  Presidente. – L'ordine del giorno reca la discussione sulle dichiarazioni del Consiglio europeo e della Commissione sulle conclusioni della riunione del Consiglio europeo del 9 e 10 marzo, inclusa la dichiarazione di Roma.

Prima degli interventi degli oratori, voglio ringraziare a nome del Parlamento europeo il Presidente del Consiglio europeo, Donald Tusk, il Presidente della Commissione europea, Jean-Claude Juncker, il Primo ministro italiano, Paolo Gentiloni, e il vice Primo Ministro maltese, Louis Grech, per aver accettato l'invito a partecipare a questa discussione sul futuro dell'Europa.

Voglio innanzi tutto ricordare che oggi i Paesi Bassi vanno alle urne e nessuno può offendere un Paese democratico che va alle elezioni, offendendo così tutti i cittadini europei e i valori nei quali ci riconosciamo. Noi siamo molto di più di un mercato e di una moneta e proprio da qui dobbiamo ripartire.

Per questo la discussione di oggi è particolarmente importante: non possiamo limitarci a una cerimonia formale per ricordare quelli che sono stati i migliori 60 anni della storia dell'Europa libera e l'anniversario della firma dei Trattati di Roma deve essere, prima di tutto, l'occasione per riavvicinare l'Europa ai cittadini. Dobbiamo dare risposte concrete su disoccupazione, soprattutto quella giovanile, terrorismo e immigrazione, promuovendo i nostri valori nel mondo.

Il Parlamento ha aperto questa discussione con l'approvazione delle relazioni Verhofstadt, Bresso-Brok, Berès-Böge nella scorsa tornata di Strasburgo. Due settimane fa la Commissione ha presentato il suo Libro bianco e nel corso dell'ultimo Consiglio europeo i capi di Stato e di governo hanno tenuto un'ampia discussione su questo tema. A Roma il 25 marzo è prevista la firma di una dichiarazione solenne anche da parte dei vertici delle Istituzioni europee.

Oggi più che mai abbiamo bisogno dell'unità europea: certo, l'Unione va cambiata ma non indebolita.

  Donald Tusk, President of the European Council. – Mr President, Prime Minister Gentiloni, deputy Prime Minister Grech, President Juncker, Members of the European Parliament, leaders met last Thursday for the March European Council, and, a day later, 27 leaders met to discuss the future of the European Union before the 60th anniversary of the Treaty of Rome. Our discussions were constructive and focused, despite a little drama at the beginning.

I will start with the European Council meeting itself. Following an implementation report from Prime Minister Muscat, we discussed the progress on our migration priorities as set down by leaders in the Malta Declaration of 3 February. Work has begun but now needs to accelerate in order to start delivering results ahead of what we know will be a challenging summer.

Secondly, leaders discussed the prospects for the EU and euro area economies, together with the President of the European Central Bank. Things are getting better, and they are getting better in every Member State of the Union. This proves that our economic strategies are on the right track. Although unemployment is at its lowest level since 2009, leaders were clear on the need to get it down further, particularly in the most affected regions. Job creation will remain our priority. It is the best means to tackle inequality and social injustice.

Leaders confirmed the EU’s position as the champion of open, rules-based free and fair trade. Trade is central to European economic success and as I mentioned several weeks ago, Europe needs to intensify trade talks with our partners around the world, not least due to signs of protectionism emerging elsewhere. We agreed to swiftly advance ongoing negotiations, such as with Japan, which are most advanced, with Mercosur and Mexico. Already next week we will discuss with President Juncker how to progress in our trade deal with Japan when we host Prime Minister Abe in Brussels. Our sincere hope is to finalise these talks this year. Leaders expressed their will to strengthen trade relations with China. At the same time, we will not hesitate to defend ourselves against unfair trading practices, wherever necessary. We welcome the European Parliament’s strong commitment to making quick progress on the relevant legislation. It will help Europe set the global standard for free and fair trade.

In the evening, we discussed the tense situation in the Western Balkans. It was clear to all that forces inside and outside are working vigorously to destabilise the region. That is why leaders reaffirmed their unequivocal support for the Western Balkans, and its European perspective. We also expressed our full commitment to support EU-oriented reforms and ongoing projects. The European Union remains faithful to the promise of Thessaloniki and fully committed to the region’s stability and prosperity. I hope this positive signal from Europe will be heard.

Leaders also reviewed progress made in the area of security and defence cooperation, where the European Council gave a new impetus last December as a strategic priority. Leaders agreed to come back to this again in June.

Dear Members, on Friday, we met informally as 27 ahead of the 60th anniversary of the Treaty of Rome. There was an honest and constructive discussion about our common future. It focused on what should be the main elements of the Rome Declaration and our agenda going forward. It was clear from the debate that the unity of the 27 will be our most precious asset. At our last meeting in Malta, subsequent opinions voiced by some Member States as well as the European Commission’s White Paper leave us in no doubt that the idea of a multi-speed Europe will be one of the discussions ahead of the Rome anniversary, and I understand the reasons for this.

Some expect systemic changes that would loosen intra-EU ties and strengthen the role of nations in relation to the Community. Others, quite the opposite, are looking for new, deeper dimensions of integration, even if they would apply only to some Member States. Such a possibility is indeed foreseen in the Treaties currently in force. However, considering the interests of the community of 27 countries in the context of the upcoming Brexit negotiations as well as the long-term strategic interests of the EU, I will be urging everyone to strive towards maintaining political unity among the 27.

This is why, when discussing the various scenarios for Europe, our main objective should be to strengthen mutual trust and unity among 27. After last week’s debate, I can openly say that all 27 leaders agree with this objective. It was a relatively optimistic discussion about our common future, with a positive approach from all sides, without any exception. As I said after the meeting itself, ‘If you want to go fast, go alone. If you want to go far, go together’.

It is our collective intention to mark the 60th anniversary with the sense of celebration and sober reflection that it deserves. Jean-Claude and I continue to work closely with Prime Ministers Gentiloni and Muscat on this, and I want to thank them both for their efforts and dedication.

Finally, on my re-appointment as President of the European Council, I have nothing further to say except to reiterate that I am really grateful for the trust that has been placed in me and absolutely determined to work with all Member States and institutions to make the EU better and more united.

Dear Members, Brexit was not on our agenda last week, but let me share two remarks, given that this is our last meeting before the UK triggers Article 50. I will do everything in my power to make sure that the EU and the UK will be close friends in the future. Britain will be dearly missed as an EU Member State. At the same time, I would like to stress again that the EU’s door will always remain open for our British friends.

When it comes to negotiations, we will have no choice but to start the withdrawal talks once the UK notifies. We are carefully preparing for these negotiations, in close consultation with Member States and the European Parliament. It is our wish to make this process constructive, and conducted in an orderly manner. However, the claims, increasingly taking the form of threats, that no agreement will be good for the UK, and bad for the EU, need to be addressed. I want to be clear that a ‘no deal scenario’ would be bad for everyone, but above all for the UK, because it would leave a number of issues unresolved. We will not be intimidated by threats, and I can assure you they simply will not work. Our goal is to have a smooth divorce and a good framework for the future, and it is good to know that Prime Minister Theresa May shares this view.

There is one final thing I would like to say about the Netherlands, after what happened over the weekend. The Netherlands is Europe, and today I want to say that Europe is the Netherlands. A place of freedom and democracy. And for sure Rotterdam, the city of Erasmus, brutally destroyed by the Nazis, which today has a Mayor born in Morocco. If anyone sees fascism in Rotterdam, they are completely detached from reality.

We all show solidarity with the Netherlands. Out of respect for our friends in the Netherlands, let me repeat this in Dutch.

Nederland is Europa en Europa is Nederland, plaats van vrijheid en democratie. Zeker Rotterdam, stad van Erasmus, door de nazi’s kapotgeschoten, vandaag met een in Marokko geboren burgemeester. Dat heeft met fascisme niets te maken. We zijn allen solidair met Nederland.

Yes, we are Europeans and we are proud.

  Jean-Claude Juncker, President of the Commission. – Mr President, my Dutch is better than yours, but I will not prove that now. I have a good passive understanding of Dutch, and when I speak Dutch it is better than that spoken by the President of the Council, but I recognise that he made a huge effort to address the Dutch nation. By the way, following your assessment, I was scandalised by what was said by Turkey about the Netherlands, Germany and others. I will never accept this comparison between the Nazis and governments now.

My home country, Luxembourg, was occupied by the Nazis. Our people suffered. My father was forced into the German army, together with his three brothers. If you are drawing a comparison between that period and the present time, this is totally unacceptable. The one doing this is distancing himself from Europe, not trying to enter the European Union. The European Union is not joining Turkey. Turkey is joining the European Union.

I would like to congratulate my good friend Donald on his re-election.

It was the first meeting the European Council had in its new building. I refer to this new building as the Tusk Tower. I prefer the Tusk Tower to the other one. I am happy that Donald has been re—elected because not only do we have excellent personal relations, but we also have good interinstitutional relations. I am very grateful for that. Things could have happened differently, because my first ambition was to become President of the European Council. Now you are there, I am here and it is excellent like that. I am the best President of the Commission in comparison to you, and you are a better President of the European Council in comparison to me, so everything is OK.

I am happy that I have woken up the extreme right of the Parliament.

Lors du Conseil européen de la semaine passée, nous avons eu un débat intense sur les Balkans occidentaux.

Je voudrais dire ici, au nom de la Commission et au nom de la Haute Représentante, qui est aussi Vice-présidente de la Commission – donc une personnalité obligatoirement schizophrène – qu’en tant que Commission, nous voulons offrir aux pays des Balkans occidentaux, une perspective européenne non équivoque.

Je sais que lorsque j’ai dit au début de notre mandat qu’il n’y aurait pas de nouvelles adhésions avant 2019, cette phrase a créé la confusion dans les Balkans. Or, nous continuons nos débats, nos négociations d’adhésion avec les pays des Balkans. C’est la région la plus compliquée d’Europe et nous devons apporter à nos relations avec les pays des Balkans occidentaux tous les soins requis. Les conclusions que nous avons adoptées à 27 – parce que la Pologne, pour des raisons inexplicables, n’a pas pu se joindre aux conclusions du Conseil européen –, disent très clairement quelles sont nos ambitions et nos intentions en ce qui concerne les Balkans occidentaux.

Nous avons évoqué, entre nous, la situation économique de l’Union européenne et de la zone euro en particulier. Nous nous sommes félicités du fait que le chômage baisse, que la croissance augmente, que le taux d’emploi ne cesse d’augmenter, qu’il y a une création d’emplois tout à fait remarquable, mais cela ne devrait pas nous induire en erreur: l’Europe n’est pas sortie de la crise économique qui est la sienne. La crise sociale perdure et nous devons donc apporter à toutes ces questions gravitant autour du sujet économico-social, toute notre attention.

Je voudrais que nous soyons prêts en avril, en tant que Commission, pour adopter nos propositions concernant la mise en place d’un pilier des droits sociaux. Au mois de novembre, en Suède, nous aurons tous ensemble un débat sur la poursuite de la politique sociale en Europe. Je veux dire par là, un meilleur «ameublement» de la dimension sociale insuffisamment «meublée» jusqu’à ce jour. Je voudrais qu’en novembre, nous puissions terminer ce débat. La raison pour laquelle la politique sociale n’a pas eu toute l’attention que certains d’entre vous auraient voulu qu’elle ait lors de la présentation du livre blanc, réside dans le fait qu’en matière de politique sociale, nous sommes sur le court terme, nous voulons mener à bon port le débat social au cours de cette année, alors que le livre blanc porte sur une durée plus longue puisqu’il vise, en termes d’accomplissement de nos ambitions, l’année 2025. Il ne faut donc pas lire le livre blanc comme prenant congé, et prenant de la distance, par rapport aux ambitions sociales de l’Europe. C’est pour tout de suite: l’Europe sociale ne peut plus attendre, il faut la faire maintenant et pas seulement en 2025.

Je suis tout de même toujours impressionné que lorsqu’on fait des blagues, lorsqu’on attaque les autres, les applaudissements du Parlement sont nourris mais lorsqu’on parle de la politique sociale, vous êtes d’une timidité qui m’impressionne.

Wir haben, Herr Präsident, anlässlich des Rates der letzten Woche auch über unsere Handelsbeziehungen mit anderen Teilen der Welt gesprochen. Ich möchte hier noch einmal zum Ausdruck bringen – ich, der ich kein free trader bin – passt nicht zu mir –, dass wir als Europäische Union unsere Chancen nützen müssen. Die Amerikaner gehen – so, wie es aussieht – auf Distanz zu multilateralen Handelsverträgen. Das ist bedauernswert, aber es ist eine Chance für uns, denn je mehr Menschen ich aus Asien, Afrika und von sonst woher empfange, umso deutlicher wird mir klar, dass andere in der Welt von uns erwarten, dass wir die Führung in internationalen Handelsfragen übernehmen. Das sollten wir auch tun!

Die Welt wartet auf Europa, und wir müssen da sein, wenn die Welt auf uns wartet. Deshalb werden wir so schnell wie möglich – Donald hat dies erwähnt – mit Japan zum Abschluss der Freihandelsverhandlungen kommen. Nicht zu den Bedingungen, die uns nicht passen, sondern zu den Bedingungen, Wünschen, Herausforderungen, Bedürfnissen, die wir uns selbst geschrieben haben. Wir – Herr Tusk und ich – werden den japanischen Premierminister am 21. März, glaube ich, in Brüssel empfangen. Und wir werden dies so schnell wie nur irgendwie möglich in die richtige Richtung bewegen.

Und ich hätte gerne – Ist Frau Malmström da? –, dass Frau Malmström sich vor Abschluss der Verhandlungen mit Japan noch einmal mit den Sozialpartnern zusammensetzt, weil ich strikt der Auffassung bin, dass wir nicht alleine – so aus Gottes Gewalt heraus – Handelsverträge abschließen können. Wir müssen auch mit anderen darüber reden: mit der Zivilgesellschaft, mit den Sozialpartnern und mit anderen.

Zu Verteidigungsfragen sage ich nichts, weil Federica da führend ist.

Only one sentence on defence: I think that the point the US is making is right. We have to take care of our own defence and we have to increase our defence budget. Mr Trump is not the first one to say this. Mr Trump is the fourth President of the United States I have had to deal with. George W Bush, Clinton and Obama were saying exactly the same, and we made a commitment. I think in Wales – which is part of Britain – we signed a commitment, and we have to respect that commitment, but I am strictly against this restricted concept of defence. International – planetary – stability is more than defence expenditure. Aid development, money for humanitarian action by our countries, is as important as military expenditure, and I would like to insist on that.

Was das Weißbuch der Kommission anbelangt, haben wir – obwohl das nicht auf der Tagesordnung stand – uns damit beschäftigen müssen. Ich werde dazu nichts weiter sagen, als dass ich hier noch einmal wiederhole, dass es eine Verkürzung der Lektüre des Weißbuches ist, diese Lektüre ausschließlich auf das Europa der zwei oder mehreren Geschwindigkeiten zu begrenzen. Hätte Frau Merkel nicht in einer Pressekonferenz nach dem vormaligen Europäischen Rat davon gesprochen, dann hätte dies überhaupt nicht die Bedeutung gekriegt, die es gekriegt hat.

Ich möchte noch einmal deutlich machen: Es geht uns nicht darum, einen neuen Eisernen Vorhang zwischen Ost und West in Europa zu ziehen. Es geht uns darum, dass wir deutlich machen, dass, wenn nicht alle können oder wollen, wir in Sachen Vertiefung der Europäischen Integration nicht weitergehen können. Und im Übrigen, wenn Sie sich das mal im Detail ansehen: Dort, wo es bis jetzt verstärkte Zusammenarbeit gegeben hat, werden Sie unschwer feststellen können, dass in allen Fällen alle sogenannten neuen Mitgliedstaaten – ich mag diesen Ausdruck nicht – bei verstärkter Zusammenarbeit mitmachen, aber einige Gründungsmitglieder nicht mitmachen. Beispiel Europäische Staatsanwaltschaft: Wer macht nicht mit? Die Niederlande. Wer macht mit? Alle 2004 beigetretenen Mitgliedstaaten der Europäischen Union.

Also diese Vorstellung, dass dies ein Entwurf wäre, um Europa wiederum in zwei Teile aufzuteilen, ist ein Vorwurf, der die Wirklichkeit nicht trifft. Ich wäre froh, wenn jetzt alle in Europa – Europaparlament, nationale Parlamente, whosoever – sich an dieser breit angelegten Debatte über die europäische Zukunft beteiligen würden.

Die Kommission wollte nicht ein Diktat vorlegen. Wir wollten nicht sagen: So muss es sein, und so darf es nicht sein – obwohl ich das Szenario 2 hier im Parlament ausgeschlossen habe. Europa ist mehr als Binnenmarkt, als Macht, als Geld und als Warenaustausch! Europa ist zuvorderst das Europa der Menschen! Deshalb erhält dieses kleine Szenario, das nur einen europäischen Binnenmarkt vorsieht, nicht meine Zustimmung.

Aber ich hätte gerne, dass wir alle diese Optionen diskutieren. Das sind nicht die Optionen der Kommission, das sind die Optionen, die sich zurzeit in der Debatte befinden. Und ich hätte gerne, dass wir uns bei dieser Debatte nicht ducken, sondern dass wir alle Elemente in Betracht ziehen, auch die Berichte, die das Europäische Parlament im letzten Monat angenommen hat.

  Paolo Gentiloni, Presidente del Consiglio italiano. – Grazie signor Presidente, onorevoli parlamentari, ringrazio il Presidente del Parlamento europeo per questa occasione di rivolgermi a voi a dieci giorni dalla ricorrenza, dai sessant'anni della firma dei trattati di Roma.

Credo che debba essere innanzitutto un'occasione per ricordare alle nostre opinioni pubbliche, ai nostri concittadini europei i risultati che sono stati raggiunti in questi sessant'anni: la pace, la libertà, i livelli di protezione sociale che, nonostante tutte le difficoltà, abbiamo raggiunto, il mercato unico, una storia di successo che ha fatto definire l'Unione europea come una superpotenza "tranquilla" e, infine, il lavoro che abbiamo svolto sul terreno culturale, dei valori, della condivisione dei nostri modi di vivere comuni.

Ricordare questi risultati serve, credo, a riflettere sul futuro. Se non facessimo la prima cosa saremmo in difficoltà a immaginare i prossimi anni dell'Unione europea e dobbiamo farlo soprattutto perché siamo consapevoli di attraversare uno dei momenti difficili della costruzione europea, forse uno dei momenti più incerti di questi sessant'anni, che ricorda in qualche modo gli anni che precedettero quella firma dei trattati di Roma, in cui ci furono difficoltà, tentativi diversi, ma si viveva in un mondo molto, molto lontano da quello di oggi.

Oggi le difficoltà vengono dalla scelta, legittima, compiuta il 23 giugno da un grande paese europeo di abbandonare l'Unione, derivano dal fatto che gli effetti della crisi economica non sono affatto alle nostre spalle e come pure dalle difficoltà che stiamo incontrando nel trovare una risposta comune sui flussi migratori. Sono difficoltà che non dobbiamo sottovalutare: qualcuno addirittura ha parlato del rischio di una sorta di "1989 alla rovescia", in cui l'Europa si caratterizza per la ricostruire muri, mentre 27 anni fa si era caratterizzata per abbattere i muri. È un rischio che possiamo e dobbiamo impedire.

Guardando al futuro, credo che siamo tutti consapevoli che dal Parlamento europeo può venire un contributo fondamentale; anzitutto un contributo nella discussione che si è aperta sul futuro dell'Unione. Attraverso le relazioni Böge-Berès, Bresso-Brok e Verhofstadt è stato dato un contributo importante a questa riflessione, che va un po' in parallelo al lavoro che Jean-Claude Juncker e la Commissione hanno preparato con il loro Libro bianco e che noi abbiamo molto apprezzato, perché è uno strumento utile per impostare questa discussione.

Ma non è solo il contributo alla riflessione: è la consapevolezza che c'è almeno da parte del Governo italiano, che solo da una più forte legittimazione democratica può venire una risposta alle difficoltà dell'Unione europea. Si potrebbe dire, in un certo senso, che i poteri di codecisione del Parlamento europeo sono stati la conquista più importante di questi dieci anni dopo Lisbona e che nei prossimi dieci anni il Parlamento europeo, quest'Aula, può essere una delle forze trainanti del futuro dell'Europa. Mi auguro che su questo ci sia, da parte di tutti noi, una consapevolezza comune.

La Dichiarazione di Roma vuole dare un messaggio in questo contesto di fiducia nell'Unione e nei suoi prossimi dieci anni. Il Governo italiano è per il rilancio dell'Unione, della sua integrazione: come sempre la dichiarazione sarà il compromesso tra esigenze, spinte, aspirazioni, ambizioni diverse. Ma credo che alcune scelte debbano essere indicate in modo forte e chiaro, e ne abbiamo discusso prima a Malta e poi a Bruxelles qualche giorno fa.

In primo luogo, rispondere alla domanda di crescita, di investimenti e di lavoro. Se non veniamo fuori dalla crisi, se non riduciamo i livelli di disoccupazione, soprattutto giovanile, nella nostra Unione e in particolare in alcuni paesi, non avremo fiducia nel futuro dell'Unione.

In secondo luogo, condividere l'impegno per la sicurezza delle nostre frontiere e per una strategia comune per gestire i flussi migratori. Se i paesi che sono in prima fila nella gestione dei flussi migratori vengono lasciati soli non ci sarà fiducia nel futuro dell'Unione europea.

In terzo luogo, rafforzare il nostro ruolo nel mondo, anche attraverso passi concreti verso una difesa comune – ne ha parlato adesso il presidente della Commissione. Se cederemo ai nazionalismi, alla contrapposizione tra singoli Stati, anche nell'Unione europea, non ci sarà fiducia nel futuro dell'Unione.

E, infine, mettere al centro l'Europa sociale, la protezione dei più deboli, il dialogo con le parti sociali, così come auspicato dalla relatrice Maria João Rodrigues: se lasciamo indietro i più deboli non ci sarà fiducia nel futuro dell'Unione europea.

Onorevoli parlamentari, sono principi su cui dobbiamo lavorare passo dopo passo: non ci sono oggi le condizioni per fare dei salti in avanti istituzionali enormi ma dobbiamo rimetterci in marcia ora. Un'Europa ferma è un'Europa destinata a tornare indietro. Alcuni passi avanti possono essere fatti con le cooperazioni rafforzate, così come previste dai trattati. Questo, lo voglio dire molto chiaramente nell'aula del Parlamento europeo, non porterà mai a un'Europa di serie A e a un'Europa di serie B; non porterà mai a un'Europa dei piccoli e a un'Europa dei grandi paesi; a un'Europa dell'est e a un'Europa dell'ovest. Ma ognuno ha il proprio livello di ambizione; tutti possono scegliere di partecipare – lo possono fare adesso e lo potranno fare in futuro – a forme di cooperazione rafforzata e tutti saranno coinvolti nel progetto comune.

Detto tutto questo, l'Europa non può stare ferma e ha il dovere, nei confronti dei propri cittadini, di dare risposte alle emergenze e alle sfide che abbiamo davanti. Più democrazia, con i cittadini e i loro eletti al centro, è in fondo la garanzia più forte perché questo progetto comune possa andare avanti nei prossimi dieci anni. Come disse Jean Monnet: "Non coalizziamo Stati, uniamo uomini".

Per questo contiamo su di voi e per questo vi ringrazio.

  Louis Grech, President-in-Office of the Council. – President Tajani, President Tusk, President Juncker, Prime Minister Gentiloni, dear Members, dear colleagues, as pointed out by previous speakers, the European Union is not about Brussels, it is not about Strasbourg, nor is it about the institutions to which many of us involved in today’s debate belong. The European Union is about its 500 million citizens and about their hopes, their fears and their aspirations.

Malta’s Presidency is taking place within the context of the major political and economic upheavals that we have witnessed in recent years, including Britain’s decision to leave. Brexit is an unfortunate reality, but we have to move on. We cannot allow Brexit, no matter how much it may be in the headlines and how complex and delicate an issue it is, to distract us from, and create wedges in, our central mission. Talk of an existential crisis has become the norm. Yes, we are living in times of extraordinary unpredictability and it would be a big mistake to underestimate the major setbacks and challenges, but it would be an even bigger mistake to fall into a negative mind-set and resign ourselves to doing nothing. The buck stops with us.

Never has there been a more important time for Member States and the institutions to remain united, never has there been such a crucial time for all of us to focus on the big picture and shut out potentially distracting, unnecessarily divisive issues. We must face up to the reality that Europeans’ horizons have shifted. Many feel disenfranchised or disillusioned. It is up to us to show why European added value can be tangibly translated into citizen added value. As Presidency, our overarching theme is reunion – a reunion which fosters a climate in which the Union can once again regain the trust and confidence in the European project and secure its strong and viable existence. At this critical moment, we have to avoid unnecessary divisions and internal strife, and we have deliberately steered the debate on Europe’s future in this direction. We must rethink our priorities, rethink what resources we put into various policies, and usher in reform where necessary.

Having said that, reform does not mean a whole redesign of Europe. We have the Commission’s White Paper, as well as a number of Parliament reports on Europe’s future. Some options, to me, seem to be more attractive than others and, who knows, there may be other options which have not yet been brought to the table. However, I also believe that, whichever way we eventually choose to go, it will not create first and second-class citizens or result in kneejerk reactions or quick-fix solutions which foster unnecessary tensions and distrust. This could pave the way for the eventual erosion of unity. Irrespective of whether Member States opt to drive in second, third or fourth gear, neutral is not an option. We must use as a basic platform the established principles: respect for human rights and dignity, freedom, equality and rule of law. These are the values that reflect the soul of the Union and form the core of any future Europe.

We – I think I should rephrase that – most of us believe in a future Europe that upholds the fundamental value of solidarity on issues like migration, and in a Europe that strives to guarantee the safety and security of its citizens. We believe in creating better conditions for growth, jobs and higher living standards through the Union’s single market. Current indicators show that we have, once again, started to register successes. We believe that the Union should be should be robustly positioned to shape and manage better globalisation, not merely react to it. A strong Europe is needed to bring about the right balance in a world order which is shifting.

We believe in a Europe that fights for a healthy environment, yet Europe will only be viable if it is socially responsible, equitable and just, and if it is significantly moulded from the bottom up, not from the top down. Make no mistake: Europe will only be credible if it delivers on its decisions. In Rome, Member States will reaffirm our commitment to a united Europe, but the declaration is not an end in itself: far from it. Any progress registered on the future of Europe must be followed up and translated into action. A coordinated action by the institutions is absolutely vital. Having spent almost nine years myself in this institution, I know how crucial and meaningful Parliament’s continuous role and participation is in this defining moment for the future shaping of the European project.

Colleagues, we need to draw on this momentum and galvanise and energise our forces to forge a stronger, better Union. We have a fragile balancing act to perform: a balance between flexibility, which is not so loose as to threaten the meaning of a real Union, and intransigent rigidity which would undermine the whole process of the European project. We believe that success belongs to those who can harness positive forces that unite rather than divide. We believe in a better Europe, our young people believe in a better Europe, and we believe that the Union has what it takes to move forward.

  Manfred Weber, im Namen der PPE-Fraktion. – Herr Präsident, liebe Kolleginnen und Kollegen! Danke an Ministerpräsident Gentiloni, dass er sich Zeit nimmt, vor den Rom-Feierlichkeiten ins Europäische Parlament zu kommen und zuzuhören. Das ist ein sehr gutes Zeichen der Partnerschaft. Zunächst möchte ich aber Donald Tusk zur Wiederwahl gratulieren. Zweieinhalb Jahre exzellente Arbeit liegen hinter Ihnen. Es war eine Zeit des Zusammenführens und nicht des Spaltens. Es war eine Zeit, in der Sie versucht haben, Handlungsfähigkeit zu zeigen und nicht Blockade zu akzeptieren. Es waren starke zwei Jahre in Ihrer Präsidentschaft. Deswegen freuen wir uns über die Wiederwahl. Herzliche Gratulation dazu!

Meine sehr verehrten Damen und Herren! Ich werde nicht die erste Stunde der Ratssitzung vom Donnerstag kommentieren, weil sonst vielleicht in manchen polnischen Medien gleich wieder gesagt wird, jetzt würde der Deutsche sprechen hier am Rednerpult. Deswegen möchte ich der Propaganda in Polen kein Geschenk machen. Ich glaube, die Entwicklung richtet sich selbst. Und ich möchte mich bei den Sozialisten bedanken, weil Präsident Hollande im Europäischen Rat zum Ausdruck gebracht hat, dass er die Arbeit von Donald Tusk schätzt, dass auch Muscat als Ratspräsident das Management der Donnerstagssitzung sehr, sehr gut gemacht hat. Die Sozialisten im Europäischen Rat haben gezeigt, dass jetzt nicht die Zeit ist, Parteipolitik zu praktizieren, sondern jetzt ist die Zeit, dass wir zusammenstehen und gemeinsam die europäische Idee verteidigen. Danke dafür!

Heute geht es um den Rat, aber natürlich vor allem um Future of Europe, die Rom-Erklärung. Für uns als EVP-Fraktion geht es zunächst um die Frage der Kompetenzen. Ja, die Ideen, die Jean-Claude Juncker vorgelegt hat, sind gut. Die Offenheit der Debatte ist gut, wir sind balanciert und auch ein Stück weit pragmatisch. Wir sehen in einigen Bereichen neue Aufgabenfelder – Verteidigung und Außenpolitik –, aber es gibt viele Fälle, wo wir als EVP-Fraktion auch sagen: Da muss sich Europa stärker zurücknehmen. Da hat Jean-Claude Juncker in den Detailregelungen schon viel geleistet, dass wir als europäische Ebene uns zurücknehmen, den Nationalstaaten wieder mehr zutrauen.

Die Balance zu finden, ist eine wichtige Aufgabe. Aber ehrlich gesagt, glaube ich, dass das nicht unbedingt die zentralste Debatte ist – es ist eine wichtige Debatte, aber nicht unbedingt die wichtigste. Denn viel wichtiger ist, wie es uns gelingt, dass die Menschen in Europa endlich die europäische Ebene – Straßburg, Brüssel – als normale politische Ebene wahrnehmen und nicht als externe Kraft, die ihnen etwas vorgibt, unter dem sie zu leiden haben, das sie zu vollziehen haben und kein Gefühl haben, das umzusetzen.

Was ist dafür notwendig? Das Erste, was dafür notwendig ist: Wir müssen Verantwortung übernehmen. Ich mache das an meinem eigenen Land fest: Die deutsche Bundesregierung hat in den letzten Jahren bei 148 Legislativentscheidungen im Europäischen Rat 140 Mal zugestimmt – bei 148 Entscheidungen 140 Mal zugestimmt. Aber ich erlebe selten einen deutschen Minister, der zu Hause in Berlin dann auch erklärt, warum er hier zustimmt. Das gilt auch für Italien, das gilt für die Tschechische Republik, das gilt für Frankreich. Deswegen: Verantwortung übernehmen! Wenn wir in Europa etwas entscheiden, erklären Sie das bitte zu Hause auch den Leuten.

Das Zweite: Wir müssen Europa Erfolge gönnen, nicht bloß hier im Europäischen Parlament, wenn wir teilweise Sonntagsreden halten – seien wir doch ehrlich, was wir hier manchmal hören. Wir müssen zu Hause über das reden, was wir erreicht haben. Selbst die Rechtsextremen, die Rechtspopulisten, die wir im Haus haben, müssen doch sehen, dass beispielsweise Kroatien und Slowenien in den letzten Jahren und Jahrzehnten seit der Wende ökonomisch eine viel bessere Entwicklung gemacht haben als Mazedonien oder Bosnien und Herzegowina, das auch ehemaliges jugoslawisches Gebiet war. Es ist doch für jedermann offensichtlich, dass die Teile, die Mitglied der Europäischen Union sind, heute ökonomisch viel besser dastehen als die, die nicht Mitglied der Europäischen Union sind. Polen / Ukraine – das ist doch offensichtlich. Deswegen sollten wir Europa auch diese Erfolge gönnen, die wir gemeinsam haben, und sie den Menschen auch im Alltag erklären und sie nicht nur national verbuchen, was leider Gottes heute der Fall ist.

Wir müssen natürlich auch überlegen, wie Europa durchsetzungsfähiger wird, wie Europa die Menschen im Alltag erreicht. Das heißt, wir brauchen auch eine Debatte über die exekutive Kraft Europas. Seitdem an der griechischen Grenze nicht nur griechische Beamte stehen, sondern Frontex-Beamte mit dem Europasymbol, gibt es viele Menschen in Griechenland, die sich besser beschützt fühlen als in früheren Zeiten. Das ist gut so, dass Europa dort eigenständig präsent ist.

Zu guter Letzt möchte ich ansprechen, dass Europa auch über Grenzen reden muss. Wir diskutieren zurzeit den westlichen Balkan. Da steht meine Fraktion voll hinter einer EU-Beitrittsperspektive für diese Staaten. Sie gehören zu Europa, das steht außer Frage. Aber wir diskutieren auch die Türkei. Ich bedanke mich, dass unsere führenden Präsidenten die Solidarität mit den Niederlanden zum Ausdruck gebracht haben. Die Niederlande haben Rückendeckung von uns allen verdient, sie verdienen die Unterstützung. Aber wir müssen in Bezug auf die Türkeifrage jetzt schon mal klären, wie es denn langfristig weitergeht. Jeder sieht doch, dass sich die Türkei von Europa entfernt, ob es uns passt oder nicht. Und deswegen müssen wir die Frage, ob eine Vollmitgliedschaft realistisch ist, nach dem Abschluss des Referendums auf den Tisch legen. Meine Fraktion will, dass wir eineenge Partnerschaft aufbauen – in Wirtschaftsbereichen, bei Visa, beim Studentenaustausch –, aber wir müssen ehrlich sein, dass eine Vollmitgliedschaft der Türkei in der Europäischen Union auf absehbare Zeit keine realistische Position ist. Und das sollten wir den europäischen Bürgern auch ehrlich sagen.

Es geht, wie gesagt, um mehr als nur um die Frage der Kompetenzeinteilung zwischen europäischer Ebene und der nationalen Ebene. Es geht vielmehr um Emotionen, um das Übernehmen von Verantwortung, um ehrlich sein. Und da wünschen wir uns von Rom einen Aufbruch. Herr Premierminister, wir wünschen Ihnen alles Gute dabei!

  Gianni Pittella, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, auguri al Presidente Tusk. Ringrazio il presidente Juncker, il Primo ministro Gentiloni e il vice Primo ministro Grech per gli importanti discorsi che hanno fatto. Ringrazio, in particolare, il Primo ministro Gentiloni per il riconoscimento forte che ha fatto del ruolo essenziale del Parlamento europeo.

Traggo dalle vostre parole l'urgenza di un'azione forte per rilanciare il progetto europeo e noi socialisti ci siamo. Se c'è una cosa che non possiamo permetterci a Roma è di parlare a vuoto o di usare retorica o slogan. Presidente Tajani, lei sa di contare sulla fiducia del nostro gruppo: ma se la dichiarazione finale di Roma dovesse essere troppo debole, dovesse non contenere riferimenti significativi all'Europa sociale e alla governance dell'eurozona, noi le chiederemo di non firmarlo. Ci sarebbe piaciuto che tutto il Parlamento fosse più coinvolto nell'elaborazione di questa dichiarazione, attraverso una risoluzione ad hoc, anche se è vero che ci sono state tre importanti relazioni e risoluzioni nelle quali noi ci riconosciamo.

Noi socialisti non ci rassegniamo allo status quo. I populisti sono forti, non solo quando noi non sappiamo spiegare i nostri successi; sono forti anche quando noi appariamo deboli o rassegnati. Uniti e coraggiosi possiamo sconfiggerli. La parola magica di questi giorni – è stata rievocata anche oggi – è "velocità". Ma l'Europa a più velocità non è la panacea di tutti i mali: è un metodo, non è la sostanza, né la strategia. Gentiloni ha detto le cose sagge oggi. Riconosco che questo metodo nel passato è servito all'Europa perché è inammissibile che uno Stato membro metta il veto se altri vogliono andare avanti: ma sarebbe tuttavia un errore concentrarci unicamente sulla velocita.

Il problema dell'Europa oggi non è una, due, tre, quattro velocità, ma la direzione di marcia, la sostanza; mettiamoci d'accordo sulla direzione: dove vogliamo andare? Qual è l'approdo? E io mi auguro che in questa direzione marcino tutti gli Stati membri e tutte le famiglie politiche europeiste e, se qualcuno non ci sta, è sua responsabilità chiamarsi fuori e non può impedire agli altri di andare avanti. Se la direzione è l'austerità, per esempio, andiamo a sbattere. Ecco perché il problema è il contenuto, è sostanza e non il metodo. Prima viene la sostanza poi il metodo.

A Roma abbiamo tre grandi sfide da affrontare. La prima riguarda l'unità dell'Europa: la nostra coesione sociale e territoriale. Abbiamo bisogno di standard sociali comuni, di migliori condizioni di vita. Questo vuol dire un forte pilastro sociale, una strategia di investimento europea che crei lavoro attraverso la transizione energetica, l'economia circolare, la connettività digitale per tutti. E a chi chiede dove troveremo le risorse per fare queste cose, io rispondo che ogni anno l'evasione fiscale ruba ai cittadini europei miliardi di euro. Lì ci sono le risorse, dobbiamo restituirle ai nostri cittadini.

La seconda grande priorità riguarda la difesa collettiva e la frontiere estere. È impossibile avere un mercato privo di frontiere interne senza condividere la responsabilità nella gestione delle frontiere esterne e senza avere un sistema europeo di asilo.

La terza priorità riguarda la proiezione dell'Europa nel mondo: mentre Trump isola l'America e minaccia l'ordine internazionale, mentre paesi importanti – l'avete detto voi e concordo pienamente con la reazione del presidente Juncker – mentre la Turchia si sta spingendo verso una dimensione illiberale, autoritaria e personale del potere, l'Europa deve essere il punto di riferimento per chi crede nella democrazia e nei diritti umani.

Gentile Presidente, il sogno che sessant'anni fa animava i costituenti ha conosciuto fasi alterne: picchi di entusiasmo e periodi di stagnazione o di declino. Può apparire strano ma più l'Unione europea è minacciata, più io credo nell'Europa; più i tempi diventano scuri, più capisco il senso e la necessità dell'integrazione europea.

E ho capito che soltanto se crediamo davvero in quel progetto possiamo cambiarlo e salvarlo. Le mezze frasi, i compromessi sulle parole, le timidezze e le ambiguità non servono più: a Roma ognuno scelga liberamente il campo dove si colloca e poi andiamo avanti per cambiare l'Europa e salvare il progetto europeo.

  Raffaele Fitto, a nome del gruppo ECR. – Signor Presidente, onorevoli colleghi, presidenti Tusk, Juncker, Gentiloni, i politici si dividono, di regola, in due categorie di fondo, quelle che vengono alla luce in particolare in una circostanza e cioè quando le loro ricette sono smentite dalla realtà.

Qui scatta la differenza: ci sono i politici guidati dalla ragionevolezza, che sanno riconoscere con umiltà i loro errori e cercano di modificare le loro ricette; e poi ci sono i politici ossessionati dall'ideologia, che pensano invece di potersi tenere le ricette e cambiare la realtà.

Qui, purtroppo, si rischia di appartenere alla seconda categoria. La barca affonda e ci si occupa della velocità di crociera. E se qualcuno indica l'iceberg che si avvicina gli viene detto di stare zitto, perché non è esperto o non è europeista. Se in tutta Europa avanza un'ondata di rigetto, bisognerebbe farsi qualche domanda sulle ragioni di questo fenomeno. Colpevolizzare gli elettori non è mai saggio: piuttosto interrogarsi sull'inefficienza dell'Unione europea potrebbe essere più opportuno.

L'attuale Unione europea ha mostrato di non saper fronteggiare né emergenze di media gravità, come il caso della Grecia, né emergenze di massima gravità, come il caso dell'immigrazione, né l'ordinaria sfida dall'uscita dalla crisi economica e del ritorno ad una crescita sostenuta e forte.

Ma l'Unione è andata oltre: è diventata troppo centralizzata e troppo distante dai cittadini. La spinta verso un'Unione più vicina non è una speranza affinché i cittadini lavorino insieme; è diventata un dogma per giustificare la creazione di uno Stato centralizzato con sempre meno rispetto per i diritti dei suoi Stati membri. Ma la causa, l'origine, sono sempre le politiche sbagliate che purtroppo si continuano a difendere.

Per queste ragioni noi, in occasione del sessantesimo anniversario della firma dei Trattati, richiamiamo alcune scelte chiare: la prima, promuovere un nuovo processo di vera rinegoziazione, che investa tutte le regole e i trattati europei esistenti e che riguardi tutti gli Stati membri dell'Unione europea; a escludere ulteriori cessioni di sovranità a favore degli attuali istituzioni dell'Unione europea, a maggior ragione in assenza di garanzie democratiche e di pieno controllo da parte dei cittadini; a dire no alla prospettiva di un ministro delle Finanze unico europeo. Oggi l'Europa non ha bisogno di una gabbia finale ma, al contrario, di competizione tra modelli e sistemi diversi, in modo che i Paesi e i territori capaci di tagliare tasse, spesa e debito pubblico, e quindi di favorire la crescita, siano da esempio e da stimolo per gli altri; promuovere un meccanismo di rafforzamento dei parlamenti nazionali che consenta di agire congiuntamente per mettere in discussione e proporre politiche dell'Unione.

La speranza europea e il grande sogno dei fondatori non si salveranno proseguendo sulla strada sbagliata di questi anni, percorsa a maggiore o minore velocità. Si può andare più o meno velocemente ma purtroppo la direzione resta errata. Occorre invece una svolta nel senso della flessibilità, di regole più aperte e trasparenti, di geometrie istituzionali adeguate a riconoscere le diversità anziché volte ad imporre una forzata e innaturale omogeneità. Sono queste le nostre proposte che sosterremo con forza.

La scelta è chiara: da una parte una celebrazione debole e retorica; dall'altra una celebrazione forte e credibile. Questa seconda opzione noi la sosterremo perché su questa si potrà giocare un vero futuro per l'Europa e per i nostri figli.

  Guy Verhofstadt, on behalf of the ALDE Group. – Mr President, first of all I would like to congratulate Mr Tusk on his reappointment. Fortunately a right of veto no longer exists on the matter of the nomination of the President of the European Council. President Tusk, I would like to thank you very much for your strong condemnation of the provocation by President Erdoğan towards our Dutch friends. It is quite cynical that the man who wants to install an authoritarian system in Turkey is at the same time pointing the finger and using the term ‘fascism’ in relation to a number of countries in the European Union. It is quite cynical. It is also quite cynical that he has asked for freedom of speech for his ministers in our countries, while in the meantime there are European journalists in prison in Turkey. We have to make the case that a German journalist from Die Welt newspaper, Deniz Yücel, is still in prison, and I think the first thing that we have to do with all the European leaders is to call again for his release as soon as possible before President Erdoğan can ask to have freedom of speech in another country.

I think we have to be realistic and I am in full agreement with what Manfred Weber has said. It is good that we are condemning everything that is happening in Turkey, but at a certain point, Mr President of the Commission, Mr President of the Council, let us be honest, let us freeze the accession negotiations now. That is the only serious action that we can take to condemn what Mr Erdoğan is doing at the moment. That is the only serious way to do it. When he comes back to reason – I don’t know when – then we can return to the negotiation table, but to negotiate at the moment with somebody who is using that language towards our democratic societies in Europe is unacceptable.

I would like to thank Mr Gentiloni for being here as President of the Italian Council of Ministers. I will be in Rome on 25 March, but not in the beautiful Palazzo dei Conservatori at Campidoglio. I will be in another beautiful place in Rome, the Piazza di Spagna, because with the European Movement, with my friend Elmar Brok, with Jo Leinen of the European Federalists, with the Spinelli Group, and with the Stand Up for Europe movement, we will be gathering there, in the Piazza di Spagna, which is perhaps as beautiful as Campidoglio, because we want to recall, not the Europe we have got and that we had in the past, but in fact we want to prepare the Europe we will need in the future.

The question about what kind of Europe we will need in the future has been there for weeks, months, and I should say, already for years. Do we need more Europe or do we need less Europe? Do we need more or less? I think it is a stupid question. In some cases and in some fields we need less Europe. We need less bureaucracy, we need less regulation, for example in our internal market. Maybe we will need less Commissioners in the future and a small European government. We need no regulation on toilet bowls, vacuum cleaners, bananas or cucumbers. There we need less Europe.

But at the same time we are all aware of the fact that we need more Europe on a number of other issues. We need a European border and coast guard to manage our borders and not to outsource this task to Erdoğan. For example, we need a European government for our single currency and a Minister of Finance and a Treasury, because a state can maybe exist without a currency, but a currency cannot exist without a state. That is the reality that we have to see. I think we need a European investigation and an intelligence capacity to fight against terrorism, not only depending on coordination between national authorities, and finally I think we also need a European defence community and a European army to stabilise our neighbourhood and to be capable of doing something in our neighbourhood. So the question is not whether we need less or we need more. We need less in some fields and we certainly need more in other fields.

I hope that in Rome we will not produce hot air again because, let us be honest, Mr Tusk, we have had Valletta, we have had Bratislava, and now we are going to Rome. It is now time to start a process. We are not going to rewrite the Treaties in Rome 60 years later. That is not possible, but what we could do is start a process, finally, and not just make declarations, like the new declaration we are now preparing. My proposal – the proposal of the European Parliament – is to start an interinstitutional exercise with the three institutions together based on what we did with Mario Monti’s report, where we created a new blueprint for the future budget of the European Union. We did this together – the Council, the Commission and the European Parliament – and my request to you, Mr Tusk, is that, together with Prime Minister Gentiloni, you launch such a process in Rome. We are not going to wait for the outcome of all these elections in 2017 because there are going to be new elections in 2018 and 2019 in other countries. So, if you can do something, it is to launch that process. We know that Rome was the first republic, we know it was the first empire, we know it was the birthplace, with Florence, of the Renaissance, and we know it was the start of the European Union. Well, I hope that on the 25th it can also be city of the rebirth of the European Union.

  Gabriele Zimmer, im Namen der GUE/NGL-Fraktion. – Herr Präsident, meine Herren Präsidenten aller EU-Institutionen, die sich heute hier versammelt haben! Als Erstes muss ich mal feststellen: Der Zustand der Europäischen Union spiegelt sich auch darin wider, dass unter Ihnen keine einzige Frau ist. Vielleicht sollten wir darüber auch nochmal nachdenken. Auch das könnte ein entsprechender Ansatz für die Frage sein: Wie soll sich die Europäische Union eigentlich neu erfinden, damit sie wirklich die Wünsche, die Forderungen, die Hoffnungen und auch die Erwartungen in etwas widerspiegelt, was uns gemeinsam vereint, was uns zusammenschließt, was uns nicht wieder zurückfallen lässt in ein Europa, in einen Flickenteppich von Nationen?

Herr Präsident Tajani, Sie haben uns vorige Woche in der COP, in der Konferenz der Präsidenten, gebeten, Ihnen das Mandat zu erteilen, die Erklärung von Rom mitunterzeichnen zu können – zu einem Zeitpunkt, wo wir, bis auf einige wenige, weder etwas in der Hand hatten noch sagen konnten, ob diese Erklärung von Rom nun wirklich das Signal geben wird, das benötigt wird. Und ich habe bis jetzt meine Zweifel daran, dass diese Erklärung von Rom tatsächlich ein Aufbruchssignal geben wird. Denn dann müsste sie schon – und da möchte ich Herrn Juncker, dem ich ja ungern widerspreche, aber in dieser Frage immer wieder, sagen: Wir brauchen in dieser Erklärung ein Signal, das auf das soziale Europa hinweist. Ich verstehe, ja wenn Sie sagen: Wir brauchen Sofortmaßnahmen. Das unterstütze ich auch! Sofortmaßnahmen für ein soziales Europa – es liegen ja ganze Programme vor. Es liegen Kataloge von Maßnahmen vor. Das Parlament hat ja dankenswerterweise einen Bericht auch zur sozialen Säule verabschiedet und deutlich gemacht, was notwendig ist.

Aber was Sie beispielsweise machen könnten – und da wende ich mich an die Präsidenten, an alle, die hier versammelt sind: Werben Sie unter den Mitgliedstaaten! Geben Sie in Rom eine Erklärung ab, dass zum Beispiel die Europäische Union der erweiterten Europäischen Sozialcharta beitritt. Das wäre doch etwas. Das wäre doch ein Signal, ein allererstes Signal. Und sagen Sie gleichzeitig: Wir arbeiten an einer sozialen Säule.

Ihre Erklärung, Ihr Versprechen, Herr Juncker, wird ja eine Halbwertzeit haben. Die endet im April. Ende April, wenn Sie den Vorschlag zur sozialen Säule unterbreiten werden. Sie sagen, bis November wollen wir zu einer Einigung kommen. Ja, ich hoffe es, weil keine Zeit zu verlieren ist, weil das da die Frage ist, die viele Menschen immer wieder stellen. Und gerade auch im Zusammenhang mit der Brexit-Diskussion wird das ja umso gravierender werden, wenn wir uns nicht auch selbst endlich mal die Frage stellen und die Ursache beantworten. Der Grund, warum ein Großteil von Arbeitslosen, von prekär Beschäftigten in Großbritannien, sich für den Brexit entschieden hat, war doch auch, dass sie das Gefühl hatten: Von der Europäischen Union bekommen sie nicht die Antworten, die sie brauchen, nicht die Unterstützung, die sie brauchen. Deshalb möchte ich nochmal sagen: Es ist schön, wenn sich auf dem Gipfel 27 Staatschefs auf die Wahl von Herrn Tusk als Präsident des Europäischen Rates geeinigt haben.

Das hat ja deutlich gemacht: Es gibt Möglichkeiten, sich zu einigen, aber es reicht nicht aus, wenn sich die Staatschefs mal einig sind, wenn sie sich mal für einen kurzen Moment einig sind. Was wir brauchen, ist doch, dass die Bevölkerung, die Menschen, die in unseren Mitgliedsländern leben, einig sind. Und in dem Sinne habe ich immer das Gefühl: Bitte nicht so viel feiern zum 60. Jahrestag! Nehmen Sie den 60. Jahrestag als Anlass zu kämpfen, zu kämpfen für eine Europäische Union, in der wir uns alle wiederfinden, in der wir uns wohlfühlen, die wir verteidigen wollen, weil sich die Lebensbedingungen für alle – für alle Menschen innerhalb der Europäischen Union – verbessern werden.

Schauen Sie darauf, dass die Brexit-Diskussion nicht nachträglich dazu führt, dass die Rechte insbesondere auch von Menschen, die in Großbritannien leben, von EU-Bürgern in Großbritannien massiv verletzt werden. Sorgen Sie dafür, dass die Rechte von Menschen im Norden Irlands nicht verletzt werden, dass sie nicht abgeschnitten werden von der Republik Irland, dass wir dort keine neue Außengrenze bekommen. Lassen Sie uns dafür gemeinsam streiten, aber immer unter dem Aspekt, dass es um Rechte gehen muss, um einklagbare Rechte für alle Bürgerinnen und Bürger, für alle Menschen, die auch in die Europäische Union kommen. Und bitte überdenken Sie auch nochmal die Dublin-Regelungen, die vorgesehen sind, weil das– insbesondere für die Mitgliedstaaten der Europäischen Union an den Außengrenzen – Belastungen mit sich bringt, die so nicht zu bewältigen sind, die ihre Situation verschärfen wird. Lassen Sie uns darüber gemeinsam diskutieren. Lassen Sie uns das ändern. Lassen Sie uns die Europäische Union in eine soziale, demokratische Union ändern, die friedlich ist, dann haben Sie uns auf Ihrer Seite.

  Philippe Lamberts, au nom du groupe Verts/ALE. – Monsieur le Président, Monsieur Tusk, vous êtes un homme chanceux, parce qu’en effet, Jarosław Kaczyński – votre ennemi juré – voulait à ce point votre tête qu’il a réussi à faire l’unité des 27 autres chefs d’État et de gouvernement, dont aucun – je dis bien aucun – ne voulait lui faire ce cadeau. Vous voilà donc reconduit dans vos fonctions.

Cependant, je dois dire que votre premier mandat ne nous a pas impressionnés, parce qu’on se demande, face à la crise sans précédent à laquelle fait face l’Union européenne, si vous êtes l’homme de la situation, si vous avez le leadership et la vision qui permettront de sortir l’Europe de l’ornière.

Pour en juger, je me réfère à la lettre que vous aviez écrite aux chefs d’État et de gouvernement avant le sommet de Bratislava, le 13 septembre dernier. Vous semblez prendre la mesure du désamour de nombreux Européens à l’égard de la construction européenne, des citoyens qui – pour vous citer – veulent savoir si les élites politiques sont capables de reprendre la maîtrise d’événements et de processus qui les dépassent, les désorientent et, parfois, les terrifient.

Comme premier défi, vous citez le défi des migrations et vous avez raison. Il y a de quoi s’inquiéter quand on voit que les causes des migrations – que ce soient les tyrannies, les guerres, l’épuisement des ressources ou le changement climatique –ne sont pas près de disparaître. Et votre réponse, c’est l’Europe forteresse, ou comment maintenir à distance et refouler celles et ceux qui fuient l’enfer. En plus de cela, dans votre lettre, vous qualifiez ceux qui s’opposent à ce concept d’Europe forteresse de «politiquement corrects».

Est-ce politiquement correct, Monsieur Tusk, de considérer qu’il n’est pas normal que la Turquie, qui est six fois moins peuplée que l’Union européenne, vingt fois moins riche que l’Union européenne, accueille deux fois plus de réfugiés que l’Union européenne? Est-il politiquement correct de dénoncer l’emprisonnement de demandeurs d’asile par la Hongrie de votre ami Orbán, sans que l’Europe ne dise quoi que ce soit et ce, au mépris du droit international? Est-ce politiquement correct de refuser que 2017 voit une fois encore plus de gens mourir en Méditerranée après le record de 2016? Où êtes-vous Monsieur Tusk, lorsqu’il faut rappeler les États membres à leur responsabilité humanitaire et au respect du droit?

Le deuxième défi que vous relevez est celui du terrorisme et, à nouveau, vous avez raison. Je trouve que ce que vous dites est très juste. Quand vous dites «les États membres doivent beaucoup plus coopérer, notamment dans la collecte et dans l’exploitation du renseignement», vous avez raison. Mais vous ne pouvez pas ignorer qu’un certain nombre de pays voient dans la mise sous surveillance généralisée de nos concitoyens la seule et unique réponse au terrorisme.

Vous savez qu’en démocratie, il y a au moins deux principes de base. Le premier est la séparation des pouvoirs. C’est le fait, notamment, que le pouvoir judiciaire doit pouvoir contrôler l’exécutif. Le deuxième principe de base est la proportionnalité entre les restrictions appliquées à la liberté des gens et l’objectif poursuivi. Or, ces deux principes sont de plus en plus battus en brèche dans un certain nombre de nos États membres, et je vais citer cette fois-ci la France et la Belgique, pour ne pas toujours citer les mêmes. Où êtes-vous, Monsieur Tusk, pour dénoncer ces dérives dans les États membres?

Le troisième défi que vous relevez est celui de la mondialisation et, à nouveau, vous avez raison, mais je ne vous comprends plus. Votre discours est incompréhensible, parce que, de nouveau – pour vous citer –, vous réaffirmez que le libre-échange et la concurrence servent les intérêts des Européens. Quand ce libre-échange et cette concurrence affaiblissent les services publics et nos systèmes de sécurité sociale, quand ils nivellent les salaires et les conditions de travail par le bas, lorsqu’ils anéantissent la justice fiscale, dites-moi dans l’intérêt de quels Européens cette mondialisation néolibérale fonctionne. Je vous le dis, les seuls Européens à profiter de cela, ce sont les détenteurs de capitaux. Les autres paient la facture. Où êtes-vous, Monsieur Tusk, quand, au lieu d’encourager cette logique insensée, vous devriez rappeler aux chefs d’État et de gouvernement que l’ambition de l’Union européenne, c’est une prospérité partagée?

La semaine prochaine, vous serez à Rome pour fêter le 60e anniversaire du traité. Cette rencontre pourra légitimement être celle de la célébration de 70 ans de paix sur ce continent, si l’on excepte l’ex-Yougoslavie. Je crois que c’est quelque chose à rappeler et c’est un succès. Mes grands-parents ont connu deux guerres mondiales, et j’ai la chance de ne pas avoir connu ces déchirements.

Mais si vous voulez que cette rencontre soit le nouveau point de départ d’un enthousiasme européen, la réunion de Rome doit être celle où un changement de cap sera impulsé. Nous avons besoin d’une Europe plus juste, qui fixe des minima sociaux dans tous les États membres et qui organise, non pas la concurrence fiscale et sociale, mais la convergence fiscale et sociale vers le haut. Nous avons besoin d’une Europe qui mette la transition énergétique au cœur de son investissement. Pourquoi? Bien sûr, c’est un impératif climatique, tout le monde le sait, mais on sait aussi que cela répond à des besoins sociaux, à la pauvreté énergétique, à des besoins sanitaires. De plus en plus de gens sont malades sur notre continent en raison des énergies fossiles. Cela répond à l’impératif économique, parce que chaque année, nous payons des centaines de milliards d’euros en dehors de l’Europe pour acheter des choses que nous brûlons, des carburants fossiles. C’est, enfin, un impératif stratégique, car à qui payons-nous ces carburants fossiles? D’abord et avant tout à Vladimir Poutine, qui est notre fournisseur à hauteur d’un tiers. Nous avons enfin besoin d’une Europe qui sache orienter la mondialisation vers une convergence sociale, fiscale, environnementale et démocratique vers le haut.

Monsieur Tusk, je vous pose une seule question: serez-vous l’homme de cette situation? Serez-vous l’homme qui relèvera ces défis?

  Rosa D'Amato, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, Presidente Gentiloni, mi fa un certo effetto constatare che la stella polare dell'Europa è oggi il Primo ministro dell'ennesimo Governo italiano che non scaturisce dalla consultazione elettorale dei cittadini.

La crisi di legittimità che ha investito l'Italia negli ultimi anni riguarda l'Europa tutta e lo abbiamo visto con la Brexit; crisi che avete causato voi, gli stessi che la settimana scorsa, al vertice, hanno parlato di priorità per la nuova Europa e che adesso si spaventano per l'avanzata dei populismi.

Si parla di riforme strutturali ma la realtà è che sono marchingegni per assoggettare i Paesi europei ai diktat di chi non ha la più pallida idea di cosa significhi sopravvivere alla crisi. Si parla di riforme per modernizzare le economie europee: ma in realtà ci sono Stati membri che fanno la parte da leone e Stati che sono le loro prede. Si è pronti a sferzare ogni Stato che cerca di respirare nella morsa soffocante del fiscal compact, ma non si muove un dito se le multinazionali eludono il fisco all'interno della stessa Europa.

E sul versante sociale? Con l'austerity abbiamo lasciato i nostri cittadini senza lavoro, i malati senza farmaci, i poveri senza assistenza sociale. Per l'occupazione quale sarà la ricetta? Replicherete le formule precarie e prive di tutela che sono state utilizzate in Italia con il jobs act? Che fine hanno fatto le intenzioni della Commissione sul reddito di cittadinanza europeo?

Ma parliamo anche di immigrazione. Non è più possibile che uno o due Paesi diventino il campo profughi d'Europa ma è doveroso che ognuno si assuma la propria responsabilità. Voi dite che è necessario prevenire il fenomeno degli sbarchi: bene, che vuol dire? Che smetteremo una buona volta di partecipare alle guerre che provocano l'impennata dei flussi migratori?

Che tipo di sviluppo economico avete in mente, poi? Con quale impatto sull'ambiente, sulla salute e sul clima? Con quali strumenti intende raggiungerlo? Con il FEIS? Il piano che strizza l'occhio alle banche, con prodotti di ingegneria finanziaria che creeranno un'ennesima bolla speculativa, che ha finanziato progetti legati alle fonti fossili e finanzia industrie come l'Ilva che causano morte?

La verità è che l'Europa a due velocità già esiste, Presidente: l'abbiamo sotto gli occhi in Grecia e in Portogallo. C'è l'Europa delle banche, delle multinazionali, delle lobby, e l'Europa dei cittadini, di chi ha perso il lavoro e di chi non ha diritti. A Roma noi proporremo ai cittadini il "libro a cinque stelle", l'ultimo tentativo per realizzare una casa che sia l'Europa dei cittadini.

Voi darete risposte alla gente là fuori, ai loro problemi e ai loro bisogni? Smettetela di costruire fortezze blindate, simili a prigioni, perché altrimenti o ci troveremo a dover fronteggiare spettri del passato o finiremo travolti dalle macerie degli errori finora commessi.

  Matteo Salvini, a nome del gruppo ENF. – Signor Presidente, onorevoli colleghi, parlo a chi è fuori da questo palazzo, a chi è in Aula, a chi ci segue da casa, non a chi governa questa Unione europea perché è complice, ipocrita, falso, incapace o ingenuo.

Biascicate delle minacce del leader turco Erdogan: in questo momento gli stiamo dando dieci miliardi e mezzo di EUR. Se avete un minimo di orgoglio e di dignità, sospendete il pagamento di questi miliardi di EUR al regime turco. Non è possibile finanziare gente che viene a darci lezioni di democrazia in Europa, che dice che ci sono interi Paesi in mano ai fascisti e ai razzisti. Ma vi sembra normale? Fra un caffè e l'altro, fra un aperitivo e l'altro, potete sospendere questo fiume di denaro pubblico che dalle tasche degli italiani e degli europei va a finanziare il regime turco sì o no?

Se vi avanza tempo sospendete anche i negoziati per l'adesione, che non avrebbero mai dovuto cominciare, perché la Turchia non è, non sarà e non sarà mai Europa, a meno che a qualcuno non convenga fare business da quelle parti.

Sull'immigrazione non riuscite a combinare niente: record di morti, record di sbarchi.

L'euro è una moneta disastrosa: in quindici anni ha portato in Italia quattro milioni di poveri, il record di disoccupazione e un debito pubblico che è aumentato di 800 miliardi di EUR. Qualcuno vaneggia di togliere i dazi che proteggono le merci italiane ed europee dalla concorrenza sleale cinese: o siete pagati da altri o siete matti! Avete rinnovato le sanzioni economiche contro la Russia, l'unica che ha avuto il coraggio di andare a mettere il piede in Siria per combattere il terrorismo islamico. Se dovessimo aspettare i governi europei o la Commissione europea per combattere l'Isis, ce li avremmo qua seduti oggi, col burqa e con il mitra, a darci lezioni di democrazia. Ma a voi evidentemente va bene così.

Per quanto riguarda l'agricoltura, non una parola, non una parola! State inondando il mercato e le tavole europee e gli stomaci dei bambini europei, di olio tunisino, arance marocchine, pomodori che arrivano da chissà dove, fusti che arrivano dalla Cina senza nessun tipo di controllo, riso dalla Cambogia, latte in polvere dall'Ucraina. Io pretendo che vengano difesi il cibo, il mare e la terra che il buon Dio ha lasciato ai popoli europei prima che arrivasse questa Commissione che sta devastando tutto.

In questo momento ci sono migliaia di lavoratori italiani in piazza a Roma contro la direttiva Bolkestein, una delle direttive che aiuta le multinazionali sulla pelle dei lavoratori, come la direttiva sulle banche, come le direttive sulla finanza e sul commercio. Voi siete la rovina del sogno europeo: dovreste aver vergogna ad andare a Roma la settimana prossima; dovreste chiudervi in casa e chiedere perdono, perché il sogno europeo che è il sogno mio, che è il sogno che voglio lasciare ai miei figli, è stato rovinato da gente come voi.

Voi avete il sogno dei banchieri, dei finanzieri, dei lobbisti, dei massoni e delle multinazionali: togliete le mani da questa Europa e lasciatela dai cittadini europei. Buon grappino, Presidente Juncker!

  Diane Dodds (NI). – Mr President, as the European Union reaches another important milestone with the 60th anniversary of the Treaty of Rome, I want also to acknowledge another significant event in the United Kingdom. This week in our national Parliament legislation was finalised, paving the way for Brexit negotiations. Those who wish to delay and distract have been defeated. I am happy to align myself with the remarks made by our Prime Minister in the House of Commons, acknowledging that the triggering of Article 50 will be a defining moment for our nation as we work to forge a new relationship with Europe and embrace the challenges of a new role in the wider world.

As the European Union discusses its own future in Rome, it is clear that Brexit will be a reality. It is in the interests of all of us, in the United Kingdom and the rest of Europe, that we set aside our differences and work to make it a new and successful relationship, one of cooperation and partnership, in making our people more prosperous and secure.

  Angelika Niebler (PPE). – Herr Präsident, Herr Kommissionspräsident, Herr Ratspräsident, Herr Ministerpräsident, verehrte Kolleginnen und Kollegen! Zunächst möchte ich Herrn Tusk ganz herzlich zu seiner erneuten Benennung gratulieren. Lieber Herr Tusk, ich wünsche Ihnen bei Ihren Amtsgeschäften eine glückliche Hand!

Und dann möchte ich auch ganz herzlich danke schön sagen in Ihre Richtung und in Richtung unseres verehrten Herrn Kommissionspräsidenten für seine Aussagen zur Türkei. Ich glaube schon, dass unsere Bürger eine klare Stellungnahme zur Türkei erwarten. Ich kann nur sagen, ein Land wie die Türkei, das Deutschland Nazimethoden vorwirft, das die Holländer als Faschisten bezeichnet, das Hunderttausende von Polizisten, von Beamten, von Lehrern, von Wissenschaftlern, von Journalisten suspendiert oder inhaftiert, kann doch bitte kein Land in der Europäischen Union sein. Wir müssen uns da klar positionieren. Das Europäische Parlament hat schon vor einigen Monaten gefordert, dass hier die Verhandlungen eingefroren werden. Es ist vom Kollegen auch angesprochen worden: Wir müssen ganz klar auch nochmal darüber reden, ob wir nicht die Verhandlungen am Ende doch beenden. Da ist auch von uns ein Stück weit mehr Ehrlichkeit in der Debatte gefordert.

Ich komme zur Zukunft der Europäischen Union. Ich danke dem Kommissionspräsidenten für seine Vorlage, für das Weißbuch zur Zukunft der Europäischen Union. Wir sind jetzt am Zug und vor allen Dingen die Mitgliedstaaten. Und da würde ich auch Sie bitten, Herr Tusk, doch nochmal aufzuzeigen, wie denn die ersten Reaktionen aus den Hauptstädten waren. Sie hatten ja aufgeführt, dass man die politische Einheit wahren möchte. Gut, das ist jetzt für mich selbstverständlich. Da wäre es vielleicht sinnvoll, auch nochmal mehr Informationen von Ihnen zu bekommen.

Ich möchte keinen Superstaat Europa. Ich möchte kein Europa, das eine reine Wirtschaftsregion ist. Ich möchte ein Europa, das sich auf die Aufgaben konzentriert, die wir nur in Europa gemeinsam lösen können. Davon haben wir viele – Kollegen haben es angesprochen: gemeinsame Außen-und Verteidigungspolitik, gemeinsame Lösung der Flüchtlingssituation, Kampf gegen den Terrorismus, Handelsverträge international abschließen, uns gemeinsam um Afrika kümmern – auch das ist ein wichtiges Anliegen. Darum müssen wir uns kümmern, aber ansonsten den Mitgliedstaaten auch den Freiraum lassen, politisch das Land so zu regieren und zu gestalten, wie das die Länder und die Regionen brauchen. Das ist meine Vorstellung von Europa.

Ich freue mich auf die weiteren Diskussionen. Ich hoffe, wir haben am 25. März eine würdige Erinnerung an das, was viele engagierte Europäer über viele Jahrzehnte gemeinsam hier für die Zukunft ihrer Kinder und Enkelkinder aufgebaut haben.

  Maria João Rodrigues (S&D). – Mr President, beyond scenarios the European Union needs a clear choice. The clear choice should be to do much better together on the relevant priorities. Therefore, I believe that the real debate to be developed is on whether – and how – we should deliver on these relevant priorities, first of all providing our citizens with better working and living conditions. All working people in Europe should count on a clear contract with fundamental rights and full access to social protection. This is a central piece of the social pillar which must be included in the Rome Declaration. We also need to make sure that more investment and better jobs will be delivered with stronger means. That is why the Rome Declaration must include a full reform of the eurozone with the banking union and the fiscal capacity. We need to make sure that Europe remains a central pillar of the multilateral system and for international cooperation, but we also need to make sure that the next trade agreements will enforce our social and environmental standards. Most of all, the Rome Declaration needs to assert, 60 years later, the European Union as a powerful, political, economic, social and cultural entity, but most of all a democratic entity. That is why we need to fully involve European citizens and the European Parliament in defining this Rome Declaration.

  Joachim Starbatty (ECR). – Herr Präsident! Ich beziehe mich auf einen Satz im Kommuniqué, den auch Herr Tusk und Herr Kommissionspräsident Juncker angesprochen haben, dass die Arbeitslosigkeit in der Eurozone zwar schlimm sei, aber doch Besserungen eingetreten seien, denn die Arbeitslosigkeit sei im Jahre 2016 gegenüber 2009 niedriger. Das ist eine Versperrung der Wirklichkeit. Wenn man Deutschland aus den Zahlen herausrechnet, sieht es ganz anders aus. Die Arbeitslosigkeit in Deutschland ist von 7,6 % auf 4,1 % zurückgegangen, und in der Eurozone ist sie von 2009 bis 2012 von 10,2 % auf 12,2 % angestiegen. Das ist die Realität. Und wenn wir uns vorstellen, wie die Projektionen der Europäischen Zentralbank für das Wachstum sind – 1,8 % dieses Jahr, 1,7 % nächstes Jahr, 1,6 % 2019 –, und wenn wir dann den autonomen Produktivitätsfortschritt herausrechnen, ändert sich nichts an der Arbeitslosigkeit in den notleidenden Südstaaten. Das ist die Realität.

Warum ist bei uns die Arbeitslosigkeit zurückgegangen? Ganz einfach: Der Außenhandelsüberschuss unseres Landes ist von 1 % auf 9 % angestiegen. Unser Euro ist unterbewertet, deswegen wird der Export subventioniert. In allen anderen Staaten, in den notleidenden Südstaaten ist der Euro überbewertet. Deswegen wird der Export beschnitten.

Politik – so höre ich immer, Herr Präsident, – beginnt mit dem Betrachten der Wirklichkeit. Ich fordere das Haus und auch die Präsidenten auf, die Augen für die Wirklichkeit aufzumachen!

  Nils Torvalds (ALDE). – Mr President, I will start with a very theoretical question. I think you can say in logical terms that if you are not able to solve the general problems then you are bound to bump into all the specific problems during the ride. I think this is what is going on in Europe at the moment. National law in Europe is usually structured in Kelsenian terms, meaning that when Hans Kelsen wrote about national law, he spoke about Stufenordnung : you have certain levels of law in every country. This level of law is actually then turned slightly upside down by the Treaty, because the Treaty follows a different logic, and this is the problem we are running into with every question and every discussion in this House.

We need to be able to find compromises between the Kelsenian structure and the structure of the Treaty, and this is the challenge we actually have in front of us. I was the shadow rapporteur of the Berès and Böge report, and I can say that this problem was the problem we ran into every single day. It is the problem you are running into every single day in the Commission and in the Council. We have a tendency, which is even worse, to push the real questions over to the neighbour’s table and ask him to solve the problems, instead of dealing with it ourselves. We need to solve this problem in order to build a future Europe which functions and keeps itself together.

  Martina Anderson (GUE/NGL). – Mr President, war is a terrible thing, and my generation went to war over discrimination, inequality, lack of civil rights and the denial of human rights. The disastrous partition of Ireland divided people and communities, and there can be no going back to this. Hard or soft borders, the people living in border communities in Ireland will not stand for it, so frictionless or electronic borders do not reassure anyone. The damage that will be done to the peace process in Ireland is immeasurable. Any sort of border that will damage the Good Friday Agreement will tell people that the political process failed. My generation will do everything it can to make sure that the next generation never has to endure what we had to.

The EU has a political, legal, and moral duty to help us ensure that the next generation is not faced with hard borders or hardship. Therefore, the Council and the Commission, in their Brexit negotiations, must protect the people of Ireland – north, south, east and west – from this English Brexit madness.

  Alyn Smith (Verts/ALE). – Mr President, I represent Scotland within this House, and the 60th anniversary of the Treaty of Rome is somewhat bittersweet from our perspective. It is right that we should celebrate our common values, solidarity, cooperation, multilateralism, the acknowledgement that any problem that we face is bigger than any one country, however big, however small. But it is also right that we should reflect on just how fragile those values and that progress truly are. Trust me: the ingredients of Brexit exist in every one of our European countries. We cannot be complacent.

I will also be in Rome next weekend, in my kilt, marching alongside you, working with you, to celebrate and defend our European values, because Scotland shares those European values – and those values must be defended. And Scotland faces the prospect of being removed from our family of nations, against our clearly-expressed democratic will. It is not fair, and if the EU is not a community of justice, law and democracy, what are we for?

You will be aware, of course, that this week the government of Scotland has put the question of independence back on the table. We do that out of complete frustration at the intransigence of the UK Government. President Tusk, when you say that the EU will not be intimidated by threats from the London Government, I assure you, neither will Scotland. We will not be intimidated. We will not be silent within this process. We are citizens, not subjects. We will not be passive bystanders. Independence is one of many possible futures. I believe solutions can be found. We will look to our friends and our allies.

  Paul Nuttall (EFDD). – Mr President, I would like to start by agreeing with virtually every other President in this Chamber – everyone seems to be a President – on the issue of Turkey. Turkey, under Erdoğan, is moving towards a theocracy akin to the Middle East. It has nothing in common with the democracies of Europe and therefore Turkey should never ever be allowed to join the European Union. I am also going to agree, for the first time, with Ms Merkel, when she spoke about a two-speed Europe coming down the line. It is true, there is going to be a two-speed Europe. There is going to be Britain with Brexit in the fast lane and all you guys going in reverse.

I am going to speak quickly about the Treaty of Rome. Even though Britain was not an original signatory, it would be churlish of me not to accept that it was a noble and grand plan put together by men and women who had witnessed a Holocaust, who had witnessed Nazi occupation and the horrors of war. But they were men and women of their time, as it is a treaty of its time. Because to paraphrase the Scottish poet Robbie Burns, the best-laid plans of mice and men often go awry, and boy has this gone awry! Because what began as a noble economic plan has morphed into a political monster, egged on by successive Eurocrats, who are hungry for ever more power and determined to destroy the nation state.

What continues to amaze me is that you never learn. You talk about an existential crisis but you say what is needed is even more EU. You are fiddling whilst the Treaty of Rome burns. So what I will say is simply this: I urge caution when you are celebrating next week, because Brexit could trigger a floodgate whereby other countries leave that same Treaty you are celebrating next week.

  Harald Vilimsky (ENF). – Herr Präsident, meine sehr geehrten Damen und Herren! Wenn wir die aktuelle Entwicklung der Europäischen Union debattieren, und das im Lichte der Römischen Verträge, dann ist festzuhalten, dass es gut war, damals Frieden, Freiheit und Wohlstand auf Dauer absichern zu wollen. Nur, irgendwann einmal hat es begonnen, eine völlig falsche Entwicklung zu nehmen. Das war mit Maastricht, das war mit einem falschen Konzept des Euro, das war mit Lissabon und geht hin bis zu aktuellen Entwicklungen, wo man versucht, eine Bankenunion, eine Energieunion und immer mehr und immer mehr an Zentralismus zu etablieren. Es war die Zeit, als Banken, als multinationale Konzerne, als internationale Unternehmen hier begonnen haben, die Kontrolle über unseren Kontinent zulasten der Bürger Europas zu übernehmen.

Jetzt haben wir endlich verschiedene Konzeptvorschläge für die Zukunft. Einer davon ist es, so weiterzumachen wie bislang – mit Sicherheit ein falsches Konzept. Genauso wie es falsch ist, die Fehler der Vergangenheit jetzt noch mehr zu vertiefen. Wir haben die Konzepte eines Binnenmarktes, wir haben die Konzepte der verschiedenen Geschwindigkeiten und der Vertiefung von Zusammenarbeit in bestimmten Segmenten, dort, wo die Menschen es wollen und wo es auch mehrheitlich demokratisch getragen wird. Da erwarte ich mir, dass Sie schleunigst den Prozess beginnen, darüber zu debattieren. Da sind Sie säumig!

  Bruno Gollnisch (NI). – Monsieur le Président, avant le traité de Rome, chacun le sait, il y a eu le traité de la Communauté européenne du charbon et de l'acier, qui fait partie des trois traités constitutifs de l'Union européenne d’aujourd'hui. Le résultat dans mon pays est clair: il n'y a plus de charbon, il n'y a plus d'acier.

Puis, il y a eu les deux traités de Rome, le traité prévoyant la Communauté européenne de l'énergie atomique, dit «traité Euratom». Le résultat est clair aujourd'hui, il n'y a plus de coopération atomique puisque l'Allemagne a décidé de renoncer à l'énergie atomique. Ce traité est donc en pratique caduc.

Ensuite, il y a eu le fameux traité, le grand traité de Rome, le marché commun, le marché commun agricole notamment, qui devait garantir, moyennant une raisonnable protection sur tout le pourtour de l'Union, des prix supérieurs au marché et aux cours mondiaux pour nos agriculteurs. Le résultat est clair, dans mon pays, quatre exploitations sur cinq ont disparu et des agriculteurs se suicident tous les jours. Alors, en présence d’un tel échec, il faudrait évidemment réfléchir. M. Juncker a fait un effort de réflexion qui est intéressant, avec les cinq scénarios qu’il propose. Je pencherais personnellement pour le quatrième, c'est-à-dire faire moins de choses, faire des programmes précis, chiffrés, sur lesquels les citoyens puissent mettre un bilan coût/avantages. Malheureusement les scénarii de M. Juncker sont insérés dans un cadre de traités qui ne permettront pas, en réalité, véritablement cette évolution.

  Janusz Lewandowski (PPE). – Panie Przewodniczący! Nie zdziwię nikogo, gdy powiem, że ostatni szczyt Unii Europejskiej zostanie zapamiętany – z całym szacunkiem dla wszystkich konkluzji – przede wszystkim dlatego, że przedłużono mandat Donalda Tuska jako szefa Rady Europejskiej. Z tego powodu był też obserwowany z dużym zainteresowaniem w wielu krajach i powitano rozstrzygnięcie z wielką ulgą. Nie tylko dlatego, że Polak i że nastąpiło to w szczególnych, zupełnie szczególnych, okolicznościach, ale że wygrała stabilizacja, ciągłość, możliwość wykorzystania już zebranych doświadczeń w kierowaniu Radą Europejską, a to są wartości w dzisiejszej Unii Europejskiej pośród wielu niewiadomych, wielu znaków zapytania. Na jeden z tych znaków zapytania odpowiada dzisiaj Holandia.

Z przyjemnością komunikuję, że gdy wylądowałem w Polsce po szczycie w Brukseli, zobaczyłem naprawdę szczęśliwych Polaków, a niektóre objawy radości w mieście rodzinnym Tuska, w Gdańsku, przypominały te chwile, gdy Robert Lewandowski strzela gola dla reprezentacji Polski, bo strzela nie tylko i nie zawsze dla Bayernu Monachium. A co to znaczy? To znaczy, że Donald Tusk jako szef Rady Europejskiej ma poparcie nie tylko dwudziestu siedmiu krajów, ale znakomitej większości Polaków, co odzwierciedlają sondaże. Polska pozostaje normalnym krajem.

Jeśli chodzi o konkluzje Rady Europejskiej, to one oczywiście odzwierciedlają dzisiejsze wyzwania, ale wszyscy wiemy, że o przyszłości dalszej Unii Europejskiej rozstrzyga najbliższa przyszłość, czyli kalendarz wyborczy roku 2017, i będą to ważniejsze rozstrzygnięcia niż niektóre dokumenty Rady czy Komisji Europejskiej. Wybory krajowe, ale z Europą w tle; wspólna odpowiedzialność, by przekonać Europejczyków, że odpowiedź na lęki, na potrzebę bezpieczeństwa musi być europejska.

  Victor Boştinaru (S&D). – Mr President, 60 years after the Treaty of Rome we have a European Union which is much larger, has made huge progress in integration, and has ensured peace, stability and growth on the European continent. Sixty years later, we must celebrate the incredible results we have managed to achieve, but we must knowledge that there is still a lot of work to be done. Ambition must be our driving force. Vision is what we need today in our Member States, and at European Union level. We need to know that without vision and commitment, without unity and solidarity, we give space to those who try to divide us, to promote nationalism and to endanger the European project. Unity and solidarity must always come first. I said that ambition must be our driving force, and it is true that this may result in some wanting to do more in some fields, as, in fact, is already the case, but our solidarity and unity [must] never be jeopardised. Any form of enhanced cooperation must guarantee that openness and transparency remain open to others who want to join, without obstacles of any kind. The entry criteria must remain unchanged, with no moving targets for those Member States who want to join at a later stage. Only with this in mind can we ensure the successful future of our Union. I hope that in Rome we will choose unity over division, and this should be our major project over the next years.

Ja mēs domājam, ka ar šiem nākotnes scenārijiem esam atraduši jaunu spēku nākotnes Eiropas Savienības vīzijai un devuši pilsoņiem milzīgu pārliecību par nākotni un kaimiņiem bažas par to, ka nu gan Eiropas Savienība būs globāls spēlētājs Nr. 1, tad mēs, politiķi, kļūdāmies.

Iedomājamies Eiropas Komisijas vadītāja izvēlētā pamatscenārija “Daudzu ātrumu Eiropas” gadījumā – cik dažādu Eiropas Savienības kodolu var veidoties! Dibinātāja tēvi plus Spānija, Ziemeļvalstis un Baltija, iespējams — Balkānu valstis, Višegrada, bez šaubām. Un kas noteiks šo bloku veidošanos? Šo bloku veidošanos noteiks valstu ģeopolitiskās intereses, kas savukārt var sadalīt esošo Eiropas Savienību, pat viņas pamatakmeni: vienoto tirgu.

Par ātrumiem. Lielisks piemērs ir riteņbraukšana. Ja peletons vai visa grupa brauc kopā un strādā, mainoties vadībai, lai uzturētu tempu, tad tā noķers un apsteigs jebkuru atrāvušos mazo grupiņu. Taču, ja peletonu sarausta gabalos, tad rezultāts ir neskaidrs un ātrums kopumā ir daudz lēnāks.

  Pavel Telička (ALDE). – Mr President, three remarks: first of all, loudly and clearly, President Tusk, I congratulate you on the reappointment, I need to underline that this was not a dictate of Berlin, you had and have a strong majority support in Centre and Eastern Europe among others. I think you are doing a very good job in mending the fences that we have in Europe.

Secondly, on Turkey: honestly I think the time has come to say we cannot pursue the negotiations – we should not be freezing them, we should stop the negotiations and come with a new partnership kind of agreement for Turkey. It will not fly immediately, but I think we have no other option, and I say that as a person that in 2004 was one of the very few Commissioners that supported opening the negotiations with Turkey.

Thirdly, on the scenarios. I think that we should exclude immediately three: Europe as it stands today; secondly, internal market that is disintegration; and thirdly, federation, because the time is not right. We have two scenarios, but we do not have to discuss them, we should put on the table the concrete political issues on which we are to have a coherent approach, and then we will see what will fly with eventually a complete unity with multi-speed.

  Barbara Spinelli (GUE/NGL). – Signor Presidente, onorevoli colleghi, siccome non mi sento di celebrare, posso dire solo quello che mi augurerei si facesse in questo anniversario. Mi piacerebbe che l'Unione riconoscesse gli errori fatti da quando è iniziata la crisi, che si desse assoluta priorità alla giustizia sociale e a un new deal di grandi dimensioni. Solo così convincerà i cittadini sempre più disgustati dalle nostre Istituzioni.

Mi piacerebbe che smettesse di chiamare "populisti" tutti coloro che, non ottenendo veri cambi di marcia, sentono disgusto e paura. Mi piacerebbe che l'Unione cominciasse a pensarsi come terra d'immigrazione e smettesse di scaricare sull'Africa questioni che noi non sappiamo risolvere se non con muri e carceri per i rifugiati.

Sembrerà un'utopia: ma non dimentichiamo che anche l'Unione era, in piena guerra, un'utopia di pochi.

  Sven Giegold (Verts/ALE). – Herr Präsident, sehr geehrte Präsidenten, liebe Kolleginnen und Kollegen! Zunächst möchte ich der Kommission einen Glückwunsch aussprechen für das vorgelegte Weißbuch. Das Weißbuch wird uns helfen, die Debatte über die Zukunft Europas voranzubringen. Es ist richtig, dass dort nicht ein Weg vorgegeben wurde, sondern ein Raum der Diskussion aufgemacht wurde. Mich würde freuen, wenn bei diesen Optionen die Rolle der Bürgerinnen und Bürger noch stärker in den Mittelpunkt käme. Wir sehen im Rahmen der Demonstrationen zu dem Pulse of Europe, in wie vielen Städten es europäische Begeisterung gibt und wie viele Menschen sich dieses Europa nicht kaputtreden und kaputtmachen lassen wollen. Deren Rolle in Europa, die Beteiligung der Bürgerinnen und Bürger, deren Mitentscheidung müssen wir stärken, und das gehört auch in diese Zukunftspläne. Davon hätte ich mir im Weißbuch etwas mehr gewünscht.

Ich habe noch eine konkrete Sache anzusprechen, die die weitere Vertiefung Europas angeht: Während wir hier über verschiedene Optionen reden, plant die deutsche Bundesregierung die Einrichtung eines Europäischen Währungsfonds rund um den ESM als sozusagen intergouvernementale Form der stärkeren Zusammenarbeit eines Teils der Länder. Das erklärte Ziel ist klar: Damit soll die Europäische Kommission, aber auch das Europäische Parlament bei den nächsten Schritten zur Vertiefung der Eurozone, die wir dringend brauchen, außen vor gelassen werden. Deshalb bitte ich Sie, Herr Juncker: Wenn Sie jetzt die weiteren Pläne zur Realisierung des Fünf-Präsidenten-Papiers vorlegen, dann gehen Sie bitte über dieses Fünf-Präsidenten-Papier hinaus und machen Sie einen eigenen Vorschlag für einen Europäischen Währungsfonds, der die europäische Demokratie schützt und nicht dem Intergouvernementalismus in Europa weiteren Raum lässt.

Pone J.-C. Junckeri, pone D. Tuskai, tikrai ne viskas buvo blogai, jau vien tai įrodo, kad sulaukėme 60 metų jubiliejaus. Tiesa, jeigu nieko nekeisime, nesu tikras, ar sulauksime septyniasdešimtmečio. Bet vis tiktai priimkit mano sveikinimus. Ir, jeigu galit, atsakykit Sąjungos piliečiams, manau, į pagrindinį ir svarbiausią šiandien klausimą: kaip atsitiko, kad prieš šešis dešimtmečius būrin stoję to laiko politikai sugebėjo išspręsti tikrai rimtas Europos valstybių problemas, o per pastaruosius keliolika metų sugebėta prikurti galybę problemų, naujų problemų, kurios pagimdė Europoje didžiulę socialinę atskirtį, terorizmą, ekonomines–demografines krizes, nedarbą ir dar daugelį, daugelį problemų?

  Janice Atkinson (ENF). – Mr President, do you actually ever feel like you are in a bit of a groundhog era – bit of a time warp – because every month I come in here, I certainly feel I do. Mr Juncker, you talk about Mrs Mogherini being a bit of a schizophrenic. I would agree, I think she is a schizophrenic because she is totally out of her depth.

On trade: you talk about talking to civil society and trade unions. Let us just read lobbyists into that. If you do a deal in the City of London, you do a deal in Wall Street, it actually takes weeks and months, and that is where you are failing, because you have put a former sociology lecturer in charge of trade. So therefore, that is why TTIP and the other big deals have not happened.

Mr Gentiloni, please do not delude the voters about peace in Europe: it was NATO that has kept peace in Europe and will continue to do so.

This week, my Group proposed a debate on surveillance, and it was only actually Mr Lamberts that mentioned it. We asked for the CIA hacking to be on the agenda, but you had political ideologies – you actually voted against us having that on the agenda. What is more important than keeping our citizens safe? You failed to do that, and that is why this place will fail.

  Σωτήριος Ζαριανόπουλος (NI). – Κύριε Πρόεδρε, εν όψει των 60 χρόνων της Ευρωπαϊκής Ένωσης η σημερινή συζήτηση της ηγεσίας της, πέρα από μονότονες κοροϊδίες, ένα πράγμα σηματοδοτεί: Οι λαοί να περιμένουν και χειρότερα. Η Ένωση δεν είναι ούτε μπορεί να γίνει των λαών. Όποιος το ισχυρίζεται εξαπατά. Είναι του κεφαλαίου, με σύγκλιση στην εκμετάλλευση, τη φτώχια, τη στρατιωτικοποίηση, την καταστολή, τους πολέμους, την επαναχάραξη συνόρων, τους πρόσφυγες· αλλά και απόκλιση με αγιάτρευτη για το σύστημα ανισομετρία, εσωτερικούς ανταγωνισμούς, φυγόκεντρες τάσεις, αποδεικνύοντας ότι δεν είναι μόνιμος σχηματισμός.

Είτε με ενιαία εμβάθυνση είτε με πολλές ταχύτητες, με τα κράτη να τρέχουν προς τον στενό πυρήνα, επίκειται νέα αντιλαϊκή βαρβαρότητα. Στην Ελλάδα ο πρωθυπουργός της κυβέρνησης ΣΥΡΙΖΑ-ΑΝΕΛ ετοιμάζοντας τέταρτο μνημόνιο καλεί σε νέες θυσίες, για να βρεθεί το ελληνικό κεφάλαιο και όχι ο λαός στην πρώτη ταχύτητα.

Η λαϊκή δυσαρέσκεια να μην παγιδευτεί ούτε στη μια ότι στην άλλη αντιλαϊκή συνταγή. Να ανοίξει δρόμο ανάπτυξης υπέρ του λαού, αποτινάζοντας τα δεσμά της Ευρωπαϊκής Ένωσης και της καπιταλιστικής βαρβαρότητας.

  Franck Proust (PPE). – Monsieur le Président, Monsieur Tusk, permettez-moi tout d’abord, au nom de la délégation française du groupe PPE, de vous féliciter et de saluer votre élection à la tête du Conseil. Certains ont tenté de s'opposer à celle-ci en utilisant l'Europe comme une variable d'ajustement d'un égoïsme politicien national, et c’est justement cela dont les citoyens ne veulent plus.

À la veille du 60e anniversaire du traité de Rome, notre projet européen est à la croisée des chemins. Le Conseil doit remplir le rôle qui doit être le sien, celui d'harmoniser la position des États membres au service d'une Europe forte et, surtout, respectée dans le monde. Mais cette volonté politique forte doit être cohérente. Oui, l'Europe à plusieurs vitesses est un projet réaliste, contrairement à l'Europe à la carte qu’aurait souhaitée, par exemple, le Royaume-Uni. Loin d’exclure ou de diviser, il s'agit – j'en suis convaincu – de la seule solution pour que les États membres qui le souhaitent puissent enfin avancer dans des domaines prioritaires: sécurité, contrôle des frontières, immigration, défense, union économique et monétaire.

Ne nous leurrons pas, beaucoup de temps a passé sans action politique venant des États membres en faveur d'une Europe qui protège et, surtout, qui gagne. Pour mon pays, ce n'est pas M. Hollande qui portera ce sursaut. En 2012, pour devenir président, il souhaitait réorienter l'Europe. Pour quel résultat? Aucun. Il joue désormais au sage pro-européen, et ce à quelques jours de la fin d'un mandat catastrophique.

Parmi les priorités définies par le Conseil de la semaine dernière, je m'arrêterai ici sur la lutte contre la concurrence déloyale. Défendre la compétitivité de nos entreprises est un enjeu fondamental et, face à ce défi, une réponse en demi-teinte n'est pas acceptable et ne sera pas acceptée par les entreprises et leurs employés, qui sont le socle de notre économie. Les marchands de rêve promettent aux entreprises et à leurs employés des lendemains qui chantent, grâce au repli sur soi. Aux États-Unis, Donald Trump privilégie un protectionnisme inconscient. En Chine, un plan de développement industriel massif à l'horizon 2025 est en préparation.

Personne n'attendra notre sursaut. À nous d'agir, de mettre en œuvre une défense commerciale intelligente et de promouvoir le juste échange dans nos relations commerciales et internationales. Oui, l'Union pourra regagner la confiance des citoyens si une volonté politique courageuse et réaliste guide de nouveau son action.

  Udo Bullmann (S&D). – Herr Präsident, Herr Präsident des Europäischen Rates, Herr Ministerpräsident, Herr Ratspräsident, verehrte Vertreterinnen und Vertreter der Europäischen Kommission! Fast möchte man Ihnen sagen: Ja, Sie haben nette Reden gehalten, aber seien Sie doch bitte nicht so verzagt. Wir haben 2017, wir haben nicht das Ende des Jahrhunderts. Lassen Sie sich doch nicht von den Antieuropäern in die Zaghaftigkeit quatschen. Lassen Sie sich doch nicht vormachen, wir hätten das fin de siècle.

Haben Sie doch ein kleines bisschen mehr Mut, und schauen Sie dahin, wo Kollegen bereits darüber gesprochen haben. Schauen Sie dahin, wo mittlerweile tausende und abertausende von Menschen an jedem Wochenende für dieses Europa und für ihre Erwartungen an Europa demonstrieren. Und lassen Sie uns das ernst nehmen.

Herrn Juncker wollen wir gerne sagen: In seiner jugendlichen Karriere als Kommissionspräsident kam es zwar ein bisschen dicke, aber Europa hat schon mehr Mitgliedstaaten gesehen, die gegen die Interessen ihres eigenen Volkes handeln. Das ist alles nicht neu.

Aber lasst uns uns einlassen auf die Jungen. Denen müsst Ihr sagen: Ihr seid keine verlorene Generation – aber nicht nur sagen, auch handeln. Wir brauchen eine Jugendgarantie, die den Menschen in Osteuropa, in Südeuropa sagt: Wir brauchen euch, wir wollen eure Arbeitskraft, wir wollen euch im beruflichen Leben sehen.

Ihr müsst den Familien sagen: Ja, ihr könnt eine Auszeit machen, ihr könnt Kinder in die Welt setzen und anschließend können Mutter und Vater wieder in den Beruf gehen.

Macht diese Gesetzesvorschläge und Europa wird euch folgen! Aber es braucht eine politische Führung, kein Multiple Choice und keine Ausreden.

  Ryszard Czarnecki (ECR). – Panie Przewodniczący Parlamentu! Panie Przewodniczący Komisji! Panie Przewodniczący Rady! Myślę, że dzisiaj potrzebna jest refleksja bez emocji. Jeżeli przed chwilą prezydent jednego z krajów, który dziś jest europosłem, mówił, że Unia może nie doczekać 70. rocznicy, to zapewne nie jest on jedynym, który tak myśli. To byłoby złe. Natomiast powstaje pytanie, czy obecna konstrukcja podejmowania decyzji w Unii Europejskiej jest właściwa. Bo jeżeli w sprawach strategicznych – takich jak polityka energetyczna, polityka klimatyczna, polityka imigracyjna, także kwestie personalne – nie powrócimy do tego, co było, co gwarantowało sukces struktur europejskich przez lata, do działań na zasadzie konsensusu, i będziemy się nawzajem przegłosowywali przez chwilową większość, chwilową mniejszość, to wówczas myślę, że sukcesu jako Unia nie osiągniemy.

  Alexander Graf Lambsdorff (ALDE). – Herr Präsident! In Rom feiern wir 60 Jahre Römische Verträge und schauen auf die Erfolge der Europäischen Union. Diese Erfolge sind natürlich von gestern, aber es sind große Erfolge: Freiheit, Sicherheit und Wohlstand. Die Frage ist: Welche Erfolge wird Europa morgen haben? Ich glaube, das zentrale Merkmal ist die Sicherung unserer Freiheit auf unserem Kontinent in einer schwierigen internationalen Umgebung. Dafür müssen wir wachsam sein.

Wir brauchen ein starkes Europol – wie ein europäisches FBI zu gestalten. Wir brauchen ein starkes Frontex – wirklich europäisch, nicht mehr intergouvernemental. Wir brauchen eine gemeinsame Sicherheits- und Verteidigungspolitik, die diesen Namen verdient, und wir brauchen Wohlstand, Wirtschaftswachstum. Wirtschaftswachstum, damit die jungen Menschen in den südlichen Ländern wieder eine Perspektive haben.

Ich will das hier auch mal an die 5-Stelle-Leute sagen: Dass es in Italien seit 20 Jahren kein Produktivitätswachstum gegeben hat, ist nicht die Schuld der Europäischen Union, es ist auch nicht die Schuld des Euro. Es hat damit zu tun, dass die Dienstleistungsmärkte, die Arbeitsmärkte nicht liberalisiert worden sind. Wir brauchen aber Wirtschaftswachstum, wir brauchen liberalisierte Märkte, damit junge Leute eine Perspektive bekommen und in alternden Gesellschaften auch der soziale Zusammenhalt gesichert werden kann. Genau das brauchen wir. Und wir haben die Unterstützung in der Bevölkerung, Pulse of Europe zeigt uns das eindrücklich. Und wenn wir auch noch Free Interrail machen, kriegen wir auch mehr Unterstützung bei den jungen Leuten.

  Eleonora Forenza (GUE/NGL). – Signor Presidente, onorevoli colleghi, voglio cominciare il mio intervento leggendo alcuni passi del Manifesto di Ventotene, che è stato più volte evocato nelle nostre discussioni qui al Parlamento sul futuro dell'Unione.

"La rivoluzione europea, per rispondere alle nostre esigenze, dovrà essere socialista, cioè dovrà proporsi l'emancipazione delle classi lavoratrici e la creazione per esse di condizioni più umane di vita".

Ecco, questo è l'esatto contrario di quello che verrà celebrato a Roma. Io oggi sentivo anche il presidente Juncker parlare di un rafforzamento del pilastro sociale dell'Unione. Vorrei sapere cosa si intende per "pilastro sociale dell'Unione"? Non certo, mi auguro, quello che i governi socialisti dell'Unione europea – il Governo italiano o il Governo francese – hanno fatto con le loro riforme del lavoro.

Vorrei sapere cosa si intende per un'Europa fondata sui diritti umani, quando si stipulano accordi, come quello stipulato con la Turchia o come quello stipulato con la Libia. Vorrei invitarla, signor Presidente del Consiglio, a visitare un CARA e ad ascoltare le donne che parlano di stupri, detenzione illegale e tortura ai livelli della Libia.

Infine, vorrei dirle che penso che nel 2017 non si possa fare, come ha fatto lei, un intervento tutto al maschile, con una citazione che si conclude tutta al maschile. Noi critichiamo Trump ma forse dovremmo spiegare che il Governo italiano non ha un dipartimento delle Pari opportunità.

Io il 25 marzo sarò in piazza con chi vuole un'altra Europa possibile.

  Peter Lundgren (EFDD). – Herr talman! Ja, vid nyår så vinglar då president Juncker in på ostadiga ben och håller ett av sina vanliga verkningslösa tal. Det bästa jag kan säga till ordförande Juncker är: Ni har en fantastisk humor, och ni är en hygglig människa. Men en bra ledare eller förebild är ni inte.

Till den nyomvalde ordföranden, Tusk, vill jag säga: Det var ett bättre tal men jag undrar mest vad ni gör här. Inte ens er egen polska regering vill se er sitta på denna post, så hur ska då vi kunna ha någon tillit till er? Enda anledningen till att ni sitter kvar på denna post är att ni omger er med rätt vänner, som håller er om ryggen. Det är inte eliten här inne som ni ska vara vän med. Ni ska vara vän med det europeiska folket, för det är dem ni uppbär lön för att arbeta för. Nu har ni fått en ny period med en fantasilön och förmåner som en vanlig arbetare bara kan drömma om.

Den obefintliga kontakten med verkligheten som uppvisas ständigt i detta hus kommer också att innebära att hela detta projekt kommer att falla till grunden.

  Gerolf Annemans (ENF). – Het Verdrag van Rome was een vorm van Europese samenwerking die aanvaardbaar was. Het was weinig geïnstitutionaliseerd en de deelnemers bleven vrije lidstaten, die op basis van vrijwilligheid en zonder hinder voor de optimalisering van hun eigen belang en nationaal belang een verband aangingen op zeer duidelijk afgelijnde grondslagen en samenwerkingsdomeinen: een meerwaarde. Sinds 1957 is de Europese samenwerking echter systematisch verder uitgebreid en uiteindelijk inhoudelijk zowel als institutioneel volledig uit de hand gelopen, ongeveer vanaf het Verdrag van Maastricht uit 1992. Zeker na de invoering van de open grenzen voor migratie, het Verdrag van Schengen en de muntunie staan de volkeren van Europa onder voogdij.

De federale, ‘altijd-maar-meer-EU’-logica moet worden doorbroken. Als men wil vermijden dat de hele Europese Unie in een collectief exitscenario uitmondt, zullen nieuwe en verstandige founding fathers moeten terugkeren naar een intergouvernementeel systeem.

  Esteban González Pons (PPE). – Señor presidente, Europa limita hoy al norte con el populismo y al sur con los refugiados ahogados en el mar, al este con los tanques de Putin, al oeste con el muro de Trump, en el pasado con la guerra, en el futuro con el brexit. Europa está hoy más sola que nunca, pero los ciudadanos no lo saben. Europa, sin embargo, por eso, es la mejor solución, y nosotros no sabemos explicárselo a los ciudadanos.

La globalización nos enseña que Europa hoy es inevitable, la única alternativa. Pero el brexit nos enseña también que Europa es reversible, que se puede caminar hacia atrás en la historia. Aunque fuera de Europa hace mucho frío. El brexit es la decisión más egoísta que se ha tomado desde que Winston Churchill salvó Europa con sangre, sudor y lágrimas de los ingleses. Decir brexit es la forma más insolidaria que hay de decir adiós.

Europa no es un mercado, es la voluntad de vivir juntos. Dejar Europa no es dejar un mercado, es dejar los sueños compartidos. Se puede tener un mercado común pero, si no se tienen sueños comunes, no tenemos nada. Europa es la paz que vino después del desastre de la guerra. Europa es el perdón entre franceses y alemanes. Europa es la vuelta a la libertad de Grecia, España y Portugal. Europa es la caída del muro de Berlín. Europa es el final del comunismo. Europa es el Estado del bienestar, es la democracia. Europa es los derechos fundamentales. ¿Podemos vivir sin todo eso? ¿Podemos renunciar a todo eso? ¿Por un mercado vamos a dejar atrás todo eso?

Yo espero que la próxima cumbre de Roma hable menos de lo que Europa nos debe y hable más de lo que nosotros le debemos después de todo lo que nos ha dado. La Unión Europea es la única primavera que nuestro continente ha vivido en toda su historia.

Yo soy de aquellos, señor Tusk, que, el día en que la primera ministra May anuncie el brexit, empezarán a soñar con la mañana en que los ingleses vuelvan a casa.

  Tanja Fajon (S&D). – O skupni prihodnosti Evrope lahko razpravljamo samo z jasnim stališčem, kaj želimo. Državljane lahko pomirimo z močnim sporočilom o enotni Evropi, za katero smo pripravljeni skupaj tudi delati in ki je pripravljena na spremembe.

Vse razprave o krogih in hitrostih vodijo stran od tega. Različne smeri razvoja so v Sloveniji zbudile strah, dvom, kje bo pristala naša majhna država.

Kaj nam sporoča taktika Poljske proti predsedniku Sveta Tusku, ali sporoča izbirčna politika nekaterih držav, ko gre za solidarnost z migranti? Da si vsi ne želimo integracije v enaki meri.

A vendar Evropo deliti na vzhod in zahod, to bi bila usodna napaka za našo prihodnost, za mir in stabilnost, tudi za napete razmere na Zahodnem Balkanu. Nobena izolacija, noben zid ne bo rešil problemov. Potrebujemo solidarnost, enotnost za ustvarjanje delovnih mest, za bolj proti kriminalu, za boj proti terorizmu, za upravljanje z migracijami in naš dolgoročni cilj mora biti zmanjševanje socialne neenakosti.

Moja Evropa je skupna Evropa, kolegi, to je naša Evropa in samo tako moramo voditi svoj razmislek, tako delati in državljanom vrniti varnost in voditelje na vrhu prosim, da to tudi upoštevate.

  Peter van Dalen (ECR). – Mijnheer Tusk, hartelijk dank voor uw steun aan Nederland die u zojuist hebt uitgesproken in deze vergadering.

Erdogan heeft een aantal ministers campagne laten voeren in het buitenland voor zijn referendum, ofschoon artikel 94 van de Turkse kieswet dat verbiedt. Toen mijn regering twee Turkse ministers verbood in Rotterdam een publieke campagne te voeren, schold Erdogan Nederland uit voor fascisten en voor nazi’s, nota bene in Rotterdam, een stad die in mei 1940 platgebombardeerd is door de nazi's. Ik verzoek meneer Tusk en de Raad de toetredingsonderhandelingen met Turkije officieel stop te zetten. Dictators horen niet thuis in de Europese Unie. En bovenal, stop de pre-toetredingssteun. Ze hebben al meer dan 4 miljard gekregen van de Europese Unie. Waanzin! Stop de onderhandelingen.

  Miguel Urbán Crespo (GUE/NGL). – Señor presidente. Señorías, el Consejo apuesta por el continuismo, no solo por la elección de Donald Tusk, tristemente conocido por la frase «no vengáis a Europa», frase símbolo de las políticas de xenofobia institucional de una Europa fortaleza que, por cierto, son gasolina electoral para el auge de la extrema derecha en Europa. Continuismo al incidir en los recortes, incluso involucionando hacia una Europa a diferentes velocidades, agrandando las desigualdades entre centro y periferia. En unos días se cumplirá el 60.º aniversario del Tratado de Roma, aniversario que encuentra una Unión Europea en una profunda crisis, donde las políticas neoliberales y austericidas son el principal sabotaje del proyecto europeo.

Ante la crisis, la apuesta de la Unión Europea es la militarización con el Fondo Europeo de Defensa, que solo beneficiará a las empresas de armamento y a sus lobbies en Bruselas. Si queremos rescatar el proyecto europeo, debemos cambiar radicalmente nuestras políticas. Podemos empezar, como decía el historiador Perry Anderson, quemando el Tratado de Maastricht.

  Laurenţiu Rebega (ENF). – Domnule președinte, stimați colegi, nici nu a cântat de două ori cocoșul după ce a fost publicată Carta albă asupra viitorului Uniunii și iată că Europa cu mai multe viteze s-a văzut de trei ori. Am avut mai întâi patru lideri care au furat startul - presa i-a numit „cei mari” și care s-au grăbit să exemplifice printr-o reuniune simbolică faptul că deciziile importante să iau în cerc restrâns. A urmat blocajul dintre Consiliu și Polonia. În fine, a fost decizia înființării Parchetului european lăsând în afară țările care au rezerve față de acest proiect. Este evident că pentru cei mari Uniunea a devenit o butaforie. Cetățenii văd gardul vopsit pe dinafară, dar înăuntru legea o fac numai unii. Cei numiți „mari” transformă Uniunea într-o afacere personală și pe urmă îi arată cu degetul pe eurosceptici. În acest moment, observ că Grupul Europa Națiunilor și Libertății este singurul care a privit și privește cu seriozitate proiectul unei Europe, a unor națiuni egale în drepturi, care cooperează în termeni de respect reciproc pentru prosperitate și pace. Este clar că, de vineri, stelele de pe drapelul Uniunii nu mai sunt așezate în cerc.

  Elisabetta Gardini (PPE). – Signor Presidente, onorevoli colleghi, tra pochi giorni celebreremo i sessant'anni della firma dei Trattati di Roma e siamo qui a dire che queste celebrazioni dovranno essere l'occasione per rilanciare il progetto europeo. Ma se vogliamo un'Europa forte, se vogliamo un grande progetto europeo, dobbiamo dotarci degli strumenti che possano dare concretezza a tutto ciò.

L'Europa è nata per assicurare benessere e solidarietà ai suoi cittadini e oggi, in un mondo che con la globalizzazione è diventato sempre più piccolo, avremmo più che mai bisogno d'Europa per assicurare benessere, crescita, lavoro. Se non riduciamo la disoccupazione, lo ha detto poco fa il Presidente del Consiglio Gentiloni, non ci sarà fiducia nel futuro. Io dico che se non riduciamo la disoccupazione giovanile, non avremo futuro.

Il dibattito sul futuro dell'Unione europea dovrebbe essere il dibattito dei giovani che oggi si sentono esclusi, che oggi sono esclusi. La media europea della disoccupazione giovanile è di circa il 22 %; nel mio Paese arriva al 40 % ma ci sono paesi dove arriva al 46 e al 48 %. È sicuramente la più grande preoccupazione dei nostri concittadini, preoccupazione che nelle famiglie europee diventa ansia, angoscia.

E in cima alla lista delle preoccupazioni europee troviamo anche l'immigrazione. Oggi i media italiani lanciano l'allarme: si stima che nel 2017 sbarcheranno sulle coste italiane 250 mila migranti, 70 mila in più dello scorso anno, che c'era stato un anno record.

Allora, caro Presidente Tusk, è bella la sua citazione "se volete andare rapidi, andate da soli, se volete andare lontano andate insieme". Ma la rabbia che si sente crescere nelle nostre comunità potrà lasciare il posto alla speranza solo se l'Unione europea riesce ad accelerare e a dare risposte concrete.

Come ha detto il rappresentante del Consiglio, l'Unione è nei suoi 500 milioni di cittadini. Loro devono essere al centro della nostra azione e soprattutto dobbiamo far sì che loro si sentano al centro; allora potremmo rimetterci in marcia, sostituire la rabbia alla speranza e costruire insieme il nostro futuro.

  Pervenche Berès (S&D). – Monsieur le Président, Monsieur le Président Tusk, vous avez été conforté dans des conditions assez exceptionnelles, comme Président du Conseil européen. Cela vous oblige et doit faire de vous une force motrice de l'Union européenne, en regardant le passé, en nous inspirant des pères fondateurs. Bien sûr, votre ordre du jour n'est plus celui des pères fondateurs, mais tout de même, apprenons des erreurs du passé et regardons le chemin parcouru depuis que les pères fondateurs nous ont livré le talisman de l'Union européenne.

Il y a une chose dont on n’a presque pas parlé ce matin et qui m'étonne, c'est la question de la souveraineté européenne, de l'union politique, de la démocratie, des droits et des valeurs. Voilà ce dont vous êtes le garant, avec le Président Juncker, et qui doit être réaffirmé avec force à l’occasion du 60e anniversaire de la signature du traité de Rome. Mais au-delà de ça, il faudra entrer un tout petit peu dans les détails pour orienter le débat, pour contribuer à ce que dans les capitales où des élections vont se tenir, les arbitrages soient faits pour dire ce que nous voulons, comment nous voulons répondre au livre blanc proposé par Jean-Claude Juncker et cela ne pourra pas être le marché intérieur, juste le marché intérieur. Personne n'a jamais fait rêver simplement avec un marché intérieur.

De la même manière, pour faire vivre l'euro, je ne crois plus à la seule coordination des politiques économiques. Voilà quinze ans que ça patine. Il est temps de passer à plus d'intégration au service des citoyens et du projet commun.

Alors, Monsieur le Président Tusk, vous êtes ici en tant que Président du Conseil européen, devant le Parlement européen, n'oubliez pas que quand vous parlez des citoyens cela suppose aussi que ce Parlement soit à vos côtés, peut-être, pour rédiger cette déclaration de Rome.

  Anneleen Van Bossuyt (ECR). – De conclusies van de Europese Raad zijn duidelijk: jobs, veiligheid en migratie, daar moet Europa op focussen. Maar de burger is het beu om woorden te horen en geen daden te zien. Als dat de focus is, waarom besteden wij dan minder dan 10 procent van ons budget voor 2017 aan veiligheid en migratie?

Dat is ook wat we zien in het kader van het debat over de toekomst van Europa. De plannen zijn gericht op 2025, maar zo lang mogen we niet wachten. Ook daar verwacht de burger nú actie en die kunnen we ook ondernemen: het niet vervangen van de 73 Britse parlementsleden, een slankere begroting nu het Verenigd Koninkrijk niet meer zal bijdragen en verder werken aan het afsluiten van onze buitengrenzen. We staan voor grote uitdagingen en die vragen nú om actie.

  Herbert Reul (PPE). – Herr Präsident, Herr Präsident des Rates, liebe Kommission! Zuerst herzlichen Glückwunsch an Herrn Tusk! Das haben alle anderen auch gemacht, aber ich will es auch machen. Das ist eine Bestätigung der guten Arbeit.

Zweitens: Es haben viele hier vorgetragen, wie wichtig ihnen Europa ist, welche Grundsätze wir haben, und wie wertvoll Europa ist – stimmt alles. Ich befürchte nur, das wird nicht reichen, wenn wir das laut und oft und ständig erklären. Wir werden beweisen müssen, dass dieses Europa auch funktioniert, und zwar im Sinne der Bürgerinnen und Bürger funktioniert. Da empfehle ich einfach mal einen Blick zurück.

Wenn wir über die Erfolge der letzten 60 Jahre reden, dann heißt das Frieden, Freiheit, Wohlstand. Das ist mehrfach vorgetragen worden. Dann können wir aber doch bitte nachdenken, ob wir vielleicht bei der Frage „Wohlstand sichern“ unseren Job gut genug machen. Ich glaube nicht, dass die Antworten heißen müssen: noch mehr soziale Leistungen oder sich Zuständigkeiten anmaßen, wo man gar nicht zuständig ist. Ich glaube auch nicht, dass die Antwort Arbeitslosenversicherung heißt.

Die Antwort muss heißen: die Bedingungen so gestalten, dass Jobs entstehen. Und das ist die Hausaufgabe an die Kommission, aber auch an uns. Was tun wir denn eigentlich, um Arbeitsplätze in Europa zu sichern? Was tun wir denn, um Industrie in Europa zu sichern? Schade, dass der Kommissionspräsident weg ist und auch die für Industrie zuständige Kommissarin. Ich möchte mal gerne wissen: Welche Vorschläge kommen denn da eigentlich? Wie soll in Europa der Anteil der Industrie ausgebaut werden?

Ich kenne einen Industriekommissar aus früheren Jahren. Der hat mal vorgeschlagen, dass 20 % aus dem Industriebereich kommen sollen, und wir haben das beschlossen. Kümmert sich da eigentlich jemand darum? Gestalten wir die Bedingungen so günstig? Denn wenn Industrie funktioniert, wenn Wachstum funktioniert, werden Arbeitsplätze geschaffen. Wenn Arbeitsplätze da sind, geht es den Menschen gut, und das werden sie dem europäischen Projekt zugutehalten. Das war in der Vergangenheit ein starkes Qualifikationsmerkmal für uns. Die Leute haben Europa deshalb auch toll gefunden, weil es hier den Leuten gutgeht. Und wenn es ihnen gutgeht, wenn sie Einkommen haben, hat der Staat Einkommen. Wenn der Staat Einkommen hat, kann man auch Sozialleistungen bezahlen. So einfach ist die Rechnung. Warum geht es denn in den Staaten mit starker Wirtschaftskraft den Menschen besser?

Also, langer Rede kurzer Sinn: Die Kommission sollte jetzt mal was liefern, nicht nur zur Sozialunion, sondern auch zur Industriepolitik.

  Jeppe Kofod (S&D). – Mr President, I would like to thank the Council, the Commission and others here who have mentioned the importance of celebrating the 60 years of the Treaty of Rome and the fact that we have had peace in Europe for a long time now. I do not think we should take that for granted. It is very important to understand and value freedom, democracy, human rights and our way of cooperating in Europe, where the rule of law is based on our cooperation with big and small states.

But we also have to understand that many citizens, not only in Europe but also in the western world, now feel under pressure. We see it in the US where they elected Trump and we see it in Europe where our societies are challenged. We need to understand the root causes of this. The root cause is that the social contract in many of our societies is endangered. It is endangered by rising inequality, job insecurity and the fact that many of the ordinary people in the labour market are under pressure and there is a race to the bottom on working conditions. So we need a social Europe. We need to attack the root causes of the uncertainty we have in our societies. If we want to save Europe and our democracies, we need to understand that. I think that we also need to cooperate to stop the race to the bottom on tax evasion and tax dodging by big multinational corporations: rich people, Panama papers, LuxLeaks, Swiss Leaks. We have all of these examples. We need to fight for our values, we need to fight to protect our welfare state, and we need Europe to master globalisation in the name of the people now, and we need that message too.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, οι ηγέτες της Ευρωπαϊκής Ένωσης καλούνται την 25η Μαρτίου στη Ρώμη, για να γιορτάσουν τα εξηντάχρονα της ΕΟΚ. Καλούνται σε μια φάση κρίσης νομιμοποίησης της ίδιας της Ευρωπαϊκής Ένωσης, που αντί να ενδυναμώσει την ευρωπαϊκή αλληλεγγύη οδήγησε στην οικονομική απόκλιση μεταξύ Ευρωπαϊκού Βορρά και Ευρωπαϊκού Νότου. Οδήγησε στον διαχωρισμό ανάμεσα σε κράτη μέλη της Ένωσης που είναι δήθεν δανειστές και δήθεν οφειλέτες. Έτσι η Ευρώπη των κρατών και των λαών, η Ευρώπη των πατρίδων έχει μετατραπεί πλέον σε μια Ευρωπαϊκή Ένωση των δανειστών, σε μια ένωση στην οποία τα κράτη έχουν χάσει την ισοτιμία τους, σε μια Ένωση όπου τα κράτη δήθεν οφειλέτες έχουν μετατραπεί σε σύγχρονες αποικίες.

Αυτή λοιπόν την οικονομική και πολιτική ανισοτιμία στο πλαίσιο της γερμανικής Ευρώπης έρχεται να θεσμοθετήσει η Ευρώπη των πολλών ταχυτήτων, που οι ηγέτες της Ευρωπαϊκής Ένωσης θέλουν να επικυρώσουν την 25η Μαρτίου στη Ρώμη. Όμως ο ελληνικός λαός δεν πρόκειται να δεχτεί τη μετατροπή της Ελλάδας σε ευρωπαϊκή αποικία, και μάλιστα την 25η Μαρτίου, δηλαδή ανήμερα της εθνικής επετείου της Ελληνικής Επανάστασης του 1821.

  Patrizia Toia (S&D). – Signor Presidente, onorevoli colleghi, Signor Presidente del Consiglio italiano, da Roma non ci aspettiamo miracoli o immediate rinascite ma qualcosa sì, qualcosa ce lo aspettiamo. E come rappresentanti dei popoli europei, pensiamo anche di meritarcelo.

Vogliamo sentire dal Consiglio, dai ventisette Stati membri, un sussulto di orgoglio, una responsabilità, perché il futuro degli europei è anche nelle mani di chi, a partire da Roma, dovrà decidere se fermarsi o andare avanti nella direzione e non solo della velocità, che qui è stata evocata, ma soprattutto della capacità di dare risposte efficaci, anche con formati diversi, ma sempre salvaguardando il valore dell'unità politica dell'Unione europea.

Allora più democrazia – lo Spitzenkandidat – ma insieme anche equità sociale e fiscale. Vogliamo esplicitamente un'unione sociale, non solo monetaria. Ma quale senso di appartenenza pensate voi che possa generare tra i cittadini un'unione monetaria o bancaria?

L'unione sociale è qualcosa di più di una generica dimensione sociale: significa che la cittadinanza degli europei, i loro problemi e i loro diritti, sono non solo al centro dell'Unione ma sono la sua stessa sostanza.

  Csaba Sógor (PPE). – Az Európai Unió jövőjéről szóló vitában mintha keveset beszélnénk a további bővítésről. Pedig a Nyugat-Balkán stabilitása szempontjából is elsőrendű fontosságú ez a kérdés. Nem tehetünk úgy, mintha elfelejtettük volna az ezeknek az országoknak tett ígéreteinket pusztán azért, mert egyesek szerint most nem időszerű erről beszélni. Fenn kell tartanunk a bővítés reális lehetőségét, másképp elveszítjük hitelességünket ezekben a társadalmakban. Sikertörténetre van szüksége Európának és a Nyugat-Balkán integrációja lehet egy ilyen sikertörténet. Fontos ugyanakkor, hogy a különböző etnikumok közötti feszültségek csökkentésére is megoldást kínáljon az Unió, ez pedig csak akkor lehetséges, ha a nemzeti kisebbségek jogainak megsértését a tagállamokban sem hagyjuk szó nélkül.

Európa több országában – EU-tagállamokban és tagjelöltekben – fontos, hogy a polgárok mindennapjait befolyásoló kérdéskört jelent a különböző nemzetiségek együttélése, az EU nem tehet úgy, mintha ez csupán egy helyi érdekű probléma lenne, amelyet minden tagállam úgy old meg, ahogy akar. Az Unió lakosságának 8%-a tartozik valamelyik hagyományos nemzeti kisebbséghez. Úgy segíthetjük az integrációt a Nyugat-Balkánon, ha az EU példát mutat kisebbségvédelem területén. Ma, március 15-én, az 1848–49-es magyar forradalom és szabadságharc 169. évfordulóját ünnepeljük. Egykor fiatalok adták életüket a szabadság, egyenlőség és testvériségért. Európának ma sincs más feladata: szabadságot teremteni és nem szolgaságot, egyenlőséget biztosítani és nem másod-, harmadrendű polgárságot.

És a szolidaritás azt jelenti, a testvériség, hogy a Nyugat-Balkán és a nemzeti kisebbségek is ide tartoznak. Elnézést Elnök úr, nem hosszabb voltam, de állandóan zavartak itt beszéddel.

U stat żgħir bħal Malta, li llum għandu l-Presidenza, dan jifhmu tajjeb ħafna. Il-ħtieġa li l-Unjoni Ewropea titkellem il-lingwa tan-nies. Il-ħtieġa li nimbuttaw 'il quddiem l-aġenda soċjali, li ntellqu r-riformi soċjali li verament jagħmlu bidla fil-ħajja tal-familji tagħna, tal-ħaddiema tagħna, tal-anzjani, iż-żgħażagħ u t-tfal tagħna. Il-bżonn li naċċertaw futur ta’ paċi, ta’ prosperità, ta’ sostenibilità, ta’ kwalità ta’ ħajja aħjar għaċ-ċittadini tagħna.

Neħtieġu inizjattivi konkreti li jistgħu joffru soluzzjonijiet Ewropej għall-isfidi li għandhom iċ-ċittadini tagħna. U din hija l-Ewropa li rrid nara jiena. Ewropa li ma tinsiex lill-aktar vulnerabbli. Ewropa li taċċerta ruħha li żżid il-fiduċja li jħossu ċ-ċittadini meta jħarsu lejn l-Unjoni Ewropea li wara kollox mhijiex xi istituzzjoni 'l bogħod minnhom imma huma l-pajjiżi li jirrappreżentawhom.

  Paulo Rangel (PPE). – Senhor Presidente, Senhor Presidente do Conselho, Senhor Primeiro-Ministro, Senhor Presidente da Comissão, em primeiro lugar, queria, naturalmente, cumprimentar o Presidente da Donald Tusk pela sua reeleição, que julgo que é também um grande sinal para a Europa, porque ele representa, justamente, esta ideia de uma Europa mais integrada, mais unida, em que todos os membros, do norte e do sul, de leste e de oeste, estão comprometidos com o projeto europeu.

Em segundo lugar, queria, essencialmente, chamar a atenção para um ponto que foi tratado no Conselho e que é o ponto dos Balcãs Ocidentais. Acho que, neste momento, é fundamental que a União Europeia reforce a sua presença junto dos Estados dos Balcãs, da Bósnia-Herzegovina, da antiga República Jugoslava da Macedónia, do Montenegro, da Albânia e do Kosovo, porque, de facto, a situação é extremamente difícil, extremamente dura, onde estamos, enfim, eu diria, num ambiente de tensão, que de alguma maneira antecipa conflitos, guerras e grandes divergências entre os vários Estados e no seio de cada Estado. Por isso, é fundamental que o Conselho Europeu e o Conselho, como um todo, a Comissão, nomeadamente através da Alta Representante, mas também através do Presidente, e o próprio Parlamento Europeu reforcem a sua interação com todos estes Estados e deem um sinal e uma perspetiva de que eles possam vir a integrar a União Europeia num futuro próximo.

  Jo Leinen (S&D). – Herr Präsident, Herr Präsident Tusk, Herr Präsident Gentiloni! Der größte Feind der Europäischen Union ist die Halbherzigkeit und die Unklarheit gegenüber der europäischen Idee. Fast niemand erklärt den Menschen, was der Mehrwert der Europäischen Union ist und wofür wir die Europäische Union in den nächsten Jahren brauchen. Die EU verschwindet im Nebel, und die Menschen verlieren das Interesse und wenden sich ab. Da waren die Gründungsväter in der Tat viel mutiger.

Nun, Rom könnte der Punkt eines neuen Aufbruchs sein. Das Parlament hat seine Hausaufgaben gemacht, wir haben ganz klare Ideen entwickelt. Die Kommission ist schon wachsweicher mit fünf Szenarien Multiple Choice. Ich hoffe, dass der Rat in Rom nicht noch vager wird, sondern wirklich eine Richtung angibt, wohin wir in den nächsten Jahren gehen müssen.

Wir haben Frieden und Freiheit geschaffen, aber jetzt müssen wir Wohlstand und Sicherheit organisieren. Rom ist vielleicht nicht die Geburtsstunde einer neuen Europäischen Union, aber sicherlich die Geburtsstunde einer neuen europäischen Bürgerbewegung. Die ganze Zivilgesellschaft wird kommen, und der Marsch für Europa in Rom ist so groß wie er noch nie war. Die Bürger sind mutig – wir brauchen jetzt auch mutige Politiker.

  Мария Габриел (PPE). – Най-напред, поздравления на председателя Туск за преизбирането му. Дадохте заявка, че силно ще отстоявате солидарността, а тя е наша основна ценност.

Ще откроя два аспекта в последните заключения на Съвета. Най-напред, политиката за съседство. Сигурността, стабилността и мирът в съседните страни са тясно свързани със сигурността и стабилността ни в Европа. Точно заради това е важно като Европейски съюз да запазим водеща активна роля.

Два примера: споразумението с Алжир ще позволи да задълбочим стратегическото ни сътрудничество с цел преодоляване на общите ни предизвикателства и даването на конкретни отговори. Много важни са Западните Балкани. Сега има нужда да покажем единство и затвърдим недвусмислената подкрепа за европейската перспектива на региона. Нужно е да увеличим видимостта на действията ни чрез конкретни инициативи и проекти, а не само чрез политически декларации.

Вторият аспект е свързан с миграцията. Постигането на съгласие по предложението за система за влизане и излизане до юни 2017 г. е съществен елемент, но е важно да не допускаме фрагментиране на сигурността чрез изключване от обхвата на страни като България, които макар и да не са част от Шенген, имат ключово значение за опазването на сигурността на външните граници на Съюза.

Накрая, дебатът за бъдещето за Европа започна. Нека привлечем максимум граждани, чието мнение да бъде чуто. Открит и честен диалог е посоката за противодействие на популизма и съхраняване на европейския ни проект.

  Ramón Jáuregui Atondo (S&D). – Señor presidente, sí, hablamos del futuro de Europa y hablamos sobre una serie de escenarios que la Comisión nos presentó. Yo quiero empezar por decir que algunos de esos escenarios no debieran de haberse presentado siquiera. Son una vuelta atrás inaceptable para el proyecto europeo.

Se habla, en Versalles, de una Europa de varias velocidades. Yo creo que deberíamos hablar de una Europa flexible, pero yo acepto que hay que hacer una flexibilidad para construir Europa. El problema es qué Europa, como decía esta mañana el señor Pittella, qué Europa queremos. Y yo quiero destacar que también entre los que queremos hacer una Europa más integrada tenemos una brecha, una diferencia importante en la política económica y en la política social.

Hay una Europa del sur que está sufriendo la política económica de los últimos años: una política de austeridad excesiva y una política sin alma social. Y esa política que tenemos que hacer juntos tiene que responder a la demanda de todo el sur de Europa de que haya una política europea económica por el empleo, por el crecimiento y por la justicia social. Si no, no habrá una Europa común.

  Marita Ulvskog (S&D). – Herr talman! Medlemsstaterna slog fast i rådets slutsatser från förra veckan att Europas ekonomiska utveckling måste komma alla till del och att det sociala toppmötet i november i Göteborg välkomnas. Det är ett steg i rätt riktning men då måste du som talman visa att Europaparlamentet också kräver en starkare social dimension för Europas framtid. Därför uppmanar jag dig att inte skriva under Romdeklarationen om den inte innehåller tillräckliga skrivningar som prioriterar rättvisa arbetsvillkor, hållbar klimat- och energipolitik och respekt för de mänskliga rättigheterna. Det är dessa prioriteringar som leder rätt – till trygghet, rättvisa och fred. En gemensam försvarsunion däremot kan inte vara svaret på alla våra utmaningar, lika lite som bygget av höga torn här i Bryssel kan tolkas som att vi befinner oss nära våra väljare och våra medborgare.

  Gilles Pargneaux (S&D). – Monsieur le Président, non, le rêve européen de 1957 n’est pas mort. L’Europe s’impose aujourd’hui, autant comme une nécessité que comme un défi.

Construisons d’abord une défense européenne. Ensuite, continuons à construire une politique efficace de lutte contre le terrorisme, contre le cyberterrorisme, véritable fléau pour nous, les Européens, mais aussi pour le monde arabe. Soyons enfin à la hauteur de la dignité humaine qui doit prévaloir en matière de migration.

Notre rêve européen, en 2017, s’appelle «changement de paradigme économique pour une nouvelle croissance, juste échange dans nos accords internationaux, équité fiscale, progrès social, lutte contre le changement climatique par le développement d’une économie circulaire et d’énergies renouvelables». Voilà notre défi. Voilà notre chemin. Voilà notre rêve.

Rome fut un départ. Le 25 mars prochain, Rome doit marquer une nouvelle étape fondatrice de la nouvelle Europe. À nous de combattre les nationalistes en renouant avec l’espérance de nos pères fondateurs, Jean Monnet hier, Jacques Delors aujourd’hui.

  Paul Tang (S&D). – De herdenking van 60 jaar Rome staat in het teken van vernieuwing. Welk Europa willen we? Die vraag moeten we stellen omdat de onderlinge verdeeldheid Europa verlamt. Zo kan het niet langer. Europa is meer dan markt en munt. Het staat voor vrijheid van democratie, gelijkheid voor de rechtsstaat en broederschap van de verzorgingsstaat. Dat is uniek in de wereld en daar kunnen we trots op zijn.

De EU is daarentegen geen land. Het biedt ongekende mogelijkheden, juist om landen en burgers sterker te maken, bijvoorbeeld door de aanpak van belastingontwijking en het tegengaan van klimaatverandering. Maar de EU is geen land en zij moet ook haar beperkingen aangeven en kennen. Meerdere wegen leiden naar Rome en juist de combinatie van meer en minder is interessant. Met de huidige verdeeldheid is verdergaande samenwerking tussen sommige landen ook interessant, precies als zij de weg wijzen naar een nieuw Europa. Het is in ieder geval goed om te discussiëren over welk Europa wij willen.

  Michaela Šojdrová (PPE). – Pane předsedající, dovolte mi, abych nejprve poblahopřála ke zvolení Donaldu Tuskovi. Jistě je to ocenění jeho práce v čele Rady, ale je to také signál. Silný signál v této době, který potřebujeme, aby bylo zřejmé, že členské státy se dokáží shodnout, dokázaly se shodnout na jeho znovuzvolení a věřím, že se také dokáží shodnout na přijetí deklarace, kterou pan předseda představil právě na Radě. Jsou to čtyři cíle, které myslím, že dobře naplňují očekávání občanů EU. Já oceňuji to, že tato deklarace je koncipována tak, aby spojovala členské státy a aby také spojovala občany. Cíl bezpečná a spolehlivá Evropa, Evropa prosperující, Evropa sociální a Evropa silná ve světě. Jsou to cíle sice obecné, ale jsou zásadní proto, abychom udrželi dědictví, které jsme tady obdrželi. Šedesát let mírové Evropy, kterou připomněl pan premiér Gentiloni, je skutečně velké dědictví a velký závazek. A já vám děkuji, že na něm budete spolupracovat.

  Juan Fernando López Aguilar (S&D). – Señor presidente, presidente del Consejo, la semana pasada miles de europeos se manifestaron en capitales europeas bajo el lema «Pulse of Europe». Por delante de las instituciones, mostrando coraje y compromiso, con voluntad de rescatar Europa. No quieren una Europa decadente, ni paralizada, ni mucho menos una Europa que retroceda. Quieren una Europa con más integración y menos veto. Y para eso hacen falta acuerdos políticos, como el de Versalles, pero hacen falta también reformas, y sobre todo voluntad para una Europa más social y con capacidad fiscal, y con un mensaje claro.

Tenemos un reto de futuro inmediato, es el brexit. Hay que decir con toda claridad lo que significa y lo que cuesta salir del proyecto común. Y acabar, también, con la hipocresía de la ampliación, que es un mensaje no solamente para Turquía, sino para todos los demás candidatos. Es imprescindible hacer del aniversario, del 60.º aniversario de la construcción europea, una ocasión para decir que somos nosotros los responsables de rescatar Europa y estar a la altura de los ciudadanos que nos sacan los colores manifestándose por ella.

  Ruža Tomašić (ECR). – Gospodine predsjedniče, Europsko je vijeće prepoznalo da je stabilnost na zapadnom Balkanu dovedena u pitanje i da je potrebno više se posvetiti toj regiji kako ona jednom u budućnosti ne bi ponovno bila poprište sukoba i neželjenih politika.Pozdravljam takav pristup, ali se bojim da ćemo, budemo li neiskreni prema državama te regije, ostvariti upravo suprotan učinak. Slično se dogodilo s Turskom kojoj smo dugo obećavali članstvo oko kojeg nikad nije postignut konsenzus unutar Europske unije.

Želimo li biti iskreni i temeljiti odnose s ovom regijom na čvrstim temeljima, ne smijemo ignorirati da se u jednoj, sada državi članici Unije, vodio obrambeni rat, a agresor je bila država koja pretendira na članstvo u Europskoj uniji. Nadam se da Komisija i Vijeće neće zatvarati oči pred činjenicom da ta država nije ispunila niti jedno od danih obećanja iz čega je više nego očigledno da ne želi usvojiti europske vrijednosti, ne želi provesti nužne reforme i prema tome još ne može ni postati članica Europske unije.

Mientras las pequeñas y medianas explotaciones agrarias sigan desapareciendo; mientras la pesca artesanal y de bajura siga siendo atacada; mientras miles de personas continúen perdiendo sus trabajos; mientras miles y miles de jóvenes no encuentren empleo y los que lo encuentran tengan menos derechos que nuestra generación; mientras siga habiendo trabajadoras y trabajadores pobres; mientras sigan retrocediendo nuestros derechos conquistados a lo largo de muchos años de lucha; mientras no se sea capaz de atacar con contundencia el terrorismo machista; mientras la deuda pública siga siendo un negocio o el euro un chantaje a los pueblos; mientras las políticas de austeridad sigan atacando nuestras pensiones públicas, nuestra enseñanza y nuestra sanidad; no hay nada que celebrar.

Cambien las políticas europeas si realmente quieren que la ciudadanía confíe en Europa.

  Igor Šoltes (Verts/ALE). – Evropska zveza je tako politični kot ekonomsko-gospodarski projekt, vendar je počila v dveh smereh. Sever–jug v času ekonomske krize in vzhod–zahod v času begunske krize. V nevarnosti so tako schengenski režim, zunanja politika, predvsem pa tudi sistem solidarnosti in tudi socialna Evropa.

Ne bo dovolj samo bela knjiga, pet scenarijev, pač pa potrebujemo nov dogovor, novo pogodbo o možnem sodelovanju med evropskimi državami. Evropa več hitrosti ali Evropa več scenarijev seveda ne bo ustrezala ustanovnim aktom, evropski ustavi.

Zato potrebujemo nov evropski dogovor, v okviru katerega moramo prisluhniti tudi našim državljanom, Evropejcem, če mislimo, da nam bodo sploh še zaupali in če bodo sploh še zaupali v ta skupni projekt. Predolgo seveda smo jih puščali ob strani, zato potrebujemo tudi njihov glas in seveda njihovo mnenje in stališče.

  Fabio Massimo Castaldo (EFDD). – Signor Presidente, onorevoli colleghi, quanti bei discorsi sull'Europa sociale, solidale e integrata! Sul come realizzarla, sempre un mistero. L'UE dei nostri giorni è un sistema completamente sclerotico: l'unica forma di coordinamento economico applicata finora si chiama austerità; ha esasperato le disparità e le diseguaglianze tra le regioni d'Europa, sommando i suoi effetti a quelli della crisi economica.

Cosa avete fatto in questi anni? Mi sono forse perso soltanto io il social compact o forse un piano Juncker per lottare contro la disoccupazione? Ma in realtà una clausola sociale già esiste nei trattati, esiste già come base giuridica: quella che manca, come sempre, è proprio la volontà politica.

Il Presidente Juncker diceva prima che quando lui parla di politica sociale, nota la timidezza dell'Aula: e certo! È la timidezza della vergogna, perché tutti sanno che sono solo parole. Di fatti, neanche uno.

E il Presidente del Consiglio Gentiloni, che ormai c'è neanche più – e non è che si noti troppo la differenza – si preoccupava prima di una fiducia nel futuro dell'UE da parte di cittadini. Credo che la domanda sia mal posta perché, se continuate a lasciare indietro i più deboli, come avete fatto finora, non ci sarà né futuro né tantomeno un'UE da difendere.

  Γεώργιος Επιτήδειος ( NI). – Κύριε Προέδρε, η συζήτηση για τη Λευκή Βίβλο είναι μία ομολογία της πλήρους αποτυχίας του ηγετικού κύκλου της Ευρωπαϊκής Ενώσεως να χειριστεί τα σοβαρά θέματα που απασχολούν τον ευρωπαίο πολίτη. Αλήθεια ποιος θα περίμενε, εξήντα χρόνια μετά τη δημιουργία της Ευρωπαϊκής Ενώσεως, ότι η Ευρώπη θα είχε διχαστεί, ότι αντί να υπάρχουν εθνικά ανεξάρτητα και ισότιμα κράτη θα υπήρχε μία γερμανοκρατούμενη Ευρώπη; Ποιος θα περίμενε ότι θα είχε επιβληθεί νέα Ευρώπη δύο και περισσοτέρων ταχυτήτων και οι ευρωπαίοι πολίτες θα είχαν χωριστεί σε πολίτες πρώτης και δεύτερης κατηγορίας; Ποιος περίμενε ότι όλες οι χώρες της Ευρώπης, και κυρίως η Ελλάδα και η Ιταλία, θα είχαν κατακλυστεί από εκατομμύρια παράνομους μετανάστες που απειλούν την ύπαρξή τους; Τέλος, ποιος θα περίμενε ότι, αντί της πολυδιαφημισμένης αλληλεγγύης, ο ελληνικός λαός επί 7 συνεχόμενα χρόνια και ποιος ξέρει για πόσα ακόμη θα υπέφερε χάριν της εξυπηρετήσεως της πολιτικής της Γερμανίας; Έχετε μετατρέψει την Ευρωπαϊκή Ένωση σε ένα τεράστιο Τιτανικό και σε λίγες μέρες ετοιμάζεστε να γιορτάσετε πάνω σ’ αυτόν, αδιαφορώντας για το ναυάγιο που επέρχεται με μαθηματική ακρίβεια.

  Andrus Ansip, Vice-President of the Commission. – Mr President, on behalf of President Juncker I would like to thank everyone for their remarks, and I will present my conclusions.

Firstly, the President and you mentioned the White Paper on the Future of Europe. The starting point for each scenario is that the 27 Member States move forward together as a union. If a Member State wants to integrate itself more with others it can already do so today, but nobody who has a willingness to go ahead will be left behind. Building a stronger Europe has been, and will be, an inclusive process.

Secondly, concerning the Western Balkans, the European perspective and enlargement of the European Union: when we prepared our country for EU membership, our people knew that everything we were doing we did for ourselves. All the reforms we made in Estonia were for ourselves, not for Brussels or anybody else, and this is my message also to candidate countries. Enlargement of the European Union is a question of conditionality. If candidate countries fulfil all the criteria, they will be welcome to the Union; if not, they have to try harder.

Thirdly, I would like to stress the economic dimension of the conclusions. In line with the joint declaration of the leaders of the institutions, the European Council stressed the importance of advancing all files related to the single market strategies by 2018. A digital single market will bring tangible benefits to citizens, such as the end of roaming surcharges and unjustified geo-blocking, allowing cross-border portability.

It is only with concrete action that we will create the EU of the future. I thank you all for your continued work and efforts, which will make this happen. I would also, of course, like to congratulate Donald Tusk on his re—election.

  Donald Tusk, President of the European Council. – Mr President, firstly, thank you for your words of congratulations and support. It gives me the greatest satisfaction to hear them here in the European Parliament.

Secondly, I share the views of those who want us not to celebrate in Rome, but to set a clear course for the future. Rome will be one of the stages, not the grand finale, of this discussion. If this discussion is to be effective, there must be cooperation between States and between the institutions. I am declaring this unequivocally and with the deepest conviction.

Thirdly, the White Paper – and especially the multi-speed scenario as one of the forecasts – has sparked a lot of controversy, not only here in Parliament. But, at the same time, it has a sobering affect as a warning to those who have the weakening of the EU in mind. It is my hope that Rome will be a turning point in the reintegration of the Union. I am aware that not all politicians will be our allies, but, as paradoxical as it may sound, the majority of citizens of the countries governed by the Eurosceptics will be on our side.

Fourthly and lastly, Mr Lamberts has said that I owe my re-election mainly to the fact that Mr Kaczyński was against it and that his attack on me helped me. I can only say that I find it quite natural that in critical moments we can always count on our compatriots.

Europa no puede ser de nuevo un mercado único y nada más, sin ciudadanía europea, sin políticas comunes y sin los programas de cohesión territorial que han llevado a países como el nuestro a la senda de la modernidad, el bienestar y el progreso económico. Es imprescindible desarrollar un pilar social en la UE, que responda a las necesidades más urgentes de los ciudadanos golpeados por la crisis —especialmente en el sur de Europa—, que establezca un salario mínimo europeo y un suelo común de condiciones laborales dignas. Queremos profundizar en la unión económica y monetaria, lanzar una política expansiva y reforzar nuestra lucha contra el fraude y la evasión fiscal. Quizás, en el contexto actual, la mejor solución para alcanzar nuestros objetivos sea la planteada hace unos días en Versalles, la de la Europa a distintas velocidades.   Francisco Assis (S&D), por escrito. – Quero, com a minha declaração, alertar para um ponto neste debate sobre a preparação da Declaração de Roma, que tem estado a ser descuidado e que, do meu ponto de vista, merece mais destaque por parte da União Europeia.

Como se viu na recente negociação do acordo comercial com o Canadá (CETA), o comércio internacional, embora não seja consensual entre todas as famílias políticas europeias, tem uma aceitação maioritária por parte dos países da União Europeia. Está inclusivamente previsto que na Declaração de Roma se inclua uma secção que defende a afirmação da União Europeia no mundo através de uma política ativa de promoção do comércio livre e justo, construindo novas parcerias que promovam a estabilidade e a prosperidade globais.

O problema é que, no texto dessa mesma declaração, se ignora a América Latina. Devemos procurar estreitar relações com a América Latina, especialmente numa altura em que a região atravessa transformações que a deixam não só mais desejosa de estabelecer relações de parceria como também mais vulnerável às tentativas de controlo por parte de outros atores a nível global.

  Nicola Caputo (S&D), per iscritto. – Le celebrazioni per i sessant'anni del Trattato di Roma sono un'occasione importante per ridare slancio al progetto europeo e per focalizzarsi sulle priorità dell'Europa che vogliamo, un' Europa unita e forte in politica estera, un'Europa con una difesa comune e che sia in grado di assicurare la sicurezza interna; un'Europa che promuova crescita economica, investimenti e competitività, che rafforzi l'unione economica e monetaria sviluppando il mercato unico e che abbia un'unica politica fiscale; un'Europa senza frontiere interne che realizzi una politica di migrazione onnicomprensiva; un'Europa a dimensione sociale che investa sui giovani, gli unici in grado di ridare forza al progetto originale; un'Europa innovativa che investa su infrastrutture digitali, start-up, economia collaborativa e crescita occupazionale

Mi auguro che i leader europei non si lascino sfuggire questa occasione lanciando un segnale forte soprattutto ai giovani. Investendo sui giovani investiamo sul futuro dell'Europa, e l'Europa merita il futuro che i nostri padri costituenti hanno immaginato sessant'anni fa per noi.

  Κώστας Χρυσόγονος (GUE/NGL), γραπτώς. – Το πιεστικότερο πρόβλημα της Ευρωπαϊκής Ένωσης είναι η φτωχοποίηση μεγάλου μέρους των πολιτών των κρατών μελών της, σε κάποια από αυτά πιο βίαιη και σε άλλα πιο αργή, αλλά πάντως αισθητή. Πολλοί από όσους θίγονται από την εξέλιξη αυτή αποδίδουν την ευθύνη στην πτώση των φραγμών μεταξύ των εθνικών κρατών και αναζητούν «λύση» στην επιστροφή στο παρελθόν, με αποτέλεσμα να στρέφονται σε αντιδραστικές πολιτικές επιλογές και σε εθνικιστικές πολιτικές δυνάμεις. Η Ένωση μπορεί να μειώσει τον ευρωσκεπτικισμό και την ευρωφοβία μόνο εφόσον και καθόσον ενισχύσει το κοινωνικό της πρόσωπο, με πολιτικές αναδιανομής από τους έχοντες προς τους μη έχοντες και όχι το αντίστροφο, όπως σε μεγάλο βαθμό συμβαίνει σήμερα στην πράξη. Για τον σκοπό αυτό, πρέπει να αυξηθεί δραστικά ο ενωσιακός προϋπολογισμός και να χρηματοδοτηθούν μέσα από αυτόν δράσεις για τη βιώσιμη ανάπτυξη και για την απασχόληση με δίκαιη αμοιβή, σε πολύ μεγαλύτερη κλίμακα από ό,τι συμβαίνει σήμερα. Αν συνεχισθούν ο εφησυχασμός και η αδράνεια των ποικιλώνυμων ευρωπαϊκών ηγεσιών, τότε μεσοπρόθεσμα το ευρωπαϊκό οικοδόμημα κινδυνεύει με κατάρρευση, η οποία θα έχει δραματικές συνέπειες για όλες τις ευρωπαϊκές κοινωνίες.

  Birgit Collin-Langen (PPE), schriftlich. – Ich begrüße die durch das von Kommissionspräsident Juncker vorgelegte Weißbuch in Gang gesetzte Diskussion bei den einzelnen Mitgliedstaaten und der Zivilgesellschaft. Wir brauchen eine intensive und zielorientierte Debatte darüber, wie wir uns Europa in der Zukunft vorstellen. Das Weißbuch stellt hier die richtige Grundlage dar. Wir müssen den 60. Jahrestag der Römischen Verträge zum Anlass nehmen, um die Menschen wieder mehr in die EU zu integrieren und weiter daran zu arbeiten, auf die Bedürfnisse der Menschen einzugehen. Ich finde „PulseOfEurope“ eine großartige Initiative, an der sich hoffentlich in den nächsten Monaten noch mehr Menschen beteiligen.

  Nicola Danti (S&D), per iscritto. – Nel particolare momento storico che stiamo vivendo, la nostra Europa sembra essere in balia di una profonda crisi d'identità, riluttante a cogliere l'opportunità di una maggiore coesione per affrontare le innumerevoli sfide globali, nonché immemore degli straordinari successi politici, economici e sociali che, a sessant'anni dalla fondazione delle sue prime fondamenta, è riuscita a conseguire e che ci apprestiamo a celebrare. Il sessantesimo anniversario dei Trattati di Roma, pertanto, deve costituire il trampolino di "rilancio" del faticoso processo di costruzione della nostra casa comune e, in tale contesto, credo che lo strumento delle "due velocità" o, per definirlo in maniera più corretta e soprattutto più positiva, della "cooperazione rafforzata", possa essere un'efficace soluzione per l'Europa allargata. Nondimeno, tutto ciò è vero nella misura, come ha giustamente ricordato il Presidente Gentiloni ai deputati europei riuniti in seduta plenaria, tale strumento non si trasformi nella scomposizione dell'Europa in Stati membri "di Serie A e di Serie B". La persistenza del terrorismo, la diffusione dell'euroscetticismo e del populismo, il sorgere di nuovi conflitti regionali e l'incremento dei flussi migratori costituiscono infatti problemi a cui l'Europa può dare soluzione in maniera efficace solo ed esclusivamente rimanendo unita.

  Ангел Джамбазки (ECR), в писмена форма. – Тази година отбелязваме 60-та годишнина от подписването на Римските договори. Този повод ни дава поредна възможност за размисъл върху състоянието на ЕС и неговото бъдеще. Безспорно се нуждаем от сериозни реформи. През последните няколко години станахме свидетели на безпрецедентна в историята на ЕС мигрантска вълна, застрашаваща сигурността ни. Европа стана жертва на жестоки терористични атаки в Париж, Брюксел, Ница, Берлин.

Трябва да съумеем да предпазим гражданите си. Това, обаче, не виждам как ще стане с тромави и неефективни законодателни предложения. Поредният такъв пример е Директивата за контрол на придобиването и притежаването на оръжие. Ограничавайки правата на нашите граждани за легално притежание на оръжие, няма да спре тероризмът, защото лицата, осъществяващи тези ужасяващи деяния, не са придобили легално тези оръжия. Последните няколко случая ни показаха, че тези хора успяват да превърнат в свое оръжие превозни средства и стават все по-изобретателни.

Ние сме длъжни да съумеем да вземем мерки. Ефективни мерки. Досегашният подход на ЕС доказа, че не работи. Либералният модел на интеграцията се провали. ЕС и неговите лидери трябва да спрат да си затварят очите. Нужни са спешни реформи, преди да е станало твърде късно.

  João Ferreira (GUE/NGL), por escrito. – Uma frase pode resumir as conclusões do Conselho Europeu: pouco ou nada de novo, e, no que é novo, mais do mesmo ou pior ainda. Uma clara aposta na deriva securitária e militarista. Não se dão ao trabalho de disfarçar sequer a defesa da corrida aos gastos militares.

Já a discussão sobre crescimento e emprego, essa, adia-se para novembro. A insistência na bateria de chantagem e de imposição que bem conhecemos, a propósito das linhas de política económica da zona euro e das ditas recomendações associadas. Fastidiosa repetição da ladainha da necessidade das reformas estruturais, do aprofundamento do mercado único e da completação da União Bancária. Velhas receitas que não trarão novos resultados.

A habitual profissão de fé nos tratados de livre comércio e o habitual desprezo pela democracia e pelas soberanias nacionais, ao permitir a entrada em vigor do CETA antes da sua ratificação pelos Estados-Membros. Nem uma palavra sobre a revisão intercalar do Quadro Financeiro Plurianual, cuja aprovação sorrateira se prepara, ao sabor dos interesses dos mesmos de sempre. Não há propaganda que consiga esconder as enormíssimas e crescentes contradições que a União Europeia carrega no seu bojo. A solução para vencer estas contradições, como é óbvio, está para além dos cenários equacionados no Livro Branco da Comissão Europeia.

  Michela Giuffrida (S&D), per iscritto. – Guardiamo ad una data, quella del 25 marzo, che riavvolgerà il film di una storia bellissima: quella dell'Europa Unita, dell'Europa garante della pace, della Union sognata dai fondatori come condivisone di intenti, obiettivi, garanzie. Ma non sia solo una celebrazione, oggi non è più tempo. Quella Unione è sotto attacco, sfiduciata dai cittadini e sconfessata da alcuni dei suoi stessi Stati che assecondano i nazionalismi a fini elettorali. Allora, che il 25 marzo e questa dichiarazione di Roma alla quale purtroppo il Parlamento non è stato chiamato a partecipare, sia la vera ripartenza dell'Unione con una Europa più aderente alle esigenze dei cittadini e degli Stati stessi. L'Europa della concretezza e non più del sogno, una Unione del welfare e della cooperazione che vive e non sopravvive, una Unione sociale che garantisca ad ognuno dei suoi 500 milioni di abitanti, diritti, sviluppo, occupazione, stabilità.

  Maria Grapini (S&D), în scris. – Domnilor președinți, domnule comisar, am participat la dezbaterea privind viitorul Europei pentru a-i asculta pe președinții instituțiilor europene și pentru a înțelege viziunea lor. Din păcate, din dezbateri nu a rezultat o poziție clară și unitară pentru Declarația de la Roma. Prefer multe dintre cele spuse de domnul Tusk. Domnul Juncker m-a dezamăgit din nou.

Domnilor lideri ai Europei, UE trece prin momente dificile. Gândiți-vă la cei circa 500 de milioane de oameni când luați decizii! Nu împărțiți Europa! Eu sunt proeuropeană, dar vreau o Europă echitabilă. Dacă vrem ca UE să reziste încă, este nevoie de unitate. Avem nevoie de un singur spațiu european. Românii, polonezii, bulgarii sunt cetățeni europeni ca și germanii, francezii, italienii. Gândiți-vă că veți intra în istorie ca cei care vor consolida o UE puternică sau ca demolatori ai UE, depinde de deciziile pe care le veți lua!

  Ivan Jakovčić (ALDE), napisan. – Sve teme oko budućnosti Europe moraju poći od jedne jednostavne činjenice: što nam je, zaista, cilj? Kad se složimo oko cilja i onoga što zaista treba biti budući EU onda je mnogo lakše odrediti put do tog cilja!

Dakle, najprije odlučimo želimo li zaista vojnu, energetsku, digitalnu, fiskalnu i druge sastavnice buduće Unije, a onda odlučimo o načinu ostvarenja. Pitanje Europe u više brzina je onda nepotrebno pitanje jer znamo kuda idemo. Dok ne znamo kamo želimo stići svaki će put biti stranputica.

  Benedek Jávor (Verts/ALE), írásban. – Az Európai Tanács legutóbbi ülésén végleg eldőlt: többek között a magyar kormány ellenállása miatt nem lesz minden tagállamra kiterjedő hatáskörű Európai Ügyészség, s helyette csak a tagállamok egy részének együttműködéseként fog létrejönni az ügyészség. Magyarország, az uniós csatlakozással kötelezettséget vállalt, hogy az EU pénzügyi érdekeit a saját érdekeivel azonos módon védi meg. Ez eddig sem teljesítette, de a kormány kimaradásával most egyértelművé tette: a bűncselekmények felderítése helyett, azok biztonságos elkövetésében érdekelt. Hatalmas nyereség ez a Fidesz körüli oligarcháknak, az áfacsalásokkal trükköző cégeknek, mert így továbbra is komolyabb ellenőrzés nélkül űzhetik államilag támogatott praktikáikat.

Noha a tagállamok többsége a józan észre hallgat, sajnos a megerősített együttműködéssel létrehozott ügyészségnek pont az a rákfenéje, mint az adóversenynek: azon országok, amelyek nem működnek együtt a többiekkel, a rendszer kijátszására alkalmas kiskaput hoznak létre. Az európai áfacsalásokat ezek után Németország, Franciaország helyett az eddigieknél is nagyobb arányban Magyarországon vagy Lengyelországon keresztül hajtják majd végre. Magyarország lépésről lépésre az EU adózási fekete lyukává változik. Elengedhetetlen, hogy az EU következő hosszú távú költségvetésében, a támogatások az EPPO határkörét képezzék, hiszen csak így lehet biztosítani az alapszerződésben vállalt kötelezettség teljesítését. A magyar kormány is alá fogja magát vetni az EPPO hatáskörének, ha az európai pénzekhez csak úgy juthat hozzá.

  Κώστας Μαυρίδης (S&D), γραπτώς. – Ως ΕΕ το κοινό μας μέλλον και συμφέρον περιλαμβάνει κοινή άμυνα των εξωτερικών μας συνόρων και σύγκλιση των οικονομιών μας. Όμως στον πυρήνα των συμφερόντων μας υπάρχουν οι βασικοί κανόνες δικαίου βάσει των αρχών και αξιών του πολιτισμού μας. Με αφετηρία τη Συνθήκη της Ρώμης πριν 60 χρόνια, έχουμε διανύσει αρκετή πορεία με επιτεύγματα για τα οποία υπερηφανευόμαστε.

Υπήρξαν όμως στιγμές που η ΕΕ δεν στάθηκε στο ύψος των περιστάσεων. Ενδεικτικά, η πρόσφατη έκθεση του ΟΗΕ για τα Ανθρώπινα Δικαιώματα την περίοδο Ιουλίου 2015 - Δεκεμβρίου 2016 στις Ν/Α κουρδικές επαρχίες στην Τουρκία καταγράφει 30 πόλεις που επηρεάστηκαν με 2.000 θανάτους (μερικοί κάηκαν ζωντανοί), ενώ 350-500 χιλιάδες εκτοπίστηκαν, 1.800 πολυκατοικίες κατεδαφίστηκαν, στην πόλη Τζίσρε ολόκληρες γειτονιές αφανίστηκαν και υπό τον μανδύα έκτακτης ανάγκης ασκήθηκε κρατική τρομοκρατία με βασανισμούς και στερήσεις σε παιδιά μέχρι γέροντες. Ένα έγκλημα κατά της ανθρωπότητας συντελέστηκε από το καθεστώς Ερντογάν χωρίς κανένας να τιμωρηθεί. Όταν το έγκλημα ήταν σε έξαρση, ελάχιστοι ευρωβουλευτές ενημερώναμε με συνέδρια, βίντεο και φωτογραφίες απέναντι στην επίσημη σιωπή της ηγεσίας της ΕΕ. Σήμερα, με το συνεχιζόμενο έγκλημα παράνομης κατοχής ευρωπαϊκού εδάφους στην Κύπρο, με την πολιορκία 18 κουρδικών χωριών, η Κομισιόν επιδιώκει να αναβαθμίσει την Τελωνειακή Ένωση με την Τουρκία.

  Csaba Molnár (S&D), írásban. – Nemrég Jean-Claude Juncker, az Európai Bizottság elnöke öt fogásból álló menüsort mutatott be a hogyan továbbról. Az EU szabadkereskedelmi övezetté való silányulásától, a kétsebességes Európán át egészen a haladó föderális Európa képéig. A DK az ötödik megoldást, az Európai Egyesült Államok létrehozását támogatja. Orbán Viktor, Brexit és egyéb katasztrófák arra jók Európának, hogy folyamatosan megújuljon, az integráció mélyüljön. A következő állomás az Európai Egyesült Államok, közös kül- és gazdaságpolitikával, közös hadsereggel. Ez most történik, itt a szemünk láttára. Eldönthetjük, hogy csatlakozunk-e hozzá. Az Európai Egyesült Államok erősebbé tenne minket, visszahelyezne minket a világtérképre, kiaknázná a bennünk lévő potenciált.

Az egyesült Európában jobban és nagyobb biztonságban élnénk. Ha van egyesült Európa, le tudjuk győzni a globalizáció melléktermékét: a társadalmi egyenlőtlenséget. Lesz erőnk arra, hogy a piacgazdaságot mindenki, ne csak a kivételezett kevesek érdekébe állítsuk, növekedést indítsunk be. Az egyesült Európa egységet, nem pedig egyformaságot jelent. Nem jelent ez veszélyt ránk, éppen ellenkezőleg. Hiszem azt, hogy az egységes Európa szolgálja legjobban Magyarország érdekeit.

  Victor Negrescu (S&D), in writing. – The future of Europe is today at stake. Council meetings are good if the Member States’ representatives understand the importance of their actions and of those meetings. European citizens and the media expect the Declaration of Rome to bring major change, to restore their trust in the European Union, and to produce a proposal that will improve the functioning of the EU system. A lot of people are unhappy about how Europe is working today. I am telling them that this is due to the people now running the EU, namely right wing parties together with populists. We saw that in the votes for the European Parliament president. We need to democratise the European Union and we need a new plan and maybe a new concept. I am seeking a Europe closer to citizens, in which the European Commission is directly accountable for its actions to the people. Therefore I believe that the biggest and most important change we can make for the 2019 elections is to directly elect the Commission president.

  Tonino Picula (S&D), napisan. – Obilježavanje 60-te godišnjice od potpisivanja Rimskih ugovora kojima je ustanovljena, prilika je za raspravu kako u 21. stoljeću oblikovati EU – najvažniji projekt u ukupnoj europskoj povijesti. Pet mogućih scenarija koje je nedavno u EP-u predstavio predsjednik Komisije Juncker ne zatvara broj mogućih opcija, ali predstavlja širok okvir za buduće dogovore.

Na atmosferu i pravac rasprava sigurno će utjecati i dva važna događaja koji će se također dogoditi ovog ožujka: rezultati parlamentarnih izbora u Nizozemskoj i očekivana aktivacija članka 50. TEU-a o izlasku Ujedinjenog Kraljevstva iz EU-a.

Hrvatskoj, kao najmlađoj članici, najmanje odgovara koncept „Europe koncentričnih krugova” koji bi nam limitirao pogodnosti članstva.

  Evelyn Regner (S&D), schriftlich. – In den letzten 20 Jahren hat sich Europa zum reichsten Kontinent der Welt entwickelt. Die europäische Integration hat zu Wirtschaftswachstum, Stabilität und Frieden geführt. Dennoch: Die Griechenland-Krise, der Brexit oder der Umgang mit Geflüchteten haben gezeigt, dass wir in Europa vor ganz neuen Herausforderungen stehen. Die Menschen haben ihr Vertrauen in die Europäische Union verloren, und dieses Vertrauen müssen wir dringend zurückgewinnen. Wir sind uns einig: Die EU ist nicht fehlerfrei, aber das beste Instrument, das wir derzeit haben, um die aktuellen Herausforderungen zu bewältigen. Es muss sich trotzdem etwas ändern.

Mit dem Weißbuch über die verschiedenen Szenarien zur Zukunft der EU hat die Kommission eine notwendige Debatte angestoßen. Aber jetzt heißt es auch anpacken und Lösungen finden: Die EU muss künftig Garant für Steuergerechtigkeit und soziale Gerechtigkeit sein. Die ArbeiterInnenbewegung war immer schon eine internationale Bewegung. Die Möglichkeiten, die uns die EU auf internationaler Ebene gibt, die Interessen von ArbeiterInnen und Angestellten zu vertreten, sind einmalig in der Geschichte. Diese Möglichkeiten gilt es zu bewahren!

Die Unternehmen agieren schon lange international, und die werden es sich auch ohne EU richten. Aber gerade wir brauchen die Europäische Union als Mittel im Kampf für die Interessen von ArbeiterInnen und Angestellten.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. – La situación que atraviesa el proyecto europeo es demasiado crítica como para que la Comisión Europea, el gobierno europeo, se limite a plantear en su esperado Libro Blanco sobre el futuro de la UE una serie de escenarios, algunos de los cuales no debieran haberse presentado porque son una vuelta atrás inaceptable. Europa no puede ser de nuevo un mercado único y nada más, sin ciudadanía europea, sin políticas comunes y sin los programas de cohesión territorial que han llevado a países como el nuestro a la senda de la modernidad, el bienestar y el progreso económico. Los socialistas consideramos imprescindible desarrollar un pilar social en la UE, que responda a las necesidades más urgentes de los ciudadanos golpeados por la crisis —especialmente en el Sur de Europa—, que establezca un salario mínimo europeo y un suelo común de condiciones laborales dignas. Queremos profundizar en la unión económica y monetaria, lanzar una política expansiva y reforzar nuestra lucha contra el fraude y la evasión fiscal. Quizás, en el contexto actual, la mejor solución para alcanzar nuestros objetivos sea la planteada hace unos días en Versalles, la de la Europa a distintas velocidades. Una Europa flexible, sí, pero con alma social.

  Alfred Sant (S&D), in writing. – In the first 30 years of its existence, the EU achieved most of its aims, especially that of securing peace in Western Europe through economic integration. In its second 30 years, the EU went for enlargement and deepening. This has led to stagnation and semi-paralysis. The new structures of unity and control that were created have proven unable to cope with political, economic and demographic turmoil. Now, millions of people in the EU feel completely disconnected with – or hostile to – the European project. Their expectations of ever increasing security and wellbeing were undermined by austerity and by policies that fail to respond to their life priorities. Meanwhile, economic and social divergences within the Union have grown. The Rome declaration should recognise this reality, not simply recast the rhetoric that made sense in the first half of the Union’s existence to Europe’s present and future challenges. Internally, the European project has become a transfer union that follows the pulls and pushes of neoliberal guidelines. A new, huge political effort of consolidation must first be undertaken to correct the existing regional and national imbalances. Only then would the EU be able to regain the momentum of its first 30 years.

  Ivan Štefanec (PPE), písomne. – Európa sa nachádza na križovatke a musíme sa rozhodnúť, ako ďalej. Reforma fungovania Európskej únie nie je možná bez zapojenia širokej verejnosti a preto vítam, že Európska komisia ponúkla päť možných scenárov, ako má naša spoločná budúcnosť vyzerať. Pri rozhodovaní o jej výslednej podobe musíme vždy myslieť predovšetkým na občanov a spoločné dobro. Z hľadiska záujmov Slovenska a celého stredoeurópskeho priestoru by nebolo dobré, ak by prevážil scenár dvojrýchlostnej Európy. Tento model by prehĺbil existujúce rozdiely a zaviedol nové bariéry na vnútornom trhu. Scenár, ktorý počíta s de facto federalizáciou, by zasa priniesol spoločné rozhodovanie aj do oblastí, ktoré patria do výhradnej kompetencie členských štátov. Napríklad rodinná politika, kultúra a vzdelávanie. Potrebujeme usporiadanie, ktoré nám umožní sústrediť sa na témy, ktoré prinášajú našim ľudom a firmám konkrétne výsledky. Je to hlavne digitalizácia, energetika a bezpečnosť. Najmä v digitalizácii musíme zabrať, pretože iné časti sveta nás postupne dobiehajú. Ak tento vlak nestihneme, druhý už nepôjde. Všetkých päť scenárov vnímam ako podnety na diskusiu o tom, kde chceme Slovensko a Európu vidieť o päť či o štyridsať rokov pri oslavách stého výročia Rímskych zmlúv. Nech sa naplní ktorýkoľvek z nich alebo ich kombinácia, platí, že Európa bude silná, len ak bude súdržná.

  Adam Szejnfeld (PPE), na piśmie. – Zbliżająca się 60. rocznica podpisania traktatów rzymskich (z 25 marca 1957 r.) to odpowiedni czas, aby zastanowić się nad przyszłością Europy. Unia Europejska bowiem oraz jej państwa członkowskie są obecnie świadkami bezprecedensowych wyzwań: Brexit, problem uchodźców, spowolnienie po kryzysie finansowym, kryzys demograficzny, brak konkurencyjnego i sprawnie funkcjonującego rynku wewnętrznego, a przede wszystkim gwałtowny wzrost ruchów nacjonalistycznych i siły partii politycznych, które kwestionują dalsze istnienie Unii Europejskiej. Zarówno konkluzje z posiedzenia Rady Europejskiej, jak i opracowywana obecnie deklaracja rzymska mają na celu wskazanie drogi do rozwiązania części z tych problemów.

Dokumenty te jednoznacznie wskazują na możliwość różnicowania tempa integracji i nawiązywania intensywniejszej współpracy przez grupy krajów w niektórych dziedzinach. Ważne jest jednak, aby pewna elastyczność była możliwa jedynie w ramach obowiązujących traktatów. Jednocześnie tzw. Unia dwóch prędkości nie może wykluczać żadnego z państw, które zechciałoby później przystąpić do takiej współpracy.

Obawiam się, że Unia wielu prędkości może spowodować całkowitą marginalizację niektórych państw przy jednoczesnym niewielkim pozytywnym wpływie na Wspólnotę jako całość. Unia podziałów i segregowania państw na lepsze i gorsze nigdy nie przyniosła pozytywnych skutków, dlatego wierzę, że zamiast Unii wielu prędkości Unia będzie się rozwijać przy wsparciu i udziale wszystkich swoich państw członkowskich.

  Miguel Viegas (GUE/NGL), por escrito. – A crise do processo de integração capitalista europeu é indissociável, por um lado, da crise mais geral do capitalismo e, por outro lado, das características matriciais e dos objetivos do próprio processo.

Numa altura em que passam sessenta anos sobre a assinatura do Tratado de Roma, o tratado constitutivo da Comunidade Económica Europeia (CEE) e da Comunidade Europeia da Energia Atómica, a CEE/UE conhece hoje a mais grave crise da sua existência. Pela sua profundidade e persistência, esta crise leva a que, pela primeira vez, se admita abertamente a possibilidade de a integração dar lugar a uma desintegração – de que a saída do Reino Unido, o chamado Brexit, será já expressão.

Ao contrário do que alguns se empenham em fazer crer, esta crise não resulta de fatores conjunturais. As raízes fundas da crise mergulham na natureza (capitalista) do processo de integração. Os eventuais saltos em frente, sem alterar esta matriz, irão apenas aprofundar a crise. O que a Europa e os seus povos reclamam, não é mais do mesmo, é antes um projeto de rutura com esta UE, visando a construção de um outro modelo de desenvolvimento, uma Europa dos povos de cooperação e desenvolvimento que respeita a soberania de cada Estado.

  Bogdan Andrzej Zdrojewski (PPE), na piśmie. – Po pierwsze, chciałbym gorąco pogratulować panu Donaldowi Tuskowi przedłużenia mandatu przewodniczącego Rady Europejskiej na drugą dwuipółletnią kadencję. Poparcie, jakim go obdarzono, wskazuje na jednoznacznie pozytywną ocenę jego działania do tej pory, mimo pewnych dziwacznych prób podważania tego dorobku. Jednak teraz należy skupić się na problemach, które przed nami.

Rada z zadowoleniem przyjęła ustalenia Rady do Spraw Zagranicznych z 6 marca, które są pozytywnym krokiem na drodze ku wzmocnieniu współpracy obronnej. Przyjęto notę koncepcyjną na temat utworzenia Unijnego Sztabu Dowodzenia Operacjami Wojskowymi, co pomoże lepiej skoordynować działania państw UE w ramach WPBiO. Wezwano także do utworzenia PESCO, czyli stałej współpracy strukturalnej, która byłaby platformą dla wspólnego planowania i działań wojskowych państw UE. Uruchomiono także prace nad stworzeniem skoordynowanej dorocznej rewizji zdolności obronnych, co pomoże w lepszym definiowaniu luk w zdolnościach sił zbrojnych państw UE i zaplanowaniu ich likwidowania.

Te działania są niemal krokami milowymi w porównaniu do stanu współpracy obronnej sprzed kilku lat. W końcu mamy o czym rozmawiać w tej sferze. Ważne także, że wreszcie doceniono wartości gospodarcze i komercyjne przemysłu obronnego. Chciałbym także wyrazić zaniepokojenie sytuacją na Bałkanach Zachodnich. Mam nadzieję, że wysiłek mający na celu bliższą integrację Bałkanów z UE nie zostanie zmarnotrawiony.
