truth, like it or not, and we have to face it. To be credible, preaching well is not enough. We must act well, we must act fast, and we must act unitedly.

Today, we are presenting a communication setting out the way forward for all the external action needed to address this crisis. We all know there is no magic fix to the crisis around us, and most of the external action we can take – and we are taking – will give results in the medium and long term. Still, it is important that we do act now. I know it is difficult for politicians to explain the reason for taking actions that will pay back, in some cases, in years, but if we do not do that responsibly, generations coming after ours will face the same problem again and again. Let me say that our external action finds us united for once. While this is not enough, because we also have to find internal unity on domestic policies, it is crucial for our action.

The first priority is saving lives. Commission President Juncker outlined how much we have stepped up our work in this respect, noting the many lives that it has thus been possible to save. The second task is addressing the root causes, and I will come back to that. The third, and it is just as important, is to fight smugglers and traffickers of human beings, not only at sea but all along the routes, because this is a security issue too. The financial flow around the criminal organisations and networks can finance all kinds of activities potentially relevant in terms of European and international security.

Our strategy has been clear and consistent since the beginning of our mandate. We cannot focus only on the last mile of the tragedy: we must also consider all the steps of the refugees’ odyssey. Most of the people we see today coming to Europe are fleeing from conflict and persecution. This is the first issue we need to address. Four million have fled Syria. Between Syria and Iraq, more than 10 million have left their homes and are internally displaced. Let me say one thing: we have rightly focused in recent months on minorities in need of protection in the Middle East – Christians, Kurds or Yazidis – supporting their right to stay on the land, and go back to the communities, where they have been living for centuries. But let me also say clearly that it is not sufficient to protect them only when they are far away from us. We also have a duty to protect them – and all their fellow countrymen – when they become close to us.

The long-term answer obviously is putting an end to the conflicts and the wars, facing the threat of Daesh, starting processes of national reconciliation. The deal we reached with Iran, although primarily a non-proliferation deal, can open the way to new possibilities, and the work in this direction, with all our international and regional partners and all the international and regional powers, has already started.

Secondly, we are working with the international community – mainly with the UN agencies, with the countries of origin and transit and those who host an impressive number of refugees. We have mobilised almost EUR 4 million in humanitarian and development aid to assist displaced Syrians within Syria itself and in Jordan, Lebanon, Turkey and Iraq.

There is a very specific case, which is Libya: not a country of origin, but a country of transit, and, more than that, an open corridor. That is why, as you know very well because we have debated it several times in this Chamber, so much daily and nightly effort is being invested, with the UN and Special Representative Bernardino León Gross, in trying to achieve a national unity government in Libya that could allow us to partner the Libyan authorities in the management of this corridor.

Let me say too that it is going to be very important – and we are looking very much in this direction – to work to the south of Libya. If we focus only on the Libyan sea border, forgetting about the Libyan land border, we will never manage to solve the issue of the corridor. That is why I have started an unprecedented dialogue with the countries of the Sahel, and in particular – although not exclusively – with Niger. Today, as you know, we are putting forward a proposal for a trust fund for Africa to promote economic opportunities, development, security and better management of migration in a context of equal partnership with the African countries and our partners.

The institutions will provide EUR 1.8 million to this fund and I expect the Member States – all of them – to do their fair share. You cannot ask for international cooperation at European level and then not put up the money for it. Remember this when we come to discuss the budget.

We have to show coherence in our decisions. A regional trust fund for Syria has already started in recent months, and the first contract opened through the fund deals with schools and education. Let me stress this, because I believe that – as we see Syria losing an entire generation to war and exile – we have to invest in Syrian children. That is an investment not only for the future of the country and the region but also for our security, because it is the best investment we can make against terrorism and radicalisation.

Thirdly – and I shall finish – we are fighting those who trade in human life: the smugglers’ and traffickers’ networks. We are doing this in partnership with countries of transit and we are doing this in the Mediterranean. Our naval operation in the Mediterranean Sea has now fulfilled the objectives of the first phase. We gathered intelligence and information on the smugglers’ routes, assets and strategies. In this first phase alone, and in the space of just five weeks, we identified 16 cases in which we would have been able to go after the smugglers, bring them to justice and capture the vessels. That is why I proposed last weekend in Luxembourg, where the Defence and Foreign Ministers were meeting, that we move to Phase 2 on the high seas, in full observance of international law, and I asked Member States to contribute to the mission, because this is also an opportunity for us to show that, when we have political will and a sense of urgency and unity, we can use the military and security tools that we already have to hand.

But there is something else of which I am proud: that in these very first weeks of common action in the Mediterranean we have saved the lives of 1 500 men and women at sea through our operation. This is not the main purpose of the operation but it is an important component of it.

With regard to the way forward, we will have the Valletta Summit on migration in November, bringing together leaders of the European and key African countries – those that are part of the Khartoum and Rabat processes as well as the African Union Commission and the Economic Community of West African States Commission. We will also have the high-level conference on the Western Balkan route, bringing together EU Member States, Western Balkan countries and Turkey. Both have to be addressed with the same degree of attention and urgency.

To conclude, we need to realise as Europeans that this is not just a time for emotion: that is the easy part. Let me be cynical: as politicians we are not asked to express our emotions; we are asked to take decisions that are consistent and coherent with our emotions, and to be strong in so doing. Emotions are not enough. We need to act and this is the time.

I hope that all the EU institutions, the Member States, citizens and public opinion – because this wave of emotion in public opinion can change, and we have to be aware of that – will finally take responsibility for, and live up to, our values, the values of our history, the challenges of the most difficult times our history has recently faced, and the potential of our regional and global role. What is at stake, as Frans Timmermans said very well, is not only the lives of human beings – though a single life is enough – but also the state of our Union.

  Dimitris Avramopoulos, Member of the Commission. Mr President, as you noticed, the State of the Union speech was mostly on migration and shows what our priorities are. The President of the Commission was clear, and I want to be clear, too. The management of migration is a crash test for Europe and for the Union’s credibility.

I want to express my thanks to both First Vice-President Frans Timmermans and Federica Mogherini for their opening remarks and for the excellent cooperation we had throughout the last month in putting together this ambitious and much-needed package. Today’s package is our response to an unprecedented refugee crisis happening right in front of our eyes. As the refugee crisis around Europe becomes bigger, our answers need to become bolder, more comprehensive and more ambitious.

This is the Europe we want. This is the Europe we must have. So today we are putting forward four very concrete measures that in the short- and medium-term can help tackle all the major challenges we are confronted with. The significant increase in arrivals over the summer cannot be managed by the Member States of entry alone.

To address this migration we need a coordinated European approach. That is why we are now proposing to relocate 120 000 people fleeing war, persecution, oppression and chaos from Italy, Greece and Hungary according to a distribution scheme. This new proposal comes in addition to the measures tabled before the summer to relocate 40 000 persons from Italy and Greece.

I expect that a vast majority of the Members of this House will vote in favour of this proposal later today and will also support in the future the new temporary relocation scheme. At the same time we have to learn the lesson that the current crisis is teaching us. Europe is not well-equipped to manage sudden and extraordinary surges of refugee inflows.

We need structural solutions to face such events in the future so that we can systematically support Member States and guarantee protection for those who are really in need. That is why we propose establishing a permanent crisis relocation mechanism by amending the Dublin Regulation.

In parallel with increasing our support to guarantee shelter for those in need of protection, we have to make sure that those who do not have the right to stay in the European Union are promptly returned.

As a first step, Member States shall be in a position to steadily process unfounded or unlawful requests so they can devote their human and financial resources to legitimate requests, filed by those who urgently require international protection. That is why we are putting forward today the introduction of an EU list of safe countries, including the Balkan countries and Turkey.

In 2014, nationals from these countries submitted over 17% of the total of 562 000 applications filed in the European Union. These requests put a heavy burden on the European Union’s national asylum systems, while the vast majority of them were clearly unfounded.

By including these countries in the list of safe countries of origin, the examination of the applications for international protection will be fast-tracked. This will increase the efficiency of asylum systems, and will allow Member States to devote greater resources to protect those in need and to return the applicants of unfounded requests faster.

Currently Europe has a very low rate of return: around 40% of third-country nationals. This undermines the credibility of our migration policy. We therefore also present here today a European return programme aiming at fostering a clean-cut return policy. This communication is the occasion for the Commission to set out a list of actions to support greater operational cooperation among Member States and to stress the need to find leverage in our relations with third countries so that they readmit their nationals.

I really count a lot on your support to implement this package as you have done, and I have to commend once again this House for being very supportive from the very beginning of our efforts to adopt a common European migration policy. I count on you and I thank you very much for the support you have provided thus far.

  Agustín Díaz de Mera García Consuegra, en nombre del Grupo PPE. Señor Presidente, pues sí, huyen, huyen para salvar sus vidas de los ataques de Daesh y de la violencia institucional. En puridad no son nada más que refugiados, por eso apoyamos la propuesta de la Comisión. Es una propuesta solidaria y decidida, y también urgente, ya que el fenómeno es urgente y tiene una permanencia ilimitada en el tiempo. Está aquí para quedarse.

Por eso apoyamos la creación de un mecanismo permanente, vinculante y comunitario, al amparo del artículo 78, apartado 2, del Tratado, para que podamos acogerlos con dignidad. Es necesaria la solidaridad de todos los Estados. Tenemos que ayudar a quien necesita ser ayudado, velar por el respeto de los derechos humanos, sobre todo de los más vulnerables, y, al tiempo, debemos identificar bien el fenómeno, para luchar contra el terrorismo de Daesh y contra los terrorismos institucionales.

Apostamos por la cooperación en origen y por llevar a cabo los acuerdos de Adís Abeba de julio de 2015. Europa aporta respuestas y pedimos un cauce viable para la emigración legal.

  Gianni Pittella, a nome del gruppo S&D. Signor Presidente, onorevoli colleghi, signor ministro Schmit, vicepresidenti Timmermans e Mogherini, Commissario Avramopoulos, vi ringrazio molto per il lavoro svolto. Rilevo una piena convergenza tra le posizioni che il gruppo parlamentare che io presiedo ha espresso e le proposte che ha ricordato il Commissario Avramopoulos poc'anzi: i quattro punti del pacchetto. Devo dire, a volte penso che la querelle sull'immigrazione si sia un po' surreale: mettiamo, facciamo i muri sul mare; facciamo, mettiamo il filo spinato e fermiamo migliaia di uomini, di donne, che fuggono dalla guerra, ma di che stiamo discutendo? Queste cose servono solo per la propaganda, davvero qualcuno pensa che in questo modo si risolva il tema dei rifugiati o dell'immigrazione? Ma non scherziamo, questo è soltanto una tattica, una propaganda per prendere voti. Se siamo seri, dobbiamo far le cose serie. La proposta che ha presentato la Commissione europea è una proposta seria, che affronta il tema dell'emergenza, che istituisce un sistema permanente, che è quindi pronto ad attivarsi nel momento in cui saranno altre crisi. Ci saranno purtroppo altre crisi.

Poi c'è anche il tema dei migranti economici, che dobbiamo affrontare in maniera seria e rigorosa, comprendendo quali sono i bisogni della società e del mercato del lavoro nei vari paesi europei. C'è il problema dei controlli, che vanno fatti in maniera seria, con regole comuni, con tempi comuni – non che un paese ci mette 90 giorni un altro paese ci mette 3-6 mesi per accertare la congruità della richiesta di asilo. E poi c'è tutto il discorso da fare, delle iniziative da fare sull'Africa, su cui mi sono soffermato precedentemente, su cui è tornata la vicepresidente Mogherini e il vicepresidente Timmermans.

E la politica estera: la stabilizzazione del Nordafrica, è fondamentale l'azione che si sta facendo in Libia, tutto il discorso sulla Siria. Sono nazioni non nazioni, sono Stati non Stati, da dove si fugge per forza, chiunque di noi fuggirebbe se si trovasse in quelle condizioni. Noi abbiamo il dovere di una strategia a tutto campo, senza demagogia, con grande realismo, ma con grande serietà. Ora si tratta soltanto di approvarla. E qui mi rivolgo ancora al Consiglio europeo, io conosco bene l'impegno del ministro lussemburghese, ma vorrei che questo impegno, questa sensibilità sia propria dell'intero Consiglio europeo.

  Helga Stevens, namens de ECR-Fractie. Vluchtelingen die vanuit Turkije over de oostelijke Middellandse Zee de EU via Griekenland willen binnenkomen, moeten op zee teruggedrongen worden naar Turkije. Dit doet geen afbreuk aan het internationaal zeerecht en het beginsel van non-refoulement, dat verbiedt iemand terug te brengen naar een onveilige haven.

De N-VA-delegatie vindt Turkije immers een veilig land. Indien het omgekeerde beweerd wordt moet het Europees Hof voor de Rechten van de mens zich ter zake uitspreken. Op dit ogenblik bestaan hieromtrent geen principe-arresten. Enkel de push back door Italië naar Libië werd door het Hof reeds onder de loep genomen, hetgeen een volledig verschillende situatie uitmaakt. Bovendien heeft Commissievoorzitter Juncker net gezegd dat Turkije een kandidaat-EU-lidstaat is en dus bijgevolg een veilig land is. Was dat niet zo, dan was Turkije geen kandidaat-lidstaat geweest.

  Cecilia Wikström, on behalf of the ALDE Group. Mr President, during the last week the refugee finally got a name, an identity and a story. Through a picture we have realised that behind each and every one of the dead refugees and migrants there are dreams and aspirations and loved ones left behind. It is our European decency that lies lifeless on the Turkish beach together with Aylan Kurdi, the three-year old toddler in his red T-shirt and small sneakers. He lost his life but he brought passion – and compassion – back to the European debate on migration and therefore we will remember him for a very long time.

After the recent tragedies, my heart fills with pride when I see citizens all across Europe taking to the streets to welcome refugees into their communities. They have shown much more backbone and humanity during the past week than most of our politicians have done over the past decade. Citizens show us what Europe and European values really are all about and what Europe can be at its best. Yet still we hear some voices among the leaders of the Member States complaining about illegal migrants.

I must admit that I am quite fed up with that rhetoric by now because how is anyone fleeing war or persecution supposed to get to Europe to seek asylum since it is us, the EU, that do not allow people to apply for asylum in our embassies or consulates? It is us, the EU, which introduced a directive on carrier liability that makes it completely illegal for any airline or shipping company to take on board anybody that does not have a visa. This is a vicious circle, a Catch-22 situation, and we are responsible for changing it.

We must review the existing asylum legislation in Europe and adapt it to this century to provide for legal and safe routes to get here. We must agree to a system of binding quotas of refugees to be accepted by every Member State, and my Group is, of course, all in favour of the proposals by the Commission. This is a defining moment for Europe and our best days are yet to come.

Señor Presidente, cuatro millones de refugiados de Siria, cuatro millones de iraquíes, tres millones y medio de Afganistán y dos millones de Libia es el resultado de sus guerras, es el resultado de la guerra de Irak y Afganistán, de haber bombardeado Libia y de haber colaborado con financiación y armamento a la guerra en Siria.

Y cuando los refugiados y refugiadas están a las puertas de Europa, ¿qué hacen? ¿Habilitan vías de entrada legales y seguras? No. ¿Abren un corredor humanitario? No. ¿Entregan visados humanitarios? No. ¿Activan la Directiva de protección temporal? No.

Lo que hacen es esto (la oradora exhibe reproducciones de portadas de periódicos): «Hollande estudia golpear al Estado Islámico en Siria»; «Cameron aprueba ejecuciones extrajudiciales en Siria»; «Margallo pide una intervención militar en Siria».

Señorías, cuando la causa es la guerra, la solución no pueden ser las bombas.

  Judith Sargentini , namens de Verts/ALE-Fractie. Voorzitter Juncker zei vanochtend in zijn state of the Union werken is waardigheid. Wij zouden vluchtelingen, asielzoekers het recht op werk moeten geven vanaf het moment dat ze hun aanvraag indienen. Want werken is waardigheid. Hij zei ook: we moeten legale migratie toestaan en hij doelde op arbeidsmigratie, economische migratie, want - zei hij - wij kunnen illegale migratie niet bestrijden als er geen andere vormen zijn voor migratie.

Mijn vraag aan mijnheer Avramopoulos en mijnheer Timmermans is: de voorstellen die u nu doet zijn goed en stevig, ik prijs u daarvoor. Maar de volgende stap, zoals mijnheer Juncker die aankondigde, om te kijken naar arbeidsmigratie, kan niet te lang op zich laten wachten. Want inderdaad, werken is waardigheid. Dat is wat ik hoop dat u nu ook heel erg snel op tafel zult leggen.

Signor Presidente, onorevoli colleghi, noi continuiamo a chiamarla emergenza, ma è chiaro che di emergenza non si tratta più se è qualcosa che va avanti da anni e con cui continueremo a convivere per i prossimi. Io credo che siamo di fronte a un esodo epocale che è causato da politiche scellerate da parte degli Stati occidentali, volte appunto allo sfruttamento, causa di guerre in questi paesi, da cui la gente scappa a gambe levate.

Abbiamo preso posizione, abbiamo pronunciato slogan, continuiamo a farlo oggi e credo che sia chiaro a tutti noi che non abbiamo nessuna influenza, né come Parlamento europeo, ma anche come Commissione, perché purtroppo sta tutto in mano agli Stati membri. Stati membri che purtroppo sono l'immagine dell'ipocrisia dell'Unione europea, perché sono Stati guerrafondai, sono Stati che in nome dei loro interessi economici, in nome del neoliberismo, non guardano in faccia nessuno. È veramente triste vedere primi ministri, come quello italiano, chiedere umanità di fronte alla foto del piccolo ragazzino siriano che giace sulla spiaggia, quando il giorno prima si rallegrava con l'industria bellica italiana che ha fornito armi alla Siria fino al 2011.

  Harald Vilimsky, im Namen der ENF-Fraktion. Herr Präsident! Meine sehr geehrten Damen und Herren, was Sie anfangs außer Frage stellen müssen, ist doch die Tatsache, dass alle Menschen, die Schutz und Hilfe benötigen, diesen Schutz und diese Hilfe auch erhalten müssen! Das ist doch keine Frage. Wir debattieren letztendlich nur darum, wie und wo wir diesen Menschen helfen, und da gibt es zwei Konzepte.

Es gibt das Konzept der vereinigten Linken, wozu die Sozialdemokraten, Grünen, Konservative, ja Kommunisten gehören. Und es gibt ein anderes Konzept. Und ihr Konzept ist es, alle herein zu holen. Sie fragen nicht, ob es Flüchtlinge nach Genfer Konventionsstatus sind, ob es illegale Migranten sind, ob es wirtschaftliche Glücksritter sind oder auch Kämpfer für den Islamischen Staat. Sie sagen, holt alle herein.

Wir, patriotische Freiheitsparteien, sagen, dass wir diesen Schutz und diese Hilfe auf der arabischen Halbinsel selbst gestalten müssen. Wir müssen dort Erstaufnahmezentren schaffen nach UNHCR-Standards. Darüber hat die Europäische Union ja bereits nachgedacht. Wir müssen sichere Zonen schaffen. Wir müssen die Golfstaaten mit einbeziehen in das Ganze, um ihren islamischen Brüdern zu helfen. Und auch die Vereinigten Staaten von Amerika, die große Verantwortung tragen, für das, was dort passiert ist.

  Udo Voigt (NI). Herr Präsident! Werte Kolleginnen und Kollegen, ich musste heute Morgen von Herrn Juncker hören, dass ich kein Europäer bin! Denn ich stehe nicht an einem Bahnhof, und ich rufe nicht willkommen! Warum rufe ich nicht willkommen? Weil ich denke, dass wir alle, auch die hohen Kommissare, einen Auftrag von den europäischen Wählern, von den Wählern unseres Volkes haben, das Recht auf unsere Heimat, das Recht und die Identität unserer Völker zu bewahren und zu erhalten. Und das gleiche Recht nehme ich auch für die Flüchtlinge in Anspruch.

Denn die Menschen, die hierher kommen, sie haben auch eine Heimat, sie haben auch das Recht auf Heimat und auf Bewahrung ihrer eigenen Identität. Und Sie können die Probleme nicht dadurch lösen, dass Sie diese Menschen integrieren, dann gehen sie nämlich nicht mehr zurück. Nein, sie haben eine Heimat, sie sollen dahin eines Tages zurückkehren. Daher sollten sie investieren in ihre Heimat, dass sie dort eine Zukunft haben und nicht bei uns.

  Ελισσάβετ Βόζεμπεργκ (PPE). Κύριε Πρόεδρε, 260.000 μετανάστες πέρασαν φέτος στην Ελλάδα απ o τα παράλια της Τουρκίας, ενώ το 2014 πέρασαν 77.100 και το 2013 πέρασαν 43.000. Το πρόβλημα είναι οξύ και απαιτεί συνεκτική ευρωπαϊκή μεταναστευτική πολιτική. Επειδή για πρώτη φορά το Ευρωπαϊκό Κοινοβούλιο συν-νομοθετεί με το Συμβούλιο, πρέπει να υπάρξει άμεση απόφαση για μόνιμο δεσμευτικό μηχανισμό δίκαιης κατανομής προσφύγων στα κράτη μέλη, όπως προτείνει η Επιτροπή. Παράλληλα, πρέπει οπωσδήποτε η Τουρκία να τηρεί τις συμφωνίες επανεισδοχής που έχει υπογράψει με την Ευρωπαϊκή Ένωση το 2011 και με την Ελλάδα τον Οκτώβριο του 2014. Τέλος, κύριε Πρόεδρε, μας τιμά το γεγονός ότι η Ευρώπη των αξιών δείχνει πάντα το ανθρώπινο πρόσωπό της στο μεταναστευτικό πρόβλημα.

  Birgit Sippel (S&D). Herr Präsident! Immer wieder werden Ängste geschürt, es könnten zu viele Migranten nach Europa kommen. Zu viele, dazu hat Herr Juncker heute Morgen eine Zahl genannt: 0,11 % – null Komma elf. Und die meisten Flüchtlinge kommen nach wie vor aus Ländern wie Syrien und Eritrea. Sie fliehen vor Krieg und Verfolgung.

Vor diesem Hintergrund hat die häufig emotional geführte Debatte um sogenannte Armutswanderung nur ein Ziel: Stimmung zu machen gegen alle Flüchtlinge. Es ist beschämend, dass ein großer Teil des Rates ganz offenbar vor solchen Parolen zurückschreckt, anstatt sich der gemeinsamen Verantwortung zu stellen, sich zur Solidarität zu bekennen, nach innen und nach außen.

Das muss sich jetzt ändern. Kommende Woche muss der Rat handeln. Folgen Sie den aktuellen Vorschlägen der Kommission!

  Anna Elżbieta Fotyga (ECR). Panie Przewodniczący! Wielkie konflikty u granic Unii Europejskiej w każdym przypadku mają swój komponent bezpieczeństwa i humanitarny, w tym migracji. Neoimperialna polityka Putina od wielu lat już powodowała migrację gospodarczą i uchodźstwo polityczne, które w dużej mierze absorbowała Polska i inne państwa mojego regionu.

Wykazaliśmy solidarność i będziemy to robić dalej. Jeśli chodzi o bezpieczeństwo u naszych południowych granic – cieszę się ze stwierdzenia Wysokiej Przedstawiciel na temat drugiej fazy operacji morskiej i ofensywy dyplomatycznej. Jednak przymusowy mechanizm relokacji, który przewidywany jest w komunikacie, jest rozwiązaniem pozatraktatowym, niedopuszczalnym i przeciwskutecznym.

Wydaje mi się, że Unia Europejska powinna wykorzystać w znacznej mierze możliwości wewnętrzne, możliwości uzyskania solidarności wewnątrz Unii.

  Marie-Christine Vergiat (GUE/NGL). Monsieur le Président, près de 60 millions de réfugiés et de déplacés dans le monde, seulement 13 % dans les pays développés. Ils ne représentent que 0,11 % de la population européenne. Alors, on va trier les vrais réfugiés, selon leur nationalité, ou pire. L'amélioration du sort des uns ne doit pas se faire au détriment de celui des autres. La négociation de la liste des pays sûrs est inquiétante au vu des pratiques des États membres.

Que deviendront les déboutés du droit d'asile? Seront-ils renvoyés avec fermeté avec les autres migrants dits économiques vers leur pays d'origine, quel qu'il soit? Qu'espère-t-on négocier avec les dictatures de la Corne de l'Afrique dans le cadre du processus de Khartoum? L'opposition croissante entre vrais réfugiés et migrants économiques va nous mener droit dans le mur. Des voies légales pour les migrants doivent être ouvertes, c'est le meilleur moyen d'empêcher les morts et les passeurs. Ces hommes, ces femmes, ces enfants ont tous des droits et ceux-ci doivent être respectés dans l'Union européenne et ailleurs.

  Ska Keller (Verts/ALE). Mr President, the State of the Union needs to be measured according to how we treat those people in Europe who are most in need and there the picture is rather mixed. On the one hand we have all those citizens who help refugees, who donate, and not just this past weekend but over the years and months in different groups. On the other hand though, we have Member States which just blame each other, which are not doing what they are supposed to do.

I think we need to decide which side we want to support, which of those two Europes we want to bring forward and promote. There I think the people of Europe have shown us the way; they are the ones who deserved the Nobel Peace Prize the European Union has won. The Member States, the governments of the Member States and the European Union should follow the way that our citizens have shown. Our citizens are much further ahead than we think they are. Let us promote their solidarity, their initiative; let us follow their lead.

  Paul Nuttall (EFDD). Mr President, firstly I believe that the European Union’s response to the migrant crisis is completely wrong-headed. I also believe that Germany and Sweden’s position is particularly irresponsible. What do you think will happen if you say that everyone can claim asylum? It is simple: more people will come. That means more people will risk their lives crossing the Mediterranean, crossing the Aegean Sea. That means more boats, more drownings and more deaths.

Having said that, although I disagree with Europe’s response to the migrant crisis, at least we are doing something. The real scandal here is the countries that are doing absolutely nothing, and by that I mean the oil-rich Gulf states of Qatar, Bahrain, Kuwait, the United Arab Emirates, and in particular Saudi Arabia – the sponsor of the evil Wahhabism which is Islamic State. The fact is, they are taking no refugees whatsoever, and they are pushing their co-religionists towards Europe. If we want to stop the deaths, as Tony Abbott, the Prime Minister of Australia, has said, you must stop the boats.

  Matteo Salvini (ENF). Signor Presidente, onorevoli colleghi, io ho sentito interventi ipocriti e pericolosi. L'Europa mi sembra governata da pericolosi ipocriti: prima fanno le guerre e poi si stupiscono del fatto che i bimbi scappino dalle guerre. Togliete le sanzioni contro la Siria, smettetela di giocare alla guerra contro la Russia. Si parla di un business, 150 000 immigrati, un fatturato da 5 milioni di euro al giorno, qualche cooperativa, qualche associazione, qualche finto buono, si sta già fregando le mani!

Io non vorrei che in questa sala ci fossero dei minuti di silenzio nei mesi a venire perché, fra tanti profughi e persone perbene, stanno sbarcando tanti delinquenti e secondo i servizi segreti in mezza Europa anche tanti potenziali terroristi. Se faremo un minuto di silenzio, le vostre coscienze gronderanno sangue. Leggo poi l'ultima delle deliranti richieste: abbiamo bisogno di milioni e milioni di profughi per mantenere le pensioni degli europei, siete pagati per pensare ai 25 milioni di europei disoccupati prima di importare nuovi schiavi.

  Bruno Gollnisch (NI). Monsieur le Président, à quoi assistons-nous? À l'accueil exceptionnel de personnes persécutées en raison de leurs opinions politiques ou religieuses, originaires de pays à la déstabilisation desquels nous avons largement participé ? Ou bien à l'avant-garde d'une migration de masse essentiellement économique, encouragée méthodiquement sous des prétextes humanitaires? C'est bien sûr la deuxième version qui prédomine.

J'ai écouté Mme Wikström qui nous a parlé du cas déchirant du petit Aylan, mais je pose la question à ma collègue. En quoi les Européens sont-ils responsables de la mort de ce pauvre enfant dont la famille était en sécurité en Turquie? Les responsables sont d'abord les Américains et ceux des Européens qui ont contribué à la déstabilisation de l'Iraq et de la Syrie; ce sont les pays du Golfe qui ne bougent pas le petit doigt, comme il a été dit, en faveur des réfugiés; c'est la Ligue arabe qui se garde bien d'intervenir contre le groupe "État islamique"; ce sont les passeurs criminels qui vendent des esquifs en profitant indignement de leur trafic; c'est vous qui faites croire que l'Europe peut accueillir tous ceux qui veulent y venir; c'est le père de ce malheureux enfant qui a eu le tort de croire à vos promesses.

  Roberta Metsola (PPE). Mr President, when I first entered politics one piece of advice was given to me: never speak when you are angry. I will ignore that today.

Member States seem to agree easily on how many fish we can pick from our seas. They agree on how many plastic bags we can throw away, but when bodies of children are washing up on our shores and we still cannot agree how to deal with refugees humanely, then everything else we do seems to me to be of little use. Nothing is more urgent or more important. We like to say that we are a Union of shared values, but we are not yet a Union of shared responsibility and that is our collective failure.

Refugees are people running away from war, from death. Prime Ministers simply cannot afford to look away. Every single state must fulfil its moral and legal obligation to address the situation. Walls and fences do not work and neither does simply throwing money at the issue. We need more than band-aid solutions that serve to make us feel better before the next emergency exposes its inadequacy, and yes, we need a binding permanent distribution mechanism for people in need of protection and we needed this yesterday.

So my call to Prime Ministers is this: face down the populists, have the courage to give people fleeing the unimaginable horror the chance of a future without fear. Send an unequivocal message that Europe also stands with the voiceless. Let us be an example for the world. This is the challenge of our generation and we cannot be remembered as the ones who dithered while thousands suffered on our doorstep, or we will be the generation who failed.

  István Ujhelyi (S&D). Magyarként kértem szót, hogy e történelmi vitában európaiként szóljak. Egy európaiként az 500 millió polgárból, aki aggódik gyermekei és Európa jövőjéért, de jobban féltem gyermekeim biztonságát a köztünk járó, a világháborút megelőző politikai agresszivitást mutató politikusoktól, mint attól a szír kisgyerektől, aki a szüleivel a háború elől hozzánk érkezik. Ezért adta ma vissza a hitemet a végre cselekvőképességet mutató Európai Bizottság, és elvárom a miniszterelnököktől, hogy álljanak be a sorba és ők is támogassák a közös megoldást. Juncker, Timmermans és az S&D-ben zajló viták mind azt mutatták nekem, hogy cselekvőképesebb Európa kell.

Szörnyű képsorok jöttek Magyarországról, kormányzati tehetetlenség, uszítás, embertelenség, de Önöknek tudniuk kell, Magyarország nem egyenlő Orbán Viktorral. Magyarországon több ezer ember dolgozott azért, több tízezer civil önkéntes, hogy ellássuk a menekülteket. Barátaink ott vannak most is, a kormány helyett dolgoznak. Innen mondok nekik köszönetet, és szeretném jelezni, hogy Orbán Viktor és politikája nem a megoldás, hanem maga a probléma.

  Vicky Ford (ECR). Mr President, we face an unprecedented situation and we must prioritise helping refugees fleeing horrific wars, both with their immediate needs and to give them hope and support for the longer term. But different countries can help in different ways and we should stop the finger-pointing. In the UK, for example, we are already providing more aid in Syrian camps than the rest of Europe put together, and offering to resettle the most vulnerable refugees directly from the camps in order not to encourage further people trafficking.

Individual countries, however, should consider the impact on their neighbours when they are granting asylum. Granting refugee status does not give that person automatic rights to move across Europe, and I think this needs to be very clear because otherwise we risk jeopardising public confidence in free movement in Europe. So let us be very clear to people about their rights, and even at this difficult time we must not postpone other reforms to build our economies. Unless our countries have long-term economic plans and strength, they will not be able to support people in our own countries or those who need our help in other parts of the world.

  Cornelia Ernst (GUE/NGL). Herr Präsident, meine Damen und Herren, Migration findet statt, weil es Gründe dafür gibt und solange es sie gibt. Niemand kann festlegen, auch Sie nicht, wer zu migrieren hat und wer nicht. Es gibt auch nicht die guten und die schlechten Flüchtlinge, wie das heutzutage die EU einzuteilen versucht. Keine Mauer, kein noch so hoher Zaun, kein Graben, kein Tränengas, kein Polizeiknüppel kann Menschen von Flucht abhalten.

Und statt Repression, die in der EU und in den Mitgliedstaaten immer wieder auftaucht, brauchen wir ein klares „Ja“ zur Aufnahme und zur Integration von Flüchtlingen. Flüchtlinge müssen auch in Ungarn, in der Slowakei, in Tschechien, und bitteschön auch in Polen willkommen sein, unabhängig von ihrer Ethnie und unabhängig von der Religion.

Und noch etwas: Wir lehnen eine Ausweitung der sogenannten sicheren Herkunftsstaaten ab, weil viele Menschen in diesen Ländern überhaupt nicht sicher sind, wie Roma auf dem Westbalkan, wie Andersdenkende in der Türkei. Damit wird das Asylrecht ausgehöhlt – was wir für inakzeptabel halten –, und Krieg ist nicht der einzige Fluchtgrund, um den es sich handelt. Das muss man sich auch einmal anschauen. Wir glauben schon, dass dieser Wurf gewissermaßen zu kurz ist, den die EU und auch die Mitgliedstaaten hier geworfen haben.

Aš norėčiau pacituoti Australijos premjerą Tony Abbottą, kuris, paklaustas, ar jo šalis ketina priimti migrantus nelegalus iš Mianmaro ir Bangladešo atsakė: „Mes neketiname daryti to, kas paskatintų žmones sėsti į valtis. Tai tik sukomplikuotų nelegalios migracijos problemą.“ Aš manau, kad nė vienas iš mūsų nelaikome, kad premjeras T. Abbottas yra nesilaikantis bendražmogiškų vertybių. Mes gi atvėrėme Pandoros skrynią ir pasmerkėme Europą. Taip padarėme niekine kvotų politiką imigrantams, pasiųsdami jiems signalą, kad jūs čia esate laukiami, jumis bus pasirūpinta. Per metus 11 kartų padidėjo migrantų antplūdis į Europą ir, jeigu mūsų veikimas bus toks, kaip dabar, tai Europos Parlamentas per likusią kadenciją nieko kito neveiks, tiktai didins kvotas nelegaliems imigrantams.

  Monika Hohlmeier (PPE). Herr Präsident! Herr Kommissar! Ich grüße die Ratspräsidentschaft! Liebe Kolleginnen und Kollegen! Zunächst einmal möchte ich dem Kommissar Avramopoulos zu dem ganzen Paket, das letztendlich auf ihn zurückzuführen ist, herzlich gratulieren und ihm dafür danken, dass wir doch in einer so konsequenten Zeit jetzt klare Vorschläge von Seiten der Kommission vorgelegt bekommen. Als zweites möchte ich sagen, dass es wesentlich ist, dass Asylstandards, wenigstens die Mindeststandards, in allen unseren Mitgliedstaaten eingehalten werden, damit Flüchtlinge egal wo sie ankommen, auch im Bereich der Umverteilung – wenn wir eine gemeinsame Umverteilung beschließen – zumindest auf eine ordnungsgemäße Behandlung stoßen und ordnungsgemäß untergebracht werden.

Als zweites brauchen wir dringend diesen Krisenmechanismus, denn ohne Krisenmechanismus kann die Europäische Union nicht vernünftig damit umgehen, wenn es einmal zu Krisen kommt, und wenn es zu Flüchtlingsströmen kommt, die aufgrund von Krieg und von Not zu uns kommen.

Ich widerspreche aber Ihnen, Frau Ernst, es gibt eine klare Definition von Flüchtling und von Asylrecht, und man kann dies nicht einfach wild durcheinandermischen mit Arbeitsmigration, mit Wirtschaftsmigration. Wir müssen die Dinge ordnungsgemäß trennen und auch rechtlich sauber abarbeiten und den Mitgliedstaaten die Möglichkeit geben, dass sie ebenfalls nach ihren Arbeitsmärkten entsprechend reagieren und nicht einfach jede Grenze für offen erklären. Das ist letztendlich innerhalb einer Europäischen Union ein Unfriedenszustand, den Sie damit produzieren würden.

  Knut Fleckenstein (S&D). Herr Präsident! Liebe Kolleginnen und Kollegen! Ich will nicht alles wiederholen, was schon gesagt worden ist. Aber ich will, dass wir doch von hier aus auch ein Zeichen an die lokalen Behörden geben, die mit dem Flüchtlingsproblem arbeiten, unter sehr, sehr schwierigen Umständen – ob auf Kos oder auf Lesbos. Und das gilt gerade auch für diejenigen, die nicht in der EU sind.

Die serbische Regierung und die serbischen Kommunalverwaltungen tun im Moment mehr für unsere Flüchtlinge als manche europäische Regierung innerhalb der EU. Und ich finde, das ist ein Dankeschön, auch von diesem Hause aus, wert. Und das Gleiche gilt selbstverständlich auch für das Internationale Rote Kreuz, Samariter International, wie immer die Organisationen heißen, die dort aktiv arbeiten. Auch die sollten wir eines Tages mal hierher einladen, um ihnen ein wirkliches Dankeschön zu sagen, weil wir stolzer auf sie sein können als auf manchen Ministerpräsidenten in der eigenen Union.

  Roberts Zīle (ECR). Priekšsēdētāja kungs! Tad, kad mēs ar lielu intensitāti lietojam skaistus vārdus par humānisma vērtībām, solidaritāti, tas bieži vien liecina par institūciju vājumu un apmulsumu, kas šoreiz var novest pie Eiropas novājināšanās.

Vai tad kad mēs haotiski uzņemsim nelegālos imigrantus, kuru absolūti lielākais īpatsvars ir vīrieši, vai tas apslāpēs bērnu noslīkšanu laivās, kuras tiek pārdurtas, ieraugot robežsargu laivas? Vai attiecībā uz Budapeštas stacijā esošo bēgļu sadali, kāds iedomājas piespiedu kvotu sadalē — šie bēgļi dosies uz Minheni uz Vāciju, un šie bēgļi brauks autobusā uz Latviju? Un vēl tiek piedraudēts ar Šengenas zonas nograušanu, ja nebūšot piespiedu kvotas. Un ko darīs ar Latvijas bēgļa statusu ieguvušajiem bēgļiem, kuri vēlēsies tomēr doties uz Vāciju vai Zviedriju? Mēs ieviesīsim atkal robežkontroli, lai viņi to nevarētu darīt? Piespiedu sadale īstenībā nerada apmierinājumu ne tiem, kas ir bēgļi, ne tiem, kas saņem šos bēgļus, bet tas rada sabiedrībā skepsi pret Eiropas projektu kā tādu.

  Malin Björk (GUE/NGL). Herr talman! Kolleger! Folket har visat vilket Europa de vill leva i: ett öppet, solidariskt samhälle som hjälper människor på flykt. Det Europa som de vill se har inget att göra med extremhögern och nationalisternas unkna samhällen. Det är därför dags att sluta anpassa sig till deras politik och deras världsbild. Nu får det vara slut på fästning Europa. Den repressiva politiken legitimerar deras världsbild och deras politik. Europa måste välja. Man kan inte både välja taggtråd och solidarisk flyktingpolitik. Därför ställer vi oss bakom förslagen om vidarebosättning, ökade kvotflyktingar, om att finna alternativ till Dublinsystemet, men vi kan inte ställa oss bakom de repressiva åtgärderna, återsändande, listan på säkra länder och ökade militära satsningar i Medelhavet.

Vi står upp för ett Europa som väljer den solidariska flyktingpolitiken och inte taggtrådarnas Europa.

  Arnaud Danjean (PPE). Monsieur le Président, Messieurs les Commissaires, vos propositions reflètent bien l'extraordinaire complexité qu'il y a à trouver le bon équilibre entre, d'une part, la nécessaire solidarité vis-à-vis des réfugiés et entre pays européens et, d'autre part, le sens des responsabilités qui nous oblige à admettre que nous ne pouvons pas accueillir tout le monde. Je regrette d'ailleurs que nous assistions beaucoup trop souvent à un débat caricatural entre, d'un côté, des propositions destinées à se donner une bonne conscience facile et puis, de l'autre, des propositions irréalistes entretenant le mythe de l'immigration zéro. L'urgence, c'est d'organiser la politique migratoire parce que ce qui inquiète nos concitoyens, ce n'est pas seulement l'ampleur des flux, c'est aussi le fait que ces flux arrivent d'une façon totalement anarchique, chaotique et désorganisée, qui sape la générosité spontanée que nous pouvons avoir dans nos sociétés.

Il faut donc établir évidemment une liste commune des pays sûrs; il faut donc évidemment avoir une politique beaucoup plus énergique de retour; il faut aussi avoir des contrôles de nos frontières extérieures beaucoup mieux organisés, de façon solidaire, entre tous les pays. Puis, il faut aussi, sur le plan diplomatique, rappeler à un certain nombre de pays que, certes, ils ont fait preuve d'une grande générosité dans l'accueil de réfugiés – je pense, en particulier, à la Turquie qui a un fardeau énorme avec plusieurs centaines de milliers voire des millions de réfugiés – mais que les options stratégiques que ces pays ont prises, notamment dans le conflit syrien, ne sont pas les bonnes et vont accroître le chaos dont nous sommes aujourd'hui le dépositaire.

  Elena Valenciano (S&D). Señor Presidente, entre Grecia, Italia y Hungría, en los últimos meses, ascienden a 700 000 el número de refugiados. Si realmente existe una Unión Europea digna de tal nombre, tal vez deberíamos resolver esta crisis de manera coordinada y solidaria.

¿Saben, queridos colegas, que los vendedores de chalecos salvavidas han hecho un gran negocio, están haciendo un gran negocio al otro lado del Mediterráneo? ¿No es eso terrible? Pero, como decía la señora Mogherini, pasemos de los sentimientos a la acción, que es lo que se nos pide. Apoyemos la propuesta de la Comisión Europea y dejemos de rasgarnos las vestiduras con las imágenes terribles que estamos viendo durante todo el verano.

Necesitamos eficacia europea y, por supuesto, paz y estabilidad en Siria, en Yemen, en Afganistán, en Irak. Eficacia y paz, solo eso resolverá la cuestión. Y, por cierto, condena a los Gobiernos nacionales que están mirando para otro lado cuando sus pueblos fueron refugiados muchas veces. Y condena y sanciones a quienes incumplen los principios de la Unión Europea.

  Kinga Gál (PPE). Elnök úr, Biztos úr, Kollégák! Segíteni akarás az mindnyájunkban bennünk van. Az együttérzés is. Ez emberi, de ahhoz, hogy a valóban rászorulókon segíteni tudjunk, előbb urai kell legyünk a helyzetnek az Unió külső határainál. Elsődleges feladatunk Európa külső határainak védelme. Alapkérdések felelős, következetes megválaszolását hiányolom itt a mai napon, mert ha ezeket nem tesszük meg az egész schengeni rendszerünk összeomlik. Érvényes-e ma a schengeni szabályozás a külső határok védelméről, azokról a feltételekről, ahogy be lehet lépni ma a schengeni térségbe, a schengeni térségen belüli mozgásról, a visszaküldésről a beléptető tagállamba? Mert ha ezek érvényesek, azt nem lehet felróni, mondjuk a média hangulati nyomására, Magyarországnak, hogy megpróbálja betartani azokat az érvényes, uniós szabályokat, amelyeket itt hoztunk, és védi az Unió külső határait, hogy a beléptető helyeken tudjanak átjönni a menedékkérők. Azoknak a nagy része, akik ma az Unió határain belülre szeretnének kerülni...(az elnök megvonja a szót)

  Claude Moraes (S&D). Mr President, we heard Commission President Juncker this morning mentioning the kind people at Munich station and the kind people on the Greek islands. Commissioner Avramopoulos, you are Greek, and you really did your job this morning: we heard all about the plans. And we will see kind people, as Ska Keller said, all over Europe – in my Member State and elsewhere. However, they are asking a very simple question: what is the European Union doing?

My answer to that is that the European Union is the Member States, and the Member States, which are meeting on Monday – with a Presidency that has a great sense of urgency – must understand that the plans which were presented today are credible and clear, and whatever anyone says from across the political spectrum in this House, Parliament has done its work on relocation fast and efficiently. We have done our work, but what will happen on Monday? Will we see opt-outs? Will we see dilution? Will we see the blame game on Monday?

Or will we see a reaction to the biggest refugee crisis since the Second World War? The European Union is its Member States and it is its people. Let us not fail the refugees or the people of the European Union on 14 September.

  Barbara Kudrycka (PPE). Panie Przewodniczący, nie może być tak, że widzimy tylko problem emigracji na południu Europy, a nie widzimy tego, co dzieje się na wschodzie Europy. Przecież wszyscy wiemy, że w pasie przygranicznym między Donbasem a Rosją ponad półtora miliona osób obawia się o własne życie. Ich życie, życie i zdrowie ich dzieci jest nie mniej zagrożone niż tych, którzy uciekają z Syrii. Polska prowadzi w tym zakresie bardzo świadomą politykę, przyjmując rocznie prawie milion osób z Ukrainy i wydając im odpowiednie czasowe wizy. Już w tym roku wydano ponad pół miliona takich tymczasowych wiz. I rzeczywiście ważne jest, aby teraz również Polacy otworzyli się na przyjęcie tych emigrantów z południa, ale też na takich zasadach, które pomogą nam godnie ich przyjąć.

  Seán Kelly (PPE). Mr President, solidarity, coordination, humanitarianism, generosity are words that capture not just what Commission President Juncker said this morning, but I think are reflected across the House today, and I welcome that. And I am sure my own country Ireland will not be found wanting in those qualities as well when taking in more refugees.

I have two questions. One, Pope Francis suggested that each Catholic Diocese take in a family. Can this be incorporated into European policy, and how can it be done? And would other churches join in as well?

Secondly, President Tusk has rightly condemned people smugglers as murderers, and I am at a loss as to why we cannot deal with them more effectively, and in particular confiscate their boats, because they are the real culprits in this and they need to be dealt with effectively.

Signor Presidente, onorevoli colleghi, questo Parlamento ha votato in aprile una risoluzione che chiedeva già un meccanismo di quote obbligatorie per condividere meglio le responsabilità tra Stati membri. Nel 2014, 6 Stati membri su 28 hanno gestito da soli il 77% delle richieste d'asilo arrivate in tutta Europa. È forse questa la solidarietà e l'equa ripartizione delle responsabilità di cui parlano gli articoli 78 e 80 del trattato? Non credo!

L'atteggiamento del Consiglio è vergognoso su questo punto, io credo che con questi leader l'Europa, l'Unione europea non si sarebbe mai fatta. Allora, il mio invito è a sostenere ovviamente i passi avanti che il Parlamento chiede già da aprile; bene le nuove proposte della Commissione che prevedono numeri più ampi, serve immediatamente un meccanismo obbligatorio e permanente di quote per venire incontro alle responsabilità che come europei abbiamo e serve anche andare a incidere su quelle che sono le ragioni di lungo termine: le instabilità regionali e la questione delle disuguaglianze.

Г-н Председател, уважаеми колеги, на първо място трябва да се направи ясната разлика между бежанци и нелегални имигранти, защото ако приемаме всички хора, които идват на континента, за хора, които имат право на бежанска закрила, значи да приемем, че трябва да осигурим тази закрила на повече от 100 млн. население на Африка и на Близкия изток.

На второ място, изключително важен е въпросът за причините за тази имигрантска вълна, защото докато тук се говори за разпределение и за квоти и за подобни неща, никой не отваря важния въпрос за причината за случващото се. А причината е продължаващите войни в Сирия, в Ирак, в Либия, във всички останали държави от Близкия изток и северна Африка.

Тези причини трябва да бъдат премахнати, и докато не бъдат прекратени мръсните геополитически игри там, потокът от имигранти няма да престане да идва към европейския континент.

Единственото нещо, което може и трябва да се направи, е светските режими, тези, които са против Ислямска държава, против исляма, да бъдат подпомогнати, да бъдат въоръжени, да бъдат финансирани и да им бъде дадена възможност да премахнат причината за огромната нелегална миграция.

А иначе – разпределението на квоти за мен е неприемливо и няма да сработи.

  Izaskun Bilbao Barandica (ALDE). Señor Presidente, ante una crisis como la de los refugiados, necesitamos hechos concretos como la respuesta vigorosa que en el País Vasco lo local y regional ofrece ya para encauzar la solidaridad de la ciudadanía.

La Cumbre de Jefes de Estado del 14 de septiembre debe alumbrar una política europea consecuente basada en la humanidad, la solidaridad y la responsabilidad, y eso significa priorizar la atención y acogida de refugiados, organizarla, proporcionar visados y rutas seguras para llegar a Europa y mejores condiciones en los campos de refugiados.

Hay que perseguir a las mafias que trafican con el dolor y el miedo, y necesitamos una política de cooperación honesta y sincera en los países de origen y un «eurocuerpo» que unifique la fragmentada política de defensa y la haga eficiente frente a una barbarie que ha producido el mayor flujo de migración desde la Segunda Guerra Mundial.

Una Europa sin populismos, con valores en los que creemos y a cuya fundación, como vascos y vascas, contribuimos desde el inicio.

Κύριε Πρόεδρε, η σημερινή μακροσκελής και θαρραλέα εισήγηση του προέδρου Juncker, η οποία αναφέρεται στις αιτίες και στις ευθύνες της Ευρωπαϊκής Ένωσης έστω και περιγραφικά, αποτελεί την πιο επίσημη ομολογία αποτυχίας, τόσο της εξωτερικής, όσο και της προσφυγικής πολιτικής της Ευρωπαϊκής Ένωσης διότι, δυστυχώς, γίνεται υπό το βάρος χιλιάδων νεκρών, στη σκιά των απάνθρωπων συνθηκών διαβίωσης για τις πρόσφυγες και υπό την πίεση που αντιμετωπίζουν πλέον οι χώρες της Κεντρικής Ευρώπης. Κύριοι συνάδελφοι, έστω και την τελευταία στιγμή, ας αντιμετωπίσουμε ολοκληρωμένα το τραγικό ανθρωποκτόνο ζήτημα με παράλληλες και αποτελεσματικές δράσεις σε όλα τα επίπεδα. Ας αναγνωρίσουμε πρώτα από όλα τις ευθύνες μας και ας μεριμνήσουμε ώστε να μην υπάρξει ποτέ ξανά άλλος πρόσφυγας πνιγμένος ή νεκρός, ώστε να μην βρεθεί ποτέ ξανά άλλος πρόσφυγας σε άθλιες συνθήκες διαβίωσης. Με αλληλέγγυα αξιοπρεπή αντιμετώπιση της ανθρώπινης υπόστασης, πρέπει να διασφαλίσουμε ότι η βοήθεια προς τους πρόσφυγες θα αποτελέσει ευθύνη του συνόλου της Ευρωπαϊκής Ένωσης. Χρειαζόμαστε άμεση εξασφάλιση νόμιμης πρόσβασης και ασφαλών διαδρομών, θέσπιση μηχανισμού μετεγκατάστασης, με μόνιμο και υποχρεωτικό χαρακτήρα, κατάργηση του κριτηρίου της χώρας της πρώτης εισόδου και ουσιαστικές και αποτελεσματικές πρωτοβουλίες για την ειρήνευση στις εμπόλεμες περιοχές .....

  Steven Woolfe (EFDD). Mr President, if I was in danger, I would want to leave as well. These are very clear principles that we know. But the United Nations declarations understand this, and make sure that asylum is defined as based on a well-founded fear of persecution. The UN also makes a clear definition of those who are economic migrants, as well as those not fleeing from persecution. But the EU’s proposals are trying to abandon these principles. They are trying to create international law. They are trying to abandon the Dublin Regulations. Middle-class and wealthy MEPs, who have enough cash to avoid the economic and social problems of mass migration, come up with schemes such as this to salve their consciences, but they ignore the poor, the voiceless, the immobile, who live throughout Europe and who will have to live on the edge and suffer the consequences of these schemes. One cannot think of one without considering the other.

Teljesen egyetértek Gál Kinga képviselőtársammal és kérem, sőt követelem, hogy ne legyen úgy vége ennek a kiemelt vitának, és ennek a plenáris ülésnek, hogy Ön, kedves európai biztos úr, nem ad határozott választ arra, betartsa-e Magyarország a kötelező európai uniós normákat vagy ne. Nézzen a 10 illetve 15 millió magyar ember szemébe legalább a monitorokon keresztül és nézzen az 500 millió európai ember szemébe. Meg kell-e védenünk Európa határait vagy nem, megvédhetjük-e avagy nem? Engedjék meg, hogy tájékoztassam Önöket arról, Merkel asszony és Európai Unió adott egy meghívót ezeknek az embereknek. Ők úgy fogják fel, hogy nekik joguk van bemenni Németországba, és minden egyes jogszabály, minden egyes rendőri fellépés őket ebben akadályozza. Fel vannak háborodva, nem hajlandóak befogadó központba menni, nem hajlandóak ujjlenyomatot adni, nem hajlandóak a jogszabályokat betartani. Akkor most mi mit tegyünk?

  Dimitris Avramopoulos, Member of the Commission. Mr President, let me start by expressing my thanks to all of the colleagues for their reactions and overall support for the approach followed by the Commission. I really hope that our proposals can be adopted quickly as we now need fast decisions. I particularly look forward to Parliament’s involvement in the upcoming discussions on the permanent relocation mechanism and the establishment of the European Union list of safe countries, for which Parliament will be co-legislator.

We will put forth all the effort necessary to implement the decisions already taken and make sure that Member States apply the common rules, and of course we will count on support from Parliament in these endeavours.

This migration will last; that is a fact. The package adopted by the Commission today is only a step to better manage migration. We also have to work on integration of the refugees we welcome. This is essential for European cohesion. A successful integration policy is the most efficient tool against secondary movements. Cooperation with third countries and opening legal avenues to Europe is also essential. This goes hand-in-hand with the war we have declared on unscrupulous migrant smugglers.

Member States have agreed on an EU resettlement scheme. We have never before reached 22 504 places in the European Union. We therefore have to build on this success and take even more initiatives in the future to open legal ways to come to Europe.

Finally, protecting and defending our borders is crucial. We will launch a wider reflection to reinforce management of our borders and ambitious solutions.

Let me thank this House for the overall support. I took note of Members’ remarks, of their comments and I gladly notice that we share the ambition to work together as we have done in the past but also in the future, to increase understanding and finally find common solutions. I really look forward to the continuation of our very good cooperation throughout these months.

Monsieur le Président, Mesdames et Messieurs les Députés, je voudrais d'abord vous remercier à mon tour pour ce débat très riche et je peux vous assurer que la présidence va poursuivre, comme l'a d'ailleurs dit le commissaire, ce dialogue et cette collaboration avec votre parlement qui a une valeur politique éminente, précisément en ce moment difficile.

La présidence ne ménagera aucun effort pour avancer rapidement. Beaucoup de messages vont dans cette direction. Elle continuera à travailler avec tous les acteurs concernés sur la base des propositions de la Commission.

La prochaine réunion du Conseil, qui aura lieu dans quelques jours, lundi prochain, aura à cet égard une grande responsabilité. J'espère aussi qu'un certain nombre de messages qui ont été formulés et exprimés ici, dans cet hémicycle, vont être pris en compte lors de cette réunion.

Il existe un consensus entre nous tous: pour réussir, nous devons rester unis et clairs sur nos priorités et sur les moyens dont nous disposons pour atteindre nos objectifs. Nous devons parer au plus pressé et, en même temps, nous mettre d'accord rapidement sur des instruments nouveaux adaptés à la nouvelle situation. Nous avons besoin d'une approche globale face à cette crise.

Je répète ce que j'ai déjà dit dans ma précédente intervention: nous ne pouvons pas tergiverser et nous ne pouvons pas temporiser. Nous n'avons pas le droit de laisser passer du temps.

  Ivo Belet (PPE), schriftelijk. Zijn we vergeten, zoals Juncker opmerkt, dat in de tweede wereldoorlog zestig miljoen Europeanen op de vlucht waren? Gaan wij de oorlogsvluchtelingen die vandaag aan onze grenzen aankloppen of aanspoelen in rubberbootjes, 'terugduwen' naar niet-Europese kusten? En de andere kant opkijken? We horen hen tijdelijk op te vangen, tot de oorlog voorbij is. Omdat dat 'waardig en humaan is en historisch fair' (Juncker).

De voorstellen die de Europese Commissie op tafel legt, zijn concreet en effectief. We scharen ons volledig achter deze voorstellen en verwachten dat de ministers van Binnenlandse Zaken op hun extra overleg nu maandag niet uit elkaar gaan zonder een formeel akkoord over een fair en verplicht spreidingsplan voor oorlogsvluchtelingen. En een akkoord over een gemeenschappelijke lijst van veilige landen.

We moeten niet naïef zijn en ook de bewaking van onze buitengrenzen veel efficiënter aanpakken. Deze crisis is daarom ook een kans. Een doeltreffend Europees asielbeleid staat of valt met een gezamenlijke registratie aan onze buitengrenzen. Juncker kondigt nieuwe, wetgevingsvoorstellen aan over een effectieve Europese grens- en kustwacht. De tijd is rijp om daar snel werk van te maken. De tijd van de retoriek ligt inderdaad achter ons.

  Alain Cadec (PPE), par écrit. Je soutiens les propositions du président de la Commission visant à instaurer un mécanisme de relocalisation en cas d'urgence humanitaire ainsi qu'une liste des pays d'origine permettant de dissocier les migrants politiques des migrants économiques. Je suis particulièrement attaché à la création d'un corps européen des garde-côtes, comme l'a annoncé Jean-Claude Juncker dans son discours. J'ai, à ce titre, fait adopter en commission parlementaire un amendement établissant une supervision européenne des garde-côtes. Si ce projet est adopté par la prochaine plénière, il permettra de débloquer un million d'euros pour coordonner l'action des agences comme FRONTEX et des 300 autorités publiques qui assurent des fonctions de garde-côtes. C'est avec des mesures concrètes de cette nature que nous parviendrons à surmonter cette crise. Nous avons suffisamment parlé, à présent agissons!

  Matt Carthy (GUE/NGL), in writing. In response to President Juncker’s State of the Union address I want to highlight the need for a radical shift in migration policies across EU countries. We are facing a large scale humanitarian crisis and it must be recognised that the attitudes and policies followed up until now have not worked. I condemn the current crisis and believe that every EU country needs to seriously think about increasing the number of refugees they have committed themselves to take. In addition, I would call upon countries to suspend the Dublin Regulations for those arriving from countries such as Syria, Eritrea and Sudan, where refugees are desperately fleeing war zones. These regulations are simply not practical in the present circumstances and create unnecessary burdens for displaced people genuinely seeking safety. Ireland is a country that understands the pains of these issues having experienced over a century and a half of migration. It is part of our history and part of our personality. Now we must come together to do more and welcome refugees from dangerous and war-torn countries. We as EU Member States have a shared responsibility to prevent human suffering so it is time we start to show a humane and proportionate response.

  Κώστας Χρυσόγονος ( GUE/NGL), γραπτώς. Το Ευρωπαϊκό Κοινοβούλιο συζήτησε σήμερα για την κατάσταση των πολυάριθμων προσφύγων που κατευθύνονται στην Ευρωπαϊκή Ένωση βιώνοντας εφιαλτικές καταστάσεις. Μοιάζουμε να έχουμε αποδεχθεί σιωπηρά την προσφυγοποίηση όλων αυτών των ανθρώπων. Η προσφυγοποίηση όμως δεν είναι φυσιολογική εξέλιξη. Άνθρωποι από τη Συρία, το Ιράκ και αλλού αναγκάζονται να εγκαταλείψουν τις εστίες τους εξαιτίας των πολεμικών συγκρούσεων που συνεχίζονται εκεί για χρόνια, με συνυπαιτιότητα των δυτικών χωρών και από τις δύο πλευρές του Ατλαντικού. Κράτη-μέλη της Ένωσης συμμετείχαν στον συνασπισμό υπό την ηγεσία των ΗΠΑ που εισέβαλε, κατά παράβαση του Καταστατικού Χάρτη του ΟΗΕ, στο Ιράκ το 2003 και, πιο πρόσφατα, κράτη-μέλη της Ένωσης συνέβαλαν επίσης με ποικίλους τρόπους στην υπονόμευση του καθεστώτος Άσαντ στη Συρία, προλειαίνοντας το έδαφος για τη δολοφονική επέλαση των ακραίων ισλαμιστών. Πρέπει να αντιμετωπίσουμε την αιτία του προβλήματος. Η Ευρωπαϊκή Ένωση οφείλει να συνδράμει ενεργά ιδίως τη συριακή κοινωνία, αφού από αυτήν προέρχεται η πλειονότητα των προσφύγων, προκειμένου να βρει μια ειρηνική λύση στις εσωτερικές της αντιθέσεις και προκειμένου βέβαια να ξεριζώσει οριστικά το καρκίνωμα του "Ισλαμικού Κράτους". Η Δύση πρέπει να απαλλαγεί από την επικίνδυνη ψευδαίσθηση ότι μπορεί να επιβάλει παντού το δικό της πρότυπο διακυβέρνησης και να αυτοπεριορισθεί στην αναζήτηση σταθερότητας και στην επιδίωξη ειρηνικής διευθέτησης των διαφορών.

Solidarity means addressing migration together, assisting each other to assist those escaping persecution and war. It is in times when we are facing our fears, when we are feeling overwhelmed that we must be more united in expressing our value of solidarity to protect the life of those escaping oppression and in fighting those who fearlessly make money off the misery of these people by exposing them to dangers and by bringing death to our lands and seas rather than life. The Council should no longer hide behind political rhetoric. Solidarity means ensuring that each Member State adheres to European standards established under the European common asylum system. Each Member State must take upon itself the responsibility to participate in asylum seekers distribution. While addressing a crisis, we should also strengthen our solidarity with third countries by assisting them towards a path to democratisation, strengthening their economies and job opportunities, and seeking social justice. This will address the root causes of migration. Humanitarian aid is not charity but a process of empowerment for TCNs to find peace, employment and justice in their own land. Our foreign policy needs to ensure that this aid is effective.

  Mireille D'Ornano (ENF), par écrit. La crise migratoire que nous vivons depuis de nombreux mois et dont les proportions deviennent exponentielles n’est pas une crise d’accueil de réfugiés. Beaucoup de ces migrants illégaux ne sont pas des réfugiés politiques mais des clandestins venus en Europe parce que les gouvernements nationaux complices et l’Union européenne ont ouvert les portes pour des motifs économiques et politiques. Ce torrent migratoire est accompagné par les sirènes médiatiques, les louanges de la presse et les professionnels de l’indignation et de la bonne conscience. Oui, l’accueil de centaines de milliers de clandestins chaque mois sur notre sol est une trahison envers les peuples d’Europe qui seront les premiers à subir les conséquences désastreuses de cette arrivée en masse de populations. Qui financera les installations d’urgence ? Quels logements seront disponibles ? Quels emplois pourrons-nous offrir ? Le projet d’instaurer des quotas est le déni le plus flagrant de la souveraineté des États et de l’intégrité de leur territoire. Si les portes de l’Europe ne sont pas maintenues, des millions d’autres migrants illégaux suivront l’appel d’air qui a été créé. Les promoteurs de ce déferlement démographique seront donc responsables de la fin de l’histoire européenne.

A bevándorlás napirendre tűzése és a jelenlegi európai modell kritizálása nem pártpolitikai kérdés, ahogy a baloldal sokszor hangoztatja, hanem közös európai érdek, s nagyon gyorsan megoldást kell találnunk ezen égető kérdésre. De mit javasol Európai Bizottság? Kvótamigránsokat képezne, akik szabadon mozoghatnának az Unió belső piacán. Vagyis, feltételezhetően újra meg újra megindulnának azon tagállamokba, ahol élni akarnak; tehát az egész kötelező kvótarendszer minden egyes nappal, minden egyes eltérített migráns újraindulásával megbukna. Azt pedig az elmúlt napok és hetek megmutatták, mire képesek a migránsok, ha nem azt kapják Európától, amire vágynak. Az egész történet migránsok és hatóságok, no meg államok egymás közötti napi szintű, több tízezres nagyságrendű, végtelen pingpongozásává fog válni, leblokkolva mindent és mindenkit. Magyarország világos álláspontja, hogy a politikai menekülteknek védelmet kell biztosítani. A kormányunk minden ebből fakadó nemzetközi kötelezettségének eleget tesz. Az európai migrációs stratégia és az európai biztonsági stratégia révén határozott lépéseket kell tennünk annak érdekében, hogy javuljon a migrációkezelés, erősödjön az együttműködés, és Európa biztonságosabbá váljon a polgárai számára a szervezett bűnözés és a terrorizmus tekintetében. A Bizottság által jóváhagyott nemzeti programok jelentős pénzügyi támogatást nyújthatnak a tagállamoknak e kihívások kezelésére, ellenben csak akkor ha megfelelő mértéket öltenek.

  Adam Gierek (S&D), na piśmie. Polityka migracyjna UE powinna być długoterminowa, kompleksowa oraz spójna. Winna wykorzystywać cały pakiet narzędzi wypracowanych w ramach globalnego podejścia do kwestii migracji i mobilności. Konieczna jest sprawniejsza implementacja już podjętych zobowiązań i działań. Nie można ograniczać się do liczb przyjmowanych uchodźców, gdyż koncepcja automatycznego podziału uchodźców to złe rozwiązanie, oznaczające w rzeczywistości utratę przez państwo członkowskie kontroli nad liczbą przybyłych, a także nad procesem ich przyjęcia pod kątem bezpieczeństwa.

Polska, jako kraj graniczny UE, ma do czynienia z napływem uchodźców zza wschodniej granicy oraz z masowym wydawaniem wiz i pozwoleń na pracę obywatelom Ukrainy. Tylko w pierwszej połowie bieżącego roku mój kraj wydał ich ponad pół miliona. Z powodu konfliktu na Ukrainie grupa przesiedlonych tam wewnętrznie osób liczy ponad 1,5 miliona. Grupa ta potencjalnie, w przypadku pogorszenia się sytuacji, zwiększa presję migracyjną na wschodniej granicy UE. Wszelkie odpowiedzialne rozwiązania na poziomie europejskim muszą brać pod uwagę również ten fakt. Uważam jednak, że wszelkie działania, które podejmiemy w Europie w sprawie problemu uchodźców, są skazane na porażkę. Problem ten należy rozwiązać u źródła, tj. w krajach, z których oni uciekają.

  Juan Carlos Girauta Vidal (ALDE), por escrito. Se ha dicho en este debate de muchas maneras que el Mediterráneo está siendo escenario de una gran tragedia. Todos somos conscientes. Hagamos algo entonces. Repetiré lo que ya propuse aquí hace varios meses: es urgente crear un fondo europeo de búsqueda y salvamento para rescatar en alta mar las naves en peligro. No hay que esperar a que esas personas que ansían alcanzar nuestras costas lleguen a nuestras fronteras. No podemos seguir dejando que mueran en el mar, casi siempre anónimamente, algunas veces ante las cámaras. Frontex, por definición, no va a realizar esta tarea. Por eso necesitamos un nuevo fondo que permita lo que ya la Marina Militar italiana, a través de la operación Mare Nostrum, emprendió en solitario. Tienen mi reconocimiento más sincero. Cojamos su testigo y mostremos que Europa no solo formula engolada sus valores, sino que está dispuesta a ser consecuente y actuar bajo su dictado. Si no, habrá que replantearse para qué sirve tanta institución y tanta Unión.

La tragica conseguenza di una tragedia infinita, le stragi, i migranti che cercano di abbattere i muri e si feriscono sul filo spinato, gli scontri in Ungheria mentre qui discutiamo. Ogni volta che nel mio paese parlo del ruolo dell'Europa sono costretta a sottolineare le differenze tra le diverse istituzioni: il Parlamento, che ha lanciato da tempo un fortissimo messaggio finora inascoltato, la Commissione, che nel tempo ci ha dato ragione e finalmente ha varato un'agenda coraggiosa e il Consiglio: il Consiglio che ancora non decide, che rimanda, che si perde in sterili distinguo. Agire subito, ripetiamo, e si vede ben oltre le quote non sufficienti, si cambi Dublino e si prenda atto di un fenomeno che certo non si bloccherà perché è figlio di un cambiamento geopolitico che non possiamo fermare ma che dobbiamo assolutamente governare.

  Benedek Jávor (Verts/ALE), írásban. Humanitárius válság van Európában: emberek, akik a háború elől életüket féltve menekülnek, fáznak és éheznek, többek között Magyarországon is. Nem csak hosszú távú és működőképes megoldásra, hanem gyors, emberséges cselekvésre is szükség van. Meg kell adni minden lehetséges erkölcsi és anyagi támogatást a befogadóknak, az ellátást végző szervezeteknek, anélkül, hogy politikai és egyéb elkötelezettségüket firtatnánk. Egyben fel kell lépni minden uszítás és kirekesztés ellen, amely már a történelemben számos emberi katasztrófa okozója volt.

Szeretném megköszönni a magyar és európai polgároknak az önzetlen segítséget, amit a bajban nyújtottak sokszor az erre hívatott szervezetek mellett és néha, mint hazámban, helyettük is.

A jelenlegi helyzetben elfogadhatatlan, hogy egyes kormányok tehetetlenek vagy ellenségesek és nem akarnak részt venni a közös európai megoldásban.

Közös Európai menekültpolitikára és átfogó integrációs rendszerre van szükség. A tagállamok között a menedékkérők igényeit messzemenőkig figyelembevevő automatikus elosztási rendszert kell létrehozni. Hosszú távon pedig meg kell teremtetni a legális és biztonságos utat, hogy a háború elől menekülők elérhessék Európát.

Most van az a pillanat, amikor Európának félre kell tenni egoizmusát, politikai nézetkülönbségeit és egységesen kell fellépni a menekültek érdekében, mielőtt a közelgő tél még sanyarúbb helyzetbe hozza az európai értékekben bízó, életüket joggal féltő menekülteket.

  Gabrielius Landsbergis (PPE), raštu. Migracijos antplūdis yra sąlygotas ir tarptautinės bendruomenės pasyvumo pilietinių karų, despotizmo ir neteisingumo atžvilgiu. Buvome užsiėmę kitais reikalais, norėjome kištis kuo mažiau, kol pagaliau problema persirito per mūsų sienas. Dar daugiau, matome, kad į patį karščiausią tašką įsitraukia naujas žaidėjas, siekiantis ne ko kito, o geopolitinio revanšo. Būtina imtis veiksmų, kaip padėti spręsti problemą jos ištakose, padėti trečiosioms šalims, kurios glaudžia dar didesnius kiekius pabėgėlių. Taip pat stiprinti išorinę ES sieną, suteikiant reikiamus mandatus bei išteklius atitinkamoms ES misijoms ir institucijoms. Kovoti su dabar jau puikiai susiorganizavusiu ir greitai prie besikeičiančių sąlygų prisitaikančiu nelegaliu žmonių gabentojų verslu. Galų gale užtikrinti, kad prieglobstį ES gautų būtent tie, kuriems jos iš tiesų reikia – ypač pažeidžiamiausios grupės. Taip, tai išties yra Europinė problema, ir sprendimas turi būti bendraeuropinis. Vis tik solidarumas negali būti primestas. Šalių narių pozicijas būtina suartinti, tai užtikrins sprendimų tvarumą ir įgyvendinimo efektyvumą. Kai kurioms šalims būtina gerokai padirbėti, kad pritaikytų savo integravimo programas naujiems ir drastiškai išaugusiems poreikiams. Tokios šalys turėtų skubiai siekti ir gauti gerosios praktikos pavyzdžių, kaip tinkamai ir visapusiškai integruoti pabėgėlius ir jų šeimas gyventi taikos ir demokratijos sąlygomis, suteikiant jiems galimybę dirbti ir užsidirbti, mokytis ir studijuoti, padėti jiems tapti pilnaverčiais, kuriančiais visuomenės nariais.

  Ramona Nicole Mănescu (PPE), în scris. Europa se află în fața unei crize care se agravează zilnic și căreia trebuie să-i răspundem urgent. Creșterea capacităților de primire a refugiaților în interiorul granițelor UE fără implicarea cu determinare si consecvență a Europei nu este o soluție, nu va face decât să adauge noi valuri de refugiați și va acutiza problemele umanitare. Trebuie abordată cauza profundă: subdezvoltarea economică și lipsa de oportunități. Aceasta este demonstrată de contrastul dintre țările aflate în vecinătatea conflictelor, precum Qatar, Oman sau Kuweit, și cele care au devenit patria războiului și grupărilor teroriste.

Unele state membre, inclusiv România, nu s-au confruntat cu astfel de probleme și trebuie să solicite sprijinul financiar și logistic al UE și al țărilor cu experiență în construirea și gestionarea centrelor pentru refugiați, pentru tratarea cu maximă seriozitate și responsabilitate a acestui efort umanitar conjugat. Am vizitat tabere de refugiați și am discutat cu oameni care trăiesc această dramă. Își doresc să se întoarcă acasă. Mă aștept ca liderii europeni, foarte afectați de dramele refugiaților, să lase demagogia deoparte și să acționeze ferm, așa cum nu au făcut-o din păcate până acum, să canalizeze resurse politice, diplomatice, militare și financiare pentru stoparea conflictului și reconstrucția zonelor afectate.

  Luigi Morgano (S&D), per iscritto. Le proposte presentate dalla Commissione europea per dare soluzione alla crisi dei rifugiati sono misure concrete e coraggiose. Già nei mesi scorsi questo Parlamento aveva sostenuto la necessità sia di un meccanismo di emergenza, con quote obbligatorie di migranti da accogliere negli Stati membri, sia di un meccanismo permanente che, attraverso una riforma del trattato di Dublino e la creazione di canali legali e sicuri per l'immigrazione, ponesse fine alle tragedie del Mediterraneo. Tra l'altro, un'interpretazione ampia del sistema dei ricongiungimenti familiari e – per casi specifici – la promozione di meccanismi di sponsorizzazioni private. Se è noto che, a seguito dei cambiamenti demografici in atto, l'economia europea ha bisogno di migranti, ben prima delle motivazioni economiche, sono l'umanità e la nostra stessa storia – l'Europa è stata un continente di rifugiati per secoli – a imporci di agire coerentemente per evitare ulteriori perdite di vite umane e attuare soluzioni comuni e durature alla crisi dei rifugiati. Una richiesta, questa, fatta propria dal Parlamento europeo, che ci arriva direttamente dai cittadini europei. Sta ora al Consiglio e agli Stati membri assumersi le proprie responsabilità. Noi europei non vogliamo più vergognarci, come esseri umani.

  Urmas Paet (ALDE), kirjalikult. Põgenikekriisile tuleb leida kiiresti inimlik ja toimiv lahendus. Kui seda ei suudeta või ei taheta teha, kasvab oluliselt risk Euroopa lõhenemiseks. Selle kriisi lahenduskäik mõjutab olulisel määral ka Euroopa Liidu tulevikku. Viimased nädalad on näidanud, et Euroopa asüülisüsteem ei toimi nii nagu peab. Praeguses olukorras ei ole igal pool Euroopas suudetud sõjapõgenikega inimlikult toime tulla. Kuid põgenikekriis on hallatav ja selle inimliku lahendamisega saab Euroopa Liit hakkama, kui kõik riigid aitavad. Mõned riigid teevad tõsiseid pingutusi, kuid samas pole mitmed seni panustanud. Sellised kontrastid kasvatavad kiiresti pingeid ka ELi liikmesriikide vahel. Seetõttu peaksid inimlikku arvestatavat lahendust põgenikekriisi lahendamiseks pakkuma kõik liikmesriigid.

  Julia Pitera (PPE), na piśmie. Wobec zaistniałej sytuacji nikt nie może pozostać obojętny. Każdego dnia otrzymujemy informacje o kolejnych, dramatycznych próbach przedarcia się migrantów do Europy. Są to obrazy wstrząsające. Konieczność rozwiązania tego dramatu stawia przed Unią Europejską wyjątkowo pilne wyzwanie. Potwierdzają to dane Frontexu ze stycznia i lutego tego roku. W tym czasie liczba imigrantów w 2014 r. znacznie wzrosła w stosunku do 2013 roku: szlak środkowośródziemnomorski – o 42 proc., szlak wschodniośródziemnomorski – o 107 proc., szlak zachodniobałkański – o 990 proc. Największą grupą, która w I kwartale ubiegała się o azyl w UE, nie byli Syryjczycy stanowiący 16 proc., lecz głównie mieszkańcy Bałkanów: Kosowa, Albanii oraz Serbii. Frontex przewiduje, że w przyszłym roku liczba ta może się podwoić, czyli do ok. 2,5 miliona ludzi. Solidarność, jaką powinniśmy okazać migrantom, nie może polegać na wzajemnym przywoływaniu się do porządku czy obwinianiu, co osłabia skuteczność działań poprzez budowanie wewnętrznych konfliktów. Dlatego tak ważne jest przygotowanie dobrej strategii, obejmującej m.in.: zwiększenie dwustronnej pomocy i programów pomocowych, ze szczególnym uwzględnieniem państw tranzytu i pochodzenia; zintensyfikowanie działań zwalczających siatki handlarzy i przemytników; skuteczna kontrola i ochrona zewnętrznych granic Unii Europejskiej czy też zintensyfikowanie współpracy ze społecznością międzynarodową, w szczególności ONZ, Unią Afrykańską i Ligą Państw Arabskich.

  Cristian Dan Preda (PPE), in writing. The current migration and refugee crisis will continue unless the root causes of the problem are addressed. EU crisis management structures should focus on the need to find sustainable solutions to the numerous conflicts in our neighbourhood. Putting an end to the civil war in Syria and fighting Islamist terrorism such as ISIS/Daesh should be at the top of the EU security and defence agenda.

The proliferation of violent non-state actors in large parts of Africa and the Middle East has a direct link with the urgent migration crisis that Europe is facing. The EU must play a more prominent role in finding a political solution to the Syrian conflict and support actively the UN-led negotiations to restore peace and stability in Libya. The EU military operation EUNAVFOR Med must be integrated into a comprehensive strategy towards the migrants’ countries of origin and transit. We need to make better use of the comprehensive approach as a unique tool to coordinate our migration, development, diplomatic and security policies. In addition, we should continue and reinforce our support for Syria’s neighbouring countries, namely Turkey, Jordan and Lebanon, who have already taken in millions of migrants and refugees.

  Alyn Smith (Verts/ALE), in writing. The scale, complexity, and urgency of today’s humanitarian crises are unprecedented. There is no easy solution and we cannot help everyone but we must do everything in our power to help as many as possible. Europe must stand up for its values and live up to the expectations of many European citizens. Instead, we see a commendable action from our German colleagues and sheer panic in the voice of many other European leaders. The European Union is not just about grants, development funds and the single market. It is about values. This is our chance to show the world that the EU is committed to the principles of liberty, democracy and respect for human rights – the freedoms we all hold dear. While the UK Government struggles to show leadership, Scotland stands ready to offer sanctuary to refugees. The Syrian civil war, now entering its fifth year, is the main reason why we see a mass exodus of refugees, until their homeland is safe men, women and children will do anything to find safety. As our First Minister Nicola Sturgeon said our response will be judged by history and I also hope that the next generation will be proud of our response.

V tako razdeljeni Evropi glede rešitve begunske krize je deloval zelo motivacijsko, saj je pozval k večji solidarnosti, povezanosti, humanosti in spoštovanju dostojanstva. Če bi predlogi, ki jih je predstavil, lahko meso postali, bi to vsekakor pomenilo velik korak naprej. Koliko fig je in bo v žepih, pa bo pokazal čas. Stalni mehanizem preseljevanja, premestitve in asimilacije se zdi poleg ideje o spremembah azilnih zakonodaj po državah članicah, ki naj omogočijo takojšnje delo in zaslužek migrantov še preden dobijo azil, trd oreh za realizacijo. Razlog temu je predvsem zaradi zapletenih birokratskih procesov. V tem trenutku je najbolj pomembno, da se začne s skupnim evropskim pristopom brez verskih, nacionalističnih, rasnih in drugih izgovorov, ki bi preprečevali skupni pristop. V skoraj 80 minutah govora je bilo povedano veliko, in če bo vsaj 80 odstotkov vsega tudi uresničeno, bo to velik uspeh za EU, ki sedaj piše zgodovino svoje prihodnosti. Seveda lahko vse skupaj tudi kritiziramo, ampak sedaj je čas za pozitivni pristop. Pred nami niso številke, ampak ljudje, ki čakajo in si zaslužijo našo pozornost ter pomoč. Na tem mestu ne smemo pozabiti svoje skupne evropske zgodovine, ki so jo zaznamovale različne vojne in begunci.

  Marc Tarabella (S&D), par écrit. Je ne me reconnais pas dans cette politique des gouvernements européens. Ces derniers jours, des responsables politiques ont indiqué vouloir priver les réfugiés de certains droits ou créer des statuts spéciaux pour ces migrants. Je suis d’avis qu’il faut mettre un terme à ce type de déclarations. Il est hors de question de s'engager dans cette voie qui porterait atteinte à notre devoir moral et légal d'accueil de ces réfugiés qui arrivent chez nous pour échapper à l'horreur. Dans une telle situation, le rôle du politique n’est pas d’attiser les peurs ou d’entretenir des fantasmes mais bien d’agir en fonction des principes et des valeurs qui fondent notre État de droit. L’Europe doit assumer sa part de responsabilité. Il faut permettre aux personnes qui craignent pour leur vie d’introduire une demande d’asile dans leur pays d’origine, pour éviter qu'elles mettent leur vie en péril en traversant la Méditerranée dans des conditions extrêmement dangereuses. Il n’y aura en tout cas pas de solution viable sans solidarité et sans humanité. Je continuerai à me battre pour que ces valeurs soient prises en compte et respectées !

  László Tőkés (PPE), írásban. Az Európai Unió jelenlegi helyzetét – egyebek mellett – a migránsok áradatával szembeni elhibázott politika, a tehetetlenség, a bénultság s az önfeladás jellemzi. Az Unió bevándorlás-politikája összeomlott. Miközben a nemzetközi közösség képtelen összefogni és erőt venni rajta – az Iszlám Állam és Európa többi ellensége igencsak elégedett lehet a mostanra kialakult és tovább eszkalálódó népvándorlási „hadiállapottal”. Európa értékei, kultúrája, önazonossága és jövője forognak kockán. Az Uniónak elsősorban saját törvénytisztelő polgárait és őshonos nemzeti közösségeit kellene védelmeznie, nem pedig a határ- és törvénysértő gazdasági honfoglalók invázióját elősegítenie. Való igaz, hogy segítenünk kell az üldözötteken. A befogadás krisztusi parancsolata azonban semmiképpen sem azokra vonatkozik, akik létében veszélyeztetik keresztény gyökerű kontinensünket. Magyarországot sok alaptalan vád és igaztalan támadás éri ezekben a válságos időkben. Nem csupán a Balkánon át érkező tízezrek mindennapos ostromával kell megbirkóznia, hanem ezzel egy időben az európai balliberális oldal hátbatámadásait is el kell szenvednie, és az ország destabilizálására törekvő belső ellenségeivel is meg kell harcolnia. Nem akarhatjuk, hogy Szíria és a világ elégedetlenjei mind átvándoroljanak Európába. Hosszú távon ez nem rajtuk segít, hanem mindnyájunknak kárára fog válni. Azt kívánjuk, hogy Németország maradjon meg Németországnak, Észtország Észtországnak, Magyarország Magyarországnak, Európa pedig Európának. Büszke vagyok arra, hogy Magyarország nemcsak saját népének, hanem egész Európának védelmére kel.

  Mihai Ţurcanu (PPE), în scris. Consider inadmisibil modul în care sute de mii de oameni, disperaţi e adevărat, năvălesc, fără nicio posibilitate de control, în orașele Europei. Sunt perfect de acord cu faptul că au nevoie de ajutor umanitar masiv și cred că se impune, în acest sens, crearea de urgență a unor tabere de refugiați capabile să găzduiască un asemenea aflux uman. Dar nu putem lăsa fără răspuns problema fundamentală a vulnerabilității granițelor noastre maritime şi terestre. De asemenea, trebuie avute în vedere riscurile epidemiologic şi terorist pe care le implică această deplasare haotică prin Europa a sute de mii de oameni.

Țin totodată să atrag atenția asupra incapacității UE de a anticipa acest exod. Discuția de acum câteva luni despre găzduirea câtorva zeci de mii de persoane nu mai e deloc de actualitate. Avem nevoie de măsuri care să vizeze cauzele acestei situații critice. Iar principala cauză se numește Statul Islamic, a cărui expansiune sângeroasă nu poate fi oprită decât printr-o intervenție a unei mari coaliții internaționale, cu participare europeană şi arabă, menită să restabilească pacea în Siria şi Irak, să salveze populația supusă atrocităților jihadiștilor şi să permită milioanelor de refugiați din statele limitrofe să se întoarcă în țările de origine.

  Peter van Dalen (ECR), schriftelijk. Barmhartig en rechtvaardig. Deze Bijbelse kernbegrippen zijn voor mij leidraad voor de wijze waarop moet worden omgegaan met de migranten en vluchtelingen. Barmhartig door samen in Europa de opvang van vluchtelingen te regelen. Veel burgers geven het goede voorbeeld en helpen vluchtelingen met bed, bad en brood. Iedere Europese lidstaat moet een aandeel leveren in die opvang.

Rechtvaardig door ons in te zetten voor veilige leefgebieden in Noord-Irak en Noord-Syrië, door regionale opvangkampen in het Midden-Oosten en Noord-Afrika goed op te zetten en uit te rusten, door afspraken te makenover terugkeer naar veilige landen en voluit in te zetten op de aanpak van mensensmokkelaars. En rechtvaardig door niet naïef te zijn: er zouden ISIS-strijders meekomen in deze migrantenstromen. Onze veiligheidsdiensten moeten dubbel alert zijn.
