  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Schlussfolgerungen des Rates Justiz und Inneres zur Migration vom 14. September 2015 (2015/2849(RSP)). Ich heiße den amtierenden Vorsitzenden des Europäischen Rates, Herrn Jean Asselborn, Außenminister von Luxemburg, herzlich willkommen!

  Jean Asselborn, Président en exercice du Conseil. Monsieur le Président, Mesdames et Messieurs les Députés, je tiens à vous remercier pour votre invitation.

Comme vous le savez, face à la détérioration de la crise des réfugiés en Europe au cours des mois d'été, la présidence luxembourgeoise a convoqué une session extraordinaire du Conseil "Justice et affaires intérieures" le 14 septembre.

L'ampleur du défi auquel nous sommes confrontés exige une réponse européenne commune. Il faut à la fois répondre à la situation humanitaire à court terme et au besoin d'une politique migratoire de l'Union européenne cohérente et globale.

Le train de mesures qui vous a été présenté, le 9 septembre, par le président Juncker constitue la base de notre travail immédiat.

Lors du Conseil de lundi, les ministres ont pris bonne note des informations détaillées fournies par António Guterres, Haut-Commissaire des Nations unies pour les réfugiés, et William Lacy Swing, directeur général de l'Organisation internationale pour les migrations, sur les tendances globales des flux migratoires et sur les réfugiés.

Les deux intervenants ont souligné leur volonté de travailler de concert avec l'Union européenne et de lui fournir l'assistance et l'expertise technique nécessaire pour faire face à la crise actuelle.

Nous avons franchi ce lundi une étape décisive avec la décision finale, après l'avis du Parlement, concernant les réfugiés arrivant en Grèce et en Italie et ayant manifestement besoin d'une protection internationale.

Dès demain, on pourra commencer à relocaliser ces 40 000 personnes et, en parallèle, des hotspots doivent être mis en place en Italie et en Grèce.

Les préparatifs sont en cours dans de nombreux États membres.

La présidence a également arrêté des conclusions suite aux discussions approfondies que nous avons eues lundi sur les actions immédiates et sur la poursuite des travaux en vue notamment de la préparation de la réunion du Conseil "Justice et affaires intérieures" des 8 et 9 octobre.

Comme une large majorité des États membres a marqué son accord pour avancer sur la relocalisation, le Conseil se réunira déjà le mardi 22 septembre pour discuter de la relocalisation de 120 000 personnes.

Les négociations sur la relocalisation ne seront pas faciles au Conseil.

Vu l'urgence de la situation et comme annoncé dans la lettre de consultation du Parlement, je profite de l'occasion pour vous informer qu'il y aura un changement important par rapport à la proposition initiale.

La Hongrie ne se considère pas comme un pays de première ligne et nous a informés qu'elle ne souhaite pas être bénéficiaire de la relocalisation.

Le Parlement pourra prendre en compte cet élément dans son avis.

Le Conseil va également débuter dès demain les travaux sur le mécanisme permanent de relocalisation et la liste européenne des pays d'origine sûrs.

Je voudrais passer en revue devant vous les principaux éléments de ses conclusions.

Le premier élément est notre soutien au Haut-Commissaire des Nations unies pour les réfugiés et en particulier à son activité de soutien humanitaire. Nous avons salué en particulier la proposition de la Norvège d'organiser une conférence internationale des donateurs et d'aider notamment les Syriens déplacés par la guerre.

Nous avons rappelé l'importance d'un contrôle effectif aux frontières, permettant de mieux gérer les flux migratoires.

Nous nous sommes mis d'accord pour déployer sur le terrain ce qu'on appelle les RABIT, à savoir les équipes d'intervention rapide.

Nous devons répondre positivement par l'envoi de ressources humaines et de matériel sur le terrain dès que nous recevons des demandes en ce sens.

Ceci est un moyen européen que nous disposons déjà; mettons-le en œuvre où il s'avère nécessaire. La demande de soutien adressée à l'Union par Grèce afin de mieux gérer l'afflux massif est particulièrement importante.

Nous nous référons aux nouvelles propositions du train de mesures sur l'immigration présenté par la Commission le 9 septembre et, par ailleurs, nous sommes prêts à tout mettre en oeuvre afin d'entamer l'examen de ces propositions dans les meilleurs délais.

Je suis sûr que le Parlement européen partage cette détermination. Votre résolution sur les migrations et les réfugiés en Europe, adoptée le 10 septembre, en témoigne.

La politique du retour et de la réadmission est de première importance et elle sera examinée de manière approfondie lors du Conseil "Justice et affaires intérieures" des 8 et 9 octobre, qui se penchera également sur le renforcement du rôle de Frontex dans ce domaine.

Sur le plan international, il est impératif de renforcer la coopération avec les pays tiers d'origine et de transit. Le sommet de La Valette, la conférence sur les défis migratoires posés par la route des Balkans occidentaux et le projet pilote au Niger sont des initiatives concrètes qui doivent continuer à avancer rapidement pour apporter les résultats souhaités.

En outre, nous avons souligné que la Turquie est un partenaire clé avec lequel nous devons renforcer notre coopération.

Enfin, les mesures que je viens d'énumérer doivent être, cela va de soi, accompagnées d'un budget important et approprié et de ressources humaines conséquentes.

  Frans Timmermans, First Vice-President of the Commission. Mr President, those of you who know Game of Thrones will know the expression ‘winter is coming’. It is meant quite literally and it is meant metaphorically. This expression can be applied to the situation the European Union is in now vis-à-vis the refugees. Winter is coming, quite literally. But winter might also be coming metaphorically for the European Union if we are incapable of action in the next couple of days and weeks.

This issue, left unresolved, will undoubtedly lead to human suffering for the refugees, to political turmoil in our Member States, to strife between Member States and to tensions which Europe cannot afford to have. So we have a strong, strong responsibility – Parliament, Council and Commission – to make sure that what we did not achieve last Monday in the Council will be achieved without delay. Yes, a lot has been achieved so far. Yes, it is difficult to have far-reaching results within five days of the Commission making proposals, but we have no time to lose.

I want to salute this Parliament and its President for your courageous steps forward, in line with the Commission proposals. I want to express my gratitude to the President of Parliament for having organised a vote, which will send a clear signal to all Member States and all capitals that the Parliament that represents the peoples of Europe wants action – and it wants it now – and so does the Commission.

I want to add one more point, which to me is very important. The Commission is willing to build bridges between the different positions of Member States. We cannot afford the luxury of finger-pointing. We cannot afford the luxury of accusing one another of not wanting to reach a solution. There is no time for that. We have to have the skill, the openness and the willingness to build bridges to help countries come to a common solution which will express solidarity and responsibility.

My plea is also to all of you to please explain to your constituents, and to your people back home, that our proposals are not just about a distribution key to express solidarity with those states who are really suffering today. They are also about the European Union being able to better guard its external borders, the European Union being able to offer more support to those states which bear the brunt of this crisis – states like Jordan, Lebanon and Turkey – which deserve far more support from the European Union. The European Union is also about offering the perspective of a sustainable migration policy and refugee policy.

We can deal with this if we are united, but we will fail if we are – and continue to be – divided.

  Dimitris Avramopoulos, Member of the Commission. Mr President, this debate is important. It is not just one more debate on reporting back from the Council: it is mostly about sending a strong political message ahead of the Council meeting on 22 September. You, Members of Parliament, have stressed that more action at European level is needed. This action is needed now, and the Council next week is the opportunity to make an important step forward all together. I therefore join my voice to what Frans Timmermans said before: I urge you to send the message of political urgency outside of this Chamber to your governments, to the media and to the European citizens. The debate on the refugee crisis is often linked to fake dangers and fears. This is something that we – all politicians – need to address.

Let me start from where we stand. The European Union’s agenda on migration represents a comprehensive approach which equally responds to all the issues of the migratory challenge, because, as we have stressed many times, solidarity goes hand-in-hand with responsibility. Safeguarding our citizens’ freedom of movement also requires ensuring their security by protecting our external borders. At the same time, we need to fulfil our humanitarian obligations and respect international law when it comes to asylum seekers. We also need to be pragmatic and accept that we have to respond together, united, to this crisis.

The second implementing package that we presented to you last week serves this goal: to respond to the emergency situation in our borders by enhancing both the responsibility and the solidarity aspects. This House warmly supported this package in its resolution last week. In the Council on Monday we made some progress as well. On most of the proposals there is broad consensus, there is no doubt about it. Member States are clearly in favour of returning persons who do not have the right to stay on our territory. The European Union’s action plan on return outlines the short and mid-term measures to be taken to enhance the effectiveness of the EU return system. The EU list of safe countries will alleviate the pressure on Member States’ national asylum systems. The Commission proposals in this respect were welcome and will be further discussed. We will also send more support to the United Nations High Commissioner for Refugees for Iraq, Jordan, Lebanon and Turkey to provide better conditions for the refugees.

The High Representative/Vice-President Mogherini attended the Council meeting this morning, showing that internal and external policies go hand in hand. Also, when it comes to the protection of our borders, all Member States agreed to use existing tools like the RABITs (Rapid Border Intervention Teams) mentioned before, as well as to enhance them by strengthening the mandate of Frontex.

The first hotspots are being set up and will become operational shortly. It is important to ensure that the most affected Member States will have our full support to register, fingerprint and manage the arrivals of thousands of persons every day.

On relocation, the Commission welcomes the decision to relocate 40 000 persons in clear need of international protection that was adopted on Monday and can now be implemented. I can assure you that we will work closely and with all Member States to have swift results. Hot spots will be bases to make this approach a success. The first relocation will start immediately, but for our proposal to relocate 120 000 additional persons from Italy, Greece and Hungary, we do not have the agreement we wanted. There was a willingness of the majority of Member States, but not all, to move forward towards an agreement on relocating another 120 000 persons.

I would like to thank the Luxembourg Presidency for their hard work to find a compromise. As you know, there will be another extraordinary Council meeting already next week. We cannot fail on this. It will be a crucial meeting and the Commission is ready to provide full support to enable decisions on the files. The objective of the Commission is to preserve the unity of Europe. We are in contact with all Member States and we are ready to work with them over the coming days so that all Member States will go the extra mile to find a European solution.

I would like to underline that the European Parliament is participating fully in this process for the framework, for the crisis and location mechanism, as well as for the list of safe countries of origin. You will be co-legislators.

For the emergency relocation mechanism, your positive opinion sends a strong political signal, the same strong political signal that you sent today ahead of the extraordinary Justice and Home Affairs Council by deciding to adopt the opinion on the relocation of 120 000 persons in fast-track procedures.

To finish, I will not hide from you that I felt disappointed and frustrated on Monday evening, even though progress was made. It was not enough: it is nothing compared to the magnitude of the crisis. It is nothing compared to the moral obligation of Europe to stand up to its values and to respond to this historical call to show solidarity towards people who are fleeing war and persecution. These people will not be stopped by any cold sea, any fence, any army. They will just risk and find ways to cross borders in order to find a safe shelter for them and their children. What I want to say is that the migratory pressure will not just go away if we pretend to ignore it. Our neighbourhood is on fire. This concerns us all. The only pragmatic and humanitarian response is an ambitious European one and a comprehensive one. There is no single solution to this crisis. We need to address all issues, to fight the root causes, to support and cooperate with the neighbouring countries, to better protect our borders, to fight smugglers with all the means we have, to increase the reception capacities in the countries most affected and to ensure solidarity when it comes to finding for them a safe refuge. It is time for each and every one to take their responsibilities. As I said yesterday – and I will repeat it on every occasion – if we fail, it will not be the institutions that fail: it will be Europe that will be failing, and we should not allow this to happen.

  Esteban González Pons, en nombre del Grupo PPE. Señor Presidente, hay al menos 120 000 personas en Europa sufriendo y esperando a que dejemos de hablar y empecemos a actuar. Hay al menos 120 000 personas en Europa sufriendo y esperando a que nos respondamos esta pregunta: ¿de verdad queremos acoger a quienes están escapando de la guerra en Siria? Hay al menos 120 000 personas en Europa esperando a que la propuesta de la Comisión sea aprobada o rechazada por este Parlamento. Y no caben respuestas extremistas, que son crueles y además inútiles, del tipo «no debe entrar nadie» o del tipo «tenemos que dejar entrar a todos».

Nosotros apoyamos la propuesta de la Comisión por cuatro razones: primero, porque es una propuesta realista; segundo, porque es una propuesta que garantiza la dignidad y la humanidad del trato que reciben quienes huyen de la guerra de Siria; en tercer lugar, porque es una propuesta que permite la solidaridad entre todos los Estados miembros de la Unión; y, por último, porque es una propuesta que nos ayuda a seguir construyendo Europa, a seguir construyendo el mundo en el que nosotros creemos.

Este no es un problema para hoy. Como ha dicho el señor Timmermans, se acerca el invierno, lo peor está por llegar, hay más guerras, hay más hambre, hay más enfermedades, hay más países que Siria. Estamos ante el problema de los próximos veinte años.

Necesitamos una estrategia global, una estrategia común de todos los países y una estrategia transversal de todos los partidos políticos, que contemple la dignidad de las personas, sean europeas o no, toda la dignidad; que contemple la solidaridad entre los países; que contemple la seguridad en las fronteras exteriores y que contemple que queremos combatir la guerra, la enfermedad y el hambre, y no a las personas.

Señorías, cada vez que se reconstruye un muro en Europa, reciben un golpe nuestros ideales. La construcción de Europa consiste en destruir los muros en Europa.

  Gianni Pittella, a nome del gruppo S&D. Signor Presidente, onorevoli colleghi, ho una sola parola che voglio rivolgere al Consiglio: bisogna andare avanti, avanti senza paura. Questo il messaggio che il mio gruppo intende rivolgere al Consiglio dopo che la riunione di lunedì ha palesato una larga maggioranza sul pacchetto presentato dalla Commissione europea. Ora è il momento di andare avanti.

Ha fatto bene il Presidente Schulz a convocare in forma emergenziale questa plenaria perché così dimostriamo, noi siamo pronti. Il Parlamento europeo è pronto. Sia pronto anche il Consiglio nei prossimi giorni ad approvare le misure che attendono i cittadini europei, che sono misure di solidarietà, ma sono anche misure di sicurezza per i nostri cittadini!

Perché noi pensiamo alla ricollocazione dei rifugiati, ma pensiamo anche alla difesa delle frontiere esterne, pensiamo anche alla creazione di un sistema permanente obbligatorio per una politica comune di asilo nell'Unione europea. Pensiamo anche a una politica estera che consenta di stabilizzare il Mediterraneo. Pensiamo anche ad aiutare nell'opera di rimpatrio. Pensiamo anche nell'organizzazione di hot spot.

Quindi non c'è soltanto solidarietà, ma c'è anche responsabilità e quindi una posizione equilibrata che dovrebbe trovare il consenso di tutti gli Stati membri. Io continuo ad appellarmi a tutti gli Stati membri, anche a coloro i quali sono più tra recalcitranti: non si illuda nessuno che attraverso il filo spinato, attraverso i muri, si possa affrontare una sfida così grande e così importante.

Noi siamo stati con alcuni colleghi socialisti e democratici al confine serbo-ungherese e vedendo il filo spinato e vedendo i campi profughi abbiamo provato una grande amarezza e un grande dolore. Vogliamo che l'Europa riscatti quest'immagine, metta parte quest'immagine e riscopra se stessa. L'Europa che torni a fare l'Europa! L'Europa che torni a essere agente di solidarietà! L'Europa che torni a essere un esempio nel mondo per i diritti umani! L'Europa che torni a essere una grande potenza gentile e una grande potenza civile! Sappiamo bene che la sfida non è facile, ma chi si arrende senza combattere, non merita nemmeno di essere un protagonista. Noi socialisti e democratici saremo in prima fila in questa battaglia di civiltà.

  Timothy Kirkhope, on behalf of the ECR Group. Mr President, the EU is made up of 28 countries, not just one or two. EU actions and decisions should therefore be taken in a spirit of consultation, not unilaterally declared by one or two leaders who then expect everyone else to follow.

Those Member States who believe there is more than one solution are currently accused of being less European than others. It is simply not fair. By imposing emergency relocation schemes on countries that are – for many reasons – opposed, we are storing up trouble for any future proposals which offer the best long-term solutions. As First Vice-President Timmermans just said, no finger-pointing, but the reprimands and the ad hoc and rash decision-making that we are seeing are causing us to lose focus on strengthening our cooperation and vital actions to tackle the roots of the crisis.

Much of the Commission’s proposal is correct: improving reception centres, speeding up processing and returns, tackling human trafficking, and looking at how Europe can be a force for good in assisting those countries where 97% of the refugees are located. Countries that disagree or cannot accept a quota system should be asked what other contributions they could make to help lessen the pressure.

But I believe that resettling the most vulnerable refugees straight from the camps in their home regions is the most responsible thing all the Member States can do. So when the Council meets next week I hope we will see less finger-pointing and more of a willingness to act together in the long-term interests of all European countries, and, especially those who are truly eligible for refugee status.

  Guy Verhofstadt, on behalf of the ALDE Group. Mr President, we have to tell the truth to the public: the meeting of the ministers of the interior was a failure. We did not reach an agreement even though, in my opinion, it is in fact a topic that could be decided with a qualified majority, and I am very doubtful that on 22 September we are going to get a deal.

In my opinion, it is an issue that has to be tackled at the level of Heads of State or Government and no longer on the level of ministers of the interior alone. It is not an interior security issue alone. It is a refugee crisis – the biggest that we have ever faced – and I think it is for the prime ministers and heads of state to take the responsibility to come together and elaborate a comprehensive approach for this problem.

In that respect, we are now stuck in a debate between Visegrád prime ministers, who refuse common responsibility, and mostly Western politicians and prime ministers. We have to come out of this debate, and the only way to come out of this debate is not only to talk about this shared responsibility – that is one of the elements, and we are going to vote on this with Parliament – but it is to have a broad approach. We also have to tackle the other issues, such as that there is no economic migration policy in the European Union, and so economic migrants are abusing it because of the lack of a European Union economic migration policy. There is no common border agency. Frontex is not a common border agency, it is our people that we take from a number of Member States for Member States – Italy, Greece and so on – and they are doing the job, while it should be a mandatory system in which all 28 Member States participate. There is also, at the same time – let us be honest – no common policy to be engaged to try to tackle the sources of this refugee crisis, to be engaged to stop the Syrian war, to be engaged with more money to tackle the problems in different parts of Africa.

I think you can organise whatever meetings you want on 14 and 22 September, and then maybe a week later on 3 October, but I think it is time that the Heads of State or Government under the leadership of Mr Tusk and Mr Bettel, as the Prime Minister of Luxembourg, start with a real summit to tackle the whole issue and to have a comprehensive approach. Only then, Mr Asselborn, will you have a chance to convince the Visegrád countries: when they see it is part of a global approach, and not starting by saying that they have to take 20 000 or 25 000, and that is all. In my opinion, that may not be the right tactical move.

Finally, there are two urgent problems we have to face. The first is the funding of the different UN camps in Jordan, Lebanon and Turkey. They have no money for the moment: they have to reduce the allowance from USD 30 to USD 13, so there is going to be a huge flow to Europe again. My appeal to the Commission is that they fund the United Nations immediately, on an urgent basis, within the possibilities inside the budget, and that they hand over the money that is necessary in the coming days so that we can find a way to improve the conditions of these refugees in Lebanon and in Jordan, because there cannot be a new flow.

Finally, Marielle de Sarnez and Natalie Griesbeck, two of our colleagues, went to the Hungarian border, and I can confirm what Mr Pittella said: that what is happening there is a shame. It is shameful that it is happening in the European Union. The Commission also has a task and a control function on that, and you have to act on Hungary.

  Barbara Spinelli, a nome del gruppo GUE/NGL. Signor Presidente, onorevoli colleghi le conclusioni del Consiglio sono indecenti: l'85% dei rifugiati vive nei paesi poveri e gli Stati membri decidono di ricollocarne solo 32 000 entro il 17. Una maggioranza accoglie la proposta della Commissione di distribuirne centoventimila da Italia, Grecia, Ungheria, ma si fa bloccare da alcuni Stati. La ricollocazione è approvata solo in linea di principio, non è vincolante né permanente.

Quest'Europa chiacchiera di valori, dimenticando che asilo e solidarietà europea sono diritti e leggi, non valori. Le sole cose che sa decidere sono muri, interventi militari in Libia che aumenteranno i profughi, lotte agli smuggler che esistono perché mancano vie legali di fuga e liste di paesi sicuri dove rispedire i profughi, col rischio di discriminarli secondo le nazioni e di violare il diritto internazionale.

  Philippe Lamberts, au nom du groupe Verts/ALE. Monsieur le Président, chers collègues, la situation actuelle et le défi que nous posent les réfugiés de la guerre et des persécutions suscitent dans nos sociétés des émotions à la fois fortes et contrastées.

Oui, comme vous tous, je vois, j'entends les peurs. J'entends et je vois les manifestations de crainte, de rejet, voire de haine. Ce qui m'inquiète, c'est lorsque ces réactions ouvrent les portes des chancelleries. Lorsque des chefs d'État ou de gouvernement, au lieu de se faire les pédagogues du défi que nous avons à relever, alimentent et flattent ces peurs. C'est cela qui mène au blocage. C'est cela qui fait que trouver une solution de consensus au Conseil est devenu si difficile. Mais ce que je vois aussi dans nos sociétés, c'est la manifestation d'un élan de solidarité dans une série d'États membres: des citoyens qui aident et accueillent spontanément ces réfugiés de la guerre et des persécutions.

Je voudrais inviter non seulement nous tous mais aussi les chefs d'État ou de gouvernement à s'inspirer plutôt de ces réactions-là pour trouver le chemin d'une solution commune en Europe. Oui, cette solution doit inclure toutes les mesures proposées par la Commission. Elle doit inclure certainement une clé de répartition permanente. Elle doit enfin mettre un terme à ce système de Dublin qui est finalement l'organisation de l'anti—solidarité en Europe. Elle doit, en effet, – et Guy Verhofstadt l'a dit – créer des chemins d'accès légaux à l'Union européenne. C'est le meilleur moyen de mettre un terme au business des passeurs.

Mais je voudrais inviter la Commission à faire preuve d'autant d'enthousiasme voire d'audace sur le front de la solidarité et de la justice sociale à l'intérieur de l'Union européenne, que lorsqu'elle répond aujourd'hui au défi des migrations. Les deux sont liés parce que je comprends les inquiétudes de nos concitoyens face au poids supplémentaire que l'accueil des réfugiés fera porter, à court terme, sur nos systèmes de protection sociale. Des systèmes qui, eux-mêmes, sont soumis à des tensions sans précédent du fait de l'augmentation du chômage, des inégalités, de l'exclusion et de la pauvreté.

Alors, je vous dis une chose, Monsieur Timmermans, et passez le message à M. Juncker: lorsque l'ascenseur social européen se remettra à monter, il sera d'autant plus facile pour nos concitoyens et nos sociétés d'embarquer à bord ceux qui sont dans le besoin.

  Laura Ferrara, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, credo che ieri la riunione che si è tenuta tra i ministri degli interni dei 28 Stati membri abbia scritto una delle pagine più vergognose della storia dell'Unione europea. Abbiamo sentito dire da Juncker nella scorsa settimana a Strasburgo che nell'Unione europea manca l'Unione e manca l'Europa. Bene, noi aggiungiamo che manca anche la volontà di avere l'unione e l'Europa, o probabilmente questa volontà si ritrova per altri interessi, ad esempio quelli economici.

Bene, noi ci stiamo impegnando, come movimento 5 stelle, a fare in modo che sia possibile un'alternativa, a fare in modo che esista un'altra Europa, ma i fatti, purtroppo, ci costringono a pensare che questa convinzione debba diventare un'utopia, un sogno infranto, un'illusione. Bene, ci sentiamo spesso chiedere cosa fa l'Europa? Allora diamo un nome e cognome, a quest'Europa.

Stiamo fronteggiando una crisi umanitaria e cosa facciamo? La Germania sospende Schengen e reintroduce i controlli alle frontiere interne, l'Ungheria erge muri di filo spinato al confine con la Serbia, la Romania, la Polonia, la Repubblica ceca e la Slovacchia si oppongono alla ricollocazione dei 40 mila migranti, che era già di per sé una cifra irrisoria e far ridurre il numero a 32 250 e il Regno Unito si è avvale della clausola di opt aut e non parteciperà alla decisione.

Bene in conclusione, no all'obbligatorietà, no alle quote, no alla ricollocazione dei richiedenti asilo da aprile, ma da agosto 2015. Quindi, a partire da ieri, dagli ultimi sbarchi, no a 40 000 ma a 32 000 richiedenti asilo da ricollocare.

È una vergogna! Ogni Stato membro deve assumersi la responsabilità delle decisioni che prende. La Commissione europea deve fare in modo che questi paesi siano sanzionati e siano multati, altrimenti, se si continua a andare avanti col principio mors tua vita mea, quest'Unione europea è costretta a implodere a breve termine, grazie.

  Marine Le Pen, au nom du groupe ENF. Monsieur le Président, Mesdames et Messieurs les députés, fin août, Angela Merkel ouvrait largement les frontières allemandes aux migrants et déclarait souhaiter en accueillir 800 000. Quinze jours plus tard, la chancelière allemande se heurtait au mur de la réalité, elle était alors obligée de faire un impressionnant tête—à—queue, en suspendant Schengen et en envoyant des policiers à ses frontières pour arrêter l'afflux de clandestins qu'elle avait déclenché.

Messieurs les européistes, vous avez déclenché un phénomène d'appel d'air que vous ne maîtrisez pas et qui va nous submerger! Vous en assumerez la responsabilité devant l'histoire. Cette folie doit cesser tout de suite, par une politique ferme et claire, à l'australienne, pour que le flot se tarisse, tant qu'il est encore temps, et que ce chaos cesse!

Quand vous avez tort, vous essayez de m'empêcher de parler mais, croyez-moi, les peuples européens, eux, m'entendent!

Lundi, la réunion d'urgence des ministres de l'intérieur sur la crise migratoire dans l'Union européenne a débouché sur un désaccord total entre ceux qui veulent imposer des quotas de migrants et ceux qui refusent. Aussitôt, l'Allemagne, par son ministre de l'intérieur, a menacé de sanctions financières les récalcitrants. Ce chantage est absolument indécent. C'est maintenant le Président Schulz, président socialiste, qui fait un coup de force antidémocratique et insupportable, avec la complicité du PSE et du PPE, en imposant un vote d'urgence.

Mais la France – parce que c'est elle qui m'intéresse, pardon – a de très gros problèmes d'assimilation, mais aussi 7 millions de chômeurs, 10 millions de pauvres, 1,5 million de foyers qui attendent un logement social. Elle ne peut plus accueillir personne. Il est donc absolument nécessaire d'arrêter définitivement le système Schengen, de laisser chaque pays contrôler ses frontières et chaque peuple faire ses choix librement.

Avant vous, l'Europe c'était la paix! Aujourd'hui, c'est la guerre d'influence, la guerre économique, les antagonismes et les conflits entre les pays européens. Belle réussite, en effet!

  Zoltán Balczó (NI). A belügyminiszterek összeültek, hogy a migránsválságra megoldást találjanak. Nem sikerül. Úgy vannak, mint az az orvos, aki a súlyosbodó betegnek csak egyre több láz- és fájdalomcsillapítót ír fel. Nincs megfelelő diagnózis. Nem arról van szó, hogy az elmúlt évekhez képest több menekült érkezik. Népvándorlásról van szó, kaotikus jelenetekkel, alkalmanként akár inváziónak is nevezhetnénk. Igen, szükség van szolidaritásra, szükség van az elesettek iránt empátiára, de én magyar képviselőként a magyar lakosság iránt kell, hogy szolidáris legyek. Azok iránt, akik úgy gondolják, hogy az a céljuk, hogy Európa az európaiaké maradjon, Magyarország pedig a magyaroké maradjon. Ennek érdekében kell igazi, megfelelő megoldást találni, amelynek első lépése az uniós határok lezárása.

  Eλισσάβετ Βόζεμπεργκ (PPE). Κυρία Πρόεδρε, 500.000 άνθρωποι πέρασαν στην Ευρώπη αυτή τη χρονιά και μαθαίνουμε ότι 2,5 εκατομμύρια περιμένουν στα παράλια της Τουρκίας για να περάσουν στην Ευρώπη. Στηρίζουμε δυναμικά την πρόταση της Επιτροπής. Η απόφαση για μετεγκατάσταση 120.000 προσφύγων με δίκαιη κατανομή στα κράτη μέλη είναι επιβεβλημένη. Πιστεύουμε όμως ότι o μηχανισμός πρέπει να είναι μόνιμος και δεσμευτικός. Έχουμε όλοι ευθύνη, μεγάλη ευθύνη επί ίσοις όροις, χωρίς καμιά εξαίρεση. Η ενότητα, η αλληλεγγύη, η δικαιοσύνη, η σοβαρότητα και η συνείδηση πρέπει να διαπνέουν τις αποφάσεις μας όταν έχουμε να κάνουμε με προστασία ανθρωπίνων δικαιωμάτων. Δεν έχουμε να κάνουμε με αριθμούς αλλά με ψυχές απελπισμένων ανθρώπων που ζητούν αξιοπρεπή διαβίωση. Σε κάθε περίπτωση, είμαστε όλοι συνυπεύθυνοι και τα κράτη μέλη που διαχωρίζουν τη θέση τους δεν αντιλαμβάνονται ότι η Ευρωπαϊκή Ένωση διαπνέεται οριζόντια από τις ίδιες αρχές και γι αυτό θα πρέπει να υπάρχει συμμόρφωση. Εφόσον μιλάμε για ανθρώπους πρέπει, απέναντί τους, να είμαστε όλοι εξ ίσου υπεύθυνοι: η ευθύνη δεν μπορεί να κατανέμεται "αλά κάρτ".

  Birgit Sippel (S&D). Frau Präsidentin, liebe Kolleginnen und Kollegen! Es ist noch gar nicht so lange her, dass in Europa ein Eiserner Vorhang gefallen ist und Mauern eingerissen wurden. Es ist beschämend, dass wir in diesen Tagen erleben, dass neue Mauern hochgezogen werden. Europa muss sich jetzt beweisen, als Union gemeinsamer Werte und als Union mit geteilter Verantwortung und Solidarität. Die Mitgliedstaaten müssen jetzt handeln. Wir brauchen größere Unterstützung für den UNHCR, und wir brauchen auch effektivere Entwicklungszusammenarbeit. Vor allem aber brauchen wir endlich die gemeinsame Verantwortung für Flüchtlinge in Europa. Umsiedlung und Neuansiedlung, der Respekt für das individuelle Recht auf Asyl, die Umsetzung der Asylrichtlinien und vor allem auch Unterstützung für alle Staaten, die finanzielle oder organisatorische Unterstützung brauchen.

Der Rat hat in der kommenden Woche eine Chance, ein erstes positives Zeichen zu setzen. Packen Sie es endlich an!

  Helga Stevens (ECR). Maatregelen om de migratiecrisis te bestrijden moeten gericht zijn op de bescherming van de buitengrenzen, EU-lidstaten toelaten een kordaat activeringsbeleid te voeren, en evenredig de lasten verdelen over alle landen. De grenzen van ons continent zijn te poreus. De Nederlandse regering, waarvan de socialisten deel uitmaken, kwam onlangs met een interessant voorstel, geënt op het Australische model: systematische terugzending naar veilige landen, gecombineerd met een systeem van hervestiging. Een EU-lidstaat kan dan samen met de VN-vluchtelingenorganisatie UNHCR mensen uit buitenlandse kampen halen. Iedereen krijgt zo de kans geholpen te worden, ook mensen met een beperking en armen. Mensensmokkelaars en IS verdienen er niets meer aan, geen doden meer op zee.

Madam President, my question to the Presidency is very simple: why do you allow an extremist group of minority Member States to block a proposal necessary to ease the pain and suffering of 120 000 persons? You should have voted and got a qualified majority on this. That would have been deliverance.

Secondly, my message to you is equally simple: the EU does not at this point need unanimity. We need unity today in the European Union. We need action: we do not need any more ‘blah, blah, blah’. We need concrete action. There are people out there suffering in hundreds of thousands on our continent. We cannot support this anymore: it is now high time for the third of the three institutions to deliver.

  Δημήτριος Παπαδημούλης (GUE/NGL). Κυρία Πρόεδρε, στην ανθρωπιστική κρίση του προσφυγικού κύματος χρειάζεται μία ανθρωπιστική ευρωπαϊκή λύση. Ως Ευρωπαίος πολίτης, ντρέπομαι για την αποτυχία του Συμβουλίου των Υπουργών και τονίζω ότι είναι η ώρα των ηγετών, των αρχηγών των κρατών, να πάψουν να κρύβονται πίσω από τους Υπουργούς τους αλλιώς θα ακούμε εδώ μέσα φασιστικές κραυγές, σαν της κυρίας Le Pen, που προσπαθούν να κερδίσουν ψήφους πάνω σε ανθρώπινες ζωές, την ώρα που το Αιγαίο και η Μεσόγειος γίνονται νεκροταφείο χιλιάδων μικρών παιδιών και των οικογενειών τους. Είναι απαράδεκτο και απάνθρωπο η Ευρώπη να απουσιάζει, να αναβάλλει, να ακυρώνει τη Συνθήκη Σένγκεν, να υψώνει τείχη επειδή λίγες κυβερνήσεις της Δεξιάς και της άκρας Δεξιάς μπλοκάρουν την αναγκαία απόφαση. Το Ευρωπαϊκό Κοινοβούλιο πρέπει να πρωτοστατήσει τώρα για να υπάρξει λύση αλλιώς αύριο θα είναι αργά. Η χώρα μου, η Ελλάδα, δεν αντέχει μόνη της όλη αυτή την πίεση.

  Ska Keller (Verts/ALE). Madam President, I think we all agree that racism has no place in Europe. As a German, let me say that the work and the hard fight of those who resisted the Nazi regime deserve all our honour.

The Council meeting on Monday was a disgrace, I am afraid to say. It was certainly not the fault of the Presidency or a lack of work on their part. On Monday it was national egoisms that won out. European solidarity and the refugees themselves were on the losing side – people who are fleeing from war and terrorism who are currently being turned away at our borders. This is unacceptable if we want to uphold the Europe of freedom, solidarity and human rights.

The Council needs to act now because what is at stake is our own credibility. It is our human rights, it is Europe and our idea of humanism and humanity.

  Diane James (EFDD). Madam President, as a British MEP, I – also on behalf of my country – take real exception to the insults being flung in Parliament this afternoon and also to being told what to do with reference to this migrant crisis – not a refugee crisis.

Not only is Germany the source of the problem, with its Siren-call to anyone and everyone coming to Europe, but now Germany seeks to offload the consequences of such an ill—judged, illiterate and incoherent policy by forcing Member States to take migrants, bear the costs involved and, fundamentally, dig Germany out of a self-created financial, social, humanitarian and political debacle. Not content with inflicting the migrant chaos on its own – in some cases, beleaguered – citizens, Germany is using bully-boy tactics to force this crisis on to its neighbours.

German domination might well mean that when Ms Merkel says jump, we all ask ‘How high?’, but I – on behalf of the United Kingdom and Britain – do not agree. Note that Germany has already made veiled threats about cutting finance to EU countries which have rejected these demands. It is threatening financial penalties on countries that will not cooperate and it has seemingly endorsed a EUR 780 million budget.

Well, quite frankly, this is a serious matter and it is one for sovereign national parliament decision, not the Mickey-Mouse decisions in this Chamber.

  Vicky Maeijer (ENF). De Europese Unie, met Duitsland voorop, heeft een asieltsunami over ons afgeroepen. En nu heerst er paniek want er is een complete volksverhuizing op gang gekomen en honderdduizenden zullen er nog volgen, op weg naar een gratis huis en gratis zorg. Maar ondanks deze asieltsunami, ondanks de duizenden terroristen die binnengelaten worden, houdt de Europese Unie vast aan haar opengrenzenfictie. Terwijl steeds meer mensen zich tegen de massa-immigratie keren, dicteert Brussel dat er meer asielzoekers opgenomen moeten worden. Eerst 40 000, toen 120 000, en gelet op de volksverhuizing die u over ons heeft afgeroepen, straks nog eens 500 000. Want dat is democratie in Brussel: het tegenovergestelde doen van wat de mensen thuis willen. Het wordt tijd dat u uw eigen burgers eens gaat bedienen in plaats van de bootladingen illegale gelukzoekers. Sluit de grenzen en stuur alle asielzoekers terug naar waar ze vandaan komen.

  Udo Voigt (NI). Frau Präsidentin! Werte Kommissare, Sie sprechen von einer starken politischen Botschaft – wo ist denn diese starke politische Botschaft geblieben? Sie wollen jetzt Menschen gegen ihren Willen umsiedeln. Erst waren es 40 000, jetzt sind es 120 000, morgen werden es vielleicht eine halbe Million sein.

Eine Botschaft wäre doch, jetzt zu handeln und endlich die Flasche wieder zuzumachen. Frau Merkel hat den Korken aus der Flasche gezogen, und Sie wissen nicht mehr, wie Sie das stoppen. Sie sind ja jetzt nur noch dabei, an den Symptomen zu agieren, bekämpfen aber in keinster Art und Weise die Ursachen.

Richtig wäre es, Schengen auszusetzen, die Grenzen dicht zu machen, um nicht Millionen Menschen wieder Hoffnung zu machen auf ein besseres Leben in Europa, was wir ihnen nicht garantieren können. Setzen Sie diese Gelder, die Sie pro Asylant, pro Migrant in Deutschland und Europa ausgeben, in ihren Heimatländern ein, damit Sie ihnen dort eine Perspektive schaffen!

L-Ewropa li naf jien ma kinitx se tagħlaq il-bibien. Dan mhuwiex żmien biex jinbnew il-ħitan. Dan huwa żmien biex nuru b’mod konkret il-valuri li fuqhom inbniet l-Ewropa. Minflok ma nħallu l-kriżi tesponi l-fraġilitajiet tal-Unjoni tagħna, u anki thedded il-kredibilità taż-Żona Schengen, għandna nuru lid-dinja dak li aħna kapaċi nagħmlu.

L-Ewropa għandha sservi ta’ eżempju għall-bqija tad-dinja għaliex, iva, “we are in this together”. Il-ministri li se jerġgħu jiltaqgħu l-ġimgħa d-dieħla għandhom fuq spallejhom responsabilità storika. Jistgħu jagħmlu aħjar u għandhom jagħmlu aħjar. L-Unjoni tagħna tiddependi fuq dan.

  Sylvie Guillaume (S&D). Madame la Présidente, échec, fiasco, revers... les termes ne manquent pas pour commenter le Conseil de lundi. Les attentes étaient fortes pour cette réunion. C'est raté. C'est donc la prochaine, celle du 22 septembre, qui nous offrira peut—être une solution de la dernière chance.

Mais je n'ai pas très envie de commenter les commentaires sur une réunion parce que ce qui est réellement en jeu, c'est de savoir si l'Union européenne peut réussir son crash test ou bien si elle est au bord d'un arrêt brutal. C'est une hypothèse réelle dans le cadre de la crise humanitaire actuelle. Les fractures s'accentuent en Europe, les incompréhensions s'aggravent, les décisions sont de moins en moins communes et de plus en plus unilatérales. Un trop grand nombre d'États membres se détourne de la politique d'asile commune, alors qu'elle existe et peut s'exercer, tout en déplorant l'inexistence d'une politique migratoire commune. C'est totalement incohérent. Pendant ce temps-là, les personnes déplacées sont sur le territoire européen et le système de protection ne s'exprime pas avec l'ampleur et la rapidité suffisantes.

Deux dernières remarques: il faut parler, au niveau international, avec les acteurs concernés. Federica Mogherini en est convaincue, d'autres aussi. Il faut les y aider. Il faut anticiper avant même d'être d'accord, si nous y arrivons.

Les États membres doivent veiller à assurer aux réfugiés des conditions d'accueil et d'intégration dignes et maîtrisées.

  Jussi Halla-aho (ECR). Arvoisa puhemies, Komissio ja parlamentti pyrkivät ratkaisemaan siirtolaiskriisiä jakamalla Eurooppaan tulevia siirtolaisia tasaisemmin jäsenvaltioiden kesken. Tämä lähestymistapa on väärä, koska se houkuttelee yhä enemmän ihmisiä Välimeren yli. Vaikka merimatka on vaarallinen, se on houkutteleva, koska Eurooppa ei saa tehokkaasti palautettua edes elintasosiirtolaisia takaisin.

Mitä merkitystä on sillä, että jaamme 120 000 turvapaikanhakijaa, jos sama määrä tulee pelkästään Saksaan joka kuukausi. Laillisten reittien avaaminen ei myöskään ole ratkaisu, koska Euroopalla ei sosiaalisesti eikä taloudellisesti ole varaa niihin miljooniin ihmisiin, jotka tänne haluavat tulla. Muuttopaine ei ole väliaikainen ilmiö. Kansainvaellus ja turvapaikkashoppailu tuhoavat myös Schengen-alueen. Jos meillä ei ole poliittista rohkeutta suojella yhteisiä ulkorajojamme, jäsenvaltiot alkavat yksi toisensa jälkeen sulkea omia kansallisia rajojaan, kuten olemme nähneet.

  Alexander Graf Lambsdorff (ALDE). Frau Präsidentin, meine Damen und Herren! Das Treffen der Innenminister ist ja krachend gescheitert. Ich finde es ehrlich und gut, dass die Kommission, Herr Avramopoulos, das auch so klar sagt. Ich finde es auch gut, Herr Asselborn, dass Sie hier nicht versuchen, die Dinge zu beschönigen. Wir kennen Sie als leidenschaftlichen Europäer. Ich kann mir ungefähr vorstellen, wie Sie sich gefühlt haben.

Das war ja nicht irgendein Treffen. Das war ein Treffen, bei dem es darum ging, ganz konkret etwas für Menschen in existenzieller Not zu erreichen. Hier haben die Institutionen versagt. Es ist der Rat, der hier versagt hat. Die Mitgliedstaaten – Herr Verhofstadt hat auf den Streit gerade hingewiesen – haben es nicht vermocht, sich zu einigen. Dieser Verteilungsschlüssel ist notwendig. Er ist kein Allheilmittel, aber er ist notwendig, um den Sinn für Solidarität, für Fairness in der Europäischen Union zu stärken. Und wenn man sich schon nicht auf einen verbindlichen Schlüssel einigen kann, warum dann nicht eine Avantgarde bilden, warum nicht Schweden, Italien, Luxemburg, Deutschland? Warum macht man nicht das, was man bei Schengen, was man beim Euro getan hat? Warum gehen nicht einige Länder voraus? Andere können sich dann später anschließen.

Eines will ich auch sagen: Wir brauchen legale Wege der Einwanderung. Und ein Letztes will ich sagen: Bei allem Streit unter Demokraten überlassen wir bitte unser Europa nicht den Spießgesellen von Madame Le Pen und ihren Geistesgenossen!

  Martina Anderson (GUE/NGL). Madam President, the humanitarian crisis at Europe’s borders is mainly of Europe’s making. Obscene and needless military intervention in the Middle East and North Africa have ignited conflicts in the region, displacing millions. Whilst the vast majority of these people seek refuge in neighbouring nations, some seek to join their families and relocate to Europe.

The failure of the Council meeting on migration to provide safe and legal access for refugees fleeing the harrowing impacts of conflicts is absolutely shameful. We need to ensure that all countries do their fair share in resolving this crisis. Ireland, as a nation, can accept thousands of refugees. We must ensure that these people become part of the fabric of our society and are not discarded in direct provision sites. We must activate the Temporary Protection Directive, enhance the Syria Vulnerable Persons Relocation Scheme, and suspend the Dublin Regulation, which forces refugees and asylum seekers to register in the country they land in.

The European focus on keeping them out rather than keeping them safe has resulted in in the drowning of thousands of people in the Mediterranean. This crisis is Europe’s sinking shame, and the so-called leaders of the EU Council on migration should hang their heads in shame.

  Judith Sargentini (Verts/ALE). Mensen zijn slimmer dan hekken. Lidstaten die denken dat we vluchtelingen kunnen weren met prikkeldraad en grenswachten, snappen niet dat een mens in nood een overlever is. Hekken, wetten en papieren barrières leiden tot mensonterende omstandigheden aan onze grenzen en ik denk dat Hongarije momenteel het allerergste voorbeeld is.

Wij verwachten dat de Raad daarnaar handelt. Dit Parlement zal vandaag, en morgen tijdens de stemming, opnieuw laten zien dat wij willen dat lidstaten solidair zijn met elkaar en met vluchtelingen. We verwachten actie van de Raad. We verwachten ook dat de Raad de eigen collega's scherp houdt. Dus: je gedraagt je of er volgen acties. Ik denk dat het nu tijd wordt dat lidstaten tegen elkaar zeggen: Hongarije, Viktor Orban, wat jij doet, dat heeft consequenties.

  Kristina Winberg (EFDD). Fru talman! EU har helt tappat kontrollen när det gäller den illegala migrationen. För att visa sin solidaritet med de flyktingar som nu kommer till Europa, bestämde Tysklands Angela Merkel för några veckor sedan att landet skulle frångå Dublinförordningen och i princip öppna upp för fri invandring. Väldigt många mainstream-politiker klappade händerna och hyllade Merkel för detta beslut.

Efter knappt en vecka var det dags igen. Merkel insåg sitt misstag och plötsligt införde Tyskland gränskontroller. Vi hann dock få en glimt av hur det blir i ett Europa med öppna gränser. Migranter och flyktingar anlände i tusental. Konflikter uppstår mellan olika grupper, och vi får till och med se IS-flaggor vaja i vårt tidigare så trygga och stabila Europa. EU riskerar nu mer än någonsin att skakas av nya terrordåd som en följd av denna sanslösa politik.

Samtidigt ser vi på medan människor som blir kvar i konfliktområdena och i flyktingläger riskerar att drabbas av svält och sjukdomar. UNHCR meddelade i veckan att de tvingas minska matdistributionen till flyktingarna med 40 procent! Solidaritet är att hjälpa så många som möjligt.

  Lorenzo Fontana (ENF). Signora Presidente, onorevoli colleghi, mi pare che l'approccio fino a questo momento non sia del tutto corretto, perché le cose che a me piacerebbe sentire, sarebbero anche quelle riguardo per esempio a come affrontare quelle situazioni nei paesi in guerra. Nessuno qui ha pronunciato la parola magica Stato islamico, ma quello che sta accadendo in Siria, a causa anche dell'Europa, dovrebbe farci riflettere: qualche azione dovremmo pure intraprendere, in Siria, in Libia. Pensiamo all'Eritrea, dove c'è una guerra da trent'anni e non si capisce come mai nessuno fino a questo momento abbia fatto nulla, evidentemente non interessava. Adesso non interessa perché nessuno ne parla.

Noi dobbiamo anche riuscire andare a fermare questi paesi in guerra, per fare in modo che non ci siano più i rifugiati. Dopodiché la cosa che mi piacerebbe anche risentire è che siccome ci sono sicuramente dei rifugiati che scappano da guerra, ma ci sono anche delle persone che se ne approfittano e che magari vogliono venire qui solo per essere in qualche sistema sociale che li accolga in maniera tranquilla. Ebbene, mi piacerebbe che oltre a queste persone che non hanno i diritti si cominciasse a parlare anche del fatto che bisogna rimpatriarle e sapere con che mezzi rimpatriarle, cosa che purtroppo qui non vedo e non sento.   Janusz Korwin-Mikke (NI). Pani Przewodnicząca! Po pierwsze nie mówimy o uchodźcach, bo wśród uchodźców są kobiety i dzieci. To są tylko młodzi mężczyźni. Czy oni przyjeżdżają do nas, by pracować? Gdyby tak było, to pół biedy – tak byłoby nawet dobrze. Oni przyjeżdżają do nas po zasiłki. Dowód? Nie chcą być w Turcji, w Polsce, w Austrii ani na Węgrzech. Jadą do Niemiec, bo tam zasiłki są najwyższe. Niemcy oczywiście popełniają szaleństwo, płacąc te zasiłki, ale to jest ich problem, ich pieniądze – oni je marnują, oni tych ludzi demoralizują. Ale Niemcy żądają teraz od Polski, byśmy ponownie budowali w Polsce niemieckie obozy koncentracyjne i żebyśmy tych ludzi trzymali w Polsce siłą – czy chcemy, czy nie chcemy. Oni z tych obozów uciekają. Ja się pytam teraz pani Merkel: czy jeżeli oni uciekają, przepływają Odrę, czy mamy do nich strzelać? Co mamy zrobić, żeby ich w Polsce potem zatrzymać? Oczywiście jedynym rozwiązaniem nie jest likwidacja Schengen, tylko likwidacja zasiłków socjalnych. Tylko likwidacja zasiłków powstrzyma tę falę uchodźctwa.

I sprawa ostatnia. Chcę powiedzieć o okropnej rzeczy, którą zrobił pan Schulz, który oświadczył, że będzie siłą narzucał swoje rozwiązania. To spowodowało ogromną falę nacjonalizmu w całej Europie!

  Monika Hohlmeier (PPE). Frau Präsidentin, liebe Kolleginnen und Kollegen! Als Erstes möchte ich feststellen, dass Deutschland die Verpflichtung übernommen hat, Nachbarländern zu helfen, die völlig überlaufen waren – darunter Österreich und Ungarn, die nicht mehr in der Lage waren, mit dem Flüchtlingsstrom allein fertig zu werden – und sich verpflichtet hat, die Flüchtlinge nicht zurückzuschicken nach Ungarn und auch nicht nach Österreich, weil diese Länder allein damit nicht fertig geworden wären. Die üblen Interpretationen, die hier stattfinden, sind einfach völlig fehl am Platz. Das Flüchtlingsproblem lässt sich nur gemeinschaftlich lösen.

Herr Außenminister, ich hätte eine große Bitte: In der Haushaltsdebatte stellen wir fest, dass nach wie vor einige Finanzbeamte wie auch Botschafter noch nicht den Auftrag haben, Schwerpunkte für das Migrationsfeld, für Entwicklungshilfe, für Außenhilfe, für Nachbarschaftshilfe zu setzen, sondern leider das Gegenteil. Meine große Bitte wäre, dass die Regierungschefs und die Außenminister gemeinsam mit Innenministern und Entwicklungshilfeministern klarmachen, dass auch die Haushaltsverfahren sich entsprechend nach den Problemen richten müssen, mit denen wir konfrontiert sind.

  Enrique Guerrero Salom (S&D). Señora Presidenta, hace una semana, el señor Juncker decía que necesitamos más Europa en la Unión y más unión en la Europa, y el Consejo no ha tomado en cuenta esta necesidad. Sin embargo, es justo lo que necesitamos ante este reto: una respuesta consistente, una respuesta europea y una respuesta unida. Porque, de lo contrario, no solamente no daremos solución a la crisis humanitaria en la Unión, sino que entraremos en una verdadera crisis de la Unión. Y hay una mayoría en este Parlamento dispuesta a trabajar con la Comisión para presionar a los Estados miembros de cara a la próxima reunión de los ministros de Interior, de cara al próximo Consejo Europeo, de cara a la próxima Cumbre de la Unión Africana y de cara a la próxima conferencia internacional de acción humanitaria.

Pero ahora necesitamos una respuesta urgente y esto es lo que está debatiendo y aprobando este Parlamento.

  Beatrix von Storch (ECR). Frau Präsidentin! Die Asylkrise wird Europa in seinen Grundfesten verändern, abgesehen von den echten Flüchtlingen. Asyl ist nicht die Antwort auf die Armut in der Welt. Das sagt soeben der deutsche Innenminister de Maizière am 8.9. Die deutsche Bundeskanzlerin hat die ohnehin dramatische Lage durch ihre Beiträge in einer Weise befeuert, die als die historische Fehlleistung eines deutschen Bundeskanzlers, wahrscheinlich eines europäischen Regierungschefs in die Geschichte eingehen wird.

Es kann auch keine EU-Quoten für die Verteilung der Flüchtlinge geben. Fast alle wollen nach Deutschland. Die echten Flüchtlinge und die Armutsmigranten, sie werden gehen, sie werden kommen.

Deutschland kann nicht alle Bürgerkriegsflüchtlinge der Welt aufnehmen. Das ist ausgeschlossen. Wer das anders sieht, hat nicht ein großes Herz, sondern einen kleinen Verstand.

Der Staat versagt! Wir müssen darüber reden, das staatliche Asylrecht durch ein privates zu ersetzen. Wer Flüchtlinge willkommen heißen will, der soll das dürfen und für sie sorgen. Die Kirche soll Kirchenasyl gewähren. So kann Willkommenskultur funktionieren: privates Engagement. Wir müssen anfangen, das Asylrecht neu zu denken!

  Marielle de Sarnez (ALDE). Madame la Présidente, oui, l'Europe doit prendre toute sa part dans l'accueil des réfugiés pour ne pas en laisser la seule charge aux pays voisins de la Syrie.

Mais cet accord doit être organisé. Et nous avons, selon moi, devant nous deux vraies urgences. La première est celle de déployer aux frontières extérieures de l'Union des centres d'accueil et de contrôle pour identifier et enregistrer ceux qui arrivent, s'entretenir avec eux et leur donner, ou non, une admission temporaire au sein de l'Union européenne. La deuxième urgence, ce sont les capacités d'accueil sur le terrain, en particulier dans les pays de transit. J'y étais il y a quelques jours avec ma collègue Nathalie Griesbeck. Les besoins sont immenses: besoin de structures en dur, de couvertures, de médecins, de sanitaires, d'eau, d'interprètes et de juristes. C'est à ces deux questions – frontières extérieures et accueil, en particulier dans les pays en transit – que nous voulons, que nous exigeons, maintenant, des réponses concrètes, rapides et efficaces dans les heures et les jours qui viennent.

  Νεοκλής Συλικιώτης (GUE/NGL). Κυρία Πρόεδρε, χρειάστηκαν οι τραγικές εικόνες των παιδιών που πνίγονται στη Μεσόγειο για να συγκινηθούν οι ιθύνοντες της Ένωσης. Στο Συμβούλιο απέτυχαν να συμφωνήσουν σε δεσμευτικές ποσοστώσεις για μετεγκατάσταση προσφύγων. Κράτη μέλη κλείνουν τα σύνορα και προχωρούν σε μέτρα καταστολής για να αποτρέψουν την είσοδο σε πρόσφυγες. Αποδεικνύεται για ακόμα μια φορά πως οι κυρίαρχοι κύκλοι της Ένωσης δεν κόπτονται για τα ανθρώπινα δικαιώματα και για την ειρήνη. Αντιθέτως, έχουν σοβαρές ευθύνες για τη σημερινή ανθρωπιστική κρίση: στηρίζουν και συμμετέχουν στις επεμβάσεις και τους πολέμους που αιματοκυλούν τους λαούς και δημιουργούν τα μαζικά κύματα προσφύγων. Για να μην είναι υποκριτική η συγκίνηση, η Ένωση πρέπει να απορρίψει ξενοφοβικές και ρατσιστικές πολιτικές. Οι προτάσεις μας είναι ξεκάθαρες. Πρέπει να πάψουν να ενισχύονται οι δυνάμεις καταστολής. Να καταργηθεί το Δουβλίνο ΙΙ, να στηριχτούν τα κράτη που φιλοξενούν τους πρόσφυγες, να δημιουργηθούν μόνιμοι μηχανισμοί μετεγκατάστασης των προσφύγων και να αναπτυχθεί ένα κοινό σύστημα ασύλου που να διασφαλίζει την ελεύθερη διακίνηση των αναγνωρισμένων προσφύγων σε ολόκληρη την επικράτεια της Ένωσης.

  Ernest Urtasun (Verts/ALE). Señora Presidente, es para pasar auténtica vergüenza. Ni mecanismo permanente, ni solidaridad en la reubicación... ya no digo que hablen ustedes ni del reasentamiento que nos está pidiendo el ACNUR, ni de las vías legales, ni nada de nada.

Las imágenes continúan hoy mismo con antidisturbios persiguiendo a los refugiados por toda Europa. Es una auténtica vergüenza. La lista de países seguros que propone la Comisión nos preocupa, porque quiero recordar que el Derecho internacional obliga al análisis individualizado de cada una de las peticiones. Discriminar por origen es desde todo punto de vista bastante dudoso, también desde el punto de vista legal.

Siguen ustedes sin decir nada de aquellos países que están incumpliendo el Derecho internacional de asilo, como es el caso de España, que no analiza algunas de las peticiones que recibe en su propio territorio.

Miren, con la crisis de Grecia casi se llevaron —o prácticamente se llevaron— la solidaridad europea por delante. Ahora esta crisis se lleva por delante la libre circulación y los derechos humanos. Yo, ante la crisis de la Unión Europea, no sé cuándo piensan ustedes convocar una cumbre, cuándo piensan ustedes traernos aquí la revisión de Dublín, porque realmente esto ya no es una crisis de refugiados: es una auténtica crisis de la Unión Europea.

  Jean Asselborn, Président en exercice du Conseil. Madame la Présidente, j'ai écouté avec beaucoup d'intérêt, beaucoup de respect, parfois beaucoup d'étonnement et cela m'a un peu consolé de voir que l'écart d'appréciation au Parlement européen est dix fois plus grand qu'au Conseil.

Je ne suis pas d'accord avec les résultats du Conseil "Justice et affaires intérieures" de lundi dernier. C'est pour cela que j'ai décidé, au nom de la présidence luxembourgeoise, de prendre un nouvel élan. Celui-ci doit, selon moi, être décisif.

Une députée a demandé pourquoi nous n'avions pas voté lundi dernier. Nous ne pouvions pas voter parce que nous respectons le Parlement européen et les traités. Pour voter, il faut l'avis du Parlement européen et cet avis, vous le donnerez demain, lors d'un vote après 10 heures. J'espère que le 22 septembre il ne sera pas nécessaire de voter et que tout sera fait – en tout cas par la présidence – pour trouver un accord par consensus.

Madame la Présidente, Mesdames et Messieurs, le respect des droits est inscrit dans la charte de l'Union européenne. Quiconque frappe à notre porte et est poursuivi a le droit à ce que s'appliquent les règles de la convention de Genève. Malgré tous les problèmes dans la société, en France ou ailleurs, je pense que l'Union européenne perdrait toute sa crédibilité si elle fermait les yeux. Dans le même sens, il ne faut pas critiquer un pays ou des politiques pour leur générosité.

Je pense aussi que la Commission – et je regarde mon ami Dimítris Avramópoulos –, son président et son commissaire ont fait un travail parfait. La Commission a proposé quelque chose de très palpable, je ne vais pas le rappeler. Je veux seulement qu'au sein de l'Union européenne, en 2015, nous fassions preuve de la même ardeur à démontrer notre solidarité que lors de la crise yougoslave, où il y avait entre l'est et l'ouest, le sud et le nord, une très grande solidarité. Je voudrais dire qu'on n'a évidemment pas le droit de perdre les États du groupe de Visegrád parce qu'on perdrait alors le défi historique incarné par l'Europe. Il faut donc tout faire pour que les pays du groupe de Visegrád changent d'approche. Les quelques centaines, voire quelques milliers de réfugiés, qui fuient la misère et la brutalité en Syrie ne sont pas des éléments qui pénètrent dans la société de ces pays pour la décomposer. Ce n'est certainement pas vrai. C'est peut-être difficile à expliquer, mais il faut faire preuve de patience mais aussi d'une certaine solidité pour parler aux responsables et peut-être aussi aux populations de ces pays.

La présidence va, en tout cas, d'ici au 22 septembre, écouter, travailler avec les vingt-huit États membres. Madame la présidente, je ne suis pas tout à fait d'accord avec ceux qui croient qu'un Conseil européen constitue le meilleur moyen. Je ne suis pas contre un Conseil européen. Évidemment, je n'ai pas le droit d'être contre mais il faut se rappeler le mois de juin et il faut peut-être aussi avoir en tête que, depuis le traité de Lisbonne, il faut laisser travailler les conseils des ministres. Nous avons essuyé un échec, je suis d'accord avec vous. Lundi, nous allons surmonter cet échec, au moins en ce qui concerne la répartition de 120 000 réfugiés. Quant aux 40 000, vous savez que nous avons trouvé une solution. Si nous réussissons, je crois que le Conseil européen aura vraiment tout le temps de s'expliquer ensuite. Il faut à présent maintenir la pression sur le Conseil "Justice et affaires intérieures" de mardi prochain.

S'agissant de la dernière question posée par Mme Hohlmeier concernant l'enveloppe financière, nous disposerons, mardi prochain déjà, par l'intermédiaire de la Commission, de chiffres plus concrets, que ce soit pour aider la Turquie ou pour aider la Grèce. C'est très important pour qu'il puisse y avoir en Grèce des structures d'accueil, parce que la plupart des gens qui sont aujourd'hui des demandeurs d'asile en Europe, nous ne savons pas d'où ils viennent vraiment, ni qui ils sont; nous ne les avons pas reçus avec dignité et il faut que cela change très vite. C'est pour cela que, après la demande de la Grèce d'être aidée par la Commission, l'EASO, l'UNHCR et les États membres aussi, nous avons répondu positivement à cette demande. Je pense que c'est dans l'intérêt, non seulement de la Grèce, Dimitris Avramopoulos, mais aussi dans celui de toute l'Europe.

Voilà le sens dans lequel nous allons essayer vraiment de tout faire dans le cadre de la présidence luxembourgeoise afin de trouver une issue mardi prochain, au moins en ce qui concerne la répartition des personnes proposées par la Commission et dont nous avons le devoir de nous occuper.

  Harald Vilimsky (ENF). Frau Präsidentin! Angesichts der aktuellen Debatte frage ich mich, wie viel Chaos diese Europäische Union noch über unseren Kontinent bringen möchte. Das, was wir heute debattieren, hat doch eine Vorgeschichte. Man hat hier mitgejubelt, als die ganze Arabische Halbinsel ins Chaos gestürzt wurde: Mubarak in Ägypten, Ben Ali in Tunesien, Gaddafi in Libyen und dann Assad in Syrien. Man hat hier zugesehen, wie auf der ganzen Arabischen Halbinsel Chaos geschaffen wurde, und anstatt als Staatengemeinschaft diesen Prozess zu begleiten und dafür Sorge zu tragen, dass sichere Zonen in der Region geschaffen werden und notfalls für Flüchtlinge auch Erstaufnahmestellen auf der Arabischen Halbinsel selbst geschaffen werden, geht man jetzt dazu über, in Richtung der ganzen Arabischen Halbinsel zu rufen, diese Menschen nach Europa zu holen.

Wir reden hier von Millionen von Menschen, die auf einen Kontinent mit Rekordarbeitslosigkeit, mit Rekordarmut, mit Rekordproblemen hereingeholt werden sollen. Das kann doch keine Lösung sein! Das schafft Chaos in einer Situation, wo eigentlich Stabilität gefragt wäre. Wir wollen in Österreich auch kein Quotensystem. Wir wollen wieder selbst entscheiden über unsere Politik im eigenen Land. Das, was heute hier vereinbart wird, lehnen auch wir mit Nachdruck ab.

  Elmar Brok (PPE). Frau Präsidentin, Herr Kommissar, Kolleginnen und Kollegen! Niemand möchte sie hereinholen. Aber wenn sie ja Anspruch auf Asyl haben, gilt das Asylrecht. Die Bundeskanzlerin hat nicht eine generelle Einladung ausgesprochen, sondern an dem bewussten Freitag Menschen, die auf der Straße lagen, Unterkunft gegeben. Und ich glaube, das hat mich stolz gemacht auf meine Bundeskanzlerin.

Frau von Storch, Sie reden immer vom Christentum und handeln unchristlich. Ich will jetzt aber nicht auf die internen Fragen eingehen; Frau Hohlmeier hat das bereits dargestellt. Was wir machen müssen, ist in der Tat, an die Ursachen heranzugehen. Das bedeutet, dass ich hoffe, dass jetzt im Rahmen der Vereinten Nationen die USA und Russland sich in dieser Frage zusammentun, um die Verursacher in dieser Gegend, auch die, die einen Stellvertreterkrieg führen, nämlich Saudi-Arabien und Teheran, mit an einen Tisch zu bringen und auch die Rolle Ankaras in dieser Frage zu klären. Nur wenn wir diese ISIS/Da‘esh isolieren, kann das gelingen.

Dieses Haus muss auch über eine neue Afrikapolitik nachdenken, wenn wir dieses Problem hinbekommen wollen.

  Tanja Fajon (S&D). Ni bilo le sramotno zasedanje notranjih ministrov, sramotno je to, kar se danes dogaja na Madžarskem. Zapiranje meja, kaznovanje so grožnje vsem, ki verjamemo v solidarnost in humanost.

Prerekamo se o premestitvi 120 tisoč beguncev, medtem ko je več kot 12 milijonov Sirijcev beguncev.

Če bi se bile naše države takoj sposobne dogovoriti o delitvi bremena, bi imeli danes čas in energijo, da se posvetimo izvajanju ukrepov, ki bi na vojnih območjih ustvarili stabilnost in mir.

Z zapiranjem poti begunci iščejo nove priložnosti. Želim opozoriti na veliko nevarnost: na minska polja na Hrvaškem in v Bosni in Hercegovini.

Veseli me, da v Sloveniji več kot 70 odstotkov ljudi nasprotuje gradnji ograje s Hrvaško, a skrbita me začetek poostrenega nadzora Avstrije na meji s Slovenijo in najnovejša napoved slovenskega premiera o uvedbi začasnega nadzora na meji z Madžarsko.

Begunska kriza je postala nova kriza morale in etike v Evropi. Slab zgled in slab obet.

  Kazimierz Michał Ujazdowski (ECR). Pani Przewodnicząca! Pan komisarz Avramopulos powiedział, że polityka Komisji chce być solidarna i odpowiedzialna. Ja to rozumiem w ten sposób, że solidarna jest tylko polityka odpowiedzialna, a polityka nieodpowiedzialna nie jest w praktyce solidarna.

I trzeba odróżniać uchodźców – ludzi, którzy uciekają przed narażeniem życia, od emigracji ekonomicznej. Pan poseł Brok odpowiada, że nikt nie zapraszał emigrantów ekonomicznych, ale ja to słyszałem w Sztrasburgu z ust pana przewodniczącego Junckera. Szeroko otwarte drzwi dla imigracji ekonomicznej – to naprawdę nie było odpowiedzialne i nieodpowiedzialna jest także metoda obrana przez Komisję Europejską. Komisja Europejska powinna być koordynatorem wysiłku państw, suwerennych państw.

Każdy ma własne doświadczenie, własny kontekst. Tymczasem Państwo chcą narzucać mechaniczne rozwiązania, które nie przysłużą się tej sprawie. Lepsze jest wrogiem dobrego. W tej sprawie trzeba umiaru i Komisja powinna szanować państwa członkowskie oraz wypracowywać kompromis.

  Angelika Mlinar (ALDE). Frau Präsidentin! Wenn ich mir die Debatte so anhöre, muss ich feststellen, dass wir eigentlich am Thema vorbeireden beziehungsweise zumindest sechs Monate zu spät dran sind. Der Rat, also unsere Regierungschefs und Fachminister, diskutieren immer noch über 32 000 oder 40 000 oder 120 000 zu verteilende Flüchtlinge und nennen das eine Notmaßnahme. Abgesehen davon, dass sich diese Damen und Herren bislang nicht einigen konnten, ist diese Diskussion von der Zeit überholt worden. Wir haben zuletzt aus Ungarn fast täglich ähnlich hohe Zahlen an Menschen auf der Suche nach Schutz und Hilfe in Empfang genommen. Wir – das heißt in diesem Fall Österreich, wobei man fairer Weise dazu sagen muss, dass wir den Großteil nur umgehend nach Deutschland weitergebracht haben.

Dieses Deutschland rechnet mit 800 000 Flüchtlingen in diesem Jahr, und wir reden von einer Verteilung von insgesamt 160 000. Was sollen sich denn die von uns zu vertretenden Bürgerinnen und Bürger denken, wenn sie das hören? Wir müssen schleunigst in der Realität ankommen, nach vorne blicken und echte Entscheidungen treffen. Das EU-Parlament ist bereit dafür. Es ist an der Zeit, dass auch die Regierungschefs den Ernst der Lage erkennen. Es kann nur eine gemeinsame Lösung geben, und kein Staat wird dies alleine meistern. Wachen wir auf und kommen wir gemeinsam zu einer guten Lösung!

  Dennis de Jong (GUE/NGL). In de plannen om de vluchtelingencrisis het hoofd te bieden speelt opvang in de regio eigenlijk altijd een cruciale rol. Als in de regio een menswaardige bescherming kan worden geboden, is dat ook prima. Maar de VN-vluchtelingenorganisatie brengt rapport na rapport uit waaruit blijkt dat van menswaardige opvang helemaal geen sprake is. Het laatste rapport "Living in the shadows" beschrijft de dramatische situatie in Jordanië. We kenden al de drama's in Libanon. UNHCR vraagt 5,5 miljard voor 2015. Tot nu toe is nog niet eens de helft binnen. Dat betekent kleinere voedselrantsoenen voor de vluchtelingen, dat betekent geen financiële ondersteuning voor veel van de meest kwetsbare vluchtelingen buiten de kampen. Als we serieus zijn over opvang in de regio, dan gaat het niet langer om miljoenen maar om miljarden euro's. Hetzelfde geldt voor hervestiging. Ga in op de verzoeken van UNHCR en hervestig de meest kwetsbare vluchtelingen. Ik hoor geen cijfers, noch van de Commissie noch van de Europese Unie. Wij willen weten hoeveel geld er beschikbaar is en hoeveel plaatsen voor hervestiging.

  Barbara Lochbihler (Verts/ALE). Frau Präsidentin! Es war seit langem deutlich, doch nicht so deutlich wie heute. Die bisherige europäische Flüchtlings- und Asylpolitik ist gescheitert. An den Außengrenzen sterben jährlich tausende Menschen, im Inneren wird das Schengenabkommen ausgesetzt, und die Innenminister vertagen sich auf später. Einigkeit herrscht jedoch bei Maßnahmen, die zu weiterer Abschottung führen.

Wir dürfen aber die gescheiterte bisherige Abschottungspolitik nicht mit noch mehr Abschottung beantworten, sondern brauchen ein grundlegendes Umdenken in der Flüchtlingspolitik. Wir brauchen mehr legale und sichere Zugangswege in die EU, mehr Neuansiedlung. Wir brauchen innereuropäische Solidarität und verbindliche Zusagen bei der Verteilung der Flüchtlinge. Und wir brauchen den Schutz der Menschenrechte als Kompass auf allen Ebenen, auch im Namen der FRONTEX-Missionen, und ganz besonders bei der Kooperation mit Drittstaaten, wie zum Beispiel Eritrea oder Ägypten.

  Michał Marusik (ENF). Pani Przewodnicząca! Przede wszystkim musimy uważać, żeby emocje nie pozbawiły nas jakiegoś elementarnego zdrowego rozsądku. Nazywajmy rzeczy po imieniu, takimi jakimi one są. To nie jest żadna spontaniczna akcja, że nagle tylu ludzi zechciało przyjechać do Europy. To jest bardzo dokładnie organizowany od dawna proceder zalewania Europy falą migracyjną. Europa została tą falą migracyjną dosłownie zaatakowana. Gdyby imigranci tutaj byli chętnie widziani i oczekiwani, to debaty – tej debaty przede wszystkim – by nie było. A gdyby się odbyła, to każdy by się domagał przydziału jak największej kwoty tych imigrantów. Gdyby to była radość i szczęście dla krajów europejskich, ale nie jest to ani radość, ani szczęście. My wiemy, że to jest dramat, że ta fala migracyjna jest nieszczęściem dla Europy i staramy się przed tym bronić. Każdy kraj ma naturalne prawo do obrony. Jeżeli teraz zgłasza się pomysły, że należy jakiś kraj zmusić do tego, żeby przyjął jakieś kwoty, to jest to tylko pomysł prowokowania konfliktów wewnątrz Unii Europejskiej, co jest kompletnie niedopuszczalne, bo każdy ma naturalne prawo do obrony i należy to prawo uszanować.

  Mariya Gabriel (PPE). Madame la Présidente, oui, il est temps d'arrêter de déplacer le problème dans l'espace et dans le temps. Oui, il est temps maintenant de déplacer des barrières institutionnelles, des égoïsmes nationaux et des discours populistes.

Je me limiterai à trois observations.

Premièrement, il faut certes accorder une attention à la Méditerranée, mais nous ne devons pas perdre de vue les frontières terrestres, notamment celles avec la Turquie. Un dialogue plus soutenu est nécessaire et il convient d'avoir recours à des formats autres que bilatéraux. Pour cela, je dis "oui" à la ratification et à la mise en œuvre des accords déjà conclus, mais je dis "oui" aussi à l'innovation avec des partenaires tels que les pays du Golfe, l'Union africaine et les Nations unies.

Deuxièmement, que cela soit clair, l'heure est maintenant à la responsabilité partagée et à l'humanité. Oui, la Bulgarie ne posera pas comme condition, pour participer au mécanisme de relocalisation, sa participation à l'espace Schengen. Mais il faut bien se dire que l'espace Schengen c'est notre sécurité à tous. Défendons nos principes fondateurs jusqu'au bout.

Troisièmement, enfin, il est grand temps que les États membres accordent davantage d'importance à la politique de développement. C'est ainsi, dans les pays d'origine et de transit, que l'on apportera des solutions au plus près des problèmes.

  Monika Flašíková Beňová (S&D). Závery Rady ministrov vo vzťahu k migrácii nám, kolegyne a kolegovia, ukázali, ako málo sme dokázali doteraz reálne spraviť. Od začiatku roka, keď vlastne vypukol tento exodus v takých rozmeroch, ako ho máme, vidíme, že máme obmedzenú legislatívu, obmedzené právomoci, dlhodobo sa riešenia odkladali, až kým situácia nevyeskalovala do tejto podoby.

Som preto rada, že závery Rady hovorili aj o konkrétnych riešeniach. O riešeniach, ktoré majú pomôcť riešiť situáciu nielen tých utečencov, ktorých momentálne v členských štátoch Európskej únie máme, ale vo všeobecnosti, ako sa pozrieť na spoločné európske riešenie, pretože dodnes napríklad máme problémy aj pri realizácii Poseidonu a Tritonu.

Na záver by som chcela povedať, ako veľmi ma mrzí, že najdôležitejšou a kľúčovou otázkou v tejto situácii sa stala téma kvót, alebo teda povinného prerozdelenia. Je to veľká škoda pre EÚ, že sa sústredíme na kritiku štátov, ktoré s týmito otázkami nesúhlasia, namiesto toho, aby sme hľadali to, čo nás spája.

  Ulrike Trebesius (ECR). Frau Präsidentin! Herr Junckers Rede vor den Abgeordneten dieses Hauses in der letzten Woche in Straßburg ist bereits heute von der Realität überrollt worden. Schengen wurde seitdem bereits mehrfach ausgesetzt, und auch eine geplante Quotenregelung kann nur mit Grenzkontrollen funktionieren.

Die deutsche Bundeskanzlerin hat ein fatales Signal ausgesandt an die Menschen, die sich aus den Krisenregionen dieser Welt auf den Weg zu uns gemacht haben. Und nun hebt sie moralisierend den Zeigefinger und fordert andere Länder dieser Union auf, die Konsequenzen dieser Entscheidung mitzutragen. Frau Merkel hat gesagt, dass Deutschland sich in wenigen Jahren bis zur Unkenntlichkeit verändern wird. Dass sie diesen Alleingang ohne öffentliche Debatte unserem Volk aufzwingt, ist unerträglich. Dass sie die Zustimmung zu solchen Veränderungen auch von anderen Staaten erwartet, zeigt ihren vollständigen Realitätsverlust.

Gleichwohl wollen wir einen Weg aufzeigen für die Bewältigung dieser Krise. Eine europäische Lösung ist wünschenswert. Angesichts der großen Zahl der Flüchtlinge muss die Lösung aber außerhalb der europäischen Grenzen gefunden werden. Wir müssen einen gemeinsamen Kraftakt unternehmen, um sichere Orte und Schutzzonen in den jeweiligen Krisengebieten einzurichten.

  Merja Kyllönen (GUE/NGL). Arvoisa puhemies, hyvät kollegat, keskustelemme akuutista kriisistä, mutta kriisistä tulee helposti pysyvä tila, sillä ilmastopakolaiset ovat vasta tulossa. Asenteellamme ja teoillamme me määrittelemme, minkälaista Eurooppaa rakennamme.

Olen avoimen ja inhimillisen Euroopan puolella. En halua sellaista Eurooppaa, enkä kotimaatani Suomea, joka ei auta hädänalaisia. Jos me harjoitamme itsekästä politiikkaa, mitä Euroopasta ja EU:sta jää jäljelle? Ei yhtään mitään.

Eurooppa tarvitsee nopeaa päätöksentekoa – akuutissa hädässä ei odoteta tai anneta ihmisten kuolla. Viranomaistahojen hitaus on käynnistänyt kansalaisaktivismin aallon, jossa yksityishenkilöt ja kolmas sektori luovat turvaverkkoa hädänalaisille. Eurooppalaisilla on yhä sydän paikallaan. Siinä missä ihmiset, kolmas sektori ja yritykset toimivat, pitää myös poliitikkojen ja viranomaisten toimia.

Ihmissalakuljettajat ovat tehneet tästä hädästä miljardiluokan bisneksen. Meidän on toimittava, jotta ihmiset saavat asianmukaisen avun eikä järjestäytynyt rikollisuus hyödy siitä.

  Angelika Niebler (PPE). Frau Präsidentin, Herr Ratspräsident, Herr Kommissar, verehrte Kolleginnen und Kollegen! Ich möchte heute einen Appell an alle Mitgliedstaaten richten: Handelt endlich gemeinsam – ich betone gemeinsam –, um die Flüchtlingskrise in den Griff zu bekommen!

Kein Mitgliedsland kann die Flüchtlingskrise alleine meistern. Alle Mitgliedstaaten sind gefordert! Und ich kann nur sagen: Was sich am Montag im Rat der Innenminister abgespielt hat – ich finde es beschämend, ich finde es ein Trauerspiel, ich finde es enttäuschend.

Ich komme aus München, meine Damen und Herren. Wir haben letztes Wochenende 20 000 Asylbewerber und Flüchtlinge bei uns in der Stadt ankommen sehen. Das Wochenende davor waren es auch 20 000. Seit 1. September sind über 75 000 Menschen zu uns ins Land gekommen. Zwei Drittel davon sind jetzt noch in Bayern untergebracht. Und ich kann Ihnen sagen, wenn Sie dann die Diskussion mitverfolgen müssen und man davon spricht oder man sich nicht mal darauf verständigen kann, dass 120 000 Menschen auf 28 Mitgliedstaaten verteilt werden, dann ist das wirklich ein großes Drama. Ich bitte die Mitgliedstaaten wirklich, zu handeln.

Ein Satz zu Deutschland, Frau Präsidentin, zu Deutschland und der Bundeskanzlerin, die so oft angesprochen wurden: Deutschland hat nicht die Situation im Irak verursacht, hat nicht den Krieg in Syrien verursacht, ist nicht für die Situation in Afghanistan und in vielen arabischen Ländern schuld. Wir versuchen, unserer Verantwortung, die wir auch aus humanitären Gründen haben, gerecht zu werden.

  Iliana Iotova (S&D). Madame la Présidente, le Conseil a manifesté une impuissance totale à faire face au défi des flux migratoires. Cela fait déjà six mois que la Commission européenne n'arrive pas à trouver les leviers pour faire appliquer par les États membres les mesures d'urgence qu'elle a proposées. Ce retard nous coûte déjà trop cher.

Ces deux derniers jours, l'Union européenne s'est trouvée immobilisée non seulement sur ses points extérieurs mais aussi dans ses espaces intérieurs. Nous sommes face à la crise humanitaire la plus grave que nous ayons connue depuis 70 ans. Hier soir, des centaines de migrants sont partis à pied d'Istanbul en direction de la frontière bulgaro-turque et nous apprenons à l'instant que les Hongrois utilisent du gaz contre les réfugiés.

Nous voulons un mécanisme permanent pour l'asile qui garantisse la solidarité avec les personnes en danger ainsi que la sécurité de nos citoyens.

Permettez-moi de vous dire, Monsieur le Commissaire, que les chiffres de la relocalisation n'ont plus d'importance car ils sont de moins en moins à jour à mesure que le temps passe.

  Anna Maria Corazza Bildt (PPE). Madam President, I support the relocation of 160 000 refugees, but this is not enough. Member States have to move from an emergency footing to a permanent crisis mechanism, and all Member States have to accept their shared responsibility. This biblical exodus is a common challenge that requires unity and a common response. There is no national solution. But it is also time for leadership in Europe. We have to move from this populist rhetoric to explanations, and mobilise our citizens to help people who are fleeing for their lives. That is what it is about.

We also have to show solidarity and help the Member States who cannot cope. I understand that some Member States, more than others, see this as difficult and new. We have the European Asylum Support Office, Frontex, the ‘hotspots’ and the Refugee Fund; let us use them to support Member States under pressure. We should welcome anybody who seeks asylum in Europe with humanity, but we cannot allow them all to stay. Border controls have to be installed on all the external borders of the European Union and refugees should be registered.

UNHCR, WFP and UNICEF do not have enough money in the region. It is time for all Member States to respond fully to their appeal and help people on the spot, even if that is not enough.

  Kashetu Kyenge (S&D). Signora Presidente, onorevoli colleghi, spero che il passo falso del Consiglio non si ripeta la prossima settimana. È inqualificabile, vergognosa, la condotta di alcuni Stati membri con la nuova miopia e sordità tengono in ostaggio il Consiglio, schiavi del consenso elettorale sono insensibili agli appelli della comunità internazionale, non reagiscono alle raccomandazioni di quest'aula, ignorano l'ondata di solidarietà di migliaia di cittadini europei, anche dei loro paesi.

Noi ci ribelliamo contro l'egoismo degli Stati che scelgono, che scegliendo la strada della negazione del diritto violano la dignità umana di migliaia di donne, uomini e soprattutto bambini. Che cosa ne sarà degli oltre 100 000 bambini arrivati solo nei primi sei mesi dell'anno, e di tutti quelli che arriveranno nei prossimi mesi? Come possiamo negare loro i diritti fondamentali, come possiamo privarli della loro dignità e come possiamo rubargli il futuro? È veramente giunto il momento di agire poiché il futuro dell'Europa dipende anche da quanto siamo in grado di condividere i nostri sogni europei, i nostri valori. Basta minuti di silenzio, è ora di dare una risposta concreta alla più grande emergenza umanitaria in corso in Europa, grazie.

  Die Präsidentin. – Meine Damen und Herren, bevor ich nun dem nächsten Redner das Wort erteile, lassen Sie mich kurz auf etwas Aktuelles eingehen, das ich gerade gelesen habe, dass nämlich an der Grenze zwischen Ungarn und Serbien Ungarn Tränengas gegen Flüchtlinge einsetzt, die versuchen, hier über die Grenze zu kommen. Lassen Sie mich – ich hoffe, tatsächlich im Namen des gesamten Hauses – hier meine Kritik daran äußern! Das ist kein Weg, die europäischen Grenzen zu schützen. Flüchtlinge müssen das Recht haben, auch um Asyl anzusuchen, und dürfen nicht mit Tränengas verscheucht werden.

  Jeroen Lenaers (PPE). Op 3 oktober aanstaande is het precies twee jaar geleden dat bij een bootramp bij Lampedusa ruim 300 vluchtelingen om het leven kwamen. In de afgelopen twee jaar hebben we veel gezien. We hebben voorstellen van de Europese Commissie gezien, we hebben resoluties van het Parlement gezien, we hebben Raadsconclusies gezien en keer op keer hebben we de urgentie benadrukt. We hebben de noodzaak van solidariteit benadrukt. We hebben opgeroepen tot concrete acties. Maar als we terugkijken op wat er de afgelopen twee jaar echt is gedaan, dan hebben we heel weinig om trots op te zijn, met als absolute dieptepunt de Raadsconclusies van juli en die van afgelopen maandag. Ik wil het dan ook graag bij een simpele oproep aan de lidstaten laten: stap over uw eigen schaduw heen, stap over uw nationale ego's heen en laat ons volgende week alstublieft zien dat ook de "U" van Europese Unie voor u nog iets betekent.

  Claude Moraes (S&D). Madam President, while we have been sitting in the Chamber, the scenes at the Hungarian-Serbian border are truly shocking. The contrast between what we have been discussing, which is the inability for some Member States to relocate 120 000 refugees, and the fact that tens of thousands of refugees would have gone into Lebanon in the last three or four days, is truly extraordinary. What a contrast to see this.

Everyone from all parts of the political spectrum in this Chamber should see what these images are saying about the European Union. Those like Angelika Niebler, who just now said that we should please act together, should understand that this is now about the European Union and the ability for us to follow the Commissioner and his plans and the Presidency, which is well organised. At 3 o’clock, even Parliament realised that it must vote tomorrow because the Member States in the minority were not acting.

Everything is there for us to do, but we have not done it because of those Member States. We were not born yesterday: we know who is blocking this. Let us unblock it, do something and stop the shame of Europe and those who think they know better. They do not know better. We must act together and act quickly on this refugee crisis.

  Artis Pabriks (PPE). Madam President, asylum rights and the right to life and to safety have always been highly regarded fundamental rights in the European Union. There is no doubt that there is a need to help those people whose lives are threatened, but at the same time no sane person either in Western or Eastern Europe will question this.

At the same time, we must note once more that this is not a migrant crisis, but a crisis produced by weak and delayed foreign security policies, including the inability to control our existing borders and to enforce the law. Being kind to refugees does not mean that we have to abolish laws, states and borders. I would also like to draw your attention to the fact that lately EU decisions have taken a serious turn. There are some politicians who would like to force, threaten and blackmail sovereign countries – smaller and weaker countries – to adopt a certain position. If this happens we will abolish the traditional right established already by John Locke in the European Union: we cannot enforce good by wrong means, nor by might. We have to remember that.

  Josef Weidenholzer (S&D). Frau Präsidentin! Wir haben Wochen der Enttäuschung und der Hilflosigkeit hinter uns, weil die Verantwortung immer wieder hin und her geschoben wird. Letzten Montag war eine weitere vertane Chance, und viele Chancen werden wir nicht mehr haben. Vielleicht ist nächsten Montag die letzte Chance, etwas Vernünftiges zu tun.

Es geht darum, dass wir endlich einen gerechten, solidarischen Verteilungsmechanismus in Europa haben, dass wir legale Einreisemöglichkeiten haben und die Menschen nicht in den Händen von Schleppern über das Meer zwingen. Wir brauchen drittens die Unterstützung in den Herkunftsländern. Es gibt Länder, wie Irak und Jordanien, wo Essensrationen gekürzt werden, und das müssen wir beheben. Und da, glaube ich, brauchen wir auch dringend Geld. Warum ist es nicht möglich, sofort 1 Milliarde Euro aufzustellen, um diese Dinge zu lösen?

Und der letzte Punkt: Auf der Balkanroute befinden sich zurzeit mehr als 100 000 Menschen. Herr Kommissar, ich ersuche Sie, ich bitte Sie, alles zu tun, um diesen Menschen in dieser prekären Situation zu helfen.

  Róża Gräfin von Thun und Hohenstein (PPE). Pani Przewodnicząca! Przypominano tu, że idzie zima. Ja chcę przypomnieć, że wraz z zimą zbliża się Boże Narodzenie. Wielu z nas pamięta historię tej rodziny, która w Betlejem, dwa tysiące lat temu, krążyła od domu do domu i prosiła o przyjęcie. I wielu z nas twierdzi, że chrześcijaństwo jest jednym z najważniejszych filarów łączących Europę. Traktujmy je więc poważnie.

Rozmowa o uchodźcach jest tak naprawdę rozmową o nas – o Europejczykach. Jakimi obywatelami jesteśmy i jakimi chcielibyśmy być? Jakimi Polakami, Czechami, Francuzami, Europejczykami chcemy być? Na jakich wartościach – w praktyce, nie tylko w słowach – chcemy się opierać i na jakich chcemy budować przyszłość? Więc apeluję – nie blokujemy się wzajemnie kwotami.

Obserwuję w Polsce demonstracje, również te popierające większą solidarność europejską. I takim zielonym znaczkiem w klapie demonstranci mówią „zielone światło dla uchodźców politycznych”. Gotowość pomocy zgłosiło więcej osób i instytucji, niż wymagałby tego proponowane kwoty.

Jestem przekonana, i słychać to na tej sali, że podziały przebiegają nie tylko między państwami, ale i między społeczeństwami, i że wypracujemy na pewno europejskie solidarnościowe rozwiązanie.

  Elena Valenciano (S&D). Señora Presidenta, ni 40 000, ni 120 000 reflejan la realidad del éxodo al que nos estamos enfrentando. Señor Comisario, la Unión Europea se está hundiendo como los barcos de los refugiados. Pero para lo urgente no necesitamos ninguna reunión del Consejo de Ministros, ni del Consejo Europeo. No necesitamos ninguna cumbre para hacer lo urgente.

Lo urgente es la acción humanitaria, la atención humanitaria a los refugiados; vías seguras para que puedan llegar a Europa; visados humanitarios para las mujeres embarazadas, los enfermos y los miles y miles de niños que transitan por el territorio europeo o vecino. La acción humanitaria no necesita la decisión del Consejo de Justicia y Asuntos de Interior. Podemos tomar la decisión ahora. Cuanto antes tomemos la decisión, menos gente sufrirá. Porque esa respuesta es la que están esperando las personas que se agolpan a nuestras puertas, y la respuesta que están obteniendo es el aislamiento, la humillación, los golpes y, ahora ya, los gases lacrimógenos.

Para esa acción de emergencia no necesitamos al Consejo Europeo, afortunadamente.

  Barbara Matera (PPE). Signora Presidente, onorevoli colleghi, se vogliamo affrontare il fenomeno migratorio con un approccio a lungo termine, dobbiamo guardare al di fuori dei confini comunitari. Bisogna considerare che 4 milioni di profughi siriani si trovano attualmente nei territori del Libano e Giordania. Questo dimostra che è nella loro terra che desiderano tornare. Molti di loro appartengono anche alla minoranza cristiana delle Chiese d'Oriente, l'Europa delle radici cristiane, non può restare impassibile di fronte alla loro tragedia, in particolare delle minoranze yazide, vessate e perseguitate dall'Isis. Accoglieremo quindi con favore un'operazione militare sotto l'egida dell'ONU, combinata a un aumento delle risorse messe a disposizione dell'UNHCR.

Abbiamo bisogno di una politica di asilo comune, di centri di accoglienza efficienti nei paesi di transito e soprattutto di modificare il regolamento di Dublino. Bisogna che si leghino le politiche di cooperazione allo sviluppo economico con quelle di contrasto all'immigrazione clandestina. Insomma, bisogna usare i poteri che i trattati ci hanno conferito, grazie.

  Knut Fleckenstein (S&D). Frau Präsidentin, liebe Kolleginnen und Kollegen! Hören wir auf, von einer Flüchtlingskrise zu sprechen! Es gibt auch keine Migrationskrise – es gibt eine Europa-Krise. Jeder vierte Mensch, der in Jordanien lebt, ist ein Flüchtling. Und wir sollen es nicht schaffen – bei 500 Millionen Menschen in Europa –, 500 000 Flüchtlinge unterzubringen? Ich glaube, wir können diese sogenannte Krise lösen. Aber wir müssen jetzt besonnen, gemeinsam und schnell handeln. Das ist nicht einfach, denn es gibt keinen Plan, weil bis vor kurzem die Mitgliedstaaten – auch mein eigener – darauf bestanden haben, dass diese Politiken die EU nichts angehen. Aber es geht uns etwas an!

Wir sprechen gerne von unseren europäischen Werten. Wir bemühen sie besonders gerne, wenn es um die Politik von Staaten außerhalb der EU geht, aber wir müssen sie auch hier in Europa, in der EU, leben, sonst sind wir nicht glaubwürdig.

Wer Not, Elend und Flucht beantwortet mit Abweisung, Mauern, Stacheldraht und Tränengas, hat mit unseren Werten nichts zu tun. Solche Regierungen haben andere Werte. Die wollen eine andere Union, und die wird es mit uns nicht geben.

Esperamos que el escollo que se resume en la palabra «obligatorio» pueda ser resuelto por unanimidad o por mayoría cualificada en la próxima sesión del día 22.

Nuestra determinación muestra el compromiso del Parlamento para hacer efectiva de un modo urgente la reubicación de 120 000 personas en los términos propuestos por la Comisión. Las discrepancias existentes no deben impedir que los procedimientos de acogida en condiciones dignas, distribución y transporte de los primeros 40 000 refugiados se concreten ya y con urgencia. Y tanto más cuanto que los Estados miembros ya están organizándose para la recepción, con el concurso de las administraciones públicas, de la sociedad civil, de las iglesias y de los sindicatos.

En paralelo, debemos poner en marcha medidas de apoyo, financieras y de personal destinadas a los Estados miembros vecinos más afectados, apoyando las operaciones de Frontex y los RABIT, así como los hotspots, con garantías, con muchas garantías, para el retorno y con la ayuda al ACNUR, con la ayuda a Naciones Unidas.

  Patrizia Toia (S&D). Signora Presidente, onorevoli colleghi, siamo delusi dall'esito di lunedì, ma non ci rassegniamo un'Europa incapace di affrontare la sua più grande crisi. Perciò spingeremo il Consiglio ad attuare e a provare ad attuare il piano. Il Parlamento c'è e fa la sua parte. Perché sono i cittadini a chiedercelo e quando ci dicono dove l'Europa e cosa fa non possiamo e non vogliamo rimanere senza risposte.

L'Europa non può girare la testa dall'altra parte né dimenticare che quando non eravamo 28, abbiamo accolto rifugiati politici, ma abbiamo accolto anche i migranti economici e proprio dai paesi che oggi si tirano indietro. Oggi ho sentito anche qui una propaganda meschina e inaccettabile. Come possiamo pensare che sia stata la scelta lungimirante da leader della Merkel, della Germania tutta o quella di accoglienza dell'Italia e della Grecia a provocare un esodo storico? Come possiamo essere così meschini, demagogici, ottusi per qualche voto in più? E lo sono anche molte forze nel mio paese che eludono e imbrogliano i nostri cittadini.

Signor Commissario, mentre si prospetta il nuovo vertice, mentre lavoriamo perché abbia successo le ricordo l'emergenza delle persone intrappolate tra confini, oggi sentiamo anche gasate, intrappolati tra confini, in una morsa che non ha via d'uscita. Risolvete per favore questa questione!

  Carlos Coelho (PPE). Senhora Presidente, caros Colegas, uma vez mais, o Conselho falhou. Precisamos de uma solução europeia e solidária, e vários Estados-Membros olham para dentro de cada um de si, parecendo reféns da retórica radical e populista. Perante uma situação de emergência, decidem continuar a debater passado um mês e só após o escândalo público se convoca uma reunião extraordinária para a próxima semana.

A Comissão tem correspondido bem. Foi corajosa e soube ouvir o que a realidade exige e há muito este Parlamento pede. Ouvi críticas à reintrodução dos controlos nas fronteiras alemãs. Trata-se de uma decisão respeitável, de quem está a dar o exemplo, acolhendo mais refugiados do que todos os outros. Importa recordar: reintroduzir controlos não é fechar fronteiras. Há quem reintroduza controlos para melhorar a receção dos refugiados, e há os que o fazem para dificultar os acessos, fechar as fronteiras e atacar a livre circulação de Schengen.

Schengen não é ameaçado pelos refugiados. Schengen está a ser ameaçado pelo aproveitamento político de alguns governos e pela inação do Conselho. Repito o que temos vindo a dizer: a Europa precisa de uma resposta à altura das suas responsabilidades.

O Parlamento e a Comissão Europeia concordam. É tempo de o Conselho agir e de agir bem.

  Milan Zver (PPE). Moja država, Slovenija, se v zadnjem času vedno bolj omenja kot akter begunske krize tudi zaradi tega, ker je Madžarska preusmerila tok, tranzit beguncev preko Hrvaške in Slovenije v Nemčijo in Avstrijo.

Toda težave so nastale v zadnjih dneh tudi zaradi tega, ker Nemčija zapira meje. Prav tako je danes to storila tudi Avstrija s Slovenijo. Tudi Madžarska zapira meje, enako bo storila tudi Slovenija. In nazadnje sta ostali Hrvaška in Slovenija, ki imata relativno majhno absorpcijsko sposobnost, na cedilu.

Jaz upam, da bosta tako ... da bo Evropska unija, zlasti pa Svet, delovale v prihodnje bolj usklajeno in bolj solidarno in pomagale Sloveniji in Hrvaški pri velikem valu, ki ga pričakujemo v naslednjih urah in dnevih.

  Kinga Gál (PPE). Sajnálom, hogy arra kell használnom a drága 1 percemet, hogy visszautasítsam, amit épp az imént mondott Magyarországgal kapcsolatban, hiszen ezek megint csúsztatások. Arról nem beszél ez a hír, amit Ön itt bejelentett, hogy az a 300 menekült, aki most éppen küzd a magyar rendőrökkel, az véletlenül sem a beléptetési pontokon keresztül akart bejutni Magyarországra, a kijelölt beléptetési helyeken, legálisan, hanem mindenáron a kerítést akarja áttörni és kövekkel dobálja szerb oldalról a magyar rendőröket. Azt kérdezem meg, hogy melyik az a valódi menekült, aki inkább verekedésbe keveredik a rendőrökkel, mint hogy kijelölt beléptetési ponton regisztráljon.

Az a probléma, hogy képmutatóak vagyunk abban, hogy beismerjük, hogy a nagyobb részük nem valódi menekült, nem lenne menekültjogra jogosult az Unión belül, és ezért a regisztrációt mindenképpen el akarja kerülni. Képmutató az az álláspont, amelyik úgy beszél szolidaritásról, hogy nem teszi mellé, hogy a külső határok védelme a legfontosabb. Képmutató a kerítést támadni, ha nem tudunk jobb megoldást arra, hogy ne a zöldhatáron jöjjenek az emberek, hanem legális beléptetési pontokon.

  Die Präsidentin. – Frau Gál, ich habe mich auf Nachrichtenmeldungen von Nachrichtenagenturen bezogen, in denen stand, dass Ungarn Tränengas gegen Flüchtlinge einsetzt. Ich denke, Tränengas ist auf keinen Fall eine richtige Methode, um mit Flüchtlingen umzugehen. Wenn Sie sagen, die haben kein Recht, um Asyl anzusuchen – ich denke, das Asylrecht ist ein individuelles Recht.

  Frank Engel (PPE). Frau Präsidentin! Ja, wir brauchen mehr Engagement politischer Natur im Nahen Osten. Ja, wir brauchen mehr Entwicklungshilfe. Aber ich erinnere mich daran, dass der Kommissionspräsident zu Recht letzte Woche hier gesagt hat: Es gibt kein Meer, es gibt keine Mauer, und es gibt keinen Zaun, den jemand, der sein Leben bedroht sieht, der vor Krieg flüchtet, der Schutz sucht, und der Schutz braucht, mit seinem Kind auf dem Rücken nicht überwinden will. Diese Menschen werden sich nicht von Zäunen abhalten lassen. Sie werden sich auch nicht von Tränengas abhalten lassen. Und die einzige Manier, ihnen zu begegnen, wenn wir sie nicht aufnehmen wollen, wäre mit weiterer Gewalt.

Australien hat das versucht. Flüchtlingsboote sind gesunken. Das Sinken von Flüchtlingsbooten wurde bewusst hingenommen. Und diese Flüchtlingsboote mit gesunkenen Migranten, mit toten Migranten, diese Migranten, die auf pazifischen Inseln herumhocken, sind heute einer der Gründe, weshalb Australien seine Politik geändert hat und den Premierminister, der das zu verantworten hatte, in Pension geschickt hat.

Ich hoffe, wir fangen auf diesem Kontinent, auf dem die Menschenrechte ihren Ursprung haben, mit dieser Politik gar nicht erst an!

Vy jako předsedkyně nemůžete politicky reagovat a nemůžete říkat svoje osobní názory. Prosím, abyste dodržovala jednací řád Evropského parlamentu a neopakovala už tyto chyby.

A pokud máte informace pouze z médií, tak prosím neříkejte tady svoje informace. Byla jste v Maďarsku? Viděla jste tam tu hranici? Setkala jste se tam s těmi lidmi? A viděla jste, kolik lidí je opravdu uprchlíků a kolik lidí je imigrantů, kteří se sem chtějí nelegálně dostat? To byla moje technická reakce, a teď bych se rád vyjádřil k tomu, co tady bylo řečeno.

Já pondělní Radu nevidím jako problematickou a bohužel se nepřipojím k těm, kteří říkají svoje skeptické názory o tom, jak Rada dopadla. Já myslím, že jsme všichni deklarovali, že jsme otevření k jednání a že je potřeba začít jednat. Pokud má někdo jiný názor, nemůžeme mu vyhrožovat tím, že mu zastavíme evropské dotace, ale musíme si sednout k jednomu stolu a musíme o tom více diskutovat. To je demokratická Evropa.

  Seán Kelly (PPE). Madam President, Mr Timmermans referred to ‘winter coming’. He could have added a Shakespearean observation: ‘a winter of our discontent’, if we do not get to grips with the migration problem. There is an onus on all of us to play our part, because the vast majority of European citizens are generous people who feel very much for the refugees.

There is an onus on all Member States to play their part as generously as possible. It is then up to the European Union to look at the external matters and see how we in the safe countries can help, particularly by providing assistance and dealing with the smugglers. If we all put our resources together we can have a winter that will not so full of discontent for the refugees or for the citizens of Europe.

  Michaela Šojdrová (PPE). Paní předsedající, diskuze k jednání Rady ministrů ukazuje, že máme všichni jeden společný cíl. To znamená řešit situaci, která začíná být skutečně kritická, a události dnešního dne v Maďarsku to jen potvrzují.

Máme sice jiné názory na to, jaké přístupy zvolit. Já nemohu souhlasit s kolegou Verhofstadtem, který zde řekl, že by se mělo rozhodnout hlasováním. To znamená přehlasovat ty, kteří jsou v menšině na Radě ministrů?

Považuji za dobrý výsledek, že k přehlasování nedošlo. Evropská unie může uspět jedině tehdy, bude-li jednotná, a bude jednotná tehdy, když zde bude prostor pro pochopení i těch zemí, které se chtějí připojit svojí solidaritou, ale solidaritou dobrovolnou. O to bude větší, a jsem o tom přesvědčená, i u zemí, které dnes mají třeba jiný přístup, jako je právě Česká republika.

Señora Presidenta, (El principio de la intervención es inaudible) esa es la palabra más repetida en discursos esta tarde, cuya bondad se estrella una y otra vez contra el pésimo estado de una Unión Europea que no es ni sombra de lo que dijo ser y nos prometió que sería. Por tanto, no estamos solamente ante un fraude a Europa, que ya no es Europa no solamente para los refugiados, sino tampoco para los europeos. Porque no nos enfrentamos solo a un problema de incumplimiento de voluntad política, sino también de incumplimiento del Derecho internacional humanitario y de los propios Tratados en vigor.

Por tanto: acción, acción ahora, es lo que tenemos derecho a esperar de la Comisión frente a los Estados que se enfrentan a la crisis de los refugiados —como se la ha llamado— con herramientas policiales y construyendo muros y barreras; acción por parte de la Comisión; acción ahora es lo que los ciudadanos europeos tienen derecho a esperar; no solamente bellas palabras, palabras conmovedoras, sino sobre todo acción contra los Estados miembros que incumplen el Derecho europeo.

  Vicky Ford (ECR). Madam President, this is an unprecedented situation, because many millions of people are trying to escape horrific wars. But countries are helping in different ways: my Polish colleagues have talked to me about the hundreds of thousands of people who have escaped from Ukraine into Poland; my Croatian colleague has told me how her tiny country is trying to help thousands of people arriving there today; in the UK, we have sent over GBP 1 billion of aid to the region already and have, just today, offered to send a naval ship, HMS Richmond, to help in the combat against traffickers. I hope that the Commission will give a swift response to that offer.

Countries can help in different ways: we should respect this. I am concerned that the top—down quotas will build resentment. We need to work together to do more in the reception centres and more to help the millions of people in the region, but please let us stop the finger pointing because that is damaging. The quotas will build resentment and do not help.

  Maite Pagazaurtundúa Ruiz (ALDE). Señora Presidenta, en un mundo globalizado no hay fronteras posibles: estas son móviles. La gente se va a mover si está desesperada, y lo caro sale barato. Cuanto antes actuemos, cuanto antes pongamos fondos, cuanto antes restablezcamos el 40 % que se ha recortado del Programa Mundial de Alimentos en países terceros, antes terminaremos con la desesperación. Porque llega el invierno. Si no damos seguridad en Siria, y después en toda la región, lo pagaremos todos.

Mañana nos dirán que en Hungría se vieron obligados a cargar con gases lacrimógenos. Pero yo les puedo asegurar que, si no aceptamos nuestra responsabilidad, esto será cada día más grave; y habrá ley o no habrá ley, pero la gente va a pasar; y habrá ciudadanos europeos que, si no hay ley, apoyarán a aquellos que infrinjan la ley.

Mire, yo no pensaba contar algo que es absolutamente personal: cuando mi madre era refugiada de guerra, mi abuela escarbaba en las playas para buscar almejas y darle de comer, y robó patatas para darle de comer. No se puede frenar a las madres que quieren alimentar a sus hijos, que huyen de la desesperación de la guerra.

  Josu Juaristi Abaunz (GUE/NGL). Señora Presidenta, señor Avramopoulos, ha declarado que la Unión Europea no puede aceptar a quienes no tienen derecho a quedarse. Yo le ruego que no quite derechos a quienes tienen, o deberían tener, todos los derechos, también a quedarse en Europa. Me ha gustado más cuando ha reconocido que ningún muro detendrá a quien busca un futuro mejor para sus hijas e hijos. Si de verdad lo piensa, yo le animo a desarrollar esa idea y a que hagan algo efectivo ya contra esos muros. Y, con idéntico respeto e idéntica convicción, diría otro tanto al señor González Pons: ha hablado aquí contra los muros, así que le animo a que pida a su Gobierno que derribe los suyos en Ceuta y Melilla.

Señor Comisario, ha mencionado dos veces que la Unión debe proteger sus fronteras. Inquietante terminología, porque induce a pensar que es una guerra la que toca a nuestras puertas, y no es así. Son personas que buscan, merecen y tienen todo el derecho a una vida mejor, también aquí y ahora.

Signora Presidente, onorevoli colleghi, articolo 80 del trattato sul funzionamento dell'Unione europea: questo articolo detta un principio, il principio di solidarietà e di equa ripartizione della responsabilità, vale per la politica comune dell'immigrazione, vale per la politica comune dell'asilo e della protezione; vale per i nostri obblighi davanti alla Convenzione di Ginevra, ma soprattutto davanti alla storia e ai crimini commessi in questo secolo e negli altri.

Signor Commissario, onorevoli colleghi, io, nella scandalosa decisione del Consiglio, non ho visto né politica comune, non ho visto solidarietà né tanto meno un equa solidarietà. Ho visto tolleranza verso muri di cemento e verso filo spinato, ho visto attaccamento ai soliti ipocriti interessi economici ed elettorali. Ho visto ancora più ipocrisia nel versare lacrime per un giorno davanti a una fotografia senza fare nulla sul campo. L'egoismo e l'indifferenza di pochi Stati non può uccidere la dignità di tutti, dell'intera Europa, altrimenti sarà l'inverno non solo del 2015 ma del progetto europeo. Fine dell'inadeguata Dublino. Sì alle vie legali, sì alle quote obbligatorie, sì alle sanzioni per coloro che rifiutano. Questo noi vogliamo lunedì. Il Parlamento europeo, lo chiede, i cittadini europei lo vogliono. Il diritto, la giustizia e l'umanità lo pretendono.

  Danuta Jazłowiecka (PPE). Pani Przewodnicząca! Unia Europejska zmaga się z bezprecedensowym napływem migrantów. Każda osoba śledząca sytuację w państwach Bliskiego Wschodu i Afryki Północnej oraz dane przekazywane przez Frontex mogła przewidzieć taki rozwój sytuacji. Musimy sobie jasno powiedzieć – ponosimy obecnie konsekwencje własnych zaniechań i błędnych decyzji z przeszłości.

Jednakże nie możemy pozostać obojętni na los uchodźców. Musimy szukać mądrych rozwiązań, które będą miały na celu nie tylko ich przyjęcie, ale także stworzenie kompleksowej, długoterminowej polityki migracyjnej. Przykłady miast takich jak Monachium pokazują, iż mimo ogromnych chęci konieczne są techniczne ograniczenia ilości uchodźców, których można przyjąć. Dlatego też, pomimo krytyki ze strony licznych partnerów, uważam, że polski rząd postępuje odpowiedzialnie, opowiadając się za mechanizmem, który w celu alokacji uchodźców będzie uwzględniał faktyczne możliwości państw członkowskich. Nie mogą to być narzucone kwoty. Takie rozwiązanie na dłuższą metę okaże się nieefektywne.

Pomagając uchodźcom, musimy także pamiętać o naszych obywatelach, o ich obawach i oczekiwaniach. Dlatego też kluczowe są dodatkowe działania mające na celu zapewnienie spokoju i bezpieczeństwa w Europie, choćby pomoc uchodźcom w miejscu konfliktów, wygaszanie konfliktów w krajach Bliskiego Wschodu, a w przyszłości odpowiednie zintegrowanie przybyszów w naszym społeczeństwie bądź ich powrót do kraju pochodzenia.

  Soraya Post (S&D). Fru talman! Det är med sorg och besvikelse som jag yttrar mig här idag. Jag tänker på alla de människor som knackar på vår dörr, och vi håller den stängd. Jag skäms för att det ledarskap som medlemsstaterna i rådet har visat är en politisk katastrof. Det visar total omänsklighet. När jag tänker på detta så ser jag bilden av tre apor. Ni vet den kända bilden – man ser inget, man hör inte och man säger ingenting. Det får vara slut med det.

Jag tycker att parlamentet och kommissionen har visat att vi ser, att vi hör och att vi har uttalat oss. Nu är det dags för rådet och medlemsstaterna att ta sitt ansvar, gentemot Europas medborgare och, först och främst, gentemot de människor som lider och dör i flykten från krig på vägen hit. Det här är oacceptabelt. Vi kan inte stå ut med det här. Vi har en historia att lämna.

  Νότης Μαριάς (ECR). Από τις αρχές του χρόνου, διακόσιες εξήντα χιλιάδες πρόσφυγες μπήκαν στην Ελλάδα μέσω Τουρκίας. Τί κάνει όμως το Συμβούλιο Υπουργών Εσωτερικών; Νίπτει τας χείρας του ως Πόντιος Πιλάτος. Χρειαζόμαστε μόνιμη κλείδα κατανομής των προσφύγων στην Ευρωπαϊκή Ένωση και όχι προσωρινό μηχανισμό μετεγκατάστασης. Να εφαρμοστεί κλείδα κατανομής για όλους τους πρόσφυγες και όχι μόνο για εκατόν εξήντα χιλιάδες. Να αφορά όλους και όχι όσους εισήλθαν στην Ελλάδα και στην Ευρωπαϊκή Ένωση από δεκαπέντε Αυγούστου. Και αυτό πρέπει να το αποδεχτεί όχι μόνο η Ουγγαρία αλλά και Γερμανία.

Αλλά, κύριοι συνάδελφοι, τι κάνει Γερμανία; Όλα τα θαύματα δυστυχώς κρατούν τρεις ημέρες. Το ίδιο ισχύει και με τη δήθεν "φιλοξενία" της κυρίας Μέρκελ η οποία αφού κάλεσε τους δύστυχους πρόσφυγες από τη Συρία να έρθουν στη Γερμανία ανέστειλε, μετά τις φωτογραφίες, το Σένγκεν και έκλεισε τα σύνορα της Γερμανίας με την Αυστρία. Μάλιστα, για να στείλει μήνυμα στους υπόλοιπους πρόσφυγες, άνοιξε το πρώην στρατόπεδο συγκέντρωσης των Ναζί στο Μπούχενβαλντ για να φιλοξενήσει μερικούς. Αυτό είναι απαράδεκτο.

  Ivan Jakovčić (ALDE). Gospođo predsjednice, za vrijeme rata u Hrvatskoj imao sam priliku pomoći mnogim prognanicima i izbjeglicama iz Bosne i Hercegovine i osjetiti što znači ostati bez doma, ostati bez svega.

Zato danas podržavam ovo što radi Komisija, nastupe i stavove koje imamo i osuđujem ono što se dogodilo u ponedjeljak. Međutim, želim vas upozoriti da se migrantska kriza praktički prebacila u Hrvatsku. U zadnjih 24 sata u Hrvatsku ulaze izbjeglice i ono što je važno, hrvatska vlada pokazala je ozbiljnost u ovom trenutku, ali Hrvatska ne može sama riješiti taj problem. I zato je važno da Komisija odmah pomogne našoj zemlji kako bi se Hrvatska mogla nositi s izbjegličkim valom koji će sigurno uslijediti.

K tome, moram reći, imamo i sjajan primjer iz Kutine gdje mladi ljudi čak pripremaju kulturni program za izbjeglice. Takvi ljudi trebaju podršku, ali Komisija i Europska unija moraju djelovati te na djelu pokazati solidarnost.

Señora Presidenta, en Hungría se están violando los derechos humanos, pues no se están respetando los derechos de los refugiados y las refugiadas: una inhumanidad terrible. El Presidente de Hungría, el señor Orbán, es miembro del Partido Popular Europeo, igual que muchos de ustedes que hoy se llenan la boca hablando de solidaridad; igual que el señor Juncker, que la señora Merkel o que el señor Rajoy.

Ya no sirven las declaraciones, ya no sirven las palabras: ya solo sirven los hechos. ¿Van a expulsar al señor Orbán del Partido Popular Europeo? ¿Sí o no? De lo contrario, si no lo expulsan, lo estarán amparando.

  Eduard Kukan (PPE). Madam President, while discussing the dramatic situation with the refugees, we should not lose sight of the Western Balkan region. As last night’s situation at the Hungarian-Serbian border showed, the current migration crisis extends beyond EU borders and is a hard test of feasibility for our Western Balkan partners.

Serbia and Macedonia are under heavy pressure with the flows of migrants in a similar way to Italy, Greece or Hungary. We should not forget this while distributing funds and should support these countries as well. The Western Balkan countries are our partners and cannot be left out of the discussion on a possible solution to this crisis. We need to find a common solution together with our Western Balkan partners.

Kemm ilna ngħidlu? Daqshekk paroli u issa rridu azzjoni: azzjoni kuraġġjuża bbażata fuq is-solidarjetà mill-Istati Membri kollha. Mhux azzjoni fejn nitfgħu il-gass tad-dmugħ fuq ir-refuġjati, tafux? Kemm-il darba rridu ngħidu li, mingħajr aktar dewmien, għandna bżonn nindirizzaw is-sitwazzjoni? Minflok, l-Istati Membri, f'daqqa waħda qed jerġgħu jintroduċu kontrolli fil-fruntieri, jheddu ż-Żona Schengen u jitfgħu dubji fuq wieħed mill-prinċipji ewlenin tal-Unjoni Ewropea: il-moviment liberu.

  Ruža Tomašić (ECR). Gospođo predsjednice, dok vodimo ovu raspravu, u Hrvatsku ulaze prve stotine izbjeglica. Oko naše zemlje zatvaraju se granice, podižu zidovi i blokiraju željeznice pa je u ovom trenutku nejasno hoće li itko željeti prihvatiti višak izbjeglica kojima Hrvatska nema i ne može što ponuditi.

Jasno je da ograde, zidovi i blokade nisu rješenje, ali nisu ni puki produkt nečije ludosti. Dio odgovornosti svakako leži na Bruxellesu iz kojeg se slalo poruke koje očito nemaju podršku svih država članica.

Danas veliki broj ljudi u izbjegličkoj koloni nema veze s ratom u Siriji i Iraku. Oni dolaze iz država koje nisu izravno pogođene sukobima, a dolaze jer su im europski dužnosnici poručili da u Europi ima mjesta za sve.

U Europi bi trebalo biti mjesta za žene, djecu, starce i one koje čeka sigurna smrt ako ostanu u svojoj domovini, a za ekonomske migrante, ta tobože zabrinuta Europa trebala je imati zajedničku imigrantsku politiku još odavno.

  Nicola Caputo (S&D). Signora Presidente, onorevoli colleghi, nulla di definito dunque dal vertice del Consiglio: le divisioni tra i paesi dell'Est Europa e del resto del continente restano forti. Si è dato il via libera solo al primo piano di ricollocamento dei profughi: quest'Europa sembra faccia un passo avanti e due indietro. I paesi membri rimangono ancora profondamente divisi sulla seconda trance da 120 000 ricollocamenti e sulle modalità di gestione del flusso dei migranti in arrivo alle frontiere. Questo mentre alcuni paesi dell'Est Europa, introducono norme più restrittive in fatto di immigrazione e continuano la costruzione di muri di filo spinato per respingere i migranti.

Auspico, dunque che il Consiglio straordinario convocato per il 22 trovi una soluzione condivisa, l'Europa si costruisce con la solidarietà e non con i gas lacrimogeni alle frontiere. È necessario discutere della riforma del regolamento di Dublino e del diritto all'asilo europeo, insomma, di una vera e propria politica integrata europea sul fenomeno migratorio che si sia vincolante per i paesi membri e che preveda anche delle sanzioni economiche.

  Ангел Джамбазки (ECR). Г-жо Председател, категорично възразявам срещу направеното предложение за задължително квотно разпределение на имигранти на територията на държавите-членки на Европейския съюз. Това ще бъде нарушение на националния суверенитет на всяка една от държавите да пази своите национални граници.

Направеното предложение не решава нищо, защото не дава отговор на това как ще бъде спряно това нашествие.

Няма как да задържим в България тези, които откликнаха на любезната покана на г-жа Меркел. В този смисъл тя би трябвало да носи отговорност за своите думи и за проблемите, които създаде със затварянето на границите след тази покана. Това беше част от създаването на проблемите.

България не може да си позволи да приеме нито един човек повече нито по политически, нито по икономически, нито по демографски и нито по ценностни причини и проблеми, а заявеното намерение на част от брюкселската бюрокрация да наказва държавите членки, които не са съгласни с решението, прави Европейския съюз много близък до Съветския такъв.

Затова категорично възразявам срещу направеното предложение за задължителното квотно разпределение на мигранти и настоявам то да бъде отхвърлено.

  Dimitris Avramopoulos, Member of the Commission. Madam President, let me start by expressing my thanks to all Members of Parliament who have contributed in a very constructive way to this debate. As I said at the beginning, it is a very important debate.

I notice that we all agree that we are confronted with a multifaceted crisis. Yes, it is a crisis of refugees and migration, but it is also a crisis that has to do with the European Union and its institutions in general. It is a crisis that tests the values of the Union, the credibility of Europe and the validity of the principle of solidarity, but also the capacity of our institutions to react and act.

I can assure you that in the Commission we are fully conscious of our duty and, from the very beginning of the life of this Commission, we have welcomed that. In a period of only seven months we delivered by presenting the European Agenda on Migration with the contribution and the approval of this House.

Let me also say that it is not about finger pointing. It is about finding a consensus. It is about keeping Europe united. It is true that it sometimes takes more effort, but our role, the role of the Commission and of the Presidency – as Mr Asselborn said – is to discuss, to explain and to overcome differences.

Many of you made special reference to Schengen. I want to tell you that the temporary reintroduction of border controls is explicitly foreseen in the legislation for exceptional situations and as a temporary measure. The Commission is closely following developments and is also informing Parliament at every stage. It is not the end of Schengen. Schengen is the most important, tangible achievement of Europe integration and we shall protect it.

Talking about Schengen and borders, I would also like to stress that guarding borders with violent means is not compatible with European values and principles. We are here to preserve and guarantee freedom of movement in Europe, but we also need to secure our external European borders. This is why the Commission’s comprehensive approach needs to be adopted and swiftly implemented.

Yes, I expressed my frustration at the outcome of the recent Council but, with your support and the excellent work done by the Luxembourg Presidency, we will all go this extra mile united. We are determined – as Frans Timmermans said – to build bridges and to prove that Europe is up to the challenge, that Europe is credible, and that Europe is determined to stay united, resolved, solid and humane.

  Anna Elżbieta Fotyga (ECR), na piśmie. Fala imigrantów przedostających się do Europy z ogarniętych konfliktami i dotkniętych ubóstwem rejonów Afryki i Bliskiego Wschodu stanowi realne poważne wyzwanie dla państw członkowskich UE. W ramach swoich możliwości traktatowych UE powinna uruchomić nadzwyczajne środki finansowe, którymi wesprze państwa takie jak Włochy, Grecja, Węgry, do których dotarła pierwsza fala imigrantów.

Musimy sobie zdawać sprawę, że migracja z rejonów konfliktów następuje od lat. Kraje mojego regionu przyjęły już setki tysięcy imigrantów z Ukrainy i innych państw Europy Wschodniej i Kaukazu, w tym różniących się kulturowo Czeczenów, Inguszów czy Tatarów, którzy przybyli po kolejnych rosyjskich agresjach. Taką solidarność będziemy wykazywać nadal. Nie wyobrażam sobie jednak wywierania presji na mój kraj przez przedstawicieli innych państw członkowskich UE. Mechanizm przymusowej relokacji imigrantów jest rozwiązaniem pozatraktatowym, niedopuszczalnym i przeciwskutecznym. Nawet jeśli zostanie on złagodzony, dobrowolność po wszystkich wypowiedziach i presji uznałabym za całkowitą fikcję.

Należy wzmocnić granice UE i wesprzeć państwa członkowskie, które stoją na straży tych granic.

  Lidia Joanna Geringer de Oedenberg (S&D), na piśmie. Bardzo ubolewam nad obecną sytuacją, w której z konieczności zamykane są granice, a społeczeństwo Europy wpada w sidła populistycznej ksenofobii. Europa musi teraz udowodnić, że wartości Unii opartej na współodpowiedzialności i solidarności nie są pustosłowiem. Państwa członkowskie muszą działać natychmiast i muszą to robić razem. Relokacja i poszanowanie dla indywidualnego prawa do azylu, a przede wszystkim wsparcie dla krajów, które potrzebują wsparcia finansowego i organizacyjnego, to oczekiwania, które powinny być bezwzględnie omawiane w pierwszej kolejności. Dlatego zwiększenie obszaru działalności agencji EASO czuwającej nad systemem udzielania azylu jest priorytetem.

Należy również pamiętać o zewnętrznych granicach Unii Europejskiej, które muszą być wzmocnione i wspólnie chronione. Unia Europejska dała swoim mieszkańcom możliwość podróżowania bez kontroli paszportowej po jej terytorium, jednak ten nasz „wspólny dom” musi być chroniony od zewnątrz, bez względu na to, kto pragnie się do niego dostać. Dlatego konieczne jest w tym zakresie skoncentrowanie się na działaniach agencji FRONTEX.

Mam nadzieję, że nadzwyczajne posiedzenie Rady zwołane na 22 września pozwoli na znalezienie wspólnego rozwiązania. Konieczne jest omówienie reformy rozporządzenia dublińskiego i wspomnianego europejskiego prawa azylowego. W skrócie, potrzebna jest prawdziwa zintegrowana europejska polityka w zakresie migracji, która jest wiążąca dla państw członkowskich i pozwoli nam uzyskać społeczny kredyt zaufania dla naszych działań.

  Juan Carlos Girauta Vidal (ALDE), por escrito. Según la Comisión, casi medio millón de refugiados y emigrantes han llegado a Hungría, Italia y Grecia en lo que va de año, generando una crisis cuyo lado más dramático es precisamente el alto número de aquellos que se han quedado por el camino, ahogados en el Mediterráneo. Es verdaderamente lamentable que los Estados miembros, en estas circunstancias, no sean capaces de ponerse de acuerdo para adoptar medidas que permitan la reubicación del ingente número de refugiados que han llegado a la UE. Nos estamos jugando nuestra credibilidad y nuestra imagen ante el mundo. Si la tragedia que vivimos estos días no es suficiente para que la Unión Europea responda de manera unida, nada lo será. Seremos simplemente un mercado común, pero el ideal de un continente unido por unos valores comunes de solidaridad y respeto de los derechos humanos quedará hecho trizas. Esperemos que el Consejo entre en razón en su reunión de la semana que viene.

  Bruno Gollnisch (NI), par écrit. Le Conseil «Justice et Affaires Intérieures» (JAI) a été un échec, et c’est tant mieux puisque la Commission entendait y imposer une politique obligatoire de relocalisation à travers l’Europe des centaines de milliers d’immigrants illégaux qui affluent aujourd’hui à ses portes. Je veux dénoncer ici l’attitude de Mme Merkel, qui ferme ses frontières après avoir elle-même promis la lune à 800 000 de ces immigrés. Il ne fallait pourtant vraiment pas être grand clerc pour anticiper la conséquence des propos irresponsables de la chancelière. Je veux bien croire que les services d’accueil allemands soient saturés. Mais cette volte-face sonne comme une nouvelle menace contre les États membres qui ne veulent pas de ces immigrés. Elle s’ajoute à celle, très explicite, de leur couper les fonds européens ou encore celle, plus voilée, de priver leurs citoyens du droit de libre circulation. Cette menace est celle de bloquer tous ces gens chez eux, afin que les quotas contraignants, systématiques, calculés et imposés de Bruxelles, apparaissent comme un moindre mal aux États récalcitrants. Que ce Parlement ajoute sa petite pierre à ce chantage, en adoptant dans l’urgence et sans en changer une virgule, un avis sur le texte refusé par le Conseil est un scandale en même temps qu’un coup de force inacceptable.

A Comissão tem de impor sanções à Hungria e a qualquer Estado-Membro que recuse receber refugiados e impeça a abertura de vias legais e seguras para quem pede proteção. Como pode o PPE manter, nas suas fileiras, o Partido de Orbán que ataca os refugiados, incluindo com gás lacrimogénio, trazendo do passado os piores demónios da Europa?

Quem usa a segurança como desculpa para violar os direitos humanos, o direito internacional e as leis e valores europeus, está, de facto, a fazer o jogo dos criminosos terroristas do Estado Islâmico, que querem a civilização a andar para trás. Esta é também uma crise da nossa segurança, porque a UE não agiu para travar a guerra na Síria, no Iraque, na Líbia e a opressão noutros países, como está a falhar no combate aos terroristas do Estado Islâmico - e, por isso, as pessoas fogem à procura de proteção na Europa.

Não é só o inverno que está a vir: pessoas desesperadas - refugiados e migrantes - continuarão a vir, com ou sem arame farpado. Quanto mais muros erguer, mais cercada se sentirá a Europa. Desunião e inação são receitas para ruir. Não o permitiremos. O Conselho tem de assumir as suas responsabilidades e JÁ!

  András Gyürk (PPE), írásban. Drámai helyzet alakult ki Magyarországon a tömegével érkező bevándorlók hatására. Szeptember elejéig majdnem 160.000 illegális határátlépés történt Magyarország déli határán. A Magyarországra érkező nagyszámú migráns azt mutatja, hogy felértékelődött a nyugat-balkáni migrációs útvonal, így Magyarország felelőssége is. Aggályra ad okot, hogy a bevándorlásnak folyamatos, szinte végtelen utánpótlása van. Így fontos megjegyezni, hogy politikusként szavainknak mekkora súlya van és véget kell vetni a felelőtlen nyilatkozatoknak, melyekkel tovább buzdítjuk a bevándorlókat.

A jelenlegi helyzet azért állhatott elő, mert az EU bevándorláspolitikája nem tud választ adni a folyamatosan erősödő migrációs nyomásra. Minden uniós országnak – Magyarországhoz hasonlóan – védenie kellene az EU külső határait. Ugyanis egységes uniós álláspont hiányában az illegális bevándorlók meg fogják találni az alternatív útvonalakat, akár Horvátországon, vagy Románián keresztül. Magyarország közös európai fellépésben érdekelt, de ennek megszületéséig mindent megtesz, hogy a folyamatot az uniós jogi keretek (Schengen, Dublin III) között tartsa. Ha az Unió többi tagállama másképp jár el, akkor Schengen, a szabad mozgás kerül veszélybe. A Bizottság által javasolt kvótarendszer azonban nem jelent megoldást, csupán tüneti kezelést, ami tovább bonyolítaná a helyzetet a végeláthatatlan tagországok közötti áttelepítésekkel. A megoldást Európán kívül kell keresni, pontosabban a származási és tranzitországokkal való együttműködésben.

  Филиз Хюсменова ( ALDE), в писмена форма. Уважаеми колеги, очевидно е, че Европа се нуждае от обща политика по отношение на миграцията. Несправедливо е равнопоставени членове на Европейския Съюз да бъдат изправени пред съвършено различен натиск. В настоящата ситуация е необходимо Европа да е по-обединена от всякога, за да може да реагира бързо и ефективно по отношение на корените на проблема – а именно нестабилността и войните в съседство. Ето защо призовавам европейските лидери да заемат силна, единна позиция за общ подход към миграционната ситуация – в името на мира и сигурността в Близкия Изток, но също така – и в името на нашата обединена Европа.

Thus, I salute the Commission’s initiative. However, I strongly suggest that an extensive, on-the-ground analysis of each individual Member State must be made before the redistribution attempt. Furthermore, I would like to note that it is dangerous to allow freedom of movement without considering the terrorist threat that is associated with the infiltration of radical activists amidst the refugees.

  Barbara Kappel (ENF), schriftlich. Zehntausende Flüchtlinge aus Syrien sind in den letzten Wochen über den Landweg in die Europäische Union gelangt und haben in verschiedenen europäischen Ländern Asylanträge gestellt. Der große Ansturm von Flüchtlingen hat vor allem in Ungarn zu massiven Grenzschutzmaßnahmen geführt, mit dem Ziel, einen kontrollierten Eintritt in den Schengen-Raum zu gewährleisten. Deutschland und Österreich hingegen haben ihre Grenzen für die Flüchtlinge geöffnet, mit dem Ergebnis, dass sowohl die Behörden als auch die nationalen Aufnahme-Infrastrukturen hoffnungslos überfordert sind. Der Beschluss des Rates „Justiz und Migration“, 120 000 Migranten mittels eines Quotensystems auf alle Mitgliedstaaten der Europäischen Union zu verteilen, ist ein weiterer Beweis dieser Überforderung und stellt ein absolutes Politikversagen dar.

  Csaba Molnár (S&D), írásban. Határzár, szögesdrót kerítés, kutyás rendőrök, katonák, szétszakadt családok, kétségbeesett emberek ezrei. Ez a kép nem Törökországban, vagy távoli szomszédságunkban, hanem az EU egyik tagállamában, Magyarország határain fogad minket. A magyar–szerb határon személyesen tapasztaltam, hogy a magyar hatóságok az emberiesség alapelveit, az emberi jogokat sutba dobva bánnak a száz és ezer kilométert gyalogolt emberekkel, köztük asszonyokkal, gyerekekkel. A magyar hatóságok jelenleg minden menedékkérelmet elutasítanak arra hivatkozva, hogy a menekültek a magyar kormány által biztonságosnak ítélt Szerbián keresztül érkeznek Magyarország területére. A kiutasítás után a menekültek egy magyar nyelvű határozatot kapnak, amely alapján fellebbezhetnek a döntés ellen. A határozat azonban csak magyarul készül el, illetve a kitoloncolás után a menekültek nem tudnak a szegedi bíróságon fellebbezni az ítélet ellen.

Mi ez, ha nem kegyetlenség? Ma Magyarország határain humanitárius katasztrófa zajlik. A magyar kormány a gyengéken gyakorolja az erő politikáját, az európai szolidaritást és felelősségvállalást pedig csak akkor kiált, ha pénz kell neki. A menekültválságra nem lehet válasz a szögesdrót, az embertelen bánásmód, de megoldást jelent a kvótarendszer. Ha a magyar kormány tovább akadályozza a közös menekültpolitika kialakítását, azt veszélyezteti, hogy újabb uniós támogatásokat veszítünk el. Jól látszik, a magyar miniszterelnök most már nemcsak a menekülteknek árt, hanem valamennyi magyar ember érdekét is veszélyezteti.

  Sophie Montel (ENF), par écrit. La France compte aujourd'hui plus de 5 millions de chômeurs et près de 9 millions de personnes vivant en dessous du seuil de pauvreté. Le taux de chômage explose trimestre après trimestre. Ce sont plus de 200 000 immigrés qui entrent tous les ans sur le territoire national et ce au seul titre de l'immigration légale et en ne tenant compte que des adultes. La croissance de mon pays est au point mort, le dogme ultralibéral prôné par Bruxelles a entraîné désindustrialisation et casse sociale chez nous. La directive européenne relative au détachement des travailleurs a créé une concurrence totalement déloyale sur notre marché national de l'emploi... Et maintenant le président de la Commission nous demande d'accueillir des dizaines de milliers de migrants puis, n'en doutons pas, des centaines de milliers et au final combien de millions? La France ne peut accueillir ces clandestins. L'Union européenne, elle, ne semble pas s'inquiéter des questions de fond que soulève ce soudain afflux de migrants. Quels États ou organisations sont-ils derrière ces déplacements de populations? Qui finance cela et dans quels buts? C'est à ces légitimes questions que l'Union doit maintenant répondre.

  József Nagy (PPE), írásban. Haladéktalanul össze kell hívni a kormányfők tanácsát, hiszen a belügyminiszterek tanácsülésén kompromisszum helyett a lehető legrosszabb döntés született. Az elodázás teljes bizonytalanságba helyezte a már beengedett migránsokat és az érintett tagállamokat, valamint a tranzitországokat és az ott rekedt menekülőket egyaránt. Trauma, hogy a kötelező kvótákat nem tudták átnyomni, de azt, hogy egy sor tagország éppen aznap, egyoldalúan lezárta a belső schengeni határokat, az EU egyik legfontosabb vívmányát, óriási káoszt okozva ezzel a határvidéken ingázók számára, angyali nyugalommal vették tudomásul az illetékes miniszterek. A nagy vívmány, a gyűjtőpontok – hotspotok – kialakítása semmit sem ér, amíg nem módosítják a Dublini egyezményt is, hogy ne lehessen az első regisztráció országába visszaküldeni a nem kívánt menekülteket Észak-Európából.

Reális az esély, hogy szögesdrót fogja elválasztani az egyes tagországokat is. A szolidaritás hiánya nem csak a V4-es államokat terheli, hiszen a szíriai krízisben érintett országok megsegítésére létrehozott alapba (MADAD) az EU maga 41 millió eurót tett, várva a tagállamok további felajánlásaira, de ezidáig mindössze Németországból érkezett további 5 millió, valamint Olaszországból 3 millió euró. Véleményem szerint a tagállamoknak arányaikhoz mérten kell kivenni a részüket a kötelezettségvállalásokból.

  Péter Niedermüller (S&D), írásban. A Tanács ülése sajnálatos módon csekély eredménnyel járt. Néhány szűklátókörű tagállami vezető foglyul ejtette az egész európai intézményrendszert, hatékonyan akadályozza az eredményes és gyors válságkezelést. Elkeserítő, hogy ennek a csoportnak éppen az én hazám miniszterelnöke, Orbán Viktor a hangadója. Megdöbbenve hallottam, hogy a magyar kormány visszautasította, hogy Magyarország frontország lenne. Ha így van, akkor miért vezettek be „menekültügyi veszélyhelyzetet”? Miért vezényelték a hadsereget a határra? Miért húznak szögesdrót kerítést mindenfelé?

Ennek a hétnek a hétfőjét és keddjét a magyar–szerb határon töltöttem. Nehéz leírni azt a kiszolgáltatottságot és bizonytalanságot, amivel a menekültek szembesülnek. Szégyenletes, hogy a magyar kormány mennyire szakszerűtlenül és cinikusan kezeli a humanitárius katasztrófával fenyegető helyzetet. A néhány órára rövidített eljárás végén minden menedékkérelmet elutasítanak, mondván, hogy a kérelmező a biztonságosnak minősített Szerbián keresztül érkezett. Az elutasított emberek, köztük nők és gyerekek a kerítés és Szerbia közötti senki földjén ragadnak. Ez az Európa, amit képviselünk? Ezt a „megoldást” várják tőlünk az európai polgárok? Itt az idő, hogy cselekedjünk! Tegyük félre a pártszempontokat és a kicsinyes politikai taktikázást. Tegyük világossá, hogy Európa döntő többsége nem kér a bezárkózó nacionalizmusra épülő, önző és embertelen politikából, és hogy nagyon komoly következményei vannak annak, ha egy tagállam megsérti az Európai Unió alapvető értékeit.

  Urmas Paet (ALDE), kirjalikult. Euroopa Liidu siseministrite kohtumine valmistas pettumuse, sest põgenikekriisile toimivat lahendust ei leitud. Põgenikekriis süvendab pingeid ELi liikmesriikide vahel edasi ja üksmeele puudumine põgenikekriisile inimliku lahenduse leidmise osas hakkab edasi kanduma ka teistesse ELi valdkondadesse. Ainult üksmeel ELis võimaldab edasi minna nii edasiste aastate eelarvetega, millest osad riigid saavad rohkem ja teised maksavad rohkem, kui ka julgeolekupoliitiliste küsimustega. Seoses põgenikekriisist tingitud piirikontrolli taastamisega osadel ELi sisestel piirilõikudel kasvab surve ka Schengeni süsteemile ja isikute vabale liikumisele. ELi seesmise lõhenemise saab peatada kiire kokkulepe põgenikekriisi lahenduste osas, et kõik liikmesriigid tunnetaksid teiste tuge neile keerulises olukorras.

  Ева Паунова (PPE), в писмена форма. Заключенията на Съвета по правосъдие и вътрешни работи са добра първа стъпка. Постигнатото съгласие между страните, обаче, е далеч от очакванията на всички европейци за единен подход от мерки за справянето с миграционния натиск, които да върнат доверието в националните органи и в ЕС.

За мен е притеснителен фактът, че заключенията не вземат достатъчно предвид възможността бежанския поток да променя своя маршрут. Днес вече има достатъчно информации, че няколко хиляди бежанци вероятно ще се опитат да преминат границата между Турция и България, която е външна граница на ЕС. На този етап обаче тя не се споменава като място, което има нужда от внимание и подсилване.

ЕС започна дебата по бежанската криза късно и с неясен фокус, затова всичко, което правим днес, трябва да е достатъчно решително и правилно. Огромният поток от хора се превръща във все по-сериозен социален проблем, който може да ескалира и политически. Нямаме време да убедим своите общества, че Европа може да се справи. От това ще се възползват всякакви политически екстремисти в собствените ни страни, опитвайки се да поставят под въпрос европейския проект.

  Marijana Petir (PPE), napisan. Više od 100 000 ljudi čeka naš odgovor hoćemo li odobriti ili odbiti prijedlog Komisije i primiti ih. Podupirem Komisijin prijedlog jer je realističan i jamči dostojanstvo svih onih koji bježe od rata u Siriji. To je prijedlog koji će nam omogućiti da zajedno iskažemo solidarnost prema potrebitima i da gradimo Europu u kakvu vjerujemo. Podržavam sustav kvota, no smatram da je to samo privremeno rješenje. Treba se pozabaviti uzrokom odlaska tih ljudi iz njihovih država i vidjeti što EU radi kako bi se uzroci uklonili u korijenu, kako bi se stanje stabiliziralo i kako bi se migracije držale pod kontrolom jer sigurnosna izvješća govore da među izbjeglicama ima i onih koji su kupili sirijske putovnice i koji bi potencijalno mogli predstavljati sigurnosnu opasnost. Treba nam zajednička sveobuhvatna strategija koja uključuje sve zemlje i sve stranke, a koja će doprinijeti zaštiti naših vanjskih granica, ali i zaštiti onih koji bježe od rata. To nije samo humanitarno, nego i sigurnosno, gospodarsko i socijalno pitanje, zato moramo biti spremni te ljude dostojanstveno zbrinuti, te istodobno osigurati da građani EU-a žive u sigurnosti i sačuvati našu unutrašnju stabilnost.

  Емил Радев (PPE), в писмена форма. Сегашната миграционна криза изисква незабавни и категорични мерки.

На първо място, призовавам Европейската комисия да изготви списък на транзитните страни, които са на пътя на миграционния поток към Европа. От една страна, тези държави трябва да бъдат подпомогнати в ефективната борба срещу трафика на хора; в същото време, обаче, трябва да започнем незабавни преговори с тях за създаването на разпределителни центрове, които да спират икономическите имигранти към Европа. Само по този начин ще можем да намалим миграционния поток още преди да е достигнал до европейските брегове.

Засилването на външните граници е друга важна мярка, която ще гарантира европейската сигурност, докато в същото време ще спре нелегалната имиграция. ЕС разполага с механизми, които позволяват на тези, които искат да влязат легално в държавите членки, да го направят. Преминаването на зелената граница без необходима виза или основателна причина, обаче, не е сред тях.

Не на последно място, правомощията на Фронтекс трябва да бъдат незабавно разширени, така че агенцията да организира връщането на неуспешни кандидати за убежище в страните им на произход. Агенцията вече има опит в подобна дейност по проекта Атика и общите европейски действия в тази насока ще направят операциите по връщане по-ефективни.

Il est regrettable de constater une nouvelle fois l'échec du Conseil à se mettre d'accord, ici sur la relocalisation d'urgence de 120 000 demandeurs d'asile. Il est également très inquiétant que seuls quelques États membres aient témoigné leur soutien en faveur de cette proposition. Face à l'urgence humanitaire qui sévit à nos portes et en notre propre sein, le temps des tergiversations est révolu. Nous ne pouvons plus nous permettre de multiplier les réunions de la dernière chance. Les États membres réticents à accueillir les réfugiés mettent à mal notre crédibilité à l'extérieur et menacent d'entraîner la fin de l'Union. Il est honteux de brandir la carte du repli sur soi quand il s'agit de sauver les vies de centaines de milliers d'enfants, de femmes et d'hommes qui fuient la guerre et les persécutions. Au—delà des conditions dignes d'accueil et d'intégration à assurer, l'Union européenne et ses États membres sont également attendus pour renforcer la coopération au développement à l'égard de pays comme la Jordanie, le Liban et la Turquie, qui accueillent eux des millions de réfugiés. L'Union n'est pas uniquement un grand marché qui ne servirait qu'à se répartir des richesses, c'est aussi un projet commun avec des valeurs à défendre.

A menekültválsággal szembesülve az európai intézmények közül a Bizottság sürgős és érdemi intézkedéscsomagot készített, amelyet az EP részéről határozott politikai támogatásunkról biztosítottunk, beleértve a befogadás terheinek megállapodáson alapuló, kötelező kvótarendszer szerinti megosztását. Ez természetes, hiszen az Unió egész működését, az abból adódó terhek és hasznok megosztását a szolidaritás szempontjai alapján közösen kialakított szabályok, ha úgy tetszik, „kvóták” szabályozzák. Éppen ezért tűrhetetlen, hogy egy sürgető helyzetben – a humánum és a praktikum szempontjait egyaránt félretolva – hatékony közös fellépésünk ismét a Tanács szintjén látszik meghiúsulni, néhány tagállam önös belpolitikai-taktikai szempontjai miatt.

Sajnálatos, hogy ennek legszélsőségesebb példáját a magyar kormány szolgáltatja, de a szégyent súlyosbító tényként itt is felhívom a figyelmet arra a sajátosságra, hogy Orbánék intézkedései a menekültek kirekesztése és megalázása mellett az őket segíteni próbáló saját állampolgárai üldözését és megbüntetését is célozzák. Itt az ideje, hogy az Unió megteremtse saját képességét és eszközeit az ilyen embertelen, gátlástalan, egyben a közös európai fellépést ellehetetlenítő tagállami magatartással szemben. Nem csak a Tanács szintjén, hiszen ebben elsőként éppen itt, az EP-ben, az Orbánt, illetve a Fideszt soraiban még mindig megtűrő Európai Néppártnak volna feladata – ahelyett, hogy frakcióvezetője budapesti látogatással és ottani konciliáns nyilatkozataival legitimálja ezt a gyalázatot.

  Marc Tarabella (S&D), par écrit. Je ne me reconnais pas dans cette politique des gouvernements européens. Ces derniers jours, des responsables politiques ont indiqué vouloir priver les réfugiés de certains droits ou créer des statuts spéciaux pour ces migrants. Je suis d’avis qu’il faut mettre un terme à ce type de déclarations. Il est hors de question de s'engager dans cette voie, qui porterait atteinte à notre devoir moral et légal d'accueil de ces réfugiés qui arrivent chez nous pour échapper à l'horreur. Dans une telle situation, le rôle du politique n’est pas d’attiser les peurs ou d’entretenir des fantasmes, mais bien d’agir en fonction des principes et des valeurs qui fondent notre état de droit. L’Europe doit assumer sa part de responsabilité. Il faut permettre aux personnes qui craignent pour leur vie d’introduire une demande d’asile dans leur pays d’origine, pour éviter qu'elles mettent leur vie en péril en traversant la Méditerranée dans des conditions extrêmement dangereuses. En tout état de cause, il n’y aura pas de solution viable sans solidarité et sans humanité. Je continuerai à me battre pour que ces valeurs soient prises en compte et respectées!

  Marco Valli (EFDD), per iscritto. L'Europa è ancora lontana dalla solidarietà e dall'equa ripartizione delle responsabilità tra gli Stati membri. La decisione del Consiglio, che prevede di ricollocare su base volontaria nei prossimi due anni 40.000 migranti giunti in Italia e Grecia, deve fare i conti con l'ostilità di un gruppo di paesi dell'Unione: attualmente gli accordi raggiunti consentono di ricollocare poco più di 32.000 rifugiati, ossia un numero insufficiente che non copre il reale bisogno. Questa è per il momento l'inefficace risposta alla struttura fallimentare del regolamento di Dublino e alla sua mancata revisione. Senza un meccanismo di ricollocazione obbligatorio e permanente per tutti quegli Stati membri che subiscono un'eccezionale pressione migratoria e in assenza di una strategia comune internazionale per intervenire sulle cause dei flussi, assisteremo periodicamente al caos determinato da migliaia di persone in fuga verso un'Europa senza unione. Noi, portavoce del Movimento 5 Stelle, continueremo a batterci per il cambiamento del regolamento di Dublino e per l'affermazione di un'equa ripartizione, vincolante e obbligatoria, dei flussi migratori tra tutti gli Stati membri.

  Bogdan Andrzej Zdrojewski (PPE), na piśmie. Zaniepokojony skalą rozbieżności w danych przekazywanych przez rozmaite media, także polityków, zwracam się z sugestią rzetelnego, szybkiego zweryfikowania informacji dotyczących procesów migracyjnych, a zwłaszcza tych dotyczących uchodźców.

Informacje, iż wśród uciekających przed działaniami wojennymi jest ponad 70% młodych mężczyzn, dane wskazujące na mały odsetek pełnych rodzin, sugestie, iż co dziesiąty mężczyzna to terrorysta lub potencjalny terrorysta musza budzić niepokój. Ważne jest także definiowanie takich pojęć jak np. wspomniany "potencjalny terrorysta". Przecież przy obecnym stanie skali interpretacyjnej to może być każdy lub rzadko kto. Znaczenie precyzyjnego przekazu jest wg mnie kluczowe dla właściwych reakcji poszczególnych społeczności.
