  Jacqueline Foster (ECR), in writing. – Whilst well intentioned, this report presents a number of serious subsidiarity-based concerns for the UK delegation. In particular, the report deals with issues that are best dealt with at local level, and goes beyond the sharing of best practice in European cities in favour of a detailed and prescriptive list of recommendations, some of which are impractical, whilst others, such as the banning of cars in all European cities by 2050, are simply utopian. In particular, the report seeks to prescribe how Member States should use the revenue gained from road tolls and strays into issues such as the pricing of parking and asking local authorities to include environmental performance requirements as part of all their public procurement procedures.
