European Parliament resolution on the IGC and the Irish Presidency’s proposals

The European Parliament,

–  having regard to the Draft Treaty establishing a Constitution for Europe approved by the European Convention,

–  having regard to the proposals made by the Irish Presidency at the European Parliament’s January part-session in Strasbourg,

–  having regard to the positive climate in which the informal lunch relaunching the Intergovernmental Conference (IGC) took place at the General Affairs Council in Brussels on Monday,

–  having regard to Rule 37(2) of its Rules of Procedure,

1.  Considers the Irish Presidency proposal to be balanced and coherent, while at the same time respecting national sensibilities;

2.  Welcomes, with the Irish Presidency, the fact that it has proved possible to inject a spirit of confidence into the debates, thanks not least to the bilateral contacts that have taken place over the past few weeks;

3.  Supports the strategy of the Irish Presidency, which has declared itself willing to do its best to achieve genuine compromise on the questions that remain unresolved;

4.  Instructs its President to forward this resolution to Council, the Commission and the governments of the Member States and the acceding countries.
