  Miroslavs Mitrofanovs (Verts/ALE). – Madam President, I will speak about the imbalance in migration processes within the EU. The European Union ensures freedom of movement for the labour force, but the structure and direction of this movement at the present moment are unfavourable for the majority of new Member States because the poorest EU countries are losing well—educated people, who are leaving for developed EU countries. This process promotes the degradation of the social structure and undermines economic cohesion.

In the next legislative period, we must elaborate a system of direct EU financial support for several categories of highly skilled professionals in new Member States in order to motivate them to continue working at home. A compensatory mechanism may be applied up to the moment when the difference in salaries between the so—called ‘old’ and ‘new’ Member States becomes less pronounced and stops pushing people to leave their homes. I am speaking above all about doctors and other medical personnel. Let’s come back to this idea after the elections.
