Control of exports, transfer, brokering, technical assistance and transit of dual-use items (debate)

Jude Kirton-Darling (S&D). – Mr President, this week we will be voting to strengthen controls on the export of goods, notably cyber surveillance technology, that can be – and has been – used to abuse human rights around the world.

This legislation shows how serious Parliament is about trade policy. We take our responsibility to scrutinise policy proposals carefully, but it also shows that we are serious that our rhetoric about values—based trade becomes our practice. Under Tory plans, MPs in Westminster would never have such an opportunity post—Brexit. Parliament’s scrutiny powers under the draft trade bill amount to zilch, with trade rules drawn up entirely behind closed doors. Brexit shouldn’t be used as an excuse to wind back parliamentary scrutiny. MPs should have at least equal rights to those held today by our MEPs.
