  Cláudia Monteiro de Aguiar, Autora. – Senhor Presidente, agradeceria em primeiro lugar aos colegas que apoiaram esta minha proposta e que nos permitiu aqui hoje estarmos a debater a neutralidade dos sistemas de reservas das companhias aéreas e a restrição do acesso às informações de voo.

Assistimos hoje a práticas que violam a legislação atual sobre o código de conduta para os sistemas informatizados de reserva, código que tem por objetivo, como sabemos, a prevenção de abusos em matérias de concorrência e a garantia de prestação de informações neutrais aos consumidores. Assistimos também a práticas que restringem o acesso às informações de voo, aos motores de busca e às agências online. Limita-se a possibilidade da comparação dos preços. No final, são os consumidores que saem penalizados com menos opções de voos e veem acrescidos os custos dos bilhetes.

A referência, hoje, é a Lufthansa, que desde 2015 aplica uma taxa de 16 euros na compra de bilhetes fora do seu próprio website. A partir de novembro, serão a British Airways e a Ibéria a aplicar uma taxa adicional de 9,50 EUR. A Comissão está, desde julho de 2015, a analisar várias denúncias efetuadas por associações do setor do turismo e viagens.

Passaram dois anos. Caros Colegas, Senhor Comissário, não foi apresentada qualquer resposta nem houve nenhuma ação. Cabe à Comissão garantir o direito dos consumidores e dos viajantes europeus e obviamente estas práticas põem em causa a liberdade de escolha do consumidor. Não podemos admitir numa Europa a 28 um peso e duas medidas.

Senhor Comissário, não podemos esperar mais dois anos. Está ou não a Lufthansa a violar o Direito da União? Quando é que a Comissão vai pôr termo a estas práticas ilegais das companhias aéreas? E, por favor, faça-nos o ponto de situação relativamente a estas queixas que chegaram à Comissão em 2015.

  Christos Stylianides, Member of the Commission. – Mr President, first of all I would like to thank the Honourable Members who put forward these questions. I am taking the floor on behalf of my colleague, Commissioner Bulc, who unfortunately has had to return to Brussels.

There are three important questions being asked in relation to ticket distribution in the airline sector and the charges that can be incurred by the travelling public. These questions address concerns about the consumer’s access to unbiased travel information and the possibility to freely compare and use different distribution channels. The Commission is aware that the Lufthansa Group has added a so—called ‘distribution cost charge’ on tickets purchased through computerised reservation systems, while allowing travel agencies to book tickets for several cooperating airlines directly on the airline group’s own platform without any surcharge being added. We also know that other airlines have announced that they intend to do the same.

The Commission has received four complaints against the introduction of these distribution cost charges. The complainants consider the airline’s own platform to be a CRS (central reservation system) and claim that, as such, it should comply with Regulation No 80/2009. This is a complex case and the Commission investigations are still ongoing on the basis of the regulation.

In the Aviation Strategy adopted in December 2015 at the initiative of Commissioner Bulc, the Commission considered that the EU rules governing airline ticket distribution might no longer entirely reflect market reality and that several evolutions should be taken into account when considering whether the legislation remains appropriate: first, the engagement of airline ownership in the CRS; second, increased access to the internet; third, the development of alternative distribution channels; fourth, the regulation of CRS in other geographical markets.

The Commission is carrying out a comprehensive evaluation of a regulation on common rules for the operation of air services in the EU. The regulation includes provisions on price transparency. We have also launched an evaluation of the regulation establishing a code of conduct for CRS systems. The results of those two evaluations are expected next year. They will not only assess the performance and effects of its provision, but also pay specific attention to the technological changes and challenges in the market. These evaluations will allow the Commission to determine whether EU action is needed to continue to guarantee that EU consumers have adequate access to travel services and unbiased travel information.

  Wim van de Camp, namens de PPE-Fractie. – Meneer de voorzitter, dank u zeer. Ik dank ook de commissaris voor zijn antwoord in eerste termijn op de vragen van mijn collega Cláudia Monteiro. Voorzitter, het is een bekend feit dat de EVP-Fractie de Europese luchtvaart een warm hart toedraagt. Wij hebben de luchtvaartstrategie hier behandeld onder leiding van collega Pavel Telička en we zijn op dit moment bezig met de bilaterale luchtvaartverdragen, allemaal om de Europese luchtvaartindustrie verder te helpen.

Ik vind wel dat daar wat tegenover moet staan. Zeker als het gaat over de bescherming van de consument. De commissaris zei het al: we hebben een verordening uit 2009 en sinds een paar jaar wordt die door een grote speler op dit veld niet meer toegepast, en dat vinden wij jammer. Het gaat hier om transparantie voor de consument. Het gaat hier om objectieve prijsinformatie. Maar het gaat niet alleen over de consument, het gaat ook over de reisbureaus en de reisagentschappen. Het feit dat de commissaris nu bepaalde acties aankondigt – ja, ik moet bijna zeggen, het is het gebruikelijke antwoord van DG MOVE: “We zijn ermee bezig. Het kan nog even duren, maar u wordt t.z.t. geïnformeerd.”

Wat ik niet begrijp, is dat in de tussentijd die luchtvaartmaatschappijen niet op de vingers worden getikt. Ik bedoel, wij kunnen hier wel praten met DG MOVE en de plaatsvervangend commissaris voor Verkeer en Transport, maar we willen toch graag daden zien. Kan er nou niet op korte termijn eens even met die grote Duitse luchtvaartmaatschappij worden gesproken? Dank u zeer. O nee, ik heb nog een minuut. Volgens mij was dit het, dank u wel.

  Isabella De Monte, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, signor Commissario, la protezione dei consumatori e la sana concorrenza sono principi fondamentali ed essi devono essere rispettati, anche quando si parla di aviazione e di biglietti aerei.

La distribuzione e il marketing sono sempre più digitali e la quantità di informazioni disponibile rende difficile per l'utente comparare prezzi e offerte. Sappiamo che alcune compagnie aeree applicano rincari di 16 euro se il biglietto non è acquistato direttamente dal loro sito o dal loro centro prenotazioni e ciò causa discriminazione e aumenti indiretti delle tariffe.

La Commissione sta pensando a una revisione del regolamento (CE) n. 80/2009, che tutela gli utenti dagli abusi nella distribuzione dei biglietti aerei. C'è quindi un'opportunità d'oro di rafforzare le regole esistenti per far sì che i consumatori possano fare scelte informate basate su dati attendibili.

E, per concludere, le regole sulla trasparenza sono di vitale importanza per la scelta consapevole del consumatore.

  Pavel Telička, on behalf of the ALDE Group. – Madam President, well I’m sorry Commissioner that it is you and that you have to listen to my remarks, as I know it is not your portfolio, but I need to say that I’ve been living in an illusion. I thought that we have an internal market, that we want to foster the internal market, and that we want transparency and neutrality. However, at the same time we have one carrier that will introduce a EUR 16 surcharge, which in reality means EUR 32, and I wonder why? Extra costs since it goes via different web portal? What does it mean? I, as a consumer, will pay EUR 32 more. Is there any justification?

Secondly, if I am a well-informed consumer of course I will not choose any other than the Lufthansa website. So this is a serious issue that we have known about for two years. For one year it has been under investigation by the Commission with zero results, and I need to say, Commissioner, that unfortunately your reply is completely dissatisfactory.

I really wonder whether there is a lack of cooperation among the stakeholders of the company which means that we don’t have a decision yet. If so, which are the ones that are not cooperating? Is it because you know there is no case at all? We should know; there should be a decision if there is no case at all after one year and if the rules are insufficient. What is it that doesn't really work? What are the rules?

Or is it maybe, without any disrespect, is it because it’s Lufthansa? We really need other carriers to do the same so that we can really investigate and pursue the issue of the case. We’ve been discussing in this plenary with a good understanding with the Commission; we want to proceed with integrated ticketing, which means dismantling barriers, but this is exactly the opposite. So I must say, Commissioner, please pass on the message to my good friend Commissioner Bulc that this is insufficient. I would be ready, with my staff, to investigate it within a few weeks because the case is crystal clear.

  Kosma Złotowski, w imieniu grupy ECR. – Szanowna Pani Przewodnicząca! Coraz większa popularność latania wynika w dużej mierze z możliwości prostego i szybkiego rezerwowania biletów. Istniejące otwarte globalne systemy dystrybucji pozwalają wybierać najlepsze oferty dzięki opcji porównywania cen za bilet na tej samej trasie u różnych przewoźników. Oznacza to ogromne korzyści, w tym przede wszystkim faktyczne oszczędności przy planowaniu podróży.

Z punktu widzenia konsumenta wprowadzenie dodatkowych opłat za korzystanie z porównywarek cen czy usług agentów sprzedających bilety różnych linii oznacza dostęp do mniejszej oferty oraz wyższe ceny biletów. Można uznać, że taka opłata ma charakter dyskryminacyjny i niepokojąco brzmią zapowiedzi jej wprowadzenia przez kolejne linie lotnicze. Również praktyki linii lotniczych z państw trzecich w tym obszarze noszą znamiona nieuczciwej konkurencji.

Cieszę się, że wreszcie Komisja zauważyła problem, chociaż skargi na to rozwiązanie pojawiły się już dwa lata temu, gdy Lufthansa wspomnianą opłatę wprowadziła. Mam nadzieję, że pan komisarz przyjrzy się temu i zbada tę sprawę dokładnie.

  Κωνσταντίνα Κούνεβα, εξ ονόματος της ομάδας GUE/NGL. – Κυρία Πρόεδρε, αναρωτιέμαι: τι άλλο πρέπει να γίνει για να δράσει επιτέλους η Γενική Διεύθυνση Ανταγωνισμού; Η πρόσθετη χρέωση που αυθαίρετα αποφάσισε να επιβάλει το 2015 η Lufthansa επιβαρύνει υπερβολικά τους επιβάτες και ταυτόχρονα τους εκβιάζει, γιατί, αν οι επιβάτες θέλουν να αποφύγουν την πρόσθετη χρέωση, πρέπει να κάνουν κράτηση μέσω της δικής της πλατφόρμας χωρίς να μπορούν να κάνουν σύγκριση τιμών. Αν αυτό δεν είναι ο ορισμός του μονοπωλίου και του αθέμιτου ανταγωνισμού, τότε τι είναι; Γιατί λοιπόν η Επιτροπή, εδώ και δύο χρόνια, κάνει τα στραβά μάτια σε αυτόν τον μονοπωλιακό εκβιασμό σε βάρος των καταναλωτών, των ταξιδιωτικών πρακτόρων, του τουρισμού και όλου του κλάδου των μεταφορών;

  Jakop Dalunde, för Verts/ALE-gruppen. – Fru talman! Vi diskuterar nu flyget och hur konsumenter inte får den information som de förtjänar. Jag tänkte också lyfta in klimataspekten i denna fråga. Återigen hamnar kunder i kläm på grund av girighet från flygbolagen. Att ta ut oskäliga avgifter för att konsumenten inte bokar biljetten på flygföretagets egen webbplats är inte okej. Det här sätter också fokus på frågan om vilken information konsumenterna har rätt till. För oss gröna är det självklart att alla konsumenter har rätt till tydlig och fullständig information om vilka priser som gäller när man bokar sin resa, och denna information ska vara tillgänglig från första steget, oavsett vilken plattform man använder för att boka resan. Bolagen ska inte heller få ta ut oskäliga avgifter för påhittade kostnader.

Klimatet kan också vinna på mer information. Vad menar jag med det? Jo, information om vilken effekt flygresorna har på klimatet är ett viktigt komplement till ekonomiska styrmedel för att kunden ska kunna fatta kloka beslut om sitt resande. Mellanlandningar är ett exempel på någonting som ökar klimateffekten, och vilken typ av flygplan ett flygbolag använder gör också skillnad. Vi tycker att det är viktigt det regelverk som denna fråga handlar om ger konsumenten tydlig information för att kunna fatta sina beslut. Vi gröna vill utvärdera regelverket för att ge skydd åt Europas konsumenter och stöd för att de ska kunna fatta kloka och klimatsmarta beslut.

  Elżbieta Katarzyna Łukacijewska (PPE). – Pani Przewodnicząca! Postęp technologiczny, rozwój usług internetowych, a także dostępne rozwiązania mobilne pozwalają konsumentom na zakup online dogodnego dla siebie biletu lotniczego, a kluczową rolę podczas procesu rezerwacji stanowi rzetelna i wiarygodna informacja o końcowej cenie biletu, a jego finalny zakup zawsze jest poprzedzony – jak pokazuje praktyka, ale także zdrowy rozsądek – porównaniem cen biletów pomiędzy różnymi alternatywami. Doliczanie dodatkowych opłat przy zakupie z wykorzystaniem globalnych systemów dystrybucyjnych, a także brak rzetelnej informacji po pierwsze stanowi nieuczciwą konkurencję, a po drugie narusza prawa pasażerów i nic nie tłumaczy tego typu praktyk stosowanych przez niektóre linie lotnicze.

Tak samo jak trzy tygodnie temu apelowaliśmy tutaj na tej sali o egzekwowanie praw pasażerów Ryanaira, których loty zostały odwołane, tak samo dzisiaj apelujemy za pośrednictwem pana komisarza Stylianidesa do pani komisarz Bulc o podjęcie decyzji, ale nie decyzji, której podejmowanie będzie trwało dwa lata albo więcej lat, tylko decyzji szybkiej, na którą czekają pasażerowie i mieszkańcy Unii Europejskiej. Zwracamy się o dokładne zbadanie sprawy chociażby w kontekście rozporządzenia w sprawie kodeksu postępowania dla komputerowych systemów rezerwacji.

  Claudia Țapardel (S&D). – Doamnă președintă, domnule comisar, dragi colegi, deși vorbim de doi ani despre această practică, timp în care mai multe sesizări au fost înaintate Comisiei, inclusiv de către mine, avem zero soluții și acțiuni concrete, iar numărul companiilor care restricționează accesul la informație este în creștere.

Într-o economie globalizată și tot mai digitală, practici restrictive, precum introducerea de taxe suplimentare pentru rezervarea biletelor prin agenții sau platforme online sunt ilogice și perdante. În secolul al XXI-lea, consumatorii au dreptul să fie pe deplin informați cu privire la serviciile pe care le achiziționează și să poată face o comparație între tot ceea ce este disponibil pe piață, iar aceste schimbări trebuie să se reflecte inclusiv în modelul de business al companiilor.

Ca membru în Comisia pentru transporturi și copreședintă a Intergrupului pentru turism îmi doresc ca aviația europeană să devină o poveste de succes, mai ales în contextul competiției acerbe cu alte regiuni și state terțe. Dar acest succes se poate realiza doar prin menținerea unor standarde înalte pentru consumatori, standarde care încep cu accesul la informație și posibilitatea alegerii celei mai bune oferte în baza raportului preț, buget disponibil, orar de zbor și timp economisit.

  Izaskun Bilbao Barandica (ALDE). – Señora presidenta, en asuntos como este, señor comisario, es en los que la Comisión y las instituciones europeas nos jugamos nuestra credibilidad.

Estamos ante empresas que se asocian para impedir el normal funcionamiento de los negocios 2020, como los distribuidores globales de billetes o los comparadores de precios. Ambos se basan en crear valor analizando datos públicos que están en internet, como son los precios y trayectos de las líneas aéreas, y crear un nuevo servicio útil y muy barato para el usuario.

Frente a este tipo de iniciativa de la economía digital, varias aerolíneas se asocian con el fin exclusivo de construir una posición dominante y abusar de ella, sin ofrecer, además, ningún nuevo servicio, ventaja o descuento a sus propios clientes.

Esta especie de arancel es, en mi modesta opinión, un ataque a los derechos de los consumidores, pero además es incompatible con la libre competencia y letal para los emprendedores que, sobre la base del conocimiento, la innovación y la imaginación, crean valor donde no lo había.

Por eso, para garantizar la salud del mercado interior y, especialmente, para proteger nuestra principal fuente de riqueza y empleo, abogo por aplicar medidas ejemplares para impedir este tipo de prácticas. Pero de manera inmediata, señor comisario. Hoy no hemos tenido la respuesta que esperábamos.

  Bronis Ropė (Verts/ALE). – Lėktuvų bilietų kainodaros manevrai ir jų įsigijimo per skirtingas rezervavimo sistemas ypatumai neretai kelia nuostabą vartotojams. Todėl naujų papildomų mokesčių įvedimas tikrai nepalengvins kelionių planavimo ir bilietų įsigijimo procesų. Jeigu vis daugiau oro bendrovių pradės įvedinėti mokesčius už bilietų platinimą per kitas jų nekontroliuojamas sistemas, keleiviai ne tik susidurs su bilietų kainų augimu, bet ir iš esmės praras teisę laisvai lyginti ir naudotis įvairiais platinimo kanalais. Taip pat kelia nerimą informacija, kad trečiųjų šalių oro vežėjai vis dažniau kainų palyginimo svetainėse nusprendžia pateikti nepilną informaciją apie savo skrydžius, versdami keleivius pasirinkti brangesnius ir ne visada patogesnius jungiamuosius skrydžius.

Europos Komisija turi imtis priemonių, kad vartotojai būtų apsaugoti nuo tokių abejotinų oro vežėjo iniciatyvų bei būtų užtikrintas bilietų platinimo kanalų skaidrumas.

  Deirdre Clune (PPE). – Madam President, I say to the Commissioner: transparency in whatever market ultimately benefits consumers and increases market efficiency. It is very important – and has been a long-established goal of this Parliament – to enhance knowledge of consumer rights, to strengthen the enforcement of those rights and to integrate consumers’ interests into key sectoral policies.

We need to empower consumers through access to choice, information and awareness of their own rights. And the fair and open competition in the EU’s aviation sector has always been to the ultimate benefit of the consumer.

Parliament here has been one of the strong and key components of Europe’s open and connected aviation market. Regulation 80/2009 and the code of conduct for computerised reservation systems oblige all systems to be neutral and the owners not to discriminate.

These rules have all helped to facilitate the transition from an aviation market that had minimum competition and high prices to a market today where many consumers can afford to fly thanks to more choice and to more transparency. And large airlines have a strong market position. They then have the power to charge higher prices, which is only compounded by a lack of transparency. And for the same reasons there is also a vested interest for these large airlines to limit price market transparency.

So we need answers, I, like others, am frustrated at the time it is taking to come to a conclusion on this matter. But we need to know – yes or no – whether it is in contravention: whether or not it is giving consumers the entitlements to which they are obliged.

  Olga Sehnalová (S&D). – Paní předsedající, opatření, která ztěžují internetovým stránkám srovnávání cen letenek, zavedli v poslední době nejen dopravci z Evropské unie, ale i ze třetích zemí. Dodatečné poplatky za prodej letenek prostřednictvím jiných distribučních systémů značně omezují cestující, kteří kvůli tomu nemohou správně porovnávat ceny letů u všech leteckých společností. Všichni cestující musí mít možnost vybrat si svobodně a transparentně tu nejvýhodnější nabídku, tak jak to upravuje nařízení o kodexu chování pro používání počítačových rezervačních systémů. Je potřeba chránit zájmy spotřebitelů a zajistit, aby rezervační systémy nabízely informace nestranně. Komise by proto měla pravidelně sledovat, jestli nedochází k diskriminačním postupům prostřednictvím počítačových rezervačních systémů, a v případě, že zjistí porušení pravidel, by měla proti těmto praktikám leteckých společností jednoznačně a rychle zasáhnout. Takové vyšetřování ale nemůže trvat nekonečně dlouho.

  Henna Virkkunen (PPE). – Arvoisa puhemies, matkailu on nimenomaan yksi niistä aloista, joka on hyvin nopeasti muuttunut internetin ansiosta, ja yhä suurempi osa muun muassa juuri lentolipuista varataan nyt suoraan internetin kautta.

Kuluttajien kannalta se on tarkoittanut merkittävää parannusta aikaisempiin aikoihin. Juuri nämä monet syntyneet uudet palvelut, joissa pystytään vertailemaan lentolippujen hintoja, ovat hyödyttäneet sekä kuluttajia että ilman muuta myös lentoyhtiöitä, koska kuluttajat ovat voineet verrata muun muassa hintoja, nopeutta ja erilaisia reittivaihtoehtoja ja myös lentoyhtiöt ovat pystyneet täyttämään paikkansa tehokkaammin ja löytäneet ehkä sellaisia asiakkaita, jotka muuten eivät olisi tuota yhtiötä valinneet.

On ihan selvää, että tällaiset digitaaliset palvelut eivät voi pyöriä, elleivät kaikki ketjun osapuolet saa omaa ansiotaan oikeudenmukaisesti tuosta ketjusta. Sen vuoksi on tärkeää, että Euroopan parlamentti ja Euroopan unioni huolehtivat siitä, että meillä on reilu kilpailuympäristö ja riittävästi läpinäkyvyyttä ja avoimuutta ja että määräävää markkina-asemaa ei käytetä esimerkiksi sillä tavalla, että asetetaan epäreiluja sopimusehtoja.

Tässä uudessa tilanteessa on todella tärkeää, että komissio käy nyt huolellisesti läpi syntyneet käytännöt. Tiedämme, että toisaalta lentolippujen jakelua ovat dominoineet muutamat isot GDS-jakeluyhtiöt ja nyt myös lentoyhtiöt ovat kehittäneet omia järjestelmiään ja avoimia standardeja, jotka mahdollistavat, että niihin pääsevät entistä tehokkaammin mukaan myös muut yhtiöt ja jakelukanavat. Koko ala on digitalisaation seurauksena nyt isossa muutoksessa ja on tärkeää, että varmistamme reilun kilpailuympäristön.

  Петър Курумбашев (S&D). – Г-жо Председател, уважаеми г-н Комисар, първо искам да отбележа, че е забележителна практика комисарят по хуманитарна помощ да отговаря по транспортни въпроси и може би си струва като цяло Европейската комисия да преразгледа тази практика.

Забележително е също така, че след 2 години Европейската комисия е успяла да отбележи факта, че въведената от Луфтханза практика, трябва да се разследва. Знаете ли, че и други авиокомпании, които не са в Европейския съюз, са готови да подготвят такава практика, както вече и някои хотелски вериги? Смятате ли че има неутралност на информацията и на резервационната система? Аз Ви казвам, че няма. Действието на тази авиокомпания подобрява ли конкуренцията? Аз Ви казвам, че не подобрява. В полза ли е на малките и средни предприятия, на малките пътнически агенции това действие? Аз Ви казвам, че не е. В полза ли е на потребителите? Аз Ви казвам, че не е. В полза ли е на единния цифров европейски пазар? Аз отново Ви казвам, че не е. И Ви моля за Ваш ясен отговор, както и за ясно изявление от страна на г-жа Булц.

  Róża Gräfin von Thun und Hohenstein (PPE). – Madam President, I agree with Mr Telička that it is really high time that we discuss this issue in the plenary session, and I thank all colleagues and all Members who brought up this question. It is extremely important for consumers and for a well—functioning digital single market to have neutral, independent access to the search systems of air transport services. The consumers cannot be discriminated against online, and their choice of best offers cannot be restricted by business models. Transparency and neutrality in the search for flights increased competition and made travel within the EU affordable for many Europeans.

We should therefore protect and promote this, and I appeal to the European Commission to undertake all possible efforts to protect the transparency and neutrality of searches and of free competition in the aviation market.

We will continue a discussion on this subject in our working group on the digital single market, which I chair, and precisely during our next meeting on 22 November, and you are all invited to join us. But let us not forget that this is not the only problem that consumers encounter when booking flights. They are often geo-blocked and have to pay a higher price because of their place of residence, or – to put it more precisely – because of the temporary location based on their IP address. This must not take place in our single market.

We are now working on the geo-blocking regulation, and this regulation will enable us to get rid of this kind of discrimination – at least on independent distribution channels, I am sure. I really do hope that we will be able to reach an agreement on this with the Estonian Presidency very soon.

  Stanislav Polčák (PPE). – Paní předsedající, já chci říci, že si samozřejmě velmi vážím leteckých dopravců, nicméně to, co je předmětem současné rozpravy, ve mně vyvolává velké obavy.

Pokud připustíme tento princip, že bude porušována neutralita informací, a to beztrestně, bez zásadního dohledu ze strany příslušného GŘ MOVE, tak si myslím, že to je skutečně skandální. Měli bychom trvat na dodržování pravidel, a pokud jsou spotřebitelé tlačeni k určitému způsobu chování, tak se podle mého názoru jedná o nekalou soutěž. Jedná se o porušování pravidel hospodářské soutěže. Spotřebitel má právo na úplné informace a ne, že se po nich má pídit jen určitou zvolenou formou a cestou. Myslím, že k tomu bylo řečeno již poměrně hodně.

Já si myslím, že nejdůležitější je, aby v Evropské unii platil princip padni komu padni. Pokud je tento princip porušován, tak to skutečně vyvolává zásadní otázky, zdali platí rovnost práv v Evropské unii.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, κατά τη διάρκεια της προηγούμενης συνόδου εδώ είχαμε συζητήσει για τη Ryanair. Η κατάσταση που είχε δημιουργήσει ήταν απαράδεκτη. Τώρα λοιπόν συζητούμε για τη Lufthansa, η οποία επιβάλλει ειδικό τέλος 16 ευρώ, αν η αγορά του εισιτηρίου δεν γίνει από το δικό της ιστότοπο. Είναι προφανές ότι έχουμε μία παραβίαση του δικαίου των καταναλωτών. Είναι προφανές ότι πρόκειται για αθέμιτο ανταγωνισμό αλλά κυρίως, κύριε Στυλιανίδη, εγώ θεωρώ ότι είναι εκμετάλλευση της δεσπόζουσας θέσης που έχει η Lufthansa στην αεροπορική αγορά. Διότι πρόκειται για μία τεράστια, για μια πολύ μεγάλη εταιρεία. Επομένως, πρέπει να κινήσετε τις αντιμονοπωλιακές διαδικασίες, διότι μόνο έτσι θα καταλάβει. Επιπλέον, θέλω να ερευνήσετε και το εξής: η Lufthansa είναι και μέτοχος στη Fraport. Η Fraport είναι μια τεράστια εταιρεία που διαχειρίζεται το αεροδρόμιο της Φρανκφούρτης και έχει αρπάξει και τα 14 περιφερειακά αεροδρόμια στην Ελλάδα, ενώ έχει και άλλα αεροδρόμια συνολικά. Γίνεται λοιπόν μια συνεργασία της Fraport με τη Lufthansa και ενισχύεται έτσι η δεσπόζουσα θέση της στην αεροπορική αγορά. Να πάρετε μέτρα για το θέμα αυτό, σας παρακαλώ.

  Christos Stylianides, Member of the Commission. – Madam President, I would like to thank our colleagues for their contribution to this very interesting debate just now. Colleagues, I understand your concerns and I can promise you that I will make sure to relay all these concerns to my colleague, Commissioner Bulc. As I said on behalf of my colleague in my opening remarks, the Commission is currently investigating the four complaints received, so I would not like to say anything which might prejudice the outcome. I note your concerns and your criticism, which will be very constructive as we continue to evaluate the regulation, in particular as we evaluate the provision on price transparency.

Our debate here this evening has been useful and informative as we try to find a way forward in order to ensure that consumers are treated fairly and continue to benefit from safe and convenient transport. In conclusion, let me assure you that the interests of the travelling public are what is driving the Commission’s work in this area.

  Andor Deli (PPE), írásban. – Az, hogy egyes légitársaságok 18 eurós pluszdíjat számolnak fel abban az esetben, ha nem a légitársaság által ellenőrzött foglalási rendszeren keresztül vásárolnak jegyet az utasok, negatív hatással van nemcsak az utasokra, hanem hosszú távon az európai légi közlekedésre is. Hiszen ez a lépés a szabad versenyt és az egységes piac vívmányait fenyegeti a repülés-tájékoztatás korlátozása pedig jelentősen sérti az utasok szabad választáshoz való jogát.

A probléma nem új keletű, az utankénti 18 eurós díjat az egyik legnagyobb légitársaság-csoport már két évvel ezelőtt bevezette. A Bizottság pedig ugyan elkezdett vizsgálódni, de két év alatt sem jutott előrébb. Úgy gondolom, hogy az ilyen piackorlátozó jelenségek ellen határozottabb fellépésre van szükség. Nap mint nap tapasztalhatjuk, hogy a közúti közlekedés terén tapasztalható nemzeti protekcionista intézkedések mekkora károkat okoznak. Ezért idejében kell reagálni annak érdekében, hogy elkerüljük az egységes európai piac csorbulását a légi közlekedés terén.
