  El presidente. – El punto siguiente en el orden del día es el debate sobre el informe de Norbert Lins y Bart Staes, en nombre de la Comisión Especial sobre el Procedimiento de Autorización de la Unión para los Plaguicidas, sobre el procedimiento de autorización de la Unión para los plaguicidas (2018/2153(INI))(A8-0475/2018).

  Norbert Lins, Berichterstatter. – Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Heute diskutieren wir über Maßnahmen, welche die Gesundheit unserer 500 Millionen Bürgerinnen und Bürger in Europa sichern sollen.

Der Sonderausschuss des Parlaments hat das Zulassungsverfahren der EU für Pflanzenschutzmittel gründlich unter die Lupe genommen. Schutz für den Anwender und den Verbraucher war bei der Erarbeitung des nun vorliegenden Berichts unsere höchste Priorität.

Ich bin selbst auf einem Bauernhof aufgewachsen, habe in meiner Jugend Pflanzenschutzmittel ausgebracht und weiß deshalb, wie wichtig die richtige Anwendung ist und auch welche Bedeutung Pflanzenschutzmittel für die Landwirtschaft haben. Gleichzeitig möchte ich, dass Ihre und meine Kinder weiterhin sorgenlos Obst und Gemüse aus Europa essen können.

Zwei Fragen haben mich deshalb während dieses Sonderausschusses besonders beschäftigt. Erstens: Wie stellen wir weiterhin sicher, dass die Lebensmittel, die in Europa auf den Tisch kommen, sicher sind? Zweitens: Wie stellen wir sicher, dass unsere europäischen Landwirte diese Lebensmittel auch langfristig herstellen können?

Was haben wir nun nach neun Monaten gründlicher Betrachtung festgestellt? Dreimal dürfen Sie raten: dass das Zulassungsverfahren der EU das strengste der Welt ist! Eine erfreuliche Nachricht. Aber es gilt immer der Grundsatz: Auch der Beste kann sich noch verbessern. Unsere Devise war deshalb: Evolution statt Revolution, Entwicklung statt Umsturz.

Um das Rad nicht neu zu erfinden, lag unser Fokus deshalb hierbei auf drei Punkten: erstens Wissenschaft, zweitens Transparenz und Unabhängigkeit und drittens Innovation.

Erstens: Wissenschaft. Für mich war und ist entscheidend, dass das Zulassungsverfahren wissenschaftsbasiert ist. Bei einer so wichtigen Frage sind wissenschaftliche Forschungen das A und O. Interessen oder Ideologien haben hier aus meiner Sicht keinen Platz. Diese Entscheidung darf nicht von der Tagespolitik oder Emotionen abhängig sein.

Zweitens: Unabhängigkeit und Transparenz. Es ist entscheidend, dass das Verfahren weiterhin unabhängig und transparent bleibt. Künftig soll deshalb die EU-Kommission und nicht mehr die Industrie entscheiden, welcher Mitgliedstaat für die Prüfung eines Wirkstoffs zuständig ist. Dies stärkt die Unabhängigkeit des Prozesses. Zudem soll der öffentliche Zugang zu Studien erweitert werden, aber gleichzeitig die Wettbewerbsfähigkeit unserer europäischen Industrie gewahrt werden.

Drittens: Innovation. Ich möchte Innovationen fördern. Neue effizientere Produkte, sind der Schlüssel zu einer nachhaltigeren Anwendung. Dies muss durch ein reibungsloses Zulassungsverfahren unterstützt werden.

Erlauben Sie mir einen kurzen Ausblick in die Zukunft: Die Art, wie Landwirtschaft aussieht, wird sich durch die Digitalisierung noch einmal radikal verändern. Sie trägt dazu bei, dass der Landwirt auf weniger Mittel angewiesen ist. Hier müssen wir am Ball bleiben.

Fazit: Wir haben uns im Parlament intensiv mit den europäischen Zulassungsverfahren für Pflanzenschutzmittel auseinandergesetzt. Ich bin überzeugt davon, dass unsere Empfehlungen unser europäisches Zulassungsverfahren effizienter, transparenter und robuster machen werden. Warum? Wir schaffen ein hohes Schutzniveau für Verbraucher und Anwender. Gleichzeitig garantieren wir Industrie und Landwirtschaft zuverlässige Verfahren und fördern Innovationen.

Lassen Sie uns diese Empfehlungen am Mittwoch mit einer großen Mehrheit auf den Weg bringen. Ich bedanke mich sehr herzlich bei meinem Ko-Berichterstatter, Bart Staes, für die gute Zusammenarbeit und auch bei allen anderen Schattenberichterstattern. Ich freue mich auf die Abstimmung am Mittwoch und jetzt die Diskussion.

  Bart Staes, Rapporteur. – Voorzitter, 1.070.865 burgers hebben ons middels een Europees burgerinitiatief onder meer gevraagd de besluitvormingsprocedure rond het toelaten van pesticiden te gaan bekijken en die te gaan hervormen. Dit verslag van de Bijzondere Commissie toelatingsprocedure van de Unie voor pesticiden toont aan dat wij die vraag serieus nemen.

Ik ben bijzonder tevreden over het resultaat. Het gaat in wezen over het herstel van het vertrouwen van de burger in onze besluitvormingsprocedures. Burgers moeten er blindelings op kunnen vertrouwen dat als we een beslissing nemen, dit gebeurt in naam van het algemeen belang en niet in naam van het privébelang van private personen, private organisaties of de industrie. Hierbij een greep uit de aanbevelingen.

Het klopt wat de heer Lins, mijn corapporteur, zei: we erkennen dat het huidige besluitvormingsmechanisme tot de strengste van de wereld behoort. Er zijn echter verbeteringen mogelijk, zowel inzake de verordening als inzake de tenuitvoerlegging. De basisuitgangspunten zijn, in de eerste plaats, de toepassing van het voorzorgsbeginsel en, in de tweede plaats, ervoor zorgen dat de besluitvormingsprocedure rond pesticiden transparant, onafhankelijk en objectief is. Alleen dan zullen we het vertrouwen van de Europese burger kunnen terugwinnen.

Voor wat glyfosaat betreft, zegt onze commissie dat de controverse hieromtrent nog niet is opgelost. Dat hebben we in onze commissie niet kunnen oplossen, maar daarom vragen we het wetenschappelijk adviesmechanisme van de Commissie – dat dit zelfs ook heeft aangeboden – om over te gaan tot een systematische evaluatie van alle beschikbare studies over de kankerverwekkende of mogelijk kankerverwekkende eigenschappen van glyfosaat, zodat kan worden nagegaan of een herziening van de huidige toelating nodig is.

Transparantie en onafhankelijkheid. Transparantie: we willen de aanvrager verplichten om alle studies in het publiek register onder te brengen. We willen de toegang tot dat register garanderen voor alle burgers, zodanig dat zij alle ondersteunende gegevens, alle studies kunnen raadplegen en zodanig dat onafhankelijke wetenschappers ook kunnen nagaan of de juiste procedures zijn gevolgd en de juiste conclusies zijn getrokken. Wij vragen de lidstaten en de Commissie ook om volledige transparantie als het gaat om de werking van het Permanent Comité waar de lidstaten tot besluiten komen. We willen een doorzichtig overzicht van de notulen. We willen volledige openbaarheid van het stemgedrag.

Voor wat onafhankelijkheid betreft, willen wij als commissie dat de aanvrager niet langer zelf de rapporteur-lidstaat mag aanduiden: alleen de Commissie mag dat doen. En alleen de lidstaten die over voldoende technische wetenschappelijke expertise beschikken, de middelen hebben en ook over interne procedures beschikken om belangenconflicten te voorkomen, mogen worden aangeduid als rapporteur-lidstaat. We willen bovendien dat er voldoende middelen worden voorzien voor EFSA en ECHA, zodanig dat zij volledige onafhankelijkheid kunnen waarborgen en garanderen. We vragen ook aan Horizon om programma's te financieren voor onafhankelijk onderzoek naar zowel de impact op de gezondheid van mens en dier als de impact op het milieu.

Ten slotte is er het probleem van mogelijk plagiaat. Het feit dat de rapporteur-lidstaat evaluaties overneemt, copy-paste van de aanvrager, en die zonder bronvermelding in het eindverslag neerpent. Wij willen dat die overname van gegevens zo weinig mogelijk gebeurt. En als het al gebeurt, dat het correct gebeurt en ook zo wordt aangegeven.

In ons verslag is er bijzonder veel aandacht voor de langetermijneffecten, de ecotoxicologische effecten van pesticiden, de invloed op zwakke groepen, het cocktailgebruik, de synergetische gevolgen van het gebruik van pesticiden en van meerdere pesticiden tegelijk, en het cumulatief effect.

Daarnaast willen we dat de cut-off-criteria van artikel 5 altijd onverminderd worden toegepast. We hebben vastgesteld dat dat niet altijd het geval is. We willen ook de hele discussie rond hormoonverstorende stoffen hierin meenemen. We willen bovendien dat glyfosaat niet wordt gebruikt in parken, in openbare tuinen, op sport- en recreatieterreinen, op schoolterreinen, op speelplaatsen en in gebieden in de nabijheid van verzorgingsinstellingen.

Ten slotte: artikel 53 is het artikel dat in uitzonderingen voorziet. Dit artikel wordt nu veel te veel gebruikt als een permanente uitzondering. De uitzondering moet uitzondering zijn, niets meer en niets minder.

Ten slotte ook aan mevrouw Hazekamp van de GUE/NGL-Fractie: wij moeten de drie v's toepassen op het gebied van dierproeven. We moeten die verminderen, we moeten die vermijden en we moeten die vervangen.

  Vytenis Povilas Andriukaitis, Member of the Commission. – Mr President, yes, of course, European citizens expect safe and healthy food – and rightly so. However, while ensuring food safety remains an imperative, it is no longer sufficient in itself. Increasingly, citizens have concerns about how their food is produced, about the sustainability of the food system and about environmental protection. We can only meet these expectations if we come together, learn lessons from recent challenges and move forward in the interests of all citizens.

In this context, I would like to thank your House for having set up this excellent Special Committee on the Union’s authorisation procedure for pesticides (PEST) last year, notably following the Commission’s report on the implementation of the Directive on the Sustainable Use of Pesticides, the European Citizens’ Initiative and the debate on glyphosate. The Committee’s work is very important as we all aim to ensure transparency and an evidence—based food safety system, dispelling any doubts European citizens may have as to the neutrality of science, because the main challenge is how we can we guarantee that the science is excellent, perfect and neutral, and not biased.

So I am pleased to have this opportunity to discuss the PEST Committee’s report with you today. This Special Committee was set up in December 2017, following the renewal of glyphosate’s approval for a further five years. Its mandate was to analyse the current EU system of approval for active substances and authorisation of plant protection products. It was also asked to identify areas for possible improvements.

One of the key outcomes of the PEST Committee’s assessment is the need to restore trust in the EU system, in particular trust in the scientific evaluation of a substance and trust in the risk management phase. A high level of transparency is critical to this: firstly, making all studies used as a basis for risk assessment publicly available, and, secondly, the utmost transparency on discussions and positions held in the regulatory committee which decides which active substances to approve.

I think that it is safe to say that we have come a long way since last year. The Commission’s proposal of April 2018 on the transparency and sustainability of EU risk assessment in the food chain aims to rebuild trust in the system. It addresses many of the PEST Committee’s recommendations, notably, firstly, transparency during risk assessment, secondly, the quality and reliability of studies, and, thirdly, improving risk communication.

As I already stressed last December during our debate on the proposal for a revision of the General Food Law, European citizens have expressed in recent years such a clear and repeated demand for more transparency in the way risk assessments are conducted and I have been carefully listening to them and active since the beginning of my mandate on this issue. I have also carefully read the resolution on glyphosate that you voted on a year ago, where you stressed that the European Union’s authorisation procedure, including the scientific evaluation of substances, should be based only on published studies.

I believe that it is through greater transparency that we will increase the confidence of citizens in the risk assessment system. Transparency can help us to avoid potential bias in science. It is crucial to improve trust in the EU evidence-based food safety system and in science in general. I am confident that, when adopted, this proposal will greatly help in this respect. On this proposal, I thank you once again for your plenary vote last month and for the constructive first trilogue, which I am pleased took place this afternoon.

Given the importance of this issue for European citizens, I know you will work actively to make progress in the discussions with the Council to allow an agreement to be found in this legislative term. You can, of course, count on me and my services to work energetically with you to achieve this objective in our role as an honest broker, and I know that DG SANTE and the PEST Committee have had a very good collaboration in the whole period of building this report.

This would allow the new Regulation to apply as soon as possible, including in the pesticides sector. But, even before this proposal, in the area of pesticides, I had taken a number of steps to increase citizens’ trust in the decision-making and risk management process. For the most sensitive files, such as glyphosate, neonicotinoids and endocrine disruptors, the Commission now has dedicated websites. These sites list all the different versions of the draft proposals and detailed minutes of the discussions held with Member States.

Equally, the Commission receives a high number of requests for access to documents on pesticides. Since last April, all documents to which access is given have been made publicly available. In addition, with the proposal revising the Comitology Regulation, the Commission aims to increase voting transparency at the Appeal Committee level, making the votes of Member States’ representatives public.

In its report, the PEST Committee rightly notes that the EU has one of the most stringent systems in the world to regulate pesticides, but that, of course, it needs to be improved. I agree. There is no such thing as a perfect system. It is always possible to improve procedures to approve active substances and authorisations of plant protection products. With this in mind, we are currently carrying out a Regulatory Fitness and Performance Programme (REFIT) to evaluate our pesticide legislation. This includes both the Regulation on Plant Protection Products and the Regulation on Pesticide Residues and will soon be finalised. Its objective is to identify areas where improvements are needed.

I want to take this opportunity to welcome the Parliament’s focus on this issue. In addition to the PEST Committee’s forthcoming report, the Member of the European Parliament, Pavel Poc, has also examined the implementation of the Plant Protection Regulation and the Parliament’s research services have already produced a study on this topic. We also have the Scientific Advice Mechanism’s (SAM) opinion on pesticides and the findings of the audits conducted by the Commission services in the Member States.

Please be assured that all of these outputs will feed into the Commission’s analysis as we move ahead, and the PEST Committee report will provide valuable input for this exercise. While improvements within the current legal framework can be put in place swiftly, given the timing it will be for the next Commission to decide whether to propose changes to the legislation that ultimately would have to be adopted by the Parliament and Council.

To conclude, I would like to stress that we all share the same goal: to maintain food safety, protect citizens’, animals’ and plants’ health, and to safeguard the environment. I want to thank you once again for the PEST Committee’s engagement and the valuable work undertaken by the PEST Committee and your House. In particular, I would to thank the Chair, Mr Andrieu, the Vice-Chairs, the co-rapporteurs, Mr Lins and Mr Staes, as well as the shadow rapporteurs.

I look forward to the final adoption of the report on Wednesday and I assure you once again that all your precise, detailed and specific conclusions will be duly taken on board. We will continue to work tirelessly on increasing transparency, building trust and improving the sustainability of our food safety system. The Commission will assess carefully the final conclusions and recommendations in the context of its REFIT evaluation of the pesticides legislation.

  Pilar Ayuso, en nombre del Grupo PPE. – Señor presidente, señor comisario, en primer lugar quiero felicitar a los dos ponentes por el gran trabajo que han hecho y a usted, señor comisario, por su implicación en estos temas tan sensibles.

En la comisión llevamos meses trabajando, escuchando a los expertos y analizando los procedimientos para la autorización de los plaguicidas, tanto el comunitario como los de los Estados miembros. Entiendo y comparto los objetivos de transparencia, de garantizar el nivel de protección de la salud humana, el aumento de la confianza de los consumidores o la reducción de las cargas administrativas. Sin embargo, hay que evitar que se sigan poniendo en duda los resultados de los dictámenes científicos en base a factores ideológicos que condicionan la capacidad de innovación y de competitividad.

Debido a la creciente mediatización de la toma de decisiones respecto al uso de plaguicidas, es necesario reconducir este debate al terreno técnico y científico. Las decisiones sobre los plaguicidas deben tomarse única y exclusivamente por criterios científicos, sin injerencias políticas e ideológicas. Yo no quiero dejar de recordar ―como persona de contacto con el Parlamento y la EFSA― que esta agencia es independiente y científicamente irreprochable, y que su trabajo se ciñe exclusivamente al Reglamento en vigor.

Pero no hay que olvidar que el procedimiento utilizado por la Unión para autorizar los productos fitosanitarios es uno de los más estrictos del mundo. Lo que ocurre es que el riesgo cero no existe, y la utilización de estos productos también entraña sus riesgos, que siempre se pueden minimizar; y estoy hablando de las dosis, de la época de aplicación o del procedimiento de aplicación.

Para finalizar, señor comisario, yo creo que sería muy interesante que la Comisión preparase una comunicación con objeto de hablar y debatir sobre la revisión de la legislación sobre los productos fitosanitarios, a fin de unificar criterios y homologar los procedimientos de análisis de los riesgos. Esto creo que es muy necesario.

  Simona Bonafè, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, con il lavoro della commissione PEST, il Parlamento europeo ha voluto mettere in luce le maggiori problematiche e dare risposte alle maggiori critiche che hanno coinvolto il sistema europeo di approvazione dei prodotti fitosanitari.

La relazione, che è già stata votata a larga maggioranza in commissione, ha voluto infatti rispondere in maniera chiara ai milioni di cittadini che negli scorsi anni hanno sollevato la mancanza di trasparenza del sistema, attraverso l'iniziativa Stop Glifosato.

Per assicurare la fiducia dell'intero sistema e assicurare che la protezione della salute umana e dell'ambiente siano gli obiettivi principali della legislazione dell'Unione europea, i punti imprescindibili per i quali ci siamo battuti sono, prima di tutto, la trasparenza, l'indipendenza e l'assenza di conflitti di interesse nei panel scientifici dell'EFSA. Abbiamo previsto che ogni membro dovrà presentare una dichiarazione di interessi.

Come secondo punto, l'allocazione di risorse finanziarie sufficienti alle autorità competenti per la valutazione del rischio e, infine, un expertise appropriato per il processo di approvazione.

La relazione finale copre numerosi altri aspetti che sono già stati elencati negli interventi precedenti e che dovranno essere presi in considerazione dalla Commissione europea nella sua attività di revisione del regolamento, come la richiesta della creazione di un meccanismo di vigilanza post-commercializzazione, in grado di monitorare gli effetti nella vita reale dell'uso dei prodotti fitosanitari.

Per il gruppo S&D si dovrà prestare particolare attenzione alla valutazione dei rischi per i gruppi più vulnerabili e mi riferisco, in particolare, all'utilizzo di pesticidi nelle vicinanze di scuole, ospedali o parchi pubblici.

È essenziale, inoltre, investire nell'innovazione per sviluppare alternative ai prodotti fitosanitari. In questo contesto sarà necessaria, come già chiesto dal Parlamento, anche una regolamentazione specifica per i pesticidi a basso rischio di origine biologica.

Mi auguro che la plenaria di mercoledì possa votare a larga maggioranza la relazione finale, frutto del lavoro costruttivo, durante l'intero iter della commissione, dei due relatori, Lins e Staes, che ringrazio, e che il nostro contributo venga debitamente preso in considerazione dalla Commissione.

  Anthea McIntyre, on behalf of the ECR Group. – Mr President, the EU’s approval process for plant protection products is one of the most stringent systems in the world, yet to read the PEST Committee’s report you really wouldn’t think so. Despite hearing from a range of experts and authorities, the report has been prepared in a very selective manner with many of these experts’ contributions being intentionally disregarded. The content doesn’t reflect the opinions we heard, instead it regurgitates the same beliefs and myths that we heard at the start of the process, even when these have been clearly and unanimously dispelled by experts: a supposed weakness of the rapporteur Member State system, allegations of plagiarism in assessment documentation, apparent failures of the zonal system... these have all been shown to be wide of the mark by invited experts. Yet many of these remain deliberately uncontested in this report in order to provide a platform for campaigning MEPs ahead of the elections in May.

So the report is very disappointing and it reflects poorly on our institution, and that’s why we have presented plenary amendments to ensure that colleagues will be able to vote to support the real content of the committee hearings and not just the selected opinions of certain parliamentarians. We should support a fact-based and science-based approach to policy-making, and I hope that this Parliament will see the value of this approach and support the amendments presented by the ECR.

Our current system isn’t perfect, it can be improved. We can act to improve transparency, which the Commission has already done in its proposal to revise the general food law. We can encourage innovation. We can support the development of new farming techniques which reduce pesticide use, and new active substances which will make older, more persistent, chemistry obsolete.

The invited expert from Greenpeace said at the final hearing that it’s not flaws in the legislation that we need to address, but rather it is improvements to the implementation that are needed.

So this report must strike a balance of opinion which reflects the objectives of the regulation and the breadth of the expert testimony, even where this is inconvenient for some political groups and campaigners.

  Frédérique Ries, au nom du groupe ALDE. – Monsieur le Président, notre commission PEST a réalisé neuf mois de travaux, tenu huit réunions, effectué trois missions à l’étranger. Elle était dotée d’un mandat clair: passer à la loupe les dysfonctionnements, ou pas, de notre système d’autorisation des pesticides et surtout tracer des pistes pour l’avenir. Tout ceci intervenait, on l’a dit, dans la foulée du renouvellement controversé du glyphosate à la fin de 2017.

Je voudrais d’emblée remercier nos deux rapporteurs, M. Staes et M. Lins, pour l’excellence de la collaboration avec eux et aussi – je tiens à le dire –, Éric Andrieu, un président expert, un président exigeant et un président empathique.

C’est donc un rapport ambitieux dont nous débattons ce soir. Les recommandations que nous faisons sont fortes et urgentes. Le rapport, largement soutenu en commission PEST, prend en compte, en priorité, la santé des Européens. Nous avons scrupuleusement analysé les lacunes actuelles du système d’autorisation des pesticides et proposons une liste de recommandations immédiatement applicables à la Commission, aux États membres et à l’EFSA.

Notre première exigence est à l’attention de l’Agence européenne de la sécurité alimentaire: les experts qui travaillent avec l’industrie doivent être exclus du procédé d’autorisation des pesticides. Tout aussi importante pour la transparence est la création d’un registre public où seront consignées les données et les études utilisées par l’industrie.

Nous demandons également que l’Europe augmente le budget de l’EFSA pour renforcer son indépendance et son efficacité. Je rappelle un chiffre qu’on oublie souvent: aujourd’hui, le budget de l’EFSA est quatre fois inférieur à celui de l’Agence européenne des médicaments. La sécurité alimentaire mérite mieux que cela.

En ce qui concerne les coformulants, qui, comme nous le savons, ont été au cœur du différend sur le glyphosate entre le centre international de recherche sur le cancer (CIRC) et les agences européennes, ma question, Monsieur le Commissaire, est simple, dans le fond: quand comptez-vous appliquer la loi et publier la première liste négative, c’est-à-dire d’interdiction, de coformulants? On sait pourtant, aujourd’hui, que l’ajout d’adjuvants et de synergistes est au cœur de la toxicité des produits.

L’Europe doit aussi promouvoir une politique zéro pesticides dans les espaces publics, les crèches, les écoles, les hôpitaux, les plaines de jeux et, enfin, élargir l’interdiction à d’autres néonicotinoïdes tueurs d’abeilles que ceux déjà interdits. Je pense ici au thiaclopride.

En conclusion, l’Europe n’a pas le choix – je conclus, Monsieur le Président, je vous rassure –, elle doit suivre les recommandations de la commission PEST. La protection de notre environnement est une priorité citoyenne. Elle doit être au cœur de nos décisions.

Oft wird mit 10- bis 15-prozentigen Erntezuwächsen oder höheren Tonnagen bei der Ernte für manche gefährliche Pestizide argumentiert. Aber um was für einen Preis verwenden wir die Pestizide hier, wenn wir dann tote Böden haben, wenn wir dann einen Verlust in der Biodiversität haben, wenn wir dann brisante Probleme im Gesundheitssystem haben? Auch all das fordert zu guter Letzt volkswirtschaftliche Kosten ein, und es ist ein hoher Preis, den wir zu bezahlen haben.

Es ist zweifelsfrei so, dass manche Pestizide oder viele Pestizide nicht akzeptable Risiken mit sich bringen, einen Schaden verursachen an der Umwelt, an den Bürgerinnen und Bürgern, aber bitte auch an den Bäuerinnen und Bauern, die diese Pestizide verwenden. Um Pestizide im Zulassungsverfahren mit Transparenz und mit Kontrolle der Konzerne und in Zukunft unter stärkerer Berücksichtigung der gesundheitlichen und Umweltaspekte stärker zu kontrollieren und zu prüfen, ersuche ich Sie, diesem Bericht zuzustimmen.

Frau McIntyre, Sie sagen, in diesem Bericht wird die Meinung einer einzelnen Fraktion wiedergegeben, eine ideologische Meinung. Ich denke mal, Sie meinen uns Grüne. Was meinen Sie: Wie kommt es zu einem Kompromiss mit Europäischer Volkspartei, der Sozialdemokratie, der GUE, den Liberalen? Es sind eigentlich alle hier im Haus dafür, nur Sie nicht, Frau McIntyre, die über hundert Änderungsanträge gestellt haben, die diesen Bericht zerlegen wollen und der Industrie einen Gefallen tun. Ich denke nicht, dass es das ist, was die Bürgerinnen und Bürger von uns erwarten.

  Anja Hazekamp, namens de GUE/NGL-Fractie. – Voorzitter, Europa's goedkeuring van Monsanto's glyfosaat is en blijft een groot schandaal. Het is nu ruim een jaar geleden dat Monsanto, het Duitse Bondsinstituut voor Risico-inschatting, de voedselautoriteit EFSA en de Europese Commissie deze goedkeuring er samen doorheen drukten bij de EU-lidstaten.

Dit besluit werd genomen op basis van dubieuze, gemanipuleerde en door de industrie aangeleverde studies. Europa neemt daarbij onacceptabele risico's voor de gezondheid van meer dan 500 miljoen burgers en de gezondheid van dieren. Europa laat het toe dat er meer en meer van dit gif in ons milieu, onze wateren, ons voedsel en onze lichamen wordt gepompt.

Naar aanleiding van dat glyfosaatschandaal richtte het Europees Parlement dan ook deze bijzondere onderzoekscommissie voor de toelatingsprocedure voor pesticiden op. De aanbevelingen van deze bijzondere commissie voor pesticidentoelating zijn veelbelovend. Europa moet transparanter worden en onafhankelijk van de industrie bepalen of landbouwgif veilig voor gebruik is. Er moet minder gif worden gebruikt in zijn totaliteit. Gebruik van landbouwgif op openbare plaatsen moet worden verboden. En dieren mogen niet langer worden misbruikt om de zogenaamde veiligheid van gif aan te tonen. Zoals de rapporteur zojuist al aangaf, de Bijzondere Commissie toelatingsprocedure van de Unie voor pesticiden wil dierproefvrije testmethoden.

Stuk voor stuk goede aanbevelingen die de Partij voor de Dieren van harte onderschrijft. Ik ga er dan ook van uit dat deze aanbevelingen worden omarmd door de Europese Commissie, maar ook door de Europese Raad, en dat zij worden opgenomen in de algemene voedselwetgeving.

Rest alleen nog het opruimen van restanten uit het verleden. Glyfosaat moet direct van de markt, want er is geen enkele basis voor de afgegeven goedkeuring. Dat is ook wat één miljoen burgers van ons hebben gevraagd.

Voorts ben ik van mening dat de Europese landbouwsubsidies moeten worden afgeschaft.

  Mireille D’Ornano, au nom du groupe EFDD. – Monsieur le Président, Messieurs les corapporteurs, Monsieur le Commissaire, en mars 2017, la justice fédérale américaine déclassifiait plus de 250 pages de documents internes à Monsanto. Leur contenu prouvait que la firme agrochimique s’inquiétait sérieusement, il y a 20 ans déjà, du risque mutagène du glyphosate, molécule phytosanitaire la plus utilisée au monde. Pourtant, à la veille de ces révélations, l’Agence européenne des produits chimiques avait publié un rapport considérant le glyphosate comme ni cancérogène ni mutagène. Pas de chance: le scandale des «Monsanto papers» venait d’éclater et allait avoir des répercussions mondiales.

Fin 2017, la Commission européenne déclarait admissible l’initiative citoyenne européenne intitulée «Interdire le glyphosate et protéger la population et l’environnement contre les pesticides toxiques». Celle-ci fut signée par plus d’un million de citoyens. Peu après, le Parlement européen créait une commission spéciale sur les pesticides. Coordinatrice pour mon groupe, j’ai assisté à l’ensemble des auditions organisées en présence des acteurs impliqués dans la procédure d’autorisation. J’ai été, je dois dire, particulièrement surprise par l’ambiguïté, voire les mensonges assénés dans certaines réponses pseudo-scientifiques des défenseurs des pesticides et des lobbies agrochimiques – tout ceci fut édifiant.

Quoi qu’il en soit, 1 141 amendements ont été déposés en commission, sans doute à cause d’un projet de rapport n’allant pas assez loin et suscitant des prises de position totalement antagonistes. Aujourd’hui, en plénière, 152 amendements sont désormais déposés, dont une grande majorité sont favorables aux pesticides. Ces amendements proposent, dans leur majorité, de supprimer les passages gênants du texte et consistent carrément à les réécrire.

Pour ma part, j’ai déposé un seul amendement, qui me semble d’une urgence extrême et qui porte sur un sujet d’une gravité difficilement contestable: il s’agit de modifier le règlement pour assurer la protection effective des groupes vulnérables. Le but est de mettre un terme, sans délai ni dérogations, à l’épandage de pesticides sur de longues distances à proximité d’habitations, d’écoles, de crèches, de terrains de jeux, d’hôpitaux, de maternités ou d’établissements de soins. Il est à noter que j’ai recueilli le soutien de la plupart des groupes politiques pour cosigner cet amendement, preuve de son caractère consensuel et équilibré.

Si les amendements pro-pesticides venaient à être adoptés et donc à dénaturer un texte déjà très timide et très décevant quant aux actions à mener, on pourra clairement affirmer qu’il s’agit une fois de plus d’une victoire des lobbies. À l’inverse, les députés peuvent sortir grandis de ce vote en adoptant les amendements qui sont tournés vers la protection des personnes vulnérables et, plus généralement, de la santé publique.

  Philippe Loiseau, au nom du groupe ENF. – Monsieur le Président, cette commission PEST a été créée à la suite des «Monsanto papers». Le but n’était donc ni de faire le procès des pesticides ni de les exonérer de tout mal, il était en fait de déterminer les failles et les collusions dans le processus européen, et bien sûr d’y remédier.

Comme souvent, ici, la montagne a accouché d’une souris. Comme souvent, le désir de consensus a remplacé la fermeté politique et l’écoute des peuples. Un éminent membre de cette assemblée, Bruno Gollnisch, a dit à propos de cette recherche de consensus au détriment du fond, je cite: «Ici, c’est la maison des cadeaux. Il faut faire plaisir à tout le monde et surtout à son frère, sauf bien sûr quand son frère fait partie du groupe Europe des nations et des libertés». Le résultat est logiquement un texte fourre-tout, où les seules idées qui ressortent aggravent en fait la situation. Mes propositions, en phase avec le désir des peuples, qui demandent davantage de souveraineté nationale, sont évidemment victimes d’un sectarisme politique, qui est heureusement en train de mourir.

Sur le fond, la bonne volonté des deux corapporteurs a été noyée par l’aveuglement des européistes béats. Un immense écrivain français, Bossuet, disait: «Dieu se rit des hommes qui déplorent les effets dont ils chérissent les causes». Cette maxime semble avoir été écrite pour l’Union européenne, pour ses partisans, et je pense même pour cette commission sur les pesticides.

La plupart de mes collègues s’entendaient sur un point : l’EFSA était le problème, par sa gouvernance obscure, sa gestion financière dispendieuse et sa proximité avec la grande industrie. Malheureusement, ces mêmes pourfendeurs d’une agence toute puissante veulent finalement renforcer ses moyens, son pouvoir et son influence. Autrement dit, quand l’Union européenne crée des problèmes, il faudrait plus d’Union européenne pour les résoudre.

La vague eurosceptique en Italie, en Autriche ou en Pologne, les gilets jaunes en France, le Brexit: tous ces bouleversements sont pourtant très clairs. Les peuples ne veulent pas voir leurs États mourir. Ils ne veulent pas plus d’Europe. Ils refusent des normes sans rapport avec leurs besoins.

Nos amendements partaient donc d’idées simples sur le processus d’autorisation des substances. Il doit revenir aux États dans son ensemble, il doit prendre en compte l’expérience, bien sûr, des agriculteurs dans un nouveau système de pesticido-vigilance, il doit aussi être plus transparent, il doit enfin être plus cohérent avec la politique commerciale de l’Union européenne. C’est-à-dire que si on interdit une substance en Europe, on doit évidemment aussi interdire l’importation de produits contenant cette substance.

Enfin, l’EFSA doit assumer ses actes. La plaisanterie, je pense, a assez duré. Je demande donc la démission des dirigeants de cette agence, comme postulat de base d’une refonte totale du système d’autorisation de produits, refonte que notre groupe a proposée à travers des amendements précis et concis, tout l’inverse, en fait, des textes sortant habituellement de cette institution.

  Alojz Peterle (PPE). – Gospod predsedujoči, spoštovani gospod komisar, kolegice in kolegi, soporočevalcema Linsu in Staesu se zahvaljujem za zelo angažirano delo tako tudi komisarju Andriukaitisu.

Z zaključnim poročilom odbora za registracijo pesticidov želimo okrepiti naš odnos do kvalitete hrane in povrniti zaupanje državljanov v evropske inštitucije. Čas je že, da pesticidi prenehajo zastrupljati naša polja in travnike, in čas je tudi, da pesticidi prenehajo zastrupljati naše politične razprave. Najprej zdravje!

Čas pred vsakimi volitvami je posebno dovzeten za hitre rešitve, ki se namesto na dejstva raje sklicujejo na enostavne slogane in posploševanja, in prihajajoče evropske volitve niso pri tem nobena izjema. Zato pozdravljam poročilo odbora PEST, ki poziva k sistematičnemu pregledu vseh študij o vplivu glifosata na zdravje ljudi in okolja, kar bo podlaga za naše nadaljnje ukrepanje.

Mislim pa, da je za povrnitev zaupanja ljudi v evropske inštitucije potrebno storiti še veliko več. Različne agencije so nam dale različne rezultate glede rakotvornosti glifosata in drugih pesticidov. Pomisleki še vedno obstajajo, časa pa nam zmanjkuje dejstvom navkljub.

Uporaba kemičnih pesticidov pri pripravi, pri pridelavi hrane škoduje tako zraku, vodi in zemlji kot tudi biotski raznovrstnosti in zdravju ljudi. Ne gre več le za vprašanje povrnitve javnega zaupanja, vedno bolj gre tudi za spoštovanje dognanj znanosti in vztrajanje, da tudi kot politiki ne pristajamo več na kompromise na račun zdravja.

Kot predsedujoči skupini poslancev za boj proti raku lahko rečem, da smo kot družba v boju s to vse bolj pogosto boleznijo razumljivo zaposleni z iskanjem zdravil in metod zdravljenja, premalo pa se ukvarjamo z odpravljanjem vzrokov zanjo. Rak ni le zasebna zadeva zdravnikov in bolnikov, rak je politični in družbeni problem. Če hočemo doseči pozitivne spremembe na področju zdravja, je potrebna sprememba naše evropske razvojne paradigme, vključno s kmetijsko politiko.

Alternative za kemične pesticide že obstajajo, manjka pa nam volja za spremembo zakonodajnega okvira. Poročilo odbora PEST je korak v pravo smer, ki ga pozdravljam.

  Pavel Poc (S&D). – Děkuji, pane předsedající, a také děkuji zpravodajům a všem, kdo se podíleli na naší téměř roční práci. Moje zpráva o implementaci evropského nařízení o přípravcích na ochranu rostlin, o které se laskavě zmínil pan komisař a kterou tento parlament vloni většinově přijal, celkem jasně ukázala, že jsou v tom našem systému autorizací trhliny, jejichž důsledkem je nakonec nedostatečná ochrana veřejného zdraví i životního prostředí. Dnes máme tedy díky práci zvláštního výboru na stole opravdu vynikající komplexní doporučení, jak tento evropský autorizační systém povolování pesticidů podstatně vylepšit a obnovit důvěru občanů v naše rozhodování.

Jsem proto celkem v šoku z toho, že kolegové ze skupiny ECR se pokoušejí pomocí plenárních pozměňovacích návrhů tuhle společnou práci zcela znehodnotit. Jejich návrhy mažou celé pasáže, které mají za cíl zajistit lepší ochranu zvlášť zranitelných skupin, jako jsou děti, těhotné ženy, snaží se mezi jinými blokovat návrhy na posuzování vývojové neurotoxicity, dlouhodobého účinku pesticidů, vystavení podlimitnímu množství několika pesticidů najednou nebo kombinací těchto látek. Cílem je přece bezpečnost potravin a ochrana zdraví a životního prostředí a absolutně nerozumím tomu, proč konzervativci tyhle informace chtějí odepřít jak těm, kdo rozhodují, tak samotným občanům. To je absurdní.

Chtěl bych zde, pane předsedající, připomenout, že každá evropská legislativa má být ze Smluv založena na zásadě předběžné opatrnosti, kterou musíme bezpodmínečně uplatňovat vždy, když existuje vědecká nejistota ohledně rizik pro zdraví lidí, zvířat a vlivu na životní prostředí. Podstata navrhovaných opatření má přece pomoci tuhle vědeckou nejistotu eliminovat, ale také samozřejmě zlepšit přístup farmářů k bezpečnějším alternativám chemických pesticidů a zvýšit transparentnost celého schvalovacího systému, což je v zájmu úplně všech. Věřím, že hlasování o téhle zprávě je jedno z těch, které bude evropská veřejnost sledovat a za nějakých 130 dní si na to vzpomene.

  Arne Gericke (ECR). – Herr Präsident! Es ist ungefähr ein Jahr her, dass der Einsatz von Glyphosat weiterhin erlaubt wurde. Damit hat man nicht nur unsere Nahrungskette, sondern auch die Existenzen von Bauern in ganz Europa und nicht zuletzt unsere Gesundheit in Gefahr gebracht.

Ich kann dem Bericht des PEST-Ausschusses nur bedingt zustimmen, weil er die bereits getane Arbeit der Kommission zunichtemacht und mehr Input von Lobbygruppen als von wissenschaftlicher Seite kommt. Der Vorschlag, mehr Verantwortung in die Hand der EFSA zu legen, klingt nach einer guten Idee – Aber nur, wenn der Agentur dafür ausreichend Mittel zur Verfügung stehen.

Doch lassen wir auch Verantwortung bei den Ländern, bei den Bauern vor Ort. Der lokale Landwirt weiß am besten, wie er nachhaltige Lebensmittel produziert. Fragen wir die Wissenschaft und weniger Großkonzerne, wie wir eine ökologische und gesunde Zukunft gestalten wollen.

Ich will, dass wir in Europa in Zukunft eine gesunde Landwirtschaft haben und keine Agrarindustrie.

  Jan Huitema (ALDE). – Voorzitter, dit is het zoveelste debat dat we hebben over gewasbeschermingsmiddelen en ik weet dat er voor de verkiezingen nog een paar zullen komen. Waar ik me altijd zorgen om maak, is dat dit elke keer weer de wetenschap in twijfel trekt. Ik denk dat het belangrijk is om nogmaals te zeggen dat we in de Europese Unie de strengste en veiligste toelatingsprocedure van de hele wereld hebben. Stoffen als alcohol, cafeïne en zelfs vitamine D mogen niet worden toegelaten in gewasbeschermingsmiddelen.

Ik snap de emotie. Natuurlijk, voedselveiligheid en volksgezondheid moeten altijd geborgen zijn. Maar waar ik bang voor ben – naast dat we de wetenschap steeds in twijfel trekken – is dat ook de waardering voor de boer steeds meer onder druk komt te staan. Welk landbouwsysteem je ook gebruikt, bij de productie van voedsel grijp je in in de natuur en heb je een milieu-impact.

Wat we vergeten, is dat boeren de afgelopen decennia hun milieu-impact al hebben geminimaliseerd en graag willen investeren om de milieu-impact nog verder te doen dalen. En als je voedsel produceert, heb je landbouwgrond nodig. Dat ontgin je uit de natuur. Om je gewassen te beschermen, heb je bepaalde middelen nog. Doe je dat niet, dan verlies je je oogst, heb je voedselverspilling en heb je meer grond nodig voor je landbouwproductie.

Wat ik hier wil doen, en waar ik me voor in wil zetten, is de boeren adequate instrumenten geven om die gewassen goed te beschermen. Dat kan door technologische oplossingen zoals precisielandbouw, maar ook door ecologische oplossingen. Gebruikmaken van de kracht van de natuur door veredeling, meer aandacht voor de bodem en laagrisicomiddelen.

  Michèle Rivasi (Verts/ALE). – Monsieur le Commissaire, Messieurs les rapporteurs, ce scandale du glyphosate a montré la manipulation de la science dont nous sommes tous victimes. Il a montré comment les grandes entreprises ont kidnappé la science et l’ont détournée à leur profit – on l’a vu dans le cas des «Monsanto papers». Les preuves étaient tellement accablantes et flagrantes que nous avons réussi, à trois députés d’abord, puis avec l’engagement des groupes des Verts et des socialistes, à obtenir une commission spéciale sur la procédure d’autorisation des pesticides dans l’Union européenne. Grâce à cette commission, nous avons pu découvrir en détail les failles du système d’autorisation européen. Un système d’une prodigieuse complexité, qui s’arrange toujours pour permettre l’autorisation des pesticides sur le marché.

Il est quand même incroyable de savoir que c’est l’industriel qui choisit l’État membre rapporteur chargé d’étudier sa demande, qui élimine les études dont les résultats lui déplaisent pour ne garder que les siennes, qui décide de ne pas communiquer en jouant sur le secret des affaires – rappelez-vous, Monsieur le Commissaire, on n’avait pas l’autorisation de voir les études que les industriels avaient. Et ces mêmes industriels sont les auteurs des évaluations faites, sous la forme de copier-coller anonymes, à partir des études qu’ils ont eux-mêmes fait réaliser.

Il est incroyable aussi que des substances puissent être autorisées en l’absence des études réglementaires attendues et bénéficient de dérogations ou d’autorisations temporaires sans cesse reconduites. Il est incroyable encore que les produits pesticides dans les pays tiers ne soient pas autant évalués ou testés que les substances autorisées au niveau européen.

Il est très important que tous les collègues votent ce rapport. Les élections européennes auront lieu au mois de mai, c’est pourquoi il est très important que nous défendions tous ensemble la santé des citoyens européens. Nous devons montrer que c’est aux politiques de décider la législation et que ce n’est pas aux multinationales de décider quels sont les produits qui vont être évalués. Il en va de l’avenir de l’Europe.

  Kateřina Konečná (GUE/NGL). – Pane předsedající, byla jsem na začátku, když se psal mandát pro tento výbor. Proto si dobře pamatuji, jaké argumenty při jednáních padaly z úst především pravicových frakcí. Pamatuji si, jak jsem se několikrát rozčílila, že pokud by měl mandát vypadat dle jejich představ, tak vůbec nemá smysl výbor zřizovat. Některým nejhorším opatřením jak dosáhnout toho, aby se nic neprošetřilo, se podařilo zabránit, zbytku bohužel ne. Žel výsledek práce podle toho také vypadá.

Na jedné straně máme řadu pozitivních věcí, jako řešení otázky plagiátorství, transparentnosti studií, střetu zájmů či návrhů jak zlepšit hodnocení přípravků. Nicméně potom zde máme otázky o glyfosátu nebo udržitelném používání pesticidů, které prostě byly upozaděny. Celkově se vyjednávání ve výboru nevedlo v moc dobrém duchu, kdy neustálé odmítání odborníků navržených opozicí bylo jen jednou z marginálií.

Ráda bych na vás apelovala, ať už tak slabou zprávu ještě dále neoslabujeme v rámci hlasování na plénu. Pokud se tak stane, výsledek roční práce nebude víc než začátek kampaně pro některé z nás.

  Piernicola Pedicini (EFDD). – Signor Presidente, onorevoli colleghi, finalmente questa battaglia globale, che io credo globale, contro i pesticidi e contro i fitofarmaci, contro un'agricoltura basata sulla chimica sta dando i primi risultati, anche a livello di istituzioni europee, questo è importante, dopo gli importanti risultati che ha già ottenuto sui cittadini, dai cittadini, in termini di accresciuta consapevolezza rispetto ai rischi che queste sostanze portano alla salute.

La relazione che abbiamo votato in commissione PEST è buona, però noi crediamo che debba essere migliorata e che non corrisponda ancora a quella necessità e a quella richiesta di trasparenza e di salute che viene proprio dai cittadini.

Per questo abbiamo presentato emendamenti per uno stop immediato all'uso preventivo dei pesticidi, per esempio. Questo tipo di pratiche non possono essere considerate qualcosa che va nella direzione dell'eliminazione della chimica e se vogliamo un'agricoltura libera dalla chimica questo va nella direzione completamente opposta.

Emendamenti per eliminare quelle sostanze che hanno un'accertata azione di interferenza endocrina. Incredibilmente, nell'Unione europea, queste sostanze sono state prima approvate dall'Unione stessa e poi autorizzate dagli Stati.

Emendamenti per eliminare quelle sostanze che sono state certamente classificate come neurotossiche e per cui, purtroppo, l'Unione europea ha rinnovato l'autorizzazione, come nel caso del famigerato chlorpyrifos, che viene utilizzato, come sapete, sulle nostre banane. Prossimo passo, come è stato già detto prima, è quello di vietare l'importazione. Non ha senso fare tutte queste battaglie qui in Europa, sulla nostra legislazione, quando poi permettiamo indisturbatamente di importare sostanze trattate con il glifosato, per esempio, dall'estero.

L'unica possibilità per l'industria dei fitofarmaci, dal nostro punto di vista, deve rimanere quella di continuare a utilizzare i propri prodotti in modo indisturbato solo se sono all'oscuro della conoscenza delle persone e per questo è il nostro primo obiettivo, qui, è un obiettivo di trasparenza, per rendere i cittadini informati e consapevoli, e per questo ringrazio tutti quei deputati che, con coraggio e con ostinazione, hanno condotto questa battaglia fino a questo punto, nell'interesse dei cittadini europei.

  Franc Bogovič (PPE). – Gospod predsednik, in takoj na začetku iskrene čestitke spoštovanima poročevalcema, gospodu Linsu in gospodu Staesu, ki sta pripravila uravnoteženo poročilo, odgovarjati sta morala pa na zahtevno problematiko, tematiko rabe pesticidov, spodbujeno tudi z dovoljenjem okoli glifosata.

Govorimo o zdravju, da je tema pomembna, so podkrepili ljudje s podpisom peticije, sami pa vemo, da tudi sami, ko skrbimo za svoje zdravje, posežemo po zdravilih. Manj kot jih je potrebno uporabiti, rajši vidimo, in podobno je tudi v kmetijstvu, kjer je potrebno za varstvo rastlin poseči tudi po pesticidih. Gre pri vseh tehnologijah tako pri konvencionalnem, integriranem kmetijstvu kakor tudi pri ekološkem kmetijstvu, kjer je ta uporaba sicer majhna, manjša, vendar obstaja.

Pomembno je to, kar je bilo zapisano, da govorimo o evoluciji, da ne govorimo o revoluciji. Kmetijski sektor se spreminja, sam tudi kmetujem in točno vem, kaj vse morajo početi kmetje, kako se je to spremenilo v zadnjih tridesetih letih in kako gre v smer bolj zelene rabe pesticidov, manjše rabe pesticidov, večje preglednosti.

Ta pravila, kjer je potrebno spoštovati znanost, preglednost procedur in pa podpreti inovacije, so prave usmeritve. Pri slednjem mislim, da je zelo pomembno, da se zagotovi na eni strani dovolj kapacitet Efse, da lahko vodi in uspešno kontrolira te postopke, po drugi strani pa tudi za inovacije za nove tehnologije, vključno z robotiko, s preciznim kmetijstvom in s prehodom na bolj zeleno evropsko kmetijstvo, v katerega smer se tudi usmerja nova kmetijska politika.   Eric Andrieu (S&D). – Madame la Présidente, protéger la santé de 500 millions d’Européens, préserver la richesse de notre biodiversité, voilà notre responsabilité. C’est pour cette raison que le rapport que nous avons corédigé demande plus de transparence dans le travail de nos experts, plus d’indépendance de nos agences et une stricte application du principe de précaution. Voilà les trois axes qui structurent la qualité de ce rapport.

Je voudrais ici, en ma qualité de président de cette commission, féliciter et remercier, d’abord, les deux corapporteurs, Norbert Lins et Bart Staes, qui ont fait un excellent travail de mon point de vue, mais, au-delà, remercier et féliciter aussi l’ensemble des membres qui ont travaillé pendant les neuf mois de cette commission. Madame la Présidente, vous l’avez vu, tous n’ont pas travaillé avec la même force, et certains sont encore restés sur leurs certitudes du début. Mme McIntyre fait partie de cette catégorie. Je pense que cette commission aurait pu durer un mandat entier, rien n’aurait changé à ses certitudes de départ et c’est bien dommage. Cela ne grandit pas la démocratie.

Les recommandations reflètent neuf mois de travail, mais aussi les exigences croissantes et légitimes de nos concitoyens en matière de transparence et de santé humaine. Aujourd’hui, certains industriels débauchent d’anciens députés pour s’acheter une nouvelle virginité. Il faut leur dire avec force qu’ils ne sont pas au-dessus des lois, et nous exigeons que les industriels comme Bayer et Monsanto rendent publiques toutes leurs études scientifiques lors d’une demande d’autorisation de mise sur le marché.

De ce point de vue, Monsieur le Commissaire, les propositions que vous nous avez faites afin d’améliorer la procédure d’autorisation des pesticides par l’EFSA, votées par notre Parlement le 11 décembre dernier, vont dans le bon sens, et je veux, en cela, remercier Pavel Poc pour son excellent travail.

Nous devons aller plus loin. Nous demandons à la Commission de proposer le plus rapidement possible une communication, suivie d’une refonte de la législation européenne sur l’autorisation des produits pharmaceutiques. Il en va de la santé des Européens, il en va de l’avenir, de la clarté et de la pertinence des travaux que nous menons ici au Parlement européen et que vous conduisez au sein de la Commission européenne.

  Mark Demesmaeker (ECR). – Voorzitter, toen het debat over glyfosaat drie jaar geleden losbarstte, heb ik keer op keer gehamerd op het belang van meer transparantie en onafhankelijk onderzoek.

Dit is ook de hoofdconclusie van de Bijzondere Commissie toelatingsprocedure van de Unie voor pesticiden, en mijn delegatie steunt die conclusies volledig. De goedkeuring van gewasbeschermingsmiddelen moet gebeuren op basis van en met respect voor onafhankelijke en objectieve wetenschap en volgens een transparante, objectieve en goed presterende procedure. We hebben inderdaad een van de meest strikte systemen ter wereld, maar verbeteringen zijn mogelijk én nodig om het vertrouwen van de burger in wetenschappelijk onderbouwd beleid te garanderen en de bescherming van de volksgezondheid en het milieu te verzekeren.

Twee kritische bedenkingen om af te sluiten. De hamvraag of glyfosaat al dan niet kankerverwekkend is, kan uitsluitend worden beantwoord door bijkomend onderzoek, niet door een politieke commissie. Ten slotte hoop ik dat dit verslag een breder debat kan aanzwengelen over een duurzamere landbouw.

  Martin Häusling (Verts/ALE). – Frau Präsidentin, meine lieben Kolleginnen und Kollegen! Wir müssen wieder Vertrauen herstellen bei den Bürgern, denn wir haben bei dem Zulassungsprozess von Glyphosat viel Vertrauen in die Prozesse der Europäischen Union verloren. In der Tat hat man draußen den Eindruck, die Interessen der Chemie spielten eine größere Rolle als die Interessen von Umwelt und Gesundheit. Das müssen wir dringend korrigieren.

Es liegt viel im Argen bei den Zulassungsprozessen. Allein, dass wir uns auf Studien der Chemie darüber verlassen müssen, ob bestimmte Pestizide gesundheitsschädlich sind oder nicht – das kann nicht so bleiben. Wir brauchen mehr unabhängige Forschung, das ist ganz klar. Wir brauchen volle Transparenz. Und wir können das schon beim neuen Lebensmittelrecht wirklich anwenden. Da ist die spannende Frage an die konservative Seite, ob sie dem, was die Kommission vorgelegt hat, dann auch zustimmt, oder ob an dem Punkt schon wieder einige einknicken. Deshalb: Das ist der Kernpunkt: volle Transparenz. Aber wir müssen auch die Alternativen zu dieser Art von Chemie-Landwirtschaft tatsächlich fördern. Es kann so nicht weitergehen, dass die Anwendung von Chemie selbstverständlich ist. Das darf nur noch die absolute Ausnahme sein.

  Younous Omarjee (GUE/NGL). – Madame la Présidente, Monsieur le Commissaire, ce rapport a ceci d’important que plus personne ne pourra dire: «je ne savais pas». Tout le monde sait à présent que vous portez la responsabilité de l’un des plus graves scandales sanitaires en Europe, celui du glyphosate, car, en pleine connaissance de cause, il a été décidé de continuer à empoisonner les gens. Oui, la Commission a failli à protéger la santé des citoyens et elle a préféré protéger les lobbies des multinationales comme Monsanto.

Je le dis avec gravité: les procédures actuelles de mise sur le marché des pesticides, ce n’est pas l’Europe qui protège, c’est l’Europe qui pollue, et c’est l’Europe qui tue le vivant.

Je vous appelle donc, de nouveau, à annuler maintenant l’autorisation de mise sur le marché des pesticides contestés, à commencer par le glyphosate et les pesticides tueurs d’abeilles.

  Esther Herranz García (PPE). – Señora presidenta, señor comisario, queridos colegas, estamos debatiendo sobre medidas para asegurar la salud de los ciudadanos, y esa salud se asegura controlando el medio ambiente y la alimentación.

Es importante que nos aseguremos de que los productos fitosanitarios se emplean correctamente y de que su efecto es el que buscamos, el deseado para la salud y para el entorno. Así, además, hay que contribuir a que se puedan seguir produciendo frutas y verduras en la Unión Europea. Hasta aquí creo que todos podemos estar de acuerdo, pero prohibir por prohibir no es ni sensato ni tampoco lógico.

Hay que tomar decisiones basándonos en criterios científicos. Nuestras instituciones, con la EFSA a la cabeza, están en condiciones de ofrecer información, de ofrecer transparencia, seguridad y certidumbre a los ciudadanos europeos.

Dejemos por tanto trabajar a los científicos y, desde la política, asegurémonos de que existan los medios para que puedan seguir trabajando sin politizar la ciencia, porque mal favor haremos a los ciudadanos si en vez de certidumbres científicas, les ofrecemos mensajes ideológicos y opiniones tergiversadas, como en el caso del glifosato.

Eso es lo que quiero decirles hoy, además de agradecerles su trabajo, sobre todo a mi colega el señor Lins, que me consta que ha hecho un trabajo muy exhaustivo y un gran esfuerzo con este documento.

  Marc Tarabella (S&D). – Madame la Présidente, Monsieur le Commissaire, au vu des différentes auditions qui ont eu lieu lors des réunions de la commission PEST, c’est un fait, la procédure européenne en matière d’autorisation des pesticides doit être améliorée.

Je me suis battu depuis longtemps et de longs mois afin que toute la lumière soit faite sur les manquements en la matière, et je me félicite que le texte de départ des deux corapporteurs, qui ont d’ailleurs très bien travaillé et que je félicite, ait encore été amélioré sur différents points. J’en cite six rapidement. Un, une meilleure application du principe de précaution. Deux, un renforcement de l’indépendance tout au long du processus d’autorisation. Trois, la nécessité pour la Commission et les États membres d’allouer des ressources suffisantes pour renforcer l’indépendance. Quatre, le besoin de trouver des produits alternatifs en favorisant l’innovation. Cinq, la mise en place d’un mécanisme de surveillance post-commercialisation et, six, l’ajout de critères d’indépendance et de transparence et l’absence de conflit d’intérêts dans la définition de l’État membre rapporteur.

Par conséquent, je me réjouis des conclusions apportées par cette commission spéciale et espère qu’elles seront traduites intégralement dans le vote.

  James Nicholson (ECR). – Madam President, can I say at the beginning, maybe for Mr Tarabella, that I’ll be supporting Ms McIntyre’s view on this particular issue and maybe that will allay his fears.

My view is very simple. For producers, herbicides like glyphosate are not a luxury, they are a necessity. Not only is responsible use of herbicides vital in the production of food, it is also beneficial in reducing greenhouse gas emissions and promoting sustainable farming. The EU rightly champions high standards in food production and the importance of protecting public health, and I agree with all of that, food safety and the environment. The best way to do this is by formulating a policy based on scientific evidence.

I agree with you, Commissioner: how do you guarantee some of this? But somewhere along the line you have to trust somebody, and if you’ve got to trust somebody, you’ve got to trust those who are actually in charge of science. Now I am nor saying this is totally secure 100%, because there is no such thing as 100% security, but trust somebody. You’ve got to do it, and there has to be a scientific point of view.

  Sofia Ribeiro (PPE). – Senhora Presidente, saúdo o trabalho dos relatores que, sobre um tema tão sensível, com bom senso, valorizaram as evidências científicas em detrimento de uma campanha negativa e baseada em falsos dados, que muitos tentam fazer passar para daí tirarem proveitos eleitorais.

No PPE não embarcamos nestas derivas populistas, estando sempre ao lado dos nossos constituintes na defesa dos seus direitos, da melhor informação disponível e na procura das melhores soluções.

É assim também em relação à agricultura, que muitos querem fazer passar como o sector responsável por uma utilização menos correta destes produtos. Isto é totalmente falso. Não só os pesticidas são utilizados por um largo espectro da sociedade e pelas mais variadas profissões, como são os agricultores os principais interessados numa utilização responsável dos mesmos. Recordo que, de acordo com o estudo mais recente sobre a presença de resíduos de pesticidas no sector agroalimentar, este demonstrou que 97,2% das amostras na Europa estavam dentro dos limites legais da legislação da União Europeia, o que testemunha um sistema de produção alimentar extremamente rigoroso e o mais seguro a nível mundial. Por isso os cidadãos europeus podem confiar nas suas instituições, bem como nas entidades fiscalizadoras. Foi isto também que consegui plasmar no documento pelo qual fui responsável na Comissão da Agricultura.

É óbvio que há sempre espaço para melhorar e é por isso que saúdo o aumento do financiamento, quer para a Agência Europeia para a Segurança dos Alimentos, quer para as autoridades dos Estados—Membros, de modo a que estas entidades possam desenvolver ainda melhor o seu trabalho. É para isso que aqui estamos, que trabalhamos para desenvolver a confiança dos europeus na nossa Europa.

  Clara Eugenia Aguilera García (S&D). – Señora presidenta, quiero felicitar a todos los participantes en la Comisión Especial sobre el Procedimiento de Autorización de la Unión para los Plaguicidas y muy especialmente a los ponentes, porque creo que, finalmente, la Resolución que se aprobó en la comisión, y que hoy debatimos, es una buena propuesta.

Quiero dejar claro mi apoyo a cualquier iniciativa que suponga el refuerzo de la transparencia, más información a los consumidores, un aumento de su confianza y la reducción de las cargas administrativas, así como asegurar la calidad en los dictámenes científicos. Por supuesto, apoyar estas iniciativas, en el marco del procedimiento de autorización de los plaguicidas de la Unión Europea, ha sido todo el trabajo que se ha realizado.

No obstante, ante la creciente mediatización de la toma de decisiones respecto al uso de estos productos, en ocasiones absolutamente al margen de los conocimientos científicos, considero, Señorías, que habría que tratar de reconducir el debate al terreno técnico y científico de las instituciones.

Aun así, yo creo que es un buen acuerdo que merece la aprobación de todos cuando se produzca la votación.

  Zbigniew Kuźmiuk (ECR). – Pani Przewodnicząca! Panie Komisarzu! Zabierając głos w tej debacie dotyczącej sprawozdania z inicjatywy własnej w sprawie unijnej procedury wydawania zezwoleń na dopuszczenie pestycydów do obrotu, trzeba zwrócić uwagę na to, że zgoda Komisji Europejskiej na stosowanie w Unii glifosatu, wyrażona w grudniu 2017 roku na kolejne pięć lat, czyli do 2022 roku, spowodowała ogromne niezadowolenie społeczne i w konsekwencji zaowocowała powołaniem przez Parlament specjalnej komisji PEST.

Negatywne nastroje społeczne w tej sprawie wynikają przede wszystkim z wyroku sądu w Stanach Zjednoczonych z sierpnia 2018 roku, który uznał że glifosat firmy Monsanto spowodował chłoniaka u amerykańskiego ogrodnika, i zasądził na jego rzecz kwotę blisko 300 milionów dolarów.

Specjalna komisja PEST powołana przez Parlament w swoim sprawozdaniu zaproponowała między innymi większą przejrzystość w badaniach nad pestycydami i unikanie konfliktu interesów w badaniach nad nimi, a także wprowadzenie zakazu używania środków ochrony roślin w miejscach publicznych. Niestety to sprawozdanie nie stanowi przełomu w sprawie stosowania pestycydów w rolnictwie.

  Angélique Delahaye (PPE). – Madame la Présidente, Monsieur le Commissaire, chers collègues, glyphosate or not glyphosate? Là était la question. Mais ce qu’attendent nos citoyens est simple: la garantie de leur sécurité alimentaire et la transparence dans les prises de décision. La réponse est tout aussi simple: la science. Nous avons entendu des experts, nous avons rencontré de nombreux professionnels sur le terrain et, plus que jamais, je suis convaincue que la science doit être la base incontestable de nos décisions. C’est ce que je défends depuis plus de trois ans dans cet hémicycle, et je me félicite que le rapport arrive aux mêmes conclusions.

Nous devons travailler à une plus grande compréhension des procédures par les citoyens. Il faut restaurer la confiance vis-à-vis des agences nationales et européennes, mais aussi de nos institutions. Nous avons en Europe l’un des systèmes les plus exigeants et les plus protecteurs au monde, ne l’oublions pas. À mon sens, un haut niveau d’exigence en matière de sécurité est une condition nécessaire, mais pas suffisante. L’agricultrice que je suis, militant depuis plus dix ans pour l’alternative aux produits phytosanitaires et l’utilisation des produits phytosanitaires, peut en témoigner. Être exigeant, oui, mais tout en garantissant notre souveraineté alimentaire.

Nous devons nous donner les moyens de nos ambitions. Il faut soutenir la recherche et l’innovation. Ne soyons pas naïfs, si nous ne permettons pas aux entreprises de faire de la recherche, l’innovation viendra de leurs concurrents. Il faut soutenir aussi les professionnels et les filières agricoles pour aller vers des pratiques toujours plus respectueuses de l’environnement. N’opposons pas les agricultures et l’environnement: toutes les agricultures ont leur place et répondent à des attentes différentes. Il faut surtout soutenir les agriculteurs face à la concurrence mondiale: n’importons pas l’agriculture que nous ne voulons pas, faute de quoi, nous nous tirerons une balle dans le pied, aussi bien en termes de santé que d’environnement et d’économie.

Je pense que le rapport que nous avons sur la table répond à ces objectifs et je tiens à saluer le travail de nos rapporteurs. Même si tout n’est pas parfait, puisque certaines de nos propositions n’ont pas été entièrement reprises, l’essentiel est là. J’espère d’ailleurs que nous aurons une réponse rapide de la Commission, comme l’a souligné ma collègue Pilar Ayuso, à l’issue de ce vote que j’espère massif.

  Christel Schaldemose (S&D). – Fru formand! Glyphosat-diskussionen har det senere år fyldt rigtigt meget, og med rette. Vi har diskuteret, om stoffet har været farligt, om vi har brugt det på den rigtige måde. Derfor var det rigtigt godt, at vi her i Europa-Parlamentet valgte at nedsætte et udvalg, som skulle se nærmere på, om vi havde gjort det rigtige, om vi kunne finde en anden og bedre måde at autorisere nye pesticider på. Efter det meste af et års arbejde er udvalget kommet med en lang række rigtig gode og meget nødvendige konklusioner. Jeg kan ikke fremhæve dem allesammen her - det har jeg ikke tid til - men vil gerne vægte tre styks:

Det ene er, at vi har valgt at lægge vægt på, at der er brug for langt mere gennemsigtighed i godkendelsesproceduren. Vi skal simpelthen vide, hvor en rapport stammer fra, hvad det er for nogle forskere, der har stået for den, og hvordan er de blevet betalt. Dernæst skal vi have større uafhængighed i EU’s organer: ECHA skal simpelthen have flere penge, så de kan lave flere undersøgelser, som er uafhængige. Endelig skal vi basere det hele på forsigtighedsprincippet. Jeg støtter konklusionerne og håber, vi får vedtaget dem, så vi kan gøre dem til lov i EU i fremtiden.

Firstly, allow me to state that I welcome the work of this committee and the opportunity for Parliament to scrutinise this issue. As the Commissioner pointed out earlier, it is an issue that has received much attention and about which we have all received many questions and concerns from constituents.

I come from Ireland south, a rather rural and agricultural constituency. Every day I speak to farmers about their work and pesticides, especially glyphosate, has been at the forefront of their concerns. Farmers are understanding of the problem but are frustrated at the same time because of lack of alternatives.

Let me be clear: it is crucial to safeguard the value and authority of the scientific institutions. We cannot allow science to be guided by politics. Our citizens depend on stable, legal and safe rules and frameworks. We must ensure that there is trust in the system, as Mr Nicholson pointed out, otherwise we might as well have no approval process in place, as there would be no trust in it.

The EU approval system is one of the safest in the world. However, there are ways to improve it. We must ensure that we safeguard the highest standards for the health of our EU citizens, the environment, but also ensure the survival of EU farms. This is the balance that can and must be found.

It is vital that we consider the reliance our farmers have on certain products. In Ireland, for example, the practice of desiccation, i.e. the application of a herbicide to a crop shortly before harvest, is vital to some of our famers, particularly our potato farmers. We in Ireland have a temperate oceanic climate. We do not have the weather conditions for drying crops in the sun, and therefore desiccation is necessary. Alternatives need to be found to put new and better equipped products on the markets, and any restrictions on this in the years ahead, in the absence of viable alternatives, would be detrimental to the tillage sector.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, il rispetto del principio di precauzione europeo è fondamentale per assicurare la sicurezza alimentare.

Negli ultimi anni però la credibilità del nostro sistema di autorizzazione per i prodotti fitosanitari è stata fortemente minata dall’opacità della procedura di rinnovo dell'autorizzazione del glifosato, fatto tanto più grave in quanto i dubbi sulla pericolosità del glifosato sono cresciuti e sono confermati anche da sentenze di tribunali che riconoscono il nesso eziologico tra l'uso professionale del glifosato e l'insorgenza di cancro.

Preoccupazioni in termini di trasparenza e conflitti di interessi evidenziano la necessità di un miglioramento del regolamento di autorizzazione della sua applicazione.

La relazione della commissione speciale PEST evidenzia la necessità di rimettere al centro dell'attenzione la salute dei cittadini, l'ambiente e la sicurezza alimentare, assicurando all'EFSA adeguate risorse finanziarie, indipendenza dalle lobby, assenza di conflitti di interesse e adeguate competenze nei processi di approvazione.

Dobbiamo però rimediare agli errori del passato, indirizzando l'agricoltura verso pratiche sostenibili.

  Julie Girling (PPE). – Madam President, neither I nor my political group were in favour of setting up the special committee in the first place. I didn’t think there was any need for such an instrument to address the Citizens’ Initiative on glyphosate, a subject which is aired with monotonous regularity in this Chamber, and we’ve talked about it probably more than any other subject when it comes to chemicals for agriculture.

Undoubtedly it’s very important, I absolutely agree, and I’ve certainly never sought to diminish the importance of making sure that we have a good system, but it is fairly universally acknowledged that the EU system is pretty much the best that there is. And indeed – not wishing to sit on our laurels – we know that the Commission, and our Commissioner, put forward under the general food law proposals, some proposals which very much address the issues that so many of the Members of this House have spoken of this afternoon.

My fundamental problem with this report is that it has taken a huge amount of effort and energy – and I commend our rapporteurs for the work that they’ve put in – but in doing so, what actually do we gain? Running parallel, we have a legislative report on general food law which pretty much looks at almost all of the issues which are raised here – certainly all of those which fall within the sensible remit of this Parliament. That is not to say that we didn’t get an awful lot of amendments that were a little bit, how shall I put it, ‘idealistic’, but most of those have been subsumed into the sorts of compromises that we are so very good at here, but which actually in the end, don’t lead us any further forward. So I shall not be voting for this report. I think it should go forward as a monument of how we are very, very good at establishing ways to waste our time and I look forward to dealing with the general food law, which is a far more important piece of legislation.

  Ricardo Serrão Santos (S&D). – Senhora Presidente, registo com agrado a referência no relatório à necessidade de reforçar a investigação e a inovação na área da proteção das culturas. Deverá ser esse o nosso caminho principal: procurar novas soluções técnicas e metodologias que permitam reduzir, de forma sustentada, o recurso a produtos fitossanitários e, quando a sua utilização é necessária, como fazê-lo da forma mais eficiente e dirigida, tendo sempre como prioridades indiscutíveis o princípio da precaução e a proteção da saúde humana, animal e do meio ambiente.

Teremos também de garantir que os agricultores têm ao seu dispor as ferramentas necessárias para uma proteção adequada das suas culturas que lhes garanta a viabilidade das suas explorações agrícolas. Como tal, o sistema de autorização destes produtos na União Europeia, ao basear-se sempre nos mais rigorosos critérios científicos, deverá ser um sistema ágil e capaz de apresentar soluções para a grande diversidade de produção agrícola europeia, nomeadamente em situações mais desafiantes como as que encontramos nas regiões ultraperiféricas.

Αυτό σημαίνει λήψη μέτρων και, κυρίως, εφαρμογή της αρχής της προφύλαξης, η οποία, ως γνωστόν, είναι θεμελιώδης αρχή της Ευρωπαϊκής Ένωσης και προβλέπεται στο άρθρο 191 της Συνθήκης λειτουργίας της Ευρωπαϊκής Ένωσης. Επιπλέον, πρέπει να υπάρξει διαφάνεια στη λήψη των μέτρων, να γίνεται η μελέτη από ανεξάρτητη αρχή, να μην παίρνονται αποφάσεις οι οποίες επί της ουσίας υπηρετούν τη χημική βιομηχανία. Άλλωστε, είχαμε το σκάνδαλο με τη γλυφοσάτη. Έχουμε απόφαση των πολιτών της Ευρωπαϊκής Ένωσης, οι οποίοι έχουν κινηθεί με ευρωπαϊκή πρωτοβουλία. Όμως, κύριε Επίτροπε, κύριε Andriukaitis, θα ήθελα να σας θέσω ένα σοβαρό θέμα: γίνονται εισαγωγές αγροτικών προϊόντων από την Τουρκία. Αυτά τα προϊόντα καλλιεργούνται, δυστυχώς, με φυτοφάρμακα τα οποία απαγορεύονται. Επομένως, τι θα γίνει με τις εισαγωγές των τουρκικών αγροτικών προϊόντων που καλλιεργούνται στην Τουρκία με φυτοφάρμακα που απαγορεύονται και παρά ταύτα εισάγονται στην Ευρωπαϊκή Ένωση, εισάγονται στην Ελλάδα και είναι επικίνδυνα για την υγεία των πολιτών; Σε αυτό το θέμα θέλω να πάρουμε μέτρα.

  Florent Marcellesi (Verts/ALE). – Señora presidenta, ahora ya lo podemos decir con más claridad: la autorización de glifosato no tuvo las garantías que debía. Una amplia mayoría de esta Cámara lo reconoce en la comisión especial creada a iniciativa del Grupo Verts/ALE.

El proceso de autorización de pesticidas en la Unión Europea es demasiado vulnerable ante conflictos de intereses. Las agencias europeas deberían, a partir de ahora, evaluar de forma independiente, objetiva y transparente los efectos que tienen los pesticidas sobre nuestra salud y sobre el medio ambiente, empezando, por supuesto, por el glifosato, potencialmente cancerígeno según la Organización Mundial de la Salud.

Desde esta Cámara pedimos evaluaciones —por fin— basadas en datos científicos y no en datos contables de multinacionales como Monsanto.

Y esto —no nos engañemos— es gracias a la lucha del movimiento a favor de una agricultura y una alimentación sanas y sostenibles. Seguiremos trabajando por una Europa que ponga siempre por delante nuestra salud y el medio ambiente.

  João Ferreira (GUE/NGL). – Senhora Presidente, a criação desta comissão especial sobre os procedimentos de autorização dos pesticidas resultou da suspeição pública acerca do rigor e da transparência destes processos. Esta suspeição não caiu do céu. É conhecida a promiscuidade que existe entre a Comissão Europeia, as respetivas agências e os interesses da indústria dominada por colossos transnacionais, no caso da Química e Farmacêutica.

Com efeito, nem sempre os princípios da prevenção e da precaução são devidamente tidos em conta nos procedimentos de autorização. É a saúde pública e a preservação do ambiente que devem prevalecer sobre os interesses da indústria, as suas expectativas de lucro e não o contrário. As análises de risco não podem servir de justificação para virar de pernas para o ar este princípio basilar. Isto é válido tanto para a necessária autorização da monitorização do impacto do que já existe no mercado, como para a gestão dos processos de inovação e para aplicação, em larga escala, de novos produtos.

  Igor Šoltes (Verts/ALE). – Gospa predsednica, torej, zaščita zdravja naših državljanov je ena od najpomembnejših naših nalog in tudi zato je to poročilo toliko bolj pomembno, ker poziva k zagotovitvi neodvisne, objektivne in pregledne ocene pesticidov in seveda njenih učinkov.

Spomnimo se samo tega škandala, te sage o glifosatu, ki je v postopku podaljšanja dovoljenja sprožila ogromno razprav o tem, ali je glifosat rakotvoren ali ne. In študije, ki so se takrat pojavile, so resnično vlivale dvom. Posebej še, ker so bile na teh študijah tudi prstni odtisi nekaterih fitofarmacevtskih industrij, se pravi, tistih, ki proizvajajo te glifosate.

In ravno zato moramo zagotoviti neodvisne, objektivne ocene, predvsem pa to, da se zagotovi tudi javen dostop do vseh razpoložljivih študij industrije, ker v dvomu, da so študije neodvisne, bo vedno potreben tudi javni nadzor, ker edino na ta način se lahko zagotovi zaupanje.

  Louis-Joseph Manscour (S&D). – Madame la Présidente, j’ai entendu certains collègues dire que le système européen de sécurité alimentaire est efficace et que nous devrions faire confiance aux autorités sanitaires.

Mais, au nom du principe de précaution, nous devrions faire en sorte de ne pas avoir tous les désagréments que l’on connaît. Je prends l’exemple du chlordécone aux Antilles françaises. Vous savez pertinemment tout le mal que cela fait aux populations. Le cancer de la prostate a considérablement augmenté. Nous voyons bien que nous sommes dans une situation où pratiquement 80 % de la population est affectée.

Nous disons oui au renforcement de la transparence, mais, au nom du principe de précaution, nous disons qu’il faut tout faire pour que nos populations soient mieux protégées. Mon collègue Éric Andrieu et moi-même avons demandé d’abaisser les limites – les LMR – pour les produits carnés. Jusqu’à maintenant, nous n’avons pas de réponse.

Nous attendons de vous que vous fassiez tout le nécessaire pour que nous ayons une meilleure garantie de la santé de nos populations.

  Vytenis Povilas Andriukaitis, Member of the Commission. – Madam President, I have listened very carefully to the interventions of the Honourable Members and I am grateful for them. Allow me to react to some of them.

Ms Ries raised the question of co-formulants. We are working on both the list and on the criteria. As of December, we discussed with Member States the first list of unacceptable co-formulants, including those already identified by the Member States, and discussions are ongoing.

Speaking about products coming from third countries and maximum residual levels that MEP Marias just raised, in principle the same maximum residual levels apply for imported and domestically produced food and feed commodities – absolutely, crystal clear. Where no maximum residual level exists for a commodity not produced in the EU or because a substance is not approved, so-called import tolerance can be requested for commodities produced in the third country. However, such import tolerances can only be granted if confirmed by the European Food Safety Authority (EFSA), following a thorough scientific evaluation that the risk to consumers can be excluded and therefore the high level of protection in the EU is fully ensured. Please convey this message to all the people who ask about the possibility of regulating issues related to goods coming from third countries.

Of course, generally, some blame me because I am poisoning people. It is strange for me, a little bit. My father taught me the first rule: son, don’t lie to people. My message is, with elections coming up, don’t lie. This is a very good message – a simple message.

The second simple message is please trust in science. If you trust in science then the situation will be more or less OK. I think it is a good opportunity now to listen to your conclusions and recommendations. We will give very careful consideration to your final document and we can take it into account in our REFIT evaluation that I will present to you in the first half of this year.

I strongly believe that we share the same goal – to maintain food safety, protect citizens and animal and plant health, and safeguard the environment. I think we are generally doing a good job.

  Norbert Lins, Berichterstatter. – Frau Präsidentin, Herr Kommissar! Wir haben gesehen – die emotionale Aussprache hat es gezeigt –, dass wir höchst unterschiedliche Sichtweisen auf dieses Thema haben. Trotzdem glaube ich: Das ist schon ein Erfolg, dass wir es geschafft haben, über die Parteigrenzen und auch über unsere Ideologien hinweg einen Konsensbericht zu erarbeiten. Damit stärken wir eben den wissenschaftsbasierten Ansatz, den wir in diesem Zulassungsverfahren so dringend brauchen. Ich appelliere nochmals: Emotionen haben hier wirklich nichts zu suchen. Ich wende mich hier an die Kollegen – sie sind teilweise gar nicht mehr da –, zum Beispiel an den Kollegen Waitz, der generell Pestizide verunglimpft und bei allen Pestiziden davon ausgeht, dass sie nicht akzeptable Risiken beinhalten, aber gleichzeitig verschweigt, dass im Ökolandbau der Kupfereinsatz das größte Gift für den Boden ist, oder die Kollegin Hazekamp, die immer noch von Agrargift spricht nach einem Jahr der Diskussion, oder die Kollegin Rivasi, die immer weiter noch von Skandalisierung spricht, obwohl der Bericht zum gegenteiligen Ergebnis kommt.

Also ich wünsche mir, dass wir aufhören, Umwelt und Landwirtschaft gegeneinander auszuspielen, denn diese gehen Hand in Hand. Wir brauchen mehr Innovation für effizientere und nachhaltigere Produkte, und dies muss durch den politischen Rahmen, den auch die Europäische Kommission setzt, Herr Kommissar, unterstützt werden. Wir haben alle das gleiche Ziel: ein zuverlässiges Zulassungsverfahren. Und ich glaube, dass wir dies jetzt mit diesen Empfehlungen auch verbessern. Ich wünsche mir, dass die Kommission unsere Vorschläge aufnimmt.

  Bart Staes, Rapporteur. – Voorzitter, ik wil in de eerste plaats corapporteur Lins, de schaduwrapporteurs en voorzitter Andrieu bedanken voor de manier waarop we constructief hebben samengewerkt.

Ik denk dat dit verslag uiteindelijk toont dat het Parlement luistert naar zijn burgers. Ik denk dat we in tijden van polarisering, in tijden van populisme, hebben aangetoond dat we zelfs ondanks het feit dat we soms een verschillende visie op voedselproductie en landbouw hebben, toch kunnen komen met een blauwdruk voor een objectieve, transparante, onafhankelijke toelatingsprocedure voor pesticiden en gewasbeschermingsmiddelen.

Dat is, beste collega's, waar burgers om vragen. Niet om politici die schreeuwen, die roepen, wel om politici die constructief proberen samen te werken en die proberen verschillen in visie te overbruggen.

Daarbij staat steeds het belang van de gezondheid van mens en dier centraal, het belang van het respect voor onze ecosystemen, het algemeen belang dus. Niet de commerciële, privébelangen van enkelen.

  Beata Gosiewska (ECR), na piśmie. – W grudniu 2017 roku została przedłużona licencja na kontrowersyjny środek chwastobójczy zawierający glifosat i dopuszczono go do użytku na terenie UE na okres pięciu lat. Jest to, owszem, okres krótszy niż zwykle (10 lat), natomiast ciągle budzi to mój niepokój, szczególnie w kontekście wyroku sądu, jaki zapadł w San Francisco 11 sierpnia 2018 r. Sąd uznał, że 46-letni ogrodnik Dewayne Johnson, który przez lata używał Roundupu, zachorował na raka systemu limfatycznego z powodu ekspozycji na glifosat. Zdaniem sądu koncern Monsanto (wykupiony w lipcu 2018 przez niemiecką grupę farmaceutyczna Bayer) umyślnie ukrywał szkodliwość tej substancji i musi teraz wypłacić prawie 290 milionów dolarów odszkodowania ogrodnikowi, któremu lekarze dają jeszcze dwa lata życia. Werdykt sądu wskazuje na miażdżące dowody szkodliwości glifosatu. Niemiecki Bayer zamierza odwołać się od tej decyzji. Jeśli wyrok ten jednak się utrzyma, jako precedens może doprowadzić do fali podobnych decyzji.

Uważam, że dalsze dopuszczanie do obiegu glifosatu jest nie tylko kontrowersyjne, ale przede wszystkim niebezpieczne dla zdrowia i życia ludzkiego. Budzi to powszechny niepokój społeczny i dlatego należy nieustannie dokonywać nowych, kompleksowych analiz i ocen tego produktu. Należy nieustannie usuwać z rynku substancje czynne, co do których nie można wykazać, że spełnione są ścisłe kryteria zatwierdzenia przewidziane w prawodawstwie.

  Michaela Šojdrová (PPE), písemně. – Nepatřila jsem mezi zastánkyně zřízení zvláštního výboru PEST. Obecně se domnívám, že témata se mají řešit v rámci stálých výborů, a nikoli ad hoc výborů. Speciální výbory mají vždy tendenci k větší politizaci a ideologizaci dané otázky. V případě výstupu z výboru PEST ale mohu gratulovat naší frakci PPE, která zajistila, že tento text je vyvážený a realistický. Volá po zajištění větší nezávislosti a odbornosti procedur povolování pesticidů, což je jistě namístě. Je dobře, že bude zahájen přezkum záležitosti s glyfosáty. Rovněž nemám výhrady ani vůči tvrzení, že používání přípravků na ochranu rostlin pro účely vysušení plodiny před její sklizní je nevhodné z pohledu zdraví lidí.

  Tom Vandenkendelaere (PPE), schriftelijk. – Ik stemde voor het verslag over de toelatingsprocedures voor gewasbeschermingsmiddelen. De aanbevelingen in het verslag zijn voor mij evenwichtig en kunnen de toelatingsprocedure voor gewasbeschermingsmiddelen aanzienlijk verbeteren. We moeten echter ook in het achterhoofd houden dat de Europese toelatingsprocedure voor gewasbeschermingsmiddelen reeds tot de beste procedures van de wereld behoort.

De aanbevelingen omvatten onder andere een openbaar register voor alle studies en gegevens in een toegankelijk formaat, publieke toegang tot alle wetenschappelijke studies die zijn verschenen voordat de Europese Autoriteit voor voedselveiligheid haar oordeel uitspreekt, meer financiële middelen voor de Europese Autoriteit voor voedselveiligheid, de aanwijzing door de Commissie van de rapporterende lidstaat om een werkzame stof te beoordelen, de opname van toxiciteit op lange termijn in de gegevens die nodig zijn voor de risicobeoordeling van gewasbeschermingsmiddelen, de versterking van de beoordeling na het in de handel brengen en de lancering door de Commissie van een epidemiologisch onderzoek naar de gevolgen van pesticiden voor de menselijke gezondheid. Als de Europese Commissie al deze aanbevelingen in acht neemt, zal dit volgens mij zowel het vertrouwen van de consument in het gebruik van gewasbeschermingsmiddelen vergroten als de gezondheidsrisico’s voor de landbouwer aanzienlijk verminderen.
