Rules against certain tax avoidance practices (debate)

  Danuta Maria Hübner (PPE). – Madam President, I would like to raise three points in this context. First of all, I think we should see the measures in this directive as part of a bigger picture – as part of the entire EU agenda to fight tax dodging. I think that it is fair to admit that, over a very short period of time, a lot has been done to improve our tax systems. I also believe that today we better understand the need for sound cooperation in tax policies, both across Europe and globally.

Secondly, I hope to see the Council reach swift agreement on this directive because it is a much—needed fix. I also hope that, at the end of the day, the directive will be designed and implemented in accordance with global standards and in coordination with our partners.

Thirdly, I believe that there are other items on the agenda needed in order to achieve fair, efficient and simple taxation in the internal market. It is true that owners of shell companies benefit, often exploiting weak rules in offshore tax havens, but gaps also exist in our tax rules and can be exploited. Tax systems in Europe are in need of reform in order to fully close those loopholes allowing tax evasion and avoidance, eliminate special rules, and limit deductions, exemptions and credits. That would ensure a lower rate for everybody. This is important because I believe that we need a system that energises growth, a tax system that is built for growth, ensuring that fair rules are respected and that the economy works for everybody.
